3. User rights and obligations of Olta Travel.

Travel advisory september 5, 2023, russia - level 4: do not travel.

Updated to remove COVID-specific information and the kidnapping risk indicator as well as updates to security risks.

Do not travel to Russia due to the unpredictable consequences of the  unprovoked full-scale invasion of Ukraine by Russian military forces , the potential for  harassment and the singling out of U.S. citizens for detention by Russian government security officials , the  arbitrary enforcement of local law ,  limited flights into and out of Russia , the  Embassy’s limited ability to assist U.S. citizens in Russia , and the possibility of  terrorism .  U.S. citizens residing or travelling in Russia should depart immediately.  Exercise increased caution due to  the risk of wrongful detentions.

The U.S. government’s ability to provide routine or emergency services to U.S. citizens in Russia is severely limited, particularly in areas far from the U.S. Embassy in Moscow, due to Russian government limitations on travel for embassy personnel and staffing, and the ongoing suspension of operations, including consular services, at U.S. consulates.

There have been numerous reports of drone attacks, explosions, and fires in areas in Western and Southern Russia, particularly near the Russian border with Ukraine, as well as in Moscow and St. Petersburg. In the event of an emergency, U.S. citizens should follow instructions from local authorities and seek shelter immediately.

In September 2022, the Russian government mobilized citizens to the armed forces in support of its invasion of Ukraine. Russia may refuse to acknowledge dual nationals’ U.S. citizenship, deny their access to U.S. consular assistance, subject them to mobilization, prevent their departure from Russia, and/or conscript them. 

U.S. citizens should note that U.S. credit and debit cards no longer work in Russia, and options to electronically transfer funds from the United States are extremely limited due to sanctions imposed on Russian banks. There are reports of cash shortages within Russia.

Commercial flight options are extremely limited and are often unavailable on short notice. If you wish to depart Russia, you should make independent arrangements as soon as possible. The U.S. Embassy has severe limitations on its ability to assist U.S. citizens to depart the country and transportation options may suddenly become even more limited. U.S. Embassy personnel are generally not permitted to travel on Russian air carriers due to safety concerns.  The Federal Aviation Administration (FAA) downgraded the air safety rating for Russia from Category 1 to Category 2 on April 21, 2022, due to Russia’s Federal Agency for Air Transport noncompliance with International Civil Aviation Organization (ICAO) safety standards.  The Federal Aviation Administration (FAA) has issued a Notice to Air Missions (NOTAM) prohibiting U.S. aviation operations into, out of, within, or over those areas of the Moscow Flight Information Region (FIR), the Samara FIR (UWWW) and the Rostov-na-Donu (URRV) FIR within 160NM of the boundaries of the Dnipro (UKDV) Flight Information Regions. For more information, U.S. citizens should consult the  Federal Aviation Administration’s Prohibitions, Restrictions, and Notices .

The right of peaceful assembly and freedom of expression are not consistently protected in Russia. U.S. citizens should avoid all political or social protests and not photograph security personnel at these events. Russian authorities have arrested U.S. citizens who have participated in demonstrations and there are numerous reports Russian nationals have been detained for social media activity. 

Country Summary:

U.S. citizens, including former and current U.S. government and military personnel and private citizens engaged in business who are visiting or residing in Russia, have been interrogated without cause and threatened by Russian officials, and may become victims of harassment, mistreatment, and extortion. 

Russian security services may fail to notify the U.S. Embassy of the detention of a U.S. citizen and unreasonably delay U.S. consular assistance. Russian security services are increasing the arbitrary enforcement of local laws to target foreign and international organizations they consider “undesirable.”

Russian security services have arrested U.S. citizens on spurious charges, singled out U.S. citizens in Russia for detention and harassment, denied them fair and transparent treatment, and convicted them in secret trials or without presenting credible evidence. Furthermore, Russian authorities arbitrarily enforce local laws against U.S. citizen religious workers and have opened questionable criminal investigations against U.S. citizens engaged in religious activity. U.S. citizens should avoid travel to Russia to perform work for or volunteer with non-governmental organizations or religious organizations.

There have been multiple security incidents in southwestern Russia related to Russia’s unprovoked and unjustified invasion of Ukraine. The Russian government declared martial law in Russia’s regions bordering Ukraine (Bryansk, Kursk, Belgorod, Voronezh, Rostov, Krasnodar) on October 20, 2022. The martial law regime allows the rapid introduction of restrictive measures such as curfew, seizure of private property, restriction of entry/exit and freedom of movement, internment of foreigners, forced relocation of local residents, and restrictions on public gatherings. U.S. citizens should avoid all travel to these areas.

Recent legislation has expanded the ability of Russian authorities to detain, question, and arrest individuals suspected of acting against Russia’s interests, including posts on personal social media accounts, engaging with foreign and international entities, discrediting the Russian state or military, as well as advocating for the rights of LGBTQI+ persons.

Terrorist groups, both transnational and local terrorist organizations, and individuals inspired by extremist ideology continue plotting possible attacks in Russia. Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs and systems, markets/shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas. Travel to the North Caucasus (including Chechnya and Mt. Elbrus) is prohibited for U.S. government employees and strongly discouraged for U.S. citizens.

The international community, including the United States and Ukraine, does not recognize Russia’s purported annexation of Crimea as well as four other Ukrainian oblasts – Donetsk, Luhansk, Kherson, and Zaporizhzhya – that Russia has purported to annex more recently. There is extensive Russian Federation military presence in these areas. Russia staged its further invasion of Ukraine, in part, from occupied Crimea, and Russia is likely to take further military actions in Crimea, and the four other Ukrainian oblasts are the subject of intensive fighting. There are continuing abuses against foreigners and the local population by the occupation authorities in these regions, particularly against those who are seen as challenging Russia’s authority.

The U.S. Embassy in Kyiv continues to provide consular services to U.S. citizens in Crimea as well as four other Ukrainian oblasts partially occupied by Russia – Donetsk, Luhansk, Kherson, and Zaporizhzhya, although the ongoing conflict severely restricts the Embassy’s ability to provide services in these areas.

U.S. Fears Russia Might Put a Nuclear Weapon in Space

American spy agencies are divided on whether Moscow would go so far, but the concern is urgent enough that Secretary of State Antony J. Blinken has asked China and India to try to talk Russia down.

When Russia conducted a series of secret military satellite launches around the time of its invasion of Ukraine in early 2022, American intelligence officials began delving into the mystery of what, exactly, the Russians were doing.

Later, spy agencies discovered Russia was working on a new kind of space-based weapon that could threaten the thousands of satellites that keep the world connected.

In recent weeks, a new warning has circulated from America’s spy agencies: Another launch may be in the works, and the question is whether Russia plans to use it to put a real nuclear weapon into space — a violation of a half-century-old treaty. The agencies are divided on the likelihood that President Vladimir V. Putin would go so far, but nonetheless the intelligence is an urgent concern to the Biden administration.

Even if Russia does place a nuclear weapon in orbit, U.S. officials are in agreement in their assessment that the weapon would not be detonated. Instead, it would lurk as a time bomb in low orbit, a reminder from Mr. Putin that if he was pressed too hard with sanctions, or military opposition to his ambitions in Ukraine or beyond, he could destroy economies without targeting humans on earth.

Despite the uncertainties, Secretary of State Antony J. Blinken raised the possibility of the Russian nuclear move with his Chinese and Indian counterparts on Friday and Saturday on the sidelines of the Munich Security Conference.

Mr. Blinken’s message was blunt: Any nuclear detonation in space would take out not only American satellites but also those in Beijing and New Delhi.

In addition, U.S. officials and outside analysts say, global communications systems would fail, making everything from emergency services to cell phones to the regulation of generators and pumps go awry. Debris from the explosion would scatter throughout low-earth orbit and make navigation difficult if not impossible for everything from Starlink satellites, used for internet communications, to spy satellites.

Since Mr. Putin has made clear his disdain for the United States, Mr. Blinken told them, it was up to the leaders of China and India, President Xi Jinping and Prime Minister Narendra Modi, to talk him down from what could turn into a disaster.

In a statement on Saturday, the State Department said that in his meetings Mr. Blinken had “emphasized that the pursuit of this capability should be a matter of concern.”

“He will continue raising it in additional meetings at the Munich Security Conference,” the statement continued.

It was unclear how much of the intelligence about the 2022 Russian satellite tests, which has not been previously reported, Mr. Blinken shared when he met with China’s foreign minister, Wang Yi, or with India’s, Subrahmanyam Jaishankar.

Some intelligence officials had objected to sharing too much about what the U.S. knows because the details of the Russian program remain highly classified, U.S. officials said. But others argued that the United States needed to share enough to convince China and India of the seriousness of the threat. During the Munich meetings the two men took in the information, officials said, and Mr. Wang repeated China’s usual lines about the importance of the peaceful use of outer space.

“Relying on our greatest adversary to deliver messages to Moscow is not a great practice but in this case, if the reporting is true, China would have a vested interest in delivering the message,” Representative Michael Waltz, a Florida Republican on the House Intelligence Committee, said in an email on Saturday.

Mr. Blinken was attempting to replicate what American officials believe was a series of successful warnings to Mr. Putin in October 2022, when there was serious alarm in Washington that Russia was preparing to use a tactical nuclear weapon in Ukraine. Mr. Putin backed off the threats, though it is still unclear how much pressure he was under, especially from Mr. Xi, who has tightened his ties with Moscow.

Both the United States and Soviet Union briefly tested nuclear weapons in space before the ratification of the 1967 Outer Space Treaty, which bans the placement of nuclear weapons of any kind into orbit, as well as further nuclear detonations in space. A 1962 test by the United States , launched from Johnston Atoll in the Pacific Ocean, was particularly damaging. Exploding 250 miles into the atmosphere, the electromagnetic pulse destroyed electronics in Hawaii, disrupting telephone service there, and took at least a half dozen orbiting satellites out of the sky, and damaged others.

Realizing how damaging the test was, a year later the United States and the Soviet Union signed the Limited Nuclear Test Ban Treaty , which prohibited nuclear testing in the atmosphere or outer space.

If Mr. Putin deployed the weapon into low-earth orbit, American officials fear it would do more than simply violate the 1967 treaty. It is one of the last remaining major arms control treaties still in effect. Biden administration officials have expressed concerns that if Russia violates it, other nations — such as North Korea — may follow suit.

For Mr. Putin, launching a nuclear weapon into space would escalate his growing confrontation with the United States and Europe. His inability to take over Ukraine, even with a far larger military, has vividly demonstrated the limits of Russia’s conventional forces. In the view of American and European intelligence agencies, that has made him more dependent on nuclear arms and cyberattacks, his most potent asymmetric weapons.

One senior intelligence official, who spoke on condition of anonymity to discuss sensitive nuclear matters, said that he thought Russia was developing space-based nuclear weapons because Mr. Putin believes none of his adversaries, including the United States, would risk a direct confrontation with Russia over the deployment of a nuclear-armed satellite.

Another intelligence official, speaking on condition of anonymity for the same reason, said that Mr. Putin might be betting that the threat of a nuclear explosion in space is different from the threat of the destruction of Los Angeles or London. The official added that Mr. Putin would be threatening hardware rather than people, which he may believe gives him more latitude to deploy the new satellite.

Publicly, the White House has only described the new Russian weapon as antisatellite technology, offering no details. But officials have insisted it poses no direct threat to human populations.

“We are not talking about a weapon that can be used to attack human beings or cause physical destruction here on earth,” John F. Kirby, a senior national security official, told reporters.

The new intelligence came to light after a cryptic public warning on Tuesday by Representative Michael Turner, Republican of Ohio and chairman of the House Intelligence Committee, that the U.S. had new intelligence about a “serious national security threat.”

Mr. Turner had been sending letters of concern about the antisatellite technology for weeks. He had grown frustrated and feared the administration was not taking it seriously enough, U.S. officials said, an allegation that administration officials deny.

Mr. Turner’s comments on Tuesday angered the White House and spy agencies because of their predictable effect: reporters scrambling to learn more about the intelligence began uncovering details of the antisatellite weapon.

On Thursday, Mr. Kirby said President Biden had ordered a diplomatic push, without describing the plan in detail.

“He has directed a series of initial actions, including additional briefings to congressional leaders, direct diplomatic engagement with Russia, with our allies and our partners as well, and with other countries around the world who have interests at stake,” Mr. Kirby said.

Militants in Russia: Russian security forces fought alleged militants in Russia's North Caucasus republic of Ingushetia overnight, killing six, after they opened fire on law enforcement forces on Saturday, reported state news agency TASS.

Crimea attack:  Russian air defence systems destroyed 38 Ukrainian drones launched at the Crimean Peninsula, Russia's defence ministry said. Reports of powerful explosions were posted on Ukrainian and Russian social media.

Peace talks:  Turkey said it hoped talks for a ceasefire in Ukraine will start soon. Moscow said China agreed any talks on a Ukrainian settlement must include Russia.

10 killed:  The death toll from a Russian drone strike that destroyed a residential building in Odesa rose to 10, after the body of a third child was pulled from the rubble.

Navalny sanctions: Canada announced a fresh round of sanctions against Russia over the death of Alexei Navalny, targeting six Russian officials including senior officials and high-ranking employees of Russia's prosecution, judicial and correctional services.

Navalny funeral: In front of riot police and, reportedly, rooftop snipers, thousands of people gathered in Moscow to pay their respects to Alexei Navalny yesterday.

In a rare show of defiance to the Kremlin, onlookers chanted "Russia will be free", "No to war", "Russia without Putin", "We won't forgive" and "Putin is a murderer."

Among those queuing to bid Mr Navalny farewell were foreign officials like Washington's ambassador to Russia, Lynne Tracy, and French diplomat Pierre Levy.

Political prisoner: The wife of British-Russian citizen Vladimir Kara-Murza, who is jailed in Siberia, met David Cameron to push for more action to secure his release.

Mr Kara-Murza was jailed for 25 years in April for "treason" after speaking out against the Russian invasion of Ukraine.

Russian advance: Russia has been accumulating forces around Chasiv Yar in eastern Ukraine, west of Bakhmut, as it seeks to make a breakthrough in the Donetsk region, a Ukrainian official said.

NATO expands: Hungarian parliament speaker Laszlo Kover signed off on the ratification of Sweden's NATO accession and forwarded the legislation to the president's office.

Flats attacked: A Russian drone attack killed at least two people and wounded eight when it crashed into an apartment block in Ukraine's southern port city of Odesa, Volodymyr Zelenskyy said.

Meanwhile, an apartment building in St Petersburg suffered damage after an "emergency", Russian authorities said.

State news agency TASS reported an "explosion", while local news and social media said a drone hit the building.

The wife of British-Russian citizen Vladimir Kara-Murza, who is jailed in Siberia, has met David Cameron to push for more action to secure his release.

Mr Kara-Murza was jailed for 25 years by a Moscow court in April 2023 for "treason" after speaking out against the Russian invasion of Ukraine.

Today, his wife Evgenia Kara-Murza met Lord Cameron after calling for the British government to take more concrete action on his case.

She said she was "very happy" that the meeting had taken place after a lengthy campaign and regarded it as "a sign of goodwill".

She said: "He assured me of his support and his willingness, his preparedness, to fight for Vladimir's release and to make sure that Vladimir's case is always publicised. 

"So I think, all in all, it went well."

The EU's foreign policy chief Josep Borrell has paid tribute to Alexei Navalny today.

He said the Russian opposition leader remained  "an inspiration for many in Russia and beyond" and his beliefs "will not disappear".

Mr Navalny died at the age of 47 in an Arctic penal colony on 16 February, sparking accusations from his supporters that he had been murdered. 

The Kremlin has denied any state involvement in his death.

We reported earlier there have been at least 45 arrests in Russia following the funeral of Alexei Navalny.

The Russian human rights group OVD info reported at least six arrests were made in Moscow and 18 people were detained in the Siberian city of Novosibirsk.

Another 10 were detained while laying flowers in Yekaterinburg, a city east of the Ural Mountains.

Here are some of the scenes emerging from Russia today...

Alexei Navalny remains a "shining example of what Russia could and should be", the US embassy in Russia said today.

In a statement on X, the embassy also said Mr Navalny's death was a "tragic reminder of the lengths the Kremlin will go to silence its critics".

Russian authorities still have not announced the cause of death for Mr Navalny but many Western leaders have blamed his death on Vladimir Putin, which the Kremlin has rejected.

While today's news has been dominated by the funeral of Alexei Navalny, there appear to be potentially significant developments on the ground in Ukraine.

An official in the country has said Russia is currently accumulating large forces around Chasiv Yar in eastern Ukraine, as it seeks to make a breakthrough in the Donetsk region.

Illia Yevlash, spokesperson for the operational group overseeing the eastern front line, told Radio Free Europe/Radio Liberty that Russian forces were concentrating efforts to make a powerful push on the key strategic city to the west of Bakhmut, which fell to Moscow last May - and were hoping to advance toward Kostiantynivka, Kramatorsk and Sloviansk.

Ukrainian forces battling Russian efforts to advance in the Bakhmut direction say they have been experiencing a large Russian push over the last three weeks and are facing constant attacks as Moscow troops send in wave after wave of infantry and target them with a variety of artillery and drones.

With the war now into its third year, Russian forces have been bludgeoning some Ukrainian defensive positions into submission, deploying overwhelming amounts of artillery and troop numbers in an effort to punch through defensive lines at targeted points.

Though Russia's gains have been small, slow and costly, Ukraine does not have enough reservists and has a severe shortage of artillery shells as the supply of military aid from Western partners has waned.

A spokesman for the 17th separate tank brigade said that despite limited resources, Ukrainian forces were trying their best to adjust their defence to the ever-changing Russian tactics, even as troops on the ground reported they could not respond with the same firepower and personnel as Russia is able to use against them.

The commander of the tank company working in the Bakhmut direction said: "You can really feel it, the density of fire is higher. When we can make 10 shots, they can make 50, they have an advantage over us in ammunition, it's undeniable."

"And also, there is an advantage in manpower," said Dmytro, 28, who only gave his first name due to security concerns. 

A Jehovah's Witness has been jailed for eight years in Russia after he held a worship meeting via videoconference.

The court in southwestern Russia found the follower guilty of organising "extremist activities" after he was secretly filmed by a mole, according to a spokesman for the group.

Russia's Supreme Court designated the Christian denomination as "extremist" in 2017.

Since then, raids, interrogations and jailings of worshippers have occurred with some regularity.

Religious life in Russia is dominated by the Russian Orthodox Church, which is championed by Vladimir Putin.

Hundreds of mourners are still queuing outside the cemetery Alexei Navalny was buried in, the independent Russian news outlet Mediazona reports.

The outlet reports that police are allowing people to enter the cemetery in batches of 50.

The line currently stretches for at least 200 metres, with passing cars honking in support, Mediazona reports.

HELSINKI (AP) — Latvia’s government has extended restrictions on the entry of Russian citizens into the Baltic country until next year, citing Moscow’s full-scale invasion of Ukraine which officials say is “still posing a threat to the internal security of Latvia.”

The Cabinet of Prime Minister Evika Siliņa decided Tuesday to lengthen the entry conditions on Russian citizens until March 4, 2025.

Russian citizens will continue to be banned from entering Latvia, a European Union country, for the purposes of tourism and leisure, the government said in a statement.

However, some Russians will be permitted to enter, including those with residence permits valid in Latvia or another EU member state, or Russians whose entry is related to humanitarian considerations like political dissidents.

In September 2022, Poland and the Baltic states — Estonia, Latvia and Lithuania — reached a joint agreement to restrict the numbers of Russian citizens coming to their countries to prevent alleged security risks amid Russia’s war in nearby Ukraine.

NATO member Latvia, a country of 1.9 million people that borders Russia, is home to a sizable ethnic Russian minority that makes up about 25% of the country's population. The Baltic Sea nation previously has been a popular vacation venue and its capital, Riga, a popular weekend destination for Russian tourists.

IOWA CITY, Iowa (KCRG) - Hundreds of fans were in Carver-Hawkeye Arena for ESPN’s College GameDay, which returned to Iowa City ahead of Caitlin Clark’s final home game of the regular season.

“Oh, it’s like, isn’t your heart just pounding? It’s crazy in here. It’s better than being in church!” said Steph Stulken, a fan from Cedar Rapids.

Many fans were locals. One fan’s sign said she drove 22 minutes to see Number 22. Others were from across the country, including a group of eighth-grade basketball players from St. George, Utah. “It’s fun to be a part of history,” said Emeli Langi from St. George, Utah. “People are going to talk about this for a long time and we can say that we’ve been here.”

Whether they came from down the street or a thousand miles away, every fan said Clark has inspired them in some way.

“She’s a huge inspiration to me. She’s been an inspiration to me since I started watching her,” said Nyah Weger, 13, from Des Moines.

“It sometimes brings me to tears,” said Niki Stevens. “I coach both of these girls’ youth teams and to see all the girls growing and pushing themselves—that’s the impact she has.”
