Trip Permits

A temporary permit is needed if the following vehicles cross state lines without International Registration Plan (IRP) credentials:

Vehicles with gross weights, combined gross weights, or registered weights over 26,000 pounds;

A vehicle that has 3 or more axles regardless of weight.

Fuel Permits

A temporary permit is needed if the following vehicles cross state lines without IFTA credentials and license for the states or Canadian provinces it'll be traveling in:

Vehicles with 2 axles and gross weights, combined gross weights, or registered weights over 26,000 pounds;

A power unit that has 3 or more axles regardless of weight

Specialty Permits

A mileage permit may be needed when operating in KY, NM, NY, OR, & CT. Highway Use Tax (HUT) permit may be needed when traveling in New York. Other specialty permits may include a Georgia amber light permit, a New Jersey alcohol permit, or a Florida loading zone permit.

Trip Permits

The trip permit allows you to temporarily operate your unregistered vehicles under IRP on Colorado roads. It is also issued instead of IRP credentials for properly registered vehicles.

Fuel Permits

If you do not hold an IFTA decal and license and you need to operate in Colorado then a temporary fuel permit is needed. Carriers must secure a temporary fuel permit prior to entering a base jurisdiction for which they are not properly permitted.

Temporary Fuel (IFTA) Permits

The International Fuel Tax Agreement (IFTA) is a base state fuel tax agreement. Any person based in a member jurisdiction operating a qualified motor vehicle(s) in two or more member jurisdictions is required to license under this agreement or purchase fuel trip permits for travel in member jurisdictions.

Qualified Motor Vehicle – a motor vehicle used, designed or maintained for the transportation of persons or property and:

  • Having two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds or 11,797 kilograms; or
  • Having three or more axles regardless of weight; or
  • Used in combination when the weight of such combination exceeds 26,000 pounds or 11,797 kilograms gross vehicle weight or registered gross vehicle weight. Qualified vehicles do not include recreational vehicles.

Farm vehicles, special mobile equipment and buses are subject to IFTA Licensing requirements if they meet the gross vehicle weight or axle criteria and cross state lines.

Any motor carrier who operates one or more qualified motor vehicles in at least one other IFTA member jurisdiction other than their base state must apply for IFTA credentials or fuel trip permits must be obtained to travel through member jurisdictions according to the regulations of each member jurisdiction.

If a qualified motor vehicle does not participate in IFTA, then a temporary (fuel) trip permit must be purchased to travel outside of their base state.

  • Fuel permits (IFTA)

The International Fuel Tax Agreement (IFTA) is an agreement between the US States & Canadian provinces to simplify the reporting of fuel taxes.The purpose of IFTA is to establish and maintain the concept of one fuel use license for carriers operating qualified motor vehicles interstate. An IFTA allows a taxpayer to file one tax report that covers all member jurisdictions. 

Since the International Fuel Tax Agreement (IFTA) is a base state or province fuel tax agreement, any person based in a member jurisdiction that operates one or more  qualified CMVs  (Commercial Motor Vehicles) in two or more member jurisdictions is required to license under the International Fuel Tax Agreement, or purchase temporary fuel permits for travel in any member jurisdictions.  

A  qualified motor vehicle  is classified as having the following:

  • Two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds or 11,797 kilograms
  • Three or more axles regardless of weight 
  • A tractor and trailer with a registered weight over 26,000 pounds or 11,797 kilogram, then you will require a Fuel Permit if you do not have an IFTA Decal on your truck

A temporary Fuel Permit will be required if you fit one of these categories and do not have an IFTA Decal on your truck.

Hazardous Materials

Commercial carriers transporting hazardous materials in Colorado must obtain a permit from CDOT .  Permitting and safety requirements for the transportation of such materials are enforced by the Colorado State Patrol (CSP ).  Vehicles carrying hazardous materials are subject to inspection by the CSP, must provide proof of liability insurance, may be taken out of service for violations, and are subject to fines and criminal penalties.    Single‑trip permits for hazardous materials transportation (for up to a 72‑hour period) may be obtained from a port of entry or from CDOT.  Additional permitting and fee requirements apply to permits for the transportation of radioactive materials.  Certain radioactive materials are excluded from these permitting requirements, including radioactive materials used for research or medical purposes, radioactive ores, and radioactive materials used in national security activities.

CSP regulates and enforces both the interstate and intrastate transportation of hazardous materials in Colorado.  CSP has the authority to designate which public roads may be used by vehicles transporting hazardous materials.  Counties, municipalities, and CDOT may currently apply for new hazardous materials route designations or request changes to existing routes.  CSP must provide adequate public notice before approving a hazardous materials route designation.
