Citizens of 52 countries will be able to visit Russia with an electronic visa starting Jan. 1, 2021, according to Prime Minister Mikhail Mishustin’s order published Wednesday. 

While Russia’s borders have partially reopened following a nearly total border shut-down in the spring, most foreigners are still not able to enter the country.  The e-visa system is expected to boost Russia’s tourism industry — which has already lost at least $7 billion in revenue since pandemic restrictions were introduced in late March — once borders reopen.

• Citizens of 52 countries, including EU member states, China, India, Mexico, Saudi Arabia, Turkey and Japan.

Russia e-visa: the e-visa is valid for 60 days from the date of issue, and allows tourists to stay on the territory of russia for 16 days..

Russia has launched an e-visa facility for Indians from August 1, allowing travellers to the country to surpass the hassles of obtaining a regular visa.

The e-visa facility, also available for travellers from 54 other countries, does not require a visit to consulates or embassies.

Here are some key points to note while applying for e-visa:

🔴 To get an e-visa it is necessary to fill in an application on the website of the Ministry of Foreign Affairs of Russia not earlier than 40 days and later than four days before the planned trip.

🔴 The e-visa furnished is valid for 60 days from the date of issue and allows tourists to stay on the territory of Russia for 16 days.

🔴 A digital photo and a scan of the information page of the passport are needed to apply for an e-visa.

🔴 It will allow travel on a guest, business, or tourist visit as well as to participate in scientific, cultural, socio-political, economic, and sports events.

🔴 Extension of the e-visa will be carried out by the Ministry of Internal Affairs of the Russian Federation or its territorial bodies at the place of migration registration of a foreign citizen at the place of stay, and if there is no migration registration at the place of stay – at the place of actual stay by way of issuing an ordinary (not electronic) visa.

🔴 The status of your application may be as follows: “Draft” (means that the application has been partially completed or has not yet been sent for processing); “Awaiting payment” (means that the payment of the consular fee has not been made or has not yet gone through); “Accepted for processing” (means that the application is being processed); “Returned for editing” (means that incorrect information was found during the processing of the application. You need to make corrections and then resubmit the application for processing); “Processing completed” (decision on the application has been made).

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Russia set and enforce entry rules. If you’re not sure how these requirements apply to you, contact Russia’s embassy or consulate in the UK .

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering Russia.

Testing at airports

For passengers leaving Russia who require a test for their next destination, express COVID-19 tests can be carried out at some airports. In Moscow, express COVID-19 tests are available in Sheremetyevo , Domodedovo and Vnukovo airports. They may need to be booked in advance and pre-paid. In St Petersburg, express COVID-19 tests can be carried out at Pulkovo airport .

Passport validity requirements

Your passport should be valid for at least 6 months after your visa expires.

You cannot enter Russia using a visa in an expired passport, even if you’re also carrying a new, valid passport. You will need to apply for a new visa or visa transfer.

Sign your passport before you travel if it was issued after January 2017. Some British nationals have been denied entry for not signing their passports.

Dual nationals and passports

If you have dual British-Russian nationality and travel to Russia to renew your Russian passport, it may take up to 4 months to get your new passport. You will not be able to leave Russia on your British passport if you entered Russia on your Russian passport. You will have to stay in Russia until your new Russian passport is issued.

Children born overseas, outside of Russia, and added to their parents’ Russian passports may need their own passport to leave Russia. Check with the Russian Embassy in the UK before you travel.

Visa requirements

You must get a visa before you travel. See the Russia Visa Centre for further information on how to apply for a visa, including processing time and fast track services.

If you live in the UK and are aged 12 years or over, you must go to a visa application centre in London, Manchester or Edinburgh to submit biometric data (fingerprints).

If you’re a British national with a Russian national in your immediate family, you can apply for a multi-entry private visa for up to one year. Check what you need for your stay with the Russian Embassy in the UK .

The Russian authorities strictly enforce visa and immigration laws. Before you travel, check:

• your visa details are correct
• the terms and conditions of your visa

Overstaying your visa

If you overstay your visa, you may face fines, court hearings, deportation or a ban from re-entry.

Immigration cards

You must sign an immigration card at passport control every time you enter Russia.

Immigration officials keep one half. They return the other half to you. You must keep it and show it at passport control when you leave Russia or your departure could be delayed.

You will need to show your immigration card when exchanging money or when checking into you accommodation.

Questioning on arrival in Russia

There have been intensive security checks on foreign nationals at the Russian border. Some British and dual Russian/British nationals have been stopped and questioned, often about political views and contacts with Ukraine or Ukrainians. Fingerprints and DNA swabs have also been taken. Security staff sometimes ask for access to data on phones and other electronic devices.

Some visitors have been held for several hours for identity checks, but are then usually allowed to continue their journeys. Some British Nationals have also been refused entry to Russia. You should:

• tell family, friends or colleagues about your travel plans and explain that the arrival process might take longer than usual
• stay calm and avoid confrontation if you are stopped

Registering accommodation

You must register with the local authorities if you’re staying anywhere for more than 7 working days. Your hotel will do this automatically. If you’re staying with someone, check that they’re doing this. You must show evidence of your registration at passport control when you leave Russia. Police also carry out routine checks. If you cannot show your registration and passport, you may be fined.

Travelling between Russia and Belarus

You will need to go through immigration control if you fly to Russia from Belarus or from Belarus to Russia. Contact the nearest Russian embassy or consulate to check if you need a transit visa.

There are no immigration checks on the land border between Russia and Belarus. This means you will not be able to have your passport stamped and will therefore be entering the country illegally. If you’re planning to drive to Russia, you will need to drive through a different country.

Contact your train or tour operator before booking your travel to make sure you enter Russia through an immigration checkpoint. Contact your nearest Russian embassy or consulate for advice on rail travel.

Vaccination requirements (other than COVID-19)

Customs rules

There are strict rules about goods that can be brought into and taken out of Russia. You must declare anything that may be prohibited or subject to tax or duty.

Money or goods

You can import and export foreign currency up to 10,000 US dollars (or equivalent) without declaring it.

You cannot export foreign currency over 10,000 US dollars (or equivalent), even if you declare it.

You must complete a customs declaration form if you import over 10,000 US dollars (or equivalent) or certain types of goods, including:

• electrical items
• valuable musical instruments

Electronic items

You must get a licence before you travel if you want to import certain electronic items, such as GPS instruments. Check with the Russian Embassy in the UK before your travel.

Antiques and art

There are strict regulations on the export and import of antiques, artworks and historical items. You must get an export permit from the Ministry of Culture and declare each item when you leave. It is illegal to import or export items without a permit.

Customs declaration forms

Make sure your customs declaration form is stamped by a customs official when you enter. If not, your money or items may be confiscated when you leave or you could be fined.

Keep receipts of any purchases in case you need to show them when you leave Russia.

Accessing money in Russia

The Russian economy is unstable. This could make access to goods and services difficult.

Mastercard and Visa are not operating in Russia. Mastercard and Visa cards issued outside Russia will not work at Russian shops or ATMs. Cards issued inside Russia will work in, but not outside, Russia. You may not be able to access your money through Russian banks or make payments to Russian businesses with non-Russian credit or debit cards.

For all other credit or debit cards, let your provider know you’re travelling to Russia to avoid your card being blocked for anti-fraud reasons.

Make sure that you have enough money to cover your stay.

Buying Russian roubles

It is illegal to pay directly for general transactions in Russia using foreign currency. It is difficult to get Russian roubles in high street banks in the UK. If you want to buy roubles in Russia, you must take US dollars or euros to exchange.

Only change money at banks, hotels and exchange bureaus. It is illegal to change money from street traders.

The British government has sanctioned several major Russian banks. This means British nationals are banned from making funds available to these banks. See more information about Russian sanctions and what this means for British nationals.

It has come to notice that off late many third party websites have cropped up offering e-visa to foreign nationals masquerading as a genuine & official website of the Government of India and had duped money from some unsuspecting foreign / Russian nationals planning to travel to India on e-visa. The list of some of these websites is as follows: https://www.evisatoindia.org.in https://www.evisaindia.com https://www.indianvisaservice.org https://www.indiaimmigration.org https://www.evisaindia.org.in https://www.indiaonlinevisas.org.in https://www.indiavisa.org In this regard, Embassy of India, Moscow cautions foreign / Russian national planning to visit India to be watchful & careful while accessing of such websites and official site for e-visa, which is given below may be used for submission of e-visa applications to India. The international traveler should hold a passport with a minimum validity of 6 months from the date of arrival in India and a re-entry permit, if that is required under the law of the country of nationality of the applicant. The passport should have at least 2 blank pages for stamping by the immigration officer. As approved by Competent authorities of India, foreigners traveling to India on e-visa on a passport different from the passport mentioned on Electronic Travel Authorization (ETA) issued to them will be allowed entry into India on the new passport even if ETA has been issued on the old passport, provided foreign nationals carry the old passport on which ETA was issued. Competent authority in India has decided to include Bhubaneswar and Port Blair Airports in the list of entry points were persons holding e-Visa will be allowed to enter India.

Procedure for applying for e-Visa

In order to avail of the facility of e-Visa, the foreign national concerned shall mandatorily fill in the application online on the e-Visa website  https://indianvisaonline.gov.in/evisa/tvoa.html

The applications are cleared in 72-hours and an Electronic Travel Authorization (ETA) slip will be sent to the email ID provided by the applicant.  The visitor is expected to travel to India with this authorization and a passport with a minimum remaining validity of 6 months.  In view of the 72-hrs taken for clearance, visitors are expected to apply for e-Visa at least 4 days before the date of their journey to India.  However, the applicants may apply online in advance within a window of 120 days from the date of arrival in India.

Entry Points

The e-Visa will be provided only at the 24 designated international airports (Ahmedabad, Amritsar, Bagdogra, Bengaluru, Calicut, Chennai, Chandigarh, Cochin, Coimbatore, Delhi, Gaya, Goa, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mangalore, Mumbai, Nagpur, Pune, Tiruchirappalli, Trivandrum and Varanasi) and 3 designated seaports, i.e., Cochin, Goa, Mangalore.  However, the foreigner can take exit from any of the authorized immigration check point in India.

An e-Visa will be valid for entry and stay in India within the period of its validity, subject to the conditions specified.  The immigration officer may grant a double-entry e-Tourist Visa or e-Business Visa upto a period of 60 days to the passport holders of the countries covered by the e-Visa scheme.  Triple entry e-Medical Visa may be granted which can be extended by another 6 months on a case-to-case basis on its merit by the Foreigners Regional Registration Officer (FRRO)/ Foreigners Registration Officer (FRO) concerned.

Conditions for e-Visa

e-Visa can neither be extended nor converted to any other kind of visa during the visa holder’s stay in India except under exceptional circumstances like medical reasons, marriage, PIOs who are otherwise eligible for normal Indian visa etc.

Fee for e-Visa

e-Visa fee is country/territory specific and is non-refundable once the visa fee is submitted.  A fee of US $ 75 or equivalent amount in Indian Rupees per passenger (including children) will be charged from Russian nationals as e-Visa fee besides a bank transaction charge of 2.5%.  The remaining nationals of other countries/territory may check the e-Visa website for the fees to be paid by them.

Repeat visits

e-Visa can be availed for a maximum of 2 times in a calendar year, i.e., January to December. 

Miscellaneous Information

i.            The e-Visa facility shall not be available to the holders of Diplomatic/Official passport holders or laissez passer travel document holders or international travel document holders or individuals endorsed on parents/spouses’ passports;

ii.            International travelers having Pakistani passport or Pakistani origin may apply for regular visa at the Indian Mission;

iii.            Restriction of one application per email ID per month has been removed;

MOSCOW (AP) — Russia on Thursday wrapped itself in patriotic pageantry for Victory Day, as President Vladimir Putin celebrated the defeat of Nazi Germany in World War II by hailing his forces fighting in Ukraine and blasting the West for fueling conflicts around the world.

Even though few veterans of what Russia calls the Great Patriotic War are still alive 79 years after Berlin fell to the Red Army, the victory remains the most important and widely revered symbol of Russia’s prowess and a key element of national identity.

Putin has turned Victory Day — the country’s most important secular holiday — into a pillar of his nearly quarter-century in power and a justification of his military action in Ukraine.

Two days after beginning his fifth term in office, he led the festivities across Russia that recall the nation’s wartime sacrifice.

“Victory Day unites all generations,” Putin said in a speech in Red Square that came on the coldest May 9 in decades amid some snow flurries. “We are going forward relying on our centuries-old traditions and feel confident that together we will ensure a free and secure future of Russia.”

As battalions marched by and military hardware — both old and new _ rumbled over the cobblestones, the sky cleared briefly to allow a flyby of warplanes, some of which trailed smoke in the white, red and blue of the Russian flag.

Putin hailed the troops fighting in Ukraine for their courage and blasted the West, accusing it of “fueling regional conflicts, inter-ethnic and inter-religious strife and trying to contain sovereign and independent centers of global development.”

With tensions over Ukraine between Russian and the West soaring to their highest level since the Cold War, Putin issued another stark reminder of Moscow’s nuclear might.

“Russia will do everything to prevent global confrontation, but will not allow anyone to threaten us,” he said. “Our strategic forces are in combat readiness.”

Nuclear-capable Yars intercontinental ballistic missiles were pulled across Red Square, underscoring his message.

The Soviet Union lost about 27 million people in World War II, an estimate that many historians consider conservative, scarring virtually every family.

Nazi troops overran much of the western Soviet Union when they invaded in June 1941, before being driven back all the way to Berlin, where the USSR’s hammer and sickle flag was raised above the ruined capital. The U.S., U.K, France and other allies mark the end of the war in Europe on May 8.

The immense suffering and sacrifice in cities like Stalingrad, Kursk and Putin’s native Leningrad — now St. Petersburg — still serve as a powerful symbol of the country’s ability to prevail against seemingly overwhelming challenges.

Since coming to power on the last day of 1999, Putin has made May 9 an important part of his political agenda, featuring missiles, tanks and fighter jets. Medal-bedecked veterans joined him Thursday to review the parade, and many — including the president — wore the black-and-orange St. George’s ribbon that is traditionally associated with Victory Day.

About 9,000 troops, including about 1,000 who fought in Ukraine, took part in Thursday’s parade.

Although the U.S. and U.K. ambassadors did not attend, Putin was joined by other dignitaries and presidents of several former Soviet nations along with a few other Moscow allies, including the leaders of Cuba, Guinea-Bissau and Laos.

Putin, 71, talks frequently about his family history, sharing memories of his father, who fought on the front during the Nazi siege of the city and was badly wounded.

As Putin tells it, his father, also named Vladimir, came home from a military hospital during the war to see workers trying to take away his wife, Maria, who had been declared dead of starvation. But the elder Putin did not believe she had died — saying she had only lost consciousness, weak with hunger. Their first child, Viktor, died during the siege when he was 3, one of more than 1 million Leningrad residents who died in the 872-day blockade, most of them from starvation.

For several years, Putin carried a photo of his father in Victory Day marches — as did others honoring relatives who were war veterans _ in what was called the “Immortal Regiment.”

Those demonstrations were suspended during the coronavirus pandemic and then again amid security concerns after the start of the fighting in Ukraine.

As part of his efforts to burnish the Soviet legacy and trample on any attempts to question it, Russia has introduced laws that criminalized the “rehabilitation of Nazism” that include punishing the “desecration” of memorials or challenging Kremlin versions of World War II history.

When he sent troops into Ukraine on Feb. 24, 2022, Putin evoked World War II in seeking to justify his actions that Kyiv and its Western allies denounced as an unprovoked war of aggression. Putin cited the “denazification” of Ukraine as a main goal of Moscow, falsely describing the government of Ukrainian President Volodymyr Zelenskyy, who is Jewish and lost relatives in the Holocaust, as neo-Nazis.

Putin tried to cast Ukraine’s veneration of some of its nationalist leaders who cooperated with the Nazis in World War II as a sign of Kyiv’s purported Nazi sympathies. He regularly made unfounded references to Ukrainian nationalist figures such as Stepan Bandera, who was killed by a Soviet spy in Munich in 1959, as an underlying justification for the Russian military action in Ukraine.

Many observers see Putin’s focus on World War II as part of his efforts to revive the USSR’s clout and prestige and his reliance on Soviet practices.

“It’s the continuous self-identification with the USSR as the victor of Nazism and the lack of any other strong legitimacy that forced the Kremlin to declare ‘denazification’ as the goal of the war,” Nikolay Epplee said in a commentary for Carnegie Russia Eurasia Center.

The Russian leadership, he said, has “locked itself up in a worldview limited by the Soviet past.”
