Board Advises the Secretary on Matters that Relate to the Travel and Tourism Industry in the United States
Today, Secretary of Commerce Gina Raimondo announced the appointments of 32 leaders from businesses and organizations in the domestic travel and tourism industry to the U.S. Travel and Tourism Advisory Board (TTAB). TTAB members advise the Secretary of Commerce on how government policies and programs affect the travel and tourism industry and offer counsel on current and emerging issues to support sustainable growth of the travel and tourism industry as our nation’s economic engine.
"Travel and tourism returned with force in 2022 as we opened up our country once again to visitors from around the globe,” said Secretary Raimondo. “Since day one of the Biden Administration, the Commerce Department has taken decisive actions to support this industry’s recovery. The U.S. Travel and Tourism Advisory Board plays a vital role in providing expert recommendations and industry insight to optimize the American travel experience. I look forward to working with new and returning members.”
TTAB was first chartered in 2003 and has been re-chartered nine times. Past boards have provided advice on a wide range of policies and issues, including travel facilitation, visa policy, infrastructure, aviation security, tourism research, climate and economic sustainability.

2020 Travel and Tourism Industry Impact on the U.S. Economy
Total economic output generated by travel and tourism in the united states decreased 50% in 2020 from 2019, decline in travel and tourism gdp accounted for more than half of the decline in u.s. gdp in 2020, decline in total tourism-related employment accounted for more than a third of the total employment decline in the united states in 2020 .
The National Travel and Tourism Office’s (NTTO) Travel & Tourism Satellite Account, produced annually by the Bureau of Economic Analysis, is the official U.S. Government estimate of the economic impact of the travel and tourism industry in the United States. The latest TTSA shows that in Calendar Year 2020:
Total economic output generated by travel and tourism fell $982.5 billion (-50.1%) from 2019 ($1.96 trillion) to 2020 ($978.4 billion).
- Among those sectors hardest hit, passenger air transportation services output declined by nearly $214.7 billion in 2020, followed by food services and drinking places/restaurants (down $131.1 billion), traveler accommodations (down $124.6 billion), and tourism-related shopping (down $123.5 billion).
- These four sectors accounted for 60.4% of the decline in total tourism-related output in 2020.
Total tourism-related employment declined from 9.5 million in 2019 to 6.3 million in 2020. This decline of 3.2 million in total tourism-related employment accounted for 34.2% of the overall 9.3 million employment decline in the United States from 2019 to 2020.
- Among those sectors hardest hit, employment supported by food services and drinking places declined by 972,000 in 2020, followed by traveler accommodations (down 685,000), air transportation services (down 338,000), and participant sports (down 262,000).
- These four sectors accounted for 70.8% of the decline in total tourism-related employment in 2020.
Travel and tourism value added, or GDP, (in nominal terms, not inflation adjusted) declined from $624.7 billion (2.9% of GDP) in 2019 to $356.8 billion (a historic low of 1.7% of GDP) in 2020 .This $267.9 billion decline in travel and tourism GDP accounted for more than half (56.0%) of the overall $478.8 billion decline in U.S. GDP from 2019 to 2020.
Domestic travel demand by resident households declined by 53.2% from 2019 to 2020. At the same time, domestic business travel demand declined by 40.9%; domestic government travel demand declined by 33.6%; and travel demand by nonresidents (international visitors in the United States) declined 82.4% — accounting for a fifth (20.7%) of the overall decline in total travel demand from 2019 to 2020.

Travel and Tourism Satellite Accounts (TTSAs) allow the United States to measure the relative size and importance of the travel and tourism industry, along with its contribution to gross domestic product (GDP). Approved by the United Nations in March 2002 and endorsed by the U.N. Statistical Commission, TTSAs have become the international standard by which travel and tourism is measured. In fact, more than 50 countries around the world use travel and tourism satellite accounting.

World Tourism Barometer: November 2023
International Tourism to end 2023 close to 90% of Pre-pandemic levels
World destinations welcomed 22% more international tourists in the third quarter of 2023 compared to the same period last year, reflecting a strong Northern Hemisphere summer season (UNWTO Tourism Barometer November 2023 – Press Release) .
An estimated 975 million tourists travelled internationally between January and September 2023, an increase of 38% over the same months of 2022, though 13% fewer than in 2019 (UNWTO Tourism Barometer November 2023-Excerpt) .
Overall, tourism recovered 87% of pre-pandemic levels in January-September 2023. That puts the sector on course to recover almost 90% by the end of the year. And international tourism receipts could reach USD 1.4 trillion in 2023, about 93% of the USD 1.5 trillion earned by destinations in 2019 (UNWTO Tourism Barometer November 2023 – Press Release) .
Asia and the Pacific reached 62% of pre-pandemic levels this period due to slower reopening to international travel. However, performance among subregions is mixed, with South Asia recovering 95% of pre-pandemic levels but North-East Asia only about 50% (UNWTO Tourism Barometer November 2023 – Press Release) .
According to Trip.com, global search results for inbound travel to China have significantly improved in Q3 2023 by nearly 40% compared to Q2. In terms of Chinese outbound travel, hotel and air ticket reservations made have already recovered 80% of pre-pandemic levels in Q3. This show signs of gradual recovery of cross-border traffic further to China’s reopening of borders early this year. On 24 November, China announced a unilateral 15- day visa-free entry policy for holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia, during the period from 1 December 2023 to 30 November 2024 (UNWTO Tourism Barometer November 2023-Excerpt) .
International tourism is well on track to fully recover pre-pandemic levels in 2024 despite economic challenges such as high inflation and weaker global output, as well as important geopolitical tensions and conflicts (UNWTO Tourism Barometer November 2023 – Press Release) .

Travelers are racing to see parts of the world that may soon vanish.

A lot of climate discussion revolves around time. Lines rise across charts predicting the next century. Scientists set deadlines for the coming decades. Each month seems to bring news of a new heat record. The sense that time is running out can be heady.
As the Earth warms, natural wonders — coral reefs, glaciers, archipelagos — are at risk of damage and disappearance. This has motivated some travelers to engage in “last-chance tourism,” visiting places threatened by climate change before it’s too late.
“For thousands of years, humans have raced to be the first to scale a peak, cross a frontier, or document a new species or landscape,” Paige McClanahan writes in a piece for The Times . “Now, in some cases, we’re racing to be the last.”
A vanishing glacier
One such destination is the Mer de Glace, the largest glacier in the French Alps, where thousands of people go each year to ski. (Early tourists included Mary Shelley and Mark Twain.)
The glacier, like many others, is melting rapidly. A new, higher lift opened recently to stay closer to the retreating ice. And a study published in the journal Science last year found that around half of the world’s glaciers will have melted by the end of this century , even if nations stick to the goals of the Paris climate agreement.
“For someone who doesn’t know how it used to be, it’s a beautiful scene,” a visitor to the glacier told Paige. “But when you know the difference, it really is sad.”
Pros and cons
There is some evidence that visiting an ecosystem threatened by climate change could lead people to become more aware of their impact on the environment.
In a 2020 survey conducted by researchers at the Mer de Glace, 80 percent of visitors said that they would try to learn more about how to protect the environment, and 77 percent said they would reduce their water and energy consumption.
Some tourist spots have leaned into education. In Peru, officials renamed a trek to the Pastoruri glacier “ La Ruta del Cambio Climático ,” or “The Route of Climate Change.” And at the Mer de Glace, an exhibit about climate change — called the Glaciorium — is set to open later this year.
There are some, however, who question of the value of last-chance tourism. Visiting fragile environments can do more harm than good.
Some people travel to Antarctica because they fear it is being destroyed. But, as Sara Clemence highlighted in a piece in The Atlantic last year , travel there requires a lot of fuel, while visitors can introduce disease and damage wildlife. And research by Karla Boluk, an academic from the University of Waterloo, found that a majority of last-chance tourists to two sites in Canada were unwilling to pay extra to offset the carbon footprint of their trip.
“There’s an ethical paradox of last-chance tourism,” Boluk told The Times, “and it involves the moral question of whether travelers acknowledge and respond to the harm they promote.”

The A.I. industry continues to boom, and to poke at our anxieties. In late 2022, I spoke with the pioneering researcher Yejin Choi, who works on developing common sense and ethical reasoning in A.I.
Can you explain what “common sense” means in the context of teaching it to A.I.?
It’s the unspoken, implicit knowledge that you and I have. It’s so obvious that we often don’t talk about it. You and I know birds can fly, and we know penguins generally cannot. So A.I. researchers thought, we can code this up: Birds usually fly, except for penguins. But in fact, newborn baby birds cannot fly, birds covered in oil cannot fly. The point being, exceptions are not exceptional, and you and I can think of them even though nobody told us. It’s not so easy for A.I.
What’s most exciting to you right now about your work in A.I.?
I’m excited about value pluralism. Another way to put it is that there’s no universal truth. A lot of people feel uncomfortable about this. As scientists, we’re trained to be very precise and strive for one truth. Now I’m thinking, well, there’s no universal truth — can birds fly or not? Moral rules: There must be some moral truth. Don’t kill people, for example. But what if it’s a mercy killing? Then what?
How could you possibly teach A.I. to make moral decisions when almost every rule or truth has exceptions?
A.I. should learn exactly that: There are cases that are more clean-cut, and then there are cases that are more discretionary. Instead of making binary, clean-cut decisions, it should sometimes make decisions based on This looks really bad. Or you have your position, but it understands that, well, half the country thinks otherwise.

Sec charges husband of energy company manager with insider trading, spouse purchased stock using non-public information about planned merger.

Washington D.C., Feb. 22, 2024 —
The Securities and Exchange Commission today charged Tyler Loudon of Houston, Texas, with insider trading ahead of a February 2023 announcement that London-based oil and gas company BP p.l.c. agreed to acquire TravelCenters of America Inc., a full-service truck stop and travel center company headquartered in Ohio. Loudon allegedly made $1.76 million in illegal profits from his trading.
According to the SEC’s complaint, Loudon allegedly misappropriated material, nonpublic information about the proposed acquisition from his wife, a BP mergers and acquisitions manager who worked on the planned deal. The SEC alleges that Loudon overheard several of his wife’s work-related conversations about the merger while she was working remotely. Without his wife’s knowledge, Loudon purchased 46,450 shares of TravelCenters stock before the merger was announced on February 16, 2023. As a result of the announcement, TravelCenters stock rose nearly 71 percent. Loudon allegedly immediately sold all of his TravelCenters shares for a profit of $1.76 million.
“We allege that Mr. Loudon took advantage of his remote working conditions and his wife’s trust to profit from information he knew was confidential,” said Eric Werner, Regional Director of the SEC’s Fort Worth Regional Office. “The SEC remains committed to prosecuting such malfeasance.”
The SEC’s complaint, filed in U.S. District Court for the Southern District of Texas, charges Loudon with violating the antifraud provisions of the federal securities laws. Without denying the allegations in the SEC’s complaint, Loudon consented to the entry of a partial judgment, subject to court approval, permanently enjoining him from violating the antifraud provisions of the federal securities laws, imposing an officer and director bar, and ordering that he pay disgorgement with prejudgment interest and a civil penalty in amounts to be determined by the Court.
In a parallel action, the U.S. Attorney's Office for the Southern District of Texas today announced criminal charges against Loudon.
The SEC’s ongoing investigation is being conducted by Julia Huseman and Jamie Haussecker of the SEC’s Fort Worth Regional Office, under the supervision of Jim Etri and B. David Fraser. The litigation will be led by Jason Rose and supervised by Keefe Bernstein. The SEC appreciates the assistance of the Financial Industry Regulatory Authority, the FBI, and the U.S. Attorney’s Office for the Southern District of Texas.

Planning ahead and packing only what is permitted on the plane can facilitate the screening process and ease your travel experience.
Passengers can contact TSA over social media by sending a message to @AskTSA on X or Facebook Messenger. Passengers may also send a text directly to 275-872 (“AskTSA”) on any mobile device. An automated virtual assistant is available 24/7 to answer commonly asked questions and AskTSA staff are available 365 days a year from 8 a.m. to 6 p.m. Eastern Time (ET) for more complicated questions. Travelers may also reach the TSA Contact Center at 866-289-9673 from 8 a.m. to 11 p.m. ET on weekdays and 9 a.m. to 8 p.m. ET on weekends and holidays. An automated service is available 24 hours a day, seven days a week.
Another method to know what you may or may not pack in your carry-on or checked baggage before arriving at the airport is using the line on TSA.gov, the Transportation Security Administration’s website, on the top right that reads “what can I bring?” and also by reviewing the lists presented at https://www.tsa.gov/travel/security-screening/whatcanibring/all
But do realize that even if an item is generally permitted, it may be subject to additional screening or not allowed through the checkpoint if it triggers an alarm during the screening process, appears to have been tampered with, or poses other security concerns. “While some items would seem to be an obvious not-going-to-travel-in-the-cabin type of prohibited item such as steak knives, switch blades and hatchets, you would be surprised at how often our officers need to intercept them at our checkpoints to assure the safety and security of travelers,” said TSA Spokesperson Sari Koshetz. “A quick question to ask yourself before packing an item is whether you would want the passenger sitting next to you to have it. If your answer is no, then leave it home.”
Well yes leave it at home or check with us to see if it would be permitted in checked baggage. Many items cannot travel on the plane at all.
“Certain items require thinking about their chemical components before bringing them to the airport,” Koshetz said. “If an item is flammable, corrosive or explosive in nature, it cannot go in your carry-on nor in your checked bag.”
Examples of these hazardous items that are not allowed on the plane in checked nor carry-on bags would be fireworks, flares, fully gassed chain saws (yes we have stopped those,) blasting caps, butane, bear spray, flammable paints, lighter fluid, torch lighters and vehicle airbags.
