When in Kerala, a houseboat experience over its serene backwaters is a must-do. You can embrace the peace and quiet, get a glimpse into the small towns that dot the banks and take in the beautiful views of nature as you sail through. But if you would rather explore the state by road, there’s a brand new way to do it. Kerala Tourism, as part of its Keravan Kerala initiative, has introduced luxury caravans and caravan parks for tourists to explore the unmatched beauty of God’s Own Country.

What do the caravans look like?

The luxury caravans —launched by Kerala Tourism, BharatBenz and Autobahn Trucking—are stylish vehicles that can comfortably seat 2-4 people. There are several built-in comforts, including air conditioning, a lounge with comfortable seating, an infotainment system, a fully-equipped kitchen with essential appliances, a spacious bedroom with a double-bunk and a washroom with a shower. You can even opt for a caravan that comes with a set-up for an awning and outdoor seating, perfect for quick pit-stops and tea breaks.

Where can I park the caravan?

While you can park your caravan wherever permissible, the Kerala government is also building specialised caravan parks—spaces for caravan travellers to park and stay overnight or for longer. In Kerala, the parks will be located in natural settings that are well-connected to main roads. The parks will remain open 24x7 during tourist season and will also be available on-demand. The parks will be designed to be completely safe and secure spaces where you can rest and take extended breaks from your road trip.

The caravans can be booked through local accredited tour operators throughout the state. Over time, the plan is to enable online bookings and the Kerala Tourism website will soon have details of all the tour operators providing the service. The cost will be decided by the private tour operators.

Are the caravans child-friendly? Are they pet-friendly?

Kids and pets are welcome in the caravans so you can take a family road trip without having to leave anyone behind. You can also request specific features like medical care, if you require it.

Where can you travel with the caravans?

Within Kerala, you will be able to drive your caravan through the entire state. Explore the gorgeous tea plantations in Munnar, the palm-lined beaches in Alappuzha, the temples in Thrissur and the chilly weather and spices in Wayanad. There are also plans to open up caravan travel to less-explored and otherwise inaccessible spots in the state. If you’re looking to drive the caravans beyond Kerala, you might be able to do so in the future. Kerala’s Department of Tourism will soon be in talks with tourism departments in neighbouring states to ensure seamless caravan travel across state borders.

Caravan tourism: Kerala Tourism to launch aggressive national campaign to popularise the concept

After the success of its roadshows in europe and the middle-east, and various partnership meets in four major metro cities in india, kerala tourism has embarked on an intensive marketing drive to showcase and promote its caravan tourism initiative across india..

With easing Covid restrictions , the revival of tourism sector has become a priority. Caravan tourism is gaining popularity as it offers flexibility and freedom to the tourists by making sure that they are in a safe and comfortable travel bubble. After the success of its roadshows in Europe and the Middle-East, and various partnership meets in four major metro cities in India, Kerala Tourism has embarked on an intensive marketing drive to showcase and promote its Caravan Tourism initiative across India. It aims to enhance its reputation as a global destination and a safe holidaying hub both for domestic and international tourists. A caravan is a customized stylish vehicle that provides a complete spectrum of amenities for a comfortable stay such as air-conditioning, sofa-cum-bed, TV, kitchenette with fridge and microwave oven, induction heater, cupboards, generator, dining table, toilet cubicle (bathroom with geyser), partition behind the driver, internet connectivity, audio-video facilities, charging system, GPS, motorised windows, and an awning that lets the visitors enjoy the weather outdoors.

Keravan Kerala is catching on the popularity and more than 1,000 caravans are plying in the state. Around 150 caravan parks will soon be developed as part of the government’s stakeholder and tourist-friendly Caravan Tourism policy, branded as Keravan Kerala, that was announced in September last year. This is evident from the expressions of interest received from entrepreneurs to run 280 tourist caravans and operate 148 caravan parks across the state. A caravan park has just come up in Vagamon in Idukki district while a few caravans are already plying in the state.

Tourism Minister P.A. Mohamed Riyas said Keravan Kerala is an upfront initiative that has elicited a keen response from the industry with a large number of potential investors showing interest in setting up caravan parks and operating caravans in the state.

“The government has announced a comprehensive stakeholder-friendly Caravan Tourism policy to encourage this segment. It includes a subsidy of ₹ 2 lakh to ₹ 7.5 lakh besides the relaxations the Motor Vehicles Department gave to entrepreneurs to buy and operate caravans,” he said.

“The caravan policy marks a strategic shift to present the entire state before the global audience based on the concept of ‘exploring the unexplored’ round the year,” he said, adding: “It has the potential to become a game-changer for the state’s tourism that has suffered a crippling blow in the wake of the COVID pandemic. Hence, we have decided to launch an aggressive pan-India campaign to give it a huge impetus.”

Apart from the Benz caravan that was first launched in Kerala in October last year, Force Motorhome, Luxe Camper (of Bengaluru-based startup Campervan Camps), and Chhattisgarh-based Moto Glampers have since launched their caravan vehicles giving a variety of caravanning options to the discerning.

The state’s first Caravan Park -- Karavan Meadows -- was set up at the scenic Vagamon in the hill district of Kottayam. It has been developed by Adrak Hotels and Resorts and is managed by Citrine Hospitality Ventures.

The caravan park, on the other hand, features a restaurant with cooking and grilling facilities, private rest-house, housekeeping, round-the-clock individual service and campfire, among others. The state government’s policy entails development of these parks as private, public or joint ventures. A park, which needs at least 50 cents of land, should have space to accommodate five caravans at a time with facilities like food parks, rest rooms, activity area and drivers' lodge.

KS Srinivas, Principal Secretary, Kerala Tourism, said, “Caravan tourism has huge potential to attract domestic tourists, who have been the mainstay of the state’s tourism revival after the pandemic started tapering off.

“The new product offers the freedom of a languid, sustainable and responsible travel, with the utmost concern for hygiene, safety and social distancing. The initial demand in this niche segment is expected to come from domestic tourists and then from the inbound tourists who can savour the village life experience in a place where they are halting. It is designed to make tourism a sustainable activity that would bring benefits to local communities and also scale up opportunities for the industry.”

Tourism Director VR Krishna Teja said caravan tourism, which is directly linked to the state’s successful Responsible Tourism (RT) initiative, has gained wide acceptance among the tourists owing to the freedom and flexibility it provides, and offers a safe travel bubble from home to destination and back. “It offers a refreshing experience for them while local communities will gain substantially by showcasing their culture and products before the visitors.”

Abraham George, Managing Director of Intersight Tours and Travels, feels there will be a good demand for caravans as the recent trend shows that most of the tourists are coming as couples or families and they want to go to less crowded places. The travel company is currently designing hybrid packages that includes caravan tourism. “It will be a big hit with honeymooners because of the privacy and security offered by caravans,” he said.

Riyaz UC, Managing Director, Spiceland Holidays, feels that caravan tourism can be packaged both as a standalone product and a hybrid package. “It will give a much-needed fillip to tourism in the state which is yet to fully recover from the impact of the COVID pandemic,” he said.

Renowned as a trailblazing brand in terms of brand-new initiatives and engaging products, Kerala Tourism has with Keravan Kerala once again stepped the ante and is poised to roll the clock back and achieve pre-Covid numbers in terms of tourist arrivals.

Thiruvananthapuram: The Kerala Budget presented on Friday included a key announcement as part of the major initiative to boost the tourism sector in the post-Covid scenario.

Finance Minister KN Balagopal said that the government will keep aside Rs 5 crore for the keenly awaited caravan tourism project in order to start caravan parks and to provide basic amenities there. 

As part of the Caravan Tourism Project, the trimonthly tax rate stipulated in the KMVT Act 1976 will be amended and reduced conditionally from Rs 1000 per square meter to Rs 500 per square meter for the rented and contract caravans of the Tourism Department.

Key allocations in the tourism sector 1. Rs 10 crore is allocated for infrastructure development and maintenance of eco-tourism centres.

2. An amount of Rs 2.5 crore is set apart for the upgradation of Alappuzha port into a marine tourism destination with a coastal passenger terminal.

3. Initiatives will be started for establishing an airstrip network for the air travellers of Kerala who intend to fly from one domestic tourist spot to another, by using 20-40 seater planes, helicopters, and for drone-based transportation.

4. An amount of Rs 362.15 crore has been earmarked for the planning and implementation of initiatives like tourism hubs and destination challenges. 25 eco-friendly and self-sufficient tourism hubs will be set up in the state within 5 years.

5. Rs 81 crore has been allocated for formulating marketing strategies and other promotional activities of the tourism sector.

6. Rs 132.14 crore has been earmarked for the schemes like ‘One Panchayath - One Destination’, viability gap funding to attract private entrepreneurs to the tourism sector and renovation/rejuvenation of existing destinations/products.

7. Vallamkali (boat race), the traditional tourism attraction of Kerala is getting more active now. Rs 15 crore is set apart to transform the Champions Boat League into an Indian Pre League model world-class sport with twelve venues.

8. Pilgrim tourism circuits will be strengthened. A detailed plan will be prepared for pilgrim tourism circuits such as Sabarimala, Achankovil, Aryankavu, Kulathupuzha, Kottarakkara, Panthalam, Chengannur and Erumeli.

Caravan tourism Kerala has initiated caravan tourism to host domestic and foreign guests. The state's first Caravan Park was opened at the scenic tourism spot at Vagamon in the hilly district of Idukki in February. The park, the first of its kind in Kerala, as part of the state government's new Caravan Tourism policy, was thrown open to travellers on February 25.

As many as 226 caravans and 85 caravan parks have registered under the Caravan Tourism Project launched by the Tourism Department. Applications have been received for opening the parks in all districts and leading the list are Idukki (18 parks), Wayanad (16) and Palakkad (14).

‘Room on wheels’: All about caravan tourism, touted to be the next big thing in India’s travel sector

While caravans have been around in the country for some years now, there has been significant growth in the demand since the onset of the pandemic, service providers note.

With Covid-19 cases steadily decreasing across the globe and tourist destinations gradually opening up, travellers are once again ready to hit the road to visit new and exciting places. While conventional modes of travelling continue to remain the preferred choice of many, others are also open to experimenting with exciting and new modes, read: caravans. A well-known concept in the West, caravan tourism is slowly growing in India with several state governments pushing for it, especially after the pandemic.

Recently, Kerala Tourism announced the introduction of caravans and caravan parks to lure tourists. “As of now, 150 people have registered for bringing in 350 caravans and around 90 people for bringing around 120 caravan parks,” V R Krishna Teja, director, Kerala Tourism said. The move came after the opening of the state’s first caravan park in Vagamon, a scenic hill station, as part of the state government’s new Caravan Tourism policy.

Soon, Himachal Pradesh Chief Minister Jai Ram Thakur also announced the promotion of caravan tourism for new tourist destinations. Earlier, states such as Maharashtra and Goa had introduced this unique tourism model in their respective states. With an increased focus on the concept and the growing demand, caravan tourism is all set to be a major disruptor in the tourism sector.

What is caravan tourism?

As defined by the Government of India, caravans are a unique tourism product, which promote family-oriented tours even in circuits/destinations that do not have adequate hotel accommodation. It is enabled using specially-built vehicles being used for purpose of travel, leisure and accommodation.

“Caravan tourism gives you the freedom to live and travel hassle-free — from where you want to settle, freedom to go to sleep to the sound of nature, to waking up next to the beach,” Sachin Panchal, founder, Motohom – the official caravan vendors of Maharashtra Tourism, said.

Further, the government noted that there is, at present, growing demand for eco, adventure, wildlife and pilgrimage tourism. With a shortage of accommodation at tourist destinations, especially in remote areas, caravan tourism holds the potential to meet this demand.

Growing demand

While caravans have been around in the country for some years now, there has been significant growth in the demand since the onset of the pandemic , service providers note.

“According to our statistics, because of Covid, people want to travel with a limited crowd, mainly with their family and close ones. A caravan is the best way as it provides all of it,” Panchal said.

Agreed Jigyasu Joshi, co-founder, Carvaa India, “We are seeing the curve going only upward in the last two years. The inclination has increased post-Covid not just among youngsters but also among the elderly. This is mainly because of the safety it provides. People want to travel in a bubble and caravan provides just that.”

“I have been running caravans for over 20 years but the demand and queries have grown only post-pandemic,” Captain Suresh Sharma, founder, Green Dot Expeditions said. “However, I believe it will still take a lot of time for people to understand what it actually is. Caravan tourism is not about travelling only for a couple of days, it is going to a nice location to spend days and weeks there.”

According to Tiger Ramesh, CEO, LuxeCamper, however, the demand is still not robust despite the growing awareness. “Lack of suitable caravans in India is a reason for demand not being strong.”

What travel enthusiasts think

Flexibility, end-to-end connectivity and comfort are some of the key factors in favour of caravan tourism, according to travellers. “I would prefer caravan travel because it will give me end-to-end connectivity — since I like to explore the interiors of the places I travel to. Secondly, it provides a great place to stay while travelling to remote areas. You normally don’t get good hotels or lodges at such places. So caravan solves that problem,” Chinmay Mungse, a travel enthusiast, said.

For Akarsh Bhardwaj, the reduced carbon footprints alongside the flexibility of changing the itinerary as per wish are some reasons why he would prefer caravan tourism over conventional tourism methods.

Caravan parks

Caravan parks, a place where caravans can be stationed in tourist destinations with adequate facilities such as power, water and sewage disposal , is one of the prerequisites of sustained growth of caravan tourism. While several states are gradually focusing on their development, the ecosystem around caravan tourism is still at a nascent stage. “For caravan tourism to flourish we need parking spaces across the country. This has to be developed,” Tiger Ramesh said.

While caravan parks are yet to be developed in many regions of the country, service providers are tying up with local communities to park their vehicles. “Of course, there’s a lack of caravan parks but it is also upon service providers to find solutions. We, at Carvaa, have associated with several camping grounds in the country, which are a good substitute for parking space,” Joshi shared.

“We are connecting and collaborating with local and tribal agro-farmers for parking space which eventually provides them sustainability and business opportunities,” Panchal added.

Caravan parks are not commercially viable right now, Sharma believes. “It is going to remain as an illusion for some time. While governments are talking about these parks, it will grow slowly as there are not enough caravans in the country.”

A sustainable choice of travelling

Caravans are not just a flexible and comfortable mode of travel, but also a sustainable one. Explaining the same, Tiger Ramesh said, “Caravan tourism is very sustainable since the impact to any destination is just the tyre marks of the vehicle. No construction of hotels and lodges is required. Local communities benefit by providing hospitality services to caravan guests by providing food, local activities, cultural experiences etc.”

“In conventional tourism, you are impacting the environment in more ways than one. But, in caravans, you travel in a limited space with limited resources. This limitation, itself, makes caravan tourism much more eco-friendly,” Joshi said, adding that service providers are also including environment-friendly materials inside the caravans to make them more sustainable.

Is it the future of travel in India?

Absolutely, say service providers and travel enthusiasts. “The volume of calls from people who want to experience it has increased tremendously. Road travelling has taken a front seat right now so people are inclined towards it more. Additionally, the government’s initiatives such as the Bharatmala project are testament to the fact that road travelling is taking a front seat, with caravan travelling being one of it,” Joshi said.

Further, they believe that increased awareness about unique and flexible caravans is luring travellers’ interest, who no longer want to restrict their travel to common destinations or their stays to hotel accommodations.

The way forward

While the conversation around caravan tourism is at an all-time high, there are several factors affecting its smooth growth. Ranging from lack of caravan products to road permits — service providers shared factors that could be improved to boost caravan tourism in India.

Tiger Ramesh said: “Conversion of a vehicle to a caravan is not permitted unless approved by ARAI (Automotive Research Association of India). Other factors that impact caravan tourism include lack of halting sites, permits to ply across India, road taxes to be paid in cash in various state borders etc. Caravans should be brought under a single license plate across India with one permit and allowed to ply using a central road tax mechanism (like GST).”

“As it is a huge investment business model, you need support from the Government in terms of subsidies, hybrid caravan parks, financial support, marketing and promotion – which we are somewhere lacking behind,” Panchal added.

Sharma added that most caravans abroad are made on truck chechis. However, the same got banned in India 2-3 years back. “I have been driving trucks and it is absolutely smooth and safe. Policymakers need to include experienced people to understand what caravaning is and make appropriate decisions.”

“Encouraging people to make caravans, encouraging fabrication, reducing tax on imports of fittings of caravans etc are some key things that policymakers must do,” he added.

Two years ago, Kerala launched a caravan policy with the aim of catapulting caravanning in the region onto the global tourism map. Around 10 caravans were introduced as part of this tourism project, which was billed as the next game changer in the industry. 

However, the project has struggled to attract tourists, and a significant number of caravans are now being used for other purposes, such as marriage functions and medical tourism.

An entrepreneur in north Kerala has been renting out caravans for these alternative uses to meet daily expenses and repay loan installments. The daily rent for a caravan ranges from ₹20,000 to ₹25,000. 

Despite the initial enthusiasm for the project, with the Tourism department receiving applications from investors to operate 439 caravans and 146 caravan parks, only 10 caravans are currently operational in the state, along with a caravan park at Wagamon.

One of the major setbacks for the sector is the absence of private caravan parks at idyllic locations, according to a report by The Hindu.

The delay in obtaining a no-objection certificate from departments to start caravan parks has also dissuaded investors. An official has stated that the project will not take off as long as private investors shy away from the sector.

One entrepreneur who invested ₹2.5 crore to set up a caravan park at Malampuzha had his project served a stop memo by local body officials and then by Irrigation department officials when the project was about to be commissioned last year. Despite waging a legal battle, he is yet to receive the NOC for commissioning the project.

The caravan policy was launched with high hopes of boosting tourism in Kerala. However, the challenges faced by the project highlight the complexities of implementing new tourism initiatives. 

The experiences of the entrepreneurs involved underscore the need for clear and supportive regulatory frameworks to facilitate the growth of innovative tourism sectors like caravanning .

Despite the current challenges, the potential of caravan tourism in Kerala remains significant. The state’s diverse landscapes and rich cultural heritage make it an attractive destination for tourists seeking a unique and flexible travel experience. 

With the right support and infrastructure, caravan tourism could still become a major contributor to Kerala’s tourism industry.

While the caravan project in Kerala has faced significant challenges, it represents an innovative approach to tourism that aligns with global trends towards more flexible and personalized travel experiences. The experiences of this project offer valuable lessons for future tourism initiatives in the state.
