Business Travel Resumes, Though Not at Its Former Pace

Domestic travel has returned faster than international. And some destinations like Las Vegas are rebounding more quickly than big cities like New York.

Business travel appears to be returning, albeit unevenly, after all but disappearing for most of the pandemic.

Despite early predictions that Zoom meetings would supplant face-to-face encounters even after the coronavirus had receded, industry trade groups and hotel companies are pointing to significant upswings in small business meetings as well as larger conventions and trade shows in the last couple of months. Airlines also say bookings by business travelers have recently jumped.

What is not returning so quickly, executives and experts say, are business trips by individuals. Some employers continue to set limits on travel. In other cases, because of Covid restrictions, visitors are not allowed in the offices of the people they want to see.

And reflecting the disparate pace of the recovery, domestic business travel has returned faster than international, and travel to and from Europe has had a bigger rebound than Asia bookings.

Even within the United States, the strength of the return of business travel depends on the destination.

In Las Vegas, the number of trade shows and events scheduled is actually higher this year than in 2019. But, said Steve Hill, president and chief executive of the Las Vegas Convention and Visitors Authority, attendance is projected to be only 60 to 65 percent of the prepandemic level. In New York, the city’s tourism promotion body forecasts that business travel will not exceed 2019 levels until 2025.

Henry Harteveldt, a travel industry analyst for Atmosphere Research, pointed to data on worldwide airline ticket sales that “shows a steady increase in the number of business travel tickets being issued.” That, he said, is “concrete evidence that the rebound in business travel is underway.”

Yet for all the positive signs that business travel is taking root again, Russia’s war in Ukraine, China’s “zero Covid” lockdowns and the unpredictable path of the pandemic all threaten to stifle a widespread return to 2019 levels from happening anytime soon.

Robert Crandall, the former president and chairman of American Airlines, said that the war in Ukraine could have significant consequences on the global economy. “People want to feel safe,” he said. “This will make them feel less safe, which will have an adverse impact on travel.”

Mr. Harteveldt was more optimistic about the prospects for business travel. “If developed countries’ economies remain strong and the war in Ukraine doesn’t spread, then the business travel industry will have a good fall and winter,” he said, “and 2023 will be a good, possibly great, year for it.”

The renewed hope contrasts sharply with the mood two years ago, after most business trips were abruptly canceled or suspended. The U.S. Travel Association, a trade group, said that in 2020, domestic business travel spending was down 68 percent from 2019 levels. And while the spending grew in 2021, the group said, it was still about half of what it was in 2019.

But by last month, Suzanne Neufang, chief executive of the Global Business Travel Association, said, the association was seeing “significant gains in the return of business travel, especially over the past month or two.”

One active business traveler is Jonathan Adkins, executive director of the Governors Highway Safety Association in Washington, who has been traveling extensively since last July for conventions, trade shows and speaking engagements.

He has 11 trips planned between now and the end of September, which, he said, “feels like a lot, more now than what I did before the pandemic, in part because I want to meet with partners and people whom I haven’t seen in two and a half years.”

He added, “We’re catching up.”

In recent earnings calls, the major U.S. airlines all reported upticks in their business travel bookings. American Airlines, for one, said its business demand had already recovered to 80 percent of 2019 levels.

United said that its business travel bookings were “rapidly returning,” but that they had not fully recovered. It also said it was finding no “meaningful recovery in business traffic” in Asia, where strict coronavirus restrictions are still in place in countries like China and Japan.

Delta Air Lines reported that its domestic premium revenues in March were “100 percent restored to March 2019 levels,” with business travel reaching its highest levels since the pandemic started.

And all the major airlines reported that they were able to raise fares to cover higher fuel costs without diminishing the appetite for travel.

Similarly, hotel companies reported that even though they raised room rates, demand was strong, including from business travelers. Jeff Doane, chief commercial officer for North and Central America for the hotel company Accor, said last month that the company was seeing “exponential growth in business travel year over year, well outpacing expectations for 2022.”

Hilton said on an earnings call this month that it expected individual business travel “to be roughly back to 2019 levels by year end” and that it was forecasting that demand for company meetings and convention business would accelerate in the second half of the year.

And Marriott said on its earnings call this month that the number of room nights booked by individual business travelers in the United States and Canada was down 10 to 15 percent in March compared with 2019 levels, “obviously a very meaningful improvement over what we saw in the fourth quarter,” when they were down about 30 percent.

“The volume coming out of small- and medium-sized companies has effectively fully recovered, while the demand from larger companies still has a bit of the hill to climb,” it said.

In a report last month, the American Hotel and Lodging Association and Kalibri Labs, which evaluates and predicts hotels’ revenue performance, said they found that urban markets were being “disproportionately impacted by the pandemic,” noting that the markets hit hardest by a decline in business travel revenue were San Francisco, New York and Washington, D.C., with projected decreases of 69 percent, 55 percent and 54 percent.

Jan Freitag, national director for hospitality market analytics at the research firm CoStar Group, said the pandemic hit large, urban, downtown convention hotels “extremely hard.”

Chip Rogers, president and chief executive of the hotel association, was only partly joking when he said that the three biggest challenges facing the lodging industry were “staffing, staffing and staffing.”

The labor shortage at hotels has affected business travelers’ stays almost since the start of the pandemic. Jobs at hotel front desks, hotel bars and restaurants, and housekeeping departments have been cut radically. All but the most luxurious hotels generally no longer clean guest rooms daily, instead offering only fresh towels and garbage removal. Many hotel bars and restaurants have shut down or offer only limited service, and technology has replaced many transactions that once involved human beings, such as front-desk check-in, bill payment and room-key delivery. Robots for housekeeping and other services, which had been introduced before the pandemic, have become more prevalent.

Ron Hernandez, who lives in New Orleans and is a clinical applications trainer for a biomedical company, said he stopped his business travels only during the first seven weeks of the pandemic in 2020. Since then, he has been traveling regularly domestically.

He said that he has found that prices of all travel services — including flights, hotel stays and car rentals — are climbing, and that many hotels that once offered restaurant and 24-hour airport shuttle services no longer do. He said airlines are only now gradually reinstituting first-class services, such as a drink before departure.

But the cuts in services and the higher costs did not deter him, he said, because he can’t work remotely or by Zoom. “I have to be out in the field constantly,” he said.

But business travel is evolving. Mr. Harteveldt, the analyst for Atmosphere Research, said business travelers “are more likely to view themselves as free agents” and “less likely to be loyal to a hotel brand or an airline than they were prepandemic,” partly because of changes to loyalty programs that have made them more complicated to use and less valuable to consumers.

Mike Janssen, global chief operating officer and chief commercial officer of BCD Travel, said that with the increase in remote work, a “business trip” now often means an internal meeting at a company’s “head office, at a conveniently located office or an off site.”

Some travel experts question how much, if at all, individual business trips will recover. Michael Derchin, a self-employed airline analyst, said that while small and medium-size businesses will continue to send employees on the road to meet customers face to face, “a substantial portion of the employees of large corporations will not travel permanently again,” as the companies focus on productivity and cost savings.

Still, after more than two years of remote work and meetings for many people, Evan Konwiser, executive vice president of product and strategy for American Express Global Business Travel, said he believed most travelers were “happy to be back on the road to see and meet with their colleagues and customers in person.”

In 2022, the Vice President also announced a first-of-its-kind public-private sector initiative — the Economic Opportunity Coalition (EOC) — that is a historic public-private partnership of more than 20 private sector organizations that will invest tens of billions of dollars to create opportunity and grow wealth in historically underserved communities. The EOC has already surpassed over $1 billion in increased member company deposits into community finance institutions. As a Senator, the Vice President partnered with key Congressional stakeholders to secure a transformative $12 billion investment for CDFIs and MDIs in December 2020. Since that time, she has worked to ensure these programs are as successful as possible.

If they choose to accept them, all members of the United States Congress are given various allowances intended to cover personal expenses incurred while carrying out their duties.

The allowances are provided in addition to salaries, benefits and allowed outside income . The salary for most senators, representatives, delegates, and the resident commissioner from Puerto Rico is $174,000. The Speaker of the House receives a salary of $223,500. The pay of members of Congress has long been a subject of debate, confusion, and misinformation. Members are paid a salary only during the terms for which they are elected. They do not, as has been widely claimed in social media, receive “their full salaries for life.” In addition, members do not get additional pay for service on committees, and they are not eligible for housing or per diem allowances for expenses incurred in Washington, DC. Lastly, neither the members of Congress nor their families are exempt from having to pay off student loans.

The salaries of members of Congress have not changed since 2009.

Article I, Section 6, of the U.S. Constitution, authorizes compensation for members of Congress “ascertained by law, and paid out of the Treasury of the United States.” Adjustments are governed by the Ethics Reform Act of 1989 and the 27th Amendment to the Constitution.

According to the Congressional Research Service (CRS) report, Congressional Salaries and Allowances, the allowances are provided to cover "official office expenses, including staff, mail, travel between a Member's district or state and Washington, D.C., and other goods and services."

Representatives and senators are allowed to accept up to 15% of their base salary in permitted “outside earned income.” Since 2016, the limit on outside income has been $27,495. Since 1991, representatives and senators have been prohibited from accepting honoraria—payment for professional services that are usually rendered free of charge.

The Members' Representational Allowance (MRA)

In the  House of Representatives , the Members' Representational Allowance (MRA) is made available to help members defray expenses resulting from three specific components of their "representational duties": the personal expenses component, the office expenses component, and the mailing expenses component.

Use of the MRA allowance is subject to a number of restrictions. For example, members may not use MRA funds to pay or help pay any personal or campaign-related expenses. Members are also prohibited (unless authorized by the House Ethics Committee) from using campaign funds or committee funds to pay for expenses related to official congressional duties; maintaining an unofficial office account; accepting funds or assistance from a private source for an official activity; or using personal funds to pay for franked mail.

In addition, each member is responsible for paying any expenses that are in excess of the authorized MRA level or that are not reimbursable under regulations of the Committee on House Administration.

Before authorization of the MRA in 1996, each member of Congress was given multiple allowances covering different categories of spending—including hiring clerks, official expenses allowance, and official mail allowance. The establishment of the MRA followed efforts by the House, dating back to the late 1970s, to move to a system of increased flexibility and accountability for Member office operations.

In September 1995, the Committee on House Administration agreed that multiple allowances should be consolidated. In November 1995, the Fiscal Year 1996 Legislative Branch Appropriations Act combined the separate appropriations for personal office staff, official office expenses, and mail costs into a single new appropriation heading, “Members’ Representational Allowances.”

According to the Appropriations Committee report on the bill, the consolidation was adopted to simplify accounting practices and allow members to more easily show savings achieved when they did not spend all of their allowances.

Total Amount of MRAs

Each member receives the same amount of MRA funds for personal expenses. Allowances for office expenses vary from member to member based on the distance between the member's home district and Washington, D.C., and the average rent for office space in the member's home district.

The House sets the funding levels for the MRA annually as part of the  federal budget process . According to the CRS report, the House-passed fiscal year 2017 legislative branch appropriations bill set this funding at $562.6 million.

In 2016, each member’s MRA increased by 1% from the 2015 level, and the MRAs range from $1,207,510 to $1,383,709, with an average of $1,268,520.

Office Expenses

Most of each member's annual MRA allowance is used to pay their office personnel. In 2016, for example, the office personnel allowance for each member was $944,671.

Each member is allowed to use their MRA to employ up to 18 full-time, permanent employees.

Some primary responsibilities of the congressional staffs in both the House and Senate include analysis and preparation of proposed legislation, legal research, government policy analysis, scheduling, constituent correspondence, and  speech writing .

Mailing Expenses

Allowances for mailing vary based on the number of residential mailing addresses in the member's home district as reported by the  U.S. Census Bureau .

All members are required to provide a quarterly report detailing exactly how they spent their MRA allowances. All House MRA expenditures are reported in the quarterly  Statement of Disbursements of the House .

The Senators' Official Personnel and Office Expense Account

In the  U.S. Senate , the Senators' Official Personnel and Office Expense Account (SOPOEA) is made up of three separate allowances: the administrative and clerical assistance allowance, the legislative assistance allowance, and the official office expense allowance.

Allowance Totals

All senators receive the same amount for the legislative assistance allowance. The size of the administrative and clerical assistance allowance and the office expense allowance vary based on the population of the state the senators represent, the distance between their Washington, D.C. office and their home states, and limits authorized by the Senate Committee on Rules and Administration.

The combined total of the three SOPOEA allowances can be used at the discretion of each Senator to pay for any type of official expenses they incur, including travel, office personnel or office supplies. However, expenses for mailing are currently limited to $50,000 per fiscal year.

The size of the SOPOEA allowances is adjusted and authorized within the "Contingent Expenses of the Senate" account in the annual legislative branch appropriations bills enacted as part of the annual federal budget process.

The allowance is provided for the fiscal year. The preliminary list of SOPOEA levels contained in the Senate report accompanying the fiscal year 2017 legislative branch appropriations bill shows a range of $3,043,454 to $4,815,203. The average allowance is $3,306,570.

Usage Restrictions

Senators are prohibited from using any portion of their SOPOEA allowance for any personal or political purposes, including campaigning. Payment of any amount spent in excess of a senator's SOPOEA allowance must be paid by the senator.

Unlike in the House, the size of senators' administrative and clerical assistance staff is not specified. Instead, senators are free to structure their staffs as they choose, as long as they do not spend more than provided to them in the administrative and clerical assistance component of their SOPOEA allowance.

By law, all SOPOEA expenditures of each senator are published in the  Semiannual Report of the Secretary of the Senate ,

Airlines will now be required to give automatic cash refunds for canceled and delayed flights

The Biden administration issued final rules Wednesday to require airlines to automatically issue cash refunds for things like delayed flights and to better disclose fees for baggage or canceling a reservation.

The Transportation Department said airlines will be required to provide automatic cash refunds within a few days for canceled flights and “significant” delays.

Under current regulations, airlines decide how long a delay must last before triggering refunds. The administration is removing that wiggle room by defining a significant delay as lasting at least three hours for domestic flights and six hours for international ones.

Airlines still will be allowed to offer another flight or a travel credit instead, but consumers can reject the offer.

The rule will also apply to refunds of checked-bag fees if the bag isn’t delivered within 12 hours for domestic flights or 15 to 30 hours for international flights. And it will apply to fees for things such as seat selection or an internet connection if the airline fails to provide the service.

Complaints about refunds skyrocketed during the COVID-19 pandemic, as airlines canceled flights and, even when they didn’t, many people didn’t feel safe sharing a plane cabin with other passengers.

Airlines for America, a trade group for large U.S. carriers, noted that refund complaints to the Transportation Department have fallen sharply since mid-2020. A spokesperson for the group said airlines “offer a range of options — including fully refundable fares — to increase accessibility to air travel and to help customers make ticket selections that best fit their needs.”

The group said the 11 largest U.S. airlines issued $43 billion in customer refunds from 2020 through 2023.

The Transportation Department issued a separate rule requiring airlines and ticket agents to disclose upfront what they charge for checked and carry-on bags and canceling or changing a reservation. On airline websites, the fees must be shown the first time customers see a price and schedule.

The rule will also oblige airlines to tell passengers they have a guaranteed seat they are not required to pay extra for, although it does not bar airlines from charging people to choose specific seats. Many airlines now charge extra for certain spots, including exit-row seats and those near the front of the cabin.

The agency said the rule will save consumers more than $500 million a year.

Airlines for America said its members “offer transparency and vast choice to consumers” from their first search.

The new rules will take effect over the next two years. They are part of a broad administration attack on what President Joe Biden calls “junk fees.” Last week, Transportation Secretary Pete Buttigieg announced that his department will let state officials in 15 states help enforce federal airline consumer protection laws .

20 most interesting places in Moscow Region (PHOTOS)

We recently wrote about the major sights of Moscow and its suburbs, which are easily accessible via the 'Moscow Central Diameters' lines. But, if you travel a little further, you'll discover no less excitement! There is a great deal to see and do in Moscow Region. 

1. Znamenskaya Church in Dubrovitsy

One of the most unusual Orthodox churches in the world is located in Podolsk near the estate of the same name. The entire estate once belonged to Prince Boris Golitsyn, an associate and tutor of Peter the Great.

The Church of Our Lady of the Sign (1690-1704) was built in the Baroque style and, according to historians, Italian architects had a hand in it. Their names still remain a mystery, however. The base of the church is shaped like an equal-pointed cross, with staircases running up on all the four sides, while the foundation and walls are decorated with carvings in the form of vines, shells and angels. Inside, the church is even more luxuriously decorated. 

2. Gorki Leninskie

The last owner of the Gorki Estate was Zinaida Grigorievna, the widow of Savva Morozov , the largest manufacturer in the Russian Empire. She bought it already after his death and set up a modern farm there. In 1909, the estate already had steam heating, water supply, electricity and even exotic plants were grown in its greenhouses. 

But, the estate only became of significance after the 1917 Bolshevik Revolution and ensuing nationalization. It was within these walls that Bolshevik leader Vladimir Lenin spent his last years of his life. His study, car and some personal belongings were preserved in Gorki.  

A range of TV shows and feature movies were also filmed in these places. The remaining movie set scenery turned into a genuine movie town, in which you can walk around and explore. 

It is a real postcard merchant town! In its center there is a 16th century Kremlin with narrow cobbled streets, numerous stores with cute souvenirs and a kiosk with that kalach bread! As it is stated on the menu, there are kalach with and without goose meat. For those who want to master the art of baking, there are a number of workshops in the 'Kalachnaya' museum.

Kolomna is no less famous for its pastila (fruit marshmallow) made from local apples. There is no other place where you can find such a perfect variety of candy! 

Kremlins were built in many regions of Russia, but most of them are located in Moscow Region. Nine such fortresses have survived to date, but the best preserved ones are in Kolomna and Zaraysk (there are also kremlins in Vereya, Volokolamsk, Mozhaisk, Zvenigorod, Dmitrov, Serpukhov and Ruza). 

The Zaraysk Kremlin was built in 1528-1531 on the order of Vasily III to protect the southern borders of Moscow. During the ‘Time of Troubles’ (‘Smuta’), the governor of Zaraysk was Prince Dmitry Pozharsky, thanks to whose actions (among others) the city survived against the supporters of False Dmitry II.

5. Bison in the Prioksko-Terrasny Nature Reserve 

Not far from Serpukhov, you can get acquainted with these unique animals that once even roamed with mammoths. The Prioksko-Terrasny Nature Reserve has been restoring the bison ("zubr") population since the 1940s, returning them to their natural habitat. 

6. New Jerusalem

In the 17th century, Patriarch Nikon decided to build his own “Jerusalem”, not far from the town of Istra. The size of the New Jerusalem Monastery was to show the full power of the Orthodox Church.

It has its own Church of the Holy Sepulchre, as well as its own Golgotha and even the nearby Istra River was renamed ‘Jordan’ in that area. 

Nearby, you can find one of the largest art museums in Russia – 'New Jerusalem', which boasts well over 180,000 exhibits! 

7. Arkhangelskoye Estate

One can't help comparing this grand estate to Versailles. In terms of its decadence and pomp, it was not inferior to the royal French palaces. Over time, Arkhangelskoye changed quite a few owners. Throughout history, the estate was owned by the Sheremetev, Golitsyn, and Yusupov families. Today, it is a museum and reserve with a large park and a theater .

8. Zvenigorod

One of the oldest cities of Moscow Region (known since the middle of the 12th century), Zvenigorod is dubbed "Moscow Region's Switzerland". The surroundings there are really very picturesque: the spruce forests scattered along the valleys of the Storozhka River beckon you to have a stroll around.

The name of the town (derived from the word ‘zvonit’, ‘to ring’) is often associated with its defensive significance: it is believed that soldiers on the fortress towers would warn the inhabitants of approaching enemies. 

You can also visit the preserved white-stone Savva-Storozhevsky Monastery, founded in 1398 by monk Savva, a follower of Sergius of Radonezh. 

9. Malevich Park

If you can't decide between walking in the woods or modern art, this is the right place to go. The new park is located near Razdory (Odintsovo) train station, where you will find art objects waiting for you in the most unobvious places. Inscriptions on trees, moonlight on a lawn, nets in the forest. Walking through the park, you will, every now and then, bump into other people just as surprised to see yet another work of art along their way.

10. Star City

To learn how astronauts prepare for flights to the ISS and what discoveries they make in space, you can visit the Cosmonaut Training Center in Zvyozdny Gorodok aka Star City (Shchelkovsky District). Simulators, centrifuges, spacesuits, as well as models of spaceships are on display there. It is a closed city, however, which means you can't just go there. You have to sign up for an official excursion 21 working days in advance. If you are a foreigner  – 45 working days prior to the date.

11. Aviation Museum in Monino

The Central Museum of the Russian Air Force showcases rare military and civilian airplanes from different epochs. Among the most interesting exhibits are the Soviet Tu-144 supersonic passenger airplane, the super-heavy B-12 transport helicopter and a BOR-5 aircraft that returned from space. But, of course, there are many others! 

12. Road to Lavra

The walking trail from Moscow to The Trinity Lavra of St. Sergius in Sergiev Posad is one of the most unusual tourist routes in Russia. It is the successor of the historical road to St. Sergius of Radonezh. The length of the trail is 120 kilometers, if counted from the Moscow Kremlin. It passes through the Abramtsevo and Muranovo museums, as well as the Radonezh and Khotkovo villages. You don’t have to walk the whole trail and can traverse small sections of several kilometers instead. 

Of course, you can also get to Sergiev Posad, where the Lavra is located, by train and bus. In addition to the monastery, there is a famous toy museum in the town. It is believed that it was there that the first Russian matryoshka doll was made.

13. Gzhel Porcelain Factory

Moscow Region is the birthplace of quite a few Russian art crafts that have since gained popularity around the world. One of them is the blue-and-white-painted Gzhel ceramics (Ramensky district). It turns out that there was exceptionally good quality clay surrounding the village of Gzhel, which was used to make bricks, pipes, tiles and even toys. But, most importantly, beautifully painted dishes with birds and flowers. You can also try your hand at pottery while on an excursion around the Gzhel Porcelain Factory!

14. Zhostovo Factory

The famous Zhostovo trays originate from the 19th century in the village of Zhostovo (Mytishchi urban district). The trays, on which bright flowers blossom, cannot be mistaken for anything else! At the factory, you will see the whole manufacturing process, while in the museum – the most unusual items produced there!  

15. Moose Biostation

The Moose Island (Losiny Ostrov) National Park occupies a huge territory in the north-east of Moscow and Moscow Region. It is there, at the biostation in the Mytishchi urban district, that you can get closer acquainted with the moose, the master of the forest. Wild red deer and spotted deer also live there. You can walk around the territory on your own or go on an excursion group.

16. Melikhovo Museum & Reserve

The estate still cherishes the memory of famous Russian writer Anton Chekhov, who lived there in 1892-1899. The literary museum near the city of Chekhov appeared in 1941 and his relatives helped collect exhibits for it, including the writer's personal belongings. 

Melikhovo, meanwhile, also hosts theatrical and literary events, exhibitions and concerts. 

17. Bykovo Estate

Lost somewhere in the Ramenskiy urban district is the beautiful Bykovo Estate, built in the Neo-Gothic style in the late 18th century. Near it, there is Vladimirskaya Church , reminiscent of a fairy-tale palace. The project is attributed to Vasily Bazhenov, who was also the architect of the palace in Moscow's Tsaritsyno park.

18. Mozhaisk

The best views of the city are from the hilltop of the Mozhaisk Kremlin. The center of Mozhaisk has preserved its historic layout dating to the 18th century and will be of interest to those who want to get a closer look at the historical settlements of Moscow Region. Not far from the city is the Borodino Field Museum and Reserve, as well as the historic Borodino railway station. 

19. Peter Tchaikovsky Museum & Reserve in Klin

The composer rented the house in Klin in the last two years of his life and, in 1894, a year after his death, a memorial museum was opened there. It houses Tchaikovsky's personal belongings, his books, as well as his cabinet piano – and everything is fully preserved. 

20. Senezh Lake

This is a water reservoir that was constructed in Solnechnogorsky District two centuries ago to feed the channel between the rivers Istra and Sestra. The places are very picturesque and it was this lake that Isaac Levitan dedicated his painting to in 1898.

In summer, you can swim and sunbathe on the beach and, in cold weather, you can visit the 'Putevoy Palace' museum center and learn more about what Moscow province life of the 18th century was like.

Bonus (in winter): Yakhroma

In the winter season, there is a ski slope in Yakhroma (Dmitrovsky district). Naturally, the mountains in the vicinity of Moscow are not the highest, however, the journey to the ski base will appeal even to those who aren’t sports enthusiasts. There is a themed 1980s retro train, complete with wooden benches, running between Savelovsky Station and Yakhroma . Also, ‘Ikarus’ retro buses operate between Yakhroma station and 'Sorochany', 'Volen' and 'Yakhroma' resorts.
