JACKSONVILLE, Fla. – A Carnival cruise that sailed off from Jacksonville’s port on a five-day trip to the Bahamas turned into a nightmare for a lot of people as they became ill on the first night.

Patrick Welsh was on the cruise with his wife when he heard the captain on the loudspeaker announcing the discovery of the illness.

“He said that there’s a large portion of the passengers and crew that has what they believed to be the norovirus,” Welsh said. “We noticed a lot of people were missing and then we weren’t feeling very good.”

Welsh also said they mentioned food poisoning so he avoided the buffet bars.

“It didn’t matter what you were eating on there. It wasn’t safe,” Welsh said.

Welsh’s family and other passengers getting sick caused a lot of things to get canceled.

“I just wanted to get off the ship,” Welsh said. “We were looking forward to this for nine or 10 months, and we were all excited. Now we’ve got people they’re like, ‘Oh, no way.’”

He encouraged people planning on taking a cruise to carry their own hand sanitizer, and medicine, and to wear a mask in crowded areas.

Welsh said everyone he was with either has the flu or covid and they are currently recovering.

The advisory came as the destination celebrated record visitor arrivals across 2023. By September of 2023, the country’s visitor arrivals were 30 percent ahead of 2019, the year the Bahamas recorded its highest-ever visitor arrivals.

We spoke this week with Chester Cooper, the Bahamas’ minister of tourism, investments and aviation, to discuss the advisory’s relevance and the Bahamas’ tourism picture.

TP: What is your response to the recent U.S. State Department advisory?

CC: We take the advisory seriously, so let me say first and foremost I think it's important for the world to understand that the Bahamas has been a level two on this advisor y for quite some time and there has been no escalation. Unfortunately, this [advisory] has gotten some international attention.

I don't think it's generally unfair to advise visitors to exercise precaution when they travel. Let me say the safety and well-being of all of our nine million annual visitors is a priority for our government and we are very confident that will continue, and we will welcome many tourists in large numbers and they will continue to experience the warmth the hospitality of the Bahamas.

TP: Is the Bahamas government taking any steps in response to the advisory?

CC: “We believe that this is a temporary wave that we are seeing. Most of the incidents we have experienced are in inner-city areas and are mainly gang-related. We are confident that we have a comprehensive plan to address issues that may have been cited in in that advisory, but certainly we're moving forward to continue to build our brand and our product to create amazing experiences for our guests so that they feel the warm and hospitable nature of our people.

TP: What is the atmosphere in Bahamian spaces frequented by travelers?

CC: There's still a very buzzing environment. As you may know, we have a new major cruise port downtown where we've invested $300 million. It's a fantastic product offering [with] an array of attractions, museums and Bahamian eateries. It is really a hive of activity. Bay Street is equally vibrant and warm and friendly peaceful.

So what you will find on Paradise Island, on Bay Street or Cable Bean or any of the other 15 island destinations in the Bahamas right would be business as usual people with people enjoying themselves going about their normal way of life. We want the world to know we continue to have a safe and enjoyable environment where [visitors] can have a great time with t their loved ones, their partners and their families.

TP: How did the Bahamas fare in terms of visitor arrivals for 2023?

CC: We're going to exceed nine million visitors when the count is completed for 2023, and we expect perhaps a 14 to 15 percent growth in the overall number for 2024. We have very strong forward bookings through the end of June and we're expecting that this trend is going to continue.

TP: What percentage of The Bahamas’ visitors are traveling from the U.S.?

CC: We're tracking almost 80 percent of our guests from the U.S.  We are blessed with proximity to Florida, [the Bahamas] is 50 miles off the coast of Florida. So I don't think it's any coincidence that most of our guests come from the U.S. It's quick and seamless; you can get from New York to Nassau in two hours and you can get here from Dallas in about the same, just over two hours. So most of our guests are coming from Florida, New York, Texas and really all across U.S. states. People continue to be excited about the prospects of coming to the Bahamas.

TP: As the Caribbean’s most popular cruise port, has the Bahamas’ cruise arrivals returned to 2019 levels?

CC: We are exceeding all pre-pandemic levels across the board in all of our destinations by air and by sea. We are about 40 percent higher on cruise passengers at the Nassau cruise port, certainly the newest and finest port in the Caribbean. We now have the capacity to accommodate more ships; we recently welcomed the Icon of the Seas, the newest and largest ship. Our reviews are very strong and guests are returning again and again. Many of those who arrive by cruise are wanting more of the islands of the Bahamas and are returning by air. We are working on a conversion strategy to cause this number to increase even further.

TP: What developments have occurred in terms of hospitality in Nassau?

CC: The Nassau British Colonial, which was previously a Hilton, has reopened. It's a very iconic hotel going hundreds of years they have reopened beautifully, with more than 300 renovated rooms and more than 18,000 feet of meeting space, plus beautiful restaurants and bars and pools and a beach at the back.

We're doing significant work as we speak on the revitalization of downtown and the Nassau British Colonial is good catalyst to drive that renaissance.  We’re creating more green spaces, more food markets [and] we're working with the stakeholders to refresh their storefronts. We're opening new incubation centers to sponsor new creative experiences, and we have some new entertainment facilities coming as well.

We're excited about the prospects and the government is committed to bringing back that old world charm to match with the modern Nassau cruise port facility.

Is It Safe to Travel to the Bahamas? Here’s What You Need to Know.

A string of gang-related murders in the local community prompted the U.S. embassy in the island nation to issue a security alert.

Drawn by clear turquoise waters and miles of white-sand beaches, around seven million travelers visit the Bahamas each year, but a new warning about increased violence on the island nation has raised alarm over the safety of visiting there.

On Jan. 24, the U.S. Embassy in Nassau, the capital of the Bahamas, issued a security alert advising U.S. citizens “to be aware that 18 murders have occurred in Nassau since the beginning of 2024. Murders have occurred at all hours including in broad daylight on the streets.”

The startling alert was unusual for the Bahamas. In addition to security alerts and other notices released by its embassies, the State Department issues travel advisories for countries to provide the suggested vigilance visitors should take. Currently, the Bahamas has a Level 2 (“Exercise increased caution”) warning.

Many tourism-reliant countries, including Costa Rica and the Dominican Republic, currently have Level 2 warnings, and most travelers experience safe and enjoyable vacations. The tourism industry in the Bahamas contributes around 70 percent of the nation’s gross domestic product, according to the U.S. Department of Commerce, and employs half the country’s work force.

Here’s what you need to know about the security alert and traveling to the Bahamas.

What prompted the alert in the Bahamas?

According to the State Department, “retaliatory gang violence has been the primary motive in 2024 murders,” and it is primarily affecting the local population, particularly on New Providence and Grand Bahama islands, where the cities of Nassau and Freeport are. The warnings mention that the violent crime has been occurring in both tourist and nontourist areas.

What does Level 2 mean?

To help advise Americans traveling to particular countries, the State Department employs a scale from 1 to 4 to indicate the local security situation, starting with the safest, Level 1. The levels can vary within a country, with certain areas considered a greater security risk than others.

According to the department’s website , Level 2 means, “Exercise increased caution: Be aware of heightened risks to safety and security.”

Many parts of the world are under Level 2 advisory, for reasons ranging from street crime to concerns over terrorism. The majority of visitors to those countries do not experience any danger — many are not even aware of the heightened risk indicated by the levels.

Level 3, by contrast, advises Americans to “reconsider” or “avoid” travel (countries such as Egypt, Nigeria and Pakistan are now at Level 3). Level 4 means “Do not travel” and emphasizes that “during an emergency, the U.S. government may have very limited ability to provide assistance.” Currently, Russia and Ukraine are among the countries with a Level 4 rating.

What about the rest of the region?

Currently, Turks and Caicos and Cuba are also Level 2 because of concerns over crime. Many areas of Mexico are under elevated warnings ranging from Level 2 (Mexico City) to Level 4 (Colima). On Jan. 23, Jamaica was raised to Level 3 because of crime and uneven medical care, with the State Department warning that “sexual assaults occur frequently, including at all-inclusive resorts.”

Aren’t there sharks in the Bahamas, too?

On Jan. 15, a 10-year-old boy was attacked by a shark while participating in a “shark experience” at a hotel on Paradise Island, according to the Royal Bahamas Police Force. He was reported to be in stable condition. Last month, an American woman died by shark attack while paddle-boarding in the Bahamas, the police said.

However, shark attacks are extremely rare in the Bahamas: The Florida Museum of Natural History’s International Shark Attack File indicates that there have only been 29 unprovoked attacks in the country since the 16th century.

How can I stay safe on my trip?

The U.S. Embassy in Nassau offers some guidance for staying safe , advising travelers to use “extreme caution” in the eastern part of New Providence Island — where Nassau is — especially “when walking or driving at night.” Specifically, the Over the Hill neighborhood , south of Shirley Street, should be avoided.

Travelers are also advised to take typical precautions and use common sense: to remain aware of their surroundings (leaving jewelry and electronics at home), to create a personal security plan, not to answer the door if you don’t know who it is and, if things go wrong, not to physically resist any robbery attempt. The U.S. government suggests staying especially vigilant if you’re staying at a short-term-rental property without a security presence, and women traveling alone may want to take special precautions .

Before traveling, consider obtaining traveler’s insurance, including a medical evacuation policy. Most foreign hospitals and doctors do not accept U.S. health insurance, including Medicare and Medicaid.

Another way to stay informed is to enroll in the State Department’s Smart Traveler Enrollment Program . The free program sends travelers updated information on security situations by email or text message, and makes it easier for a U.S. Embassy to contact you should an emergency arise.

Ultimately, travel comes down to a question of one’s personal comfort. If you interpret a Level 2 warning as sufficient reason to cancel your trip, there’s no shame in making a choice that eases your mind.
