The Raj Bhavan is the official residence of the Governor of Maharashtra. It is spread over an area of around 50 acres in the Malabar Hill. Sea surrounds the estate on three sides, which has lush green lawns, conserved forest areas and heritage bungalows.

In 1885, the residence was set up here, in Malabar Hill. And since then, it has served as the home for British governors and later, governors of Maharashtra.

Architecture of Raj Bhavan Mumbai

Among the picturesque greens lies the Raj Bhavan of Mumbai. The complex has five main buildings – Jal Bhushan, Jal Laxan, Jal Chintan, Jal Vihar and Jal Sabhagriha. Renovations have been carried on over the years, and the buildings have an amalgam of modern Indian style of architecture and British colonial style.

Jal Bhushan is a residential building and it also houses the waiting room for visitors, the conference room and the dining room, among other sections. The luxury Jal Laxan building has Maratha style of architecture and carvings. This is where the governor receives the heads of government.

Jal Chintan is built on a cliff and provides a view of the bay and the horizon. The Jal Vihar building houses a banquet hall and a ballroom. And the Jal Sabhagriha serves as the venue for oath ceremonies and other official events.

Why Raj Bhavan is a highlight of Mumbai city?

Raj Bhavan tour might not look attractive at the first sight from the information you can find online. There are several famous newspapers that wrote about it, but mainly from the point of beauty and maintenance of the place. For me, this experience was primarily about learning about governance, taxes, economy, administration, and history of Mumbai. It structured some of my knowledge I gained about Mumbai in a few months of living there.

Also, I see it as a useful experience for aspiring IAS officers. If you are an Indian citizen willing to build a career in a public service sector, visiting Raj Bhavan can give you some insight into this activity and motivation. Our group asked our guide hundreds of questions and he entertained them all and kindly answered.

Raj Bhavan was one of the highlight experiences for me in Mumbai, that’s why I’ve decided to write a separate post about it. Here are some specific questions I’d like to focus on:

  • What does a Raj Bhavan visit look like? Highlights
  • How to visit Raj Bhavan in Mumbai?
  • How to reach Raj Bhavan in Mumbai

Other useful information about visiting Raj Bhavan

What does a raj bhavan visit look like.

Raj Bhavan visit

There are four Raj Bhavans in Maharashtra: Mumbai, Nagpur, Pune, Mahabaleshwar. Raj Bhavan in Mumbai has an area of 50 acres and employs 230 people. It has been opened to visitors by current governor only a few years back with a goal to share more information with the public and bring more transparency into governance process.

In just one visit, you can relive the history of Mumbai from Bombay Presidency which included a big part of Western India, Sindh province (nowadays Pakistan) and Aden (currently Yemen) during British Raj to the formation of Maharashtra with Mumbai as its capital city. Raj Bhavan was the first place where the map of Maharashtra state was presented to the public.

There is a visiting group of 10-20 people which travels with a guide to important points of the Governor’s residence by electric vehicle and by foot. The tour covers several areas, here are some of the most memorable highlights:

Visit the halls where important functions are held

Raj Bhavan Banquet Hall

The tour starts with some general history of Raj Bhavan and visiting official premises where the Governor meets President, Prime Minister, foreign diplomats visiting Mumbai. You will be guided through several halls and get to know about special features of their architecture and what kind of events are held there.

The furniture, fans, mirrors and some lamps date back to the British Governance era. These details of interiors with some modern elements unite the history of the past and current days.

Did you know? Raj Bhavan has become the Governor’s residence since 1885.   Back in 1665, the Governor appointed by the East India Company resided at the Bombay castle (Fort area). Afterward, the residence was shifted to Parel . After the outbreak of Bombay Plague, the residence was based in Malabar Hill.

See the skyline of Mumbai at the sunrise

Raj Bhavan sunrise

After the history tour through impressive interiors, you will be invited to the sunrise point, where you can see Mumbai Skyline, the sea and sun slowly rising above it. This is one of the most beautiful sunrises I’ve ever experienced.

As you might know, Raj Bhavan is surrounded by sea from three parts, so there will be beautiful views every now and then.

Visit Devi Mandir where religious functions are held

Located behind the heritage buildings of the complex, it’s a very small temple dedicated to a nameless goddess. Every year in July – August it gathers thousands of people at an annual jatra(fair). This was the only day when the residence was opened to the public until recently. Sidenote: On the way to the temple, there is a 10000 years old rock overlooking the sea.

Explore a peacock conservation area

Raj Bhavan Peacock

To all nature lovers –  there is a special conservation area for peacocks. You will be able to see a few of them freely roaming around. There are around 25 peacocks and it might be the only place you can see them in such a hustle and bustle city as Mumbai.

Also, there is a family of mongoose that regularly receive food and care from the staff. These are the animals I’ve noticed, but our guide told that there are also various birds living in the green territory.

Live the slogan of Atithi Devo Bhava

The formal part of the tour ended in the garden singing the national anthem of India. After this, the hosts offered tea/coffee with biscuits to all the guests and discussion continued in an informal environment. During the whole tour, the organizers were very polite and courteous.

Governor Raj Bhavan

While our group was in the garden, there was an unplanned visit of C. Vidyasagar Rao – the governor of Maharashtra. He stopped for a few minutes to greet everyone and ask for the feedback.

Note: if you would like to meet the Governor, please check his schedule. Our group was lucky to briefly meet him during the visit.

The last but not the least, there are some actors and public leaders living in the same area. From the words of our guide, the film actors like Jackie Shroff and Tiger Shroff pay a visit at times as they live in the same neighbourhood. They are in friendly relation with all staff of the governor’s residence.

How to visit Raj Bhavan?

Raj Bhavan pictures

If you would like to visit Raj Bhavan, firstly, you need to book an appointment online . I recommend registering at least two weeks in advance before the desired date as confirmation might take time. Generally, the booking is available one month in advance. You can register up to 10 accompanying people with you.

There is a symbolic fee for processing your application – 25 INR. Remember which ID proof you mention in the application as you will need to carry it (original + a photo copy) with you on the day of the visit.

How to reach Raj Bhavan in Mumbai?

Raj Bhavan is located in Malabar Hill in Mumbai. The nearest local train station is Grant Road and Charni road (Western Railways). Both stations are around 3.5km away from Raj Bhavan. From Grant Road you can hire a cab, it shouldn’t cost you more than 50 INR.

If you start from Navi Mumbai, you need to catch a local train around 4.30 a.m. if you want to make it on time. The cab from Navi Mumbai will cost you around 500 INR.

Raj Bhavan Mumbai pictures: is photography allowed?

Raj Bhavan sunrise point

Yes, but you will need to be ethical about it and consult your guide. There are some spaces where you can take pictures. Please don’t click everything here and there as it might close opportunity for others in future to take any pictures.

Note please that professional cameras and videography is not allowed. You can carry your mobile phone though.

What to take with you to Raj Bhavan Mumbai?

Try to take with you minimum stuff during the visit – phone, water, confirmation of appointment, wallet, ID proof. There is a bag scanner at the entrance. Though there are small lockers (confirm which stuff you can leave there), better to avoid this extra check-up and procedure.

Visit Raj Bhavan Mumbai

  • You can visit Raj Bhavan from October to mid-June. It closed for visitors in summers during monsoon season since there are heavy rains and winds.
  • Try to reach around 6 a.m. at the Upper Gate of Raj Bhavan. They start on-time at 6.15 a.m. Late entries after 7 a.m. are not permitted as it’s a huge territory and the visitors travel by electric mini-bus.
  • The tour lasts 2 – 2.5 hours depending on the number of questions. Raj Bhavan is open from Tuesday to Sunday.
  • I recommend dressing smart-casual. Jeans, shirts, t-shirts with decent prints are fine. There is no dress code as such, but this is a place where are held official meetings, so shorts and tops might not look appropriate.

I hope this post provided an in-depth information about Raj Bhavan in Mumbai. It was one of the most memorable experiences for me in this city. I don’t know for how long it will be open to the public, thus I highly recommend visiting it.

Raj Bhavan Mumbai

Sunrise at RajBhavan

Time 6.00 am at Upper Gate. Location : Raj Bhavan Bookings: 1 month prior booking through online medium Ticket price : Rs 25/- Nearest Station on Western Line : Charni Road The place has been recently open for public to witness sunrise. The 47 acre of premises speaks of cleanliness, discipline and greenery. Tricolor flag stands tall in the middle, accompanied by the water fountain. The furniture, chandeliers in the meeting room are to fantastic The place also host a variety of birds and has special care center for peacocks. Special deck has been created to view the sunrise and the sea waters are clear. A gem in the heart of Mumbai!

I am a true Blue mumbaikar - born here and stayed here all my life but this was the time I got to step inside the raj Bhavan gates. Thanks to the initiative taken by the current guv! The tour costs only Rs. 25 pp and has to booked online. There are limited seats available - earlier 10 per day and now 25 I think with the introduction of a battery vehicle. The tour starts at 6 am and gets over at 8.30 am. The winter is the best time to visit due to the pleasant weather and sunrise is after 7 am. One can even see the banquet hall where guests are entertained. The guv house and swearing in hall are out of reach. The sun rise point has been developed and well maintained. Due to the morning mist we could not clearly view the bldgs in Nariman Point. We saw a few peacocks strutting in the lawns. The PRO met us at the last point to give a history of the colonial bldg. we were served tea and biscuits too and the staff was very courteous. I would love to visit every year in different seasons. The view is too good with sea on 3 sides.

The governor's house i.e. Raj Bhavan has been opened for visitors for a nominal entry fee. This is a guided tour in which they take you to see the sunrise with a beautiful view. You can relax, do yoga, or meditate with the sun rising from behind Marine Drive. There were some snacks and tea after the sunrise. We were fortunate enough to have bumped into the PA of the Governor who enlightened us about the history of Mumbai and Raj Bhavan. We were taken around the premises which are indeed majestic. Near the helipad, there is a sunset point from where we can see the sunset with no obstruction in our vision and the sun appears to drown in the ocean. We were told that they intend to open it for visitors during sunset too. Another exciting thing there was that peacocks keep roaming in the area. Lastly, reaching here is very easy – if you go by train, you can get down at Grant road or Charni road and take a taxi to Raj Bhavan which is all the way to the southern tip of Mumbai. Since, many people don’t know about this, it is definitely a hidden gem and one must try it if they are in Mumbai.

Inside Mumbai's Raj Bhavan Bunker Museum: Underground shelter to offer visitors glimpse into Indian history

From historical anecdotes, tokens of colonial craftsmanship, to virtual reality booths that offer cannon-firing experience — Raj Bhavan’s Bunker Museum is almost like travelling back in time to the 19th century.

Inside Mumbai's Raj Bhavan Bunker Museum: Underground shelter to offer visitors glimpse into Indian history

On a rather mildly sunny afternoon, the waves of a greyish-blue Arabian Sea come crashing against the rocks creating a net of pure white foam; the coconut trees around dance to the tunes of the wind blowing across the perfectly-trimmed lawns, and far across the shore, the entire skyline of Mumbai seems like a distant world altogether from Raj Bhavan. Little did one know that the official residence of the Governor of Maharashtra houses a real chamber of secrets that remained unearthed (quite literally) for years.

Being in the premises of Mumbai’s Raj Bhavan complex is an experience in itself: Spread across 50 acres of land, surrounded by the sea on three sides, a mile-long stretch of thick forests, and, of course, several remnants of a bygone era. To enhance this experience further, the gates to an underground bunker museum — spread over an area of 15,000 square feet — will be opened for the general public. From historical anecdotes, tokens of colonial craftsmanship, to virtual reality booths that offer a cannon-firing experience — Raj Bhavan’s Bunker Museum (as it is being called now) is almost like travelling back in time to the 19th century.

The christening of the place as ‘Raj Bhavan’ is rather new and dates back only to the post-Independence era, but the history of the place precedes the independence of India. The complex, before Independence, served as the Government House of Bombay. All British governors, starting from Lord Reay (1885-1890), have lived here. The previous Government House was in Parel where the Haffkine Institute stands today. It served as the residence of the Governor of Bombay from 1771 to 1883. Before that, the Governor resided in Bombay’s Apollo Street in what was called the ‘New House’ as it was the first time the Governor’s residence was shifted from his first address - The Bombay Castle, situated at the heart of the Fort, behind the Town Hall and between the Mint and the Old Custom House.

Prior to 1885, the current Raj Bhavan was used as an occasional retreat or summertime home of the British governors and prior to 1857 that of the governors of the East India Company. Colonel George Sydenham Clarke, who served as the Governor of Bombay from 1907 to 1913 had a strong military background. It is most likely that the bunker was constructed during his tenure to provide shelter for guns and ammunition.

Vikas Dilawari, the renowned Mumbai-based conservation architect, was invited to make the conservation plan for the bunker. In his report, he quotes lines from Jan Morris’s book Stones of Empire: The Buildings of the Raj (1983) that notes: “ …in the last days of British rule, when the city seethed with patriotic unrest, they built an underground bunker beneath the happy bungalows of Malabar, equipped with bedrooms and kitchen for a long stay. A motor road led into it big enough to accommodate the governors Daimler and a water-gate in the rock face gave access to a jetty in the case His Excellency needed to make a hasty getaway ”.

The story of its discovery is rather interesting. Speaking to Firstpost , Umesh Kashikar, Public Relations Officer to the Governor says that for many years, the old-timers in the complex, whose parents had also served in Raj Bhavan, would often say that they had been told about a tunnel somewhere hidden under the Governor’s residence. But, no one would take it too seriously. Also, nobody could actually verify it as there was no way to find where the so-called tunnel started and ended. “In August 2016, during one of his regular walks, the current Governor Shri C Vidyasagar Rao noticed a section that seemed superimposed on the existing rock wall. He asked the Public Works (PW) staff to knock the wall down just to see whether there actually exists a tunnel or not. And what they found came across to them as a big shock,” he reveals.

Having been sealed for so many years, along with newer constructions done over and around it, all its light vents were covered and it was pitch dark inside. The PW staff members went ahead with a lot of apprehension and fear, armed with torchlights of their mobile phones. They found filth and rubble all around; water was seeping through the ceiling (from the lawns above the ground) and all the metal — gates, levers, pulleys, railings etc — had completely rusted away, Kashikar mentions.

Upon returning, the PW staff told everyone that it was no tunnel, but a bunker with 13 rooms of different sizes. Some of these rooms bore names such as Shell Store, Gun Shell, Cartridge Store, Shell Lift, Pump, Central Artillery Store, Workshop, etc. What was also remarkable about the underground bunker was that it had a proper drainage system and inlets for fresh air and light. Going further, there was a 20-feet tall majestic gate which opened to the original entrance whose structure resembled a fort.

Soon after the bunker was discovered, Rao called up Chief Minister Devendra Fadnavais and both of them stepped inside the bunker to see it for themselves. “They consulted experts and decided to first go through the history of the place and when the bunker was created; second, figure out ways to restore it, and lastly, how to make it accessible to the people in a democratic setup. At the end of the day, the land belongs to the people,” says Kashikar.

He adds that in order to kickstart the restoration process, a committee was set up that comprised Dr Sabyasachi Mukherjee, Director, Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, Rajeev Mishra, Principal, Sir JJ School of Architecture and Dr M Nambhirajan, Archaeological Survey of India as conservator experts. Pravin Kide, Chief Engineer of the Public Works Department was appointed as the coordinator of the committee. IIT Bombay was brought on board to carry out the structural audit of the bunker, while Chetan Raikar of Structwel Designers and Consultants supervised the waterproofing of the bunker.

Kashikar mentions how C Vidyasagar Rao stressed on making it a modern museum with features like virtual reality that give the public a closer look and feel of the past. There are two-three themes that will be employed to engage people, he says. “We will offer a cannon-firing experience to the people. We will also throw light on the freedom struggle movement of India and how it won its independence. Then, it will also offer some history of the forts of Maharashtra. The Honourable Governor also plans to recreate the courtroom scene of Bombay High Court — during Lokmanya Bal Gangadhar Tilak’s trial when he said: ‘ Swaraj is my birthright and I shall have it ’ — in the fort section of the bunker; that place actually suits it.”

Note: On 1 September 2019, C Vidyasagar Rao was replaced by former Uttarakhand Chief Minister and RSS veteran Bhagat Singh Koshyari as the new Governor of Maharashtra.
