Answered: First Day Drink Packages and Alcohol on Galveston Cruises

Drink packages are supposed to make things easier. Instead of having to budget and keep an eye on what you are spending, you simply pay one daily fee and drink your fill. Want a beer when you step on board? Just order it and get back to enjoying your cruise. Want a margarita while you sit poolside? Step up to the bar and it’s yours — no additional payments required.

And for the most part, the drink packages are simple and work exactly as planned. You can purchase the package, step on board the ship on the first day of the cruise and start getting your money’s worth. If you want a drink, you order it. Couldn’t be simpler, right?

Well, cruises from Galveston are a little different. There are special rules that apply to selling alcohol in Texas that have an impact on your drink package and what you can order.

Special Rules for Alcohol on Texas Cruise Ships

Search around the Internet and you’ll find all sorts of questions about drink packages for cruising from Galveston. Rumors and hearsay have run rampant across the Internet for years as passengers tell their stories. Meanwhile, Carnival and Royal Caribbean (the two lines that sail from the island) have different policies regarding alcohol while in Texas waters that causes even more confusion.

That’s why we spoke with the Texas Alcoholic Beverage Commission (TABC) — the body that regulates the sale of alcohol in Texas — as well as cruise line representatives to get the details on cruise line policy and Texas laws surrounding drink packages.

What follows is each cruise line’s policy about selling alcohol on the first day of a cruise from Galveston, plus details on the Texas laws that are behind the policies.

Carnival’s Policy Regarding Drink Packages and Alcohol in Galveston

First things first. If you purchase a drink package on a Carnival cruise departing Galveston, it will not be in effect until the next morning . So if you sail away on Sunday, you won’t be able to use your drink package (even if purchased ahead of time) until Monday morning. Don’t worry, you aren’t charged for this day. So a drink package on a 7-day cruise actually gets charged for six days.

This policy is clearly laid out on Carnival’s website , which says “Due to state laws, we cannot sell CHEERS! until the second day of the cruise (starting at 6:00am) for voyages departing from our Texas and New York home ports. Drinks purchased on the first day of the cruise will be charged to the guest’s Sail & Sign® card in the usual manner. When purchased on the second day of the cruise, guests are charged for the remaining days only (cruise duration less one day).”

The good news for cruise passengers?

You can still purchase alcohol when you first get on the ship. However, you should know that the menu is limited until the ship sails beyond Texas waters.  According to a statement from a company representative:

“Carnival offers special drink menus that are in compliance with Texas state laws for the time we are sailing in Texas waters.”

You’ll still find plenty to drink during this time, but if you like a specific brand, it may not be available until the ship leaves state waters. (This takes about two hours from the time you depart the Port of Galveston.)

Royal Caribbean’s Policy Regarding Drink Packages and Alcohol in Galveston

If you sail on Royal Caribbean (Liberty of the Seas), then our understanding is you can use a drink package from the moment you step on the ship. While this has been mentioned regularly around the Internet, we tried to confirm it by pricing out the package for an upcoming 7-day cruise (we were quoted the daily price times the number of days in the cruise), as well as calling a Royal Caribbean representative to ask directly. We were told there is no waiting period for the package.

In addition, there is no special mention of drink package restrictions for Galveston cruises as found on Carnival’s website.

Like Carnival, Royal Caribbean does offer a limited alcoholic drink menu while in Texas . Below is an image of the menu while the ship is in Texas waters.

While the menu still offers plenty of variety — including several beers and many mixed drinks — everything the ship serves while at sea isn’t available while in Texas waters.

Understanding the “Why” Behind These Restrictions

So why do the cruise lines have policies about selling drink packages on the second day and having limited menus?

To find out, we contacted the Texas Alcoholic Beverage Commission (TABC). While the TABC couldn’t comment on specific cruise line policies, they did shed light on rules surrounding drink packages and limited menus.

Drink Packages According to a spokesman for the TABC:

“State law and TABC rules prohibit any practice which could reasonably be interpreted to allow or encourage overconsumption of alcohol. This includes “all you can drink” packages or other promotions which allow unlimited alcohol for a buy-in price . These standards would apply to any alcoholic beverages served or sold within Texas territory, including any waters over which Texas claims jurisdiction. Once a vessel is outside of Texas territory, the state’s laws no longer apply.”

This appears to be the reason that Carnival waits to sell their drink package until the morning after sailaway from Galveston.

But what about Royal Caribbean? Frankly, we’re not sure. It seems that offering the drink package while the ship is still in Texas waters wouldn’t be allowed given Texas laws. However, there may be special circumstances that allow the cruise line to comply with the law for its specific situation.

An email to the cruise line asking for more information about their policies was not answered.

Limited Menus We also asked the TABC about limited menus and why they might be offered. According to the agency:

“Like any business which holds a Texas permit to sell alcohol, any alcohol sold by the cruise lines while in Texas must comply with the state’s alcohol laws. Sec. 28.07 of the Texas Alcoholic Beverage Code requires that any holder of a Mixed Beverage Permit (the permit most commonly used by the cruise lines) must obtain their alcohol inventory from the holder of a Local Distributor’s Permit . Again, once the vessel is in international waters, these requirements no longer apply.”

In other words, if the cruise line didn’t get their beverages from a local distributor, then it’s our understanding that they can’t sell them in Texas.

Should they obtain alcohol from an outside source (for instance, because it is less expensive — or duty free — from another source) then our interpretation is that it would be illegal to serve this while in Texas waters. However, once in international waters the cruise line would be free to serve the “out-of-state” alcohol.

This seems to be reason for the limited menu. In fact, Royal Caribbean mentions “We will only be serving Texas liquor at these bars until out of Texas waters” in their Cruise Compass information guide on embarkation day.

Remember: Restrictions Are Only Temporary

While we’ve spent a lot of time covering the ins and outs of drink packages and limited menus when sailing from Galveston, it’s actually quite simple. Both cruise lines have limited drink menus until out of Texas waters. Carnival makes passengers wait until the morning after sailaway to use a drink package. Royal Caribbean allows the use of drink packages right from the start.

Just don’t be surprised if you can’t get your favorite drink the moment you step on board. You might have to wait a couple of hours.

How does this apply to non alcohol drinks

It doesn’t at all.

What do you know about NCL drink package? I haven’t been able to find out anything when searching. Debarkation would be Texas. Thank you for any help.

Good morning. If I understand correctly, you can purchase alcoholic beverages directly on day one, but you cannot use the beverage package to purchase alcoholic beverages on day one. With total respect, can someone please explain this?

My understanding is that TABC (Texas authority on alcohol) does not allow “all you can drink” packages in the state. So Carnival waits until day 2.

it seems that you can’t sell in “Packages” in Texas waters. Royal can pre sell the packages which means its purchased before you even arrive on board. You just can’t “BUY” the packages the day of.

So you’re charged for the two days you can’t use it

No. The first day on the ship you can’t use it, and you aren’t charged. You also aren’t charged the day of debarkation.

Gotta get a clarified answer as to why you can use Royal Caribbean’s drink package, but not Carnival’s. Do any other cruise lines port in Texas ever?

We’re not sure why. From our understanding, neither should be able to offer a drink package until they are out of Texas waters. Disney also sails from Texas on a seasonal basis.

We contacted Carnival about the Texas Law and was OK with it, however they would be charging us for 5 days, which we paid for in advance, not 4 days, which is what we will actually get. About a $250 ripoff for 5 people booked on our cruise.

Alcohol delivery app launches on the Coast

GULFPORT, Miss. (WLOX) - When the Mississippi Legislature passed a bill allowing for alcohol delivery , Anthony Depreo of Diamondhead got in on the ground floor.

He has some experience in the food delivery business and now has launched Booze Cruise.

“We’re the first one, we’re the first permitted, the first licensed and we’re very honored for that to be the case,” he said.

Depreo announced the company’s launch last week. So far, they have signed up eight partners in two counties on the Coast. Six liquor stores in Hancock County and two beer retailers in Harrison County. Depreo said they are working to expand their services into Gulfport, Biloxi and Ocean Springs.

“We have ambitions to expand to every mid-size town in Mississippi in the next couple of years,” Depreo said with confidence.

While the liquor industry was the main force behind getting the law passed, local beer companies are getting on board too. Chandeleur Island Brewing Company in Gulfport was the first beer retailer to sign up with Booze Cruise.

“We saw the announcement of it on Facebook over the weekend that it was happening in Oxford and Starkville and the Gulf Coast,” said Gina Prater, sales manager for Chandeleur Island. “I immediately started researching, and I literally Facebook messaged Anthony and within 60 seconds, I think he called me. "

Depreo was quick to respond for a reason.

“Our local breweries, I mean between Chandeleur and our other local breweries, I think those are the people that we’re really excited to work with,” Depreo said. “Because that’s the cornerstone of our beer industry down here and these are beers people are familiar with.”

Prater said it’s a natural extension of the specialty delivery industry that has grown during the pandemic.

“It’s convenience,” she said. “It’s a product that they know. We’re happy to partner with them because we think it’s going to be another added benefit to our brewery here locally.”

Booze Cruise operates off of an app that not only allows you to order but ensures that the person ordering is old enough to do so. That was a big selling point for Prater whose customers have been calling in and picking up their own orders during the pandemic.

“So I can imagine that those people will be excited on Sunday afternoon to say ‘Hey, game’s coming on’, or Saturday afternoon, and I’d like two cases of beer delivered to the house,” Prater said.

But she misspoke.

That Sunday order will have to be made on Saturday because the law does not allow for delivery of alcohol on Sundays or Christmas Day.

His iconic Clarendon dive moved to Shaw, but its original tiki rooftop on Wilson is reincarnated as a floating bar. “Whitlow’s on Water has taken the [Potomac] by storm,” says Sea Suite’s Jack Walten, noting it’s pretty much sold out almost every Saturday through the summer. Diehard Whitlow’s regulars, which includes the “Jacks,” have a familiar face on board: a former bartender from its Clarendon days handles the liquid lineup. Standard mixed drinks join beers, wines, High Noon seltzers, orange crushes, and rum punches. There’s also a selection of pub grub (sandwiches, wings, etc.) sourced from Whitlow’s.

Two TVs air “whatever people want to watch,” he says, which has included everything from March Madness to the Bachelorette (bachelorette parties are popular bookings, after all). As are corporate teams, birthdays, Whitlow’s fans, and even 50-year wedding anniversaries. Individual tickets are also available, to “mix and mingle like you would in a normal bar,” he says. Vintage runabout boats from Sinatra’s time were retro-fitted with electric motors, so having a romantic or intimate conversation is highly possible. It’s no wonder there were multiple (seven) proposals out on the water last year, reports Sea Suite. Each four-top fiberglass beauty sports a different color and name (Gladys, Bonnie, and Violet).

Chef and sommelier Troy Knapp makes Michelin-level menus on his luxury sailboat Cru Classé. Back at the Wharf for its third year , the detail-oriented captain brings fine dining to the dock with artfully plated courses, decadent floral arrangements, seafaring table settings, and French wines he pours himself. Knapp also mans other Wharf vessels for parties of six or more, partnering with Nautiste to offer dining excursions with his catering company Curated.

The most baller option of the bunch by far, the Wharf’s luxe Pendry hotel offers guests a captain-chartered Aviara cruise that’s available to the public for the first time. Parked in its own slip right out front of the Southwest Waterfront hotel, onboard food and beverage offerings include Champagne and caviar service supplied by Pendry’s culinary team. Bar selections, beer or wine, and appetizers can be customized, depending on the parties’ preference. Excursions near and far include round trips to Nationals home games and an all-day adventure to the Chesapeake Bay to spot marine life. As it turns out, dolphins use the Potomac and Bay as a nursery to birth their calves — a rare event that happens from mid-June to mid-August when the water is warmest. Kicking it up at full speed (35-40 knots), hat-holding patrons will jet downstream through Old Town, Fort Washington, and Mt. Vernon and (hopefully) see the annual occurrence.

Staycation alert: the historic Watergate Hotel offers guests 90-minute scenic tours of the Tidal Basin aboard a private power boat chartered by a captain. Upon check-in, guests get a welcome amenity and a Polaroid camera to capture their day on the Potomac. Private Hot Tub Boat

Believe it or not, it’s now possible to bask in a bubbling hot tub with 10 friends, be a DJ, and soak up city sights out on the water — all at once. NYC-based Sea the City expanded its tricked-out party fleet on the Hudson down to the Potomac in March. No food is allowed, but 21-and-up passengers are permitted to bring alcohol (beer, wine, bubbly, or hard seltzers only) on board. The company provides complimentary ice, coolers, cups, and water. Up to 20 can fit on the boat at once, and the 10-person tub is outfitted with a Bluetooth-enabled sound system to create your own set list.

There’s a private room onboard for swimsuit costume changes (along with a separate bathroom). BYO towels or rent ones for $6-$8. Party favors include customized marquee boards, and the boat promises “attentive deckhands” at the ready.

We’re imagining it now: we’re relaxing on our balcony, sipping a glass of vino , as the quaint towns and villages on the banks of the River Danube pass us by.

The impressive wine collection on board Riverside Mozart is stored in a private dining room, known as the Vintage Room, and there are more than 120 different wines to choose from.

Selma Blair is getting candid about her 2016 flight outburst that got her ejected from the aircraft — revealing it was her lowest point with drinking.

“I had too much to drink in Mexico,” she told Us Weekly in an interview published Wednesday. “I was so messed up and dehydrated and hungover and didn’t know I had neurological issues. I didn’t understand anything.”

“It was horrifying and humiliating,” she added. “I had to grow up.”

The “Legally Blonde” actress was traveling with her then-4-year-old son , Arthur Saint, and his father, Jason Bleick, when she was removed from the plane on a stretcher and taken to the hospital after mixing her medication and alcohol.

At the time, Blair allegedly cried out “he burns my private parts. He won’t let me eat or drink. He beats me. He’s going to kill me,” according to reports .

The 52-year-old, who got sober in 2016, issued an apology a few days after the incident.

“I made a big mistake yesterday,” Blair told  Vanity Fair in a statement. “After a lovely trip with my son and his dad, I mixed alcohol with medication, and that caused me to black out and led me to say and do things that I deeply regret.”

Blair says that she started drinking alcohol in excessive amounts to suppress “jerks and spasms” that she had over the years. At first, she thought the spasms were due to mental issues, but figured out the cause behind them in 2018.

“Once I knew I had MS [multiple sclerosis] which I’d had for a while [things] made so much more sense,” she told Us. “And I actually became much happier.”

“I wouldn’t have been able to be diagnosed with MS unless I was sober. I wouldn’t be a good mom unless I was sober. I self-medicated.”

Blair believed she was making things up before being diagnosed with MS.

“I just thought, ‘Jesus, Selma, you’re very broken inside. Just admit it.’ I didn’t know I wasn’t broken and that I had brain tissue damage,” she went on.

The “Cruel Intentions” actress released her documentary, “Introducing, Selma Blair,” in 2021, which gave an emotional and intimate look at her struggles with the autoimmune disorder and her journey to undergo a potentially fatal stem cell transplant. 

“She just kept showing up for me each day and telling me the truth and giving me herself in her fullness, which is extremely generous and very unique,” the film’s director, Rachel Fleit, previously told The Post.

Five years after getting the hematopoietic stem cell transplantation, Blair admitted that she didn’t realize how long recovery would take.

“I’ve had to fake it till I make it. I aged so much after the chemo and then menopause. That’s something no one talks about. But I’m getting back on track,” she explained.

The “The Sweetest Thing” star is still in remission while doing treatments and has had MRIs done a couple of times during the years.

“I do IVIG [a therapy that uses antibodies from healthy donors], which keeps me from getting sick. If I get sick, all bets are off. That’s how I maintain the wellness people see,” Blair said, sharing other methods that have helped with her recovery. “Some are [considered] experimental but nothing is so left-field — I’m not rich enough to go to Sweden or Germany to do all these wild things.”

One person who has helped her during her journey is her best friend, Jaime King.

“She’s profoundly lovely and I’ll always look to her as an inspiration. She’s someone who gets up over and over again, too,” she told Us.

Since being diagnosed with MS, complete strangers have also expressed how Blair has given them hope.

“I could be sitting crying at a table and someone leaves me a note that says, ‘You changed my daughter’s life’ or ‘My daughter dances again because she didn’t mind looking strange anymore when she can’t do it,’ ” Blair explained. “And I feel like the luckiest person in the world. It makes me so emotional.”

Blair said that if there is one thing she would tell herself six years ago, it would be that it’s OK.

“You’re being lovingly guided and things will come in their time. You just have to keep showing up,” she said. “One day you’ll feel better — and you’ll do an interview talking about how far you’ve come!”

Although she hasn’t been in any projects since 2021, Blair would love to work on a period piece like “Downton Abbey” or “have a rebirth like Jennifer Coolidge” in “The White Lotus.”
