City Tourism Office to upgrade Magsaysay Park

The City Tourism Operations Office (CTOO) is eyeing to upgrade Davao City’s Magsaysay Park, which includes the Kadayawan Cultural Village, to make it more inviting to the Dabawenyos and tourists.

The implementation of the upgrade would be through a grant that the CTOO received after winning second place at the Tourism Champions Challenge at the Philippine International Convention Center (PICC) on April 15, 2024 wherein Davao City presented the project entitled “Panunod Project: Preservation of the Unwavering Legacy of Cultural and Sustainable Tourism of the Davao City Kadayawan Village.”

The winning entry of the city will receive a grant worth P15 million and an additional P5 million from the Office of the President, which will be used to jumpstart the project.

The Kadayawan Cultural Village, which is located inside the Magsaysay Park, is an effort made by the CTOO to protect and preserve the Philippines’ beautiful and colorful culture for future generations.

The village, which is also known as a cultural peace hub, is where the cultural homes of the 11 tribes of Davao City, the Ata; Bagobo Klata; Bagobo Tagabawa; Iranun; Kagan; Maguindanawon; Maranao; Matigsalug; Obu Manuvu; Sama; and Tausug, are showcased.

Warren Quiñones of the planning section of the CTOO on Thursday said that the department will sign a Memorandum of Agreement (MOA) with the city government of Davao, the Department of Tourism (DOT), and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) for the granting of the fund.

“It’s still a long way because we are talking about infrastructure but having this grant is a big help to enhance and give life again to our Magsaysay Park.

“During the proposal submission. we were preparing for the Kadayawan and then we saw the value of celebrating Kadayawan at Magsaysay Park. I think that is also among the priorities that we should look into because it shows the culture and tourism. Its location is accessible to all Dabawenyos to visit,” Quiñones said during the I-Speak media forum.

Quiñones said the project involves putting up a pasalubong center, improving the public toilet, enhancing the landscape, and fixing some utilities of the park.

“Making it a cultural peace hub for Davao City and maybe for Mindanao,” he said.

He also said that CTOO already met the officials of the City Planning Development Office (CPDO) and the City Engineer’s Office (CEO) for the schedule of the project implementation, which is targeted to start this year.

Among the reasons why tourists visit Davao City are following: being in a typhoon-free zone; having unique eco-tourism and cultural resources, attractions and activities; strategic location with a number of flights, shipping routes and land trips; competitive cost advantage/value for money; most prepared city to respond to emergency; availability of world class public and private utilities, services and infrastructure; highly skilled and educated population; safe and clean destination; and the city government’s strong partnership with the private sector.

Taking the reins to lead Davao City’s tourism industry

Jennifer Romero, Officer-in-charge of the Davao City Tourism Operations Office

DESPITE the huge jump from being a seasoned hotelier to the new role as a leading public servant of the city government of Davao, Jennifer Romero is more than motivated and passionate to take on the job offered to her.

Romero is the newly-appointed officer-in-charge of the City Tourism Operations Office (CTOO) under Mayor Sebastian Z. Duterte’s first term in office.

Being a staple in the hotel industry for almost 21 years, the new opportunity came in perfect timing. Still, it was an unexpected and huge transition for her to move from the corporate setup to the government setup.

"As you get older, there is a point in your career that you want to do something worthwhile and for the greater good, and impart what you have learned for the longest time," she said.

Throughout her career, Romero rose through the ranks in the hospitality industry, starting out as a receptionist, account executive, and sales until she eventually became the head of the sales and marketing department of Waterfront Insular Hotel, where she spent most of her professional years.

For Romero, her past and current roles are different but the same. She would say, "The fundamentals are the same but the dynamics are different."

The similarities are both jobs require promoting products and services, heading events and activities, and regulating and analyzing data to come up with significant action plans.

On the other hand, the difference is Romero is involved with developing more than one aspect of the tourism sector now that she is in the government sector, compared to the development of only one company if you are in the corporate setup.

"Giving yourself a wider spectrum (where you are) able to help in a wider scope. At CTOO, you will be looking into the holistic approach of what is tourism all about," she said.

With her hotelier roots, the CTOO head said strengthening Davao City's position as a Meetings, Incentives, Conventions/conferences, and Events (Mice) city is an advocacy close to her heart.

For her, Davao City's position as one of the centers of the Davao Region and a key entry point in Mindanao makes it a major player in the Mice industry.

“The Mice tourism of Davao City is very promising. Many sectors will benefit from that - the hospitality industry, hotels, airlines, tours, and restaurants, among others, they can be helped out,” Romero said.

However, a challenge for Romero is understanding how the government's tourism sector works. The priority right now is to implement the tourism master plan and come up with a plan that everyone can benefit from.

"The challenges would always be there but when we concretize our action plans, that can somehow have a foothold of a strong understanding along the way. It's not always a bed of roses when you trailblaze new paths and you go into pushing the tourism industry to another level," she said.

Moving forward, Romero said she will show Dabawenyos that she is on top of the city’s tourism initiatives and further push Davao City’s tourism programs to greater heights. Another priority for her is to promote Davao City not just locally, but also on the national and international scene.

“I am a visionary. When I envision something, I want that vision to become a reality. With hard work, determination, and of course, teamwork because I always believe that teamwork is also essential. I cannot do this on my own,” Romero said. ICM

DAVAO CITY — Palafox Associates turned over the Tourism Master Plan of Davao City to Mayor Sebastian “Baste” Duterte and the Davao City Tourism Operations Office (DCTOO) last 26 July 2022 at the Pinnacle Hotel and Suites, Davao City. The collaboration between the City Government of Davao, the Tourism Council of Davao City, Palafox Associates, and local stakeholders and barangays has resulted in a 25-year Tourism Master Plan for Davao City’s growing tourism industry.

After intensive situational analyses consisting of multi-sectoral appraisals of the City's tourism profile alongside in-depth workshops between department heads, local stakeholders, and barangay representatives, the plan includes a strategic tourism framework, new tourism circuits, priority development areas, and a new brand for Davao City’s tourism and marketing strategies.

The tourism framework strategy has been selected from the best features of the three proposed frameworks, with a tourism support hub within the City's urban core toward different tourism clusters. These are based on the City’s districts through its extensive road network as tourism corridors.

Three new tourism circuits were developed from the framework, highlighting the City’s existing and potential tourism activities:

  • Downtown Davao Tour with Chinatown, San Pedro, and Mintal — the future local government center and emerging urban area;
  • Adventure Eco-Tourism with Catigan-Eden-Toril loop up to Malagos and Cadalian in Baguio District; and
  • Mountain Tourism at Marilog, integrating community-based tourism destinations with farm and nature tourism.

Priority development areas are also proposed to maximize the tourism development potential of Davao’s tourism destinations. These include the Davao Waterfront at Sta. Ana and the Chinatown Food and Night Markets, creating a MICE hub while revitalizing the Magsaysay Park and enlivening Chinatown’s streets; the Eco-Tourism Adventure Park at Catigan-Eden-Toril that fuses leisure and adventure; and the Mountain Park at Marilog, which showcases the local culture and the emerging bamboo industry of the area. These sites are purely indicative but are based on situational studies and workshops from which the city government can draw up more detailed plans with specific locations in the future.

Based on extensive branding and marketing studies, Definitely Davao is chosen as the tourism brand, which complements Davao’s place brand Life is Here and fuses tourism brands such as Let’s Meet in Davao under an umbrella brand along with marketing tactics like Visit Davao activities.

Apart from activities and development proposals, the tourism master plan also presents recommendations for institutional mechanisms to implement the plan, with the Departmentalization and Organization Development of the new City Tourism Office as the highlight.

These multi-faceted recommendations consolidated from collaborative workshops with the local government, various stakeholders, and barangays through the Tourism Master Plan of Davao City will surely help strengthen Davao’s bustling tourism sector in the coming years.
