“I salute the determination of all those involved in this rescue campaign. Their courage and resolve have given a new life to our fellow workers. Everyone involved in this mission has set a remarkable example of humanity and teamwork,” PM Modi said in a telephonic conversation with the rescued workers who were successfully pulled out of a collapsed tunnel in Uttarakhand.

41 workers had been trapped in the Silkyara tunnel for the past 17 days. The rescue operation, involving both advanced machinery and ingenious manual skill, lasted over 400 hours. The remarkable resilience displayed by the trapped workers, the dedicated rescue team, and the overarching administrative efforts collectively exemplify an impressive showcase of grit and perseverance.

This massive operation led by the central and state rescue teams is another example of Modi government’s deep commitment to the principles of federalism. It is also a masterclass in effective and timely mobilisation of resources to address the needs of citizens facing distressing situations.

Operation Ganga: Safely Evacuating Over 20,000 Indian Students from Ukraine However, this is not something that we are seeing for the first time. Operation Ganga, a monumental effort to evacuate over 22,000 Indian students from Ukraine amidst a war, stands as a remarkable achievement. The mission entailed pooling of substantial resources, the provision of humanitarian assistance and the creation of a safe passage for students to return home. Prime Minister Modi was involved in every intricate detail of the operation—right from logistics to the diplomatic reach-out. In addition, to personally coordinate the entire rescue mission, four Union Ministers were dispatched to four neighbouring countries to Ukraine. On the home front, efforts were made to assuage the concerns of every parent, ensuring they were reassured about the swift and secure return of their children.

This is the Modi government’s ‘whole-of-government’ approach, where swift coordination between diverse ministries, government departments and public agencies leads to coherent action giving exceptional results.

The Machchhu Dam Disaster of 1979 However, the groundwork for Prime Minister Modi's mass mobilization approach was established during the early years of his public service. A striking and pioneering instance of this approach emerged during the Machchhu dam failure , commonly known as the Morbi disaster. It came to known as history’s biggest dam-related disaster unleashing a flood of water through the city of Morbi in 1979, leading to over 25,000 casualties and earning the unfortunate distinction of being the worst dam burst according to the Guinness Book of World Records.

At that time, Narendra Modi, an RSS Karyakarta in Gujarat, undertook extraordinary efforts to assist those affected on the ground. He leveraged the organisational strength of the RSS by mobilising the karyakartas in the time of crisis. He did not stop there. In the demoralizing aftermath, Narendra Modi, in his inimitable style, penned an inspirational letter to motivate the youth in Morbi to rebuild their lives.

The monumental relief efforts in Morbi spanned over a span of over two months, during which Narendra Modi who was an RSS Sangathak in Gujarat, demonstrated exemplary leadership, by personally taking charge and remaining at the forefront until the last bus taking volunteers home departed. Along with RSS volunteers, he assessed the situation and created a detailed plan through which teams were assigned specific tasks to address the different problems arising from the tragedy. Governments can take time before they can choose a course of action. But the 29-year-old worker Narendra Modi, pursued a singular course of action - reaching the people and find ways to alleviate their suffering.

2001 Gujarat Earthquake

Another compelling instance of Narendra Modi's commitment to mobilizing every available resource for swift and effective resolution, is the handling of the devastating 2001 earthquake that shook the state of Gujarat . Even before assuming role as Gujarat’s Chief Minister, Narendra Modi, then a BJP karyakarta, immediately rushed to ground zero to aid the affected.

During the aftermath of the massive earthquake in Bhuj, where Narendra Modi had no official role in the Gujarat government or the party hierarchy, he leveraged his personal network in the Sangh and mobilised the BJP's cadre to provide assistance to the earthquake victims. Witnessed by all, he rode pillion on a motorcycle to assess the damage and come up with potential remediation measures. Collaborating with non-profit organizations, organizing relief camps, distributing food, and coordinating support collection nationwide and internationally, Narendra Modi displayed how far he can go to assist those in need, irrespective of any formal power or position.

Upon assuming the role of Chief Minister shortly after, Modi chose to spend Diwali in 2001 in Bhuj , in solidarity with the earthquake victims. Shortly afterward, CM Modi displayed sensitive leadership when he organized a mass worship offering to Mother Earth, alleviating fears caused by the earthquake.

When faced with the monumental task of rehabilitation, Chief Minister Narendra Modi left no stone unturned in mobilizing the state’s government machinery. In the face of officials estimating a rehabilitation period of at least three years, Narendra Modi, not aloof of ground realities in Gujarat and conscious of the urgency for those who had become homeless and destitute, issued a straightforward directive: Kutch should stand on its feet again in three months. As the first anniversary of the earthquake of 26 January 2002 approached, Kutch not only stood on its feet but also started regaining momentum.

The Uttarakashi Tunnel Rescue materialized into reality only through decisive leadership at the helm which demonstrated a profound concern for those at the grassroots level. India stood to benefit from the hands-on experiences of the Prime Minister, who has witnessed and managed several many disasters and crisis as a RSS swayamsevak, a BJP karyakarta, and later as the head of the state in Gujarat and India.

Today, we see that this personal abilitiy of PM Modi has transformed into institutional power. This ‘whole-of-government’ approach has transformed the governance paradigm in India, and today one can proudly say that it was an all of government, all of India operation.

After the Metro ride, the prime minister will address the Bharatiya Janata Party (BJP) workers at the nearby ground on March 6, party leaders said.

“There is micro-planning going on for PM’s visit to Pune. During his visit, he will travel in Metro rail between Garware college and Anand Nagar and later address a rally,” said Mohol.

The Maharashtra Metro Rail Corporation Limited (Maha-Metro)officials said they cannot speak much about the plan at this point though preparations are on for the inauguration of Metro rail during PM’s visit.

On March 6, PM Modi will be inaugurating two routes – Vanaz to Garware and Pimpri to Phugewadi. Both the routes will be open for commercial use.

Pimpri-Phugewadi station got clearance from the Commissioner of Metro Rail Safety (CMRS) on January 6, an inspection of the Vanaz-Garware route which was inspected on February 10 will be getting clearance in a few days.

There are five stations between Vanaz to Garware college which cover a distance of 5 kilometres. On July 30, a trial run was conducted between Vanaz to Garware college.

As of now Maha-Metro officials have started training local drivers and have increased trail runs. At least 30 drivers are currently trained for two routes.

With Prime Minister Narendra Modi in the city on Tuesday, some schools in the city have decided to remain shut while others have announced online classes anticipating traffic, road closures and security measures.

The Pune traffic police has issued an advisory to avoid Pune University Square, Budhwar Chowk, Sangamwadi Chowk and Fergusson College road among others. These road closures and diversions will be in place from 6 am to 3 pm in the city.

However, state education department has issued no official notification in this regard. “We have not sent out any official notice to schools to shut down tomorrow,” said Deputy Director of Education Rajendra Ahire.

The Pune traffic police have issued an advisory for commuters to avoid some arterial roads and key traffic junctions in the city, between 6 am and 3 pm on Tuesday, August 1. Traffic diversions and closures will be in place on these routes when Prime Minister Narendra Modi visits the city and will preside over several functions and inaugurate projects.

In a notification issued, Deputy Commissioner of Police (Traffic) Vijaykumar Magar, on Sunday, provided a list of roads and traffic junctions that citizens are advised to avoid between 6 am and 3 pm on August 1. The notification said that for the movement of vehicles of VIP and VVIP dignitaries in the city, several traffic diversions and closures will be in place.

It advises the commuter to avoid roads connecting to the following traffic junctions: Pune University Square, Simla Office Square, Sancheti Chowk, SG Barve Chowk, Budhwar Chowk, Sevasadan Chowk, Alka Chowk, Tilak Chowk, Jedhe Chowk, Sadalbaba Chowk, Golf Club Chowk. Citizens have been further advised to further avoid Sangamwadi Chowk, Fergusson College and Vimantal Road. While a notification advises citizens to take alternate routes to avoid these roads and junctions, it does not provide the list of alternate routes.

FROM COMMUTERS and students to top officials and political leaders, the industrial hub of Pimpri-Chinchwad is eagerly waiting for Prime Minister Narendra Modi to open the new Metro rail line extension that will bring them closer — and faster — to the heart of Pune city. PM Modi will also unveil a clutch of big-ticket development projects for the area.

The Prime Minister is slated to start his day in Pune with a visit to the iconic Dagdusheth temple in the city at around 11 am after which he will be conferred the Lokmanya Tilak National Award. The award function is politically significant since Modi will share the dais with chief guest Sharad Pawar whose NCP has split, with the breakaway faction led by Ajit Pawar aligning with the ruling BJP-Sena coalition in Maharashtra.

The Metro lines will be opened thereafter, at 12:45 pm, following which the Prime Minister will flag off trains on the extensions from Phugewadi to Shivajinagar Civil Court and Garware College to Ruby Hall Clinic. Modi will also inaugurate and lay the foundation stone of several projects, including a Rs 300-crore waste-to-energy plant in Pimpri-Chinchwad and over 11,500 houses across the city under the Pradhan Mantri Awas Yojana (PMAY).

Justifying her father’s decision to attend the programme in Pune where Prime Minister Narendra Modi will be conferred the Lokmanya Tilak award, NCP leader and Baramati MP Supriya Sule said in a democracy, dialogue is important and therefore, she saw nothing wrong with NCP chief Sharad Pawar taking part in the event.

“In a democracy, dialogue is important….We are all for dialgoue in a democracy…democracy is supreme,” Sule told The Indian Express when asked about the call of NCP’s allies and activists, who have urged Pawar not to attend the event.

This year, the Lokmanya Tilak Trust has decided to confer the Lokmanya Tilak award–named after Bal Gangadhar Tilak–on Prime Minister Narendra Modi, when he will be in Pune to inaugurate a number of development projects. The award will be conferred on Tuesday (August 1), which will also mark the death anniversary of the freedom fighter.

A multilayer security detail of over 5,000 personnel and officers including Maharashtra’s elite Force One anti-terror commandos has been put in place for Prime Minister Narendra Modi’s Tuesday visit to Pune. A ban on the use of drones has been announced by police in addition to the closure of several arterial roads and traffic junctions in the city.

While the preliminary responsibility of the prime minister’s security is with the Special Protection Group, local police entities are required to put in place a layered detail for the security of the venues and the routes his convoy takes.

As per the schedule announced by the Prime Minister’s Office, around 11 am Modi will perform darshan and pooja at Dagdusheth Mandir. Later he will be conferred the Lokmanya Tilak National Award at a ceremony at the SP College Ground. He will thereafter flag off metro trains and inaugurate and lay the foundation stones for development projects at the Parade ground of the Shivajinagar police headquarters.

Sharad Pawar set to felicitate PM Modi, allies and party push back, want him to back out

A delegation of various political parties, including his own, met Nationalist Congress Party (NCP) chief Sharad Pawar on Monday to persuade him not to felicitate Prime Minister Narendra Modi at an event in Pune on August 1. Modi is scheduled to be honoured with the Lokmanya Tilak Award at a function at the SP College ground on Tuesday. Pawar is scheduled to share the stage with Modi and confer the award on him. The Shiv Sena (Uddhav Balasaheb Thackeray), an NCP ally, has said that Pawar’s decision “does not look appropriate”. The delegation led by socialist leader Baba Adhav includes leaders from the veteran leader’s NCP faction, the Congress, the Shiv Sena (Uddhav Balasaheb Thackeray), the Aam Aadmi Party, and the CPI(M). They were supposed to meet Pawar on Sunday evening but the meeting was postponed to Monday after the NCP leader did not travel from Mumbai to Pune as per his initial plans.

Agenda and message of PM Modi’s tour of Europe amid Russia-Ukraine war

Prime Minister Narendra Modi started his three-day tour of Germany, Denmark and France on Sunday night to strengthen India’s bilateral ties with these countries, with a significant push on trade, defence, security and energy.

PM Modi’s first foreign trip this year comes at a time when Vladimir Putin’s invasion of Ukraine has turned much of Europe against Russia . On the trip, PM Modi will have 25 engagements and meetings with eight world leaders in the around 65 hours that he will spend in these countries.

Landed in Berlin. Today, I will be holding talks with Chancellor @OlafScholz , interacting with business leaders and addressing a community programme. I am confident this visit will boost the friendship between India and Germany. pic.twitter.com/qTNgl8QL7K — Narendra Modi (@narendramodi) May 2, 2022

India and Germany will also concentrate on their growing strategic relationships as the Scholz government begins to review its equations with Beijing, with which New Delhi has several sticking issues, including a long-festering boundary dispute.

PM Modi Europe visit LIVE Updates

From Germany, PM Modi will travel to Copenhagen on May 3-4 at the invitation of his Danish counterpart Mette Frederiksen to hold bilateral engagements and also participate in the Second India-Nordic Summit.

In Denmark, PM Modi will hold separate bilateral talks with the leaders of Norway, Sweden, Iceland, and Finland.

In Germany and Denmark, I would be meeting business leaders to discuss ways to boost trade and commerce between our nations. I’m also glad to be meeting the Indian community in these nations. https://t.co/I7TdxcsgVf — Narendra Modi (@narendramodi) May 1, 2022
In Paris I will be meeting my friend, President @EmmanuelMacron , who has just been re-elected. During our talks we will take stock of various bilateral and global issues. — Narendra Modi (@narendramodi) May 1, 2022

CHALLENGES AND CHOICES

While leaving India, PM Modi didn’t directly mention the invasion by Russia but said he is travelling to Europe at a time when the region faces many challenges and choices, and that he intends to strengthen the spirit of cooperation with India’s European partners.

India’s Foreign Secretary Vinay Mohan Kwatra said that PM Modi would “exchange perspectives” on Ukraine.

Now in its third month, Putin’s war, which the Russian president launched ostensibly to ensure Ukraine’s neutrality with regard to his strategic tussle with Kyiv-friendly and US-dominated military alliance North Atlantic Treaty Organization (Nato), has displaced millions , killed thousands and wrecked multiple cities. The invasion has raised unprecedented security challenges in Europe and soured Moscow’s relationships with Brussels and Washington.

READ | How many Ukrainians and Russians have died in Putin’s war?

PM Modi’s tour of Europe also comes against the backdrop of growing pressure from the West to openly call out Russia, with which India continues to do business, primarily on oil.

While in Washington DC for the 2+2 dialogue, India’s External Affairs Minister, S Jaishankar, had clarified that India’s one-month oil purchase from Russia is less than Europe’s in one afternoon . On the other hand, India has repeatedly called for a cessation of hostilities in Ukraine, saying that the path to the resolution goes through diplomacy and dialogue.

PM Modi’s bilateral meetings with the European leaders will feature energy security, an issue that has assumed greater significance after Putin invaded his neighbour and erstwhile Soviet constituent, Ukraine, on February 24.

But why has India’s stand on Russia surprised many?

CONSISTENT ON RUSSIA

Initially, India's neutral stand on Russia was also because of the stranded Indians in Ukraine , but New Delhi has always shown neutrality on Moscow: Hungary in 1956, Czechoslovakia in 1968, and Afghanistan in 1979-80.

More recently, in 2014, when Putin invaded Ukraine and annexed Crimea, the then Manmohan Singh government had taken a similar neutral position, saying Russia had “legitimate” interests in the Ukrainian peninsula while calling for a “peaceful settlement of whatever internal issues there are.”

WHY STRATEGIC NEUTRALITY?

India’s experience at the United Nations, particularly with the Security Council, has not been fair. India has often been a victim of the self-interest of the West, beginning in 1948, when India took the Kashmir issue to the UN after an invasion by Pakistan. Both Pakistan and China have maintained illegal occupation of parts of erstwhile Jammu and Kashmir state. But the West has not supported India or condemned China.

On the other hand, Russia has backed India’s position on Kashmir and other matters at the UN. India’s defence ties with Russia are deep, with the armed forces having about 70 per cent of critical weapons procured from the country since the Soviet days.

But this doesn’t mean India has to choose between Russia and the West, especially given New Delhi’s need to counter Chinese influence while addressing its trade, defence, security and energy concerns.

On the Russia-West dichotomy, India’s Foreign Secretary Vinay Mohan Kwatra said it would not be correct for him to comment on the position of the European countries on Ukraine, but added that they understand India’s standpoint on Ukraine and even have a deep appreciation for it.

TIES WITH EUROPE

Despite its stand on Russia, India also realises the importance of its relationship with the West. And hence PM Modi's trip to Europe. “I intend to strengthen the spirit of cooperation with our European partners, who are important companions in India’s quest for peace and prosperity,” he said before leaving India.

Last month, PM Modi said that trade, commerce, defence, and clean energy figured prominently in his talks with UK Prime Minister Boris Johnson . Both countries also launched their Global Innovation Partnership (GIP) as the two leaders discussed bolstering the innovation ecosystem to benefit start-ups.

GIP is expected to lend a template to use the Trilateral Development Corporation (TDC) Fund for projects with other countries like Japan, Germany, France, and the European Union willing to work with India on innovation and development. India and the UK have agreed to co-finance GIP to implement its various components.

India recently launched the TDC Fund designed to involve private sectors with state support for investment in the Indo-Pacific region (comprising the tropical waters of the Indian Ocean, the western and central Pacific Ocean, and the seas connecting the two in the general area of Indonesia) and beyond.

India aims to use the TDC Fund to contribute to GIP that will globalise Indian start-ups and innovations with help like grants, development capital investment and tech assistance.

COUNTERING CHINA

GIP comes against the backdrop of the UK offering 5G, nuclear and high-speed rail technologies for China's Belt-Road Initiative (BRI), a global infrastructure development strategy adopted by Chinese leader Xi Jinping as his foreign policy centrepiece.

While in India, PM Johnson said, "The world faces growing threats from autocratic states which seek to undermine democracy, choke off free and fair trade and trample on sovereignty."

TDC may provide an alternative to China's development partnership model that has deepened Chinese influence over some of India's neighbours and pushed them into debt traps.
