Διεύθυνση Τουριστικής Προβολής

Η Δ/νση Τουριστικής Προβολής σχεδιάζει, καταρτίζει και υλοποιεί προγράμματα διαφήμισης και συνδιαφήμισης στο εξωτερικό και δευτερευόντως στο εσωτερικό.

Διεύθυνση Δημοσίων Σχέσεων

Η  Διεύθυνση  Δημοσίων Σχέσεων σχεδιάζει, καταρτίζει και υλοποιεί προγράμματα Δημοσίων Σχέσεων, Εκθέσεων και Ταξιδίων εξοικείωσης στο εξωτερικό και στο εσωτερικό.

Διεύθυνση Υπηρεσιών Εσωτερικού και Εξωτερικού

H Διεύθυνση Υπηρεσιών Εσωτερικού και Εξωτερικού  είναι υπεύθυνη για το συντονισμό και την υποστήριξη λειτουργίας τόσο των Υπηρεσιών Εσωτερικού  όσο και των Υπηρεσιών  Εξωτερικού  του Ε.Ο.Τ. με απώτερο στόχο την άρτια υλοποίηση των προγραμμάτων προώθησης και προβολής του Ελληνικού Τουρισμού στο εσωτερικό και εξωτερικό. 

Διεύθυνση Διοικητικών Υπηρεσιών

Η Διεύθυνση Διοικητικών Υπηρεσιών διαχειρίζεται το ανθρώπινο δυναμικό του ΕΟΤ στην Ελλάδα και στις Υπηρεσίες ΕΟΤ Εξωτερικού με στόχο την εξασφάλιση της αποτελεσματικότητας του προσωπικού και των υπηρεσιών του Οργανισμού, καθώς και την εφαρμογή αρχών διοίκησης μέσω στόχων. 

Διεύθυνση Οικονομικών Υπηρεσιών

Η Διεύθυνση Οικονομικών Υπηρεσιών έχει στόχο τη διασφάλιση της χρηστής δημοσιονομικής διαχείρισης του Ε.Ο.Τ. και την επίβλεψη της ορθής εφαρμογής των διαδικασιών εκτέλεσης του Προϋπολογισμού και της ορθής λογιστικής απεικόνισης των δραστηριοτήτων του Οργανισμού.

2.Ποια  προσωπικά μου δεδομένα συλλέγονται και πώς;

Τα προσωπικά δεδομένα τα οποία συλλέγει και επεξεργάζεται ο Ελληνικός Οργανισμός Τουρισμού είναι μόνο αυτά που είναι απαραίτητα για τον εκάστοτε συγκεκριμένο και σαφώς ορισμένο σκοπό και τη συγκεκριμένη νομική βάση.

Στο πλαίσιο αυτό, η επεξεργασία που λαμβάνει χώρα αφορά τα προσωπικά δεδομένα που παρέχετε στον Ελληνικό Οργανισμό Τουρισμού σε πραγματικό διαδραστικό χρόνο, όταν χρησιμοποιείτε τις υπηρεσίες μας, τους επίσημους διαδικτυακούς μας τόπους, για παράδειγμα κάνοντας κάποιο αίτημα, ή είστε εργαζόμενος όπως:

  • Μισθοδοτικές καταστάσεις, παρουσιολόγιο, υπερωρίες, οικογενειακή κατάσταση, εκπαίδευση, αξιολογήσεις

Σε όσες από τις περιπτώσεις η επεξεργασία θεμελιώνεται στη λήψη συγκατάθεσης, ο  Ελληνικός Οργανισμός Τουρισμού ακολουθεί τις προβλεπόμενες από το Νόμο διαδικασίες για τη λήψη αυτής.

3.Για ποιους σκοπούς γίνεται η επεξεργασία και ποια η νομική της βάση;

Τα προσωπικά δεδομένα συλλέγονται σύμφωνα με τον ΓΚΠΔ και την ισχύουσα νομοθεσία, είτε με την έναρξη της σχέσης σας με τον Οργανισμό είτε και μεταγενέστερα και αποτελούν αντικείμενο επεξεργασίας με νομική βάση:

  • Τη συγκατάθεσή σας, όταν απαιτείται
  • Την εκτέλεση μιας μεταξύ μας σύμβασης
  • Την εκπλήρωση των νομικών μας υποχρεώσεων
  • Τη διαφύλαξη ζωτικού συμφέροντος
  • Την εκπλήρωση καθήκοντος για το δημόσιο συμφέρον
  • Τη διαφύλαξη έννομου συμφέροντός μας ή τρίτου

Ο Ελληνικός Οργανισμός Τουρισμού μπορεί να επεξεργαστεί τα προσωπικά σας δεδομένα, για τους ακόλουθους σκοπούς ανά νομική βάση:

1. Με τη συγκατάθεσή σας

  • Μεταβίβαση προσωπικών δεδομένων σε τρίτους
  • Αποστολή ενημερώσεων

2. Για την εκπλήρωση της συμβατικής υποχρέωσης σε περίπτωση σύναψης σύμβασης με τον Ελληνικό Οργανισμό Τουρισμού  ή κατά την προσυμβατική διαδικασία

  • Για την επικοινωνία κατά την προσυμβατική διαδικασία ή κατά την εκτέλεση της σύμβασης

3. Για την εκπλήρωση των νομικών μας υποχρεώσεων

  • Ενημέρωση στοιχείων προσωπικού σε ασφαλιστικούς φορείς, Ελεγκτικό Συνέδριο κλπ
  • Για την εκπλήρωση των υποχρεώσεών μας σύμφωνα με την ισχύουσα νομοθεσία έναντι δημοσίων αρχών και φορέων (Εποπτικές, Ανεξάρτητες, Αστυνομικές, Δικαστικές).

4. Για τη διαφύλαξη ζωτικού συμφέροντος σας ή τρίτου

  • Σε περίπτωση που κινδυνεύει η ζωή σας ή η ζωή τρίτου

5. Για την εκπλήρωση καθήκοντος για το δημόσιο συμφέρον

  • Η παροχή Πρωτοβάθμιας και Δευτεροβάθμιας φροντίδας υγείας

6. Για λόγους έννομου συμφέροντός μας, ως:

  • Για την ανάπτυξη και βελτίωση των παρεχόμενων υπηρεσιών μας μέσα από τις δραστηριότητες και τα ενδιαφέροντά σας.
  • Για τη διαχείριση των  παραπόνων σας.
  • Για την προστασία και ασφάλεια των συστημάτων πληροφορικής.

4.Ποιοι είναι οι αποδέκτες των προσωπικών μου δεδομένων;

Πρόσβαση στα προσωπικά σας δεδομένα έχει το προσωπικό του Οργανισμού, στα πλαίσια της εκτέλεσης των καθηκόντων που τους ανέθεσε ο Ελληνικός Οργανισμός Τουρισμού ως υπεύθυνος επεξεργασίας.

Ο Ελληνικός Οργανισμός Τουρισμού είναι υποχρεωμένος ή δικαιούται να κοινοποιεί τα προσωπικά σας δεδομένα σε διάφορους τρίτους αποδέκτες όπως:

  • Δημόσιους φορείς
  • Ανεξάρτητες αρχές

υπό τον όρο της τήρησης σε κάθε περίπτωση του απορρήτου και του καθήκοντος εμπιστευτικότητας και εχεμύθειας.

5.Πόσο χρόνο διατηρούνται τα δεδομένα μου;

Ο Ελληνικός Οργανισμός Τουρισμού διατηρεί τα προσωπικά σας δεδομένα μόνον για το διάστημα που απαιτείται για τους σκοπούς της επεξεργασίας.  Ωστόσο οφείλει να διατηρεί τα προσωπικά δεδομένα και για χρονικό διάστημα που καθορίζεται από το ισχύον νομικό και κανονιστικό πλαίσιο.

7.Πως προστατεύονται τα δεδομένα μου;

Στον Ελληνικό Οργανισμό Τουρισμού εργαζόμαστε καθημερινά για να εξασφαλίσουμε ότι τα προσωπικά δεδομένα που λαμβάνουμε:

  • Υποβάλλονται σε σύννομη και θεμιτή επεξεργασία με διαφανή τρόπο σε σχέση με το υποκείμενο των δεδομένων.
  • Συλλέγονται αποκλειστικά για συγκεκριμένους και νόμιμους σκοπούς.
  • Είναι επαρκή, σχετίζονται με το σκοπό για τον οποίο τα συλλέγουμε και περιορίζονται στα απαραίτητα.
  • Είναι ακριβή και ενημερωμένα.
  • Διατηρούνται αποκλειστικά εντός του καθορισμένου χρονικού πλαισίου και όχι περισσότερο.
  • Τίθενται σε επεξεργασία με τέτοιο τρόπο ώστε να εξασφαλίζεται η απαραίτητη προστασία τους.

8.Ποια είναι τα δικαιώματά μου;

Ο Ελληνικός Οργανισμός Τουρισμού δεν επεξεργάζεται με αυτοματοποιημένο τρόπο και δεν δημιουργεί προφίλ για κανένα φυσικό πρόσωπο του οποίου διατηρεί τα προσωπικά δεδομένα

Το υποκείμενο των δεδομένων έχει τα ακόλουθα δικαιώματα:

  • Το δικαίωμα πρόσβασης

Μπορείτε ανά πάσα στιγμή να ενημερωθείτε από εμάς για τα προσωπικά σας δεδομένα που διατηρούμε, και να έχετε πρόσβαση σε αυτά.

  • Το δικαίωμα στη διόρθωση δεδομένων

Έχετε τη δυνατότητα να απευθυνθείτε σε εμάς για να διορθώσουμε τα δεδομένα που είναι ανακριβή ή ελλιπή.

  • Το «δικαίωμα στη λήθη»

Εφόσον δεν μας υποχρεώνει κάποιο νομοθετικό πλαίσιο να διατηρήσουμε τα δεδομένα που διατηρούμε και σχετίζονται με εσάς, μπορείτε να μας ζητήσετε να τα διαγράψουμε.

  • Το δικαίωμα στη φορητότητα των δεδομένων

Μπορείτε να μας ζητήσετε να διαβιβάσουμε τα δεδομένα σας σε άλλο δημόσιο ή ιδιωτικό φορέα.

  • Το δικαίωμα στην εναντίωση και στον περιορισμό της επεξεργασίας

Σε περίπτωση που διαφωνείτε με τον τρόπο που επεξεργαζόμαστε τα προσωπικά σας δεδομένα μπορείτε να αιτηθείτε τη διακοπή ή τον περιορισμό της επεξεργασίας.

  • Το δικαίωμα άρσης συγκατάθεσης

Έχετε το δικαίωμα να αποσύρετε τη συγκατάθεσή σας στην επεξεργασία των δεδομένων σας ανά πάσα στιγμή.

Ο Ελληνικός Οργανισμός Τουρισμού θα καταβάλει κάθε προσπάθεια να απαντήσει στο αίτημα που θα υποβάλλετε χωρίς καθυστέρηση και σε κάθε περίπτωση εντός μηνός από την παραλαβή του.  Η εν λόγω προθεσμία παρατείνεται για δύο (2) ακόμα μήνες, εφόσον είναι απαραίτητο λαμβάνοντας υπόψη την πολυπλοκότητα του αιτήματος και το πλήθος των αιτημάτων. Ο οργανισμός θα σας ενημερώσει για την εν λόγω παράταση εντός μηνός από την παραλαβή του αιτήματος, καθώς και για τους λόγους της καθυστέρησης. Εάν έχετε υποβάλει το αίτημα με ηλεκτρονικά μέσα, η ενημέρωση παρέχεται, εάν είναι δυνατόν, με ηλεκτρονικά μέσα, εκτός εάν εσείς ζητήσετε κάτι διαφορετικό.

Εφόσον ο Ελληνικός Οργανισμός Τουρισμού ικανοποιήσει αίτημά σας α) για περιορισμό επεξεργασίας των δεδομένων σας ή β) για άρνηση επεξεργασίας των δεδομένων σας ή γ) για διαγραφή των δεδομένων σας από τα αρχεία του οργανισμού και εφόσον αυτά είναι απαραίτητα για την κατάρτιση ή τη συνέχιση και εκτέλεση σύμβασης, τότε αυτό συνεπάγεται αυτοδίκαια είτε την καταγγελία από εσάς της αντίστοιχης σύμβασης ή τη μη δυνατότητα επεξεργασίας του σχετικού σας αιτήματος.

Ο Ελληνικός Οργανισμός Τουρισμού έχει σε κάθε περίπτωση δικαίωμα να αρνηθεί την ικανοποίηση του αιτήματός σας για περιορισμό της επεξεργασίας ή διαγραφή των προσωπικών σας δεδομένων, εάν η επεξεργασία  αυτή είναι απαραίτητη για τη θεμελίωση, άσκηση ή υποστήριξη νόμιμων δικαιωμάτων του ή την εκπλήρωση υποχρεώσεών του.

Οι ανωτέρω υπηρεσίες παρέχονται δωρεάν. Σε περίπτωση, ωστόσο, που τα αιτήματά σας είναι προδήλως αβάσιμα, υπερβολικά ή επαναλαμβανόμενα, ο οργανισμός δύναται είτε να επιβάλει εύλογο τέλος, ενημερώνοντάς σας σχετικά, είτε να αρνηθεί να ανταποκριθεί σε αυτά.

9.Ανάκληση της συγκατάθεσης

Έχετε το δικαίωμα να ανακαλέσετε τη συγκατάθεσή σας ανά πάσα στιγμή.  Η ανάκληση της συγκατάθεσης σας δε θίγει τη νομιμότητα της επεξεργασίας που βασίστηκε σε αυτή  και έγινε  πριν  της ανάκλησής της.

10.Υπεύθυνος Προστασίας Δεδομένων

Σε περίπτωση που έχετε ερωτήσεις σχετικά με την προστασία των δεδομένων σας και τα δικαιώματά σας, μπορείτε να στείλετε email στο [email protected] ή να απευθυνθείτε  εγγράφως στην ταχυδρομική διεύθυνση: Αν. Τσόχα 7, Αθήνα, Τ.Κ. 11521, Ελλάδα και θα απαντήσουμε σε αυτές το συντομότερο δυνατόν και όχι αργότερα από ένα μήνα.

11.Αρχή Προστασίας Δεδομένων Προσωπικού Χαρακτήρα

Έχετε δικαίωμα να υποβάλλετε καταγγελία στην Αρχή Προστασίας Δεδομένων Προσωπικού Χαρακτήρα ( www.dpa.gr ), η οποία είναι η αρμόδια εποπτική αρχή για την προστασία των θεμελιωδών δικαιωμάτων και ελευθεριών των φυσικών προσώπων έναντι της επεξεργασίας των προσωπικών τους δεδομένων του, εφόσον θεωρείτε ότι προσβάλλονται τα δικαιώματά σας με οποιοδήποτε τρόπο.

World Tourism Organization

The WTO was established in 1975 and is a specialized agency of the UN. Its members consist of 160 countries and approximately 500 Affiliate Members from the private sector (e.g., tourist agencies, educational institutions, and tourist associations). Its headquarters are in Madrid. Its main bodies include the General Assembly, the Executive Council, and the Secretariat. There are 6 regional committees for Europe, Africa, the Americas, the Middle East, South Asia, and East Asia - Pacific. Our country has been a full member of the WTO since 1975 and actively participates in its General Assemblies, the European Commission, and various periodic meetings and sessions. The WTO plays a central and decisive role in promoting the development of responsible and sustainable tourism, with a particular emphasis on developing countries. The organization encourages the implementation of the Global Code of Ethics for Tourism, aiming for member countries, tourist destinations, and businesses to maximize the positive economic, social, and cultural impacts of tourism while minimizing its social and environmental effects. Our country, with a significant position in the international tourism market and a developed tourism sector, actively contributes to the work of the WTO. Our country was re-elected as a member of the Executive Council of the WTO for the period 2021-2025. Greece Welcomes UNWTO Support for Sustainable Tourism Growth

The Secretary-General of the World Tourism Organization (UNWTO) paid a high-level visit to Greece to meet with the Prime Minister and Minister of Tourism and offer the United Nations’ specialized agency’s support as the country works to grow and diversify its tourism sector.

Secretary-General Zurab Pololikashvili was in Athens for high-level talks with political leaders, as well as high-level representatives from across the private sector. The discussions focused on the key issues of harnessing tourism as a driver of education and opportunities for all, encouraging entrepreneurship and promoting tourism investment.

Working with UNWTO gives Greece the chance to learn from the lessons of other countries, share positive experiences and build useful partnerships in the areas of education, innovation and sustainable development

Mr Pololiksahvili said: “Greece is one of the world’s true tourism leaders. They also chair the UNWTO Regional Commission for Europe, highlighting the country’s commitment to international cooperation and to sustainable and responsible tourism ." Looking forward to returning to Greece in the very near future, he added: “I am delighted to be further strengthening our partnership and look forward to working more closely with Greece to make sure as many people as possible, including rural and coastal communities, are able to enjoy the many benefits tourism can bring.”

Greece Committed to Working with UNWTO

Prime Minister Kyriakos Mitsotakis welcomed UNWTO’s visit and support of the national tourism sector and showed a sincere interest for prospects of the cooperation with the Greek tourism sector . At the same time, Minister of Tourism for Greece Harry Theocharis expressed his thanks to the UNWTO for the official visit and welcomed its readiness to work alongside Greece in promoting year-round tourism and digital transformation.

He added: “Working with UNWTO gives Greece the chance to learn from the lessons of other countries, share positive experiences and build useful partnerships in the areas of education, innovation and sustainable development.”

European context

UNWTO welcomed Greece’s commitment to sustainable tourism development, making the case for tourism as pillar of stability in uncertain times.

The visit of UNWTO to Greece comes as UNWTO assumes leadership of the global tourism sector’s response to the climate challenge. Later this week, Secretary-General Pololikashvili will address the European Parliament's Committee on Transport and Tourism (TRAN). The intervention in Brussels will be made against the backdrop of the first meeting of the Tourism Task Force, with its Members to discuss the place of tourism in the European Green Deal , including both the opportunities and challenges.

Greek Tourism Organization Chief Dimitris Fragakis on 2021 and Beyond

The general secretary of the greek national tourism organization discusses the future of greek tourism in the face of another unpredictable year..

Dimitris Fragakis took over the helm of the Greek National Tourism Organization (GNTO) at what was simultaneously the best and worst time for the country’s most important industry: the year when the country was shattering one tourism record after the other, while at the same time a nightmarish scenario was waiting in the wings: a once-in-a-100-year global health crisis.

Having been raised in an environment where he was surrounded by tourism-related activity (he hails from Hania in Crete) and a close collaborator of Prime Minister Kyriakos Mitsotakis since the latter’s first forays into parliamentary politics (as a scientific advisor in parliament over a number of years and as an aide during Mitsotakis’ tenure as Minister of Administrative Reform during the period 2013-2014), he has the difficult task of facilitating the national effort to restart Greek tourism, beginning with the upcoming tourism season.

We asked him everything we hope any Greek would ask who sees tourism as a source of added value for the country and who is anxious to see the return of our national industry.

Mr Fragaki, will we need to be vaccinated to travel in Greece this summer?

The answer is a definitive no. One of the many lessons that we learned last year from the management of the Covid-19 crisis was the need for a common policy among at least the European countries with regard to the preconditions for the movement of travelers. European tourism as a whole, not just Greek tourism, suffered damage from the continual changes in these preconditions, depending on the country and the period.

The letter from the prime minister concerning vaccination certificates was a correct political move, in order to mobilize Europe and to introduce from now into the European discourse the issue of clear health-related preconditions for movement. Both vaccination certificates and rapid tests comprise tools that can create the possibility for travel in the summer of 2021.

This year, in any event, we have more public health “weapons” and greater experience in managing the pandemic in comparison to last year in order to facilitate safe travels. And it is our duty to make use of all of them.

During the pandemic there has been a return to the fore of perspectives proposing a “change to the productive model”, that suggest that our country is too vulnerable to crises that affect our tourism industry.

I don’t think there is an easy answer to that question. All those who raise questions of “changing the mix” should also make clear which sectors they suggest will “replace” tourism, how long it will take, and in which regions. Tourism indeed accounts for a large part of our GDP. But it is also important for a broad swathe of our society as an economic activity, as it is a central focus around which dozens of other economic activities and professions revolve.

Greek tourism has displayed an exceptional dynamism over recent decades. It did not get so big easily or opportunistically. It has been built up on solid foundations; there have been important private investments in the sector, and we have developed a high level of expertise and a good reputation in the tourism sector worldwide. That is why I believe that, despite the damage that it has incurred from Covid-19, our tourism will prove to be more resilient than a virus.

How is the GNTO organizing its strategy in light of yet another unpredictable tourism season?

At the GNTO we are not deluding ourselves. We know that we will have to operate on shifting sands this coming season, too. But we choose to treat the crisis as an opportunity. And that’s why, as a first step we have chosen for our strategy to have a three-year horizon and to function as an umbrella with regards to the promotion of Greek tourism, something that is happening for the first time.

So its not just about a simple campaign but a broader strategic plan that will take us to tomorrow, to a new narrative for Greek tourism. Adaptability and flexibility are the basic parameters of the strategy of our campaign, as truly the challenges and uncertainties are great. But we are betting a lot on progress on the vaccination front, on rapid tests, which are becoming cheaper and more accurate, as well as on health and safety protocols. All of this will reinforce the feeling of safety on the part of travelers and will reinvigorate the sector.

But we are not taking our foot off the gas. For the first time we will be implementing a dynamic model of resource management, which will rely on the continual analysis of all the data (fixed and changing) in order to have a better distribution of taxpayer funds. This is connected with a dynamic model of communication, in which we send the right message to the right recipient, at the right time and in the right way, through personalization and a unique “ecosystem” created for our communication needs. We are thus preparing for all scenarios with the most innovative tools.

In the public consciousness, Greece has become associated with mass tourism. How hard is it for us to reposition our touristic brand?

Investing in the authenticity and unique identity of Greece, the land and our people is our central strategic choice. The pandemic set us back, but it made us see even more clearly how urgent the need is for the further enrichment of our tourism product.

Covid-19 functioned as an accelerator for developments, and that’s why in the new strategy our central choice is once again the attraction of more visitors all year round, highlighting our uniqueness, those things that one can only find in Greece all together, almost anywhere. Unique experiences in every part of the country, each of which has its own story to tell the visitor.

It’s on the basis of this strategy that our campaign will also seek to position itself in the minds of prospective visitors to our country, simply and understandably, because we know what travelers want after what they’ve been through, and that is Greece.

What do you believe will play the most important role for the better management of this unprecedented situation in tourism, in order to achieve a quick recovery?

If I were to answer in a word, I would say “adaptability”. I think that the day after the pandemic will be very different in the tourism sector. We don’t yet know how different, but certainly many things will change and everyone will have to adapt to new circumstances.

Greece and the Greeks displayed admirable adaptability over the past months, which became a topic of positive commentary in the international press. It is not by chance that the Ministry of Tourism and the GNTO were voted as the leading tourism board in the world by the WTA [World Travel Awards] in 2020. The fact that we kept our tourism industry standing, thanks to the contributions and good cooperation of all of those involved in the sector, was a small miracle. It is also an endowment for the next season and the years to come.

I visited the websites of the GNTO and Visit Greece and you will agree that there is a lot of room for improvement for our online tools.

I won’t disagree with you. That is why, from the first day that I took on my duties I made it our aim to improve in this area. Today, for visitgreece.gr , a complete overhaul is underway and in March we will have a new portal that befits the position of the country on the global tourism map.

At the same time the Visit Greece app is already operational, an innovative application for mobiles which a few days ago was awarded with three awards, while over the course of the previous summer we operated the platform Greece Health First, which provides useful health-related information to visitors to our country.

We put a lot of weight on digital tools and make use, to the extent possible within the budget of the GNTO, of all the available digital platforms. Our campaigns in 2020 were over 70% digital and adapted to the modern environment. Correspondingly, we will run campaigns also on social media, something which we did successfully last year, with our campaign on Twitter, for example, picking up another important award.

I will add here the capacity that we now have to collect and analyze data and consumer trends, which we will make use of for targeted campaigns, especially now that our digital quiver must be full.

Development of tourism

The first hotel in Greece was established in Naflplio, the first capital of the Greek State, in 1834 and was named "LONDON Hotel". Then, the infamous "GRANDE BRETAGNE" in Syntagma Square welcomed its first guests in 1878, and, after that, the hospitality sector in Greece started to grow gradually.

Greek tourism started flourishing in the late 1960s and early 1970s . At a slow but stable pace, Greece has managed to become one of the most favorite tourist destinations among Europeans, Asians, and Americans.

The tourist season lasts from May to September , since the third-quarters of the tourism flow choose this time of year to come to Greece. The sunny weather, warm beaches, and variable landscapes invite people from all over the world to experience Greek hospitality and a peaceful way of life.

Tourism revenues contribute greatly to the Greek economy , with many describing tourism as the country's heavy industry. Many jobs have been created and businesses are continuously supported, by setting up numerous hotels, restaurants, cafes, gift shops, and more in each area.

A history of tourism in Greece through the 1950s

Every summer tourism professionals complain to the media about the absence of state control over the sector, demanding steps to develop the industry and improve the quality of the services offered in one of Europe’s most popular destinations. The fact is that newspapers have been repeating the same mantra since the late 1920s.

Historian Angelos Vlachos traces the history of Greek tourism in a new study based on his PhD thesis “Tourism Development and Public Policy in Modern Greece (1914-1950),” published this year, and on his personal experience working at the Ministry of Tourism and the Greek National Tourism Organization (GNTO). Over the past few years he has also been working with Louis Cruises as a visiting professor, presenting on-board seminars about the history of the eastern Mediterranean.

“For many years tourism was taken for granted and there was the belief that it did not need to be studied,” says Vlachos. “However, this meant that revealing historical significance and its intensely political dimension was not possible.”

It is ludicrous, to say the least, that in a country where tourism has generated around 16 percent of gross domestic product directly and indirectly in the past decade, you cannot find a comprehensive study on Greek tourism in any bookstore. Vlachos’s research serves to remedy this oversight to some extent, as it presents extremely interesting facts and data. What is most interesting, however, is how the same problems keep emerging from one decade to the next as well as the certainty that to really develop tourism in any meaningful way, Greece needs a national action plan.

“One particular reason to make a closer study of the tourism phenomenon today is that 2014 symbolically marks one century since the birth of the first public tourism body, the Bureau for Foreigners and Tourism Expositions,” says Vlachos.

The historian talks about some of the landmarks in the history of Greek tourism as he presents them in his study.

* The Bureau for Foreigners and Tourism Expositions was created in 1914 under Finance Minister Andreas Michalakopoulos, a close associated of Eleftherios Venizelos. It was staffed by a small number of civil servants and its purpose was to develop tourism. It was designed along the same lines as its French counterpart and confirms the will of the state to have a say in the structure and planning of tourism, which in the previous years, during the Belle Epoque, had started intensifying. The number of tourists to the southern Balkans had skyrocketed. The key reasons for this were the first modern Olympic Games in Athens in 1896, as well as the discoveries of archaeological excavations at the turn of the century. At the same time, the idea of customs and passports began to be developed on an international level. The founding of the Bureau for Foreigners and Tourism Expositions, unfortunately, coincided with the outbreak of World War I, which forced it into a hiatus for several years.

* In 1919, the Bureau for Foreigners and Tourism Expositions was renamed the Service for Foreigners and Tourism Expositions and, on paper at least, was upgraded. This second institutional step coincided with the Greek military campaign in Asia Minor, which led to the 1922 catastrophe.

* During the 1925-26 dictatorship of Theodoros Pangalos, the service was disbanded and replaced with the National Touring Association along the lines of Italy’s under Mussolini. From the late 1920s and up until the start of World War II, Greece followed Italy’s lead in tourism policy development.

* The Pangalos regime was overthrown in 1926 and the earlier service for tourism was re-established. In the period between 1926 and 1928, when Eleftherios Venizelos returned to power, the concept of tourism was high on the agenda of public discourse. One example of this is that there were hundreds of articles written on the subject in newspapers, where we see similar criticism to the present. Tourists would complain that they were disappointed by their lodgings, the services and the profiteering, while commentators lamented the absence of state intervention. The same period saw an explosion in the number of travelers’ memoirs and collections. Greece entered a period of introversion and self-discovery as the “Megali Idea” of uniting all Greek-speaking people collapsed. Diaries became a way for middle-class travelers to redefine the image of the country.

* In 1929 Venizelos appointed his close friend Kokos Melas, brother of Pavlos Melas – one of the leading proponents of the Macedonia Struggle – as managing director of the newly established Greek National Tourism Organization (GNTO), under the guidance of Panaghis Vourloumis, a lawyer and economist as well as a close aide of Venizelos. The new organization was established by the public consultation process. After the fall of the government in 1932, Venizelos’s cadres at the GNTO were replaced by members of the conservative camp who stripped the organization of most of its progressive policies. All that remains of the GNTO’s first days are the minutes of the meetings of the board, which testify to its ambition. The Service for Foreigners and Tourism Expositions was re-established yet again, though its scope was limited exclusively to the promotion of hot springs, which was considered the only area where tourism policy was needed.

* In 1936 Prime Minister Ioannis Metaxas established the post of deputy minister for press and tourism. The public debate regarding tourism as a means to prop up the economy gave way to one where tourism topped the agenda and went hand in hand with the regime’s iron-handed policies. Greece’s public image was expressed, for example, through the photographs of Nelly’s – including dancers in the Parthenon – while Metaxas ordered that all houses on the Cycladic islands be whitewashed, partly for hygiene reasons but also because he believed it made them look more picturesque.

* The post of deputy minister for press and tourism was abolished in 1941. Shortly before the end of the Nazi occupation of Greece, an unexpected discussion began in the higher echelons of the National Bank of Greece, which appointed a committee of experts to draw up a confidential report on the potential of Greece as a tourism destination. The team was headed by Dimitrios Papaefstratiou, since known as the father of Greek tourism.

* The next landmark came in 1945 as the General Secretariat for Tourism was founded to rebuild tourism, which among other sectors of the economy had suffered a crippling blow because of the war. But tourism became an arena of adversity once more as traditional hoteliers protested the construction of new accommodation, arguing that the money would be better spent on renovations.

The first part of Vlachos’s study ends in the late 1940s as Greece was trying to recover from the war with the help of the US-led Marshall Plan. External factors, such as the Korean War in 1950, shifted America’s interest from Europe to Asia. Suspicion of the Greek elite and the way that it was handling the funds pouring in from the US compelled Washington to pressure the state into passing two important decisions. One was for the establishment of the Hellenic Tourism Organization, which had complete oversight over tourism development issues and was well staffed, becoming an engine of growth. The Americans, along with a handful of enlightened Greeks, believed that tourism could be the cornerstone of Greece’s postwar development model.

From the islands of the Aegean, to the streets of central Athens, Greece is seeing growing numbers of visitors, pointing to another record setting year and bolstering the country’s ranking as one of the world’s Top 10 tourist destinations.

A new report by National Bank of Greece is forecasting 35 million tourism arrivals in 2024, a 7% increase over last year’s record levels. The bank sees the country collecting €22 billion in tourism receipts this year − up 10% from 2023, also a record year.

With its picturesque, white-washed villages, its abundance of cultural sites and its sunny, Mediterranean climate, Greece is one of the world’s leading tourism destinations. The sector accounts for as much as one-third of Greek GDP, according to the most recent estimates by the Institute of the Greek Tourism Confederation (INSETE) , and is one of the main drivers behind this year’s 2.5% growth forecast for the Greek economy.

So far this year, visitor arrivals in the first quarter are up 24% from a year earlier. And, according to separate surveys by INSETE and the European Travel Commission , which represents national tourism organizations, Greece is one of the Top 5 intra-European destinations this year favored by European travelers. Meanwhile, the Athens International Airport – the country’s main point of entry for foreign visitors – is expecting to handle more than 800 flights per day to and from Greece during this summer.

Over the next five years, Greece’s tourism outlook appears broadly positive. Greece is set to welcome almost 40 million tourists by 2028, according to a recent report by Fitch Solutions, with growth driven by increasing visitors from China and India. For this year, the company sees tourist arrivals rising 5.3% to 34.5 million visitors.

Investor interest in Greek hotel properties is also growing. Last year, Greece was among the Top 10 European investment destinations for hotel investors according to Deloitte. This year, according to the latest European hotel investor survey by CBRE , Greece is ranked fifth. And, for the first time ever, Athens is ranked among the Top 10 metropolitan destinations in Europe.
