Government Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities (the $2 Scheme)

Purpose of the $2 Scheme

  • To enable elderly people and eligible persons with disabilities to travel on designated public transport modes and services at a concessionary fare of $2 per trip.

Target Beneficiaries

  • Hong Kong residents aged 60 or above
  • Eligible Persons with Disabilities aged below 60:Recipients under the  Comprehensive Social Security Assistance Scheme  with  100% disabilities  and recipients of Disability Allowance

[100% disabilities means that persons with disabilities concerned must be certified as severely disabled by doctors of the Department of Health or the Hospital Authority. For the definition of “severely disabled”, please refer to Annex 1 in the pamphlet of Social Security Allowance Scheme issued by Social Welfare Department ]

Extension to Red minibuses, Kaitos and Trams (From February 27, 2022)

  • From February 27, 2022, the $2 Scheme will be extended to routes of red minibuses and kaitos approved by the Transport Department to join the $2 Scheme and tram.
  • A logo of the $2 Scheme will be displayed at the approved red minibuses, and kaitos joining the $2 Scheme.

Note 1: For enquiries regarding the details of the fare concessions voluntarily offered by public transport operators, including the age and other limits of free rides offered to children, please contact the relevant operators directly

Extension to Green Minibuses

  • The Government is extending the Scheme to green minibuses (GMBs) in phases from 29 March 2015. It now fully includes existing GMB routes. Please visit the website of Transport Department for route details.

  • Using a designated Octopus, elderly people aged 65 or above and eligible persons with disabilities now can travel on all GMB routes at $2 per trip.

Details of Concession

  • JoyYou Card :applicable to Hong Kong residents aged 60 or above
  • Personalised Octopus with "Persons with Disabilities Status" :applicable to eligible persons with disabilities aged below 60
  • If the original fare for a journey is below $2, beneficiaries only need to pay the original fare.
  • Beneficiaries travelling on franchised bus routes are reminded to tap the same Octopus card again before alighting for recording the differential fares of the trips concerned for Government 's reimbursement to the franchised bus operators when travelling along the sections for which two-way section fares are offered.
  • Beneficiaries travelling on green minibus routes are reminded to inform the drivers of their destinations upon boarding when travelling along the sections for which two-way section fares are offered so that the drivers can adjust the Octopus reader before they tap the Octopus card for recording the differential fares of the trips concerned for Government 's reimbursement to the green minibus operators.

Note 2: $2 Scheme is not applicable to fares paid in cash.

Note 3: With effect from 25 August 2024 , Anonymous Elder Octopus and ordinary Personalised Octopus are no longer covered under the $2 Scheme.

How to Enjoy the Concession

Hong Kong residents aged 60 or above:

  • Must use a JoyYou Card to benefit from the $2 Scheme.

Hong Kong residents aged 65 or above:

  • Hong Kong residents aged 65 or above should apply for the JoyYou Card as soon as possible if they do not have one to continue to benefit from the $2 Scheme.
  • The Government will announce the date to cease covering Anonymous Elder Octopus and ordinary Personalised Octopus in the $2 Scheme. Eligible beneficiaries aged 60 or above must use JoyYou card to enjoy the $2 Scheme in future.

Eligible persons with disabilities aged below 60:

  • Upon approval of application or renewal of the Comprehensive Social Security Assistance (CSSA) Scheme and Disability Allowance (DA), the Social Welfare Department (SWD) will mail a pre-verified application form for Personalised Octopus with "Persons with Disabilities Status" to the eligible beneficiaries, their parents or guardians, as appropriate.

  • Applicant should read carefully the application submission procedures and the Notes to All Applicants on the back of the form for completion and return it to the MTR Corporation limited for processing.
  • For any enquiries on the application for Personalised Octopus with “Persons with Disabilities Status”, please call MTR hotline 2881 8888.
  • Eligible persons with disabilities aged 60 or above should apply and use a JoyYou Card to continue to enjoy $2 Scheme. There is an expiry date for the Personalised Octopus with "Persons with Disabilities Status". There is no need to apply for renewal of the “Persons with Disabilities Status” after switching to a JoyYou Card.

About JoyYou Card:

  • JoyYou Card is a tailor-made Personalised Octopus for the $2 Scheme applicable to Hong Kong residents (including eligible persons with disabilities) aged 60 or above. JoyYou Card carries the name and photo of the eligible beneficiary as a proof of eligibility to facilitate inspections by the public transport operators. Each eligible applicant will only be issued with one JoyYou Card.
  • Hong Kong residents aged 60 or above holding a valid Hong Kong identity card, and eligible persons reaching the age of 60 in three months, can apply for the JoyYou Card immediately via the Octopus App or by posting the application forms. For application details, please visit the JoyYou Card webpage or call the hotline at 3147 1388.

To facilitate Hong Kong residents aged 60 or above in applying for JoyYou Cards so that they can continue to enjoy the $2 Scheme, eight temporary JoyYou Card application service centres on Hong Kong Island, in Kowloon and the New Territories have been set up to operate from 24 June to 8 Sepember 2024. Please refer to the JoyYou Card webpage for details.

From 25 August 2024 onwards, Octopus Card Limited sets up eight temporary JoyYou Card Application Service Centres on Hong Kong Island, in Kowloon and the New Territories to assist Hong Kong residents aged 60 or above to apply for JoyYou Cards:

  • Conference Room, 2/F, Kennedy Town Community Complex (12 Rock Hill Street, Kennedy Town, Hong Kong);
  • Conference Room, Leighton Hill Community Hall (133 Wong Nai Chung Road, Wan Chai, Hong Kong);
  • Room 210, 2/F, Wong Tai Sin Community Centre (104 Ching Tak Street, Wong Tai Sin, Kowloon);
  • Conference Room, Mong Kok Community Hall (L2, Mong Kok Complex, 557 Shanghai Street, Mong Kok, Kowloon);
  • Conference Room, Tai Yuen Community Hall (Tai Yuen Estate, Tai Po, New Territories)
  • Conference Room, 4/F, North District Community Centre (G/F, 2 Lung Wan Street, Sheung Shui, New Territories)
  • Conference Room, Kwai Fong Community Hall (G/F, 2 Lai Fong Street, Kwai Fong, New Territories); and

Their service hours will be 9am to 8pm from Monday to Friday, 9am to 1pm on Saturday, closed on Sunday and public holidays. For enquiries, please call 3147 1388 (press 0 after language selection to contact staff).

Arrangement for two-way section fares:

  • Beneficiaries travelling on franchised bus routes are reminded to tap the same JoyYou Card or designated Octopus again before alighting when travelling along the sections for which two-way section fares are offered.
  • Beneficiaries travelling on green minibus routes are reminded to inform the drivers of their alighting locations upon boarding when travelling along the sections for which two-way section fares are offered so that the drivers can adjust the Octopus readers before they tap the Octopus cards.

Free rides for children:

  • Some of the public transport operators are currently offering free rides to children of designated age groups. Eligible children with disabilities for the $2 Scheme of such age groups will continue to enjoy these free rides by not tapping their Personalised Octopus with “Persons with Disabilities Status” against the reader. If they do so inadvertently, some operators may deduct $2 per trip from the Octopus. For details, please refer to the relevant announcement from the public transport operators regarding their free rides to children of designated age groups.

What’s a Hong Kong Octopus Card?

The Hong Kong Octopus Card is a multifunctional smart card, similar to Taiwan EasyCard , Japan Suica Card , and Korea T-Money Card , which you can use to pay for public transport, dining, shopping, entertainment, and more.

Types of Hong Kong Octopus Cards

Here are different types of Octopus Cards you can use in Hong Kong depending on your preference:

1. Physical Octopus Cards

2. Mobile Octopus Cards

Many cafes, bakeries, and fast food chains like McDonald’s accept Octopus Cards as payment.

4. Entertainment

You may also use the card to pay for admission at theme parks, cinemas, skating rinks, racing courses, and swimming pools.

The Octopus Card Hong Kong price depends on your type of card and preloaded amount. The card itself without initial stored value costs HK$39 (US$4.99) . You may opt to get a card with a preloaded value of HK$10, HK$50, and HK$100.

Option 1: MTR / Light Rail ticket machines and customer service centers

You can look for ticket vending machines at MTR or Light Rail stations and top up your desired amount.

If you don’t know how to use the machine, you may proceed to the customer service centers found at the airport, MTR, bus, and ferry stations.

Option 2: Convenience stores and other establishments

2. Can I buy an Octopus Card in HK airport?

Yes, you can buy an Octopus Card in HK airport. You may proceed to the MTR Ticket and Octopus Selling Machines located at the Airport Station or to any 7-ELEVEN branch.

3. Can I withdraw money from my Octopus Card?

No, you can’t withdraw money from your Octopus Card since it does not work as a debit card. You may, however, ask a refund of the remaining value at any MTR Customer Service Center.

4. Can I use my Octopus Card to pay for other people?

No, you can’t use your Octopus Card to pay for other people. One person should hold one Octopus Card.

5. When will my Octopus Card expire?

Once you request a refund, your Octopus Card will automatically expire. If your card has not been used for a while, it will also be deactivated.

6. Is my Octopus Card refundable?

Yes, your Octopus Card is refundable. You may request a refund of the remaining amount at any MTR Customer Service Center.

7. Can I still reuse my Octopus Card when I’m back in Hong Kong?

Unfortunately, you can no longer reuse your physical Octopus Card when you travel back to Hong Kong. It will automatically be deactivated after you request a refund. But you may still reactivate it by getting the Mobile Octopus .

The Octopus Card: How to Use It, Where to Get One, and Why You Need It

Initially designed for public transport payments, there are now over 20 million Octopus cards in circulation that can be used for traveling, shopping or even dining. So whether you’re a Hong Kong resident, here for a few months or only a few days, the Octopus card is an absolute must-have to make everyday life easier.

What is an Octopus card?

This incredible tool is a reusable smart card which stores money for making electronic payments. Originally created for use on Hong Kong’s Mass Transit Railway ( MTR ), it slowly expanded its tentacles into a myriad of daily uses.

According to the official Octopus website , 98% of the local HK population above the age of 16 use an Octopus card, for everything from riding the tram to paying hospital bills. (True story: Our writer actually did use her Octopus card to pay her hospital bill after having a baby in Hong Kong!)

Where can you use an Octopus card?

There are over 170,000 acceptance points for Octopus cards across all industries. For tourists, the biggest convenience is using your Octopus on all public transport, including the Airport Express , the MTR, buses, minibuses, taxis, the street tram , the Star Ferry , and ferries to outlying islands . You simply tap your card as you enter, listen for the ‘beep’, and the screen will show you how much was deducted, as well as how much you have left on your card.

In convenience stores you can use it to buy snacks, drinks, SIM cards, and even alcohol and cigarettes—a freedom that many tourists find interesting. Most restaurants, cafes and bars also accept Octopus, as well as clothing stores. Even vending machines selling stamps at the post office accept Octopus! Once you see the Octopus logo, you’ll know you can use it there.

The Octopus can also be used for entry into attractions such as the Happy Valley horse races , museums, cinemas, shows, and tourist spots such as the Peak Tram . Better yet, the queue for Octopus card users is typically way shorter than that of normal ticket buyers for both tourist attractions and public transportation.

Where to get an Octopus card?

If you prefer to keep things digital, the Octopus app for tourists can now be downloaded for iPhone , Android and Huawei users before or after you arrive in HK. Previously only an option for local residents, the app allows you to check your balance and instantly top up using your preferred credit or debit card. Your card can then be added to your phone’s wallet which works in exactly the same way with all octopus card readers.

The stored value limit for the app is HK$ 3,000.00 and whatever you don’t spend can be refunded. If you have already purchased a physical card before realising you can use the app, you can transfer your card to the app in a few easy steps outlined under the Tourist tab on the Octopus website .

If you’d rather not rely on your phone and want a HK memento, physical Octopus cards are available at all MTR Customer Service Centres in Hong Kong, and there are two different kinds.

The first is a ‘Sold Tourist Octopus’, a special card for visitors which costs HK$ 39.00 , requires no deposit, and comes with no initial stored value, meaning you need to top it up right away. With their cute designs, these are meant to be kept as souvenirs and do not need to be returned.

The second is the ‘On-Loan Octopus’, which costs HK$ 150.00 , comprising a HK$ 50.00 refundable deposit and HK$ 100.00 initial stored value. The card can be returned at the end of your trip, and you will get both the deposit and any remaining value back.

If arriving by air, you can get an Octopus at any 7-11 or Circle-K convenience store in Hong Kong Airport , as well as from the Airport Express service counter. This will make your life easy in terms of taking transportation to the city , and if you are using the Airport Express, your Octopus gives you a small discount on the train ticket.

Once you get your card, whether physical or on your phone, we recommend adding around HK$ 500.00 to start. When the time comes to top-up your (physical) card, you can add money at all MTR service counters and Octopus Add-Value machines at MTR stations; convenience stores and supermarkets; and even places like McDonald’s and Starbucks.

Other useful Octopus tips

Checking the balance.

Every time you use your card, the display next to the card reader will show the amount deducted for that transaction as a negative figure together with the remaining balance. If you miss this though, there are dedicated balance checkers in all MTR stations or you can check on the Octopus app.

Other locations

Due to its success, the Octopus card is now being accepted at many places in Macau and Shenzhen , mostly convenience stores and fast food chains. If making day trips to these two cities, you may have some opportunities to use your Octopus.

Discounts and returns

When walking up the Mid-Levels Escalator , do as the locals do and tap your card on a special discount which takes a few bucks off your next MTR journey. There are a few of these MTR fare saver machines dotted around HK to keep an eye out for.

When returning your On-Loan Octopus card, there is a small handling fee. And if the card is damaged or altered, there is a HK$ 30.00 charge, so don’t put any markings on the card.

So there you have it. The Octopus card, a real ‘Swiss army knife’ for Hong Kongers. Trust us, just a few days of using it and you’ll be questioning why every city doesn’t have its own Octopus system.

Elderly and applicable residents should apply for a JoyYou card sooner rather than later

Hong Kong residents who are aged 60 or above are being urged to apply for JoyYou cards as soon as they can. Under the Government Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities – or the $2 Scheme – Hong Kong ID card holders aged 60 and above and people with disabilities status can travel on public transport for just $2 per trip. However, this scheme will no longer be applicable to Anonymous Elder Octopus cards and ordinary Personalised Octopus cards from August 25, 2024 onwards, which means that if an eligible holder wants to enjoy $2 transport, they will need to use the JoyYou card instead.

The Personalised Octopus with ‘’Persons with Disabilities Status’ will still be covered in the scheme past August, but eligible disabled people aged 60 or above should apply for the JoyYou card anyway since their personalised Octopus will have an encoded expiry date. Applications for the JoyYou card can be made via the Octopus app or through physical application forms, which are available to download online or pick up at distribution points across the city.

The Octopus Card is a rechargeable contactless card that can be used to pay both for transport in Hong Kong and for many shops and restaurants .

How much is the Octopus Card?

The on-loan Octopus Card costs 150 HKD ( US$ 19.20) (70 HKD ( US$ 9) for seniors over 65 and children between 3 and 11), which includes an initial top-up value of 100 HKD ( US$ 12.80) to spend on transport, and a 50 HKD ( US$ 6.40) deposit which is refunded when you return the card (minus an 11 HKD ( US$ 1.40) charge if the card is returned within 90 days).

There is also a Tourist Octopus Card available, but at 39 HKD ( US$ 5) with no stored value and no refund, the on-loan version works out better.

Where to get the Octopus Card?

The pass can be purchased at MTR  and ferry customer service centres and at the Admiralty bus station. You can also get an Octopus Card at the MTR Customer Service Centre on arrival at the airport . The card can then be topped up at MTR stations and at stores like 7-Eleven, Circle K, Starbucks and McDonalds. Before leaving Hong Kong, visit any MTR Customer Service Centre for a refund of the remaining value on your Octopus Card.

  • Using the Octopus Card, transport tickets are slightly cheaper than paying by cash.
  • You don't need to carry around exact change to pay for transport.
  • You can top up as much as you need to at any time.
  • Unused money on the card will be refunded when you return the card.

If you take a bus by Octopus Card, you need to swipe it both when getting on and getting off the bus. And when entering and exiting the metro, you are supposed to swipe the card. If you wanna buy something by the card, just swipe it when you check out.

Your Octopus is issued to you for your regular use. If your On-Loan Adult Octopus is issued on or after 1 October 2017, and has not had any add value or payment transaction for three years, it will become an Inactive Octopus and you may have to pay the Inactive Octopus Administrative Fee. If you no longer need it, please return it to us and collect the deposit and remaining value (if any) to avoid the Inactive Octopus Administrative Fee.
