HP Govt Announces ‘Loan Scheme’ for Hospitality Sector, Know Who is Eligible, How to Apply

Shimla -HP Government has announced a scheme for Interest Subvention on Working Capital Loan for Hospitality Sector in view of the COVID-19 pandemic, informed the Director of Tourism and Civil Aviation, Yunus Khan on July 7, 2020. It implies that the government would be paying a part of the interest on the loan or offering subsidy on the interest. 

Yunus said that the Government has notified the scheme for Tourism sector for providing loan to working capital for immediate needs. The rate of interest fixed is a maximum of 11 percent per annum on a monthly compounded basis. 

The interested registered tourism units can avail the benefit of the scheme till March 21, 2021, from the date of notification of this scheme.

The loan would have to be repaid in four years including initially two years of interest subvention and also includes the initial one year of the moratorium. In the first two years of the repayment of the loan, 50 percent of the interest amount will be reimbursed by the State Government at the end of these respective years, whereas the remaining two years interest will be paid by the borrower himself.

How to Apply

Yunus further said that the interested tourism unit operators may apply for working capital loan with District Tourism Development Officer in the State. The concerned Deputy Director/DTDO/ATDO would sponsor the case to the Bank for a loan. Under this scheme, they may avail the facility of loan from State Cooperative Banks viz: HP State Cooperative Bank, Kangra Central Cooperative Bank and Jogindra Central Cooperative Bank and Commercial Banks.

Eligibility

First criteria is that a unit must be registered with the Government. Further, the criteria of eligibility would be based on an tourism unit’s GST payment history. However, small registered units who are not covered under GST would be eligible under the said scheme at Rs. 1.5 lakhs per room subject to a loan of a maximum of Rs. 15 lakhs.

If the registered unit has paid average GST of upto rupees one crore per year, then he would be entitled to a working capital loan of Rs. 50 lakhs and for GST payment of above rupees one crore and upto rupees three crores, the unit can avail loan of Rs 75 lakhs. Units with GST payment of above Rs. three crores, can avail loan of Rs. 100 lakhs.

Shimla -Himachal Pradesh Government employees working in different departments before January 3, 2022, would be given a higher scale at par with other employees on completion of two years tenure of regular service. A higher pay scale was also announced for the Junior Office Assistants (IT) on completion of two years of regular service.

Chief Minister Jairam Thakur made these announcements during the Karamchari Maha Sammelan of the Himachal Pradesh Non-Gazetted Employees Federation at the hotel Peterhof on Sunday.

He appreciated the role played by the employee especially frontline workers in the battle against the pandemic.

He said most of the government employees in the state have been given revised pay scales and on average, every employee has got the benefit of a 12 to 15 percent salary hike. There has also been an increase in the pension of about 1.50 lakh pensioners of the state. The financial benefits of Rs. 7801 crore have been given to state government employees and pensioners from the year 2018 to 2022. The pensioners who retired before 2016 are getting the benefit of a 15 to 20 percent increase in the pension while around 40 thousand pensioners who retired after 2016 would be benefitted soon, he said.

He said the daily wages were Rs. 210 in the year 2017 which has been increased by the present state government to Rs. 350. Similarly, 12 per cent interim relief annually has been provided to government employees and pensioners during the present government’s tenure. He said the Himachal government has provided Dearness Allowance to its employees and pensioners on the lines of Punjab and Central governments from the due date. The Punjab government has given only 5 percent interim relief to the employees while the Himachal government has provided 21 percent interim relief to its employees.

“Out of the total interim relief amount given to the employees and pensioners amounting to about Rs. 6500 crore, Rs. 3500 crore has been paid during the tenure of our government” added the Chief Minister.

He said that the state government has increased the government contribution for NPS employees from 10 percent to 14 percent benefitting more than one lakh employees. The NPS employees are being given the benefits of retirement and death gratuity at par with employees falling under the old pension scheme. The government has also increased the upper limit of death gratuity from Rs. 10 lakh to Rs. 20 lakh.

The Chief Minister said the state government has also increased the honorarium of para-workers working in various departments. The salary of outsource workers has been hiked by Rs 1,500 per month.

Non-Gazetted Employees Federation President Ashwani Thakur thanked the Chief Minister for providing various financial and other benefits to different categories of government employees.

New Delhi- The Centre has issued a notification to the States informing that the provisions of the Disaster Management (DM) Act, 2005 will not be invoked in the country after March 31. The Union Health Ministry said that the use of face masks and following hand hygiene will continue.

It implies that most of the Covid-related rules and restrictions would end.

Union Home Secretary Ajay Bhalla issued the notification which said that the decision was taken following the overall improvement in the situation and the preparedness of the government in dealing with the COVID-19 pandemic.

However, local authorities and State police can still invoke fines and criminal cases against persons violating COVID-19 norms under the Indian Penal Code (IPC), a senior government official said.

The DM Act was invoked on March 24, 2020, due to the pandemic

“Over the last seven weeks or so there has been a steep decline in the number of cases. The total caseload in the country stands at 23,913 only and the daily positivity rate has declined to 0.28%. It is also worth mentioning that with the combined efforts, a total of 181.56 Cr vaccine doses have been administered,” the notification said.

“I would like to mention that in view of the nature of the disease, we still need to remain watchful of the situation. Wherever any surge in the number of cases is observed, the States/UTs may consider taking prompt and proactive action at a local level, as advised by MoHFW (Health Ministry) from time to time,” the notification said.

The Indian government had issued various guidelines and measures for the first time on March 24, 2020, under the Disaster Management Act to curb the COVID-19 situation in the country, which have been modified several times thereafter.

India currently has 23,087 active COVID-19 cases and recorded 1,778 new cases and 62 deaths in the last 24 hours. The daily positivity rate has also declined to 0.28%.

Shimla -A meeting of the Himachal Pradesh Cabinet was held on March 20, 2022, under the chairmanship of Chief Minister Jai Ram Thakur.

The excise policy for the financial year 2022-23 was approved. Approval was also given for the renewal of retail excise vends in the state for the financial year 2022-23 at the renewal fees of 4% of the value of unit/vend.

The State Government said that wants to enhance the government revenue and curb the smuggling of country liquor from the neighbouring states by a reduction in its price.

The brands of Country Liquor will be cheaper as license fees have been reduced. This will help in providing good quality liquor at a cheaper rate to the consumers.

In the new excise policy, the 15% fixed quota of country liquor for manufacturers and bottlers to be supplied to the retail licensees has been abolished. According to the government, this step will give the retail licensees to lift their quota from the suppliers of their choice and further assure the supply of good quality country liquor at competitive prices. The MRP of country liquor will be cheaper by 16% of the existing price.

In this year’s policy, the Gaudhan Vikas Nidhi Fund has been enhanced by Re.1/- from the existing Rs.1.50 to Rs.2.50.

The fixed annual license fee of Bars has been rationalized by abolishing the area-specific slabs of license fee. Now throughout the State, there will be uniform license slabs based upon the room capacity in hotels.

Rates of the annual fixed license fee of Bars in the tribal areas has been reduced considerably.

Further, all the above stakeholders will have to install CCTV cameras at their establishments as it was made mandatory for them.

Wholesale vends and retail vends, the penalty provisions under the H.P. Excise Act, 2011 have been made more stringent.

An end to end online Excise Administration System would be established in Himachal Pradesh, the government said.

HP Government estimates a collection of Rs 2131 crore revenue during the year, which will be Rs. 264 crores higher than the financial year 2021-22 – growth of 14% in state excise revenues.

The Cabinet also gave its nod to amend Himachal Pradesh Disaster Relief Manual-2012 to include deaths due to biting of honey bees, hornet and wasps, accidental drowning and deaths due to accidents of vehicles (including land, water and air) under this Manual.

The Cabinet gave its approval for filling up 11 posts of ‘A’ Class Tehsildar in Revenue Department through direct recruitment on regular basis through Himachal Pradesh Public Service Commission.

HP State Toll Policy 2022-23

The HP Cabinet also gave its nod to HP State Toll Policy for the year 2022-23 which envisages auction cum tender for all the toll barriers in the State. During the year 2021-22, toll revenue has registered a growth of 20 percent of the previous year’s revenue.

HP tourism, hospitality sector welcomes interest subvention scheme on loans

Under the scheme, tourism units paying gst up to ₹1 crore will be entitled to a maximum loan of ₹50 lakh and those paying gst between ₹ 1crore up to ₹3 crore for at least one year ending march 31 will be entitled to loan up to ₹75 lakh.

/: Himachal Pradesh tourism and hospitality sector associates have welcomed the government’s interest subvention scheme on loans saying the move will help revive the tourism industry, which was severely impacted by the Covid-19 pandemic.

The state government had approved the interest subvention scheme on loans in a meeting held on Thursday.

Under the scheme, tourism units paying GST up to ₹ 1 crore will be entitled to a maximum loan of ₹ 50 lakh and those paying GST between ₹ 1crore up to ₹ 3 crore for at least one year ending March 31 will be entitled to loan up to ₹ 75 lakh.

The units paying ₹ 3 crore GST will be eligible for a loan of ₹ 1 crore.

Small registered tourism units will also be eligible for a maximum loan of ₹ 15 lakh.

Ashwani Bamba, president of Hotel and Restaurant Association Dharamshala and state spokesperson, All Himachal Association of Hospitality and Tourism said following the Covid-19 pandemic, people associated with the tourism industry were demanding financial help from the government to revive the sector.

The industry was totally shut for the past three months and its associates are finding it difficult to pay even the fixed expenses, said Bamba.

“Hoteliers were finding it difficult to pay for the fixed expenses like electricity/water, insurance, taxes, staff, and bank interest payments. We had requested for working capital from the state co-operative banks at subsidised rates of interest, so we could pay our fixed expenses,” he said.

This loan period will be for four years with interest subvention of 50% each for the first two years.

Welcoming the government’s move Bamba said: “We are thankful to the state government for this big relief to hoteliers in this difficult time”.

Meanwhile, President, Shimla Hotel and Restaurant Association Sanjay Sood said, “The government assistance was direly needed as the hotel business has been badly hurt.”

Tourism in Himachal getting a veritable facelift

Nestled in the western Himalayan region, the State of Himachal Pradesh is proud to be part of the Himalayas. Himachal has abundant natural beauty in the form of snow clad peaks, low rolling hills, valleys, rivers & lakes and has tremendous potential for various kinds of tourism activities. Tourism is one of the main sources of income and employment generation in the State and contributes 9.75 per cent to the State Gross Domestic Product (SGDP).

Keeping in view this fact, the State Government has accorded top priority for the development of tourism in the State. This is evident from the soaring number of tourists flocking to the State every year. Adventure tourism, religious tourism, heritage tourism, rural tourism or eco- tourism are some of the areas which has got special attention in tourism development. The State Government has submitted various Tourist Circuits/ Destinations projects worth Rs. 2600 lakh to Government of India for seeking financial assistance for developing tourist infrastructure in the State.

Tourism is being given a veritable facelift with the introduction of several schemes by the State Government. For the promotion and development of tourism, the State has framed Sustainable Tourism Development Policy 2013. The objective of the Policy is to establish Himachal Pradesh as a global brand in domestic and international market and to ensure sustainable tourism primarily to benefit host communities, support natural and cultural heritage preservation, create an enabling environment for investment in the tourism sector. The State will also focus on diversification of tourism to the other potential areas where good infrastructure will be created. This will not only reduce pressure in the existing tourist destinations, it will also offer new areas to the tourists.

For further strengthening the tourism infrastructure in the State, Asian Development Bank (ADB) is providing a financial assistance worth 95 million American dollars under infrastructure development investment programme for tourism (IDIPT) and in Tranche-I the projects worth 33 million US Dollar were approved by ADB. Under Tranch-1, 20 projects for infrastructure development are being undertaken by the Department of Tourism & Civil Aviation in four districts namely Shimla, Kangra, Una and Bilaspur. The major projects of development under ADB assistance are restoration of Town Hall and beautification of Mall Road at Shimla, Development of Tourist Reception Centre & parking at Chintpurni and development of Jetty, camping sites, tracks and bird watching towers in Pong Dam area.  Process for implementation of these mega projects is underway.

There has been a tremendous flow of tourists to the State in last few years. In the year 2013 (January to December) the state was visited by 1, 51, 29,835 tourists including 4, 14,249 foreign tourists while in the year 2012, the state was visited by 1.61 crores tourists, out of which  about 5 lakhs were foreign tourists. This year till June 2014 the State was visited by approx. 83 lakh tourist including about 1, 93,387international tourists. Presently, the State has 2377 registered hotels/guest house with bed capacity of about 61,236. Himachal was earlier known only for summer season. With the efforts being made to break the seasonal factor and tourism products have been diversified to attract the tourists in other seasons also. Now Himachal is known as “A Destination for All Seasons and All Reasons.”

The Government has given the status of Industry to the tourism and the entrepreneurs setting up tourism ventures are entitled to same incentives as are available to the Industry.  In order to encourage private entrepreneurs for setting up of tourism units, the State Government is providing incentive of 15 per cent  Capital Investment Subsidy on Tourism Units subject to maximum Rs. 50 lakhs. The incentive scheme is effective till 31st March, 2017. New, Hotel units being set up in Tribal areas are exempt from paying luxury tax for a period of 10 years with effect from 1st April, 2012. Similar incentives have been provided to the units being set up in backward Panchayats with effect from 1 st April, 2013.

With a view to provide tourists a glimpse of the rich heritage and culture of the State in natural environs, rural tourism and Home Stay Scheme is promoting in a big way. A rural household with minimum one room and a maximum of three rooms can register under the scheme. The registered Home Stay units in the rural areas are exempt from paying VAT, Luxury Tax etc. The water and electricity consumption charges are at domestic rates. Presently, in the State there are about 550 registered Home Stay units. The scheme has been instrumental in generating employment opportunities to the rural population.

State has numerous opportunities for setting up tourism projects in the area of tourist Resorts, Ropeways, Golf courses, amusement parks etc. The Government has created a land bank for setting up of tourism units under PPP mode in the State and the sites are available at Suketi (Sirmaur), Baddi (Solan), Bilaspur, Jhatingari (Mandi), 15 Mile Baragaon near Manali, and at Shoja (Kullu).

The State Government has submitted Rs. 500 lakh project for the Integrated Development of Una-Nadaun as a Tourist Destination to Government of India for seeking financial assistance for developing tourist infrastructure in the State. The other projects including Rs. 800 lakh Integrated Development of Buddhist Destinations, Rs. 800 lakh Integrated Development of Shimla-Suburbs and Rs. 500 lakh Integrated Development of  Tourist Transit Zones in the State  to Government of India for seeking financial assistance for developing tourist infrastructure in the State.

In order to promote the alternative mode of transport for the tourists, the sites of Chamunda ji-Adi Himani Chamunda, Dharamshala-Mcleodganj/Triund and Neugal-Palampur in district Kangra, Shahtalai-Deotsidh in district Hamirpur, Toba –Sri Naina Devi ji in district Bilaspur and Tutikandi-Lift-Mall Road Shimla in district Shimla have been identified for setting up of passenger Ropeways in the State on Public Private Partnership (PPP) mode. In addition, it has also decided to explore the possibility of setting up Ropeway at Sarahan-Bashal in district Shimla & Kinnaur on public private partnership (PPP).

Himachal enjoys comparative advantage as it has stable polity, accessible administration, clean environment, cordial industrial relations, ease to do business and abundant cheap power. Above all, the cool and clean environment of the State is congenial for the growth of tourism industry. Himachal is an important brand by itself and is well recognized tourist destination.

To revive tourism amidst crisis, Himachal CM bats for increasing air connectivity

To revitalise the state's tourism and achieve the goal of hosting around five crore tourists annually, the Chief Minister revealed plans for the construction of 16 heliports across all district headquarters, including remote tribal areas. The Ministry of Tourism under its schemes of Swadesh Darshan and PRASHAD provides financial assistance to State Governments/Union Territories/ Central Agencies for developing tourism infrastructure and facilities in the country.

Ministry has sanctioned the project ‘Development of Himalayan Circuit: Kiarighat, Shimla, Hatkoti, Manali, Kangra, Dharamshala, Bir, Palampur, Chamba in Himachal Pradesh’ under Swadesh Darshan scheme in 2016-17 for Rs.86.85 crores. Ministry has identified Maa Chintpurni in Himachal Pradesh for development under PRASHAD Scheme.

This information was given by the Minister of State (I/C) of Ministry of Culture and Ministry of Tourism, Shri Prahlad Singh Patel in reply to a question in Lok Sabha today.

50% Loan Subsidy for Unemployed Youth to Purchase E-Taxis and E-Buses

In a significant move to promote eco-friendly transportation and generate employment opportunities for its youth, the Himachal Pradesh government has announced a new subsidy scheme. Unemployed youth above 23 years will be eligible for a 50% subsidy on loans to purchase electric taxis (e-taxis) and electric buses (e-buses) , without needing a collateral guarantee.

The initiative, part of the Rs 680 crore first phase of the Rajiv Gandhi Self-Employment Start-up Yojna , includes a dedicated website by the Transport Department to facilitate online registration. Chief Minister Sukhvinder Singh Sukhu highlighted that this move fulfills a key promise made in the Pratigya Patra of the Congress Party.

Under this scheme, the government will initially issue 500 permits for e-taxis, with plans to increase this number based on demand. The scheme is designed to ensure a monthly income of about Rs 40,000 for participants. Additionally, the Chief Minister underscored the state’s commitment to becoming a green state by 2026.

The scheme promises substantial financial support for purchasing e-vehicles. For instance, if the cost of an e-taxi is Rs 20 lakh, the subsidy offered will be Rs 10 lakh. These e-taxis will be attached to various government departments, providing a steady source of income for the owners.

To support the smooth operation of these e-vehicles, charging points will be established at all petrol pumps of Indian Oil and Bharat Petroleum. Furthermore, the Himachal Road Transport Corporation (HRTC) and the State Electricity Board have been tasked with setting up e-charging stations along six identified corridors.

The government also plans to revolutionize its public transport by replacing approximately 3,000 HRTC buses with e-buses over the next three years. An initial purchase of 350 e-buses is on the cards, and a subsidy of Rs 50 lakh will be provided for e-buses costing Rs 1 crore.

Looking ahead, the government is preparing to launch the second phase of this scheme, focusing on solar energy projects, followed by the third phase, which will offer subsidies for agriculture-related activities, including pisciculture.

This multi-phased approach demonstrates Himachal Pradesh’s commitment to sustainable development, environmental conservation, and job creation, marking a significant step towards a greener and more prosperous future.

MSMEs in India account for around 8 percent of the country’s GDP, 45 percent of manufacturing production, and over 40% of exports.

In accordance with the Micro, Small, and Medium Enterprises Development (MSMED) Act of 2006, the Indian government has launched MSME (Micro, Small, and Medium Enterprises). These businesses specialize in the creation, manufacturing, processing, or conservation of goods and commodities.

MSMEs are a vital part of the Indian economy, and several states have made significant contributions to the country’s socio-economic growth. It not only creates job possibilities but it also partakes in the development of the country’s backward and rural areas.

As per the information from the 2018-19 annual report by the government, India is home to about 6,08,41,245 MSMEs. However, the total number of MSME industries has also risen in the last four years.

Prior to 2018, MSMEs used to be classified depending on the initial investment. However, after the modification in the ordinances, they are categorized depending on the annual turnover of the firm.

Micro enterprises are those with an annual turnover of up to 5 crores. Firms with annual turnover above 5 crores and below 75 crores are small enterprises. Meanwhile, the medium enterprises have a yearly turnover of more than 75 crores and below 250 crores.

Overview Of MSME Sector In Himachal Pradesh

The number of small-scale industries in Himachal Pradesh is steadily expanding. Industrialization in the state has accelerated in the recent two decades due to infrastructure development and ongoing efforts from the state and the national governments.

The national government’s industrial package for Himachal Pradesh, which was implemented in January 2003, has provided the state’s industrialization a rapid boost. Several MSMEs have emerged in Himachal Pradesh, especially in the districts of Solan, Sirmour, and Una. As a result, they significantly alter the state’s industrial scope.

Himachal Pradesh’s economy was mainly agrarian during the independence period. In addition, nearly all other basic household products were imported. During the 1990s, the growth rate stayed relatively constant. The average annual growth rate during the decade was 5.7 percent, which is comparable to the national average.

The speed of industrial development has accelerated following the national government’s grant of a special package of incentives for the establishment of industries in Himachal Pradesh, which was announced in 2003, and the state government’s package of incentives in the industrial policy. As a result, the state has seen significant investment in MSEs and the medium and large-scale industry.

Until 1991, Himachal Pradesh had only 20,545 micro and small units registered with a total investment of 15054 lakhs and 86,227 people employed. After that, unit registrations have been on a downward trend until 2003 to 2004, when the central government provided a special package of incentives to the state.

Following the execution of the package, improvements in the registration of small-scale units began. In addition, many leading entrepreneurs proceeded to invest in the state. Because of that, the units surged from 3708 lakhs in 2003 to 2004 to 37419 lakhs from 2014 to 2015.

After the special package of incentives, the majority of the units registered with the state industries section were in the unclassified product group. Other firms come under food processing enterprises, mechanical engineering, packaging, electrical, electronics, pharmaceuticals, plastics, chemicals, automobiles, footwear, and so on. However, this trend has changed since the MSMED Act changed the description of industries.

When it comes to investments (as of 2006), the highest amount was invested in the chemical and associated products, mechanical, electrical, and electronic commodities. However, this trend has shifted since the MSMED Act increased the investment limit for micro, small, and medium enterprises.

As a result, chemical and mechanical products, which were previously classified as medium-sized businesses due to the high investment need have now shifted to the small-scale area. With that, they invade the first, second, and third positions respectively. Following the execution of the central government’s industrial package, Himachal Pradesh has seen a significant increase in the chemical, mechanical, electrical, and electronics sectors.

The Ministry of Micro, Small, and Medium Enterprises (MSME) has selected the cluster development method as a fundamental strategy for improving the productivity and competitiveness of Micro and Small Enterprises (MSEs) and their collectives. The clustering of units also allows providers of several services to perform their assistance more cost-effectively, lowering prices and increasing service availability for these businesses.

Credit Linked Capital Subsidy Scheme (CLCSS)

This scheme intends to help Micro and Small Enterprises upgrade their technology by giving a 15% capital subsidy on institutional funding used to introduce well-established and enhanced technology in authorized sub-sectors. The revised scheme calculates the admissible capital subsidy based on the purchase price of the plant and machinery. The maximum loan amount that can be used to calculate the grant under the scheme is Rs. 1 crore.

Reimbursement scheme for ISO-9000 / 14001 / HACCP Certification

This scheme provides for reimbursement of up to 75% of the costs of obtaining ISO-9000/ISO-14001/HACCP certification. It is subjected to a maximum of Rs. 75,000 in each case. Micro and small businesses (MSEs) with a permanent registration are qualified to participate in the incentive program.

Marketing Support/Assistance to MSMEs (Bar Code):

The primary goal of this program is to facilitate small businesses to utilize bar codes. Seminars help educate participants on the necessity of barcoding, and the registration price is compensated to encourage active participation.

Enabling the Manufacturing Sector to be Competitive through Quality Management Standards (QMS) and Quality Technology Tools (QTT)

Quality counts, whether it is a product or a service. As a result, these programs were created to encourage manufacturers to embrace the most up-to-date Quality Management Standards (QMS) and Quality Technology Tools (QTT).

International Cooperation Scheme:

Though breaking into the foreign market is difficult, it is worthwhile to commit money, time, and effort. The same may be said for the development of MSMEs.
