NSW Shadow Minster for Tourism says 'Stay and Rediscover' vouchers will arrive too late
Shadow Minister for Tourism David Harris has called on the NSW Premier to speed up the introduction of the tourism vouchers announced on Wednesday.
New South Wales Premier Dominic Perrottet has been criticised by Labor for not implementing the “Stay and Rediscover Voucher Scheme” this year.
Mr Perrottet on Wednesday announced a $530 million tourism and event package which will give residents $50 tourism vouchers will be trialled at the end of the year, before they become functional in March 2022.
David Harris, the Shadow Minister for Jobs, Investment and Tourism, slammed the lethargic introduction of the vouchers.
“A $50 voucher in six months’ time isn’t exactly the stimulus tourism operators and accommodation providers were expecting. Tourism operators can’t afford to wait until next year for relief,” Mr Harris said in a statement.
The vouchers revealed by Mr Perrottet follow his announcement last week that regional travel would be allowed from November 1, the date when Mr Harris says the vouchers are needed.
“The Government should have had these vouchers ready to go by November 1 when regional travel resumes and well ahead of the Christmas/New Year holiday period when families will be able to travel,” Mr Harris said.
“It can’t be a rerun of the Vaccine Certificate app, people’s livelihoods are at stake.”
When the Premier announced the vouchers he admitted the closure of international borders had made it “incredibly challenging” for tourism operators and business owners who rely on tourism.
Mr Perrottet said the vouchers would bring tourism “back with a bang” adding the reason the vouchers were being delayed was to keep tourism booming after summer and into “shoulder season”.
“We know it's going to be a very bright summer after a very dark winter here in NSW and we want our tourism and accommodation sectors to thrive as we head into 2022,” he said.
A $60 million Aviation Attraction Fund has also been announced to encourage international airlines to reintroduce flights to Sydney.
“We are putting $60 million on the table… we want those flights back in the air, people back into Sydney,” Minister for Jobs, Investment and Tourism, Stuart Ayres, said.
Despite the announcements made by the NSW Government, Labor believes the $50 vouchers are not adequate, saying the amount falls short of the amounts given in other states where vouchers of up to $200 were offered.

MEMBER for Coffs Harbour Gurmesh Singh was named Shadow Minister for Tourism, Shadow Minister for Emergency Services and Shadow Minister for the North Coast by NSW Liberal leader Mark Speakman and NSW Nationals leader Dugald Saunders on Tuesday 9 May.
“I’m extremely honoured, and proud, to be Shadow Minister for Tourism, Shadow Minister for Emergency Services and Shadow Minister for the North Coast,” said Mr Singh.
“These are extremely important portfolios, and I will give them my all, but my priority will always be the people of the Coffs Harbour Electorate.
“For the residents of the North Coast, it’s important their interests are represented by someone who lives in, and has an intimate knowledge of, the issues and challenges facing our region.
“I look forward to having productive working relationships with our Labor Government counterparts to deliver the best outcomes for our local communities.
“I also look forward to working with my Nationals colleagues led by the new Leader of the Nationals, Dugald Saunders, and Deputy Leader of the Nationals, Bronnie Taylor.
“I also acknowledge the leadership and guidance of the former Nationals leader Paul Toole, who will continue to serve our party with distinction.
“We now look forward to getting on with the important task of holding the NSW Labor Government to account,” Mr Singh said.
In announcing the appointment, Mr Speakman said, ”Both in Parliament, and in every community across our state, our team will focus on the issues that matter to people, listen to the people of NSW and work constructively to develop solutions to improve the infrastructure, services and programs people rely on daily.
“From cost-of-living challenges and ever tighter family budgets, to housing affordability, reliable energy, local infrastructure needs and upholding integrity in government, we will ensure we’re focused on the people of NSW.

Angus Taylor will take the key shadow treasury post in a 24-member shadow cabinet containing 10 women and six Nationals.
The lineup was announced by opposition leader Peter Dutton and Nationals leader David Littleproud on Sunday.
In a sign the opposition may consider throwing its weight behind nuclear power, Queensland Liberal Ted O'Brien, a supporter of nuclear energy, becomes shadow minister for climate change and energy.
O'Brien chaired a parliamentary inquiry into nuclear power and wrote in 2020: “Rather than being perpetually divisive, I believe nuclear technology has the capacity to unite Australians. It is a proposition that brings together progressives and conservatives within the Coalition.”
Julian Leeser, from NSW, is promoted from the backbench to shadow attorney-general and shadow minister for Indigenous Australians. This will give him a key role in the opposition’s response to the government’s planned referendum to enshrine an Indigenous Voice to Parliament.
Leeser has had a long term interest and involvement in the Indigenous affairs area. He co-chaired with Labor’s Patrick Dodson a parliamentary inquiry on the constitutional recognition of Indigenous Australians where he was involved in the co-design process for a Voice to Parliament.
The Coalition has only one Indigenous member of the federal parliament, Jacinta Price, who will sit with the Nationals. Asked about her at his news conference, Dutton pointed out she had only just been elected, but signalled her likely future elevation.
The Nationals will have six members of the 24 member shadow cabinet – compared to five in the Morrison cabinet – reflecting their larger proportion of the Coalition, thanks to holding their seats and gaining a senator.
They have also seized back trade, a long term ambition, and a portfolio they had held in earlier times. Trade and tourism goes to NSW Nationals Kevin Hogan.
Littleproud, who chose his frontbenchers, has included in shadow cabinet Barnaby Joyce, whom he defeated for the leadership. Littleproud’s decision was presumably partly driven by his desire to keep the outspoken Joyce from making too much trouble. Joyce will be spokesman on veterans’ affairs.
Another former Nationals leader, Michael McCormack, is spokesman for international development and the Pacific in the outer shadow ministry.
Having 10 women matches the number in the Albanese 23-member cabinet.
Deputy Liberal leader Sussan Ley will be shadow minister for industry, skills and training, and for small and family business, as well shadow minister for women, where she will be charged with trying to win back the support of female voters who deserted the Coalition at the election.
A notable absence from the frontbench is former immigration minister Alex Hawke, a factional numbers man for Scott Morrison. Stuart Robert, another close ally of Morrison, has been demoted to the outer shadow ministry, becoming shadow assistant treasurer and shadow minister for financial services.
Morrison had indicated publicly he did not want a frontbench post. Colleagues do not expect him to serve out the full term.
Former Nationals resources minister Keith Pitt is off the frontbench. The shadow resources minister will be Queensland Nationals senator Susan McDonald.
Darren Chester, who ran for Nationals leader, remains on the backbench, to which Joyce consigned him last year.
Dutton prevailed on former foreign minister Marise Payne, who had not sought a frontbench position, to become shadow cabinet secretary.
Littleproud will continue in agriculture, an area he held in government.
Foreign Affairs goes to opposition Senate leader Simon Birmingham, where he will shadow his Senate opposite number, Foreign Minister Penny Wong. Birmingham is the leader of the diminished band of moderates in the Liberal party, after several fell to “teal” independents.
Former attorney-general and industrial relations minister Michaelia Cash becomes shadow minister for employment and workplace relations.
Karen Andrews will shadow her old area of home affairs, and also become shadow minister for child protection and the prevention of family violence.
Deputy Nationals leader Perin Davey takes water and emergency management.
Former trade minister Dan Tehan becomes shadow minister for immigration and citizenship.
Health and aged care goes to Anne Ruston, who in the election campaign was nominated by Morrison for the health portfolio if the government remained in office.
The Nationals leader in the Senate, Bridget McKenzie, will be shadow minister for infrastructure, transport and regional development.
Sarah Henderson – a one-time ABC journalist who has become a strong critic of the public broadcaster – will become shadow minister for communications.
Former member of the SAS, Andrew Hastie, becomes defence spokesman. He was assistant minister for defence before the election.
Victorian Jane Hume will be shadow minister for finance and shadow special minister of state.
Alan Tudge, whose status became confused in government after he stood aside following claims made by a former staffer, will be education spokesman.
Paul Fletcher becomes shadow minister for science, the digital economy and government services. He will also have responsibility for the arts.
Michael Sukkar takes social services, the NDIS, housing and homelessness.
The environment shadow will be Jonathon Duniam, a senator from Tasmania.
Dutton said the opposition had “incredible depth of talent”. “I’m cognisant of trying to bring people through for an opportunity,” he said.
Littleproud said the Nationals team he brought forward was “about renewal and generational change”.
He was enthusiastic about getting trade back: “The trade portfolio has had a long and proud history with the Nationals, including with party greats John McEwen and Doug Anthony”.

NSW Liberal Leader Mark Speakman and NSW Nationals Leader Paul Toole today announced the first tranche of shadow ministry appointments:

450 jobs for the Hunter as coal mine transforms into motor park and tourist resort

Rhonda Colliery mine will be transformed into a motor park and multi-tourism hotspot, following final stages of rehabilitation.
Once completed this will be Australia’s first dedicated recreation resort park for motoring enthusiasts, creating more than 450 jobs during construction and 229 permanent roles.
It is set to draw national and international attention to Lake Macquarie for its world-class high-speed circuit, driver training academy, Go Kart precinct and motoring resort facilities.
Mining is a temporary use of land and the NSW Government is committed to exploring new opportunities for post-mine land use which promotes new industries and encourages economic diversification.
With the relinquishment of the mining lease now being undertaken, handover to the Black Rock Motor Resort will soon take place.
Once operational, the Black Rock Motor Resort will feature:
- a world-class 5.25km driving circuit, designed by global F1 track design leader, Tilke Group
- a driver training centre
- go-kart racing
- adventure-tourism experiences
- a function centre
- a short-term accommodation centre
The Rhondda Colliery rehabilitation has been facilitated under NSW's robust and comprehensive framework for mine rehabilitation. It enables the repurposing of former mining land to ensure it can continue to be used in productive ways that support communities, while ensuring residual risks from mining are actively managed with any new site development.
There are a number of other major projects in NSW currently being considered for post-mine land use, including as renewable energy hubs and for pumped hydro. These sites include Idemitsu’s Muswellbrook coal mine and Yancoal’s Stratford mine near Gloucester.
Rhondda Colliery commenced underground and open-cut mining activities in the late 1800s before ceasing operations in 1971.
The NSW Government is in the process of establishing regional Future Jobs and Investment Authorities to grow future jobs and industries in coal-producing regions.
Once set up, the four authorities in the Hunter, Central West, Illawarra and North West will work across government to identify solutions tailored to each region’s needs.

“Black Rock Motor Resort demonstrates how we are laying the foundation in Lake Macquarie to embrace innovation, grow our economy and attract new investment.

NSW cashless gaming trial starts in Twin Towns Services Club at Tweed Heads
The New South Wales government's expanded cashless gaming trial will be put to the test from today as the technology is rolled out at its first venue.
Twin Towns Services Club in Tweed Heads will trial the technology on all of its 596 gaming machines, making it the largest trial site in regional NSW.
New South Wales Minister for Gaming and Racing David Harris said the trial would roll out on 4,000 machines at 27 venues across the state over the next three weeks.
Mr Harris said data from the trial would be analysed by an independent gaming panel to inform the government's gaming road map later this year.
"This will give us a real indication of how the public reacts with the technology and also what tweaks need to be made to ensure people's privacy and cybersecurity are protected," he said.
Mr Harris said the government was committed to implementing changes put forward by the independent gaming panel.
"We are absolutely committed to harm minimisation and [stopping] criminals operating within those venues," he said.
Mr Harris said Tweed Heads was chosen as ground zero for the trial because of its regional status, its location near the Queensland border, and its tourist numbers.
"It will give us some unique insights [into] how this will be rolled out across the whole state if successful," he said.
Pace of rollout criticised
Figures released by NSW Liquor and Gaming show punters lost more than $50 million playing poker machines in venues across the Tweed Shire in the first half of 2023.
NSW Opposition spokesperson for gaming Kevin Anderson said choosing a larger venue as the first regional site for the rollout did not disguise the slow pace of the government's plan.
"They promised a big game on gambling reform and 12 months on we've got one club. It's nowhere near enough," he said.
Mr Anderson said a venue with hundreds of gaming machines would not paint an accurate picture of the effects the cashless gaming system could have on smaller venues.
"The thing that concerns me is the financial impact that cashless will have on pubs and clubs," he said.
"What is the government doing to support those smaller clubs?
"Those smaller venues with 10 machines or less are just as important."
How it works
Ebet Gaming Systems chief executive Frank Makryllos said the trial would allow users to transfer money into a gaming account and use the system to transfer it to a gaming machine to play.
Mr Makryllos said the process required users to set limits before they started playing.
"You are able to put in daily limits, monthly limits, even a time limit," he said.
"The whole thing is about giving players the appropriate tools so they can manage their own play within their lifestyle and budgetary constraints."
Mr Makryllos said while the trial was voluntary, patrons at Twin Towns were being encouraged to sign up that required 100 points of ID and a face scan.
He said the ID system helped the technology target the problem of money laundering through pokie machines by matching the person to a bank account.
"We can make sure it is not a company bank account, that it is in your name, so we know that when funds are transferred we can directly attribute that to a consumer," he said.
Anti-gambling advocate sceptical
Anti-gambling organisation Kicking the Punt founder Ben Hamilton said he was sceptical of the trial and whether it would do anything to help problem gamblers.
"It sounds like it's more about them being able to track spending and combat money laundering," Mr Hamilton said.
"I'd be interested to see how easy it is to change your daily limit.
"To me the whole trial just seems like a delay tactic to see how the industry will make its next move."
Mr Hamilton said the best way to address problem gambling was to establish a statewide digitised self-exclusion register that was legally mandated and enforceable by venues.
