Mumbai Port Trust to develop city’s international cruise terminal
Government aims to increase cruise-liner traffic to india to 700 vessels a year. to start with, five ports, including mumbai, will be developed as hubs.
Union minister for transport and shipping Nitin Gadkari and Maharashtra Chief Minister Devendra Fadnavis on Thursday laid the foundation stone for an international cruise terminal at Ballard Pier, Mumbai.
The Mumbai Port Trust (MbPT) will handle the modernization and expansion of the terminal. At an estimated cost of Rs197 crore, the revamp is aimed to transform Mumbai into an international cruise destination. The new terminal will have all facilities that passengers get at the airports, MbPT officials said.
According to the cruise tourism roadmap prepared by M/s.Bermelo & Ajamil and Ernst & Young, close to 4 million passengers are expected to visit India in the coming years, and 3 million passengers are expected to take cruises from the Mumbai Port.
Sanjay Bhatia, chairman, MbPT, said, “The project will be undertaken in two phases, wherein by the end of this year, we will be able to cater to two lakh passengers. Post the completion by the end of 2019, the new terminal will cater to more than seven lakh passengers, with facilities on a par with international standards.”
The facilities will include shopping areas, hotels and separate lounges for arrival and departure.
Bhatia said that once the project is completed, the operation and maintenance will be carried out on a public-private partnership model. “We will issue tenders for it in a month,” Bhatia said.
In 2016-17, the Mumbai Port got around 55 cruise ships carrying about 60,000 passengers.
Terming the cruise policy as India’s economic growth engine, the government aims to increase the cruise liner traffic to India 10-fold to 700 vessels a year. To start with, five ports—Mumbai, Goa, Mangalore, Chennai and Kochi—will be developed as cruise hubs.

The much-awaited International Cruise Terminal in Mumbai will be ready and made operational to handle cruisers from all over the world by 2024, Maharashtra Chief Minister Eknath Shinde said on Tuesday (17 October).
The first-of-its-kind iconic sea cruise terminal in India is currently under construction at Ballard Pier Extension (BPX) berth of Mumbai Port.
The terminal will have a capacity of handling 200 cruise ships and one million passengers per annum and can berth two cruise ships at a time on the dock.
The sea cruise terminal with a total construction area of 4.15 lakh square feet, will have 22 elevators, ten escalators and multi-storied car parking for 300 cars.
Out of the total project cost of Rs 495 crore, Rs 303 crore will be incurred by Mumbai Port Authority and the remaining by private operators.
Problems' Galore
The Mumbai Port is presently handling its cruise traffic at BPX berth, which has a terminal building for this purpose.
This is a multi-purpose berth, right inside the cargo port and is used extensively for berthing of larger, beamier and over-dimensional vessels which are on the increase.
Further, as BPX is a custom notified area, entry and exit are highly regulated which creates a barrier for the free flow essential for a cruise terminal.
Also, BPX terminal is very close to the naval base and thus free and unregulated access is unlikely to be permitted on a large scale.
As such, it was decided to upgrade the present cruise terminal to make it at par with the international norms matching the best presently available cruise terminal in the world.
The cruise terminal at Mumbai port is typically expected to attract ships with passenger capacity of 2,500-3,000 and also large ships with 4,000 occasionally.
“Domestic and international cruising is expected to be the main activity at Mumbai Port in the coming days. The Mumbai Port Authority is laying a special focus on cruise tourism, passenger transportation and ship repair,” said Rajiv Jalota, chairperson of Mumbai Port Authority.

Development of Cruise Terminals in India
A new international cruise terminal is being built at Mumbai at an approximate cost of Rs. 300 crores out of which Rs. 197 crores is the share of Mumbai Port and Rs. 103 crores by PPP operator who would be engaged for operation and management of cruise terminal. The proposed cruise terminal would cover total constructed area of 4.15 lakh sq ft. with a total operational area of 1.7 lakh sq ft. and would be ground plus three storey structure with iconic design on cruise concept. The draft at this terminal would be 10.5 metre. The work is in progress and the estimated date of completion is December, 2019.
It is proposed to construct another cruise terminal facility in the Ernakulum Wharf of Cochin Port for bigger ships. The project consists of construction of an international cruise terminal building of approximate area of 2253 sq mt at an estimated cost of Rs. 25.72 crores. The work is under progress and estimated date of completion is 2020.
The following important steps have been taken by the Government to develop Cruise Tourism in the country:
- A Task Force was constituted in November, 2015 with Secretary (Tourism) as the Chairman and Secretary (Shipping) as the Co-chairman for coordinated efforts to create an enabling eco-system for the development of cruise tourism in India.
- Foreign flag vessels carrying passengers have been allowed to call at Indian ports for a period of 10 years with effect from 6 th February, 2009 without obtaining a licence from Director General of Shipping. This facility has been extended further for a period of 5 years i.e. upto 5 th February, 2024.
- Standardized Operating Procedures (SOPs) for cruise vessels have been revised and operationalised w.e.f. November, 2017 for uniform, predefined processes to be observed by all major ports.
- E-visa facility has been extended to five sea ports namely Mumbai, Goa, Mangalore, Cochin and Chennai. Immigration counters have been set up at five major ports visited by cruise ships.
- Cruise tourists arriving with e-visa have been exempted from the requirement of biometric enrolment for a period of three years i.e. till 31.12.2020 to facilitate expeditious immigration clearance.
- The port charges have been reduced and all major ports now charge a uniform single rate of $0.35 per GRT for first 12 hrs of stay w.e.f 3 rd November, 2017 and will remain in force for a period of three years.
- The ports do not levy any priority/ousting/shifting charges for berthing the cruise vessel.
- Walk-in berthing/preferential berthing to homeport cruise without any extra charge.
- To address manpower, coordination and logistic issues for handling cruise vessels at ports, Port Level Committees have been formed under the respective Chairmen of the above mentioned Major Ports to facilitate seamless handling of cruise ships and passengers.
This information was given by the Minister of State for Shipping and Finance Shri Pon. Radhakrishnan in a written reply to a question in Lok Sabha today.

New international cruise terminal to come up in Mumbai
Entry and exit are highly regulated and this presents barrier for a free flow essential for a cruise terminal
Mumbai: Maharashtra Chief Minister Devendra Fadnavis and Union Minister of Shipping Nitin Gadkari today laid the foundation stone for a new International Cruise Terminal at Mumbai Port Trust (MbPT).
Spread across 400,000 sq ft, the Terminal will be constructed according to international standards at a cost of Rs3 billion (Dh173 million) to berth super-liner ships and will have facilities like shopping malls, duty-free shops, restaurants, hotels and so on. It will have a reception, check-in, immigration and security facility for over 700,000 tourists per annum. The project will be completed by December 2019 with the Port Trust handling modernisation and expansion of the terminal.
Situated at Ballard Pier, the terminal is within 5-10 minutes driving distance from various centres of India’s cultural heritage like art galleries, a national and modern museum, public buildings that are of architectural magnificence, the shopping areas of Colaba Causeway, Marine Drive as well as the iconic Gateway of India and Taj Mahal Hotel.
Presently, the MbPT is handling cruise vessel operations at Ballard Pier extension berth which has a terminal building for this purpose. The multi-purpose berth has its limitations since it is also a custom-notified area. Entry and exit are highly regulated and this presents a barrier for a free flow essential for a cruise terminal. Moreover, it lacks the amenities to be provided as per international norms.
The new terminal, that will be upgraded and modernised, will be built on international standards to handle big size cruise vessels carrying 5,000 passengers.
Gadkari, who handles road transport, highways, shipping and water resources, said the terminal would be a boost to the economy with international tourists spending $70-$100 (Dh260-Dh367) per day for offshore excursion. It will also lead to creation of jobs for locals.
To make India an attractive cruise destination, tourists with e-visas will be exempted from biometric enrolment till December 2020. This will make immigration clearance faster, leaving passengers with more time to spend onshore.
Gadkari said 80 cruise-ships came to Mumbai in the last one year and 950 cruise ships will come in the next five years. He also informed of various projects of MbPT worth Rs65 billion. Of these projects, 27 projects are in the pipeline and will be inaugurated during the year. Sagarmala (ocean garland) project for Maharashtra is worth Rs2.41 trillion, he added.
According to the Ministry of Shipping, India’s outbound leisure tourism market is expected to cross Rs1 trillion by 2020.

International Cruise Terminal to be Started in Mumbai to Boost Maritime Tourism
October 17, 2023: Prime Minister Narendra Modi heralded a new era in India’s maritime history at the 3rd Global Maritime India Summit-2023 (GMIS). His vision illuminated the path towards establishing India as the third-largest economy in the world, with maritime trade playing a central role in this ambitious trajectory.
“India, with its vast coastline, robust ecosystem, and a tapestry of cultural heritage, has initiated the world’s largest river cruise service. The next monumental step is the launch of the Modern International Cruise Terminal in Mumbai,” articulated the Prime Minister. Modi emphasized the four pillars: development, demography, democracy, and demand as cornerstones in nurturing India’s maritime prowess.
International Cruise Terminal
The upcoming International Cruise Terminal in Mumbai stands as a testimony of maritime infrastructural excellence. Planned to be started in 2024, the terminal is envisioned to be a hub of activity, with the capacity to accommodate 200 cruise ships and manage a flux of 1 million passengers annually. This initiative is not merely a project but a testament to India’s commitment to bolstering its maritime capabilities and facilitating global trade and tourism, informed Chief Minister Eknath Shinde.
The Chief Minister also revealed a multitude of innovative strategies, including the amalgamation of multimodal connectivity that bridges rail and waterways. This, coupled with infrastructural enhancements like hydrogen hubs and LNG bunkering facilities, propels Maharashtra’s ports into realms of unparalleled efficiency and innovation.

The event also commemorated the 150th anniversary of the Mumbai Port Trust. A tribute to this legacy was showcased through the release of a postage stamp and a book, ‘Propelling India’s Maritime Vision’, by Governor Ramesh Bais and Chief Minister Eknath Shinde.
Governor Bais echoed the significance of maritime trade as the linchpin in Mumbai’s metamorphosis into a vibrant financial hub. The multifaceted contributions of ports and harbors have been pivotal, and a sincere call was made to sharpen focus on modern technology and security in augmenting international trade relations.
Signifying progress, the 2022-23 period marked a significant uptick in cargo volumes in Maharashtra, and new horizons were unveiled in passenger transport. The Jawaharlal Nehru Port Authority (JNPT) has been spotlighted as a remarkable contributor to this success, standing tall among the top 30 global ports.

Mumbai (aka Bombay) is a major Indian Ocean port and capital city of India's Maharashtra state (country's second-most populous and the world's 9th most populous). The city has urban population around 12,5 million (metro 18,5+ million).
Mumbai City is located on India's west coast and features a deepwater natural harbor. The city is also the country's wealthiest and is currently ranked the world's 37th by metro GDP. Mumbai also has India's highest number of millionaires and billionaires. The city is India's commercial, financial and entertainment capital, and among the world's top 10 in terms of financial flow (generates over 6% of India's GDP), accounting for 25% of India's industrial output, 70% of its maritime shipping trade and 70% of all capital transactions.
During British Raj (British India period 1858-1947), most of the buildings were constructed in Gothic Revival style - with Dutch roofs, German gables, Swiss facade timbering, casements, arches, plus traditional for India elements.
Approx 280 km (170 mi) to the north of Mumbai (direct/sea distance) is located the Alang Shipbreaking Yard , where are dismantled and recycled over 50% of the world's retired marine vessels.
Port Mumbai
Mumbai City is served by two main seaports - Jawaharlal Nehru Port Trust (JNPT) and Mumbai Port Trust (MbPT). The Port (locode INBOM) features one of the world's best natural harbors, as well as extensive wetdock and drydock facilities.
Commissioned on May 26, 1989, Jawaharlal Nehru Port is India's busiest seaport. It handles around 60% of the country's total containerized cargo.
Ferries (leaving from Ferry Wharf, Mazagaon) link the city with all neighbouring islands. Port Mumbai has also an important naval base (to the southeast of the city). In-port water transportation is via hovercrafts, catamarans and ferries. Services are regularly scheduled and provided via both government and private companies. Since December 2018, the ports Mumbai and Mormugao are linked via regularly scheduled cruiseferry line.
Port Mumbai serves major cruise ship companies , including P&O , Crystal , Costa , Holland America . To attract major international brands, in 2016, Mumbai Port Trust started offering cruise ship concessions, including cancellation of ousting charges (when the port had to move berthed cargo vessel) and a berth / docking certainty. Before 2016, cargo vessels were given preference over cruise liners, and the ship's operator had to book berthing 6 months in advance.
Until 2008, Port Mumbai had numerous cruise ship calls annually, but its high taxes forced most shipowners / operators to shift to Singapore . For season 2014-2015, the cruise port had scheduled a total of 37 ship calls (at Ballard Pier). During season 2015-2016 were handled 59 ship calls. Of those, 44 were visiting Mumbai as call port, the other 15 ‘were roundtrips. For season 2016-2017, the cruise port handled 55 ship calls with ~60,000 passengers.
On February 17, 2018, India's Prime Minister inaugurated Fourth Container Terminal (FCT), which is managed by Jawaharlal Nehru Port Trust. The new containership terminal nearly doubled the port's TEU capacity. After completion of the construction project's Phase 2 (in 2022), the port's annual capacity will be 5 times bigger (100 lakh containers annually). FCT is managed under a 30-year concession deal. Construction works started in October 2015.
The new terminal has India's deepest berths allowing docking of the world's largest boxships . The facility has total quay length of 1 km. Its gantry cranes reach 22 rows wide or greater. The terminal's handling capacity is 3 boxships simultaneously. The new terminal is linked to a dedicated railroad freight corridor with capacity ~350 TEU-containers per rake. Its rail facilities are the country's largest, with capacity to handle 1,5 km (1 mi) long container trains. There is also a storage facility for 1600 reefers (refrigerated containers) used for the shipping of agricultural and horticulture produce.
In 2018, APM Terminals Mumbai (2006-commissioned, aka "Gateway Terminals India"/GTI) became India's first container terminal to handle over 2 million TEUs in a calendar year. In 2019, APM Mumbai again reported 2+ million handled TEUs. GTI is a joint venture between APM Terminals and CONCOR/Container Corporation of India. The facility has total berth length 712 m (2336 ft), yard area 128 acres (52 hectares), modern equipment (10x quay cranes, 40x RTGs/rubber-tired gantry cranes, 3x RMGs/rail-mounted cranes).
In the period November 2019 through February 2020, in Mumbay was homeported the operated by Costa Cruises (shipowner Carnival Corporation ) ship Costa Victoria . In season 2019-2020, the liner had scheduled a total of 259 port calls (booked berthings) in Mumbai Port (compared to only 40 in season 2015-2016).
Among India's 5 main cruise ports ( Chennai , Goa , Cochin , Mangalore , Mumbai) that receive foreign passenger ships, Mumbai receives the biggest number of port calls. To handle the growing traffic, the old passenger terminal building was replaced by a new cruise terminal that is 10 times bigger than the old one.
On May 18, 2021, SPACEVPL ( SP Armada Clean Energy Ventures Pvt Ltd) signed with Mumbai Port Trust a 30-year license agreement to operate and maintain (till 2051) an FSRU (Floating Storage Regasification Unit) in Mumbai Harbour.
- SPACEVPL's shareholders are Shapoorji Pallonji Oil and Gas Pvt Ltd (51%) and Bumi Armada Netherlands BV (49%, subsidiary of Bumi Armada Berhad Malaysia).
- SPACEVPL's FSRU is the 6th commissioned LNG terminal on India's west coast (together with Gujarat's Dahej and Hazira, and Kerala's Kochi) and the 3rd in Maharashtra (together with Dabhol and Jaigarh).
In February 2022, APM Terminals Mumbai announce an investment og USD 115 million in port infrastructure developments to increase the capacity by ~10% (up to 2,18 million TEUs). The project included purchasing 6x StS cranes (Ship-to-Shore) and 3x RMG cranes (Rail-Mounted Gantry).
Mumbai cruise terminal
Mumbai Harbour's new cruise ship terminal (Mumbai International Cruise Terminal) is in the city's west end and in the Ulhas River estuary's southern part. The facility is at close proximity to major city highlights but it is recommended to use transport, and not to walk the distance. Taxis are not available at the terminal. There is a rank ten minutes away, within walking distance.
Mumbai's cruise port handled a total of 27,827 tourists/passengers during season 2012-13, via 41 ship calls. The city's international airport is approx 14 km (9 mi) away from the cruise terminal.
Mumbai Cruise Terminal is at Ballard Pier. The building has check-in, luggage handling facilities, duty-free shops, passenger lounge (waiting hall), souvenir stalls (selling handicrafts). From the ferry wharf (on berth 3) are offered cruise tours to Elephanta Island (in Mumbai Harbour) and the beaches located across.
By Mumbai Harbour's cruise port development plan was upgraded the existing passenger terminal and a new building (10 times larger) was constructed. The new terminal has Convention Center, Shopping Mall, Conference Hall, premium Yacht Marina (boat mooring facility).
(NEW) Mumbai Port Cruise Terminal
To make the city a gateway to India's international cruising tourism, Mumbai Port Trust (MbPT) invested into the construction of a new/larger passenger terminal, with modern-design facilities and amenities, such as escalators, restaurants, shops, etc - similar (and better) to those that are standard for the modern airport terminals.
Construction works at Ballard Pier officially started on January 11, 2018. MbPT handles the terminal's modernization and expansion project, budgeted at INR (â¨/rupee) 197 million (USD 31 million). The project was 2-phased, with scheduled completion in 2019-Q4 (by December). Replacing the existing facility, the new terminal (at BPX-Indira Dock) has annual capacity of ~700,000 passengers.
In May 2018, Port Amsterdam announced plans to bid for the new terminal by partnering with the local company JM Baxi & Co. Under the contract will be constructed terminal's overall structure.
Due to the COVID crisis, the terminal's construction was delayed and is currently scheduled for commissioning/inauguration in July 2024.
Due to design changes/expansion, the project's cost doubled - to INR (â¨/rupee) 495 (USD 65,135416 million), of which Rs 303 (US$39,870770M) was incurred by Mumbai Port Authority, and the remaining by private companies/ship operators.
The new cruise terminal can handle annually ~200 ships and has capacity to berth/dock two ships simultaneously. The interior design features 10 escalators, 22 elevators, a multi-storied car parking (capacity 300 vehicles).

India has the potential to attract 40 lakh cruise tourist passengers by 2041: Shri Nitin Gadkari
Ticketing systems for water transport, coastal roads, monorail and metro rail will soon be integrated: Maharashtra CM
The new domestic cruise terminal in Mumbai has been inaugurated today, October 20, 2018, by the Union Minister for Road Transport & Highways, Shipping and Water Resources, River Development & Ganga Rejuvenation, Shri Nitin Gadkari and the Chief Minister of Maharashtra, Shri Devendra Fadnavis. The much-awaited Mumbai - Goa cruise service 'Angriya' was also flagged off on the occasion.
Addressing the gathering, Shri Gadkari said that the domestic cruise sector will provide employment opportunities to 2.5 lakh youth in next five years. It will cater to nearly 30 lakh passengers from Mumbai in the next ten years. He said that India has the potential to attract 40 lakh cruise tourist passengers by 2041, out of which 32 lakh would visit Mumbai; he said that the domestic cruise terminal as well as the soon-to-be inaugurated international cruise terminal will hugely benefit them. The Minister also said that works to the tune of Rs. 2.5 lakh crore have been earmarked for ports under the Sagarmala project.
The Chief Minister said that Shri Gadkari has opened the east coast of Mumbai to the common people. He said that the domestic and the international cruise terminals will create jobs and have a positive impact on development. Speaking of various transports modes such as water, coastal roads, monorail and metro rail, Shri Fadnavis said that the ticketing systems of these various modes will soon be integrated.
The Mumbai – Goa Cruise Service is India’s first luxury cruise liner. It would sail to Goa three days a week. It would give a new dimension to cruise services and help expand its horizons in Maharashtra, Gujarat, Karnataka and Kerala.
The new terminal is centrally air-conditioned, with façade lighting. Mid-size cruise vessels with a carrying capacity of 300 – 400 passengers would be operated from Mumbai to Goa from the new terminal.
Interacting with the media on board the maiden voyage of Angriya, the Union Minister Shri Gadkari said that 100 cruises such as this will be started, giving a boost to Mumbai Goa connectivity. He said that such services will be launched in rivers too. Water hotels will be set up along the Thane - Virar route. Water taxis will become operational for the new airport and for Panvel. He added that the Central Government is ready to build a jetty to facilitate water transport from Thane. A sea plane too is being planned, said the Minister.
The Bhumi Pujan for the Reclamation at Jawahar Dweep for Tank Farm was also performed on the occasion. Under this project, excavated rock material from Metro Rail Project is being utilized by Mumbai Port for reclaiming 13 Ha. of land at Jawahar Dweep. The reclaimed land will be used for tank farm for storage of crude having capacity of 4.28 lakhs KL. The project is scheduled to be completed by October 2019.
The project adopts an environment-friendly approach for reclamation. It will result in savings of 50 lakh km of truck movement through city roads and about 12 lakh litres of diesel for MMRCL, resulting in less pollution. For BPCL and HPCL, 16 tanks each of 26,800 tonnes capacity for storing crude oil will be provided through this. It will also result in shorter distance of pumping, faster vessel turnaround and would enable more effective use of storage tanks at refinery.
The Bunkering facilities at Jawahar Dweep were also opened on the occasion. This is being done as the result of a tripartite agreement between BPCL, HPCL and Mumbai Port Trust. With the development of the Barge Handling Facility at Jawahar Dweep, Mumbai Port Trust has reinforced its identity as a Bunkering Hub, and is now geared up to meet a target bunker sales of 2.5 MMTPA by the year 2023.
The occasion also saw the handing over of Dry Dock and four berths at Indira Dock to Cochin Shipyard Limited (CSL) for 29 years, for floating Dry Dock and afloat repairs, as part of a joint venture between Mumbai Port Trust and CSL. The main objective of this project is to develop a world-class Integrated Ship Repair Facility at par with international shipyards, in line with the “Make in India” initiative. With the upgradation of Dry Dock and introduction of Floating Dry Dock, the facility will be able to cater to 140 vessels per year (as compared to 30 per year now) and would gradually increase it to 200 vessels per year.
MP Shri Arvind Sawant; State Tourism Minister, Shri Jaykumar Rawal; state Ministers Shri Vinod Tawde, Shri Subhash Desai, Shri Chandrashekhar Bawankule and Shri Madan Yerawar were present on the occasion.
