Thailand to become safer for tourists as tourist police double manpower

Thailand’s Tourist Police plan to increase their workforce by 825 officers, in addition to the 900 they currently employ, to better serve tourists visiting Thailand.

According to Pol. Maj. Gen. Surachet Hakpan, chief of Tourist Police, the selection process for these additional officers is based on their language ability, knowledge of general police procedures and how compatible they are with tourists.

It has been reported that officers are already being chosen for their ability to speak foreign languages, especially those who know Chinese, French, or English, reported Thairath .

Tourists looking to travel to Thailand for their vacations should be glad to hear Chief Surachet say that he feels the increase in the number of tourist police officers would make the force more efficient in reducing the crime rate.

According to Surachet, tourists who feel safe in the country are apt to return. This, in turn, would have a positive effect on the Thai economy, he said.

It has not been reported when this increase in officers will happen or in which areas of Thailand the officers will be stationed.

Pattaya Tourist Police. The duty of the Tourist Police is to help and care for tourists throughout Thailand. We would like you to enjoy your trip in the Land of Smiles. We can advise tourists about how to take care of themselves, as well as alerting them to some common problems that they should be aware of when travelling in Thailand. Over the past three decades, the tourism industry of the country has grown rapidly. There are more and more foreign tourists every year, bringing in a large amount of revenue to the country. At the same time, problems of crime and manipulation of tourists have been on the rise. The government has set up an organization to be responsible for tourist safety and well-being, in addition to the local Police. Initially, the private sector, in co-operation with the Tourism Authority of Thailand or the Tourism Organization of Thailand, made a special request to The Royal Thai Police concerning tourist safety. The Royal Thai Police consequently set up the Tourist Safety and Convenience Center (TSCC), under the Crime Suppression Division. With a staff of 60 policemen, the center registered complaints, investigated matters, and provided protection and safety for tourists in various places and tourist attractions in Bangkok. At that time, the private sector contributed to the venture by donating vehicles and communications equipment for the Police. Meanwhile, the Royal Thai Police worked on establishing the center as the Tourist Police Division so that it would be a permanent organization, responsible for tourist safety and well-being. The Government approved the proposal, in principle, on 24 November 1976, but there were problems with the budget. the Ministry of Interior was responsible for providing safety and general services for tourists. The Royal Thai Police Department was asked to form the new Police Division which would specialize in dealing with tourists. The Royal Thai Police and the Tourism Authority of Thailand subsequently made some adjustments and changed the TSCC into the Tourist Assistance Center (TAC). The TAC was to provide services to tourists regarding their complaints about crime and manipulation. The TAC’s area of responsibility was also expanded to other popular tourist destinations apart from Bangkok, namely, Chiangmai, Pattaya, Phuket and Hatyai. Later in 1992, realizing the importance of the organization, the Government finally established a permanent Tourist Police Organization at Pattaya - Section 5, Direction Division 8, under the Crime Suppression Division, according to the Royal Decree on the division of Government Organization in the Royal Thai Police, the Ministry of Interior (the 10th), 2525 B.E. However, with the rapid growth of the Tourism Industry, both in terms of the increasing number of tourists and widespread tourist attractions all over the country, the structure of the Tourist Police Organization at Direction Division Level was not in line with its responsibility to provide tourists with safety and general services. The government therefore changed the Tourist Police Organization to become the Tourist Police Division, under the Central Investigation Bureau, and changed the Section 5, Direction Division 8 into Tourist Police Station 4, Sub-Division 2, Tourist Police Division, according to the Royal Decree on the division of government organizations in The Royal Thai Police, 2548 B.E., and the Ministerial Regulations on the Division of Government Organization or the other name of government organization in the Royal Thai Police, 2548 B.E., which came into force on 1st July 2005. Bangkok, 8 July, 2022 – The Tourism Authority of Thailand (TAT) would like to inform tourists they can download the ‘Tourist Police I Lert U’ mobile application, to enjoy peace of mind throughout their travels in Thailand.

Downloadable for free at Google Play for Android phones and App Store for iOS phones, the I Lert U application is available in English and Thai. The app is linked to the Tourist Police 1155 Emergency Response Centre, where there are also interpreters and translators ready to provide tourist assistance in other languages.

Tourists requiring help at any time 24 hours around the clock can use the application to contact the Tourist Police, who will dispatch officers to the scene immediately. Tourists can also take a photo of an incident and upload via the app to require assistance.

The Tourist Police is a division of the Royal Thai Police, and is dedicated to the safety and well-being of tourists in Thailand. With over 1,900 officers, the Tourist Police operates throughout the kingdom, including in all the major tourist destinations like Bangkok, Phuket, Samui, and Chiang Mai.

The Royal Thai Government places the highest priority on the safety and well-being of every visitor to Thailand. And as the main government agency responsible for the promotion and marketing of Thailand as a preferred destination, TAT is working closely with all the concerned public and private organisations to ensure the utmost efforts to prevent any unfortunate incidents occurring on tourists and the local Thai people.

Tourist Police “I Lert U”: A phone app from the Tourist Police Headquarters

      When the situation with Covid-19 began to improve, tourists from all over the world started flocking to Thailand, proving beyond a doubt that this country is a popular tourist destination. Visiting Thailand’s stunning sights is only part of the experience; tourists will also appreciate the country’s improved infrastructure and increased security.

      The “Tourist Police I Lert U” app, provided by the Ministry of Tourism and Sports’ Tourist Police Headquarters, is a must-have for visitors' safety while in Thailand. There are five readily available channels of contact (English, Chinese, Japanese, and Russian) that make communication quick and simple, thereby enhancing safety communication.

      Both iOS and Android platforms are available for setup. When an emergency occurs and assistance is required, responders can track the applicants’ smartphones via GPS, and the applicants can send a request for assistance by pressing a button and uploading a photo of the situation. The system will immediately notify the Emergency Notification Center 1155 of the event. Following that, staff members will call the number you provide and dispatch personnel to the GPS coordinates of the incident. 

      Additional language support will be added soon for ASEAN languages, French, German, and Arabic.

Salary of Thai police

Many people wonder what the people at the Thai police actually earn. There are lists that give indications of public servant salarys, but you never know the real numbers.

While looking for something completely different i stumbled upon a PDF file which includes the actual salary of every policeman with the highest non-commissioned rank "Police Sergeant Major" (this is the one with the double crossed swords) in one of Thailands police devisions.

In my experience this rank is quite common for the policeman that stops us to collect tea money.

So thanks to this PDF file, which i won't post, because it should probably not be public (contains for example the real names of everybody), i do now have real numbers

The list contains several hundred persons, all with this rank. The highest salary is 28430THB and the lowest is 25530THB and all others seem to be in between.

Incorrect, that is the rank insignia of a ดาบตำรวจ, Police Senior Sergeant Major.

I did some search in Thai and the salary tables ordered by rank (14? ranks) and seniority (up to 46 years?) are publicly available.

The tables are huge with many steps (probably by seniority).

It just too much for me to find out the details.

But at least you numbers look plausible.

The highest number on such tables is 78030 Baht (936'360 yr).

As I read the deputy PM was about 850'000/yr as a 3 star army general this number also looks plausible.

Yes, i know these tables, but they might get some extras for whatever. The numbers in this PDF seem to be the actual real salary, the header of the column with the numbers is:

Whilst the figures quoted are base salaries you will probably find there are a range of allowances and prescribed benefits under their terms and conditions of service which would further underpin take home salary.

There is doubtless an enormous range of official benefits - housing, healthcare, insurance, vehicles and the like. And then there is the grey area, which is part of the reason why financial inducements to seniors and connections - family, classmates etc - are so important to get the job in the first place. 

I don't think it's possible for an outsider to do more than estimate roughly what the gross income of any particular rank might be when all such items are included, but some indication could be had by observing the amount of jewellery on the wife or mia noi, the quality of consumer goods owned, the make of car, watch and so on.

Interesting to say the least.

Does it say about them buying their own guns and bullets? 

Uniform etc. 

My wife's friend is a plod in Pattaya and said he started on 14,000 a month. 

Did the above. 

They gave him the bike license and pistol license. 

No training in road law, safety, or human psychology. (ok, stop laughing). 

And the uplines  say when he has to go and reap the quota towards month end.. Ka ching... 

But OK to do. Because the Thai people think that they are doing a good job, and poor salaries. 

So can ask for donations to help. 

And I thought that when a Thai man didn't want to work, he just became a monk. 

Silly me.. 

It is quite plausible that the big boys pay for the positions,  but he would not say anything about it. Haha

Possibly spending and accumulating more than twice the annual salary paid... ?

The Big Boys do pay millions of baht for a lucrative place.Rumor allegedly that the top man in Pattaya paid about 20 million baht , but that was quite a while ago.

Not just police positions.  My wife's uncle was a teacher when the position of principle came up. He applied, he had to pay over 1 million baht to get the position.  I said to my wife why would he pay so much it will take forever to get it back. She said no, when someone doesn't pass the entry exam test, they pay him a fee and the child gets in. I;m sure other top govt positions are available this way too.

If it wasn't for the likes of us taking the interest in the affairs of the government, it would just go on every day. 

Thai people are not exposed to the graft and corruption as we are. 

They don't fork out for tea money and coca  cola and party money. 

(the local plod comes around for donations to help them with the cost of station parties) 

My German business friend said he does not pay.

His Thai wife says she pays it every month.

Yes,  the one ic in Pattaya paid around that figure based on the expectations of revenue income. 

Even saw a fruit seller hauled away from Klang the other day. 

They loaded his trolley into the new Ford Ranger and took him to revenue collection. 

Municipal officials do this. 

He paid 1200 baht and was back selling later. 

Must have strayed into someone else's pitch. 

Still interested in the guns and bullets.

I think it's common knowledge there are expat retirees living here on considerably less - it's just the declaration obtained from their embassies which say they have more income.

Last week I was in the police station paying a fine and the guy asked me how much I earn as a teacher. I asked him how much a month he makes. He said 15k a month

There are a zillion branches of the police force, each requiring different criteria to even enter.

Our lad wanted Border Patrol, it took many months of tests all over the country just to be considered. They want 100 lads out of hundreds applying to go through the training. That cost families a lot of money hoping their lad got in.

The lads training was one year at boot camp, similar to army stuff, when that is finished they are sent on a 3 month jungle training and assault rifle proficiency.

During this time they are watched and given personal record marks, the mark count will tell the commanding officer where you will be stationed for work. As you may well guess the low markers go down south. Our lad was lucky and was placed near Hua Hin and has duties sometimes involving Royals. He loves the job, and is allowed home every month for 4/5 days where he can see his bird and drive his Honda Civic...One happy bunny...

No proof is required by the Embassy which I understand is common with other Countries that provide this service certainly the US.

The penalties for making a false statutory declaration in Australia are quite severe, including jail time. However, it would appear  Australian authorities don't care if a false one is submitted in any other country - only if it is made to an Australian instrumentality.

Those who obtained a Bachelor's Degree earned 24% more than their counterparts with a certificate or diploma. Professionals with a Master's Degree earned 29% more than those with a Bachelor's Degree. Finally, those who held a PhD earned an average of 23% more than those with a Master's Degree while performing the same job.

Many individuals pursue advanced education as a means of transitioning to higher-paying positions, and the statistics indicate that this is an effective strategy. On average, individuals who change jobs after earning a higher degree receive a salary increase of about 10% more than the typical annual raise. Ultimately, deciding whether or not to pursue advanced education depends on a variety of factors, including the personal situation and experience. New Zealand tourists charged with attacking a Thai police officer in Phuket

Two New Zealand tourists have been detained in a Thai prison after being accused of assaulting a police officer, authorities say.

Investigations are ongoing after brothers Hamish Art Day, 36, and Oscar Matson Day, 34, allegedly attacked an officer and attempted to steal his firearm in Phuket, Thai police said in a statement.

Police officer Somsak Noo-iad had stopped the two men for reckless driving before they allegedly assaulted him as he tried to take photos and evidence.

The brothers then allegedly snatched the officer's phone and firearm, the statement said.

A photograph released by police on Sunday local time showed a man pushing a traffic policeman to the ground while another man looked on.

Their visas will be revoked and they will be banned from entering Thailand again after the investigation concludes, the police statement added. 

Thai outlet the  Bangkok Post reported the two men have been charged with robbery, obstruction of police duty, physical attack against a policeman, driving without a licence and bribery.

The two men and their lawyer could not be immediately reached for comment by Reuters.

The parents of the brothers called for calm and privacy amid the incident. 

"It's very, very concerning," father Laurence Day told the  New Zealand Herald.

"The family is distraught. We're praying for a good outcome."

New Zealand media outlet  RNZ reported a spokesperson from the Ministry of Foreign Affairs and Trade said consular officials were "providing assistance to the family of two New Zealanders who have been arrested in Thailand".

Officials in Thailand say New Zealanders accused of a roadside brawl with police have visas revoked

BANGKOK — Thailand’s immigration authorities have revoked the visas of two New Zealand tourists accused of assaulting a traffic police officer on a popular resort island in an incident widely shared online, police said Monday.

Brothers Hamish Day and Oscar Mattson Day were charged with offenses including robbery, causing physical harm to an on-duty officer, attempted bribery and driving a motorcycle without a license, Phuket provincial police chief Sinlert Sukhum told a news conference. The chief said police would request the court to deny their release on bail.

Police said officer Somsak Noo-iat on Saturday spotted the men speeding on their motorbikes and tried to stop them. They allegedly tried to speed away then tried to offer a bribe to Somsak, who refused to take it. He tried to film the two men on his phone, and they allegedly tackled him and wrestled the gun away from him, causing a bullet to be fired. No one was injured by the bullet, police said.

In the video, bystanders could be heard shouting at them to stop. The footage went viral online and was broadcast by Thai news outlets.

The police chief alleged that the man who attacked the officer is a mixed martial arts fighter.

The chief said the brothers denied all charges and declined to give any statement.

The brothers could not immediately be reached. The video did not show what happened before the tussle.

The Chalong police chief Ekkarat Plaiduang, Somsak’s supervisor, said the officer was injured but recovering well.

Phuket Governor Sophon Suwannarat said such attacks were unacceptable and that officials will tighten scrutiny of tourists who may “behave inappropriately or break the laws.”

Labour Minister Phiphat Ratchakitprakarn believes that setting up legal casinos in Thailand will not only create new jobs but will also generate more revenue.

He said on Saturday that by allowing entertainment complexes to include casinos, Thailand will also be able to tackle its chronic problem with illegal gambling.

Phiphat believes each entertainment complex would create at least 10,000 new jobs, and if one was built in each of the country’s five major regions, up to 50,000 people could be hired.

He explained that since skilled personnel are needed in the service sector, the salaries would also be quite attractive. Besides, he said, these complexes would serve as a new tourist attraction in Thailand.

“Legalising casinos in Thailand will help boost income for the country through spending and taxes. It will also help ease the problem of illegal gambling, especially online gambling, which has been growing rapidly these days,” he added.

He said these entertainment complexes can be built in provinces that are not too touristy but have sufficient infrastructure like an airport to accommodate tourists.

“We should choose provinces that have enough attractions but are not popular destinations. [With these legal casinos,] we can divert more tourists from overly popular destinations to second-tier cities,” the minister said.

Phiphat said he fully supported plans to woo large investors to build and run these entertainment complexes, which he said would not only benefit the provinces they are located in, but would also help the country as a whole.

As for those opposing the plan, Phiphat said he believes the government would come up with strict conditions to help prevent social problems caused by legal gambling. For instance, he said, Thais who want to try their luck at the casino will be required to provide proof of their career, residence and financial status.

Alternatively, a minimum salary rate can be set for Thais wanting to enter casinos, in a bid to keep the low-income sector out.

“The government will earn tax revenue from these entertainment complexes,” he said, adding that they will be modelled after the ones in Singapore, where patrons are screened with an efficient verification system.
