• Ketua KPK dibenarkan menyewa sendiri BPJH masing-masing dan menerima wang peruntukan sewa rumah jemaah haji yang menyertai mereka daripada Wang Perbelanjaan Haji (WPH) dan mereka dibenarkan untuk mengutip wang tambahan daripada jemaah haji masing-masing untuk menampung bayaran perumahan khas yang mereka sediakan.
• KPK beroperasi selama lima (5) tahun sehingga 1410H/1990.
• Mulai musim haji 1411H/1991, pengendalian jemaah haji melalui KPK telah ditamatkan kerana terdapat KPK tidak memberikan perkhidmatan yang baik seperti yang dikehendaki oleh  TH  kepada jemaah haji masing-masing.  

SYARIKAT-SYARIKAT SWASTA (1408H/1988 – 1414H/1994)

• Mulai 1408H/1988, pengendalian jemaah haji melalui syarikat swasta telah diperkenalkan walaupun KPK masih beroperasi.
• Syarikat swasta ini ialah Agensi Pelancongan Bumiputera Muslim yang diberi lesen oleh  TH  untuk menguruskan jemaah haji.  Ianya beroperasi sehingga tahun 1994 yang mana terdapat 36 syarikat swasta yang terlibat dalam mengendalikan jemaah haji swasta
• Pengendalian jemaah haji melalui syarikat swasta ini ditamatkan pada tahun 1414H/1994 dan digantikan dengan Konsortium Haji.   

KONSORTIUM HAJI (1415H/1995 – 1419H/1999)

• Konsortium Haji bermula dari tahun 1415H/1995 sehingga 1419H/1999 bagi menggantikan syarikat swasta.
• Konsortium bermaksud gabungan tenaga beberapa buah syarikat swasta yang kukuh dari segi pengurusan kewangan dan mempunyai pengalaman mengelola jemaah haji, dengan dua (2) buah syarikat sederhana dan satu (1) atau dua (2) syarikat baru. 
• Mereka bergabung secara pengemblengan tenaga, modal dan kemahiran untuk mengendali secara bersama pengurusan haji secara swasta.
• Terdapat 6 Konsortium Haji diwujudkan oleh pengurusan  TH  bagi mengendalikanjemaah haji secara swasta.
• Pada musim haji 1416H/1996, salah satu consortium telah dimansuhkan kerana melanggar Akta 535 dengan membawa jemaah haji yang di luar kuota  TH . Dengan itu pada musim haji 1417H/1997 hingga 1419H/1999 hanya terdapat lima (5) buah Konsortium Haji saja yang beroperasi.
• Pada musim haji 1419H/1999, tiga (3) buah syarikat Konsortium Haji dilaporkan melakukan aktiviti-aktivi yang bercanggah dengan terma dan syarat pemberian lesen dan pelantikan konsortium oleh  TH  kerana didapati mengendalikan jemaah haji di luar kuota  TH  (Furada) dan menyebabkan jemaah haji tersebut terkandas.
• Pengurusan  TH  telah menarik balik lesen ketiga - tiga konsortium tersebut yang mengakibatkan hanya terdapat dua (2) buah konsortium haji yang boleh beroperasi.
• Kedua-dua konsortium telah dibubarkan dan digantikan dengan perkhidmatan haji kaedah  TH  - Swasta atau PJH untuk beroperasi mulai Musim Haji 1420H/2000.  

PENGELOLA JEMAAH HAJI (BERMULA 1420H/2000M)

• PJH mula diperkenalkan pada tahun 1420H/2000M. Ia merujuk kepada Agensi Pelancongan Bumiputra Muslim yang diberikan lesen untuk menguruskan jemaah haji swasta.
• PJH juga merujuk kepada  TH  Travel & Services Sdn. Bhd. (THTS) dan Agensi Pelancongan Bumiputera Muslim yang diluluskan Lesen PJH tahun semasa.
• JH PJH juga adalah jemaah  TH . Mereka adalah rakyat Malaysia yang berdaftar dengan  TH  sepertimana jemaah haji Muassasah.
• JH yang menunaikan haji melalui PJH tidak diberikan ‘Bantuan Haji’ (subsidi) sepertimana jemaah haji Muassasah yang menunaikan haji kali pertama.
• Ini secara tidak langsung telah dapat mengurangkan kos ‘Bantuan Haji’  TH .  

TH  TRAVEL & SERVICES SDN. BHD. 

• Kewujudan THTS adalah merujuk kepada seksyen 4 (d) Akta 535 Lembaga Tabung Haji 1995 yang membenarkan menubuhkan syarikat di bawah Akta Syarikat 1965 bagi menjalankan apa-apa aktiviti yang dirancang atau  diusahakan oleh  TH .
• Perkhidmatan pakej haji merupakan aktiviti utama  TH . THTS menggunakan perkhidmatan ini sebagai satu peluang dengan menawarkan perkhidmatan haji secara pakej mulai tahun 1985.
• Ekonomi 
• Sederhana; dan
• Premium. 
• Tujuannya adalah untuk membolehkan jemaah haji dari pelbagai peringkat dan status ekonomi yang mahu menggunakan pakej haji, memilih perkhidmatan pakej haji THTS mengikut kemampuan masing-masing.
