The US is seeking stronger ties with India, which it sees as a vital ally in efforts to contain China’s rise.

The administration of United States President Joe Biden is scheduled to host Indian Prime Minister Narendra Modi during an official visit later this week, as the two countries strengthen their ties amid shared antipathy towards China’s growing influence.

The White House will hold a state dinner in Modi’s honour on June 22, a sign of the burgeoning relationship between the two powers who have stepped up cooperation in areas such as trade and arms sales.

In a press release, the Biden administration said that a recent trip to New Delhi by National Security Advisor Jake Sullivan “underscored the dynamism of the US-India partnership in advance of Prime Minister Modi’s historic official state visit next week to the United States”.

But human rights groups say the celebratory dinner is a de facto endorsement of India’s far-right turn under Modi’s leadership — and undermines the Biden administration’s stated goal of emphasising human rights and democracy in its foreign policy.

During Modi’s tenure, India’s Muslims and other minorities have experienced an uptick in violence and repression as the government leans into a form of Hindu nationalism known as Hindutva . Modi has also been criticised for seeking to consolidate power and crack down on dissent.

“A state dinner is a special occasion; it’s not something that just any foreign leader receives,” Edward Mitchell, the deputy executive director of the Council on American-Islamic Relations (CAIR), told Al Jazeera over a phone call.

“How can the White House honour a leader who is an open anti-Muslim bigot, a right-wing ideologue who censors journalists and turns a blind eye to lynchings? You can work with India and Modi without taking this extra step to celebrate him.”

Confronting China

While advocacy groups have called for greater scrutiny of India’s human rights record , foreign policy experts say the Biden administration is primarily interested in the country as a potential counterweight to China, which the US sees as its most formidable global competitor.

Sarang Shidore, Director of Studies and Senior Research Fellow at the Quincy Institute, a US-based think tank, told Al Jazeera that he believes the US-India relationship will continue to grow as long as their shared concern over China remains in place.

“The United States does not conduct its foreign policy based on democracy and human rights. It conducts its foreign policy based on its interests, as all states do,” Shidore said.

China’s growing military power and assertive territorial claims have become a source of concern for nearby Asian countries such as the Philippines, Vietnam, Japan and India. The US has worked to fashion alliances with many of those countries in an attempt to contain China’s expanding influence.

“No question, there is increased Chinese nationalism,” said Shidore. “And China sees India as an increasing challenge due to its relationship with the US.”

Expanding ties

That was not always the case. During the Cold War, India’s relations with the US were often frosty. The country had cultivated close ties with the USSR and helped spearhead the Non-Aligned Movement, an organisation of countries that rejected pressures to join either pro-US or pro-Soviet blocs.

For its part, the US was a key ally of Pakistan. And by the early 1970s, the administration of US President Richard Nixon started to build a cooperative relationship with China, as an attempt, in part, to place pressure on the USSR.

But as the Cold War ended and China’s economic rise became a preoccupation of US foreign policy, India — with its size and economic heft — started to be seen as a key regional ally.

Despite its improved ties with the US, however, India has continued to resist what it sees as a false choice between the US and countries like President Vladimir Putin’s Russia.

But as Russia wages war in Ukraine and Washington seeks to isolate Moscow economically and diplomatically, that balancing act has become more difficult for India to maintain.

While India has increased its purchase of weapons from countries such as France and the US and recently agreed on a roadmap to increase cooperation with the US defence industry, it remains the world’s largest importer of Russian arms.

India has also joined China in buying up Russian oil at discounted prices, while the US and the European Union angle to limit Russia’s power in the global energy market.

But Shidore said that India’s status as a central player in Washington’s Asia strategy gives it significant leverage . Its ties to Russia are not likely to get in the way of its relationship with the US, he explained.

“India has played this quite well, playing Russia and the US off each other, and has benefitted in the process,” he said. “A country like India, which has such a strong convergence with the US on China, can create major spaces where it will differ very strongly from the US and can ride that out.”

Consolidating control

While US relations with allies such as Saudi Arabia and Israel have come under political scrutiny in recent years, Modi’s trip to the US has been welcomed with bipartisan support. An a joint letter inviting Modi to address Congress during his visit, members of the US House of Representatives and Senate have hailed the visit as a sign of the “enduring friendship” between the two countries.

“During your address, you will have the opportunity to share your vision for India’s future and speak to the global challenges our countries both face,” the letter reads.

However, Modi’s human rights record has not gone entirely unremarked. On Tuesday, a group of more than 70 lawmakers from the US House and Senate penned a letter to the Biden urging him to discuss concerns about religious freedom and journalistic expression in his talks with Modi.

The Muslim rights group CAIR, meanwhile, has issued a statement calling on the White House to drop its plans for a state dinner.

Modi’s high-profile reception in the US is a far cry from what he experienced before he was first elected prime minister in 2014. Prior to becoming India’s leader, Modi had been banned from entering the US due to allegations that he turned a blind eye to anti-Muslim violence in the western Indian state of Gujarat in 2002, when he was the province’s chief minister.

The deadly 2002 riots were the subject of a BBC documentary that Modi tried to ban in January, invoking his emergency powers as prime minister. The rights groups Amnesty International and Human Rights Watch screened the documentary in Washington on Tuesday.

Human rights groups say the move to ban the film was representative of a larger effort under Modi to stifle dissent and exercise control over independent institutions. They also accuse his government of pursuing an agenda influenced by far-right Hindu nationalism.

In an annual report on religious freedom in May, the US State Department expressed concern about the situation in India, noting that there were “open calls for genocide against Muslims”, lynchings and “attacks on places of worship”.

In May, for the fourth year in a row, the US Commission on International Religious Freedom called on the State Department to designate India as a “country of particular concern”.

In some states controlled by Modi’s Bharatiya Janata Party (BJP), politicians who lean into violent anti-Muslim rhetoric face little reprimand. Some Hindu nationalist paramilitaries have also waged a campaign against interfaith marriages , which they portray as an effort to dilute the Hindu population and win converts to Islam through “love jihad”.

Shidore, however, said that Modi’s human rights record has been quickly “papered over” and is unlikely to prevent cooperation with the US, so long as China remains a serious global competitor.

“The United States”, he said, “has set human rights issues aside in order to strengthen ties”.

Prime Minister Narendra Modi of India will receive a lavish welcome on Thursday in Washington, where he will address a joint session of Congress and be feted by President Biden and the first lady in a state dinner at the White House — only the third state leader to be hosted by the current administration.

Swirling around the pageantry of a momentous visit for U.S.-India relations, seen as an affirmation of India’s rise as an economic and diplomatic power, will be weighty questions of geopolitical alignments with regard to China’s economic influence and Russia’s military aggression, as well as the erosion of India’s secular democracy under Mr. Modi. How much if any of that will be publicly addressed by the two leaders is unclear.

The visit is a significant diplomatic prize for Mr. Modi , who was once denied a visa to the United States for his role in religious riots in his home state, and as prime minister has increasingly consolidated power and edged his country closer to one-party rule.

Still, the Biden administration has painstakingly sought to draw India closer, economically and militarily, at the cost of muddling his oft-stated worldview of a pitched battle between autocracies and democracies .

Here is what to know about Mr. Modi’s state visit.

The U.S. is trying to draw India closer.

Announcing Mr. Modi’s state visit, the White House press secretary said the occasion would celebrate “the warm bonds of family and friendship that link Americans and Indians together.” Like his predecessors, Mr. Biden has leaned into the hope that India, the world’s most populous democracy and the fifth-largest economy, will serve as a counterweight to China’s growing global economic heft. Treasury Secretary Janet L. Yellen last year visited India as part of the administration’s push to shift global supply chains away from its political and economic adversaries.

“New Delhi has a pivotal role to play in checkmating China — if politically nudged, militarily helped and geopolitically encouraged by the U.S. and its allies,” said Happymon Jacob, who teaches Indian foreign policy at Jawaharlal Nehru University in New Delhi.

The urgency for improved relations has intensified with Russia’s war on Ukraine, a geopolitical crisis that has placed India at the center of jostling between the United States and its allies and President Vladimir V. Putin of Russia. India, while fostering closer ties with the United States, has maintained military and economic relations with Russia, buying up Russian oil at a discount and staying away from backing United Nations resolutions that have condemned Russia’s aggression.

Defense cooperation is high on the agenda.

The United States wants to help India bolster its domestic defense industry and increase military cooperation between the two countries in an attempt to wean India off its long dependence on Russia for its weaponry. Defense Secretary Lloyd J. Austin III and the national security adviser, Jake Sullivan, each traveled to New Delhi this month ahead of the state visit to lay the groundwork for closer defense partnerships.

A substantial majority of India’s arsenal is estimated to be of Russian origin , the result of a decades-long defense relationship between the two countries at a time when the United States was instead supplying weapons to India’s rival, Pakistan. While the proportion of Russian arms in India’s defense imports has decreased in recent years, the country still remains dependent on Russia for parts and maintenance.

Highlighting increased technological cooperation, military coordination and intelligence sharing between the two countries, Mr. Austin said during his New Delhi visit: “This all matters because we face a rapidly changing world. We see bullying and coercion from the People’s Republic of China, Russian aggression against Ukraine that seeks to redraw borders by force and threatens national sovereignty.”

Modi is accused of undermining democracy.

In hosting Mr. Modi, Mr. Biden will be standing shoulder to shoulder with a leader who is immensely popular in his country but has sidelined challengers , co-opted judicial systems and consolidated power to a degree that has concerned observers and critics about the democratic erosion in the nation that recently surpassed China to become the world’s most populous.

This week, more than 70 Democratic lawmakers urged the president in a letter to raise upholding democratic values and human rights with the Indian prime minister, citing “troubling signs in India toward the shrinking of political space, the rise of religious intolerance, the targeting of civil society organizations and journalists, and growing restrictions on press freedoms and internet access.”

Mr. Modi’s India has become particularly perilous for the nation’s more than 200 million religious minorities, as his right-wing vigilante supporters have fomented religious tensions with the aim of imposing Hindu supremacy on India’s constitutionally secular democracy. That’s led to a perpetual sense of combustibility on the ground, particularly for India’s Muslims.

In March, Rahul Gandhi, India’s best-known opposition leader and Mr. Modi’s chief rival, was convicted on a charge of defamation and sentenced to two years in prison. He filed an appeal and remains free, but the conviction allowed Mr. Modi’s allies to oust him from the country’s Parliament.

As PM embarks on his visit to France, here is a look at countries where Narendra Modi became the first Indian Prime Minister ever to visit.

Mongolia: Narendra Modi was the first-ever Indian Prime Minister to visit Mongolia in May 2015. During his visit, various agreements were signed between both nations. 

Palestine:  PM Modi visited Palestine in February 2018, the first for any Indian Prime Minister. During his visit, he signed six agreements worth around $50 million that includes setting up of a $30 million super speciality hospital in Beit Sahur. He was also conferred the highest civilian award of Palestine, the Grand Collar of the State of Palestine.

Rwanda: Prime Minister Narendra Modi's Rwanda visit in July 2018 was the first visit to the East African country by any Indian Prime Minister. He held a bilateral meeting with the President of Rwanda and also met the business community. The PM visited the Genocide Memorial and participated in an event on "Girinka” (one cow per family), a national social protection scheme of Rwanda personally initiated by President Paul Kagame.

Israel: In the year 2017, Narendra Modi became the first Indian Prime Minister to visit Israel. During the visit, seven MoUs were signed. 

Bahrain:  PM Modi visited the Kingdom of Bahrain in August 2019. This was the first-ever Prime Ministerial visit from India to the Kingdom. PM Modi held talks with Prime Minister His Royal Highness Prince Shaikh Khalifa bin Salman Al Khalifa and other leaders. He also interacted with the Indian diaspora.

Papua New Guinea: Prime Minister Modi was the Indian leader to visit Papua New Guinea. He visited the world's third-largest island country in May 2023. 

List of nations Indian PM visited after a long time 

Fiji: In 2014 November, PM Modi visited Fiji. He became the first Indian head of government to visit Fiji after 33 years, after Indira Gandhi's visit in 1981. During his maiden visit, the PM attended a 'Forum for India-Pacific Island Cooperation' along with leaders from all 14 Pacific island nations. He was conferred with the highest honour of Fiji. PM Modi was conferred with the "The Companion of the Order of Fiji" in recognition of his global leadership.

Seychelles: In March 2015, PM Modi visited Seychelles, thus becoming the first Indian Prime Minister to travel to Seychelles in 33 years, after Indira Gandhi. Modi's visit to Seychelles was part of his "Indian Ocean outreach" programme.

Mozambique: PM Narendra Modi visited Mozambique in 2016. This was the first prime ministerial visit from India to Mozambique after the visit of then-Prime Minister Indira Gandhi in 1982.

Sweden:  PM Modi visited Sweden in April 2018. This is the first visit of an Indian Prime Minister to Sweden in 30 years. PM Modi, during his bilateral visit to Sweden, held productive talks with Swedish PM Stefan Lofven. PM Modi interacted with leading business leaders. The PM also met His Majesty King Carl XVI Gustaf, King of Sweden. 

UAE: In August 2015, PM Modi visited the United Arab Emirates (UAE). He was the first Indian Prime Minister in 34 years to visit the UAE. Indira Gandhi was the last Indian Prime Minister to have made a trip to the country in 1981.

Ireland:  PM Modi made a stopover in Ireland in 2015, marking the first visit by an Indian Prime Minister to the country in around 60 years. Jawaharlal Nehru was the last Indian Prime Minister to visit Ireland in 1956. 

Turkmenistan:  Modi was the second Indian PM to visit Turkmenistan in 2015 after PV Narasimha Rao. PM Modi visited Turkmenistan and other central Asian countries following his visit to Russia for the BRICS summit.

Jordan: PM Modi visited Jordan in 2018, making it the first visit by an Indian Prime Minister in 30 years. Rajiv Gandhi visited the nation in 1988. PM Modi held a meeting with Prime Minister Hani Al-Mulki and King Abdullah II of Jordan.

PM Modi Has Visited 58 Foreign Countries Since 2015, Tours Cost Rs 517 Crore

New Delhi: Prime Minister Narendra Modi has visited 58 countries since 2015 and a total expenditure of Rs 517 crore was incurred on his travels, the Centre revealed in the Rajya Sabha on Tuesday.

In a written response to questions posed by Nationalist Congress Party’s Fauzia Khan, minister of state for external affairs V. Muraleedharan provided details of the prime minister’s visits abroad since 2015, including their outcome.

“The total expenditure on these visits was Rs 517.82 crore,” he said.

According to the details provided by Muraleedharan, PM Modi has visited the US, Russia and China most frequently, travelling to these countries five times. He has also made multiple trips to Singapore, Germany, France, Sri Lanka and the United Arab Emirates.

Some of the visits were multi-nation trips while some were standalone bilateral visits, the reply shows.

Modi’s last trip was to Brazil on November 13-14 in 2019, where he attended a summit of the influential BRICS (Brazil-Russia-India-China-South Africa) grouping.

Muraleedharan said Modi’s visits to the countries have enhanced their understanding of India’s perspectives on bilateral, regional and global issues.

He said the visits helped in strengthening India’s relations with the countries in a wide range of sectors including trade and investment, technology, defence collaboration and people-to-people contact.

“These, in turn, have contributed to India’s national development agenda to promote economic growth and well being of our people,” the minister said.

“India is now increasingly contributing to shaping the global agenda at the multilateral level including on climate change, trans-national crime and terrorism, cyber security and nuclear non-proliferation, and offering to the world its own unique initiatives for global issues like the International Solar Alliance,” he added.

The reply also states, “[The] Prime Minister’s interactions during his visits abroad have enhanced understanding of India’s perspectives on bilateral, regional and global issues by other countries, and have strengthened our relations with them across a wide range of sectors including trade & investment, technology, maritime, space, defence collaboration and people to people contact.”

Muraleedharan’s response also shows that during the PM’s visits to China, New Delhi and Beijing have signed more than 50 treaties, most of which are memorandoms of understanding (MoUs). The two countries have been locked in a military faceoff at the border near Ladakh since May this year.

Nepal and India relations

To a separate question on Nepal, Muraleedharan said India’s age-old ties with the neighbouring country are “unique and special”, based on shared history, geography, culture, close people to people ties, mutual security and close economic linkages, according to a PTI report .

Asked whether the government is aware that Nepal has signed a number of transit and transportation treaties with China in the past few years to shrug off its dependence on India, he said New Delhi’s ties with Kathmandu stand on their own merit.

“Two thirds of Nepal’s global trade is with India and over 90 per cent of Nepal’s third country import-export transit is through India. India’s ties with Nepal stand on their own merit, and are independent of Nepal’s relations with third countries,” he said.

India’s ties with Nepal came under strain after the Himalayan nation came up with a new political map in May showing Lipulekh, Kalapani and Limpiyadhura in Uttarakhand as its territories.

India maintains that these areas along the border with Nepal in Uttarakhand belong to it.

PM Modi to visit Kerala, Tamil Nadu, Maharashtra on Feb 27-28: Here is the full schedule

Prime Minister Narendra Modi will be on a two-day tour of Kerala, Tamil Nadu and Maharashtra on February 27 and 28, where he will inaugurate and lay the foundation stone of multiple development projects worth over Rs 24,000 crore.

Here is the full schedule of his tri-state tour:

February 27.

10.45 am: Modi will visit Vikram Sarabhai Space Centre (VSSC) at Thiruvananthapuram.

Three important space infrastructure projects will be inaugurated at the Vikram Sarabhai Space Centre, including the PSLV Integration Facility (PIF) at the Satish Dhawan Space Centre, Sriharikota, which will help in boosting the frequency of PSLV launches from 6 to 15 per year; new ‘Semi-cryogenics Integrated Engine and stage Test facility’ at ISRO Propulsion Complex at Mahendragiri, which will increase the payload capability of the present launch vehicles; and ‘Trisonic Wind Tunnel’ at VSSC, Thiruvananthapuram, which will serve future technology development needs. These three projects providing world-class technical facilities for the space sector have been developed at a cumulative cost of about Rs 1,800 crore.

Further, the Prime Minister will also review the progress of India’s first human space flight program Gaganyaan Mission and bestow ‘astronaut wings’ to the astronaut-designates.

Festive offer

Modi will also address a public meeting in the city. “Kerala is tired of UDF and LDF and the people of this great state are all set to support the BJP in a big way,” Modi wrote ahead of his visit.

Afternoon: Modi will address a public meeting in Tiruppur. “Over the last few months, it has become crystal clear that Tamil Nadu is supporting the NDA in a great way and the Lok Sabha results will also reflect that!” he wrote ahead of the visit.

5.15 pm: The Prime Minister will participate in the programme ‘Creating the Future – Digital Mobility for Automotive MSME Entrepreneurs’ in Madurai.

He will address thousands of Micro, Small and Medium enterprises (MSME) entrepreneurs working in the automotive sector. Modi will also launch two major initiatives designed to support and uplift MSMEs in the Indian automotive industry. The initiatives include the TVS Open Mobility Platform and the TVS Mobility-CII Centre of Excellence.

These initiatives will be a step towards supporting the growth of MSMEs in the country and helping them to formalise operations, integrate with global value chains and become self-reliant.

February 28

9.45 am: Modi will inaugurate and lay the foundation stone of multiple development projects worth about Rs 17,300 crore at Thoothukudi.

Modi will lay the foundation stone of Outer Harbor Container Terminal at V.O.Chidambaranar Port, a project which aims to leverage India’s long coastline and favourable geographic location, and strengthen India’s competitiveness in the global trade arena.

Other projects will aim at making the V.O.Chidambaranar Port the first Green Hydrogen Hub Port of the country. These projects include desalination plant, hydrogen production and bunkering facility etc.

Prime Minister will also launch India’s first indigenous green hydrogen fuel cell inland waterway vessel under Harit Nauka initiative. The vessel is manufactured by Cochin Shipyard and is a step towards embracing clean energy solutions and aligning with the nation’s net-zero commitments.

Prime Minister will also dedicate tourist facilities in 75 lighthouses across ten States/UTs during the programme.

Prime Minister Modi will dedicate to nation rail projects for doubling of Vanchi Maniyachchi – Nagercoil rail line including the Vanchi Maniyachchi – Tirunelveli section and Melappalayam – Aralvaymoli section. Developed at the cost of about Rs 1,477 crore, the doubling project will help in reducing travel time for the trains heading towards Chennai from Kanyakumari, Nagercoil and Tirunelveli.

Prime Minister will also dedicate four road projects in Tamil Nadu, developed at a total cost of about Rs 4,586 crore. These projects include the four-laning of the Jittandahalli-Dharmapuri section of NH-844, two-laning with paved shoulders of the Meensurutti-Chidambaram section of NH-81, four-laning of the Oddanchatram-Madathukulam section of NH-83, and two-laning with paved shoulders of the Nagapattinam-Thanjavur section of NH-83. These projects aim to improve connectivity, reduce travel time, enhance socio-economic growth and facilitate pilgrimage visits in the region.

He is also slated to address a public meeting in Tirunelveli.

  • Maharashtra

4.30 pm: Modi will participate in a public programme in Yavatmal, and inaugurate and dedicate to nation multiple development projects worth more than Rs 4900 crore. He will also release benefits under PM KISAN and other schemes during the programme.

Further, the 16th instalment amount of more than Rs 21,000 crores under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), will be released, through direct benefits transfer to beneficiaries.

The Prime Minister will also disburse the second and third instalments of ‘Namo Shetkari MahaSanman Nidhi’, worth about Rs 3,800 crore and benefiting about 88 lakh beneficiary farmers across Maharashtra. The scheme provides an additional amount of Rs 6,000 per year to the beneficiaries of Pradhan Mantri Kisan Samman Nidhi Yojana in Maharashtra. Rs 825 crore of Revolving Fund to 5.5 lakh women Self Help Groups (SHGs) will be disbursed across Maharashtra.

Prime Minister will initiate distribution of one crore Ayushman cards and will also launch the Modi Awaas Gharkul Yojana for OBC category beneficiaries.

Prime Minister will dedicate to nation multiple irrigation projects benefiting Marathwada and Vidarbha region of Maharashtra, developed at a cumulative cost of more than Rs 2,750 crore under Pradhan Mantri Krishi Sinchai Yojna (PMKSY) and Baliraja Jal Sanjeevani Yojana (BJSY).

Prime Minister will also inaugurate multiple rail projects worth more than Rs 1,300 crore, to improve connectivity of the Vidarbha and Marathwada regions and boost socio-economic development. In addition, several projects for strengthening the road sector and the statue of Pandit Deendayal Upadhyay in Yavatmal will be inaugurated.

After visiting the Sheikh Zayed Grand Mosque in Abu Dhabi in 2015 and Indonesia’s grand Istiqlal Mosque in 2018, Prime Minister Narendra Modi will now be visiting the historic Al-Haqim mosque in Egypt’s Cairo during his first visit to the country this week.

The Al-Haqim mosque, a nearly 1,000-year-old structure, was restored with the help of the Dawoodi Bohra community and recently re-opened.

The visit to the Istiqlal Mosque in 2018 had come in the holy month of Ramadan – it is the national mosque of Indonesia.

US Green Card Eligibility Norms Eased Days Before PM Modi's Visit

The Biden administration last week eased norms by releasing policy guidance on the eligibility criteria for those waiting for green cards to work and stay in America, days ahead of PM Modi’s visit to the US.

The guidance issued by the US Citizenship and Immigration Services (USCIS) regarding the eligibility criteria for initial and renewal applications for Employment Authorisation Document (EAD) in compelling circumstances is expected to help thousands of Indian technology professionals who are in the agonisingly long wait for a Green Card or permanent residency.

A Green Card, known officially as a Permanent Resident Card, is a document issued to immigrants to the US as evidence that the bearer has been granted the privilege of residing permanently.

Hundreds of Indian-Americans have gathered at iconic locations across the US to send a message of welcome to Prime Minister Narendra Modi days ahead of his State Visit here. A few hundred Indian Americans from in and around the Washington DC area gathered near the National Monument on a bright Sunny Sunday to convey a message of unity and tell the prime minister that they are eagerly waiting for his arrival in the city.

Prime Minister Modi is visiting the US from June 21-24 at the invitation of US President Joe Biden and First Lady Jill Biden. They will host Modi at a state dinner on June 22. The visit also includes an address to the Joint Session of the Congress on June 22. He will address an invitation-only gathering of diaspora leaders from across the country at the Ronald Reagan Building and International Trade Center in Washington on June 23.

NEW DELHI (AP) — Last year more than two dozen opposition parties in India came together to take on Narendra Modi, one of the country’s most popular prime ministers in generations. But the broad alliance, beset with ideological differences and personality clashes, is cracking at a crucial time, just months before the country votes in a national election.

Riven by rivalries, political defections and ideological clashes, the INDIA alliance, formed to unseat Modi and defeat his Bharatiya Janata Party’s electoral juggernaut, is in shambles, analysts say. Meanwhile, support for Modi is on the rise after he opened a Hindu temple in northern Ayodhya city last month, fulfilling his party’s long-held Hindu nationalist pledge.

Led by the Indian National Congress party that once dominated the country’s politics, the unity front includes over two dozen powerful regional parties that are direct rivals to each other in some states. Their differences have only grown sharper as the election approaches, bolstering Modi’s shot at securing a third consecutive term.

“The opposition is in disarray. They’re looking very weak and not at all cohesive,” said Arati Jerath, a political commentator.

Analysts say talks on seat-sharing within the alliance have gone cold, in part due to the Congress party’s demands of fielding its own candidates in a majority of the seats, even in states where it is weak. This triggered two of the alliance’s key partners in West Bengal and Punjab states to say they would contest seats there alone.

India has a first-past-the-post multiparty electoral system in which the candidate who receives the most votes wins. In 2019, Modi’s party received 37% of the votes, but won 303 of the 543 seats. The opposition is hoping to consolidate the splintered vote among the parties by fielding a single primary candidate in each constituency against the BJP in the elections, which are expected to take place in April and May.

Meanwhile the recent defection of Nitish Kumar, the chief minister of eastern Bihar state and one of the architects of the INDIA alliance, to Modi’s party dealt another unexpected blow.

“Modi’s party has been successful in exposing distrust within the opposition alliance. It is cannibalizing the opposition parties from within by engineering these defections and draining them from the ground,” said Gilles Verniers, a scholar of Indian politics and a senior fellow at the New Delhi-based Centre for Policy Research.

Verniers said the opposition has failed to find common ground and craft a narrative that could challenge Modi.

“From the start, the opposition alliance had to be more than just electoral arithmetic. But most parties are putting their own interests ahead and are looking to consolidate their positions in the states where they are strong. They are not ceding space to each other,” he said.

The fracturing of the opposition alliance also stems from problems that have long plagued the dynastic Congress party, which is struggling to stay relevant among voters. In the 2019 election, the party secured a paltry 52 seats in Parliament.

In contrast, Modi has presented himself as an outsider cracking down on the political elite. The 73-year-old leader has also increasingly mixed religion with politics in a formula that has resonated deeply with India’s majority Hindu population even if it undermines the country’s secular roots.

While the Congress’ main leader, Rahul Gandhi — scion of the influential Gandhi family — has drawn large crowds along two cross-India walks in recent months, poll experts question whether it would actually translate into votes.

The Congress party also recently lost in key state polls where it fought directly against the BJP. Meanwhile, an emboldened Modi told Parliament earlier this month that his BJP was aiming for 370 seats in the upcoming polls, and their National Democratic Alliance would target 400 out of the 543 seats.

The opposition acknowledges there have been setbacks but claim they also been unfairly targeted and in a manner that belies the country’s democratic principles.

Shashi Tharoor, a lawmaker from the Congress party, pointed to a spree of raids, arrests and corruption investigations against alliance leaders in some states by federal agencies that the opposition says are politically motivated.

India’s main financial investigation agency has launched probes against many key opposition leaders, all of whom are political opponents of the BJP. Meanwhile, some investigations against erstwhile opposition leaders who later switched their allegiance to the ruling party have been dropped.

“The government is not a believer in a level playing field,” said Tharoor. “There is not a single investigation, known or continuing, against anyone in the ruling party.”

Modi’s party denies using law enforcement agencies to target the opposition and says the agencies act independently.

According to Tharoor, the harassment of the opposition fits into a larger, more troubling picture for India in which its democratic and secular foundations are under threat.

“The BJP has embarked on a very serious and far-reaching project to change the very character of the Indian nation,” he said.

Political experts question why the opposition has failed to make key issues, including rising unemployment and economic discontentment, resonate with the more than 900 million voters.

Even as India’s economy expands, joblessness among its large and young workforce has posed a significant challenge for Modi’s government. This was on stark display last month, when thousands of Indians vied for construction jobs in war-hit Israel.

“They seem to lack the fire, the will to win, which the BJP have in ample quantities,” said Jerath, the political commentator. “Today, unless there is a popular uprising against the ruling party over economic distress, Modi looks well set to win a third term comfortably.”

With a slew of defence contracts, with countries like Russia and France in particular, taking exceptionally long to get finalised, Indian Prime Minister Narendra Modi called senior officials in the Defence ministry in December last year to ask why projects were getting so delayed. The officials said they were handicapped because they were unsure and inexperienced in their dealings with foreigners, and required a lot of monitoring.

Once Modi returned from his official visit to Moscow between December 23 and 25 and after his meetings and detailed discussions with Russian President Vladimir Putin, Indian Foreign Secretary Subrahmanyam Jaishankar took over a key post in the Defence Ministry for the Ministry of External Affairs (MEA), to ensure smooth coordination and to ensure swift follow through for defence agreements.

A diplomat from the MEA has assumed charge as Joint Secretary (Planning and International Cooperation) in the Ministry to Defence (MOD) a key position to ensure smoother and faster coordination and swifter follow through of international agreements, primarily those related to defence and energy purchases and collaborations. This, sources said, was a direct outcome of the Indian Prime Minister’s complaint that defence agreements were not being followed through properly.

Another key take-away from the meeting between Modi and Putin, particularly after the one-on-one meeting they had at the private dinner for the Indian Prime Minister hosted by the Russian President at his dacha, was that the two leaders established a really good rapport with and trust in each other. According to sources, “they got on really well during the visit and developed the kind of relationship that was missing in their earlier bilateral encounters”. They had met on several occasions, but “the Russian President had always appeared pre-occupied and distracted,” a source said. “But this time, they were on the same page, and talked for hours, understanding each other’s vision.”

That is among the reasons the joint statement issued on December 24, 2015, after the summit meeting, was called ‘Shared Trust, New Horizons’, moving forward from the more general ‘Druzhba Dosti’ (friendship) issued after the 2014 Summit.

According to sources, since the visit and the MEA assuming the key position, the follow through on agreements has been progressing with greater speed and efficiency. That’s why the PAK FA talks went on simultaneously with the discussions on purchase of the ‘Rafale’ (when French President Francois Hollande visited India as Chief Guest for the Indian Republic Day celebrations on January 26). Discussions and financial details of the joint India-Russia FGFA were also sorted through and approved by the Indian Defence Acquisitions Council, even as the French President was concluding his visit.

Russia has made a new offer on the delivery of Sukhoi T-50 (PAK FA) fighter jets to India under the joint fifth-generation fighter aircraft (FGFA) initiative. Under the new offer, India will have to pay $3.7 billion, instead of $6 billion, for the technological know-how and three prototypes of PAK FA fighters, television and print media channels reported.

India and Russia signed an inter-governmental agreement to co-develop and co-produce the FGFA in 2007. This was followed by a $295 million preliminary design contract in December 2010. The project is modelled on the successful ‘Brahmos’ missile project, and involves Russia’s Sukhoi Design Bureau and the Hindustan Aeronautics Limited (HAL).

Also, last week, the Indian Union Cabinet of ministers gave assent to an agreement signed between India and Russia for joint implementation of competitive research projects in areas of basic and exploratory sciences. The agreement, which was signed in May 2015, is valid for six years and could be extended through mutual consent between the Department of Science and Technology (DST) and the Russian Science Federation (RSF). It provides for competitive research grants to Indians and Russians for joint projects in areas like mathematics, computer and systems science, physics and space science, chemistry and material science, biology and life science, basic research for medicine, agricultural science,  earth science and engineering science. "Decision to identify research projects for funding would be taken jointly by DST and RSF. The results of this cooperation will lead to generation of new knowledge, joint scientific publications, manpower training and IP generation through collaboration," an official statement said after the Indian Cabinet meeting.

PM Modi will participate in the programme 'Creating the Future - Digital Mobility for Automotive MSME Entrepreneurs' in Madurai, Tamil Nadu.

The Prime Minister will also launch two major initiatives designed to support and uplift MSMEs in the Indian automotive industry.

The initiatives include the TVS Open Mobility Platform and the TVS Mobility-CII Centre of Excellence.

These initiatives will be a step towards realising the Prime Minister's vision of supporting the growth of MSMEs in the country and helping them to formalise operations, integrate with global value chains and become self-reliant, it added.

In the public programme at Thoothukudi, Prime Minister will lay the foundation stone of Outer Harbor Container Terminal at VO Chidambaranar Port. This container Terminal is a step towards transforming V.O.Chidambaranar Port into a transshipment hub for the East Coast.

The project aims to leverage India's long coastline and favourable geographic location, and strengthen India's competitiveness in the global trade arena. The major infrastructure project will also lead to employment generation and economic growth in the region.

The Prime Minister will inaugurate various other projects aimed at making the V.O.Chidambaranar Port the first Green Hydrogen Hub Port of the country. These projects include desalination plant, hydrogen production and bunkering facility etc.

The Prime Minister will also launch India's first indigenous green hydrogen fuel cell inland waterway vessel under Harit Nauka initiative.

The vessel is manufactured by Cochin Shipyard and underscores a pioneering step for embracing clean energy solutions and aligning with the nation's net-zero commitments. Also,

Prime Minister will also dedicate tourist facilities in 75 lighthouses across ten States/UTs during the programme

During the programme, Prime Minister will dedicate to nation rail projects for doubling of Vanchi Maniyachchi - Nagercoil rail line including the Vanchi Maniyachchi - Tirunelveli section and Melappalayam - Aralvaymoli section. Developed at the cost of about Rs 1,477 crore, the doubling project will help in reducing travel time for the trains heading towards Chennai from Kanyakumari, Nagercoil and Tirunelveli.

Prime Minister will also dedicate four road projects in Tamil Nadu, developed at a total cost of about Rs 4,586 crore.

These projects include the four-laning of the Jittandahalli-Dharmapuri section of NH-844, two-laning with paved shoulders of the Meensurutti-Chidambaram section of NH-81, four-laning of the Oddanchatram-Madathukulam section of NH-83, and two-laning with paved shoulders of the Nagapattinam-Thanjavur section of NH-83. These projects aim to improve connectivity, reduce travel time, enhance socio-economic growth and facilitate pilgrimage visits in the region. (ANI)
