Hindi (मानक हिन्दी) is the first official language of India, alongside English, and is spoken as a lingua franca across the Indian subcontinent and Indian diaspora. Hindi shares its roots with other Indo-Aryan languages such as Sanskrit, Urdu , and Punjabi , as well as Indo-Iranian and Indo-European languages spanning Tajik to Pashto to Serbo-Croatian to English. Knowing even basic Hindi, whether for heritage, business, or pure curiosity, will allow you to communicate with over 1 billion people on this planet and become immersed in a rich language and culture.

Learning the Hindi Writing System

Step 1 Become familiar with Devanagari Script.

  • A chart with the Devanagari alphabet is available here: http://www.omniglot.com/charts/print/hindi.pdf .

Step 2 Study the Hindi vowels.

  • अ does not change the consonant, so if you see a consonant without a modifying symbol, it will have this vowel sound. [4] X Research source
  • When आ is added to a consonant, you add the symbol ा to the end of the consonant (for example, न na becomes ना naa when आ is added to it).
  • When इ is added to a consonant, you add the symbol ि to the left-hand side of the consonant (before the consonant).
  • When ई is added to a consonant, you add the symbol ी to the right-hand side of the consonant (after the consonant).
  • When उ is added to a consonant, you add the symbol ु beneath the consonant.
  • When ऊ is added to a consonant, you add the symbol ू beneath the consonant.
  • When ए is added to a consonant, you add the symbol े above the consonant.
  • When ऐ is added to a consonant, you add the symbol ै above the consonant.
  • When ओ is added to a consonant, you add the symbol ो to the right-hand side of the consonant (after the consonant).
  • When औ is added to a consonant, you add the symbol ौ to the right-hand side of the consonant (after the consonant).
  • When ऋ is added to a consonant, you add the symbol ृ beneath the consonant.
  • This vowel isn't very common in Hindi and is only found in Hindi words of Sanskrit origin. [5] X Research source

Step 3 Study the Hindi consonants.

  • Velar consonants, pronounced by using the back of the tongue at the roof of your mouth (e.g., k or g in English): क k , ख k (a), ग g , घ g (a), ङ n
  • Palatal consonants, pronounced by raising the front of the tongue just behind the gums [8] X Research source (e.g., j in "job"): च ch , छ ch (a), ज j , झ j (a), ञ n
  • Retroflex consonants, pronounced by curling the tongue backward and touching the roof of your mouth just behind the gums (none exist in English): ञ t , ट t (a), ड d , ढ d (a), ण n
  • Flap consonants, pronounced by "flapping" the tip of your tongue toward the roof of your mouth behind your upper front teeth (e.g., the t softening in words like "butter," which often sounds like "budder") : ड़ d and ढ़ d (a)
  • Dental consonants, pronounced by touching the tip of your tongue behind the back of your upper front teeth (e.g., th in "thin"): त t , थ t (a), थ d , ध d (a), न n
  • Labial consonants, pronounced by using the lips together (e.g., b in "baby"): प p , फ p (a), ब b , भ b (a), म m
  • Semivowels are vowel-like consonants, such as the w in "wet": य y (as in "young"), य r , ल l , व w or v
  • Sibilant consonants, pronounced by using the tip of the tongue to push air out in a hissing noise [9] X Research source : श sh , ष sh , स s
  • Glottal consonants, pronounced by using the glottis at thee back of the throat [10] X Research source : स h

Step 4 Distinguish between

  • Voiced consonants are pronounced by vibrating your vocal cords. [11] X Research source For example, voiced consonants in English include z in "zoo" and g in "good".
  • Unvoiced consonants are pronounced without vibrating your vocal cords. For example, unvoiced consonants in English include s in "snap" and k in "kitten".

Step 5 Distinguish between

  • Aspiration is another term for a burst of air released through your mouth.
  • The only way to really understand how this works in Hindi is to listen to recordings.

Step 6 Listen to a recording of the Hindi alphabet and then try to mimic the recording.

  • Once you have listened to the recording a few times, pause the recording and try to mimic the pronunciation of the speaker. Take your time and work your way slowly through alphabet.

Step 7 Learn how to write the Hindi alphabet.

Learning Hindi Grammar

Step 1 Become familiar with Hindi nouns.

  • A very general rule to determine the gender for a noun is words that end with the vowel आ aa are usually masculine and words that end with the vowel ई ee are usually feminine. However, there are many exceptions to this rule, so it's important to still learn the gender of every noun through memorization and practice.
  • For example: The noun for boy is: लड़का ladkaa (M) and the noun for girl is: लड़की ladkee (F). So in the case of these nouns, the general rule of gender applies.
  • On the other hand, nouns like केला kelaa - Banana (M) and मेज़ mez - Desk (F) or घर ghar - House (M) are all exceptions to the general rule of gender.

Step 2 Become familiar with Hindi pronouns.

  • First person singular: मैं main - I
  • First person plural: हम ham - We
  • Second person singular: तू too - You (Intimate)
  • A note on informal and formal pronouns: each pronoun is used based on the level of politeness in a conversation. Use the formal आप aap when meeting someone for the first time, talking to someone older than you or simply to show respect to the person you are addressing.
  • Use the informal तुम tum when chatting with your friends or close relatives. Use तू too when you are in a very informal or intimate conversation, such as talking to your partner or to young children. It would be considered extremely rude in Hindi to use तू too when talking to a stranger or someone you barely know.
  • Third person singular: यह yah - He / She/ It / This
  • In spoken Hindi these words are pronounced slightly differently: यह is pronounced yeh and वह is pronounced voh. Use यह yeh when talking about someone or something close to you, so if someone is standing right next to you, use यह yeh.
  • Use वह voh when talking about someone or something further away, so if someone is standing on the other side of the street, use वह voh.
  • When in doubt, use वह voh.
  • Third person plural: ये ye - These / They
  • You will often hear वे ve being pronounced as the singular “voh”. The third person plural pronouns follow the same rules: ये ye for people / things close to you (in the distance sense) and वे vo for people / things further away.
  • Note that both यह yeh or वह voh could mean either “he” or “she”, so there is no difference based on the gender of how you are talking to. You must rely on the context of the sentence to determine if a person is talking to a “he” or “she”.

Step 3 Become familiar with Hindi verbs.

  • Examples of Hindi infinitives include: होना honaa - to be; पढ़ना pahrnaa - to read or to study; बोलना bolnaa - to speak; सीखना seekhnaa - to learn; जाना jaanaa - to go.

Step 4 Learn the basics of conjugating verbs.

  • मैं हूँ main hoon - I am
  • हम हैं ham hain - We are
  • तू है too hai - You are (intimate)
  • तुम हो tum ho -- You are (informal)
  • आप हैं aap hain - You are (formal)
  • यह है yah hai - he/she/this is
  • वह है voh hai - he/she/that is
  • ये हैं ye hain - these/they are
  • वे हैं ve hain - those/they are
  • For masculine singular subjects, drop the infinitive ending ना naa and add ता taa.
  • For masculine plural subjects, drop the infinitive ending ना naa and add ते te.
  • For feminine singular or feminine plural subjects, drop the infinitive ending ना naa and add ती tee.
  • Because Hindi verbs have many tenses, you’ll want to use a textbook or other reference materials to learn verb conjugations beyond the basic present tense. A good reference dictionary will also help you conjugate new verbs.

Step 5 Continue to practice your conversational Hindi with longer phrases and sentences.

Practicing Words and Phrases in Hindi

Step 1 Purchase a good Hindi dictionary.

  • There are also Hindi dictionaries online. The University of Chicago’s “Digital Dictionaries of South Asia” project includes a dictionary of Urdu and Classical Hindi. [15] X Research source

Step 2 Learn the days of the week.

  • Sunday, Hindi word: RaveevaaR, Devanagari script: रविवार
  • Monday, Hindi word: SomvaaR, Devanagari script: सोमवार
  • Tuesday, Hindi word: MangalvaaR, Devanagari script: मंगलवार
  • Wednesday, Hindi word: BudhvaaR, Devanagari script: बुधवार

  • Friday, Hindi word: ShukRavaaR, Devanagari script: शुक्रवार
  • Saturday, Hindi word: ShaneevaaR, Devanagari script:शनिवार

  • Midnight, Hindi word: aadheeRaat, script: आधी रात
  • Now, Hindi word: ab, script: अब
  • Later, Hindi word: baad mey, script: बाद में

Step 4 Practice common phrases with a partner or with a recording.

  • Find a friend in your language class or look online in language forums for individuals looking to practice their conversational Hindi. There are also recordings of basic phrases online that you can refer to. [18] X Research source
  • Hi!, Hindi: Namastey!, script: नमस्ते
  • Good morning!, Hindi: Suprabhaat, script: सुप्रभात
  • Good evening!, Hindi: Shubh sundhyaa, script: शुभ संध्या
  • Welcome! (to greet someone), Hindi: Aapka swaagat hai!, script: आपका स्वागत हैं।

  • Thank you (very much)!, Hindi: Shukriyaa (Bahut dhanyavaad), script: शुक्रीया (बहुत धन्यवाद)

#*Don't be afraid to start speaking the language even if you only know basic vocabulary and grammar. The sooner you start, the faster you will pick up the basics of the language---learning Hindi is really a matter of practice and determination.

Expanding Your Knowledge

Step 1 Use online lessons to practice your skills.

  • The University of Pennsylvania offers a series of 20 audio lessons that cover the basics of Hindi grammar.

Step 2 Find a good textbook.

  • Rupert Snell's Teach Yourself Hindi course and book is highly recommended for beginners and includes audio.
  • Elementary Hindi by Richard Delacy and Sudha Joshi comprises a textbook and workbook with audio CD.
  • Sonia Taneja's Practice Makes Perfect Basic Hindi is a workbook full of exercises to help you build on existing knowledge and practice concepts such as conjugation.

IR-2024-45, Feb. 21, 2024

WASHINGTON — During the busiest time of the tax filing season, the Internal Revenue Service kicked off its 2024 Tax Time Guide series to help remind taxpayers of key items they’ll need to file a 2023 tax return.

As part of its four-part, weekly Tax Time Guide series, the IRS continues to provide new and updated resources to help taxpayers file an accurate tax return. Taxpayers can count on IRS.gov for updated resources and tools along with a special free help page available around the clock. Taxpayers are also encouraged to read Publication 17, Your Federal Income Tax (For Individuals) for additional guidance.

Essentials to filing an accurate tax return

The deadline this tax season for filing Form 1040, U.S. Individual Income Tax Return , or 1040-SR, U.S. Tax Return for Seniors , is April 15, 2024. However, those who live in Maine or Massachusetts will have until April 17, 2024, to file due to official holidays observed in those states.

Taxpayers are advised to wait until they receive all their proper tax documents before filing their tax returns. Filing without all the necessary documents could lead to mistakes and potential delays.

It’s important for taxpayers to carefully review their documents for any inaccuracies or missing information. If any issues are found, taxpayers should contact the payer immediately to request a correction or confirm that the payer has their current mailing or email address on file.

Creating an IRS Online Account can provide taxpayers with secure access to information about their federal tax account, including payment history, tax records and other important information.

Having organized tax records can make the process of preparing a complete and accurate tax return easier and may also help taxpayers identify any overlooked deductions or credits .

Taxpayers who have an Individual Taxpayer Identification Number or ITIN may need to renew it if it has expired and is required for a U.S. federal tax return. If an expiring or expired ITIN is not renewed, the IRS can still accept the tax return, but it may result in processing delays or delays in credits owed.

Changes to credits and deductions for tax year 2023

Standard deduction amount increased. For 2023, the standard deduction amount has been increased for all filers. The amounts are:

  • Single or married filing separately — $13,850.
  • Head of household — $20,800.
  • Married filing jointly or qualifying surviving spouse — $27,700.

Additional child tax credit amount increased. The maximum additional child tax credit amount has increased to $1,600 for each qualifying child.

Child tax credit enhancements. Many changes to the Child tax credit (CTC) that had been implemented by the American Rescue Plan Act of 2021 have expired.

However, the IRS continues to closely monitor legislation being considered by Congress affecting the Child Tax Credit. The IRS reminds taxpayers eligible for the Child Tax Credit that they should not wait to file their 2023 tax return this filing season. If Congress changes the CTC guidelines, the IRS will automatically make adjustments for those who have already filed so no additional action will be needed by those eligible taxpayers.

Under current law, for tax year 2023, the following currently apply:

  • The enhanced credit allowed for qualifying children under age 6 and children under age 18 has expired. For 2023, the initial amount of the CTC is $2,000 for each qualifying child. The credit amount begins to phase out where AGI income exceeds $200,000 ($400,000 in the case of a joint return). The amount of the CTC that can be claimed as a refundable credit is limited as it was in 2020 except that the maximum ACTC amount for each qualifying child increased to $1,500.
  • The increased age allowance for a qualifying child has expired. A child must be under age 17 at the end of 2023 to be a qualifying child.

Changes to the Earned Income Tax Credit (EITC). The enhancements for taxpayers without a qualifying child implemented by the American Rescue Plan Act of 2021 will not apply for tax year 2023. To claim the EITC without a qualifying child in 2023, taxpayers must be at least age 25 but under age 65 at the end of 2023. If a taxpayer is married filing a joint return, one spouse must be at least age 25 but under age 65 at the end of 2023.

Taxpayers may find more information on Child tax credits in the Instructions for Schedule 8812 (Form 1040) .

New Clean Vehicle Credit. The credit for new qualified plug-in electric drive motor vehicles has changed. This credit is now known as the Clean Vehicle Credit. The maximum amount of the credit and some of the requirements to claim the credit have changed. The credit is reported on Form 8936, Qualified Plug-In Electric Drive Motor Vehicle Credit , and on Form 1040, Schedule 3.

More information on these and other credit and deduction changes for tax year 2023 may be found in the Publication 17, Your Federal Income Tax (For Individuals) , taxpayer guide.

1099-K reporting requirements have not changed for tax year 2023

Following feedback from taxpayers, tax professionals and payment processors, and to reduce taxpayer confusion, the IRS recently released Notice 2023-74 announcing a delay of the new $600 reporting threshold for tax year 2023 on Form 1099-K, Payment Card and Third-Party Network Transactions . The previous reporting thresholds will remain in place for 2023.

The IRS has published a fact sheet with further information to assist taxpayers concerning changes to 1099-K reporting requirements for tax year 2023.

Form 1099-K reporting requirements

Taxpayers who take direct payment by credit, debit or gift cards for selling goods or providing services by customers or clients should get a Form 1099-K from their payment processor or payment settlement entity no matter how many payments they got or how much they were for.

If they used a payment app or online marketplace and received over $20,000 from over 200 transactions,

the payment app or online marketplace is required to send a Form 1099-K. However, they can send a Form 1099-K with lower amounts. Whether or not the taxpayer receives a Form 1099-K, they must still report any income on their tax return.

What’s taxable? It’s the profit from these activities that’s taxable income. The Form 1099-K shows the gross or total amount of payments received. Taxpayers can use it and other records to figure out the actual taxes they owe on any profits. Remember that all income, no matter the amount, is taxable unless the tax law says it isn’t – even if taxpayers don’t get a Form 1099-K.

What’s not taxable? Taxpayers shouldn’t receive a Form 1099-K for personal payments, including money received as a gift and for repayment of shared expenses. That money isn’t taxable. To prevent getting an inaccurate Form 1099-K, note those payments as “personal,” if possible.

Good recordkeeping is key. Be sure to keep good records because it helps when it’s time to file a tax return. It’s a good idea to keep business and personal transactions separate to make it easier to figure out what a taxpayer owes.

For details on what to do if a taxpayer gets a Form 1099-K in error or the information on their form is incorrect, visit IRS.gov/1099k  or find frequently asked questions at Form 1099-K FAQs .

Direct File pilot program provides a new option this year for some

The IRS launched the Direct File pilot program during the 2024 tax season. The pilot will give eligible taxpayers an option to prepare and electronically file their 2023 tax returns, for free, directly with the IRS.

The Direct File pilot program will be offered to eligible taxpayers in 12 pilot states who have relatively simple tax returns reporting only certain types of income and claiming limited credits and deductions. The 12 states currently participating in the Direct File pilot program are Arizona, California, Florida, Massachusetts, Nevada, New Hampshire, New York, South Dakota, Tennessee, Texas, Washington state and Wyoming. Taxpayers can check their eligibility at directfile.irs.gov .

The Direct File pilot is currently in the internal testing phase and will be more widely available in mid-March. Taxpayers can get the latest news about the pilot at Direct File pilot news and sign up to be notified when Direct File is open to new users.

Finally, for comprehensive information on all these and other changes for tax year 2023, taxpayers and tax professionals are encouraged to read the Publication 17, Your Federal Income Tax (For Individuals) , taxpayer guide, as well as visit other topics of taxpayer interest on IRS.gov.

Nikki Haley’s first few events outside the early-voting states have been in diverse Michigan and Minnesota suburbs home to the moderate and college-educated voters that form crucial parts of her base. She has little to no infrastructure there. But she has been able to light up audiences so much that it has been difficult to tell she has virtually no mathematical path past Donald Trump for the G.O.P. nomination.

Nikki Haley tells her rallygoers in Minneapolis that those in the news media are losing their minds because she won’t give up. “Why is she working so hard in this race? The reason I’m doing this is not one thing,” she said, adding to some laughs that at least they “figured out it’s not be vice president.”

In Minneapolis, Nikki Haley has not strayed much from remarks she has given in Michigan and South Carolina. She has blasted Donald Trump on the border, his admiration for Vladimir Putin and his disparaging remarks on military members when he himself received a military deferment during the Vietnam War — “apparently, he had bone spurs,” she said. But her audience is erupting into loud cheers and whistles with every jab.

Nikki Haley, at her event in Minneapolis tonight, did not get too far into delivering her stump speech before protesters began to interrupt her. One young man was forcibly removed as he struggled and repeatedly shouted, “Nikki Haley don’t come back! You are a vile racist!”

At a campaign event in Minneapolis, Nikki Haley is welcomed with cheers by an energetic audience of what looks to be 500 people. Her attendees in Michigan and now Minnesota have been younger and a little more diverse than those in her early states. One man is holding a homemade sign that reads, “You are Important.”

Asked by a Detroit radio host why he was running, President Biden had a simple answer: “Donald Trump — I know I can beat him, and I know he must be beaten.” He said of Trump that “in 2020, I wasn’t sure that he was as radical as he is.” He acknowledged Michigan “played an important role” in his 2020 victory and urged voters to “make your voice heard” in Tuesday’s primary.

President Biden appealed to Black voters in Michigan on “The Bushman Show,” a Detroit radio show, a day before the primaries. In a conversation that looked ahead to the general election, Biden pointed to the makeup of his cabinet and investments in historically Black colleges. “There’s not a damn thing an African American can't do that anybody else can do,” he said. “They’re just not given a shot — everybody deserves a shot.”

Officers in New York City zip-tied the hands of about two dozen people who were protesting President Biden's handling of the Israel-Hamas war. Biden was in the city for a taping of NBC's "Late Night." Dozens of police officers moved into the Rockefeller Center lobby around 4:30 p.m., after a building security official informed the protesters that they would be arrested if they remained. They kept chanting.

As President Biden visited Manhattan for an interview on NBC’s “Late Night” with Seth Meyers, Jewish Voice for Peace, a progressive group that has called for a cease-fire in Gaza, held a demonstration inside 30 Rockefeller Plaza. About 50 people stood in the lobby and on a balcony, unfurling banners that read “Jews to Biden: Stop Arming Genocide” and chanting “Biden, Biden, you can’t hide, you are funding genocide.”

Nikki Haley downplayed the news that Americans for Prosperity Action, the network created by the billionaire Koch brothers, suspended its spending on her. “We were never financially dependent on AFP," she said in a news conference in Grand Rapids. “They’re a great organization that believes in freedom and smaller government, and I appreciate the partnership. But that wasn’t something we were focused on for money.”

Nikki Haley lambasted Donald Trump, amping up her rhetoric about how he has transformed the G.O.P. “Donald Trump is turning the Republican Party into his own playpen, where it’s all about him,” she said in Grand Rapids, Mich. “Donald Trump’s not watching out for the Republican Party. He’s not watching out for America. He’s watching out for himself.”

In Grand Rapids, Nikki Haley again hammered Donald Trump for blocking a recent congressional border deal, saying he needs to stay out of it. “I hear Donald Trump and Joe Biden are going to the border,” she said over both men’s planned visits to the U.S.-Mexico border. “I don’t know what took him so long. I was there almost a year ago.”

The Trump campaign is blasting President Biden over planning a trip to the border the same day as Trump, calling it a political decision that won’t solve the border crisis. “Biden’s last-minute, insincere attempt to chase President Trump to the border won’t cut it,” a spokeswoman, Karoline Leavitt, said in a statement.

I’m at Nikki Haley’s rally in the ballroom of a hotel in Grand Rapids, Mich. Introducing Haley is Jimmy Green, C.E.O. of the Associated Builders and Contractors of Michigan, who implored the audience of more than 150 people to remember that character is just as important as policy. “I have never, ever been embarrassed to call her a Republican,” he says of Haley, a shot at her G.O.P. opponent, Donald Trump.

When President Biden traveled to El Paso last year — his first trip to the border since taking office — he was largely acceding to Republican-led criticism that he was avoiding the crisis at America’s doorstep. But when he visits later this week, Biden will be going on the offensive against House Republicans who recently blocked bipartisan legislation to issue restrictions at the border.

Nikki Haley, who has pledged to stay in the race until Super Tuesday, is spinning her South Carolina defeat as bad for her opponent rather than herself , saying Trump lost 40 percent of the vote. She has a busy week of campaigning ahead of her, but polls in the states she is expected to visit, including Colorado, Minnesota, North Carolina, Utah and Virginia, show her lagging far behind him.

Gov. Gretchen Whitmer of Michigan, speaking on CNN on Sunday, urged Democrats not to protest President Biden’s Israel policies by casting a ballot for “uncommitted” in Tuesday’s primary. “I understand the pain,” Whitmer said, but “any vote that’s not cast for Joe Biden supports a second Trump term.” She pointed to Trump having banned people from some Muslim countries from entering the United States.

Biden will make a rare visit to the southern border on Thursday, the same day as Trump.

President Biden is planning to make a rare visit to the southern border on Thursday, his press secretary said, traveling to Brownsville, Texas, on the same day that former President Donald J. Trump has already scheduled a border trip.

The plans underscore the urgency now propelling Mr. Biden and his team on immigration, which has become one of his most serious political liabilities. Under the Biden administration, record numbers of migrants have crossed the southern border — a fact that Mr. Trump and Republicans have wielded aggressively against Mr. Biden.

A majority of Americans disapprove of Mr. Biden’s job performance, and polls show that voters who disapprove of him cite immigration more than any other policy issue as a reason.

On his Thursday trip to Brownsville, Mr. Biden plans to meet with Border Patrol, law enforcement and local officials, according to Karine Jean-Pierre, Mr. Biden’s press secretary. Mr. Biden did not directly answer a reporter’s question on Monday about whether he would meet with migrants.

The president is expected to put the blame for the migration crisis on House Republicans, who blocked a bipartisan package that would have enacted severe restrictions at the border, and to call on Congress to come together and address the challenge.

Mr. Biden said he had planned the visit without being aware that Mr. Trump would also be traveling to the border.

“I planned it for Thursday. What I didn’t know was that my good friend apparently is going,” Mr. Biden told reporters during a trip to New York, making an apparent reference to Mr. Trump.

Mr. Biden has been considering executive actions that would essentially prevent those who cross the border from claiming asylum, but Ms. Jean-Pierre did not specify any new policies he would roll out.

“Him going is an action,” she said. “He’s taking this very seriously.”

Mr. Trump will visit Eagle Pass in Texas on Thursday. CNN reported the planned trip last week.

Mr. Trump plans to deliver remarks from the border to highlight the immigration crisis and lay blame at the feet of Mr. Biden, according to a person close to Mr. Trump who was not authorized to discuss the plans publicly.

Mr. Trump is expected to highlight crimes committed by migrants in New York and in other cities, as well as the arrest of a Venezuelan undocumented immigrant in the recent high-profile killing of a 22-year-old nursing student in Georgia, the person added.

On Monday, after the news of Mr. Biden’s visit was announced, Mr. Trump sought to blame his rival for the killing, writing on his social media site, “When I am your President, we will immediately Seal the Border, Stop the Invasion, and on Day One, we will begin the largest deportation operation of illegal CRIMINALS in American History!”

Mr. Biden’s visit to Brownsville, which has historically felt the effects when illegal crossings surge, comes as the White House tries to pivot on its political strategy at the border. For much of his time in office, Mr. Biden and his aides avoided publicly talking about the border, even though his senior aides were warned early on that the migration crisis could erode his support with voters.

Facing calls to visit the border in 2021, Vice President Kamala Harris described the move as a “grand gesture” and said she was more focused on addressing the root cases of migration, but she eventually acceded to the pressure and visited El Paso .

Mr. Biden’s aides spent months debating whether to put in place more enforcement-minded policies at the border to contend with the increase in migration as Republicans accused Mr. Biden of being weak on border security.

But after denouncing Mr. Biden for months over the border, House Republicans then tanked the bipartisan immigration bill, in part because Mr. Trump did not want Mr. Biden to gain a policy victory.

Mr. Biden’s senior aides believe the opposition allowed the White House to go on the attack and accuse Republicans of simply playing politics at the border and failing to actually alleviate the crisis. Democratic officials have also pressed the White House to attack Republicans for walking away from a package that included the kind of restrictions even Trump allies demanded for years.

“The border is in chaos,” Mr. Biden told donors last week in Los Altos Hills, Calif. “They don’t have the personnel.” He said Republicans would not even give the government the money “for the machines to detect the fentanyl that’s coming in.”

“It’s not what it says about political courage, it’s about what it says about the state of the party,” Mr. Biden said.

The executive order Mr. Biden is considering would shut down the border to new arrivals if more than an average of 5,000 migrants per day tried to cross unlawfully in the course of a week, or more than 8,500 tried to cross in a given day. It is likely to be blocked by the courts, but even the rollout of such an order would allow the White House to deflect accusations that it is avoiding the crisis and would continue to put pressure on Republicans to come to a legislative compromise.

Where that stands, though, is uncertain. At a White House meeting with governors on Friday during the National Governors Association conference, Mr. Biden told the governors that lawyers had told him he could not use the kinds of measures that Mr. Trump had, according to two people familiar with the remarks. It was unclear specifically which authority he was referring to.

“There is no executive action that would have done what the bipartisan Senate-negotiated proposal would have done,” Ms. Jean-Pierre said. “There was a deal coming out of the Senate in a bipartisan way that took four months. Republicans got in the way because of what Donald Trump told them to do.”

By making the visit to the border, the White House appeared to be hoping to avoid the kind of political backlash it faced when Mr. Biden took roughly a year to visit East Palestine, Ohio , after a Norfolk Southern train derailed and spilled a toxic mess in the small town.

Mr. Trump filled the void, visiting the community in February 2023 in the weeks after the derailment, fueling accusations that Mr. Biden had neglected the crisis.

On the eve of the Michigan primary, a determined Haley pushes on.

Former Gov. Nikki Haley of South Carolina will continue a blitz of campaigning on Monday, resolute in her presidential bid despite a string of losses, with a rally in Grand Rapids, Mich., before she heads to Minneapolis for another one later in the evening.

After a bruising 20-point loss to former President Donald J. Trump in South Carolina’s Republican primary on Saturday, Ms. Haley has had only a few days to focus on Michigan, where polls show her, once again, trailing him badly . She will have even less time to campaign in the states that follow.

Ms. Haley spent weeks focusing on the contest in her home state, leaving South Carolina only briefly to raise funds or campaign in any of the 15 states — including delegate-rich California and Texas — that will hold contests on March 5, Super Tuesday. Many polls in those states show her trailing Mr. Trump by wider margins than she did in South Carolina.

And while she has continued to gather donations — she collected $1 million from grass-roots supporters in less than 24 hours after her loss in South Carolina, according to her campaign — Americans for Prosperity Action, a political network created by the billionaire Koch brothers, announced on Sunday that it would be cutting off crucial support for her campaign .

President Biden may have his own troubles in Michigan. While he is all but guaranteed to score an easy victory in the state’s Democratic primary, which will also be held on Tuesday, a movement is encouraging voters to cast a ballot for “uncommitted” in protest of his policy on the Israel-Hamas war.

A protest vote has little chance of derailing Mr. Biden’s primary campaign in Michigan, but it may raise concerns that he will be vulnerable in the swing state in November. He won the state in 2020 by 154,000 votes. Mr. Trump won it in 2016 by 10,700.

Mr. Trump, for his part, has not scheduled any campaign events after his decisive victory in South Carolina. For weeks now, he has sought to move past the primaries to focus on the general election. But even as he is the dominant front-runner in the Republican race, he has not yet acquired the delegates needed to clinch the party’s nomination.

Reporting from Dearborn, Mich.

A rally in Michigan urges a protest vote against Biden’s Israel policies.

Two days before the Michigan Democratic primary, speakers at a rally on Sunday in Dearborn, Mich., urged voters to withhold their support from President Biden over his policy on the war in Gaza — and said that only Mr. Biden and Democrats who support his Israel policies would be to blame if the protest vote helped former President Donald J. Trump win in November.

“You all know Trump is an existential threat to our democracy,” said one of the speakers, Representative Rashida Tlaib, Democrat of Michigan, “and President Biden is risking another Trump term over his support for the most right-wing government, most extremist government in the history of Israel.”

Ms. Tlaib is the only member of Michigan’s congressional delegation backing an effort encouraging Democrats to protest Mr. Biden’s stance on the war in Gaza by voting “uncommitted” in the state’s primary on Tuesday. That movement, led by a group called Listen to Michigan, has energized a primary that Mr. Biden is expected to win handily, but it has raised concerns that the president could be losing support he needs to win the swing state in the general election in November.

It is unclear how much support the push to vote “uncommitted” has garnered, even as Listen to Michigan has held rallies and visited mosques across the state since it began its efforts this month.

But the event on Sunday, which was organized by a group known as the Michigan Task Force for Palestine and drew more than 200 people to an indoor event space in Dearborn, was intended, in part, to show that support for the effort extends beyond Michigan’s large Arab American community. Other speakers at the rally included the Black pastor of a Baptist church in Detroit; a lawyer affiliated with Jewish Voice for Peace, a group of progressive activists; and leaders of a local chapter of the United Automobile Workers, which has endorsed Mr. Biden but also backed a cease-fire .

“This is not an Arab issue for President Biden,” said Mayor Abdullah Hammoud of Dearborn, a Democrat who spoke at the rally and is backing the “uncommitted” effort. “It’s not a Muslim issue. He’s got a humanitarian issue on his hands.”

Mr. Biden’s allies — including Gov. Gretchen Whitmer, Democrat of Michigan , who is a co-chair of his re-election campaign — have argued that any vote not cast in support of the president aids Mr. Trump, the dominant front-runner for the Republican nomination. They have highlighted Mr. Trump’s past anti-Muslim remarks, in particular his calls to reimpose a travel ban .

Speaking on CNN on Sunday, Ms. Whitmer said that she understood “the pain” that many Arab Americans were feeling, but added that “any vote that’s not cast for Joe Biden supports a second Trump term.” She pointed to Mr. Trump’s banning people from some countries with predominantly Muslim populations from entering the United States when he was president.

Several of the speakers on Sunday dismissed such arguments, saying that while they did not want to see Mr. Trump re-elected, they were determined to push Mr. Biden to address their concerns about the Mideast conflict.

“No, I don’t want Trump to win, but I don’t see any other way unless Biden acts,” said Councilwoman Gabriela Santiago-Romero, a Detroit Democrat who added that she was “tired of being asked to vote out of fear.”

“We must put fear into the hearts of Democrats,” she said.

Ammar Moussa, a spokesman for the Biden campaign, said in a statement that Mr. Biden “knows the importance of earning the trust of every community” and that the president was “working closely and proudly with leaders in the Muslim, Arab American and Palestinian communities.” He added that Mr. Biden had “urged Israel to do everything possible to avoid civilian casualties” and to allow humanitarian aid into Gaza.

In addition to Listen to Michigan, Mr. Biden is facing opposition from a campaign called Abandon Biden, whose supporters across several states, including Michigan, have pledged not to vote for the president in November no matter what, citing the high death toll in Gaza.

On Sunday, Ms. Tlaib criticized her congressional colleagues who have voted to send military aid to Israel. “I have a message for many of them now: Michigan is courageously saying no more,” she said.

And when she called on those in the room to “show up” on Tuesday, someone shouted back: “We’re there!”

Ronna McDaniel, the R.N.C.’s top official, plans to step down on March 8.

The chairwoman of the Republican National Committee said on Monday that she would step down in just over a week, as former President Donald J. Trump seeks to install a new handpicked leader for the national party ahead of the general election this fall.

The decision is not a surprise. The chairwoman, Ronna McDaniel, told Mr. Trump weeks ago that she planned to leave shortly after the South Carolina primary, which was held on Saturday. But she now sets in motion a new election within the party’s official body, where Mr. Trump’s preference for chair and co-chair will try to secure enough votes to take over.

Mr. Trump has publicly backed Michael Whatley, the chairman of the North Carolina Republican Party and the national committee’s general counsel, to replace Ms. McDaniel. And he has said that he wants his daughter-in-law, Lara Trump, to be the next co-chair.

Mr. Trump’s remarks on the R.N.C. leadership came in the run-up to the South Carolina primary on Saturday, and in anticipation of his tightening his grip on the party. He ended up defeating his main rival, former Gov. Nikki Haley of South Carolina, by more than 20 points in her home state.

“I have decided to step aside at our spring training on March 8 in Houston to allow our nominee to select a chair of their choosing,” Ms. McDaniel said in a statement to The New York Times. “The R.N.C. has historically undergone change once we have a nominee, and it has always been my intention to honor that tradition. I remain committed to winning back the White House and electing Republicans up and down the ballot in November.”

Ms. McDaniel, the first woman chair of the R.N.C. in more than 40 years, thanked Mr. Trump and other Republicans for their support. She had been the chairwoman of the Republican Party in Michigan, and became the national committee leader in 2017, after Mr. Trump won the state in the 2016 election.

Ms. McDaniel called it “the honor of a lifetime” to have served in the role, and recounted her accomplishments during her tenure, including focusing on early voting and creating an election integrity unit after the 2020 election.

That unit focuses on an issue that Mr. Trump and his associates plan to push in the general election in 2024, despite no evidence of widespread fraud in the 2020 election and Mr. Trump’s allies having lost dozens of court cases related to that election. He has made it clear that he wants the R.N.C. to do more on election integrity.

Mr. Trump and his advisers have also expressed anxiety about the committee’s financial strain, although some of his allies concede privately that Mr. Trump has made that task more difficult over time. The R.N.C. reported raising $12 million in January, while the Trump campaign raised just under $9 million.

One key element of Ms. McDaniel’s tenure that her allies point to is that, under her leadership, the R.N.C. has not faced criminal charges or the kinds of expansive legal actions that have ensnared Mr. Trump and those supporters who helped him try to stay in power after he lost the 2020 election to President Biden.

R.N.C. officials let two of Mr. Trump’s lawyers, Rudolph W. Giuliani and Sidney Powell, use their headquarters to host a news conference where the lawyers made wild and false claims about voting systems in late November 2020, but party officials did not participate in that event. They also did not get involved in most of the legal efforts that Mr. Giuliani championed.

And while both Mr. Giuliani and Ms. Powell have been sued by Dominion Voting Systems for their baseless claims about the company’s machines, and Fox News faced an enormous settlement for libel claims, the committee was not caught up in it.

Ms. McDaniel has rarely been targeted by Mr. Trump publicly, and he called her a “friend” in a social media post after they had a long meeting two weeks ago, ahead of her expected departure.

Ms. McDaniel was overwhelmingly re-elected to a new term just last year. It has been many years since a party chair left the post during an election year.

For months, Ms. McDaniel was the subject of an intense pressure campaign by some of Mr. Trump’s most vocal allies in the right-wing news media ecosystem to force her from her post. They focused their frustrations over the party’s performance in 2022, not on the former president and the candidates he backed, but on the party chair.

For his part, Mr. Trump repeatedly pressured Ms. McDaniel to cancel the primary debates and, occasionally, according to people familiar with the discussions, the primary contests themselves. She resisted his push to call off the debates and did not have the power to cancel the caucuses and primaries, which are run by the states and the state parties.

Criticism from some of Mr. Trump’s allies for her performance was countered by praise for her work from several Republican officials who gave statements through the R.N.C., including Senator Steve Daines of Montana, the chairman of the Senate Republican campaign arm, and Representative Richard Hudson of North Carolina, the chairman of the House Republican campaign arm.

Kevin McCarthy, the former House speaker who was recently forced out of his seat by hard-right members of his caucus, described her as a “strong leader” and said she was “instrumental in helping us win back the House majority” after losing it in 2018.

“Her leadership in the party helped expand the electoral map and supported candidates that are now rising stars,” Mr. McCarthy said.

Months after backing Haley, Koch network suspends support for her campaign.

The political network created by the billionaire industrialist Koch brothers announced on Sunday that it was suspending its support for Nikki Haley in the presidential primary after her latest defeat in South Carolina.

The group, Americans for Prosperity Action, had spent tens of millions of dollars trying to elevate Ms. Haley and prevent the renomination of Donald J. Trump, but it had already slowed its spending in the G.O.P. race dramatically after Ms. Haley fell short in the New Hampshire primary last month. The organization made its decision official on Sunday.

“Given the challenges in the primary states ahead, we don’t believe any outside group can make a material difference to widen her path to victory,” Emily Seidel, the chief executive of Americans for Prosperity Action, wrote in an email to the staff. The email was first reported by Politico.

Ms. Seidel wrote that the group would now focus on House and Senate races, adding that the conservative organization remained concerned about the political aftershocks of Mr. Trump winning the G.O.P. nomination.

“If Donald Trump is at the top of the Republican ticket, the risk of one-party rule by a Democratic Party captured by the progressive left is severe,” she wrote.

Ms. Seidel described how the last three elections had shown “what we can expect from voters who consistently rejected Donald Trump and his impact on the Republican party brand.”

Ms. Haley’s campaign had announced that it had raised $1 million in the less than 24 hours since polls closed in South Carolina on Saturday and she lost her home state. She has vowed to stay in the race through Super Tuesday, on March 5.

In a statement, the Haley campaign praised Americans for Prosperity Action as an ally.

“We thank them for their tremendous help in this race,” the statement read. “Our fight continues, and with more than $1 million coming in from grass-roots conservatives in just the last 24 hours, we have plenty of fuel to keep going. We have a country to save.”

The endorsement from the group, which was announced in November, was crucial for Ms. Haley. It came as she was trying to gain traction against Mr. Trump, particularly given how small her team was at the time. It gave her access to a direct-mail operation, field workers to knock on doors and people to make phone calls to prospective voters in Iowa and other states.

Still, despite those efforts, Ms. Haley came in a distant third to Mr. Trump in Iowa. One person close to the network said that it had focused on grass-roots voter outreach in the final stretch leading up to South Carolina, as opposed to advertising.

After word of the group’s pullback became public, Mr. Trump posted on his social media website that Charles Koch “and his group got played for suckers right from the beginning!”

Jazmine Ulloa has been reporting on Nikki Haley’s campaign since the summer of 2023. Ahead of Super Tuesday, she is following Haley on a cross-country swing that kicked off in Detroit.

In a rally north of Detroit, Haley warns that Trump can’t win in November.

Nikki Haley, fresh off another defeat by former President Donald J. Trump, brought her sputtering campaign on Sunday to Michigan, warning that even if Mr. Trump clinches the 2024 Republican nomination he has too much baggage to win in November.

In a rally north of Detroit, just a day after a 20-point loss in South Carolina, her own home state, Ms. Haley continued to spin her defeat as a troubling sign not for herself but for her opponent, saying that she represented a significant 40 percent of Republican voters that the incumbent president could not tear away. ( The latest results from South Carolina’s primary show her finishing at 39.5 percent to Mr. Trump’s 59.8 percent.)

“You can’t have a candidate who’s going to win a primary who can’t win a general,” she insisted to nods of approval and applause from hundreds of people packed into a hotel ballroom in Troy, Mich.

The general election pitch is one that Ms. Haley has been making for months — and one that could prove potent in Michigan, a battleground state. But Ms. Haley is facing an uphill climb in Michigan, just as she is in the other swing states that she is expected to visit this week ahead of upcoming primary contests.

Mr. Trump narrowly lost Michigan to Joseph R. Biden Jr. in 2020 after a presidential term alienating independents and suburban women, the segments of the electorate that make up a strong part of Ms. Haley’s small but not insignificant base. And her campaign has counted the state as one of more than a dozen that are critical to her path to the nomination because they have primaries not limited to registered Republicans.

But the difficulty for Ms. Haley in Michigan, which holds its primary on Tuesday , is similar to that in the early-voting states: She’s running for the Republican Party’s presidential nomination, and the base is sticking with him. The strength she has shown with more moderate voters, even Democrats, has not been enough to overcome his significant advantage.

Richard Czuba, an independent pollster in Lansing, Mich., said the state had a long history of Republican and Democratic voters crossing over in presidential primaries to upend contests and send a message. But he predicted little chance of that for Ms. Haley. The results of the state’s Republican primary this year are seemingly such a foregone conclusion, mostly thanks to Mr. Trump’s dominance, that his polling firm had even stopped bothering to survey voters, he added.

“There is no race,” he said.

Ms. Haley’s campaign began running its first television advertisements in the state only last week, targeting the Detroit area with part of what her staff said was a half-million-dollar buy in the state. Her allied super PAC reported spending another half-million for ads in the Michigan market as of Saturday, according to federal filings.

Ms. Haley arrived in the state with little to no momentum. While she has continued to amass donations — she collected $1 million from grass-roots supporters in less than 24 hours after her loss in the South Carolina primary, according to her campaign — Americans for Prosperity Action, the political network created by the billionaire industrialist Koch brothers, announced on Sunday that it would no longer be spending in support of her run. Ms. Haley is expected to hold more fund-raisers while on her cross-country campaign swing this week.

In interviews on Sunday, many of Ms. Haley’s supporters said they were grateful that she was keeping up the fight. Some were fed up with Mr. Trump’s grip on the party and on Michigan Republicans, and they worried that his mercurial nature and slew of legal troubles did not bode well for the future of the nation. None of them wanted a Trump-Biden rematch in November.

“Trump’s in a huge amount of problems just in the courts,” said Denise McDonald, 65, a retired pensions plan manager, “and both he and Biden walk a fine line just by their age.”

Onstage, Ms. Haley echoed Mr. Biden’s promises during the 2020 presidential election to return normalcy to U.S. politics if elected, saying that she was “talking about the heart and soul of our country.” As she has since the field winnowed to two candidates, from more than a dozen, she continued her sharp attacks on Mr. Trump, criticizing him over increasing the national debt, warming up to dictators, promoting an isolationist foreign policy and seeking to influence the Republican National Committee.

“He’s not going to get the 40 percent by trying to take over the R.N.C. so that it pays all legal fees,” she said. “He’s not going to get the 40 percent if he is not willing to change and do something that acknowledges the 40 percent. And why should the 40 percent have to cave to him?”

Her loss in South Carolina on Saturday was her first ever in the state, where she rose to become its first female governor. Though she outperformed the polls there, drawing just below 40 percent of the vote, she still did not meet her own benchmark: She did not do better than the 43 percent support she received in New Hampshire in January. In her election night speech and in a video released Sunday, pledging to keep up the fight , Ms. Haley argued the percentages were about the same, casting herself as the voice for the people seeking an alternative to a Trump-Biden rematch.

Polls in the states she is expected to visit this week, including Colorado, Minnesota, North Carolina, Utah and Virginia, show her lagging far behind Mr. Trump.

Hours before the last ballots were cast in South Carolina, Ms. Haley appeared to suggest a winding down could be in sight.

“We’re going to keep going all the way through Super Tuesday,” she told reporters in Kiawah Island, where she voted with her family at a polling station inside a gated community near her home. “That’s as far as I’ve thought in terms of going forward.”

Michigan will award only 16 of 55 delegates based on the results of its primary on Tuesday. The rest will be allotted at its convention on Saturday in a process likely to advantage Mr. Trump.

The state will make for an interesting backdrop. Mr. Trump focused on the voting in Michigan in his efforts to subvert the 2020 election. He won the state by nearly 11,000 votes in 2016 , and lost it to Mr. Biden by more than 150,000 votes in his 2020 re-election bid. Mr. Trump has since maintained a chokehold on the state’s Republican Party, as it has fallen into a political maelstrom of warring factions.

Dennis Darnoi, a longtime Republican strategist in Michigan, also rejected the idea that Democrats and left-leaning independents could help Ms. Haley when they have their own competitive contest. Liberal groups have been calling for a protest vote against President Biden over his response to the war between Israel and Hamas. Democratic supporters of the president have been pushing back.

Mr. Darnoi recalled that the Haley campaign initially appeared to be sending many texts to the state’s prospective voters but noted that the communication had dropped off and become intermittent. Her ground game has been “fairly nonexistent,” he said.

“The Michigan primary voter is very supportive of Donald Trump. They are very excited to vote for him,” Mr. Darnoi said, adding that there did not seem to be a lane for anyone else.

Alexei Navalny's mother says Russian officials tried to force her to hold a 'secret funeral'

The mother of Russian opposition figure Alexei Navalny on Thursday said she had been given access to her son’s body but officials would not release it unless she agreed to a “secret funeral.”

Lyudmila Navalnaya, who has been attempting to retrieve her son's corpse since Saturday , said in a video that she spent 24 hours in a morgue in Salekhard, the Siberian town near the prison where Navalny died, along with the Salekhard Investigative Committee but without her lawyer.

Navalnaya said investigators were "blackmailing" her by telling her that if she didn't agree to a secret funeral, they would "do something with the body."

The protest movement led by Navalny, an anti-corruption activist, organized large demonstrations against the government of President Vladimir Putin. A funeral could galvanize the beleaguered movement.

Russian authorities have already struggled to contain an upswelling of support for the opposition following Navalny's death. According to the rights group OVD-Info, some 400 mourners were detained across Russia over the weekend for paying tribute at memorials to Navalny.

In this grab taken from video provided by the Navalny Team on Feb. 22, 2024, Russian Opposition Leader Alexei Navalny's mother Lyudmila Navalnaya speaks during a video statement from the Arctic city of Salekhard, 1937 km (1211 miles) northeast of Moscow, Russia outside the public eye.

Kira Yarmysh, Navalny’s spokesperson, said on X that the medical report shown to Navalnaya stated that Navalny had died of natural causes. Russian authorities have refused to release his body pending a preliminary inquest.

“I’m recording this video because they started threatening me.” Navalnaya said, adding that an official told her: “Time is not on your side, corpses decompose.”

NBC News cannot confirm Navalnaya's claims. Russian officials were not immediately available for comment.

In a video released Monday, his widow, Yuliya Navalnaya, blamed Putin for his death, and said that her husband had been poisoned with the nerve agent Novichok. She further asserted that his body was being held until traces of the poison had disappeared.

The Kremlin has denied the accusation of poisoning.

Russian authorities reported that Navalny, 47, who fought a yearslong battle against official corruption and Putin’s government, which included him  surviving at least one poisoning attempt , died while in custody at a Siberian prison on Friday.

According to the Russian Prison Service, Navalny fell ill after a walk on Friday, and almost immediately lost consciousness.

In a series of Telegram posts, Ivan Zhdanov, an ally of Alexei Navalny and director of the Anti-Corruption Fund, commented on the circumstances of the release of the body, calling it "low and vile."

Navalnaya said officials wanted Navalny’s funeral to be “done secretly, without a proper farewell. They want to bring me to the outskirts of the cemetery, to a fresh grave and say, ‘Here lies your son.’”

“I won’t consent to that,” she said. “I want all of you, who cared about Alexei, and for whom his death was a personal tragedy, to have an opportunity to say goodbye to him,” she said.
