Medical Benefits Outside of B.C.

B.C. Residents traveling outside Canada are encouraged to review current travel advice and advisories:

Province of BC

If you are eligible for coverage while temporarily absent from B.C., MSP will help pay for unexpected medical services provided the services are medically required, rendered by a licensed physician and normally insured by MSP. Reimbursement for physician services will be made in Canadian funds and payment will not exceed the amount payable had the same services been performed in B.C. Any excess cost is the responsibility of the beneficiary.

MSP does not provide any coverage for treatment provided by a health care practitioner outside the province (e.g. physician assistants, nurse practitioners, chiropractors or physical therapists).

PharmaCare does not provide coverage for prescription drugs or medical supplies when obtained outside B.C. Provincial assistance is also not provided to subsidize payment for ambulance services outside B.C.

If medical care is not provided by a physician, or if you require a prescription or ambulance service while you are in another province or outside Canada, you will be charged the full cost for any medical service provided by the health care practitioner (non-physician), prescription or ambulance service. Fees can often range from several hundred to several thousand dollars and your costs will not be reimbursed by the Ministry of Health. 

Although the province does provide some coverage for emergency hospital care when you travel outside Canada, the province limits coverage to a maximum daily payment of $75.00, in Canadian funds.  

When purchasing travel insurance, you are advised to obtain insurance that will cover the additional costs for physician and hospital care and for the provincial services that are not insured outside B.C. such as prescription and ambulance services, and transportation back to B.C.

Out-of-Province Emergency Medical Care

Physician services in canada:.

Most physicians in other Canadian provinces and territories (except Quebec) will bill their own provincial/territorial health plan for services provided if you present your valid B.C. Services Card. The provinces/territories recover the funding monthly between each other.

When travelling in Quebec, you may be asked to pay for physician services and seek reimbursement later from MSP. If you paid for physician services in another province/territory, to request reimbursement please complete the Out of Country Medical Claim Form .

Hospital Benefits in Canada:

If you are admitted to a publicly funded hospital in Canada, the cost for most outpatient and inpatient services will usually be managed by the provincial or territorial health care plan.  If you receive an invoice from a public hospital in Canada for insured medical services, please contact:  Ministry of Health, Out of Province Claims, PO BOX 9647, STN PROV GOVT, Victoria, B.C.  V8W 9P4

B.C. residents are strongly advised to purchase additional health insurance when travelling to other Canadian provinces/territories to cover the cost of services not included in the reciprocal agreement between the provinces/territories.

Out-of-Country Emergency Medical Care

The cost of medical care outside Canada can be much higher than the amounts payable by MSP and extended health care plans. For complete protection, additional medical insurance should be purchased from a private insurance company, even if you only plan to leave the country for a day. Check the exclusions and limitations of your private insurance policy carefully to ensure that the policy meets your personal needs.

Provincial coverage for medically necessary COVID-19 services may be available; however, coverage for the COVID-19 laboratory test and general physician visit is limited, outside Canada, to a maximum payment of $75.00, in Canadian funds.

If you have extended health benefits please contact your insurer to determine the policy provisions or consider purchasing additional medical travel insurance.

When you receive medical services outside Canada (or in some instances outside B.C.), you will need to claim reimbursement from MSP using an Out of Country Claim Form. The completed form should be returned with:

  • an itemized account, including the dates of service and details of services performed, and
  • either the unpaid bills or the original receipts if the bills have been paid.

Note : Submit claims for physician services within 90 days of the date of service. In-patient hospital claims (and any associated medical claims) must be submitted within six months of discharge.

Payment will be issued in Canadian funds only and will be paid at the same rate that would have been paid if the services were received in B.C.

Elective (Non-Emergency) Medical Care Outside Canada

If you leave Canada specifically to obtain medical or hospital care (and you would like to have your provincial coverage help pay for it), the medical specialist looking after your care in B.C. must write to MSP and provide information regarding the medical necessity for a referral outside of Canada. The specialist needs to provide information about what other treatment options have been explored elsewhere in B.C. and/or Canada.

Treatment which is considered to be experimental or still in the developmental (research) stage is not eligible for coverage.

Note : If you do not obtain MSP approval for elective out of country medical care, all costs for services received outside Canada will be your personal responsibility. Travel and accommodation costs are not eligible for coverage.

Important Travel Insurance implications during the COVID-19 outbreak

We encourage our members to follow the advice of the Government of Canada and local government when booking and travelling.

If you do choose to travel, here is some additional information to help you plan ahead. Be sure to read your policy in full, to ensure you have an understanding of what it covers, and what it doesn’t cover. Rules and guidelines are changing rapidly. For the Doctors of BC MEDOC policy:

Out of Country Emergency Medical Insurance coverage IS available for COVID-19 medical emergencies, even where travel advisories due to COVID-19 are in place. This applies to both the travel insurance included with Doctors of BC HBTF plan and to the standalone coverage purchased through Johnson.

Trip cancellation/trip interruption, coverage for COVID-19 IS NOT available, even where there is no travel advisory in effect. Trip cancellation is only included with standalone coverage purchased through Johnson.

Out of Country Emergency Medical Insurance Coverage

Typically, any medical condition you suffer or contract in a specific country, region or area while a travel advisory of “Avoid non-essential travel” or “Avoid all travel” is in effect for that specific country, region or area and the travel advisory was issued by the Government of Canada before your day of departure, is excluded from coverage. However, for Emergency Medical Insurance benefits, this exclusion does not apply to medical conditions or losses related to COVID-19, even while a travel advisory related to COVID-19 is in effect.

Trip Cancellation and Trip Interruption Insurance Coverage

Travel insurance policies, including MEDOC, typically exclude coverage where the insured is aware, on the date they book travel, of any event that may prevent the insured from travelling as planned. As the Coronavirus outbreak has been declared by the World Health Organization as a global pandemic, Trip Cancellation and Trip Interruption coverage for COVID-19 IS NOT available, even where there is no travel advisory in effect.

Doctors of BC members can choose from two exclusive programs offered by Johnson Inc.: 

Emergency Medical Travel Plan

Trip Cancellation/Interruption Coverage

Emergency Medical Travel MEDOC is an Emergency Medical Travel Plan designed to insure those traveling outside their province of residence. All members and their spouses are eligible to purchase coverage, regardless of age or health.

The MEDOC coverage is a multi-trip annual base plan. Supplemental coverage can also be purchased for longer trips. Here are just some of the special and unique features of MEDOC:

Covers up to $5,000,000 of emergency medical expenses each time you travel

Includes Trip Cancellation, Interruption & Delay Insurance up to $8,000/person

Baggage & Personal Effects benefit up to $1,500/person, maximum $3,000/family

About the Plan

Annual base plan covers the member and/or spouse and family members for an unlimited number of trips per year, each up to 35 days duration

Supplemental Plan available in 15 day increments for single trips longer than the 35 day annual plan duration

Competitive rates and pricing for three health options: Optimum, Preferred and Standard

Direct claims payment, whenever possible

Coverage available regardless of age or health status

Vehicle return

Bedside transportation for a relative

Emergency dental care

Repatriation

The MEDOC Plan also includes the services of a travel assistance company, Global Excel Management Inc., who provides support through a claims assistant help line. Some of the services provided by Global Excel Management include:

Direct payment of claims to the Medical Service Provider, whenever possible

BCAA Travel Insurance & COVID-19

Bcaa travel insurance & covid-19 coverage.

BCAA Travel Insurance offers both Travel Emergency Medical Insurance and non-medical Trip Protection Coverage (i.e. Trip Cancellation & Trip Interruption Insurance, and more) and COVID-19 impacts each coverage differently.

BCAA Travel Emergency Medical Insurance: If you purchased your policy on August 13, 2021 or later, your policy includes up to $1,000,000 or $10,000,000 in coverage for COVID-19 related medical expenses outside of Canada depending on your vaccine status and your eligibility*.  Your coverage wording is available at bcaa.com/wordings.

BCAA Visitors to Canada Travel Emergency Medical Insurance. If you purchased your policy on August 13, 2021 or later, your policy includes coverage for COVID-19 related medical expenses, up to the coverage limit you selected at the time of purchase**. Your coverage wording is available at bcaa.com/wordings.

BCAA Trip Cancellation or Trip Interruption (Trip Protection Package/Non-medical Travel Package): As of March 5, 2020, COVID-19 is considered a known event worldwide, and no coverage is available for COVID-19.

Before you go.

Be sure to familiarize yourself with travel rules, restrictions and requirements for your departure from, and return to, Canada. Helpful checklists can be found at travel.gc.ca . It’s also a good idea to closely review your insurance coverage so you’re familiar with the terms and conditions before you leave.

While you’re away

If you get sick while you’re away, with BCAA Travel Insurance you have access to personalized care, with safe and convenient virtual and in-person visit options, as well as the flexibility to choose your medical provider and obtain treatment in any hospital anywhere in the world. If you are not familiar with the medical providers at your location, we can help you find appropriate medical attention.

When you return

Anyone travelling to Canada will need to follow testing and quarantine requirements. Visit the Canadian Government website, travel.gc.ca , for the latest detailed information, including helpful pretravel checklists. If you develop symptoms of COVID-19 once you return home, call 8-1-1 for more information and advice.

BCAA Travel Insurance Coverage

Does my bcaa travel emergency medical insurance policy cover covid-19 arrow icon.

All Travel Emergency Medical Insurance policies for Canadian residents provide up to $10,000,000 or $1,000,000 in coverage for COVID-19-related emergency medical expenses depending on your vaccine status*. Coverage also applies when travel is within Canada. For details on Visitors to Canada Travel Emergency Medical Insurance COVID-19 medical coverage, see the BCAA Visitors to Canada Travel Emergency Medical Coverage FAQ section below .

Does my BCAA Trip Protection (Trip Cancellation & Interruption) policy cover COVID-19? Arrow Icon

If you purchased or renewed your Trip Protection Package on or after March 5, 2020 you will not have coverage for Trip Cancellation & Trip Interruption for COVID-19, as it is considered a worldwide “known circumstance”. Trip Cancellation & Interruption Insurance policies are designed to cover unexpected issues. Because COVID-19 is so widely known, it’s no longer considered unexpected. You can learn more at bcaa.com/wordings .

What happens if I get sick before I leave? Arrow Icon

If you develop symptoms associated with COVID-19 (or any illness) before your vacation, it would be wise to avoid travelling.

If you test positive for COVID-19 or show COVID-19 symptoms within the 14-days prior to your departure date, COVID-19 medical coverage will not be available to you.

If you experienced a COVID-19 infection more than 14-days before departure, it will be considered an unstable pre-existing condition if it does not meet the definition of minor ailment as outlined in the Definitions section of the policy wording available at bcaa.com/wordings . Optional unstable pre-existing condition coverage is available for additional premium and would provide coverage up to $300,000 for COVID-19 medical emergencies if you do not experience further symptoms or require further treatment within 7-days prior to departure.

If you had a COVID-19 diagnosis that occurred more than 14-days before departure that does meet the criteria for minor ailment, it would not be considered a pre-existing condition and you would be eligible for up to $10,000,000 or $1,000,000 in COVID-19 emergency medical coverage depending on your vaccine status*.

If you have purchased the Trip Protection Package and would like to cancel your trip due to illness, coverage may be available provided you purchased the insurance before contracting the illness and your physician advised you in writing against travelling. If your policy was purchased on or after March 5, 2020, you would not have coverage if you got sick with COVID-19.

COVID-19 Emergency Medical Coverage

How does a level 3 canadian government travel advisory impact covid-19 emergency medical coverage arrow icon.

COVID-19 emergency medical coverage is still available if a Level 3 (avoid non-essential travel) advisory for COVID-19 is in place for your destination at the time of your departure. Please check the Government of Canada website for the latest travel advisories. Please also check all other FAQs and bcaa.com/wordings for all policy terms and eligibility criteria.

How does a Level 4 (avoid all travel) Canadian Government travel advisory impact COVID-19 Emergency Medical Coverage? Arrow Icon

If a Level 4 Government of Canada travel advisory for COVID-19 is in place at the time of your departure, COVID-19 emergency medical coverage is not available.

If a Level 4 Government of Canada travel advisory for COVID-19 is issued after your departure, COVID-19 emergency medical coverage is available as long as prior to departure the travel advisory in place for your destination was lower than Level 3 (or there was no advisory in place).

Please note that some countries (even particular territories and jurisdictions within those countries) may have Level 4 advisories for COVID-19, so it is important to check the Government of Canada website for the latest travel advisories for your destination.

Who is eligible for COVID-19 Emergency Medical Coverage? Arrow Icon

BCAA Travel Emergency Medical Insurance policies include up to $1,000,000 or $10,000,000 CAD in coverage for emergency medical travel expenses related to COVID-19 outside of Canada based on your vaccine status and eligibility. $10,000,000 limit applies if you have been fully vaccinated (administered with at least two doses of a Health Canada-approved COVID-19 vaccine) and up to $1,000,000 CAD if you have been administered one dose. Dose(s) must be administered 14-days or more prior to departure. Children under the age of 18 are covered regardless of their vaccine status. Full eligibility criteria for COVID-19 coverage and all policy terms, conditions, exclusions and limitations can be found in the policy wording at bcaa.com/wordings .

Do I need to prove that I’ve been vaccinated to get COVID-19 Emergency Medical Insurance Coverage? Arrow Icon

Proof that you’ve been vaccinated is not required at the time of purchase, however, in the unfortunate event of a COVID-19 emergency medical claim, you will need to provide evidence that you received a Health Canada-approved COVID-19 vaccine at least 14 days prior to leaving on your trip. For coverage to apply, travelers also must have not had any COVID-19 symptoms and must not have been diagnosed with COVID-19 within 14-days prior of departure.

Now that the Canadian Government has lifted the Level 4 (Avoid All Travel) COVID-19 travel advisory for cruise travel, COVID-19 emergency medical coverage is available (depending on your vaccination status*), as long as your trip departed after the travel advisory was lifted on March 7, 2022.

If your trip departed before the travel advisory was lifted on March 7, 2022, there is no coverage for COVID-19 emergency medical expenses for the duration of your trip.

Coverage for adverse reactions to the COVID-19 vaccine is the same as coverage for adverse reactions to all other vaccines and depends on a few factors, including when symptoms started. You can learn more at bcaa.com/wordings .

Quarantine Coverage

What if i’m quarantined while i’m away arrow icon.

If you are mandated to quarantine by the government or health authority at your destination due to testing positive for COVID-19, your BCAA travel insurance coverage may respond in the following way:

  • Travel Emergency Medical Insurance: Your medical coverage, including coverage for COVID-19 related emergency medical expenses, may automatically extend for the duration of your government or health authority-mandated quarantine duration that lasts beyond your originally schedule return date, up to a maximum of 14-days.   • Travel Delay, Travel Delay & COVID-19 Quarantine or Trip Protection Package optional coverages: For departure dates on Feb 18, 2022 and later : Any policies that have the Travel Delay, Travel Delay & COVID-19 Quarantine, or Trip Protection Package optional coverages added to a BCAA Travel Emergency Medical policy, up to $300 per person per day (up to $3,000 maximum) and $500 per family per day (up to $5,000 maximum) in quarantine expense coverage is available for unplanned accommodation and living expenses. Coverage applies if you are mandated to quarantine due to testing positive for COVID-19 and are unable to return on your originally-scheduled return date.

Coverage for all other COVID-19 related claims is not available, as COVID-19 is considered a global “known circumstance”.

Yes, you can extend your policy. Depending on when you departed and purchased your policy, there may be certain limitations on how long you can extend your policy for, so please give us a call to discuss your circumstances.

With the global travel restrictions in place, we know that your travels may be taking you within Canada instead. Your BCAA Annual Multi-trip policy provides tremendous value for travel within Canada. For example, your maximum trip length limitation does not apply to travel within Canada, so if you selected a maximum trip duration of 8 days, you can exceed that and travel longer within Canada. Also, your policy covers COVID-19 related emergency medical expenses within Canada up to $10,000,000.

BCAA Visitors to Canada Travel Emergency Medical Coverage

BCAA Visitors to Canada Travel Emergency Medical Insurance policies include coverage for COVID-19 related medical expenses, up to the coverage limit you selected at the time of purchase.

For coverage to apply, all vaccine dose(s) must have been administered at least 14 days prior to the effective date, arrival date or COVID-19 diagnosis date, whichever occurs later. Children under the age of 18 are covered regardless of their vaccine status. Vaccines approved by the health authority in your home country will be accepted, even if they are not approved by Health Canada for use within Canada. Coverage also does not apply if you have COVID-19 symptoms or a positive test within 14-days of arrival date or, effective date or, the date of the COVID-19 diagnosis, whichever occurs earlier. Coverage for COVID-19 related medical expenses does not apply if you are unvaccinated or partially vaccinated.

The Government of Canada has issued an official global advisory to avoid non-essential travel (Level 3) outside of the country to limit the spread of Coronavirus (COVID-19). As a result, coverage related to Coronavirus (COVID-19) will be affected:

Travel Medical Insurance For trips that depart on or after March 13, 2020, Coronavirus (COVID-19) related illness will not be covered unless you are fully vaccinated. You can learn more about how Government travel advisories impact coverage in our Travel Insurance FAQs .

Trip Protection Insurance (Cancellations/Interruptions) Effective March 12, 2020, we are considering Coronavirus (COVID-19) to be a known event for individually purchased Trip Protection. Travel insurance is intended to cover losses arising from sudden and unforeseeable circumstances. Any claims resulting from events known to a policyholder at time purchasing the trip are not covered.

These conditions will remain in effect until the advisory is lifted or otherwise stated by Pacific Blue Cross.

Who do we cover?

You're eligible for travel coverage if:

  • You are a resident of Canada
  • You have coverage with the government health plan of your province or territory
  • You are applying for coverage prior to departing

We provide travel coverage to people of any age. However, persons 61 and older may be required to complete a Health Declaration form as part of their application.

If you're a visitor to Canada and want to apply for health coverage while in BC, you may be eligible for our Visitors to Canada plan.

What coverage is available?

Our basic travel plan covers costs related to emergency medical care resulting from an accident or sudden illness. Additional coverage is also available for trip cancellation or interruption, air flight accident, emergency return, as well as baggage loss, delay or damage.

All of our plans include:

  • 24/7 access   to a team of professionals to connect you with local resources.
  • Direct Pay—We will pay any providers directly.
  • Coverage for pre-existing conditions—As long as your pre-existing condition meets a minimum stability period you can receive full protection.

Plan Highlights:

Basic plan coverage.

Our base plan covers the following costs for emergency medical care to a maximum of 10 million dollars:

  • Emergency medical expenses:   This includes any hospital fees (for a private or semi-private room), nursing fees, drug costs, incidental hospital expenses (television, parking etc), the cost of medical appliances (crutches, canes, wheelchairs), physician and professional fees, diagnostic services (lab tests, xrays), and emergency dental care. F r ee fo r Kids! Only Pacific Blue Cross covers kids of all families for free when you buy travel medical insurance – whether its for one parent or two.
  • Repatriation costs:   In addition to paying for you to return to your province or residence to receive immediate medical attention*, we will arrange to have your vehicle returned, your pet returned and your baggage returned. Should an insured person pass away, we cover the cost of repatriating the deceased.
  • Medical Follow-up in Canada:   We cover select treatment costs following repatriation.
  • Ambulance and taxi fees:   We will pay for the cost to transport a sick or injured person to the nearest Hospital or accredited medical facility.
  • Transportation to visit the covered person:   We will cover the cost of round trip, economy class transportation for a family member or friend to visit a sick or injured person in hospital. We also cover the expenses of this visitor while he/she is staying close by up to $300 per day to a maximum of $1,200.
  • Subsistence allowance:   We will reimburse you up to $300/day to a maximum of $3000 for accommodation, meals, essential phone calls and transportation by taxi if your return is delayed due to illness or injury.

*Requires the authorization of the attending physician and CanAssistance.

Additional Coverage Options

You can add the following individual benefits to your plan or choose a package and save:

  • Trip Cancellation or Interruption:   We will reimburse your travel costs if your trip is cancelled before the planned departure or interrupted after your trip has begun.
  • Air Flight Accident:   We insure you if you lose your life or the use of a limb in an air flight accident.
  • Accidental Death and Dismemberment:   We insure you if you lose your life or the use of a limb in a non-air flight-related accident.
  • Emergency Return:   We will cover transportation expenses for you to return home and possibly back to the holiday destination in the event of an emergency.
  • Baggage loss, delay or damage:   We provide payment to cover the cost of lost baggage or the cost to purchase items while baggage is delayed.

This is not a policy. Actual terms and conditions are detailed in the policy issued by Pacific Blue Cross upon approval of application. Our policy will detail plan limitations and exclusions.
