Mediterranean Cruise Ports of Call

Discover some of the world-renowned destinations that await you on a Mediterranean cruise with Princess.

Rooted in Greek mythology, Athens is alive with stories from civilizations of the past. On a cruise to Europe departing from Athens, arrive early to tour the remains of ancient lores — like the Temple of Olympian Zeus and Acropolis — dine at the city’s lively tavernas and admire iconic sculptures bathed in natural light within the Acropolis Museum.

Until it was popularized by the 1992 Olympics, Barcelona was a hidden gem amidst Europe’s diverse landscapes. Now it’s widely recognized for its architectural masterpieces and spirited customs. On European cruises from Barcelona, leave enough time before you depart to visit Park Güell — a UNESCO World Heritage Site — and feel inspired by the colors and unique artistry that lies in the park and throughout the entire city.

As one of the greenest islands in Greece, Corfu is an emerald treasure amidst the colorful Mediterranean landscape. From Paleokastritsa, hike to the mountaintop for unparalleled views of the Ionian Sea. Or get a taste of Corfu when you team up with a famous chef, and handpick local produce that they’ll use to prepare your lunch. Experience it all on a Greek cruise with Princess.

On a Mediterranean cruise to Livorno, travel to Florence or Pisa where artifacts abound. Capture snapshots of the Leaning Tower of Pisa, stop by Michelangelo’s David statue at the Accademia and walk up to the “Gates of Paradise” at the Baptistery. Or explore the countryside and meander through the region’s rolling hills that bear vineyards and green olive groves.

Nestled within Boka Bay lies a medieval gem. Kotor is enrobed in ancient houses, palaces and churches that speak to its 12th-century origins. On a Greek cruise, dine on Montenegrin cuisine in the home of a local chef, appreciate 14th-century Venetian art at St. Tryphon’s Cathedral and taste regional wines along the riviera. Or see another side of the city when you kayak through the tunnels of Lipa Cave.

As the largest port in the Mediterranean, Marseille is the gateway to opportunity. On a Mediterranean cruise, spend the day in Arles, and explore the landscapes that inspired much of Van Gogh’s artwork. Stroll through the MuSaMa, a soap museum, and create your own blend alongside a master soap maker. Or roam the city’s most popular landmark, Notre-Dame de la Garden, a Catholic basilica that overlooks the city.

Famous for its beaches and spirited lifestyle, Mykonos is the heartbeat of Greece. Embark on a jeep safari past the city’s windmills, lighthouses and lakes. Walk past temples and marble-lined sanctuaries in Delos, the birthplace of famous Greek gods. Or soak up a day of relaxation on the beach with the city’s Cycladic architecture as your backdrop — all on a Greek cruise with Princess.

Italy’s capital city is something of a dream. Grand chapels and stone angels line the roads, whispering secrets of Rome’s past. On a cruise to Europe from Rome, arrive early to toss a coin into Trevi Fountain. Legend has it, you’ll be guaranteed return to The Eternal City. Then walk in the footsteps of Emperors at the Colosseum, and receive a blessing from the Pope at St. Peter’s Square.

Santorini is the epitome of Greece. Wander into the welcoming cafes in Oia, a village teeming with whitewashed buildings and blue-domed roofs. Continue to some of the world’s oldest vineyards and taste the bouquet of wines produced on the island, making sure to visit the black-sand beach of Kamari before heading back to your Mediterranean cruise ship.

Why Cruise the Mediterranean

In lands where the culture is as flavorful as the cuisine, the splendor of the Mediterranean speaks for itself.

World-Class Dining

Captivating cuisine

With mouthwatering entrees and confections, the Mediterranean invites you to embark on a gourmet tour through iconic cities. Reawaken your taste buds with Italian classics like pastas, pizzas and gelato. Or fill your plate with gyros, keftethes and baklava on a Greek cruise. From breakfast to dinner and every delectable dessert in between, the best is before you with Princess.

Bold reds and crisp whites

The countryside of Italy and Greece are home to some of the most flavorful wines around the globe. With sun and warm temperatures year-round, vineyards are flourishing with grapes by the harvest season. Sip on Italy’s red wines, or sample Greece’s white blends. From sweet Lambruscos to earthy Bordeauxs, fill up your glass on a Mediterranean cruise with Princess.

Ancient Ruins

Where history comes to life

From towers and temples to cities and shorelines, the Mediterranean is sprinkled with remains of civilizations past. Step back in time on a tour through ancient ruins on a Mediterranean cruise with Princess. Imagine life as a gladiator at the Colosseum, explore Greek mythology at the Parthenon and discover the archeological excavations of Pompeii — a lost city and UNESCO World Heritage Site.

Art Galleries & Museums

Artistic ingenuity abounds

From the treasures on land to the jewels within museums, the Mediterranean is a true work of art. On an Italian cruise, see portraits from the Renaissance period at the Uffizi Museum in Florence, and admire Michelangelo’s masterpieces at the Vatican Museum in Rome. Or walk in the footsteps of celebrated artists that called these regions home — like Picasso and Dali — and allow their work to spark your creativity.

Sun-Kissed Beaches

A vision of natural beauty

Visions of sparkling coasts and crystalline waters welcome you to the Mediterranean. Dip your toes on the black-sand coast of Santorini on a Greek cruise. Head to Salerno to spend the day in Positano relaxing on the white beaches and admiring the pastel houses that decorate the cliffs around you. Or travel to Mykonos with your loved ones and daydream on the city’s long stretch of golden sand and stroll in the sunshine.

Mediterranean excursions

Our award-winning Mediterranean cruise shore excursions bring you to iconic beaches, landmarks and ancient artifacts. See the yacht-lined shores of Kotor while riding on a tuk tuk, an electric rickshaw. Savor the flavors of “Koum Kouat” liqueur, created from Corfu’s exclusive citrus plant. Or stroll along the streets of Dubrovnik’s Old town, one of the most well-preserved medieval cities in the world.

Local connections

From chefs and beverage makers to artists and guides, meet the many personalities that call the Mediterranean home with our Local Connections program. On a Mediterranean cruise, voyage to an olive tree farm just outside of Provence, and join your hosts for a unique olive oil tasting. Or explore the Archaeological Museum of Naples with a local artist, and accompany them for lunch to dive even deeper in Italy’s art scene.

More ashore

Enjoy even more opportunities to experience the colors, cultures and flavors of the Mediterranean with More Ashore late-night departures and overnight stays. Witness the beautiful sunset in Mykonos on a Greek cruise. Sit front-row for a flamenco dance, and savor a paella dinner during an evening in Barcelona. Or stroll the illuminated streets of Genoa with gelato in hand after a traditional Italian dinner.

Mediterranean Cruise Onboard Experience

Curated comfort, world-class entertainment and international flavors await you.

Accomodations

Norwegian also boasts a wide range of shore excursions, from food tours to scenic drives. And the frequent Free at Sea promo allows cruisers to buy a package to enjoy free Wi-Fi, drinks and specialty dining.

10 of the Best Mediterranean Cruises for Every Type of Traveler

Here are 10 of the best Mediterranean cruises to take in 2022 and 2023.

med cruises december 2022

The Mediterranean Sea touches 22 nations and borders more than 28,000 miles of coastline, according to the  Europe Environment Agency . From the Greek Islands to Egypt, Croatia to Morocco, and Slovenia to Spain, the rugged coastlines dip into the crystalline waters, providing a connection point to some of the most intriguing destinations on the planet. But, rather than traversing these destinations by car, train, or plane, visitors can see and do more by taking to the water for a Mediterranean cruise.

From seeing historical monuments to experiencing local cuisine, shopping in some of the most luxurious places on Earth, and visiting awe-inspiring beaches, cruising provides stellar connections to Mediterranean countries. These cruises also cater to every type of traveler — from multigenerational families to solo travelers with options for adults only and all ages. Here are 10 of the best Mediterranean cruises to check out for your next vacation.

Michel Verdure/Courtesy of Seabourn Cruise Line

Seabourn cruises are made for those who enjoy a touch of luxury. The cruise line offers all-inclusive options, making it easy to relax onboard and just enjoy the ride. Seabourn also offers various lengths and destinations for its cruises, including seven, 10, 14, and 21-day options, so everyone can find the one right for them.

Trip to Try:  7-day Classic Greek Isles and Ephesus

The week-long trip on the Seabourn Encore offers a glimpse at a few of Greece’s best islands. Departing from Athens, the journey stops in Patmos, Agios, Mykonos, and Skiathos but also sprinkles in a few Turkish delights, including Kusadasi and Bozcaada, before disembarking in Istanbul. Excursions include guided tours of historical sites like the Grotto of St. John in Patmos and wine tastings in Bozcaada.

Viking Cruises

Those looking for an adults-only option will find exactly what they need with Viking Cruises. The company is strictly for guests ages  18 and up , providing a more mature cruising environment. The company stops in dozens of ports, making finding a cruise that fits your travel desires a snap. And the cruise line offers free shore excursions to enable all guests to experience the ports to their fullest.

Trip to Try:  Mediterranean and Adriatic Sojourn

Spend 22 days with Viking on the Mediterranean and Adriatic Sojourn. The trip takes guests to seven countries, including Spain, Greece, Montenegro, Croatia, Italy, Monaco, and France, with stops in both major and smaller ports. Those looking to enhance the journey can book with “inclusive value,” which adds one complimentary shore excursion, free Wi-Fi, beer, wine, and soft drinks, visits to UNESCO sites, and more to allow for more time spent traveling and less time worrying about pricing. Guests can also book pre- and post-trip stays in ports of call if they aren’t ready to go home after three weeks on the water.

Azamara is a luxurious option, but it’s not just about glitz and glamour on this line. The cruise line also emphasizes hyper-local experiences to allow its passengers to dive deep into the history, food, culture, and life of its ports of call, even if they’re there just for a day. The cruise line offers a variety of destinations and cruise lengths, including 10, 12, and 15-night voyages, some of which include overnight stays in the ports so guests can get the full scope of a destination.

Trip to Try:   15-night Pharaoh Kings and Emperors

Make your way through five counties (Italy, Egypt, Israel, Cyprus, and Greece) on this more than two-week adventure. The voyage highlights destinations ruled by famed pharaohs, kings, and emperors and emphasizes the region’s spectacular history. Shore excursion options include exploring the ruins of Pompeii, seeing the biblical destinations of Nazareth and Galilee, and simply soaking in the ambiance of Capri for an entire day.

Want personalized service at every turn? Book an Oceania cruise. The cruise line prides itself on its low guest-to-crew member ratio, ensuring your every need is easily met. The company offers plentiful options when it comes to Mediterranean sailings, including seven, 14, 21, and even 38-day cruises for those who can’t get enough. With this cruise company, you’re almost spoiled with choice, making it hard to pick just one itinerary. So maybe, think about it as this year’s trip, then the next, then the next, and on and on forever, because there are just so many options available.

Trip to Try:   Monte Carlo to Athens

The 10-day trip takes sailors through ultra-luxe ports, including visits to Monte Carlo, Saint-Tropez, Florence, Rome, Valletta, Rhodes, and Athens. From the old villages to the glittering casinos, the shore excursions with this journey abound. Though there’s plenty to do onboard too, including wine tastings, guest lectures, and fun-filled trivia nights with fellow guests.

Celebrity Cruises

Bernard Biger, Chantiers de l'Atlantique/Courtesy of Celebrity Cruises

Travelers vacationing with the entire family — from grandma to kids — should check out Celebrity Cruises. The cruise line offers more options for everyone onboard (think kids club to casinos), as well as varied shore excursions and affordable pricing options to make it a more viable trip for larger groups.

Trip to Try:   Best of Italy and Croatia

The nine-night trip takes guests to seven ports through Italy and Croatia, providing varied terrain and plentiful shore excursion options. Visit beautiful seaside towns like Portofino, explore the Venetian canals, and enjoy the ship's amenities during days at sea.

Silversea is tailor-made for those who like to cruise with fewer passengers onboard. The line offers ships with between 51 to 364 suites, meaning they max out at far fewer passengers than its larger counterparts, which enables more personalized service and higher-end amenities. It also offers all-inclusive packages to reduce the stressors that often come with pay-as-you-go travel.

Trip to Try:   Athens to Venice

This 22-day trip tracks its way through 20 ports via five countries, including Italy, Croatia, Montenegro, Greece, and Turkey. Walk the cobblestone streets on the Greek Islands, see the colorful coastline in Marmaris, admire the glittering lights from the homes that snake their way up Lovćen Mountain, and more. Onboard, dine in one of the ship’s eight restaurants, take a dip in the top deck pool, or lounge in a common space to regale your fellow guests about the day’s adventure.

Holland America

Michel Verdure/Courtesy of Holland America Line

Holland America doesn’t have the wide-ranging options like other cruise lines on this list, however, the sailings it does offer are top-notch. Holland America also offers a varied pricing list to allow people to choose the right price point for them, with rooms ranging from interior staterooms that come with 151 square feet to over-the-top suites with 712 square feet to stretch out in.

Trip to Try:  12-day Adriatic Dream

For 12 glorious days, you can set sail through the Mediterranean with Holland America. The trip includes stops in Italy (including Venice, Sicily, Amalfi, and Rome), Greece (including Katakolon, Souda, and Mykonos), Albania, and Malta (including Valletta and Mgarr). When not exploring at port, make sure to take advantage of the ship’s luxurious spa, which comes with the bonus of the soft rocking of the waves to lull you into tranquility.

Princess Cruises

Danny Lehman/Courtesy of Princess Cruises

Princess Cruises is yet another on the list that may not have a massive selection of Mediterranean options, but it more than makes up for it with stellar excursions, plentiful onboard entertainment, kids and teen offerings, and the fact that it now has “The Princess Luxury Beds” onboard. The cruise line created the beds in a special collaboration with a sleep expert to ensure every guest leaves feeling fully recharged.

Trip to Try:  14-day Mediterranean and Israel

The two-week trip stops in 10 different ports in Italy, Greece, Israel, and Cyprus. It offers dozens of shore excursions to take part in, including historical tours, vineyard tours and wine tastings, local market visits, and so much more. Room options range from interior staterooms to massive premium suites with 119-foot balconies so you can let the fresh ocean breeze in.

Cunard Line

Classic, elegant, and forever in style, Cunard Line is the cruise to choose if chicness is your top priority. Its boats are decked out in luxurious styling, including the Queen Elizabeth , which makes its way through the Med with art deco decor, plush sundeck furnishings, and high-end dining experiences included.

Trip to Try:  Western Mediterranean

Take the seven-night journey on Cunard’s Western Mediterranean cruise from Barcelona to Mallorca, Corsica, Rome, and Naples. Visit the Museo Archeologico Nazionale, shop and eat your way through Rome, walk in the footsteps of Napoleon Bonaparte in Corsica, and so much more.

Royal Caribbean

Courtesy of Royal Caribbean International

Royal Caribbean is the line to choose for those traveling in groups with varied interests and age levels. Think, the kids who want to play all day, the adults who want to lounge by the pool, the friend who wants to explore a city’s history through tours, or the friend who wants to stay up all night enjoying the onboard entertainment. And, best of all, it’s one of the few in the Med to offer options for those who are short on time or want to tack on a quick sailing to a longer trip.

Trip to Try:  3-night Cyprus Cruise

Spend three perfect days sailing from Haifa, Israel to Limassol, Cyprus, and back again. The quick cruise is the perfect way to get on the water if you just want to spend a weekend at sea on an otherwise land-bound trip. Check out a few shore excursions, or go it alone, knowing you have the perfect place to call home, even for a few days, each night.

Virgin Voyages debuts 4-week cruises for remote workers, starting at $10,000 for 2 people

Virgin Voyages is offering a four-week cruise in the Mediterranean for remote workers, starting at $10,000 for two passengers.

The cruise, called a Scarlet Summer Season Pass, promises to help sailors “achieve that perfect work-life balance” during four consecutive weeklong trips.

The first of these “work from helm” cruises sets sail on June 9, bringing flexible workers between Cannes, France, and the Italian coastal town of Marina di Carrara.

Virgin Voyages said the new offering is “inspired by Richard Branson’s belief and track record that brilliant work is best paired with a hearty dose of fun” — which the 73-year-old has demonstrated through his death-defying bicycle incidents and trip to space back in 2021 , where he became the first billionaire to travel beyond earth.

After its inaugural June trip, the Scarlet Summer Season Pass will offer additional four-week cruises in July, August and September — to other Mediterranean hotspots like Marseille, Ibiza and Palma de Mallorca, Fortune earlier reported.

Virgin appeals to its remote-worker passengers that each ship includes Wi-Fi and a $10 coffee credit, as well as laundry services and most food, including reservations at the only Korean BBQ joint at sea, according to a press release shared with The Post.

Certain upscale menu items will come at an additional cost, as well as access to a members-only sundeck.

“No longer does working from home mean being tied to a desk or home office and eating leftovers for lunch,” Virgin CEO Nirmal Saverimuttu said in the release.

The ship, named the Scarlet Lady, can accommodate as many as 2,770 passengers.

It wasn’t immediately clear if Virgin has already reached maximum capacity for the Scarlet Summer Season Pass cruises, which come at a time when more companies are pushing return-to-office mandates.

New York City’s RTO trend has recently gained steam , with average visitation rates at 350 Manhattan buildings in December 2023 rising to about 70% of 2019 rates, according to the Real Estate Board of New York.

Nevertheless, aspiring passengers must fill out a form online that only asks for a name, date, email and desired sail dates. Applicants can expect to hear back within 72 hours if they are eligible for the trip, which is non-refundable.

The cruises in June, July and August start at $9,990 per two passengers, while the September cruise is a costlier $10,990.

Branson — whose net worth is pegged by Forbes at $2.1 billion — has been foraying further into luxury cruising over the past year.

Last March, his company said that two ships would join the growing sorority-of-the-seas — alongside his first ship, Scarlet Lady, which initially departed Miami back in 2021, and Valiant Lady, which touched tide in 2022.

The ships are all massive — 110,000 grosse tonnage in size, at least 900 feet in length, a max capacity of 2,700 guests (dubbed Sailors onboard) — and ditch family friendly activities and buffets typical of most cruises for an adults-only vacation that promises food made to order, casinos and drunken shenanigans.

In one account of “sexy secrets” from Virgin’s adults-only cruise, pineapple stickers on hotel doors indicate that the guests inside are swingers, and welcome others to join them.

Though the passenger described swinging as “alive and well” on the cruise, for those who did not partake, there was a “saucy sexual undercurrent [to] the whole thing.”

Kushner Developing Deals Overseas Even as His Father-in-Law Runs for President

Donald Trump’s son-in-law, who was also a senior White House official, said he was close to finalizing real estate projects in Albania and Serbia.

Reporting from Washington

Jared Kushner, the son-in-law of Donald J. Trump, confirmed on Friday that he was closing in on major real estate deals in Albania and Serbia, the latest example of the former president’s family doing business abroad even as Mr. Trump seeks to return to the White House.

Mr. Kushner’s plans in the Balkans appear to have come about in part through relationships built while Mr. Trump was in office. Mr. Kushner, who was a senior White House official, said he had been working on the deals with Richard Grenell, who served briefly as acting director of national intelligence under Mr. Trump and also as ambassador to Germany and special envoy to the Balkans.

One of the proposed projects would be the development of an island off the coast of Albania into a luxury tourist destination.

A second — with a planned luxury hotel and 1,500 residential units and a museum — is in Belgrade, the capital of Serbia, at the site of the long-vacant former headquarters of the Yugoslav Army destroyed in 1999 by the NATO bombings, according to a member of Parliament in Serbia and Mr. Kushner’s company.

These first two projects both involve land now controlled by the governments, meaning a deal would have to be finalized with foreign governments.

A third project, also in Albania, would be built on the Zvërnec peninsula, a 1,000-acre coastal area in the south of Albania that is part of the resort community known as Vlorë, where several hotels and hundreds of villas would be built, according to the plan.

Mr. Kushner’s participation would be through his investment firm, Affinity Partners, which has $2 billion in funding from Saudi Arabia’s Public Investment Fund, among other foreign investors. In a statement, an official with Affinity Partners said it had not been determined whether the Saudi funds might be a part of any project Mr. Kushner is considering in the Balkans.

“We are very excited,” Mr. Kushner said in an interview. “We have not finalized these deals, so they might not happen, but we have been working hard and are pretty close.”

Mr. Kushner set up his investment company after he left his White House job as a senior adviser. He capitalized on relationships he had built in government negotiating in the Middle East, which included a close relationship with Crown Prince Mohammed bin Salman, the de facto ruler of Saudi Arabia.

Mr. Kushner ended up securing the $2 billion from the sovereign wealth fund of Saudi Arabia and hundreds of millions of dollars more from wealth funds in the United Arab Emirates and Qatar . He has taken few public steps so far to actually invest large chunks of this money.

Mr. Grenell also made valuable connections while in government, including some that appear to have given the Kushner team an inside track for investments in the Balkans. During his time in the Trump administration, Mr. Grenell worked on resolving disputes between Serbia and Kosovo.

These discussions indirectly involved Albania, as most citizens of Kosovo are ethnic Albanians and Albania plays a role in the regional discussions.

Mr. Grenell has remained close with Mr. Trump since the former president left office, defending him publicly and speaking to him regularly.

Mr. Grenell has said privately that he hopes to be secretary of state in a second Trump administration, according to a person who has discussed the matter with Mr. Grenell and who described the conversations on the condition of anonymity.

Mr. Grenell, in an interview, declined to address on the record any interest in potentially taking a post as secretary of state. He said only that he had not decided whether he would join any future Trump administration.

Robert Weissman, president of Public Citizen, which tracked business deals it considered conflicts of interest during the Trump administration, said these planned deals were unethical and would only raise new questions about the Trump family, particularly if Mr. Trump was re-elected.

“At this point in the election cycle Jared Kushner should freeze any new investment plans,” Mr. Weissman said. “This particular investment plan seems to involve the worst of every corrupt tendency of the Trump administration and Trump family.”

The Trump family’s involvement in foreign business deals became a major focus during Mr. Trump’s term, with critics ultimately suing and alleging that the family was illegally profiting from foreign payments — referred to as emoluments in the Constitution — while Mr. Trump was in office. These cases were dismissed as moot by the Supreme Court when Mr. Trump left office, but they could be reopened if he was back in the White House.

Since leaving office, Mr. Trump has become a partner in a development project in Oman , a deal he was brought into by a Saudi real estate firm that has ties to the Saudi government.

Mr. Kushner rejected any suggestion that he was getting preferential treatment because of his time in the government, or that any of the work was connected to the former president.

“No one is ‘giving’ me deals,” said Mr. Kushner, who insisted he was not planning to return to Washington should his father-in-law win the presidency again. “I operate fairly meticulously, and these investments will create a lot of value for the local communities, our partners and our investors.”

Representatives for Mr. Trump did not respond to multiple emails seeking comment.

Mr. Kushner and his wife, Ivanka Trump, have largely stayed away from Mr. Trump’s political activities since the Jan. 6, 2021, attack on the Capitol.

The New York Times first approached Mr. Kushner on Wednesday morning about his prospective projects in the Balkans. He initially declined to answer questions, responding only after he disclosed his plans to Bloomberg News on Friday.

Mr. Kushner and Ms. Trump visited Albania twice since Mr. Trump left office. They traveled the country with Mr. Grenell, and even met with Albania’s prime minister .

Mr. Kushner and Ms. Trump, along with Mr. Grenell, have been focused in part on Sazan, a Mediterranean island in the south of Albania that until the end of the Cold War had been used by the Soviet Union and the Communist-led government of Albania as a secretive military base for submarines. The plan is to build a luxury hotel and villas on the island.

The rugged two-square-mile island has hundreds of Cold War-era bunkers and tunnels designed to withstand nuclear attack and has been largely vacant since the end of the Soviet Union. But it is only a half-hour by speedboat from Vlorë, a resort destination in southern Albania where the government of Saudi Arabia is already spending money to improve electricity service and other public utilities to help promote tourism in Albania.

Mr. Grenell, a former Fox News contributor and media consultant, has been working closely with Mr. Kushner and his investment firm.

Mr. Grenell has been vocal about his efforts to turn relationships he built in Albania and elsewhere in the Balkans into personal profits. He has returned to the region repeatedly and met with hotel industry executives, as well as Albania’s prime minister, Edi Rama.

“We are looking for opportunities to invest through foreign investment in the Balkans, but more specifically in Albania, and the Albanian coast is wonderful,” Mr. Grenell said in one of a series of television and newspaper interviews he has done in Albania in the last three years.

The day-to-day management of the projects would be handled by Asher Abehsera, a California-based real estate developer who has done projects in Brooklyn with Mr. Kushner, and who traveled to the Balkans with Mr. Grenell and Mr. Kushner to check out the development sites, Mr. Kushner said.

Mr. Grenell added in a nearly 90-minute television interview in Albania last year that there was nothing wrong with his deal making because he was now out of government. “I’m working on projects, private equity projects, that I get to make money on,” he said. “No one should ever apologize for wanting to make money.”

Last July, Mr. Grenell, along with Ivanka Trump and Mr. Kushner, also met with Mr. Rama in Tirana, the capital of Albania, and they were all photographed together.

Mr. Rama has been pushing for nearly a decade to open Sazan up to redevelopment as a tourist destination, as well as looking for other ways to attract foreign investors to Albania to expand its tourist economy.

Auron Tare, a former member of Parliament in Albania who has served as an adviser to Mr. Rama, took Ms. Trump and Mr. Kushner to Sazan Island in 2021 as part of a visit of Albania that included a cruise on a yacht and a helicopter trip across the coast.

Mr. Tare, in an interview, said he discussed with Mr. Kushner and Ms. Trump the desire to develop Sazan, but to do so in a way that would preserve its history and environment.

Mr. Kushner and Mr. Grenell have been working closely with a billionaire Albanian business executive named Shefqet Kastrati and his son, Musa Kastrati. Their investments include a concession to run the international airport in Tirana, a chain of gas stations in Albania and hotels and other businesses, according to business associates and Mr. Kushner.

“They have helped us understand the cost of construction and how to operate locally,” Mr. Kushner said in an interview.

In October 2022, Shefqet Kastrati bought a $7.5 million house in Indian Creek, Fla., land records show, a property that is near where Ms. Trump and Mr. Kushner now live. The Kastrati family also last year purchased a hotel in the Brickell section of Miami for $55 million from the Qatari royal family.

Musa Kastrati, in an interview, said that the role his family company would play in Mr. Kushner’s Albanian projects was still not clear, but that it would probably involve helping build some of the complexes. Mr. Kastrati also confirmed that he visited Mar-a-Lago, Mr. Trump’s Florida resort and residence, in December 2022 with Mr. Grenell and that he also briefly met Mr. Trump when the former president arrived as they were having dinner. Mr. Kastrati said he did not discuss the potential deal with Mr. Trump.

Mr. Grenell has repeatedly taken to Instagram and other social media accounts to promote tourism in Albania and to praise Mr. Rama, the prime minister.

“I support Rama’s vision for the Balkans,” Mr. Grenell said in a television interview in 2021 , after he met with another hotel industry executive in Albania named Irfan Hysenbelliu. “I love Albania and I invite U.S. investors in the country.”

The government of Saudi Arabia recently announced that it was looking for ways to increase its investment in Albania, first by helping build water, electricity and sewer services next to beach areas in Vlorë, which is the launching point to Sazan and where a new international airport is already being built. It has said it wants to invest up to $300 million in the nation .

Earlier this month, Saudi officials traveled to Albania to announce the creation of what they are calling the Saudi-Albania Business Council “to forge a new economic partnership between the two countries,” including in tourist projects. The Saudi chairman of the group, Abdulrahman Al-Mufarreh, did not respond to requests for comment.

Click here to access ISW’s archive of interactive time-lapse maps of the Russian invasion of Ukraine. These maps complement the static control-of-terrain map that ISW produces daily by showing a dynamic frontline. ISW will update this time-lapse map archive monthly.

Note: The data cut-off for this product was 2:30pm ET on November 24, and covers both November 23 and November 24 due to the fact that ISW did not publish a Campaign Assessment on November 23 in observance of the Thanksgiving Day holiday. ISW will cover subsequent reports in the November 25 Russian Offensive Campaign Assessment.

Ukrainian officials reported that Russian forces began a renewed offensive effort towards Avdiivka on November 22, although likely with weaker mechanized capabilities than in the previous offensive waves that occurred in October.  Ukrainian Tavriisk Group of Forces Commander Brigadier General Oleksandr Tarnavskyi reported on November 23 that Russian forces launched a “third wave” of assaults as part of the Russia offensive operation in the Avdiivka direction, and Tavriisk Group of Forces Spokesperson Colonel Oleksandr Shtupun stated that this “third wave” began on November 22.[1] Shtupun reported a 25 to 30 percent increase in Russian ground attacks near Avdiivka on November 22 and stated that Ukrainian forces repelled several Russian columns of roughly a dozen armored vehicles in total during assaults.[2] The Ukrainian General Staff reported that Ukrainian forces repelled at least 50 Russian assaults in the Avdiivka direction on November 23 and 24.[3] Russian sources claimed that Russian forces continued offensive operations on Avdiivka’s northern and southern flanks but did not characterize any Russian assaults as heavily mechanized.[4] Russian sources claimed that Russian forces continued to advance north of Avdiivka and made further gains in the industrial zone southeast of Avdiivka but did not make any territorial claims consistent with a successful renewed large-scale Russian offensive push.[5]

Shtupun stated that Ukrainian forces destroyed three Russian tanks and seven armored fighting vehicles on November 22, suggesting that Russian forces are currently conducting a smaller set of mechanized assaults than in October.[6] Ukrainian officials reported that Russian forces lost 50 tanks and 100 armored vehicles in renewed assaults on Avdiivka on October 19 and 15 tanks and 33 armored vehicles during the initial large, mechanized assaults on October 10.[7] Russian forces have lost a confirmed 197 damaged and destroyed vehicles in offensive operations near Avdiivka since October 9, and the Russian military appeared to spend the end of October and all of November preparing for a wave of highly attritional infantry-led ground assaults to compensate for these heavy-equipment losses.[8] Large infantry-led ground assaults will likely pose a significant threat to Ukrainian forces defending in the Avdiivka direction but will not lead to a rapid Russian advance in the area.

High-ranking Russian officials may be engaged in a wider scheme of forcibly adopting deported Ukrainian children.  BBC Panorama and Russian opposition outlet Vazhnye Istorii published investigations on November 23 detailing how Just Russia Party leader Sergei Mironov adopted a 10-month-old Ukrainian girl whom Russian authorities forcibly deported from a Kherson City orphanage in autumn of 2022 alongside over 40 other children.[9] The investigations found that Mironov’s new wife, Inna Varlamova, traveled to occupied Kherson Oblast, where occupation authorities issued her a power of attorney to deport two children—a 10-month-old girl and a two-year-old boy.[10] Both BBC and Vazhnye Istorii noted that Varlamova falsely introduced herself to the leadership of the children’s home as the “head of children’s affairs from Moscow,” a position which she does not hold and that still would not legitimize the deportations of the children under international law.[11] Russian court documents show that Mironov and Varlamova then adopted the girl in November 2022, changed her name from her Ukrainian birth name to a new Russian name and the surname Mironova, and officially changed her place of birth from Kherson City to Podolsk, Russia.[12] Neither investigation could confirm the whereabouts of the two-year-old boy. Mironov notably responded to the investigation and called it a “fake from Ukrainian special services and their Western curators” meant to discredit him.[13]

Mironov and his wife, who reportedly holds a low-level unspecified position in the Russian Duma, follow in the footsteps of Russian Commissioner on Children’s Rights Maria Lvova-Belova, who has also adopted at least one Ukrainian child from occupied Mariupol.[14] While ISW can only confirm that these two Russian officials have forcibly adopted deported Ukrainian children at this time, the adoptions may be indicative of a wider pattern in which Russian officials adopt deported children in order to legitimize the practice in the eyes of the Russian public. Russian politicians may be adopting deported Ukrainian children to set administrative and cultural precedents for wider adoptions of Ukrainian children to further escalate Russia’s campaign to deport Ukrainians to Russia. ISW continues to assess that the forced deportation and adoption of Ukrainian children likely amounts to a violation of the Convention on the Prevention and Punishment of the Crime of Genocide.[15]

Ukraine’s Western allies declared their commitment to further develop Ukrainian air defense capabilities during the 17th Ramstein Group virtual meeting on November 22.  Ukrainian President Volodymyr Zelensky announced that Germany and France will lead a coalition of 20 countries to further develop Ukraine’s air defenses, and Ukrainian Defense Minister Rustem Umerov added that the coalition will help Ukraine further develop its ground-based air defense systems.[16] Zelensky noted on November 23 that improved Ukrainian air defenses will save lives and resources, allow Ukrainian citizens to return from abroad, and deprive Russia of the ability to terrorize Ukraine.[17] Ramstein Group members also agreed on issues such as additional equipment and weapons for Ukraine during the winter of 2023–24, mine trawling and other security measures in the Black Sea, Ukraine’s NATO Interoperability Roadmap, and additional security assistance packages from the US, Germany, Lithuania, Bulgaria, Finland, the Netherlands, and Estonia.[18]

Russian President Vladimir Putin attended the Collective Security Treaty Organization’s (CSTO) Collective Security Council session in Minsk, Belarus on November 23 against the background of Armenia’s continued absence from recent CSTO events and exercises.  Putin attended the session alongside Belarusian President Alexander Lukashenko, Kazakh President Kassym-Jomart Tokayev, Kyrgyz President Sadyr Japarov, Tajik President Emomali Rahmon, and the CSTO’s Secretary General Imangali Tasmagambetov.[19] The summit marked the end of Belarus’ chairmanship of the CSTO, and Lukashenko stated that Kazakhstan will hold the chairmanship beginning December 31, 2023. Putin thanked the session’s attendees for contributing to the regional defense structure and highlighted expanding military-technical cooperation between CSTO member states. Putin stated during his bilateral meeting with Rahmon that Russia will deliver two air defense divisions equipped with S-300 air defense systems to Tajikistan as part of the CSTO’s unified air defense system.[20]

Russian sources widely noted Armenia’s absence from the CSTO summit on November 23.[21] Armenian Prime Minister Nikol Pashinyan also did not attend the CSTO’s summit in Bishkek, Kyrgyzstan on October 13 after Armenian forces refrained from participating in the CSTO “Indestructible Brotherhood-2023″ exercises in early October.[22] Kremlin Spokesperson Dmitri Peskov stated on November 23 that the Kremlin regretted Armenia’s absence in Minsk but stated that Armenia remains “an ally and strategic partner” to Russia.[23] The Kremlin has previously attempted to dispel concerns about the deterioration of Russian-Armenian relations.[24] Kremlin newswire TASS reported that Armenian Deputy Foreign Minister Mnatsakan Safaryan reiterated that Armenia is not considering leaving the CSTO or asking Russia to withdraw its forces from Russia’s 102nd Military Base in Gyumri, Armenia.[25]

Chinese businesses, including a prominent state-owned Chinese construction firm, are reportedly working with Russian businessmen to plan the construction of an underwater tunnel that would connect Russia with occupied Crimea.  The Washington Post reported on November 24 that it corroborated information in emails provided by Ukrainian intelligence services that detail the formation of a Russian-Chinese business consortium that aims to build an underwater tunnel along the Kerch Strait connecting Russia to occupied Crimea.[26] Vladimir Kalyuzhny, identified by the emails as the general director of the consortium, reportedly messaged the Crimean occupation representative to the Russian President, Georgy Muradov, and stated that he has a letter from Chinese business partners attesting to the Chinese Railway Construction Corporation’s (CRCC) readiness to participate as a general contractor for the tunnel project.[27] The CRCC is under the supervision of China’s state-owned Assets Supervision and Administration Commission and is one of China’s largest construction firms.[28] The emails reportedly indicate that the CRCC stipulated that its involvement would occur through an unaffiliated legal entity and that an unnamed Chinese bank was willing to convert dollar funds into rubles to fund the consortium’s projects.[29] Kalyuzhny, Crimean occupation head Sergei Aksyonov, and Kremlin Spokesperson Dmitri Peskov denied the Washington Post’s reporting.[30] The reported Russian interest in the tunnel project, which would likely take years to complete, is an additional indicator of deep Russian concern about the vulnerability of ground lines of communication (GLOCs) between Russia and occupied Crimea along the Kerch Strait Bridge.

European states are responding to Russia’s continued orchestration of an artificially created migrant crisis on its northwestern borders.  The Finnish government announced on November 22 that Finland will close three more checkpoints on the Finnish-Russian border from November 23 to December 23, leaving only the northernmost checkpoint open.[31] Norwegian Prime Minister Johan Gahr Store stated on November 22 that Norway would also close its border to Russia “if necessary.“[32] Estonian Defense Minister Hanno Pevkur stated on November 23 that an increased number of migrants have also arrived at the Estonian-Russian border and that Russia is organizing the arrivals as part of an effort to “weaponize illegal immigration.”[33] Reuters reported on November 23 that the Estonian Interior Ministry stated that Estonia has undertaken preparations to close its border crossings with Russia if “the migration pressure from Russia escalates.”[34] Latvian Prime Minister Evika Silina stated on November 24 that Latvia has experienced a similar influx of migrants on its border with Russia, and Silina and Finnish Prime Minister Petteri Orpo stated that these are Russian and Belarusian “hybrid attacks.”[35] Russian Ministry of Foreign Affairs Spokesperson Maria Zakharova accused Finland on November 22 of “stirring up Russophobic sentiments” and interrupting border services that were an integral part of Russian–Finnish cooperation.[36] ISW previously assessed that Russia is employing a known hybrid warfare tactic similar to Russia’s and Belarus’s creation of a migrant crisis on the Polish border in 2021 that is likely similarly aimed at destabilizing NATO.[37]

The Russian Strelkov (Igor Girkin) Movement (RDS) called prior Russian regional elections and the upcoming Russian presidential election illegitimate, likely in an effort to establish Girkin’s inevitable presidential election loss as a long-standing grievance. [38] The RDS Congress issued a resolution on November 24 in which it claimed that unspecified actors are doing everything possible to preserve the existing system of power in Russia regardless of the political situation or Russian citizens’ will.[39] The RDS Congressional resolution issued a list of demands for Russian election reform and claimed that the RDS would not recognize any future elections as legitimate if the Russian government does not meet these demands.[40]

Russian law enforcement reportedly detained about 700 migrants at a warehouse in Moscow Oblast and issued some military summonses, likely as part of an ongoing effort to coerce migrants into Russian military service. [41] Russian sources reported on November 24 that Russian police and Rosgvardia raided a Wildberries (Russia’s largest online retailer) warehouse in Elektrostal, Moscow Oblast looking for migrants who had recently acquired Russian citizenship.[42] Russian law enforcement reportedly took about 135 detained migrants with Russian citizenship and transferred them to military registration and enlistment offices.[43] An unspecified Russian law enforcement official told Russian news outlet Interfax that Russian law enforcement conducted the raid as part of “Operation Migrant,” which aims to ensure that all naturalized citizens are registered for military service and issue them military summonses.[44] A Russian source claimed that Russian law enforcement also conducted a raid near the Wildberries warehouse on November 23, fined 16 migrants for violating migration protocols, and deported three.[45] The Wildberries press service stated this mass detention of migrants interrupted company’s shipments and put billions of dollars at risk.[46]

The Kremlin is reportedly renewing attempts to control all video surveillance systems in Russia, likely as part of ongoing efforts to intensify its tools of digital authoritarianism to increase domestic repressions.  The Russian Ministry of Digital Development proposed an initiative to create a unified platform for storing and processing footage from all video surveillance systems in Russia, which would reportedly cost 12 billion rubles (about $134 million).[47] Kommersant reported that there are about 1.2 million surveillance cameras in Russia, about half of which are currently accessible to the Russian government.[48] The Russian Ministry of Digital Development reportedly plans to increase the number of surveillance cameras across Russia to five million by 2030 and integrate all of them with facial and image recognition software.[49] Kommersant also noted that the Russian Ministry of Emergency Situations attempted a similar initiative in 2020 to 2022 as part of the Hardware and Software Complex “Safe City” project aimed at standardizing and installing surveillance systems with artificial intelligence software in Russian regions but faced criticism from the Russian Ministry of Internal Affairs and Russian Ministry of Economy.[50]

Key Takeaways:

  • Ukrainian officials reported that Russian forces began a renewed offensive effort towards Avdiivka on November 22, although likely with weaker mechanized capabilities than in the previous offensive waves that occurred in October.
  • High-ranking Russian officials may be engaged in a wider scheme of forcibly adopting deported Ukrainian children.
  • Ukraine’s Western allies declared their commitment to further develop Ukrainian air defense capabilities during the 17th Ramstein Group virtual meeting on November 22.
  • Russian President Vladimir Putin attended the Collective Security Treaty Organization’s (CSTO) Collective Security Council session in Minsk, Belarus on November 23 against the background of Armenia’s continued absence from recent CSTO events and exercises.
  • Chinese businesses, including a prominent state-owned Chinese construction firm, are reportedly working with Russian businessmen to plan the construction of an underwater tunnel that would connect Russia with occupied Crimea.
  • European states are responding to Russia’s continued orchestration of an artificially created migrant crisis on its northwestern borders.

  • The Kremlin is reportedly renewing attempts to control all video surveillance systems in Russia, likely as part of ongoing efforts to intensify its tools of digital authoritarianism to increase domestic repressions.
  • Russian forces conducted ground attacks along the Svatove-Kreminna line, near Bakhmut, near Avdiivka, west and southwest of Donetsk City, in the Donetsk-Zaporizhia Oblast border area, and in western Zaporizhia Oblast and marginally advanced in some areas.
  • The Russian aviation industry is likely under significant constraints due to international sanctions and demands from the Russian defense industrial base (DIB).
  • The Russian occupation authorities continue efforts to indoctrinate Ukrainian children in occupied Ukraine into Russian national and cultural identities.

Go here to read the rest.  The Ukrainians appear to have ceased their offensive operations, while the Russians are continuing their offensive with heavy losses to their forces.
