How we found the best travel insurance

We looked at quotes from various companies for a 10-day trip to Italy in April 2024. The traveler was a 35-year-old woman from Illinois who spent $2,000 total on the trip, including airfare.

On average, the price of each company’s most basic coverage plan was $76.64. The costs displayed below do not include optional add-ons, such as Cancel For Any Reason coverage or pre-existing medical condition coverage.

Allianz Global Assistance is a reputable travel insurance company offering plans for over 25 years. Customers can choose from a variety of single and annual policies to fit their needs. On top of comprehensive coverage, some travelers might opt for the more affordable OneTrip Cancellation Plus, which is geared toward domestic travelers looking for trip protections but don’t need post-departure benefits like emergency medical or baggage lost.

For our test trip, Allianz Global Assistance’s basic coverage cost $91, about $15 above average.

Many travel insurance plans contain exclusions for adventure sports activities. If you plan to ski, bungee jump, windsurf or parasail, this might be a plan to consider.

Tin Leg’s Basic plan came in at $64 for our sample trip, knocking about $10 off the average basic policy cost. Note that you’ll pay a lot more if you shop for the most comprehensive coverage, and there are eight plans to choose from for trips abroad.

The multitude of plans can help you find coverage that fits your needs, but with so many to choose from, deciding can be daunting.

The only real way to figure out your ideal plan is to compare them all, look at the plan details and decide which features and coverage suit you and your travel style best.

Best for group travel insurance: HTH Insurance

As you shop for travel insurance, you’ll find many of the same coverage categories across numerous plans.

Trip cancellation

This covers the prepaid costs you make for your trip in cases when you need to cancel for a covered reason. This coverage helps you recoup upfront costs paid for flights and nonrefundable hotel reservations.

Trip interruption

Trip interruption benefits generally involve disruptions after you depart. It helps reimburse costs incurred for flight delays, cancellations and plenty of other covered disruptions you might encounter during your travels.

This coverage can cover the costs for you to return home or reimburse unexpected expenses like an extra hotel stay, meals and ground transportation.

Trip delay coverage helps cover unexpected costs when your trip is delayed. This is another coverage that helps offset the costs of flight trouble or other travel disruptions.

Note that many policies have a total amount a traveler can claim, with caps on per diem benefits, too.

Cancel For Any Reason

Cancel For Any Reason coverage allows you to recoup some of the upfront costs you paid for a trip even if you’re canceling for a reason not otherwise covered by your standard travel insurance policy.

Typically, adding this protection to your plan costs extra.

Baggage delay

This coverage helps cover the costs of essential items you might need when your luggage is delayed. Think toiletries, clothing and other immediate items you might need if your luggage didn’t make it on your flight.

Many travel insurance plans with baggage delay protection will specify how long (six, 12, 24 hours, etc.) your luggage must be delayed before you can make a claim.

Lost baggage

Used for travelers whose luggage is lost or stolen, this helps recoup the lost value of the items in your bag.

You’ll want to make sure you closely follow the correct procedures for your plan. Many plans include a maximum total amount you can claim under this coverage and a per-item cap.

Travel medical insurance

This covers out-of-pocket medical costs when travelers run into an emergency.

Because many travelers’ health insurance plans don’t cover medical care overseas, travel medical insurance can help offset out-of-pocket health care costs.

In addition to emergency medical coverage, many plans have medical evacuation or repatriation coverage for costs incurred when you must be taken to a hospital or return to your home country because of a medical situation.

Most travel insurance plans cover many trip protections that can help you be prepared for unexpected travel disruptions and expenses.

These coverage are generally aimed at protecting the money you put into your trip, expenses you incur because of travel trouble and costs incurred if you have a medical emergency overseas.

On top of core coverages like trip cancellation and interruption and travel medical coverage, some plans offer add-on options like waivers for pre-existing conditions, rental car collision damage waivers or adventure sports riders. These usually cost extra or must be added within a specified timeframe.

What’s not covered?

Typical travel insurance policies offer coverage for many unforeseen events, but as you research to select a plan, consider your needs. Though every plan differs, there are some commonly excluded coverages.

For instance, you typically can’t get coverage for a named storm if you bought the coverage after the storm was named. In other words, if you have a trip to the Caribbean booked for Sept. 25 and on Sept. 20 a hurricane develops and is named, you generally won’t be able to buy a travel insurance plan Sept. 21 in hopes of getting your money back.

Many plans also don’t cover activities performed under the influence of drugs or alcohol or any extreme sports. If the latter applies to you, you might want to consider a plan with specific coverages for adventure-seekers.

For numerous plans, a few other situations don’t qualify as an acceptable reason to cancel and make a claim, such as fear of travel, medical tourism or pregnancies (unless you booked a trip and bought insurance before you became pregnant or there are complications with the pregnancy). This is where a Cancel For Any Reason add-on to your coverage can be helpful.

You can also run into trouble if you give up on a trip too soon: a minor (or even multihour) flight delay likely isn’t sufficient to cancel your entire trip and get reimbursed through your plan. Be sure to review what requirements your specific plan has when it comes to canceling a trip, claiming trip interruption, etc.

Travel insurance costs vary widely. The final price of your plan will fluctuate based on your age, length of trip and destination.

It will also depend on how much coverage you need, whether you add on specialized policies (like Cancel For Any Reason or pre-existing conditions coverage), whether you plan to participate in extreme sports and other factors.

In our examples above, for instance, the 35-year-old traveler taking a $2,000 trip to Italy would have spent an average $76 for a basic plan to get coverage for things like trip cancellation and interruption, baggage protection, etc. That’s a little less than 4% of the total trip cost — lower than average.

If there were multiple members in a traveling party or if they were going on, say, a rock-climbing or bungee-jumping excursion, the costs would go up.

On average, travel insurance comes to about 5% to 10% of the trip cost. However, considering many of the plans reimburse up to 100% of the trip cost (or more) for disruptions like trip cancellation or interruption, it can be a worthwhile expense if something goes wrong.

It depends. Consider the following factors that might affect your decision: You’re young and healthy, all your bookings are refundable or cancelable without a penalty, your flights are nonstop, you’re not checking bags and a credit card you carry offers some travel protections . In that case, travel insurance might not be necessary.

On the other hand, if you prepaid a large chunk of money for a nonrefundable African safari, you’re going on a Caribbean cruise in the middle of a hurricane season or you’re going somewhere where the cost of health care is high, it’s not a bad idea to buy a travel insurance plan. Here’s how to find the best travel insurance coverage for you.

If you’re thinking of booking a trip and not planning to buy travel insurance, you may want to consider at least booking refundable airfare and not prepaying for hotel, rental car and activity reservations. That way, if something goes wrong, you can cancel without losing any money.

Selecting the best travel insurance policy comes down to your needs, concerns, preferences and budget.

As you book, take a few minutes to consider what most concerns you. Is it getting stranded because of flight trouble? Having the ability to cancel for any reason you see fit without losing money? Getting sick or injured right before departure and needing to postpone the trip? Injuring yourself or falling ill while overseas?

Ultimately, you want a plan that protects you, your money and the large investment in your trip — but doesn’t cost too much, either.

Medical coverage. If your priority is having adequate medical coverage abroad, you might want to look for plans with high limits for medical emergencies and medical evacuation.

Complex travel itinerary. If your itinerary has lots of flight connections, prepaid hotels and deposits for activities you can’t get back, prioritizing a plan with the best coverage for trip cancellations or interruptions may land at the top of your list.

Travel uncertainty. If you’re on the fence about a trip and have nonrefundable reservations, you may want to select a plan with a Cancel For Any Reason coverage option, which can help you recoup about 50% to 75% of the costs. This helps provide peace of mind, placing the decision on whether to travel entirely in your hands.

Car rentals. If you’re renting a car, a collision damage waiver is often worth looking into.

Methodology

We used the following factors to choose insurance providers to highlight:

Breadth of coverage: We looked at how many plans each company offered plus the range of their standard plans. 

Depth of coverage: We considered two data points to get a sense of how much each company pays out for common travel issues — the maximum caps for trip cancellation and trip interruption claims.

Cost: By looking at the costs for basic coverage across multiple companies, we determined an average cost for shoppers to benchmark plan prices against.

Customizability: While standard plans can cover a lot of ground, sometimes you need something a little more personal.

Customer satisfaction. Using data from Squaremouth when available, and Google Reviews as a backup, we can give kudos to companies with better track records from their clients.

No, it doesn’t necessarily get more expensive the longer you wait to purchase. However, as you put off buying insurance, you may lose access to potential plans and coverage options.

In general, buying travel insurance within a few days to two weeks of prepaying or making an initial deposit for your trip is your best bet. Assuming you’re not booking last-minute, this will provide you with access to the widest possible range of coverage options. It also helps prevent any medical conditions or storms that pop up between booking and buying a plan from ending up as excluded situations, which won’t be covered by your plan.

But, generally, many plans do allow you to buy coverage quite close to your departure date.

To get the most out of your travel insurance plan, buy it soon after making your initial prepayment or deposit to ensure you have access to the biggest menu of plans possible.

Select a plan that’s comprehensive enough to cover the travel scenarios you’re most concerned about or likely to encounter but not too expensive or laden with protections you’d never likely need.

Whatever your coverage, thoroughly review the plan so you understand what’s covered and what’s not, plus how to adhere to the plan’s rules for making a claim.

Travelers frequently use phrases like “trip insurance” and “travel insurance,” as well as “trip protection,” interchangeably, but they do mean different things, according to Stan Sandberg, founder of insurance comparison site TravelInsurance.com.

Trip insurance, or trip protection, generally refers to predeparture (or preevent) coverage if you need to cancel. You may see these plans sold by airlines, online travel agencies or even ticketed event sellers.

“You could refer to it as the portion that protects the investment in the trip,” Sandberg says.

A travel insurance plan typically includes that — plus more comprehensive benefits to protect you during your trip, from medical coverage to trip delay and lost baggage protections, and many more elements, depending on the plan.

Though travel insurance is typically not required for international trips, your personal circumstances will play a key role in whether it’s a good investment.

For instance, young, healthy travelers with few prepaid trip expenses embarking on a relatively risk-free trip may not see a need to buy a plan.

Older travelers with complicated itineraries who are visiting destinations where they could potentially fall ill or get injured — or who could encounter bad weather or some other disrupting factor along the way — may want to buy coverage.

Consider a few key questions:

How well would your health insurance plan cover you if you needed to visit a hospital overseas?

How much did you prepay for a hotel or rental car?

How much money would you be out if weather or some other flight issue derailed your itinerary?

Could you afford an unexpected night in a city where you have a connecting flight?

Do you already have a credit card that provides some travel protections?

IRCTC changes train travel insurance rules. Here’s how to insure your train journey at 68 paise

While booking an e-ticket for train journeys through IRCTC, you now have the option to also buy a travel insurance coverage of upto ₹10 lakh at a dirt-cheap premium of 68 paise.

New Delhi: Who cares about buying travel insurance for train journeys? You should, especially when you can get insurance coverage of up to ₹ 10 lakh for financial protection against train accidents and other untoward incidents, including robbery, at a near-zero premium of 68 paise.

You may have overlooked it, but the Indian Railway Catering and Tourism Corp (IRCTC) was so far providing you free and mandatory travel insurance each time you booked a ticket through its website or mobile app. Not anymore.

With effect from September 1, IRCTC’s rules on travel insurance have changed. It is no more mandatory nor free.

While booking tickets on the IRCTC site for your train journeys , you will find an option on “Travel Insurance" where you can choose whether you want travel insurance or not. Since the cost is merely 68 paise, it is advisable to opt for it.

You can insure your train journeys for a premium of just 68 paise if you book e-ticket through IRCTC.

What is covered by train travel insurance

The travel insurance provides a coverage of ₹ 10 lakh for death and permanent total disability arising out of any train accident or other untoward incident. For permanent partial disability you get ₹ 7.5 lakh. The ₹ 2 lakh coverage for hospitalization expenses for injury is over and above the death or disability coverage.

Acts like accident, robbery, dacoity and other violent acts during the train journey are covered by the policy.

Who is eligible for IRCTC travel insurance

Any train passenger who has booked an e-ticket using the IRCTC website or app can buy this travel insurance. Flight ticket booking websites also offer travel insurance, although at a much higher cost, similarly at the time of buying tickets.

However, there is no insurance for children below the age of five.

The travel insurance scheme is applicable only for Indian citizens. Citizens of foreign countries are not eligible for this scheme.

How to file a claim

IRCTC has tied up with 3 insurance companies — Royal Sundaram General Insurance Co. Limited, Shriram General Insurance Company and ICICI Lombard General Insurance Company Limited — for the scheme.

Remember, that you are buying an insurance policy from one of these three companies and not from IRCTC . All claims should, therefore, be directed towards the insurance company.

After you book the ticket and buy the insurance, the policy document is sent by the insurer to your email id.

It is important to note that you need to fill in the nomination details at the respective insurance company website. If you don’t do that then the settlement shall be made with legal heirs in case of a claim.

Passengers traveling in Indian railways are entitled to the Indian Railway Catering and Tourism Corporation (IRCTC) travel insurance if they buy the tickets through the official NGeT portal and apply for a travel policy while booking tickets. The scheme is optional and only provided for CNF/RAC/ part CNF tickets at the booking.

The insurance provides cover in case of injury or death during a train journey. While booking an online ticket passengers has to pay Rs 0.35 per to claim insurance in case any incident occurs.

For minor injuries, medical expenses up to Rs 2,00,000 can be claimed. If an insured passenger dies during a trip due to an accident the insurance company will provide Rs 10,000 for the transportation of mortal remains to the passenger’s residence.

A travel insurance cover of up to Rs 10 lakh can be availed while booking a train ticket online by paying less than one rupee from 31 August 2016. The claims under the new scheme is Rs 10 lakh in case of death, Rs 10 lakh in case of Permanent Total Disability, Rs 7.5 lakh in case of permanent partial disability, Rs 2 lakh for hospitalization expenses for injury and Rs 10,000 for transportation of mortal remains. Conditions of Railways Travel Insurance

On an average, about 15,000 people are said to die in rail mishaps yearly. According to the National Crime Records Bureau, in 2014, 28,360 rail accidents were reported, in which 3,882 were injured and 25,006 lost their lives. Wikipedia Article List of Indian rail incidents covers all the accidents in detail. The passenger insurance scheme was introduced by the railways on September 1, 2016, for 92 paise. The Railway’s travel insurance which was being piloted by Indian Railway Catering and Tourism Corporation (IRCTC) with a premium of 92 paise had reduced the premium to 1 paisa for a limited period from October 7, 2016, and was valid for confirmed long-distance tickets booked until October 31, 2016.  From 10 Dec 2016, the Indian Railways has started giving free accidental insurance cover to the passengers who booked their tickets through online mode.

  • According to railway officials, about 14 lakh railway passengers buy railway tickets daily — out of which 58 per cent tickets are bought online.
  • The scheme is applicable only for Indian Citizens who book their e-ticket through IRCTC Website Application only.
  • The Railways Insurance is optional while booking the ticket. If the option is exercised it will be compulsory for all passengers booked under one PNR number.
  • The premium is Re. 92 paise per passenger inclusive of all taxes.
  • It is for passengers holding tickets such as confirmed, RAC and waitlisted ones.
  • On cancellation of the ticket, no refund of the premium will be given.
  • The Travel Insurance Scheme is uniform for all classes, 2AC, 3AC etc.
  • The cover is not applicable for children up to 5 years of age and foreign citizens.
  • In case of passenger opting for insurance, the claim/liability shall be between insured and the Insurance Company
  • Rs 10 lakh in the event of death or total disability,
  • Rs 7.5 lakh for partial disability,
  • up to Rs 2 lakh for hospitalisation expenses and
  • Rs 10,000 for transportation of mortal remains from the place of a train accident or where an untoward incident, including terrorist attack, dacoity, rioting, shootout or arson, occurs.
  • After booking of ticket, the nomination details are to filled at respective Insurance Company site. You will receive the policy information through SMS and on your registered email IDs directly from Insurance Companies along with the link for filling nomination details. However, Policy number can be viewed from Ticket booked history at IRCTC Page.
  •  If nomination details are not filled then the settlement shall be made with legal heirs, if the claim arises.

Insurance companies offering Railways Travel Insurance

Railways Travel Insurance is being implemented by IRCTC in partnership with ICICI Lombard General Insurance, Royal Sundaram General Insurance and Shriram General Insurance.  The three selected insurance companies will get to issue the insurance policy on a rotational basis through an automated system. selected through a bidding process.   A total of 19 companies had participated in the bidding process and 17 were found eligible. IRCTC has engaged the firms for one year with the provision of extending the contract on a performance basis. Shriram General was the lowest bidder, quoting 92 paise. ICICI Lombard General quoted 99 paise and Royal Sundaram Rs 1.15. The other two would have to match the lowest bid of Rs 92 paise.

Others in the fray were HDFC Ergo, Reliance General Insurance, Apollo Munich Health Insurance, New India Assurance, Tata AIG, Bharti Axa, National Insurance, Iffco Tokio, Bajaj Allianz, Oriental Insurance, Star Health & Allied Insurance, CholaMandalam MS, United India Insurance and Future Generali India.

How to claim Indian Railways Travel Insurance?

One needs Report of the Railway Authority confirming the accident of the train or untoward incident. Report of the Railway Authority carrying the details of the passengers declared dead.

Claim Indian Railways Travel Insurance in case of Death

Claim will be settled only to nominee declared at the time of buying insurance through IRCTC portal. If nomination not opted, then  claim will be paid to Legal Heir only – as per Legal Heir / Succession Certificate.

  • Insured person, nominee or legal heir must visit nearest branch office of Insurance Company within the 4 months from the date of accident.
  • Duly Completed Personal Accident Claim Form signed by Nominee / Legal Heir along with the NEFT mandate details & cancelled cheque.Photo identity proof of nominee or legal heir.
  • Proof of insurance policy details also must be submitted.
  • Benefits will be payable by Insurance Company within 15 days of such documents received.
  • If there is a delay, then Insurance companies have to pay more than 2% of rate of interest of bank rate.
  • Claim will not be acceptable beyond 365 days from the date of expiry of policy.
  • Claim will be rejected if found to be fraudulent or supported by fraudulent.

  • Report of the Railway Authority confirming the accident of the train or untoward incident.
  • Report of attending doctor confirming the extent of disability.
  • Medical bills corresponding to doctor’s prescription.
  • Duly Completed Personal Accident Claim Form signed by insured / Nominee.
  • Attested copy of disability certificate from Civil Surgeon of that Hospital in which the treatment has undergone stating % of disability.
  • Attested copy of FIR.
  • All X-Ray / Investigation reports and films supporting to disablement.
  • Claim form with NEFT details & cancelled cheque of the beneficiary.
  • Photograph before & after disability.

Claim Indian Railways Travel Insurance For  Hospitalization

  • Discharge summary.
  • Original Hospital Bills and medical bills corresponding to doctor’s prescription.
  • Advance and final receipts (All receipts shall be numbered, signed and stamped).
  • Prescriptions for medicines.
  • Diagnostic Test Reports, X Ray, Scan, ECG and others including doctor’s advice demanding such tests).
  • Cash memos/bills for medicines purchased from outside.

History of Railways Travel Insurance

The Railway Passenger Insurance Scheme. was introduced in the 1993-94 railway budget and was administered by the Railway Claims Tribunal. Details of the policy can be read on Railways Tribunal website. It was discontinued on September 20, 2008 , citing higher premiums as a reason. Compensation under the scheme was decided as per the Railway Accident and Untoward incidents (Compensation) Rules 1990.  ICICI Lombard was the last insurer for this scheme between September 20, 2007 and September 19, 2008. According to this expired scheme, any passenger with a valid ticket or pass including platform ticket is insured and they are entitled to a compensation of up to Rs 4 lakh in case of any untoward incidents.

About 59 per cent of IR tickets are booked online. The IRCTC site sees 3.2 million average daily user log-ins, with an average of 550,000 tickets booked a day, for about a million passengers.An estimated 15-20 million had opted for the scheme in these 85 days. This compares to 3.2 million log-ins a day on the website and up to 700,000 bookings a day. Newspapers say only about 30 per cent of all tickets booked online opt for travel cover, though the premium of 92 paise for a passenger is one of the lowest in the world.

Indore-Patna Express mishap first test for new Railway insurance

On 20 November 2016, 14 coaches of the Indore-Rajendra Nagar Express 19321 derailed at Pukhrayan, approximately 60 kilometers from Kanpur. At least 150 deaths and 260 injuries have been reported in Pukhrayan train accident. After the Indore-Patna Express mishap, which claimed 145 lives and left 200 more injured, the railways ministry is examining a proposal to make passenger insurance mandatory.

In the derailed Indore-Patna Express  145 people have been killed in the accident which has left 200 more injured.

  • The derailed Indore-Patna Express had on board 695 passengers who were travelling on reserved seats.
  • Out of them, 128 had opted for the insurance and paid for it at the time of booking.
  • Out of the 128 passengers, 78 were in the train during the accident, whereas the remaining were to board later.

Step 2: Enter your PNR number

After clicking on the ‘IRCTC insurance’ tab, you’ll be redirected to a new page where you’ll be asked to enter your PNR number. PNR, or Passenger Name Record, is a unique reference number that is assigned to each passenger and is printed on the train ticket.

Step 3: Select the insurance option

Once you’ve entered your PNR number, you’ll be presented with two options for insurance – ‘Optional Travel Insurance’ and ‘Mandatory Travel Insurance’. The ‘Optional Travel Insurance’ option is available for passengers who want to purchase insurance voluntarily, while the ‘Mandatory Travel Insurance’ option is applicable to all passengers except for those who have already purchased insurance from any other source.

Step 4: Make the payment

After selecting the insurance option, you’ll be directed to a payment gateway where you’ll need to make the payment for the insurance. The insurance premium is calculated based on the fare of the ticket, and the minimum amount is Rs. 0.49.

Step 5: Receive the insurance policy

Once you’ve made the payment, you’ll receive the insurance policy in your email inbox. The policy will contain the details of the coverage, including the sum assured, the duration of the coverage, and the terms and conditions.

Politics latest: 'Utter confusion' surrounds Tory national insurance plans

Tory ministers have contradicted each other since Wednesday's budget over whether the government wants to simply reduce national insurance and general taxation over time, or scrap national insurance entirely in the next parliament.

After Theresa May announced she is standing down at the next election, we put to minister Gareth Davies that 60 Tory MPs have now announced they are standing down and are apparently not optimistic about the party's chances at the next election.

He replied: "I think there's nearly 50 Labour MPs as well. Just be completely balanced about this."

According to our records here at Sky News, just 16 Labour MPs have publicly announced plans to step down at the next election.

Mr Davies continued: "This is what happens when you approach a new election and [it is] completely reasonable for people to decide that it's time to go, particularly when they've been in the House of Commons for a long time.

"And each one has made their own decision for personal reasons, and I respect every single person's decision to do so."

We've just been speaking with Gareth Davies, exchequer secretary to the Treasury, and we started by asking for his reaction to the breaking news that former PM Theresa May is standing down as an MP at the next election ( full story here ).

He replied: "Well, how appropriate on International Women's Day, the country's second female prime minister is standing down after a pretty good innings."

He said Mrs May has given "27 years of service not just to her constituents, but I think as one of our longest serving home secretaries and then obviously prime minister as well".

Mr Davies went on: "I am personally sad to see her go. I think it's very good when former leaders stay in the House of Commons and contribute to debates, and she's certainly brought a lot to debates since she stood down.

"I'm very sad personally, but wish her well. And I think she's justified in moving on after 27 years."

The UK has no "credible" plan to buy all the weapons it needs after a huge jump in the cost of the nuclear deterrent helped to create a record funding gap, a group of MPs has warned.

Inflation and a weak pound also contributed to the hole of at least £16.9bn in a rolling 10-year plan to procure equipment for the Army, Royal Navy and Royal Air Force, the Public Accounts Committee said in a scathing report.

The actual deficit is likely to be closer to £30bn if all the capabilities required by the Army - rather than only those it can afford - are included in the costs, the MPs said on Friday.

The committee accused the Ministry of Defence (MoD) of putting off painful decisions about what equipment programmes would have to be cancelled for the plan to be affordable.

After the chancellor delivered a 2p cut to national insurance on Wednesday, the Tories said they wanted to reduce it even more.

But by how much precisely?

In a fundraising email from the Conservative Party after the budget was delivered, Jeremy Hunt hailed the cut to national insurance he'd announced a couple of hours prior.

He then wrote he would "like to end the unfairness where people in work are paying tax twice on their earnings", and, added: "We'll be able to make progress towards that goal in the next parliament."

Later that day, Treasury minister Bim Afolami told Politics Hub With Sophy Ridge the government wants to "eliminate" national insurance entirely.

But yesterday, Work and Pensions Secretary Mel Stride told Sophy Ridge his "understanding" was the government has an aspiration to bring down national insurance and taxes more generally over time.

Broadcaster Nick Ferrari told Sky News last night these contradictions show there is "utter confusion" within government.

Former prime minister Theresa May has announced she will stand down as an MP at the next general election.

In an exclusive statement to her local paper, Mrs May said she had taken the "difficult decision" to quit the Commons after 27 years representing her Maidenhead constituency.

Mrs May has been the Conservative MP for Maidenhead since 1997 and was prime minister between 2016 and 2019.

She entered Downing Street after David Cameron resigned after the country voted to leave the European Union - something he campaigned against.

Mrs May, who was also a Remainer, was forced out of the job three years later because she could not get her Brexit deal through parliament.

Her decision to quit the Commons adds to an exodus that has seen more than 60 Tory MPs say they will not fight their seats at the next election - the highest total since 1997.

  • Science Secretary Michelle Donelan is facing calls to repay £15,000 of taxpayer money which was used to settle a legal dispute reached after she claimed an academic was a Hamas supporter.

Science Secretary Michelle Donelan is in the news after it was revealed £15,000 of taxpayer money was used to settle a legal dispute.

What did she do?

The issue began with a post on social media by academic Professor Kate Sang made last year.

Prof Sang had posted a message saying "this is disturbing" alongside a link to a Guardian article which described the response by Israel to the 7 October attacks by Hamas.

A second academic, Dr Kamna Patel, reposted a message describing Israel's actions as "genocide and apartheid".

Ms Donelan then posted on X a letter to the UK Research and Innovation (UKRI) expressing her "disgust and outrage" that Prof Sang and Dr Patel had "shared extremist views".

Ms Donelan also claimed Prof Sang had expressed sympathy for Hamas.

What happened next?

Both academics were subject to a UKRI investigation, having recently been appointed to the organisation's advisory group on equality, diversity, and inclusion.

It uncovered no evidence they had expressed extremist views or support for Hamas, or breached the terms of their appointments.

Prof Sang launched a libel action against the cabinet minister.

Libel is the act of publishing a false allegation which could damage someone's reputation.

Why has Ms Donelan had to pay?

Earlier this week, Ms Donelan made a new post on social media in which she withdrew her original statement. 

Ms Donelan accepted Prof Sang had been referring to the Guardian article as a whole.

Her statement added: "I fully accept that she is not an extremist, a supporter of Hamas or any other proscribed organisation and I note that an independent investigation has concluded that there is no evidence that she is. I have deleted my original post to my X account."

What the cabinet minister did not make clear - and was only revealed by lawyers who represented Prof Sang - was that Ms Donelan had paid a settlement with the academic. 

The government later confirmed the sum was paid from taxpayer funds but was "without admitting any liability" - they also did not say what the figure was.

It was revealed on Wednesday - the same day as the budget - that £15,000 of taxpayer money had been paid to Prof Sang.

What has the reaction been?

The Liberal Democrats have called for Ms Donelan to step aside and the matter to be investigated.

Labour leader Sir Keir Starmer has not called for Ms Donelan to go, but has said she should pay back the money.

Rishi Sunak has said it is a "long-standing convention" that the government will fund legal disputes "when it relates to government ministers doing their work".

And Penny Mordaunt, another cabinet minister, said it was worth bearing in mind Ms Donelan's character as a whole - including the fact she did not take the roughly £17,000 payout she was entitled to when she resigned as education secretary in 2022.

One of the members of an expert group falsely accused of sharing "extremist views" online by Science Secretary Michelle Donelan has called on her to resign.

The cabinet minister publicly retracted her remarks on Tuesday after two members of Research England's Equality, Diversity and Inclusion (EDI) Advisory Group began libel proceedings against her. 

"This wasn't a misunderstanding," said Dibyesh Anand, interim deputy vice-chancellor at the University of Westminster, a member of the expert group who was not individually named by the minister.

Ms Donelan's intervention was "irresponsible at best, but a malicious and vindictive attack on individuals connected with EDI at worse," he said.

Prof Anand was at a human rights conference in Geneva last October when he first learned of a press release produced by the right-leaning thinktank Policy Exchange which identified him and other members of the EDI advisory group as having "radical anti-Israeli views."

He was shocked, he said, by what he saw as deliberate misinterpretation in the press release. At the time he was also being accused of being a "Zionist" by other academics on X.

It is understood that it was the Policy Exchange press release that prompted the intervention by the secretary of state for science, innovation and technology (DSIT).
