Rules and regulations for import of animals to Belarus

Import of animals to Belarus is allowed only with relevant veterinary and medical certificates. First of all, this is the certificate of veterinary inspection certified by a local veterinary office. In addition, it is required to present documents confirming that: the animal has received all vaccinations required for travelling abroad. It is possible to receive the list of vaccinations at your local veterinary clinic. Vaccinations must be done not later than 2 weeks prior to departure. All documents must be translated into Russian and Belarusian.

Upon arrival in Belarus animals must be registered with the local veterinary authorities within one month from the date of arrival.

WILD ANIMALS AND ZOOLOGICAL COLLECTIONS

Captive wild animals included in the Red Book of Belarus or CITES examples, as well as zoological collections must be registered in the Ministry of Natural Resources and Environmental Protection. This is regulated by the Law of the Republic of Belarus “On wildlife”.

To register wild animals, individuals and legal entities, as well as individual entrepreneurs must submit an application form, photographs of the wild animals and a documents proving legal possession to the Ministry of Natural Resources. The registration period is 14 days. Late registration of wild animals kept in captivity, entails administrative liability in accordance with the law of the Republic of Belarus.

Almost the same procedure is required for the registration of zoological collections. The only difference is: to register a zoological collection the citizens shall only provide the application form to the Ministry of Natural Resources. The registration period of zoological collections is 1 month.

Keeping in captivity unregistered wild animals subject to registration in accordance with the Law “On wildlife” is prohibited. In addition, unregistered wild animals can not be exhibited or exported from the territory of the Republic of Belarus as zoological collections and be subjects of transaction as zoological collections or their part.

EXOTIC ANIMALS

Restrictions on import to Belarus are applied to animals subject to the Convention on international trade of endangered wild fauna and flora species. The import of such animals must be authorized by the Ministry of Natural Resources and Environmental Protection of Belarus. In addition, the person meeting the tourist in Belarus must obtain a veterinary certificate for exotic animals from the head department of State Veterinary Inspection at the border and on transport. This certificate is presented together with the certificate specifying the vaccinations upon the import of animals. Thus, to import a monkey to Belarus from an African country, there should be an AIDS mark in the veterinary certificate and the health certificate.

FARM ANIMALS

The quality of imported brood farm animals and their brood production is controlled by the Ministry of Agriculture and Food of the Republic of Belarus.

One-time permissions to import brood farm animals and their brood production are issued provided that all veterinary and health requirements of Belarus are met, and supplying organizations are assigned to appropriate categories. Thus, imported animals must show a breed type, have a strong physique, have no defects and deficiencies of the exterior, as well as gene mutations.

To get a one-time permission to import a farm animal, it is required to submit a statement in prescribed form to the Ministry of Agriculture and Food. It should include the name and address of the applicant (for legal entities), surname, first name, passport number (for individuals). It is necessary to indicate the type, breed of the animal, show justification for import with reference to inapplicable selected programs. It is also necessary to indicate the number of brood animals, the country of export, the import target date, the designation and animal husbandry place. In addition, legal entities shall attach to the statement a copy of the contract on the supply of brood production, an international veterinary certificate, as well as brood certificates or other documents proving the origin and productivity of the animals.

Cats, dogs and birds (except pigeons) must be accompanied by Veterinarian Health Certificate bearing seal of local Board of Health and not be issued over ten days prior to arrival. Pigeons are prohibited entry. Pets may enter as passenger's checked baggage, in the cabin or as cargo. Generally pets are not permitted in hotels.Upon arrival to Belarus pets are required to be registered with a local veterinary service within one month of arrival.

It’s not just EU citizens who enjoy freedom of movement within the European Union. Thanks to the adoption of harmonised EU rules on travelling with pets, your cats, dogs, and indeed, ferrets, also enjoy this right too. If you’re travelling this summer around the EU with your four-legged friend, simply make sure their EU pet passport is up to date . 

An EU pet passport contains a description and details of your pet, including its microchip or tattoo code, as well as its rabies vaccination record and contact details of the vet who issued the passport. You can get an EU pet passport for your dog, cat or ferret from any authorised vet . The most important requirement, which also applies to pets travelling to the EU from a non-EU country, is that your pet’s vaccination against rabies is up to date. And, in case you are travelling to a country that is free from the tapeworm Echinococcus multilocularis (i.e. Finland, Ireland, Malta, Norway and Northern Ireland), it’s important that your pet has had a treatment against this tapeworm. 

There are a few exceptions to note. Since 2021, EU pet passports issued to residents of Great Britain are no longer valid for travel with pets from Great Britain to an EU country or Northern Ireland. Also worth remembering is that an EU pet passport is only valid for cats, dogs and ferrets. If your pet is a bird, reptile, rodent or rabbit, you should check the national rules of the country you are planning to visit for information on the entry conditions. 

If you are travelling with your pet from a non-EU country into the EU, the document you must show is an ‘ EU animal health certificate ’. Similar to an EU pet passport, the EU animal health certificate contains details of your pet’s health, identity and vaccination against rabies. It should be obtained from an official State vet in your country not more than 10 days before your pet arrives in the EU . You should also attach a written declaration to your pet's EU animal health certificate stating that its relocation is for non-commercial reasons. 

You can travel with up to five pets, but if there are  more than five pets  (dogs, cats or ferrets) you must provide proof that they are taking part in a competition, exhibition or sporting event and they are more than 6 months old. And if you are not planning on accompanying your pet on its travels , you must give written permission to another person to accompany your pet for you . You must, however, be reunited with your pet  within 5 days  of its relocation.

United States Pet Passport & Import Regulations (excluding Guam & Hawaii)

These regulations do NOT include the State of Hawaii or Guam. Regulations to import a dog or cat to Hawaii or import a dog or cat to Guam . Unless otherwise stated, the regulations below apply to domestic dogs, cats and ferrets. Owners of other pets should refer to item 13.

The Center for Disease Control (CDC) has additional requirements the import of dogs from all countries, especially the following high-rabies countries.

Regulations are in effect on or after 01 august 2024, dogs entering the united states from any country must:.

  • Be healthy and fit for travel.
  • Be a minimum of 6 months of age.
  • Be microchipped.
  • Must complete a Dog Import Form online.

In addition to the above requirements, dogs entering the United States from countries classified as high-rabies must also:

  • Have an endorsed U.S.-issued Rabies Vaccination and Microchip Form (US-based rabies vaccinations) OR
  • Have an endorsed Certification of Foreign-Based Rabies Vaccination and Microchip Form (foreign-based vaccinations) AND rabies-titer test (if test is not available, then 28 days of quarantine will be imposed). The form must be issued by a licensed veterinarian and endorsed by a government veterinarian less than 30 days prior to import and is valid for one import only. The titer test must be administered more than 30 days after rabies vaccination and more than 28 days before entering the United States. Samples must be processed at approved laboratories. The results must be endorsed by a government veterinarian.
  • Dogs with foreign-based rabies vaccinations must enter the US at airports with CDC-registered Animal Care Facilities regardless of whether quarantine will be required or not..

Dogs with a U.S.-issued Rabies Vaccination and Microchip Form can enter the United States at any port. Dogs from countries classified as having a high risk of rabies with a foreign-based rabies vaccination must enter the United States by air at an airport with CDC-registered Quarantine Station and a registered Animal Facility Center.

In addition to the above requirements, dogs entering the United States from rabies-free or rabies-controlled countries (including Canada and Mexico) must have one of the following:

  • Endorsed Certification of Foreign-Based Rabies Vaccination Form (valid for 30 days only) OR
  • Endorsed Certification of US-Based Rabies Vaccination Form OR
  • Valid USDA export certificate for travel to a rabies-free country OR
  • Certification of Dog Arriving from DMRVV-free or Low Risk Country Form OR
  • Endorsed foreign export certificate documenting age and microchip AND 6 months of veterinary records.

Dogs from rabies-free and controlled countries can enter the United States at any port declared on the Dog Import Form.

How to get a pet passport to import your dog, cat or other animal to the United States in 7 Steps

Pet passports (except EU Pet Passports) are simply the collection of documents required to import your pet to a specific country.

Step #1 - Export Requirements

Research export requirements for your origination country. Ask your veterinarian or Ministry of Agriculture. You can also find export requirements for many countries here.

Step #2 - Proof of rabies vaccination

Determine if the United States will require a rabies certificate for your pet to clear customs. Proof of rabies vaccination are required to import your pet to the United States from many countries.

Step #3 - Screwworm Inspection

Determine if you are originating in a screwworm-infected country in which case a screwworm inspection is required.

Step #4 - Import Permit

Determine if an import permit is required to import your dog when unaccompanied.

Step #5 - Veterinary Health Certificate

Visit your veterinarian to issue a pet health certificate for the United States .

Requirements to a Pet to the United States

CATS: It is not necessary to microchip a pet cat prior to importing it to the United States; however, it is always wise to identify your cat before traveling.

DOGS: BEFORE 01 AUGUST 2024, your dog does not require a microchip unless:

  • Your pet is entering the United States from a high-rabies country.
  • Your dog is entering the United States for commercial reasons (resale, adoption, etc.).
  • Your dog is entering the United States from a country identified as having African Swine Fever (see step 5)

AFTER 01 August 2024: the United States will require that all dogs entering the country be identified identified with a pet microchip prior to or at the same time as rabies vaccination.

If you plan to travel internationally with your dog, it is best to have it microchipped prior to its next rabies vaccination.

Vaccination Certificates

Entering the United States from a country classified as having a high risk of rabies

If your dog is entering the United States from a country the US considers as a high risk of rabies ( Click here for high-rabies countries ), your dog will need valid rabies certificate* proving current rabies vaccination. Dogs that have never been vaccinated against rabies must be vaccinated at least 30 days prior to having a serology (rabies titer) test.

*Effective 01 August, 2024, a Certification of Foreign-Based Rabies Vaccination and Microchip Form will be required for dogs with current rabies vaccinations administered in a high-rabies country who are entering the United States. Foreign-issued vaccination booklets or rabies certificates will not be accepted.

If your dog is entering the United States from a country that does not require a rabies vaccination, you must provide proof that it has lived in the origin country at least 6 months or since birth. This proof can be one of the following forms:

  • Valid endorsed foreign export certificate AND veterinary records proving age and microchip OR
  • Valid endorsed Certification of Foreign Rabies Vaccination and Microchip Form AND serology (titer) test results OR veterinary records for the previous 6 months OR
  • Valid endorsed Certification of Dog Arriving from DMRVV-free or Low-Risk Country into the United States Form AND veterinary records for the previous 6 months.

The United States does accept 3 year rabies vaccinations. If the expiration date of the vaccination is not shown on the health certificate, then the date of vaccination must be less than 12 months prior to entry to the United States.

Other Vaccinations

Dogs being imported for commercial resale or adoption must also be vaccinated for rabies and distemper, hepatitis, leptospirosis, parvovirus, and parainfluenza virus (DHLPP). See step 10 for more information.

Rabies vaccinations for cats are not required to enter the country, but requirements may be subject to US State and local ordinances.

A rabies titer test is required to enter the United States from all high-rabies countries to avoid 28 days of quarantine. If a valid rabies titer test administered at least 45 days before travel is not available, your pet will need to enter an Animal Quarantine Facility in an approved port of entry.

Screwworm Inspection - Dogs Only

Before your dog can enter the United States from the following countries, it must be inspected for certain screwworms within five days prior to entering the United States. Your veterinarian must verify that your pet has been inspected for screwworm, and the results are negative.

Screwworm Countries: Angola, Argentina, Aruba, Bhrain, Bangladesh, Benin, Bolivia, Botswana, Brazil, Brunei, Burkina Faso, Burundi, Cambodia, Cameroon, Central African Republic, China, Colombia, Congo (Democratic Republic of), Congo, Costa Rica, Democratic Republic, Dominican Republic, Easter Island, Ecuador, Equatorial Guinea, Eritrea, Ethiopia, French Guinea, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Guyana, Haiti, hong Kong, India, Indonesia, Iran, Iraq, Ivory Coast, Jamaica, Kenya, Kuwait, Laos, Lesotho, Liberia, Macau, Malawi, Malaysia, Mali, Mauritania, Mozambique, Myanmar, Namibia, Nicaragua, Nigeria, Oman, Palau, Panama, Papua New Guinea, Paracel Islands, Paraguay, Peru, Philippines, Qatar, Rwanda, Saudi Arabia, Senegal, Sierra Leone, Singapore, South Africa, Spratly Islands, Sri Lanka, Suriname, Swaziland, Taiwan, Tanzania, Thailand, Timor-Leste, Togo, Trinidad and Tobago, Uganda, United Arab Emirates, Uruguay, Venezuela, Vietnam, Yemen, Zambia and Zimbabwe.

African Swine Flu - Dogs Only COMMERCIAL RESALE

Additional requirements will apply to dogs entering the US for commercial resale from the following countries identified for African Swine Fever:

Continent of Africa, Armenia, Azerbaijan, Belarus, Bhutan, Kingdom of Brazil, excluding the State of Santa Catarina, Burma (aka Myanmar), Cambodia China, People’s Republic of, Cuba, Dominican Republic, Georgia, Haiti, Hong Kong (Special Administrative Region of the People's Republic of China), India, Indonesia (Republic of), Korea, Democratic People's Republic of, Korea, Republic of, Kosovo, Laos, Malaysia, Mauritius, Moldova, Mongolia, Nepal, Papua New Guinea, the Philippines, Russia, Serbia, Singapore, the Democratic Republic of Timor-Leste, Ukraine, and Vietnam.

Additionally, any restricted zone in the European Union (EU) established by the EU or any EU Member State because of detection of African swine fever in domestic or feral swine is affected by these requirements.

  • The dog and their crate must be free of dirt, wood shavings, hay, straw, or any other organic or natural bedding material.
  • All bedding that accompanies the dog during transit must be properly disposed of at the U.S. port of entry.
  • Each dog must have an ISO-compliant microchip implanted, and the individual microchip number must be verified immediately before each dog is bathed.
  • Each dog must be bathed at the U.S. port of entry within 2 calendar days of arrival in the United States. Bathing must be documented in the Veterinary Services Dog Import Record.

Tapeworm Treatment - Dogs Only

Collies, shepherds, and other dogs to be used in the handling of livestock and that are imported from any part of the world except Canada, Mexico, and regions of Central America and the West Indies must have a tapeworm treatment administered by a licensed veterinarian shortly prior to entry to the United States and are subject to inspection and quarantine.

Import Permit

All dogs being imported to the United States for commercial resale or adoption must have an import permit issued by the United States Department of Agriculture. See step 10 for more information.

An import permit will be required for many live animals including birds entering Alaska from Canada via a land border port. Cats and dogs are not included in this requirement; however, they will need a health certificate with a traceable number. Forms downloaded from the Internet will not be accepted.

Pet Health Certificate

A licensed veterinarian must complete and sign a pet health certificate . This certificate should be in English or be accompanied by a version translated in English. It should identify your pet, the dates of vaccination, the manufacturer and the expiration date of the rabies vaccine.

For pets entering Alaska from the United States mainland: the APHIS 7001 form will only be accepted if it has a unique and trackable identification number. A certificate number must be printed on the form. This form cannot be downloaded from the Internet.

Dogs entering the United States from these high-rabies countries with foreign-based rabies vaccinations should wait for 30 days before having a serology (rabies titer) test. To avoid quarantine more than 28 days prior to import.

Entering the United States

Dogs from countries that the United States recognize as rabies free meeting conditions listed above can enter the United States at any land, sea or airport. Dogs entering the United States from countries classified as high-rabies with a U.S-based rabies vaccination meeting conditions above can enter the US at any land, sea or airport.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the port of entry. If the animal is not in apparent good health, further examination by a licensed veterinarian may be required at the owner's expense.

All pets entering the United States unaccompanied as air cargo must be claimed by someone with US legal resident status or a citizen of the US and must have a valid US address.

It is strongly advised that dog owners importing more than 5 dogs owned personally by them via air cargo contact the CDC to avoid having the import be classified as commercial.

All interstate transports where a health certificate is required should use a multi-copy health certificate with a tracking number or the veterinarian must file the certificate electronically. Currently, this requirement primarily applies to airline travel.

Puppies and Kittens

US puppy or kitten import

Kittens are not required to be vaccinated for rabies to enter the US, however, they should travel with a recent health certificate and can be subject to State requirements which is why rabies vaccination is recommended.

Non-Commercial Import of Puppies

BEFORE 01 AUGUST 2024: Puppies entering the United States for non-commercial reasons from high-rabies countries must be vaccinated for rabies at 3 months of age and wait for 28 days before entering the country. In certain cases, pre-approval for home quarantine can be obtained from the Center for Disease Control for unvaccinated puppies entering from non-rabies-free countries. See step 2 for more information.

AFTER 01 AUGUST 2024: Puppies under the age of 6 months may not enter the United States from any country. Puppies must be microchipped, then vaccinated for rabies no sooner than 3 months of age and wait for a minimum of 28 days. When entering the United States from a country classified as having a high risk of rabies, puppies should wait for 30 days after being fully vaccinated for rabies before having a licensed veterinarian in the country of origin administer a serology (rabies titer) test.

Proof of age should be available.

Commercial Import of Dogs and Puppies

Puppies and dogs entering the United States intended for resale* or adoption must be 6 months of age and may not enter the United States from any country until fully vaccinated (rabies and distemper, hepatitis, leptospirosis, parvovirus, and parainfluenza virus (DHLPP) and accompanied with an import permit.

This includes dogs being imported from Puerto Rico and all US territories. An exception would be dogs being imported for veterinary treatment that is unavailable in the originating country or dogs being imported for research purposes.

*The term “dogs imported for resale” includes dogs imported for sale in wholesale channels, at retail, and for adoption after arrival in the United States, as well as dogs imported for other purposes involving transfer of ownership or control of the dog to another person for more than de minimis consideration after the dog's arrival in the United States.

This rule does not apply when there is no transfer of ownership or control of a dog to another person for more than de minimis consideration after the dog's importation into the United States. Therefore, dogs imported by a person who will use the dog as a personal pet, for sport, for shows or competitions, or for breeding or semen collection are not subject to the 6-month age restriction or any other requirements of this rule.

The United States does not ban breeds, however, some cities do. Visitors to these cities will be responsible for their pet's behavior.

Exporting Pets from the United States

All resident pets leaving the United States must send relevant paperwork required for the destination country to the State USDA office for endorsement prior to leaving the country unless they have a current EU Pet Passport. Additionally, transiting pets whose permits or health certficiates have expired will be required to obtain these documents in the United States and have them endorsed prior to leaving the country.

Pets returning to the United States are subject to the same passport requirements as those entering for the first time. This means that pet owners returning to the United States should consider getting a new health certificate completed by a vet in the country you are visiting if you stay for more than 30 days as many States require a current health certificate.

Other Animals

There are no rabies requirements for other species of rodents, rabbits, ornamental fish, intervebrates, amphibians and reptiles imported to the United States. These pets should travel with health certificates issued prior to travel.

Birds entering the United States from any country will require permits from the US Fish and Wildlife Service. The following regulations assume an import of 5 or less birds.

Birds entering the United States from Canada by air or seaport will require an import permit, health certificate and veterinary inspection.

In addition to these requirements, non-US-resident pet birds entering the US from all countries except Canada must enter the United States must travel directly to quarantine at the New York Animal Import Center in Newburgh, NY or the Miami Animal Import Center in Miami, FL. A 30-day quarantine is required for these pet birds and includes mandatory testing.

Birds entering the United States from Mexico or other HPAI-infected country** must undergo 21 days pretravel quarantine in Mexido and enter by air at international airports located in Miami or New York and be subject to 30 days of quarantine. An import permit, health certificate and veterinary inspection will apply.

Birds entering the United States from HPAI-free countries are subject to all requirements above except the 21 day pre-travel quarantine.

Pet birds weighing more than 100 grams, must be identified by one of three approved means (microchip, leg band or tattoo) in order to qualify for home quarantine, in lieu of Federal quarantine, upon returning to the United States from HPAI-FREE countries. The identification must be documented on the accompanying U.S. origin health certificate.

**HPAI-infected countries are: Afghanistan, Albania, Azerbaijan, Bangladesh, Benin, Bhutan, Botswana, Bulgaria, Burkina Faso, Cambodia, Cameroon, Cambodia, Canada, China, Croatia, Djibouti, Egypt, Gabon, Ghana, Guinea, Hong Kong, India, Indonesia, Iran, Iraq, Israel, Ivory Coast, Jordan, Kazakhstan, Korea, Kuwait, Laos, Lebanon, Lesotho, Libya, Macau, Malaysia, Mali, Moldova, Myanmar, Nepal, Niger, Nigeria, Pakistan, Palestine, Russia, Saudi Arabia, Senegal, South Africa, South Sudan, Sudan, Taiwan, Thailand, Togo, Turkey, Uganda, Ukraine, Vietnam and Zimbabwe.

Live finfish of most species may be imported into the United States without import requirements. There are 8 species of fish that will require an import permit and health certificate completed by a licensed veterinarian in the originating country: common carp, including koi carp (Cyprinus carpio), goldfish (Carassius auratus), grass carp (Ctenopharyngodon idellus), silver carp (Hypophthalmichthys molitrix), bighead carp (Aristichthys nobilis), Crucian carp (Carassius carassius), tench (Tinca tinca), and sheatfish (Silurus glanis).

If your pet is not a dog, cat or ferret, and especially if it is a turtle or parrot, you should verify that it is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).  You will need to apply for additional permits if this is the case. Under the Pet Travel Scheme (PETS), you are able to bring your dog, cat or ferret abroad with you. Regularly, it is wrongly assumed that pets must endure a painful length quarantine period when going abroad. However, with a Pet Passport, under the PETS your pet can travel through certain borders with ease. Generally, pets will require a microchip and a rabies vaccination to qualify for travel. However, different countries have additional requirements when it comes to importing and exporting pets. 

In this article we will discuss the Pet Travel Scheme in detail.

The Pet Travel Scheme (PETS) is a system which allows animals to travel easily between member countries without undergoing quarantine . A pet passport is a document that officially records information related to a specific animal, as part of that procedure. The effect is to drastically speed up and simplify travel with and transport of animals between member countries, compared to previous procedures if the regulations are followed.

What are the requirements to comply with the Pet Travel Scheme?

ALL COUNTRIES

Most countries require the following to qualify for travel:

  • Microchipping – all dogs, cats and ferrets must have a microchip implant. A microchip is a permanent method of electronic identification. The chip, around the size of a grain of rice, is implanted subcutaneously (just under the skin) between the shoulder blades at the back of your pet’s neck. Each chip has a unique number that is detectable with a microchip scanner. 
  • Rabies vaccination – all dogs, cats and ferrets must be vaccinated against rabies. This procedure is mandatory even if your pet already has a current rabies vaccination. In this case, your pet will need a rabies booster to keep them up to date. For pet travel in Europe, the rabies vaccine should be administered by a veterinarian with a minimum of 21 days before travel. Some countries may differ and always check with your local veterinarian for the procedures to follow.

SOME COUNTRIES

Some countries require the following to be permitted for entry:

  • Tapeworm, tick and flea treatment – some countries require animals to be treated for ticks, fleas and tapeworms before boarding the outbound transport. There is usually a time restriction when it comes to administering these treatments. For example, a tapeworm treatment must be administered between 24 hours and 5 days before entering the UK, Ireland, Finland, Norway or Malta.
  • Additional vaccinations – some countries will require additional vaccinations, such as those against distemper, parainfluenza, leptospirosis, parvovirus, bordetella and hepatitis.
  • Rabies blood test – some countries need evidence that your pet’s rabies vaccination is working by taking a rabies blood test (also known as Rabies Titer Test). Your pet’s blood sample will be taken by a vet and send to an approved laboratory for testing. Your pet’s blood must contain at least 0.5 IU/ml of the rabies antibody. Normally, you will then need to wait 3 months before traveling.
  • Health certificate – many countries require a veterinarian’s letter or certificate confirming that your pet is fit and healthy to travel and has no obvious signs of disease.
  • Government certification – in some cases, you will need to get health certificates approved. For example, all animals leaving the US must have their health certificates endorsed by the USDA .

In some countries, the formal passport is needed. However, others will accept documentation in any form so long as it provides clear evidence of the procedure being followed.

Requirements vary widely between countries, so it is best to check those for your destination country before traveling with your pet.

In the next section we will discuss which countries are included in the Pet Travel Scheme, making it easier to travel.

With an EU Pet Passport, dogs, cats and ferrets can travel freely within the EU, and some non-EU countries without quarantine.  The countries in each category are listed below.

EUROPEAN UNION (EU) COUNTRIES AND TERRITORIES

* When traveling to UK, Ireland, Finland, Norway or Malta, dogs must have a tapeworm treatment within 24 hours to 120 hours (1-5 days) of entry.

** Includes St Barthelemy and St Martin (French part of the island)

LISTED NON-EU COUNTRIES

* The Russian Federation consists of 88 subjects (regions). Please note that the following Republics are not part of the Russian Federation: Moldova, Georgia, Ukraine, Armenia, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan.

** The UAE consists of Abu Dhabi, Dubai, Al Sharjah, Ras Al Khaimah, Ajman, Umm Al Quwain, and Al Fujairah.

*** Formally known as the Netherland Antilles. The BES Islands are Bonair, Saint Eustatius and Saba.

**** The mainland United States of America as well as American Samoa, Guam, Northern Mariana Islands, Puerto Rico and the US Virgin Islands.

UNLISTED COUNTRIES

An unlisted country is any country not listed above.

These countries have not applied or been accepted for listed status because of higher rabies incidence or less robust veterinary or administrative systems. The rules for taking your pets to these countries, or returning to the EU from these countries are different than they are for EU member states and listed countries.

What are the requirements for the UK Pet Travel Scheme

Traveling to the UK from an EU or listed non-EU country

When traveling to the UK from an EU or listed non-EU country, your pet will need the following:

  • A microchip – this is the first procedure you should consider. A microchip has a number unique to your pet and will help authorities to properly identify them. You must get this first, as a rabies vaccination is invalidated without a microchip number attached to it. If you get your pet’s rabies vaccination before getting a microchip, it will not count.
  • date of birth/age
  • microchip number
  • when and where the microchip was inserted
  • vaccination date and product name
  • date its booster vaccination is due
  • batch number
  • Tapeworm treatment – before entering the UK, all pet dogs (including assistance dogs) must be treated for tapeworm. The treatment must be administered by a vet not less than 24 hours and not more than 120 hours (1–5 days) before its scheduled arrival time in the UK. (There is no mandatory requirement for tick treatment. No treatment is required for dogs entering the UK from Finland, Ireland or Malta).
  • To travel with an approved transport company on an authorised route – your pet must travel with companies and on routes that have been approved by the Animal and Plant Health Agency (previously known as the Animal Health and Laboratories Agency). In case of pets travelling by plane, the company may assign those checks to a third party, i.e. the Animal Reception Centre at Heathrow airport.
  • List of authorised carriers and routes can be found here .

There may be some additional requirements if you are traveling to the UK from an unlisted non-EU country. Please refer to the section below if you are travelling from an unlisted. non-EU country.

Traveling to the UK from an unlisted non-EU country

When traveling to the UK from an unlisted non-EU country your pet will need the following:

  • A microchip – this is the first procedure which you need to consider. The microchip will help authorities to properly identify your pet. You must get this first, as a rabies vaccination is invalid without a microchip number attached to it. If you get your pet’s rabies vaccination before getting a microchip, it will not count.
  • date its immunisation vaccination is due
  • Rabies blood test / rabies titer test certificate – all dogs, cats and ferrets must have passed a rabies blood test to show that their rabies vaccination was successful. Your veterinarian must take your pets blood and send it off to an EU Approved Laboratory . Your pet’s blood sample must show at least 0.5 IU/ml of the rabies antibody. You must then wait 3 months from the date the successful blood sample was taken before you are permitted to travel.
  • Tapeworm treatment – before entering the UK, all dogs must be treated against tapeworm. This even applies to dogs who reside in the UK and are returning from being abroad. The treatment must be administered by a vet between 24 hours and 120 hours (1–5 days) before your scheduled arrival time in the UK. (No treatment is required for dogs entering the UK from Finland, Ireland or Malta).
  • 10 days after the date of issue for entry into the EU
  • onward travel within the EU for 4 months after the date of issue
  • re-entry to the UK for 4 months after the date of issue
  • To travel with an approved transport company on an authorised route – your pet must travel with companies and on routes that have been approved by the Animal and Plant Health Agency (previously known as the Animal Health and Laboratories Agency). Make sure your vet gives you copies of all of your pet’s veterinary treatments and vaccinations certificates. They must all contain the date of treatment.

Can I fly with a dog to the UK?

Yes, but only under specific circumstances.

British law bans all animals entering the UK either in the airplane cabin or as ‘checked or ‘excess’ baggage. Therefore, your pet (except guide dogs*) will need to travel in the aircraft hold as manifest cargo. Unfortunately many airlines do not offer cargo services, so quite often specialist pet travel agents must be used.

Furthermore, there are very strict rules when it comes to the carrier or crate that your pet travels in. You must ensure that the container is International Air Transport Association (IATA) approved. There are strict rules regarding the material, size and construction of the crate. You can find full details here .

UK law does not prohibit the transport of pets in the cabin or as hold baggage when departing from the UK. However, restrictions may be imposed by individual airlines or destination countries.

Pets traveling between EU and listed non-EU countries

Pets traveling between EU and listed non-EU countries can travel freely without enduring a length quarantine. This is as long as they comply with the Pet Travel Scheme requirements (microchip and rabies vaccination). This is as long as pets are transported by an authorised travel carrier on an authorised route. More information on authorised carriers and routes can be found here .

Pets traveling to an EU country from an unlisted country

When traveling from an unlisted country to a listed country, your pet will be able to avoid quarantine as long as you follow the EU entry requirements (microchip, rabies vaccination, blood sample at least 30 days after vaccination). You will then wait a further three months after the blood sample was taken. For more details on entry requirements, check the ‘What are the requirements to comply with the Pet Travel Scheme?’ section above.

This is as long as pets are transported by an authorised travel company on an authorised route. More information on authorised carriers and routes can be found here .

Pets traveling to or between unlisted countries

When traveling between non-listed countries, it gets a little more complicated as each country can have different entry requirements. We recommend that you check for your specific destination country, if it isn’t listed above.

The Pet Travel Scheme was initially set up in 2000 as a control measure to prevent rabies, ticks and other diseases from entering the UK. Prior to this, the UK was known for having very tough checks to protect against rabies. Bringing pets to the UK meant serving an obligatory 6 month quarantine period. Over time the program has rolled out to other countries such as the United States, Canada, Australia, and New Zealand.

The Pet Travel Scheme has gone through many changes since 2000, making it easier for pets to travel to the UK, to EU countries and other listed non-EA countries (see more information below). Changes to the scheme introduced in January 2012 revoked the need for dogs to be treated against ticks. This change reduced the length of time after vaccination that a dog may enter the UK from six months to 21 days. Secondly, dogs are now required to have their tapeworm treatment between 24 hours and 5 days before travel, administered by a certified vet. Lastly, there is no longer a requirement to blood test a dog before travel.

A new requirement was introduced in December 2014, meaning that all dogs, cats and ferrets must be at least 12 weeks old before they can be vaccinated against rabies for the purposes of pet travel.

Frequently Asked Questions [FAQs]

When re-entering the UK, DEFRA may perform an inspection of your pet’s pet passport. If any element of your pet's passport or electronic microchip fails, your pet risks being re-exported or placed in quarantine at the owner’s expense.

Issues with dog's tapeworm treatment account for most of the failures. Most commonly, pet owners fail to arrange treatment within the defined timeframe.

Pets must be at least 15 weeks old to travel. Firstly, they must have been vaccinated on or after 12 weeks of age. They must then wait 21 days before they can travel.

Tattoos can be accepted as a valid form of identification, in lieu of a microchip, as long as the tattoo was applied to the pet before 3 July 2011. The tattoo must be clearly readable and matched to the number in the passport/third country certificate.

One individual can travel with a maximum of five dogs, cats or ferrets, in total. Ten pets travelling with two people is acceptable as long as one of the people is an adult. The owner named in the passport must travel with the pets. Alternatively an authorised person can accompany the pets as long as they have a document from the owner named in the passport authorising them to accompany up to five owned pets.

Relocating Pets to Belarus

Belarus, officially the Republic of Belarus, is a landlocked country in Eastern Europe. Belarus is a beautiful country full of fields, fortresses, churches, and monuments. Belarus is also a pet-friendly country to travel to. While relocating with pets, it is important to keep the following things in mind-

  • If your pet has not resided in one of the countries that Belarus considers rabies-free or controlled for at least 6 months, it will not be permitted to enter. Your pet must reside in an approved country for at least 6 months.
  • The first step is to microchip your pet with a 15 digit ISO compliant pet microchip. 
  • Dogs and cats must be vaccinated for rabies between 30 days and 12 months of entering Belarus.
  • Dogs must be vaccinated against the following diseases: Distemper, Hepatitis, Viral Enteritis, Parvovirus, Adenovirus infections and Leptospirosis.
  • Cats must be vaccinated against Panleukemia. Cats must also undergo tests for dermatophytoses with samples processed at an approved.
  • A rabies titer test is not required for dogs and cats entering Belarus from any country.
  • A licensed veterinarian must then complete the health certificate for Belarus shortly prior to travel.
  • An import permit is not required when entering Belarus with a personal pet.
  • All pets must enter Belarus at the Minsk International Airport located 26 miles east of Minsk. A pro forma invoice or proof of value for your pet must be provided.
  • All pets must be free of evidence of disease communicable to humans when examined at the entry airport.
  • Belarus does not publish a list of banned breeds.

MOSCOW (Reuters) - Belarus sent more troops to reinforce its border with Ukraine on Saturday, saying Ukrainian drones had violated its airspace in the course of Kyiv's military incursion into Russia's Kursk region.

Belarus' Foreign Ministry summoned Ukraine's charge d'affaires, demanded measures to ensure such incidents would not recur and suggested a repeat would prompt Belarus to consider whether Kyiv's diplomatic presence in Minsk was "appropriate".

President Alexander Lukashenko, addressing a meeting in eastern Belarus, said air defence forces on Friday destroyed several of "about a dozen" Ukrainian drones after they violated Belarusian airspace in the Mogilev region bordering Russia.

Lukashenko, one of Russian President Vladimir Putin's closest allies, said others were later destroyed near the Russian city of Yaroslavl.

"I don't understand why Ukraine had to do this. We have to look into it," the BelTA news agency quoted him as saying. "But we have...made ourselves clear and conveyed to them that any provocation will not go unanswered."

The state television channel Belarus1 showed footage of what it said were fragments of downed drones.

The Belarusian Foreign Ministry, in comments also appearing on BelTA, said Minsk demanded "comprehensive measures" to ensure such incidents were not repeated.

"It was pointed out...that if Ukraine's diplomatic representation in Belarus cannot have an effect on preventing such provocations, the Belarusian side will raise the issue of the appropriateness of its continued presence in Minsk."

The Ukrainian Foreign Ministry did not immediately respond to a request for comment.

Andriy Kovalenko, head of Ukraine's Centre for Countering Disinformation, a state body, wrote on Telegram that boosting arms deployments near the border was "an attempt to help Putin and divert the attention of Ukraine's command to this sector".

Earlier on Saturday, the Russian Defence Ministry said Russian forces had intercepted six drones in the Yaroslavl region.

"Considering the situation in Ukraine and in the Kursk region of Russia, the Commander-in-Chief of the Armed Forces has given orders to reinforce troops in the Gomel and Mozyr tactical areas in order to respond to such provocations," Defence Minister Viktor Khrenin said.

"Special operations forces, ground troops and rocket forces, including Polonez and Iskander systems, have been tasked with deploying to the designated areas."

He said Belarus regarded the violation of its airspace as a provocation and "was ready to respond".

What to consider when buying a pet carrier

Each airline has its own set of rules regarding pets traveling with you inside the plane, or placed underneath the aircraft in the cargo hold. If your pet is traveling with you inside the plane, its carrier will need to fit underneath the seat in front of you. Generally speaking, that means your in-flight pet carrier shouldn't exceed 45 linear inches (length + width + height), or roughly 21.5 by 15.5 by 9 inches -- according to AAA .

For dog crates traveling as cargo, the crate must be enclosed, but have ventilation openings occupying at least 16% of total wall space on two opposing walls. The crate must open easily, but should also be durable enough to sustain normal cargo transit logistics (loading, unloading and transportation). When shopping for airline-approved pet carriers, it's a good idea to check your carrier's website first for restrictions.

Most soft-sided travel carriers fit comfortably underneath the seat in front of you so your pet stays close to you during the flight. Common features include mesh sides or windows for breathability, removable pads for comfort, straps to attach the carrier to a seat belt or your luggage and pockets to stash essentials.

If your pet can only fly in the cargo space underneath the plane, look for hard-sided pet carriers to offer the most protection during the flight.
