Give Em What They Want coming in spring 2023

Jim Jefferies is returning to the UK for a string of tour dates next year.

The Australian comedian will play Glasgow, Manchester, Edinburgh, Newcastle, Sheffield, Nottingham, London, Birmingham, Cardiff, Belfast and Dublin between March 8 and April 1.

The show is entitled Give Em What They Want and is part of a world tour that covers the Far East, North America and 19 cities on continental Europe.

Jefferies, who learned his craft on the UK comedy circuit,  has released seven stand-up specials with the latest, Intolerant, hitting Netflix in 2020. He starred in his own American sitcom, Legit, and fronted a self-titled late-night Comedy Central show in the US from 2017 to 2019.

His is about to host the Australian version of ITV game show The 1% Club, taking the role Lee Mack made his own in the UK.

Tickets for the UK and Ireland leg of the Give Em What They Want tour go on sale next Wednesday.

Australia’s biggest-selling comedian and star of the FX sitcom “Legit” and Comedy Central’s “The Jim Jefferies Show”, rock star comic Jim Jefferies will return to Aussie soil this December, with a Sydney-only encore performance of his huge 2022 sell-out national tour.

Due to overwhelming demand which saw tickets for his previously announced date on Friday 30 December at Sydney’s State Theatre quickly sell out, today Frontier Touring, More Talent and Triple M are pleased to announce a 2nd and final show at the State Theatre on Thursday 29 December. 

Tickets to this 2nd show will go sale Friday 28 October (12pm AEDT) via  frontiertouring.com/jimjefferies . These tickets won’t last long, and with no more dates from Jefferies to be added, fans should not delay… grab them before they go! 

In further news, Jefferies has just been announced as host of “The 1% Club” – a game show like no other coming to Channel 7 and 7plus in 2023. Already a runaway hit in the UK, “The 1% Club” sees 100 contestants of all ages and backgrounds use logic and common sense to correctly answer a series of questions which ultimately only 1% of Australia’s population would get right. “The 1% Club” is produced by BBC Studios Australia and New Zealand for the Seven Network.

Australian comedian Jim Jefferies will be bringing his act to the Des Moines Civic Center.

Jefferies hit the comedy scene with his “gut-busting” debut HBO special ‘I Swear to God’ and has since continued to bring his unique brand of anecdotal comedy to other specials including Fully Functional, BARE, and Jim’s ninth stand-up special Intolerant, which came out on Netflix last year.

“This Sydney native is one of the most popular and respected comedians of his generation, entertaining audiences across the globe with his provocative, belief-challenging, and thought-provoking comedy,” a news release from Caesars Windsor says.

Jefferies also has a number of acting endeavours under his belt. He played Charlie in ‘Punching Henry,’ created and starred in the American FX sitcom ‘Legit’ and in Comedy Central’s ‘The Jim Jefferies Show.’

He has toured his comedy around the world including performances at Edinburgh Festival Fringe, Just for Laughs, Melbourne International Comedy Festival, Reading and Leeds Festivals, and Glastonbury Festival. Jefferies was named Stand-Up Comedian of the Year at the Just for Laughs Festival.

Jefferies currently hosts his own podcast series, ‘I Don’t Know About That with Jim Jefferies’ where he spouts off everything he knows about topics unbeknownst to him.

Following the enormous demand from fans nationwide, which saw multiple shows immediately selling out,  Frontier Touring  and  More Talent are pleased to announce Jim Jefferies will perform additional shows in  Brisbane  and  Sydney .

The comedy legend has already sold out five dates at Sydney's   Enmore Theatre.  Fans will now be treated to a sixth Sydney performance, taking place on  Thursday 16 June 2022   at  Hordern Pavilion .

Philipp Kopachevsky is a soloist with the Moscow State Academic Philharmonic, a participant in the Stars of the 21st Century federal programme of the Moscow Philharmonic (with support from the Ministry of Culture of the Russian Federation), laureate of eight prestigious international competitions, including the 10th International Schubert Piano Competition in Germany. On 6 October, as part of the opening concert of the tour, the musicians  performed at the Saratov Regional Philharmonic Society named after Alfred Schnittke (Saratov), accompanied by the Saratov Symphony Orchestra . Then the artists  appeared on stage at the Druzhba Concert Hall (Bryansk), accompanied by the Bryansk Symphony Orchestra, after which Philipp Kopachevsky together with Mikhail Kirchhoff  gave a concert at the State Philharmonic Society of the Altai Region (Barnaul), accompanied by the Symphony Orchestra of the State Philharmonic Society of the Altai Territory. The Russian ship destroyed in Berdyansk was the "Saratov," says Ukraine

Ukrainian armed forces named the Russian landing ship they say they attacked and destroyed in Berdyansk as the "Saratov," in a statement on Friday.  

In earlier reporting , the ship was named as the "Orsk."

“In the Azov operational zone, according to updated information, a large landing ship 'Saratov' was destroyed during the attack on the occupied Berdyansk port," the statement said.

The statement identified the two other large landing ships -- the "Caesar Kunikov" and "Novocherkassk" -- that were also said to have been destroyed during the attack.

"Other losses of the enemy are being clarified," the statement said.

Ukrainian  armed forces said they destroyed the large  Russian  landing ship at the port of Berdyansk in southern Ukraine on Thursday.

The port, which had recently been occupied by Russian forces with several Russian warships in dock, was rocked by a series of heavy explosions soon after dawn.

Social media videos showed fires raging at the dockside, with a series of secondary explosions reverberating across the city.

Several Russian ships had been unloading military equipment at Berdyansk in recent days, according to reports from the port by Russian media outlets.

Russia claims its forces destroyed large fuel depot in Ukraine with cruise missiles

Russian Ministry of Defense spokesman Igor Konashenkov claimed Friday that Russian forces destroyed "the largest of the remaining fuel depots" near Kyiv, with a strike carried out with sea-launched Kalibr cruise missiles . 

"On the evening of March 24, a strike was carried out with sea-launched Kalibr precision cruise missiles on a fuel base in Kalynovka, outside Kyiv," Konashenkov claimed. 

"The largest of the remaining fuel depot of the Ukrainian armed forces, which supplied fuel to military units in the central part of the country, was destroyed," Konashenkov added. 

CNN could not immediately verify that claim.

More details have emerged this week about the military arsenal that Russia is using in Ukraine. 

US President Joe Biden confirmed on Monday that Russia has also used  hypersonic missiles  in its invasion.

"And if you'll notice, (Russia has) just launched the hypersonic missile, because it's the only thing that they can get through with absolute certainty," Biden said. "It's a consequential weapon ... it's almost impossible to stop it. There's a reason they're using it."

But British intelligence and even Biden's own defense secretary have downplayed Russia's use of its air-launched Kinzhal missiles.

US President Joe Biden and European Commission president Ursula von der Leyen on Friday announced a joint task force in an effort to wean Europe from its dependence on Russian oil and gas.

The panel, chaired by representatives from the White House and the European Commission, will aim to find alternative supplies of liquified natural gas and reduce overall demand for natural gas.

The United States will work toward supplying Europe with at least 15 billion cubic meters of liquified natural gas in 2022, in partnership with other nations, the White House said.

Some context: Europe's dependence on Russian gas and oil has proved a major sticking point in Western efforts to punish Moscow for its invasion of Ukraine. While the US banned Russian energy imports, Europe found it far more difficult to cut off its supplies.

The group will also work toward reducing greenhouse gas emissions by paring down methane emissions and using clean energy.

UK Defense Ministry: Ukraine has reoccupied towns and defensive positions east of Kyiv

Ukrainian forces have retaken towns and defensive positions on the eastern outskirts of Kyiv, Britain's Ministry of Defence said Friday in its latest intelligence update.

"Ukrainian counter-attacks, and Russian Forces falling back on overextended supply lines, has allowed Ukraine to re-occupy town and defensive positions up to 35 kilometers (21 miles) east of Kyiv," the ministry said.  "Ukrainian Forces are likely to continue to attempt to push Russian Forces back along the north-western axis from Kyiv towards Hostomel Airfield."

Meanwhile, the advance of Russian forces toward the Black Sea port city of Odesa was stalling, the ministry said.

"Russian forces are still attempting to circumvent Mykolaiv as they look to drive west towards Odesa with their progress being slowed by logistic issues and Ukrainian resistance," the ministry added. 

Some context: According to official Ukrainian accounts, the country's forces have retaken territory to the east of Kyiv following intense fighting Thursday, reversing previous Russian gains. Social media videos geolocated by CNN showed Ukrainian troops along with some captured Russian armor in the small settlement of Lukyanovka, some 35 miles (55 kilometers) east of the capital.

If there's one nation that understands  Ukraine's torment , it's Poland, which welcomes  President Joe Biden  on Friday as part of  his emergency mission  to shore up NATO's defenses following Russia's brutal invasion.

In the United States, Biden's warnings that democracy is under siege from menacing autocrats can seem remote, even after  former President Donald Trump's  US Capitol insurrection and attempt to steal the 2020 election.

But in Poland, which neighbors  Ukraine , freedom is fresh enough to still be a novelty. In a tortured 20th-century history, the country — torn between East and West — was repeatedly conquered, was ruled by foreign tyrants and saw millions of its people purged or driven as refugees from homes destroyed by warfare.

Poland again finds itself on the front line of conflict. It's on the dividing line between states in the NATO club, to which it now belongs, and President Vladimir Putin's Russian orbit, which includes another Polish neighbor, Belarus. Poland has opened its borders to more than 2 million of the nearly  3.7 million Ukrainians  who have fled Putin's onslaught, and the war came close to its borders with a Russian strike on a base in western Ukraine earlier this month.

Like Ukraine, Poland lived for decades under Moscow's Communist iron fist. Like Ukrainians, Poles are often gritty, are deeply suspicious of Russians and have fighting for their freedom and sovereignty ingrained in their DNA. Unlike Ukraine, one of the founding republics of the Soviet Union, Poland made it to the West after decades under the Warsaw Pact umbrella. And in addition to being in NATO, it's a member of the European Union, albeit one that has had tensions recently with Brussels over its own flirtations with populist nationalism.

As Putin's threat mounted in recent years, Poland hosted rotations of US troops and jets. In February, before Putin invaded Ukraine, Poland was one of the nations to which Biden ordered  3,000 troops  to bolster the alliance's eastern flank. If the war in Ukraine spills over into a broader conflict between Russia and the West, a frightening prospect, there's a good chance it could happen in Poland.

North Korean state media said on Friday that leader Kim Jong Un had directly guided the launch of the weapon, known as the Hwasong-17, its most advanced to date. 

On Thursday, as Western leaders gathered in Brussels for security summits, North Korea launched what it said was a new type of intercontinental ballistic missile (ICBM) — its first long-range test in more than four years.

According to analysts , the recent spate of North Korean missile tests suggest the country's leader, Kim Jong Un, is attempting to show an increasingly turbulent world that Pyongyang remains a player in the struggle for power and influence.

"North Korea refuses to be ignored and may be trying to take advantage of global preoccupation with the war in Ukraine to force a fait accompli on its status as a nuclear weapons state," Leif-Eric Easley, associate professor of international studies at Ewha Womans University in Seoul, told CNN. "North Korea is nowhere near initiating aggression on the scale of Russia's invasion of Ukraine. But Pyongyang's ambitions likewise exceed self-defense as it wants to overturn the postwar security order in Asia."

First on cnn: major infrastructure in central izyum is destroyed, new satellite images show.

A satellite image shows a crater in a field in central Izyum.  On one side of the crater is the burnt wreckage of a school, on the other side a football field is visible.  

Intense clashes around Izyum have left much of the city destroyed, city officials say, with new satellite images revealing the extent of the devastation in the eastern Ukrainian city.

The images were taken on Thursday by Maxar Technologies.

They show a massive crater about 40 feet (12 meters) wide in a field in the city's central area. The burnt wreckage of a school lies on one side of the crater, with a football field on the other. Part of a hospital across the street is also seen destroyed.  

A large boiler building and several residential building around it were destroyed.

The city has been caught in the crossfire as Russia attempts to link advances made in the Kharkiv region of northern Ukraine with its stronghold in the far east of the country.

Council deputy Max Strelnyk told CNN on Thursday the city had been “completely destroyed” by Russian aircraft and artillery, even as fierce battles continued inside Izyum for control of the ground.

North of the school in the satellite images, a large boiler building and every nearby residential building appears destroyed. There does not appear to be any identifiable military targets in this part of central Izyum. 

About 3 miles (5 kilometers) northwest of Izyum, a convoy of Russian self-propelled artillery is seen moving toward the city.

Russian troops now control the city sectors on the northern bank of the Seversky Donets River, which splits Izyum in half, Strelnyk said. The Ukrainians control the city sectors on the southern bank of the river.  

Three miles northeast of the city, Russian self-propelled artillery are also seen positioned in a field, their turrets pointing toward central Izyum.

Another image shows two vehicle bridges crossing the Seversky Donets River have been partially destroyed, in what appears to be a purposeful strike to stop a Russian advance across the river.

But the Russians have found a way around, and are now advancing on the city from the south.

To bypass the blown bridges, the Russians have erected two pontoon bridges over the Seversky Donets River to encircle the city. A mile from those bridges, on the southern bank of the river, a convoy of tanks are seen moving along a highway toward the Ukrainian-controlled sectors of Izyum.

Japan adds 25 more Russians to sanctions list in response to Ukraine war

Japan will freeze the assets of 25 more Russian citizens and ban exports to 81 Russian organizations, the country's Ministry of Finance said in a news release on Friday. 

It brings the total number of Russians targeted by Japan's asset freezes to 101 people.

Targets of the new sanctions include Igor Shuvalov,  a former Russian deputy prime minister  and chairman of major state-owned bank Vnesheconombank, and five of oligarch Sergey Chemezov's relatives, according to Japan's Finance Ministry. 

The export of luxury goods will also be banned, the ministry said. 

Tokyo has unveiled a raft of punitive measures against Moscow in recent weeks. The latest sanctions come as Japanese Prime Minister Fumio Kishida pledged on Wednesday to unveil more support for Ukraine at the G7 summit in Brussels.

Western oil and gas companies have paid $15B in taxes to Russia since it annexed Crimea, NGOs say

Nine European and US fossil fuel companies have paid a collective  $15.8 billion to Russia  in various forms of taxes and fees since the country annexed Crimea from Ukraine in 2014, a group of NGOs said Thursday.

The groups, Global Witness, Greenpeace USA and Oil Change International, used data from Oslo-based Rystad Energy, an independent energy research firm , to calculate how much money oil and gas companies  based in North America and Europe had sent to the Russian state. They looked only at companies with exploration and production operations in Russia.

They looked at royalties, export duties, bonuses, taxes and fees, as well as "government profit oil," which includes the value of any oil the  companies may have given to Russia. It came up with a list of nine companies from these regions that had paid the most money to Russia. All those payments were legal, and other multinational companies outside the energy sector have also have made similar kinds of payments to the Russian state.

Shell,  which is registered in the UK, sent $7.85 billion, the highest amount of the companies listed, the groups said in a statement, shared first with CNN. It was followed by US-based ExxonMobil ($2.81 billion). Two companies registered in Germany, Wintershall and Wintershall DEA, which have since merged, paid a combined total of $2.86 billion. BP, the British multinational oil and gas company, paid $817 million, the data from Rystad shows.

The data was shared amid criticisms that the West's purchases of Russian coal, oil and gas — which are largely state-owned assets — have helped fund Russia's war in Ukraine. The addition of taxes, fees and royalties for companies that have chosen to operate in Russia underscores how much capital Western energy companies have transferred to Russia.

The three groups that compiled the data said that while the $15.8 billion figure was substantial, the companies identified were also responsible for tens of billions of dollars more flowing to the Russian state because of stakes they hold in Russian oil and gas companies.

Mental Disorders In Children In The Saratov Region In 2000–2020

The relevance of this study is due to the high incidence of mental disorders in children and adolescents and adolescence in the Russian Federation, even taking into account the incompleteness of official epidemiological data. Materials and research methods. An epidemiological study of the general and primary morbidity of mental disorders among children and adolescents in the Saratov region for the period 2000–2020 was carried out. according to statistical data of reporting forms № 10 and 36. Research results. Throughout the entire period under consideration, there is an excess of indicators of both general and primary morbidity in children and adolescents of similar indicators among the adult population of the region. The negative dynamics of the population was also noted, especially expressed in the adolescent population. Conclusion. High rates of general and primary morbidity in the children and adolescent population on the territory of the Saratov region may be due to both a decrease in the number of children and adolescents and an untimely diagnosis of mental disorders in childhood and adolescence. The epidemiological data obtained as a result of the analysis indicate the need to improve the system of prevention and active detection of mental disorders at the earliest stages of the disease, as well as to carry out measures to destigmatize mental illness and psychiatric care among the population.

Introduction

The highest rates of general morbidity of mental disorders in the Russian Federation in recent decades have been observed in children and adolescents and make up from 3.0 to 5.5 % of the population of these age groups, which deserves special attention to the organization and development of mental health services for children and adolescents both at the federal and regional levels ( Churkin & Khodyreva, 2011 ; Demcheva & Kalinina, 2010 ; Filippova et al., 2017 ; Makushkin et al., 2010, 2013). Along with this, according to a number of researchers, the statistical data taken into account do not reflect the full picture of the incidence rate, since not all families with a child with a mental disorder seek specialized medical care; most reasons for consulting a psychiatrist are situations of extreme severity of painful manifestations ( Churkin & Khodyreva, 2011 ; Demcheva & Kalinina, 2010 ; Filippova et al., 2017 ; Makushkin et al., 2010, 2013). Moreover, in many cases, parents, guardians, or teachers of a child with developmental and behavioral problems initially seek help from school psychologists, speech pathologists, or neurologists. And only a small percentage of these requests are later reoriented by these specialists to psychiatrists. Thus, traditionally, there is a shift in emphasis in the provision of specialized care from the field of psychiatry to psychology, neurology or defectology. Accordingly, psychiatric care is provided to a child at the early stages of the disease either extremely insufficiently, or not always by specialized professionals ( Churkin & Khodyreva, 2011 ; Filippova et al., 2017 ), which is a serious medical and social problem.

Problem Statement

The high incidence of mental disorders in the children and adolescent population in Russian Federation deserves close attention to the state of mental health of children and adolescents from the state and society

Research Questions

The highest rates of general morbidity with mental disorders in the Russian Federation in recent decades have been observed in children and adolescents.

The general and primary incidence of mental disorders among children and adolescents in Russia as a whole and in certain regions of the country (particularly, in the Saratov region), registered using statistical registration forms, does not reflect the true epidemiological picture, since not all parents or trustees of a child with mental health problems seek for specialized care due to fear of stigmatization of a psychiatric diagnosis.

At the present time, organizational problems related to the protection of the mental health of children and adolescents seem to be extremely important. The socio-economic and political situation in the country over the past decades has a significant impact primarily on the health status of children and adolescents, which may be due to many factors.

Purpose of the Study

The research is aimed at epidemiological analysis of the general and primary incidence of mental disorders in the child and adolescent population of the Saratov region and the number of children and adolescents in comparison with similar indicators in adults for the period from 2000 to 2020.

Research Methods

Within the framework of this study, the analysis of statistical data of reporting forms No. 10 “Information on Mental and Behavioral Disorders” and No. 36 “Information on the Contingents of Mentally Ill Patients” was carried out, reflecting the objectively recorded incidence of mental disorders in the population of the Saratov region for 2000–2020. The main methods used were: epidemiological, demographic and mathematical-statistical. The indicators of the general and primary morbidity of mental disorders in the child and adolescent population of the region were assessed in comparison with similar indicators for the adult population, as well as the number of children and adolescents during the study period.

The epidemiological study of the incidence of mental disorders in children and adolescents suggests significant differences in the values of morbidity indicators and their dynamics, depending on the age group, the time period during which statistical data were obtained, and the numbers in which the incidence is expressed – absolute or relative ( Makushkin et al., 2013 ).

Throughout the entire studied period, the indicators of both the general and primary morbidity of children and adolescents exceeded similar indicators among the adult population of the region, which is consistent with the epidemiological data for Russia as a whole, presented in the study of Makushkin et al. ( 2013 ).

Thus, the indicators of general child morbidity in the Saratov region during the study period exceeded adult morbidity by 18.7–56.6 %, and adolescent morbidity by 82.3–120.2 %, depending on the year in question. It should be noted that over the 20-year period of the analysis in the region, there is a decrease in the population of all age groups, but in the children, and especially in the adolescent population, this negative dynamic is most pronounced: the growth rate in the adult population is – 6.31 %, in the child and adolescent populations is –19.76 % and –46.56 %, respectively.

An equally important feature of the morbidity of the age groups under consideration is the ambiguity of the dynamics, expressed both in absolute numbers and in the indicator per 100 thousand children and adolescents. Thus, in the Saratov region, the absolute incidence rates of mental disorders in children aged 0-14 years have consistently decreased throughout the study period (from 16,193 in 2000 to 15,513 in 2020), i.e. the total incidence in the child population region over 20 years has decreased by 4.2 %. At the same time, in intensive indicators, calculated per 100 thousand of the population, there was an increase in the incidence among children until 2007 (from 3,403.6 to 3,845.9), i.e., the growth rate was 1.73 % over this 8-year period. Since 2008, there has been a consistent decrease in this indicator to 3,078.1 per 100 thousand of the child population in 2018. In 2019–2020, the total incidence of mental disorders in absolute terms began to grow again and amounted to 4,063.7 per 100 thousand children in the region in 2020. Thus, during the study period the absolute indicators of the total child morbidity of mental disorders increased by 19.39 %, exceeding the same indicator in the adult population of the region by 2.81 %.

In the adolescent population (15–17 years old) of the Saratov region during the study period, the total incidence of mental disorders in absolute numbers gradually decreased from 5,826 in 2000 to 3,607 in 2014 (the growth rate was –38.09 %), while in terms of per 100 thousand population from 2000 to 2010 there was an increase in this indicator from 4,484.4 to 5,464.8 (the growth rate is 18.06 %). In 2011, the adolescent incidence of mental disorders in the region, calculated per 100 thousand population, decreased to 5,093.6 (by 6.8 %), then increased in 2013 to 5,326.6 (by 4.57 %) In 2014, this indicator again slightly decreased to 5,294.3 (by 0.6 %), in 2015 it increased to 5,497.8 (the growth rate was 3.7 %), and in 2016 it again decreased to 5,021.4 (growth rate –8.66 %). In 2017–2019 there was a systematic increase in the absolute incidence of mental disorders in the adolescent population of the region to 5,577.4 (by 11.1 %), and only in 2020 this figure again slightly decreased to 5,323.8 (by 4.6 %). When compared with a similar indicator for the adult population of the region, the total growth rate of the overall incidence of mental disorders among adolescents per 100 thousand of population exceeds it by 1.14 %.

The observed pattern of morbidity dynamics among children and adolescents in the Saratov region, as well as in Russia as a whole, is largely determined by the demographic situation with negative dynamics of the population of the studied age groups both in the whole country and in its individual regions. So, in the Russian Federation from 2000 to 2012, the child population decreased by 15.04 % (from 26,139,179 to 22,207,236), and the number of teenagers – by 42.38 % (from 7,480,068 to 4,310,219). It is noted that if the number of children, starting from 2008 in Russia, increases, then the number of adolescents in the population decreases until 2012. At the same time, the rate of decline in the adolescent population is significantly ahead (by 27.34 %) the rate of decline in the total number of mentally ill adolescents, which is one of the significant reasons for the increase in the “density” or frequency of occurrence of sick adolescents among the population of this age group ( Makushkin et al., 2013 ).

In the Saratov region, over the period of the study (from 2000 to 2020), there are tendencies similar to the all-Russian tendencies of a decrease in the number of children and adolescents, but they are expressed to a much greater extent. Thus, the number of children in the Saratov region in 2000 was 475,761, and in 2020 – 381,748, i.e. a decrease of 19.76 % was registered, which exceeds the all-Russian indicators. The decline in the number of the adolescent population of the region has even more pronounced negative trends both in comparison with the same indicator in the child population, and with the indicators for Russia, amounting to –25.78 % (from 129,917 in 2000 to 69,424 in 2020) and leading to an even more significant increase in the frequency of mental pathology in the adolescent population of the region.

The picture of the dynamics of the primary morbidity of children and adolescents living in the Saratov region over the 20-year period of the analysis differs from the picture of the general morbidity.

Thus, in the Saratov region, the primary morbidity of children in absolute values decreased from 2,999 in 2000 to 1,357 in 2020 (the growth rate was –54.75 %), and in terms of 100 thousand population – from 630.4 to 355.5 (the growth rate –43.61 %). The decline in primary childhood morbidity rates, both in absolute and intensive indicators, was observed from 2000 to 2001, from 2002 to 2008, from 2009 to 2012, from 2013 to 2014 and from 2015 to 2020, while in 2002, 2009, 2013 and 2015, there was an increase in these indicators compared to the previous year. In the adolescent population, the primary incidence also decreased during the study period from 772 to 210 in absolute values (growth rate –72.8 %) and from 594.2 to 302.5 in indicators per 100 thousand population (growth rate –49.1 %). At the same time, from 2000 to 2006, from 2013 to 2014 and from 2017 to 2020, both indicators progressively decreased, and in 2007–2008, 2013 and 2015, there was an increase in primary morbidity in both absolute and relative values.

Indicators of both general and primary morbidity of mental disorders among children and adolescents in the Saratov region significantly exceed similar indicators in the adult population. Thus, the primary morbidity of children in the region in 2000 exceeded the same indicator for the adult population by 95.47 %, and in 2020 by 33.03 %; the primary morbidity of adolescents in 2000 was higher than that of adults by 84.26 %, and in 2020 by 13.2 %.

It should be noted that over the 20-year period of the analysis, the dynamics of indicators of both general and primary morbidity of mental disorders in the child and adolescent population of the Saratov region, as well as in Russia as a whole ( Makushkin et al., 2013 ), has significant fluctuations from year to year, especially noticeable since 2013. A number of factors can underlie such inequality of indicators. So, on the one hand, psychiatrists note the growth of public confidence in the psychiatric service, as a result of which, in some regions, the use of specialized care is increasing. However, in other settlements, the incidence and morbidity rates of mental disorders in childhood and adolescence are traditionally low, which, apparently, is due to socio-cultural characteristics and ancestral traditions, according to which the family of a sick child only in the most extreme cases turns to a psychiatrist, already to address the issue of disability. The growth of primary morbidity indicators, according to the data of the health organization structures, is determined by the degree of development of the network of outpatient services, psychiatric offices in pediatric polyclinics, the work of specialists in brigade methods in remote regions and rural areas, as well as the active appeal of parents (guardians) with pronounced problems of development and behavior of the child. In this regard, with the entry into force of the Order of the Ministry of Health of Russia dated December 21, 2012 No. 1346 n “The procedure for undergoing medical examinations by minors, including upon admission to educational institutions and during the period of study in them”, along with an increase in the volume of medical care (preventive examinations) one should expect a dynamic increase in the primary morbidity rates for mental disorders, predominantly of the borderline (non-psychotic) level as a result of clinical examination, which began in September 2013 ( Makushkin et al., 2013 ).

However, in the Saratov region, the total incidence of mental disorders in the child population from 2013 to 2020 ( since the beginning of the medical examination of the child and adolescent population in 2013 ) decreased by 44.68 % in absolute terms and by 47.07 % per 100 thousand population.

The results of the study showed that in the Saratov region in 2000-2020, the indicators of both general and primary morbidity of children and adolescents significantly exceed similar indicators among the adult population, which is consistent with statistical data for the Russian Federation as a whole. Despite the fact that the indicators of general morbidity among the child population for the period under review in the whole country decreased, however, in some regions, including the Saratov region, there is an increase by 19.39 % per 100 thousand of population. Among adolescents of the Saratov region, the indicators of the general incidence of mental disorders also increased (the growth rate per 100 thousand of population was 18.72 %).

The trends in the dynamics of primary morbidity in the adolescent population are similar to those in children. In the Saratov region, the primary morbidity of both children and adolescents during the study period decreased (the growth rate was –43.61 % and –49.1 %, respectively).

The higher rates of primary morbidity in the adolescent population compared to the child population, revealed as a result of the analysis of the recorded data, may be due to both a more significant, compared with children, decrease in the adolescent population of the region, and untimely diagnosis of mental disorders in children and adolescents. Lower morbidity rates among the child population are a consequence of the late detection of mental illness in children, which is due to both objective diagnostic difficulties in early childhood and insufficient awareness of the population about the manifestations of mental illness and fears of the “stigma” of psychiatric diagnosis. In the adolescent population, a large percentage of diseases are detected at the pre-conscription and conscription age, when adolescents undergo a medical examination at military enlistment offices. The epidemiological data obtained as a result of this analysis indicate the need to improve the system of prevention and active detection of mental disorders at the earliest stages of the disease in the Russian Federation in general, and in the Saratov region in particular.
