What Is the Difference Between Inbound and Outbound Tourism?

In the simplest terms, inbound tourism occurs when a foreigner or non-resident visits a particular country, and outbound tourism occurs when a resident of a particular country leaves it in order to visit another one.

As an example from an American perspective, if an American visits Germany, that is considered to be outbound tourism. However, if a German visits the United States, that is considered to be inbound tourism. Inbound and outbound tourism have an important impact on a country’s financial health.

The Benefits of Inbound Tourism

When a country attracts a lot of inbound tourism, the tourists spend money on hotels, dining, attractions, souvenirs and other amenities. This creates jobs, and through consumption taxes, it adds additional money to that country’s coffers. As the inbound tourism increases, so does the job market in that country in order to cope with the increased traffic. New hotels are needed to accommodate the influx of tourists, new attractions spring up to offer something enticing for visitors, the need for taxis and hired cars increases and so on.

Inbound Tourism in the United States

Tourists flock to the United States to see natural wonders, such as the Grand Canyon and Niagara Falls, and historic landmarks like the Statue of Liberty, the White House and Mount Rushmore. Theme parks attract millions of tourists each year, including Walt Disney World and Universal Studios Hollywood. There are famous annual events, such as Mardi Gras in New Orleans and Comic-Con International in San Diego. Generally speaking, foreign tourists are known to spend a considerably higher amount of money in the United States than domestic tourists. This investment helps the economy thrive.

Outbound Tourism

Outbound tourism also generates some money in the country of origin even though the residents are leaving to visit elsewhere. Outbound tourists make purchases that include plane tickets, travel insurance and new travel clothing from their home country. As travel trends change and people look for specialized vacations, such as adventure tourism or wellness tourism, tourism companies benefit from sourcing and booking customized packages. Ultimately, however, outbound tourism takes financial resources out of the home country and gives them to the destination country. As an example, travel exports (inbound tourism) for the United States in 2016 reached $246 billion, while its travel imports (outbound tourism) reached $159 billion.

Travel Trade Surplus

If a country has more inbound than outbound tourism, as in the above example, it has a travel trade surplus. A country with a travel trade surplus can consider tourism to be a very lucrative export. For the United States, international travel as a whole continually enhances American job growth and helps balance the country’s trade, being its largest service export. In 2016, over a million U.S. jobs were supported by international travel and the country’s travel trade surplus ran into tens of billions of dollars. Benefiting from a high level of inbound tourism doesn’t mean that a country shouldn’t encourage outbound tourism, however. There are intangible effects of both inbound and outbound tourism, and these include learning about the surrounding world and fostering positive relationships between countries. Outbound tourism includes business trips as well as vacations, enhancing ties between other nations and boosting the economies of each participating country.

It has been calculated by the World Travel and Tourism Council of World that Indian tourism generated ₹16.91 lakh crores (US$240 billion) or 9.2% of Indian GDP and created 43 Million Jobs in 2018 and expected to grow ₹32.05 lakh crores (US$450 billion) by 2028.

It enhances the economy of the countries and boosts in a range of many sectors of the countries.

Outbound Tourism

Outbound tourism is the act of traveling “out” of your home country for the purpose of tourism, it comprises the activities to travel out their country of residence and outside their usual environment for not more than 12 consecutive months for the purpose of Leisure, Business, Pilgrimage, Education, Treatment, etc. It involves the people going from India to other provinces, territories, or countries. For example, going to Hawaii for a holiday is considered outbound tourism. The three biggest factors contributing to the growth of outbound tourism are the advent of low cost, an increase in disposable income, and leisure time in globalization. There are tourists who visit places with the objective of studies and exploration. The need for research promotes tourism. Archeologists, Geologists, Oceanographers, Biologists and Zoologists, Architects, and People researching Arts and Cultures seek places that have great significance in the field of research.

The recent growth in outbound tourism industries in the world market is from China. It has an estimate in 2018 is approx $300 billion only in outbound tourism. Whilst, Chinese tourism travel all over the world. This means that the Chinese outbound tourism market is particularly welcoming in many destinations around the world.

The tourists coming from other places are called inbound tourists. Tourism can bring in a lot of money to a country through the foreign exchange from a global market. It is for this reason that many countries will target their advertising towards certain nationalities and will try to attract tourists, mainly from the United States, China, Japan, Germany, and many other countries. To attract the tourist the government explores the cultures, Places, Monuments & Heritage, Food, Lifestyles, etc. The best example is people mostly travel to see the “Wonder of the World” or a place like Las Vegas due to the biggest Casino or to a place like Dubai to watch” Burj Khalifa”. The Industry also implements marketing campaigns, aimed to attract travelers from other parts of the country.

The problems occur when there are pandemic, terrorism, natural calamities, etc. this kind of uncertainties our intentional problem creates a major problem in economics.

India is said to be the largest market for travel and tourism. India is a diverse product like eco-tourism, film, rural and religious, spiritual tourism.

It comprises the activities of residents, traveling within the countries. It is also a big business to bring the economy of the local area. India is one of the popular domestic tourism. Inbound and outbound tourism are two terms that are commonly used in the travel industry. Both of these terms refer to the movement of people from one place to another for the purpose of tourism. In this article, we will take a closer look at what inbound and outbound tourism means, along with examples.

What is Inbound Tourism?

Inbound tourism refers to when tourists visit a country that is not their own. In other words, it refers to the arrival of visitors from overseas into a country.

This type of tourism is also known as international tourism. The visitors could be traveling for various reasons such as leisure, business or visiting friends and family.

Inbound tourism can have a significant impact on a country’s economy by generating revenue through spending on accommodation, food, transport, and other tourist activities. For example, when tourists visit India to see the Taj Mahal or Singapore to experience its unique culture, they contribute significantly towards the local economy.

What is outbound tourism and why is it important?

Outbound tourism is an important type of tourism . Many countries rely heavily on travellers leaving their home country in search of an international tourism experience.

But what does it actually mean to be an outbound tourist? In this article I will explain what is meant by the term outbound tourism, provide definitions of outbound tourism and I will discuss the advantages and disadvantages of outbound tourism. Lastly, I will provide examples of destinations which have significantly sized outbound tourism markets.

What is outbound tourism?

Outbound tourism is the act of travelling ‘out’ of your home country for the purposes of tourism.

Outbound tourism does not include the purchasing of good or services before or after the trip within the tourism generating country.

The terms outbound tourism and inbound tourism are often used interchangeably.

This is because a tourist who is travelling internationally is both an outbound tourist (because they travel OUT of their home country) and an inbound tourist (because they travel IN to another country).

The only exception to this would be if a person was travelling on a multi-centre trip, for example a backpacker. This is because they are not necessarily travelling from their home country.

The most widely utilised definition of tourism , proposed by the World Trade Organisation (WTO) and United States (UN) Nations Statistics Division (1994), prescribes that in order to qualify as a tourist one must travel and remain in a place outside of their usual residential environment for not more than one consecutive year for leisure, business or other purposes.

When considering outbound tourism, it therefore makes sense to simply add in the prerequisite of leaving your home country country…

Based on this commonly accepted definition (although this is not without its limits- see this post for more details ), therefore, outbound tourism can be defined as:

‘The act of leaving your home country to travel internationally for not more than one consecutive year for leisure, business or other purposes.’

Some other organisations have also offered definitions for the term outbound tourism.

The European Union define outbound tourism as:

‘Visits by residents of a country outside that country’.

Similarly, Visit Britain state that outbound tourism is:

‘The activities of a resident visitor outside of their country of residence’.

The outbound tourism market has grown considerably throughout the years.

Of course, the outbound tourist market has grown at different rates in different parts of the world, but the reasons for this growth are largely the same.

Three of the biggest factors contributing to the growth of outbound tourism are: the advent of low cost travel, increases in disposable income and leisure time and globalisation.

The past two decades have seen significant developments in the history of tourism .

Increased competition within the marketplace and the introduction of low cost airlines has meant that more of us are able to travel more often.

In recent years the amount of disposable income that the average person has each year has increased. This means that people have more money to spend on international tourism .

People also have more leisure time than they used to. Paid holidays and increased flexibility as a result of flexi-time practices at work, means that people have more opportunities for international tourism than they did in the past.

Outbound tourism is hugely important to many countries around the world. The OECD have a handy tool on their website which demonstrates the value of this tourism in different parts of the world.

Outbound tourism has many positive economic impacts that reaches further than just the tourism industry. Outbound tourism can help to enhance the economies of many countries by providing economic boosts in a range of sectors such as retail, healthcare and education.

Many countries, however, rely too much on outbound tourism. Should there be a reason that tourism declines, for example during the 2020 Coronavirus pandemic, a country’s economy could face dire consequences if they do not diversify their income.

A major recent development in the tourism industry is the growth of Chinese outbound tourism.

Today, China is the largest outbound tourism market in the world.

Chinese tourists spent more than $288billion on international travel in 2018, which equates to a whooping 25% of global tourism spend . It is predicted that Chinese tourists will take 160 million overseas trips by 2020.

This growth is largely attributed to rising incomes amongst Chinese workers and new freedoms allowed to the population . Many countries around the world now offer simpler and easy to obtain visas for Chinese citizens than they did in previous years.

This has resulted in a boom in Chinese outbound tourism. Whilst Chinese tourists travel all over the world, markets in Asian countries such as Thailand and Bali have seen particular increases in overall tourism numbers as a result.

Chinese tourists typically spend significantly more money when they travel than tourists from other countries. This means that the Chinese outbound tourism market is particularly welcomes in many destinations around the world.

Outbound tourism can be beneficial for both the traveller generating region and the tourist destination region .

In the tourist’s home country, outbound tourism can help to boost the economy. If tourists use a local operator to organise their travel arrangements, such as the national airline or a domestic travel agent, then some of the profits made will be retained in the home country.

When the tourist reaches their holiday destination there are many economic advantages to the host destination. The graph below by the Office of National Statistics (ONS) outlines the areas that profit the most from outbound tourism.

Outbound tourism

Foreign exchange income can be particularly beneficial in destinations where the currency is weak. Many destinations focus their marketing efforts in countries that have strong currencies, such as the UK, USA or Europe.

Another positive impact of outbound tourism is that income from tourism can be used to help boost the wider economy. Money can be reinvested in areas such as healthcare and education.

There are two major economic impacts that can have a negative effect on the destination.

The first is economic leakage in tourism . Outbound tourists often seek the familiar and may choose to spend their money in large chain organisations such as a Hilton Hotel or a McDonalds fast food restaurant. This causes money to be taken out of the tourist destination region, thus limiting the positive impacts from tourism.

The second is over dependence. If a destination relies too heavily on their outbound tourism industry, they could come into trouble should this be disrupted.

Disruptions to the tourism industry occur frequently around the world. Reasons include natural disasters, political unrest, economic instability and pandemics.

According to the ONS, outbound tourism is a significant market in the UK, accounting for 1.8% of GDP.

The outbound tourism sector accounts for more than 221,000 jobs in the United Kingdom.

The economic contribution of UK outbound tourism equates to £37.1 billion.

Domestic tourism can be described as tourism involving residents of one country traveling within their own country. It does not involve the crossing of international borders at entry points. As early recorded history provides a glimpse into ancient tourism activities, domestic tourism is in fact the first form of tourism practiced. It has been a well-established practice, happening in every country or region in the world. A strong relationship among tourism and visiting friends and relatives and religious pilgrimage has been found in countries with a long history of domestic tourism (Rogerson and Lisa 2005 ). On the contrary, mass domestic tourism has only recently emerged due to increased disposable income, introduction of labor rights associated with leisure and vacation , governmental policy about the deregulation of internal movement, and so on (Scheyvens 2007 ).

Solid growth projected for tourism this year

The tourism sector will continue to grow in the first half of this year, after a prosperous first three months, experts said.

A report released recently by the China Tourism Academy said that in the first quarter of the year the tourism economy had recovered to roughly the level seen at the start of 2019 — before COVID-19 hit — following three quarters of growth. Tourism industry operators expressed growing confidence and people felt a stronger desire for travel in the first quarter.

The report said domestic tourism and related consumption rose 20 percent in the first quarter, with inbound and outbound visits averaging around 20 million a month.

"The tourism economy saw a good opening and stable operation in the first quarter, and the market has stepped into a period of new development," Ma Yiliang, the academy's chief statistician, said at a recent meeting in Beijing.

He said the tourism market has benefited from preferential policies on visas and payments as well as an increase in international flights.

"We've noticed that the increasing travel has brought increasing consumption," he said. "Also, some small cities or less-known destinations such as Harbin, in the northeastern province of Heilongjiang, and Tianshui, in northwest China's Gansu province, have gained popularity among young people because of their lower travel costs and good services. With more cities growing as trending destinations, they will invigorate the tourism industry."

Nanjing, capital of the eastern province of Jiangsu, received 65 million visits during the quarter, and the number of travelers on holidays such as Spring Festival was 3.5 times higher than usual, according to the city's culture and tourism bureau. More than 200 million people visited Nanjing last year.

"We estimate that the tourism economy will see a continuous and steady recovery in the first half of the year," Ma said. "Domestic tourist travel and tourism-related revenue will be roughly close to that of the same period of 2019, and inbound and outbound tourism will continuously increase."

In February, the academy estimated that domestic tourism visits will exceed 6 billion this year, with tourism-related revenue of over 6 trillion yuan ($830 billion). It said it expected inbound and outbound visits would surpass 260 million, bringing in international tourism revenue of $100 billion.

This uptick is not just a rebound from the pandemic but an indicator of the deeper shifts in Indian travel habits.

Trevolution reported that trans-Pacific flights, in particular, have soared well above pre-pandemic levels, driven by a combination of increased flight connectivity, a robust economic outlook, and a burgeoning middle class eager to explore the world.

The traditional leisure tourism sector remains strong, but what’s particularly noteworthy is the sharp growth in the visiting friends and relatives (VFR) segment. This reflects the deep ties of the Indian diaspora, particularly the 4.4 million Indian Americans, who are increasingly making frequent trips back home.

For Trevolution Group, which sold over 54,000 airline tickets to and from India in the first half of 2024, these trends are highly encouraging. The company’s 68% increase in outbound tourism sales and 37% growth in inbound tourism highlight India as a pivotal market.

While India’s travel demand continues to rise, the country’s travelers are also becoming more discerning, seeking out both value and flexibility. This bodes well for companies like Trevolution.

The travel habits of Indian passengers reveal a marked shift towards greater flexibility. The demand for round-trip tickets has risen, yet there’s also a significant increase in one-way tickets, pointing to a desire for more adaptable travel plans. This is further evidenced by the growing number of last-minute bookings, as Indian travelers take advantage of more affordable and accessible international flights.

As airfares stabilize and even decrease — in the first half of 2024, airfares to India were 27% cheaper in Economy and 8.5% in Business class, with the average Economy ticket price being $894.32. — international travel is becoming increasingly accessible to a wider segment of the population.

This affordability, combined with the push to boost tourism, signals a robust outlook for the travel industry in India. The next phase of growth will likely see more Indians venturing abroad.

“India remains a key market for Trevolution Group, consistently demonstrating strong growth in air travel year after year. It was also one of the first markets to rebound to pre-pandemic levels by 2021,” said Alex Weinstein, the founder of Dyninno Group, which restructured and rebranded as the Trevolution Group in 2022. 

Oyo Raises $175 Million in Latest Funding Round

Hospitality company Oyo has raised INR 14.5 billion (approximately $175 million) in its latest funding round. However, in this round, it has also seen its valuation drop from a peak of $10 billion in 2019 to $2.4 billion in its latest funding round, Skift’s Asia Editor Peden Doma Bhutia has explained . 

With this, Oyo’s valuation has now fallen below the total capital raised, estimated to be around $3.3 billion.

Oyo will use the capital to support its continued growth and global expansion plans, according to filings.

Earlier this year, Oyo withdrew its application for an IPO , which it had filed in March 2023. A source familiar with Oyo’s plans had told Skift that the company is close to completing a refinancing and expects to pursue an IPO after that.

Air India Express Adds 6 New Routes to Domestic Network

Budget airline Air India Express has launched six new daily domestic flights in a day. The new flights are set to operate on the Chennai-Bhubaneswar, Chennai-Bagdogra, Chennai-Thiruvananthapuram, Kolkata-Varanasi, Kolkata-Guwahati, and Guwahati-Jaipur sectors.

The airline said that the Guwahati-Jaipur route is exclusive to Air India Express, with no other carrier directly connecting these two cities. 

The airline connects more than 30 domestic destinations, along with 15 international ones. It operates over 380 flights daily with a fleet of 82 aircraft. Over a span of the last 10 months, the airline has inducted 26 new Boeing 737-8 aircraft to its fleet in an effort to expand its operations. 

Radisson Signs 100-Key Park Inn by Radisson Hotel in Chennai

Radisson Hotel Group has signed a 100-room hotel under its Park Inn by Radisson brand in Tamil Nadu’s Chennai city. The hotel marks the brand’s debut in the city and is set to open in 2028. 

The hotel chain currently operates seven properties in the state of Tamil Nadu. 

Radisson is one of India’s largest international hotel operators with more than 180 hotels in operation and development.

In an earlier interview with Skift , Elie Younes, executive vice president and global chief development officer at Radisson Hotel Group said, “Our expansion plans for 2024 are ambitious, focusing not only on major metropolitan cities but also targeting Tier 2 and Tier 3 towns to cater to the growing demand in these markets.”

Goa Tourism Minister Calls for Enhanced International Connectivity

Goa tourism minister Rohan Khaunte has called for an enhancement of international connectivity to the coastal state in a meeting with Indian tourism minister Gajendra Singh Shekhawat. 

He said that increasing direct international flights and improving connections between Goa and major global cities would help the state attract more tourists. 

Khaunte earlier told Skift that he wants to expand Goa’s image beyond nightlife, beaches, and parties. The state is seeking to attract remote workers or digital nomads, for which it plans to roll out high-speed internet across its rural areas and create coworking spaces along its iconic beaches.

The two ministers also discussed Goa’s plan to adopt regenerative tourism, as well as rejuvenation of the Basilica of Bom Jesus heritage site in the state. 

Corporate Travel Startup Ziptrrip Raises $238,000 in Funding

AI-powered corporate travel and expense management startup Ziptrrip has raised INR 20 million ($238,000) in pre-seed funding. The inaugural funding has come from angel investors and industry leaders, the company said in a statement. 

Ziptrrip offers end-to-end solutions integrating travel bookings and expense management for corporates. The startup is planning to use the funding for market expansion, hiring, and product innovation. 

The startup has more than 250 corporate clients. It achieved break-even in January this year, and has been maintaining profitability since then, Ziptrrip has said.

  • Economic Watch: China's inbound tourism heats up in summer travel surge

BEIJING, Aug. 10 (Xinhua) -- Elena and her boyfriend planned for their trip to China three months in advance and when wandering last week in the Forbidden City, a must-see heritage site in Beijing, the tourists from Russia said the unique culture and architecture had made all their preparations "absolutely worthwhile."

It is their first trip to the Chinese mainland. "We both fell in love with China," Elena said. "We are looking forward to visiting other places, including Shanghai and Xi'an, during our two-week tour."

"China Travel" has caused a sensation on global social media. In the vlogs of many influencers, foreign visitors can be seen strolling through Chinese night markets to try specialties, dancing in squares alongside locals, taking self-driving taxis, experiencing high-speed trains and having food delivered by drones.

According to the National Immigration Administration, the country recorded about 14.64 million entries by foreigners in the first half of 2024, a year-on-year increase of 152.7 percent. Among these entries, more than 8.54 million were facilitated by visa-free policies.

The inbound travel surge was due in part to the increase in the number of countries enjoying China's visa-free policy.

China has added tourists from more countries to the visa-free entry list this year and currently implements a 72/144-hour visa-free transit policy for people from 54 countries.

"We will do more to encourage people-to-people exchanges, and give foreign tourists a better experience in China," Xie Feng, Chinese ambassador to the United States, said recently in an interview with Newsweek magazine.

The resolution adopted at the third plenary session of the 20th Central Committee of the Communist Party of China in July pledged to make it more convenient for people from overseas to live, receive medical services and make payments on the Chinese mainland.

The People's Bank of China, the Chinese central bank, has encouraged major mobile payment service providers such as Alipay and Tenpay to optimize work processes to facilitate the binding of credit cards and simplify personal identity authentication while protecting personal information. Additionally, the upper limit for the value of a single transaction and the annual cap for mobile payments have also been raised to 5,000 U.S. dollars and 50,000 U.S. dollars, respectively.

The Ministry of Commerce and six other government departments have issued a circular on further facilitating accommodation for overseas travelers in China, stressing no restrictions for hotels to receive foreign guests and calling for improving registration services and simplifying information collection.

Apart from inbound visitors, the number of domestic tourists has also shown steady growth this summer, driven by family travel, educational tours, summer retreats and graduation trips.

Even during the recent hottest days of the year, waves of educational tour groups thronged tourist attractions in the Chinese capital Beijing. Li Min from Shandong Province brought her two children here for a cultural tour. "I want to take advantage of the summer holiday to let them experience the traditional culture and broaden their horizons," she said.

Tourism veteran Qian Lan said this year's high season has been especially busy. "This summer, our long-distance travel orders went up 40 percent compared with last year, as tourists tend to travel in depth rather than skim the surface," said Qian, general manager of a travel agency in east China's Jiangxi Province.

China recorded 423 million railway passenger trips in July, the first half of the two-month summer travel rush, data from the China State Railway Group Co., Ltd. showed. This figure marked an increase of 4 percent from the same period in 2023.

Many regions have introduced measures to attract tourists, such as distributing vouchers and offering ticket discounts and spending rebates.

To embrace the summer tourism peak, the Xijiang Qianhu Miao Village, a popular ethnic tourist attraction in southwest China's Guizhou Province, introduced its first cableway, upgraded its tea culture street, added traditional dance and other indigenous performances, and arranged unique holiday events, such as the silver jewelry parade and rice cake-making competitions.

Given the booming summer tourism, China is planning even more measures to tap the potential of cultural and tourism consumption in bolstering economic growth and improving people's well-being.

Ma Li, an official of the Ministry of Culture and Tourism, said Friday that efforts will be made to hold more tourism promotion activities, offer increased superior cultural performances and improve the tourism environment, so as to meet the diversified demands of tourists and boost urban and rural development. China's expanding visa-free 'circle of friends' draws more global travelers.

With China's increasing efforts in promoting unilateral visa exemptions and mutual visa-free policies, the expanding visa-free “circle of friends” has been drawing more foreign travelers to China, according to recent official data.

Border inspection agencies in Shanghai have inspected over 4.75 million inbound and outbound travelers and more than 30,000 vehicles at the Pudong and Hongqiao international airports as of Thursday since the start of July 1, thepaper.cn reported on Thursday.

From January 1 to Wednesday, the border inspection authority in Mohan, Southwest China's Yunnan Province has inspected over 1.66 million travelers from 101 countries and regions, according to media reports. The number of inspected travelers recorded a yearly increase of 81.32 percent, while the figure for their origins reached a year-on-year increase of 50.75 percent.

Among the inspected travelers in 2024, foreign visitors totaled 676,000, marking a year-on-year increase of 153.71 percent, with most of them coming from Laos, Thailand and Malaysia.

China's National Immigration Administration (NIA) announced in July that the country's 144-hour visa-free transit policy has been expanded to three more entry ports, including Zhengzhou Xinzheng International Airport in Central China's Henan Province, Lijiang Sanyi International Airport and the Mohan railway port in Yunnan, taking the number of Chinese ports covered by the policy to 37.

In the first half of 2024, China welcomed 14.64 million foreigners, a year-on-year increase of 152.7 percent. Among them, 8.54 million foreign visitors entered the country through visa-exemption, recording an annual growth of 190.1 percent, according to data from the NIA.

While actively expanding the visa-free “circle of friends,” Chinese authorities have also been implementing corresponding measures to facilitate the travel experience for foreign visitors.

The Hongqiao border inspection station has included the "Temporary Entry Card for Foreigners" for transit travelers, making customs clearance easier.

Earlier in August, China's State Council, the country's cabinet, issued a guideline to promote high-quality development of consumption in the services sector. China plans to further streamline border entry policies and enhance the consumption environment to expedite an increase in the number of flights, offer a variety of payment services, explore opportunities to expand the number of visa-free countries, and enhance cultural tourism year activities, according to the guideline.

Meanwhile, Chinese authorities have been implementing measures during recent months to streamline payment processes for overseas travelers through various means.

According to a recent survey conducted by Beijing Foreign Studies University, among 714 foreign tourists from 103 countries, 86 percent believe the payment experience has become more convenient. The vast majority of these tourists used mobile payment methods, the Xinhua News Agency reported in July.
