• 日本名　｢クアラルンプール日本人会｣
• 英語名　「THE JAPAN CLUB OF KUALA LUMPUR」
• マレー語　「KELAB JEPUN KUALA LUMPUR」
• 会員の子弟に対する教育、訓練を主たる目的とする施設を設け、これを運営管理する。
• 会員のために医療施設を設け、これを運営、管理する。
• 会員のために社交、娯楽、商品販売施設などを設け、これを運営管理する。
• 日本人墓地を運営管理する。
• クラブに対してなされた遺贈、贈与及び寄付を受ける。尚、クラブが行う行事に対する贈与・寄付については必要に 応じて予めその旨を関係当局に届け出る。
• クラブの所有する資金を適宜投資、運用する。
• クラブの目的のために必要、もしくは関連して用いられる土地及び建物を、他の公共及び民間団体、或いは個人より 受領、購入、賃借、交換、占有、又は取得し、且つこれを賃貸し、売却、交換又は処分する。
• 総会の決議に基づき、債券の発行などにより、資金の調達、借入を行い、これに係わる抵当権をクラブ所有の 財産に設定する。
• 慈善的、教育的、その他、クラブの活動にふさわしい目的のためマレーシアの福祉、 慈善団体に対して寄付を行う。
• クラブの施設をクラブの目的に合う事業及び行為を行うものに対して、これを有料又は無料で貸与する。
• 緊急事態などに対処するために、在マレーシア日本国大使館と連携、協力し、会員への各種情報伝達に努める。
• その他、理事会が必要と認めた事業及び行為を行う。
• 個人会員は、 20才以上の日本 国籍保持者 とする。
• クラブが提供し、又は、管理する施設及びサービスを利用する権利。
• 総会の招集通知を受ける権利。
• 個人会員選出理事の選挙に際しての選挙権 及び 被選挙権を行使する権利。
• 法人会員選出理事を選挙する権利。
• 家族会員として登録された子弟 を在マレーシア日本国大使館付属・クアラルンプール日本人会日本人学校及びその幼稚部（以下、日本人学校と称する）、及びクラブが関与する教育施設に入学を申請する権利。
• 家族会員は 、 学生会員を除く、 個人会員、賛助会員、訪問会員及び名誉会員の両親、配偶者 、配偶者の両親 及びその 20才未満の子女とする。 尚 、家族会員は同居かつ扶養されているものに限る。
• 家族会員は 会則第 4条 1項 (a)(2)に定める (i) の 権利を有する。
• 賛助会員は、 20才以上の日本 国籍保持者 以外の者とする。
• 賛助会員は 、 会則第 4条 1項 (a)(2)に定める (i) 及び (vi) の権利を有する。
• 訪問会員は、無査証で入国した者でマレーシア入国管理局の許可した滞在期間を限度とし、20才 以上の日本 国籍保持者 とする。
• 訪問会員は 、 会則第 4条 1項 (a)(2)に定める (i) の権利を有する 。
• 名誉 会員は、日本とマレーシア間の親善促進に貢献寄与した、著名な日本 国籍保持者 及びマレーシア 国籍保持者 とする。
• 名誉会員は、 会則第 4条 1項 (a)(2)に定める (i) の権利を有する 。
• 個人会員又は賛助会員が 3ヶ月以上マレーシアを離れる場合は理事会の承認を前提として、 24ヶ月を限度として不在会員となることが出来るものとする。 又 、本人の申請に基づき、理事会が正当な理由があると認めた場合、 6ヶ月を限度として、その延長を認める。尚 、承認された不在期間満了前に会員復活の手続きがなされない場合、不在期間満了をもって 退会 とする。
• この場合は、所定の様式により、不在会員申請書を事務局に 提出し 、申請時点のクラブに対する債務全額を支払うものと する 。 尚 、 不在期間中は会費を免除するものとする。
• 不在会員となった場合は、同会員が有するすべての権利は一時的に停止する。
• 不在会員はマレーシアに帰国した後、クラブに対し所定の手続きをすることにより、不在会員となる以前の会員資格を復活することができるものとする。
• 不在会員期間中に一時 当地に滞在 し､クラブの施設を利用する場合は会員資格の復活を申請し､該 当 月の月会費をクラブに支払うものとする。
• マレーシア国内で日本人学校以外の学校に就学している 17才 （学期中に 17才 になる者を含む）以上 25才 未満の学生は､当該学校の承認 及び 18才 未満の学生は保護者の承諾書を取得する事を条件 として学生会員となることができる。 尚 、学生会員は会則 第 4条 1項(a)(2)に定める（ i）の権利を有する。
• 学生会員の保護者が個人会員又は賛助会員として、クラブに入会した場合には、当該学生会員は必要な手続きを経て、保護者の家族会員となることが出来る。
• 学生資格を失った会員は 、直ちにその会員資格を失うものとする。その場合、すみやかにクラブに届け出、必要な手続きを行うものとする。
• 入会希望者は、入会の申し込みをクラブに対し、所定の申込書によって行わなければならない。申込書には、入会申込者並びにその推薦人の署名を必要とする。尚、推薦人はクラブ入会後6箇月以上を経過した個人会員であり、過去に会則及び関連諸規則の重大違反の記録のない個人会でなければならない。
• 理事会は、入会申込みの承認又は否認を行うものとする。
• 訪問会員の入会承認は、総務担当理事が行い、推薦人の署名は要しない。
• 名誉会員は会長の推薦に基づき、理事会の承認を経て総会にて決定されるものとする。
• 入会申込み者は、会則第6条に定める入会金、初月の月極め会費、及び理事会の定めた保証金を支払うものとする。
• クラブは入会が承認された会員に対し、会員証を発行するものとする。
• 会員はその家族の利便のために、クラブに対し家族会員証の発行を申請することが出来る。
• 会員証はクラブの会員であることを証明するもので、クラブ施設内に入場する場合は、原則として理事、事務局員、店舗、 警備員などの求めに応じ会員証を提示する。又、会員はクラブの諸施設内では常にこれを携帯するものとする。クラブはカード会社と提携して会費等の支払い手段を備えた各種カード（以下、提携カードと称す）を発行することができ、更に提携カードに会員証としての機能を付与することができる クラブは会員証としてクレジットカード機能付き会員証等を発行することができる。
• 会員証の発行費は別途理事会が定めるものとする。
• クラブは入会申請者、退会申請者などの会員証を所有していない者に対し、会館内の施設を利用することができる 有期の仮会員証を発行することができる。仮会員証保持者は、図書の借り出しは出来ない。 尚、原則として部・同好会への参加は認められない。
• クラブは会員証と併せ、会員がクラブ施設内に入場できる権利を有することを表示するために駐車証（カースティッカー）を 発行し、会員はこれをその入場する際、提示又は車両に貼付するものとする。

条 会員資格の終了・停止・変更

条 入会金・月極会費・債務の支払い.

• 入会金及び月極会費に加え、個人会員（法人会員登録名義人を除く）、賛助会員、及び学生会員は、別途理事会が 決定した保証金をクラブに納付しなければならない。 この保証金は利息を付すことなく、退会時に未納会費などの残存債務を控除した上で、退会会員に返還されるものとする。 尚、退会時以外には保証金は月極め会費を含む債務との相殺は出来ないものとする。
• 会員はクラブ発行の請求書の記載金額に疑義のある場合は、請求書発行日より 1ヶ月以内 に、その旨クラブに対して申し立てるものとし、記載金額に誤りがなければ、請求書発行 日の同月末を納付期限としてクラブ 又は クラブの指定する銀行に請求書記載金額の全額を 支払うものとする。 尚、クラブへの支払いは、上記以外の方法でも行うことが出来る。 又、提携カードを保有する会員の会費等の支払いは提携カード発行会社の規定及びクラブ と提携カード発行会社の取決めに基づいて行うものとする。
• クラブは会員の利便のため、上記の規定に関わらず前払いによる月極め会費の支払いを受けることが出来る。 前払いにより月極会費を納付した会員が、その満期以前に退会する場合の残余金は、利息を付すことなく会員に 返還されるものとする。
• 支払い期限内に支払いがない会員に対して、クラブは支払い督促状を発送出来るものとする。 クラブは3ヶ月以上の支払い遅延会員の氏名をクラブの施設内に掲示などの方法で公表できるものとする。支払い遅延会員 として氏名を公表された会員は、その債務を清算するまではクラブの諸施設を利用出来ないものとし、さらに支払い遅延が 5ヶ月に達した会員に対しては、会則第5条の定めにより、クラブはそれらの支払い遅延会員に対して、理事会の決議に 基づき必要な処置をとることが出来るものとする。
• 再入会会員の入会金は理事会で別途定めるものとする。
• クラブは総会の決議により、特定な目的のため会員に特別会費の支払いを求めることが出来るものとし、この特別会費の 支払い遅延会員に対しても、会則第6条 (e) を適用できるものとする。
• 記念行事にかかわる期間を限った特別募集の実施及びそれにかかわる入会金・月極会費の変更に関しては、 理事会は出席理事の2/3の同意を基に実施することができる。
• 年次総会は年1回、会計年度終了日以降3か月以内に理事会の定める日、場所、時間に開催されるものとし、 前年度のクラブの活動報告、理事選挙結果及び、その他の役員の選出結果の報告を行うと共に、会計報告、 次年度予算案及び理事会の提案する諸議案の審議、決議、承認を行うものとする。
• 年次総会の場所、日時及び議題は前年度年次総会の議事録、監査済財務諸表と共に、その開催日の14日前に 個人会員及び法人会員登録名義人宛に通知され、併せてクラブ施設内の定められた場所、又はその他の方法により 掲示され、会員の閲覧に供するものとする。
• 理事会がその必要を認めた場合、又は、理事定員の4倍以上の会員が文書にて議題とその目的を示して開催を求めた 場合には、理事会は臨時総会を開催できるものとする。
• 臨時総会の場所、日時及び議題は開催日の14日前に個人会員及び法人会員登録名義人宛に通知され、併せて会員の 閲覧に供するために、クラブ施設内の定められた場所又はその他の方法により、に掲示されるものとする。
• 理事定員の4倍以上の会員が臨時総会の開催を文書で要求した場合、理事会は、要求書を受領後、遅滞なくその開催日時を 定めるものとする。尚、要求書は、要求理由、審議事項、要求者代表、要求者名簿（氏名、会員番号、署名）等を 含むものとし、事務局に提出するものとする。事務局が要求書のすべての記載事項に誤謬のないことを確認した時点で、 受領したものとする。その臨時総会が会則第7条2項（a）に定める定足数を満たさず流会となった場合は、同じ議題を 審議する臨時総会開催の要求は流会後、6か月を経過しないと出来ないものとする。
• 個人会員は、年次総会又は、臨時総会で1票の議決権を有する。
• 法人会員登録名義人は法人会員の代表者として1票の議決権を有し、個人会員としての1票とともに、合計2票の議決権を 行使出来るものとする。
• 総会に出席し投票することが出来る会員は、当該総会に出席し投票することを、他の会員又は、総会の議長に委任状の提出に より委任することができる。委任された会員は、本人と同等の発言権及び議決権を有するものとする。
• 総務担当理事は、定時総会、又は臨時総会終了後、その議事録案を速やかに会員に配付するものとする。
• 総会の定足数は委任状提出者を含む、議決権を有する会員の1/2又は、会則第8条に定める理事の定員の2倍の議決権を 有する会員のどちらか少ない会員の出席により成立するものとする。尚、議決権を有する会員数とは議決権の総数をいう。
• 総会開始時に定足数に満たない場合は、議事を進行してはならない。
• 総会開始予定時刻の30分後までに定足数に満たない場合は、会則第7条1項(e)の場合を除き、総会は１か月以内の別の日に 延期されるものとする。
• 延期された総会は開始予定時刻の30分後までに定足数に満たない場合においても成立するものとする。
• 総会での議決は別途定める議案を除き、委任状提出者を含む議決権を有する出席者の単純過半数の同意を要するものとする。
• クラブは、理事会によって運営されるものとする。
• 理事会は、18名以上29名以内の理事により構成され、理事の任期は当該年に開催される年次総会の終了時から、 翌年の年次総会の終了時までとする。

• 会長は理事の中から副会長5名以内、総務担当理事1名、会計担当理事1名を推薦し、 総会後最初の理事会において承認を 得るものとする。
• 会長及び、すべての理事の氏名は総会にて報告されるものとする。
• 理事に欠員が生じた場合、必要に応じ理事会は個人会員、又は法人会員登録名義人の中から理事を補充することができる。 欠員の補充方法については、別途理事会にて定めるものとする。
• 任期満了により退任する選出及び任命理事の再選は、6期連続を限度とし、これを妨げない。
• 理事は定例又は臨時理事会に出席し、クラブの運営に当たるものとする。
• 正当な理由なくして、理事会を3回連続して欠席した理事はその職を辞任したものと見 なすことが出来るものとする。
• 理事は無報酬でクラブの運営に当たるものとする。 又、クラブの総会、理事会の決議によって実施された事項に係わる 損失について理事はその責任を問われないものとする。
• 理事が総会及び理事会の決定に反する行為や公序良俗に著しく反するような言動を行った場合、理事会はその決議により 当該理事を解任することができる。この場合はその事実をクラブの定時総会に報告するものとする。
• 理事の選挙を実施、管理するものとして選挙管理委員会が設置されるものとする。
• 選挙管理委員は、理事会により任命されるものとし、総務担当理事、監事夫々1名、個人会員2名及び会則第8条9項に定める 事務局長又は事務局職員の中から1名をもって構成されるものとする。この場合の個人会員は理事であってはならない。
• 選挙管理委員会は、別途理事会の定める選挙規則に従い選挙を執行しなければならない。
• 選挙管理委員会は選挙の秘密を守り、公正な選挙のため、あらゆる方法と注意を払わなければならない。
• 選挙管理委員会は投票の結果及び、当選者の氏名を議決権を有する会員に公表しなければならない。
• 理事会は、年次総会、臨時総会に於いて採択された決定を執行するものとする。
• 理事会は、総会に諮ることなく緊急事項につき必要な措置を執ることが出来るが、いずれもそのような措置につき、 総会の事後承認を得るものとする。
• 既に総会で採択されたクラブの運営方針に反せず、これと整合する限りにおいて、理事会での決定は総会で覆されない限り 有効とする。
• 定例理事会は、毎月1回、会長又は前月の定例理事会の議長の定める日、場所時間に開催されるものとする。
• 臨時理事会は会長、又は3名以上の理事又は委員会の委員長の要請に基づき、会長の同意を得て、総務担当理事が 招集するものとする。
• 定例及び臨時理事会の日時、場所及び議題は理事会開催予定日以前に各理事に通知されるものとする。
• 定例及び臨時理事会は、会長又は総務委員長が招集する。
• 理事会の定足数は、在籍理事の過半数とする。
• 会長は理事会の議長を務める。会長不在の場合は会則第9条(a)により指名された会長代行がその任に当たるものとする。
• 理事会開始時に定足数に満たない場合は、議事を進行してはならない。
• 理事会開始予定時刻の30分後までに定足数を満たさない場合、理事会は別の日に延期されるものとする。
• 延期された理事会は、開始予定時刻の30分後までに定足数に満たない場合においても成立するものとする。
• クラブは会長、副会長、各委員長及び会長の指名する理事並びに顧問で構成する総務委員会を設け、各提案事項を詳細に 審議、検討し、その結果を理事会に提案報告するものとする。
• 定例総務委員会は、毎月1回、原則として定例理事会の1週間前に開催されるものとし、会長又は前月の定例総務委員会の 議長の定める日、場所時間に開催されるものとする。
• 臨時総務委員会は会長、又は3名以上の理事又は委員会の委員長の要請に基づき、会長の同意を得て、総務担当理事が 招集するものとする。
• 定例及び臨時総務委員会の日時、場所及び議題は総務委員会開催予定日以前に各委員に通知されるものとする。
• 定例及び臨時総務委員会は、会長又は総務委員長が招集する。
• 理事会は、クラブの運営に関する特定の事項を審議、検討、遂行するために随時 一つ又は複数の委員会を 設置することが出来る。
• 委員会には委員長、副委員長及び事務局長を含む必要な人数の委員を置く。
• 委員長は理事又は顧問の中から理事会により選出されるものとする。
• 事務局長の委員長就任は、これを妨げない。
• 委員長は、理事の中から副委員長を指名することが出来る。又、委員長は、理事会の承認を経て、理事でないクラブの 個人会員又は、その家族会員の中から副委員長並びに委員を指名することが出来る。
• 委員長は、委員会での審議、検討経過を随時、理事会に報告するものとする。
• 個人会員又はその家族会員から選任された副委員長は、会長の要請に基づき、理事会に出席し、その意見を 述べることができる。但し、議決権は有しない。
• 委員会は理事会の決議に基づき、特定事項推進のために、小委員会を設けることが出来る。又、小委員会の委員長は、 理事会の承認を経て、理事でないクラブの個人会員又は、その家族会員の中から副委員長並びに委員を指名することが 出来る。
• 本条に規定するものの外、委員会について必要な事項は、別途理事会にて定めるものとする。
• 理事会はクラブの円滑な運営、管理を行うため、事務局を設置する。
• 事務局には事務局長のほか、必要な職員を置く。
• 事務局長は、理事会により任命され、適宜、総務委員会に出席し、理事会は諸議案のその任務と権限を委譲することができる。
• 事務局長は、理事の資格なしに定例及び臨時理事会審議、及び討議に参画しその内容を記録し、理事会決定事項を遂行する任に当たる。
• 本条に規定するものの外、事務局、事務局長及び事務局職員について必要な事項は別途理事会で定めるものとする。
• 会長　　　　1名 会長は対外関係において、クラブを代表するものとする。 又、年次総会、臨時総会、定例、臨時、暫定理事会の議長を務め、それぞれの会議の円滑な進行の責任を負い 決定投票権を有し、それぞれの会議の議事録が承認された時点でこれに署名するものとする。 会長不在の場合、会長は副会長の中から、会長代行を指名し、又、退会などの事由によりその任期中に会員資格を 喪失した場合、理事会は、選出理事の中から選任された副会長を候補として、後任の会長を選出するものとする。 尚、選出理事の中から選任された副会長が不在の場合、会長が推薦する選出理事を候補として、後任会長を 選出するものとする。 この場合、後任の会長は前任会長の任期を引き継ぐものとする。
• 副会長　　　5名以内 副会長は会長不在の場合、その代理を務めるものとする。
• 総務担当　　1名 総務担当理事はクラブの会則及び総会、理事会の決定に基づくクラブの運営全般に関与し、会計、資金関係を除くクラブの すべての文書を所管し、クラブに属するすべての書類、又、理事会及びクラブ運営に関する議事録を保管するものとする。 又、クラブが対外的にクラブの名において発信する文書及びクラブに係わる情報の対外提供に関し、これを所管する ものとする。
• 会計担当　　1名 会計担当理事はクラブの資金、会計に関しその任を負い、関係書類の保管の責任も負うものとする。
• 担当理事　　最大21名 それぞれの理事は会長又は理事会の指示、決定に基づき与えられたクラブの任務を担当、遂行するものとする。
• クラブの会計年度は毎年4月1日より翌年3月31日までとする。
• クラブは会計年度が終了次第、速やかに貸借対照表を含む財務諸表を作成し、会則第11条に規定する監事の監査を受け、 次年度の予算案と共に年次総会の承認を受けるものとする。尚、財務諸表、予算案共にクラブ施設内の定められた場所又は、 その他の方法により掲示され、会員の閲覧に供するものとする。
• クラブの資金はその目的達成のために必要な諸活動を支える行為に係わる費用、管理運営費用等に使用されるものとする。
• 事務局長は会計担当理事の委嘱により、RM5, 000を限度として小口現金を保管、管理し、日常の小口現金出金に当てるものとする。すべての小口現金の入出金は月末に精算し会計証票と共に会計担当理事に報告するものとする。
• 事務局長は会計担当理事の委嘱により、RM30, 000を限度として日常運営費の出金、支払いを行い、証票書類を都度会計担当理事に提出するものとする。
• 本条に規定のないクラブの諸費用の出金、支払いなどを含む会計に関する細則は、クラブの会則とは別に理事会で定めるものとする。
• 事務局長は、別途定める経理規定に基づき、日常の入出金を含む経理処理を行う。
• 監事は理事以外の個人会員又は法人登録名義人の中から2名を会長が推薦し、理事会により選出されるものとする。
• 監事の任期は次の年次総会の終了時までとする。監事に欠員が生じた場合は、会長の推薦により理事会で後任者を選出する。 後任者は前任者の任期を引き継ぐものとする。
• 監事は当該会計年度の財務諸表を監査し、その報告書を年次総会に提出しなければならない。又、監事は会長の要請に 応じて随時、クラブの会計内容を監査し、理事会に報告するものとする。
• 監事は会長の要請に基づき、理事会に出席し、その意見を述べることができる。
• 会則第24条に基く別法人等の財務諸表を会長の求めにより必要に応じて監査し、理事会に報告するものとする。
• クラブに帰属する不動産は管財人の名において信託され管理されなければならない。
• 管財人はいかなる場合でも理事会の指示及びクラブの総会の承認、決議がなくして、クラブの不動産に抵当権を設定したり、 その売却、名義変更などは出来ないものとする。
• 管財人はクラブの会長の推薦に基づき、理事会の承認を経てクラブの総会において会員の中から選任されるものとし、 その任期は2年とする。尚、最大2名とする。管財人に欠員が生じた場合は理事会が次の総会までの間、 その後任者の選任を行う。後任者は前任者の任期を引き継ぐものとする。
• 管財人が疾病、傷害などにより、その職務遂行が困難と認められたときは、理事会の決議によりその管財人の職を解き、 後任者の選任を行うものとする。
• 管財人は会長の要請に基づき、理事会に出席し、その意見を述べることができる。

条 名誉会長、名誉顧問、顧問

• 理事会は名誉会長、名誉顧問もしくは顧問を、本人同意の上で、任命することができる。
• 日本国大使館公使は顧問として、理事会等に出席してクラブの運営を助ける。
• 理事会はクラブ会長経験者又は、会長の推薦する者の中から顧問を任命できる。顧問は随時、会長の諮問に応じ、 又、理事会に出席しその意見を述べることができる。但し、議決権を有しない。その任期は次の年次総会の終了時までとし、 再任はこれを妨げない。
• クラブ施設内では、マレーシアの法律で禁止されているいかなる賭け事もしくはそれに類する行為は禁止する。 又、麻薬及びその材料、理事会の許可無く、危険物、爆発物、武器、その他好ましくない道具のクラブ施設内への持ち込みも 一切禁止する。
• クラブの資金は、法廷で有罪となった会員の科料あるいは、罰金等の支払いのために使用してはならない。
• クラブはいかなる商行為の制限又は干渉を行わず、又、いかなる労働組合の活動にも関与してはならない。
• クラブはクラブ、役員、理事、会員の名の下に宝くじ行為及びそれに類する行為に一切関与してはならない。
• クラブはいかなる政治、宗教活動にも関与せず、又、その資金及び施設を政治、宗教目的のために使用してはならない。
• 会則第3条に定めるクラブの目的に沿わない行為、集会のためにクラブの資金及び施設を利用してはならない
• クラブの会則の追加、変更、削除は年次総会、もしくは臨時総会の決議を経て、関係当局の承認によってその効力を発する ものとするが、その承認がなされるまでは、総会で承認された改訂に基づき諸事案を処理するものとする。 総会で議決されたいかなる改訂も当該総会後60日以内に関係当局に承認のため提出 するものとする。
• 理事会出席理事の2/3以上の賛成
• 総会に会則改定議案を提出することを、理事定員の4倍以上の議決権のある会員が書面によって理事会に請求した場合
• 会則の追加、変更、削除の議決は、総会に於いて委任状提出者を含む議決権数の２/３以上の同意を要するものとする。
• 改訂、追加した会則を登録のため関係当局に提出後、その文言、表現などの変更を関係当局より求められた場合、 その文意又は内容に影響がない限り、理事会の決議により、その変更が出来るものとする。
• クラブは年次総会における委任状提出者を含む議決権数の3/5以上の同意がなければ解散できないものとする。
• 上記規定によるクラブ解散の場合、クラブの債務、負債等は、クラブの資金や財産により返済され、又その処理後に資産残が ある場合は、理事会の提案に基づき総会がその処分を決定するものとする。
• クラブの解散通知は解散日より14日以内に関係当局に届けられるものとする。
• 理事会は、クラブが行う諸事業のためクラブの名義で複数の銀行にそれぞれ複数の口座を維持管理できるものとする。
• クラブの銀行口座の預金引出し申込書及び、小切手は理事会が指名する１名乃至複数の理事又は、事務局長により 署名されるものとする。
• 小切手等による出金、支払い等の権限の詳細については、別途理事会で定める経理規定によるものとする。
• 理事会はクラブの事業を円滑に運営するためには、1つ又は複数の部・同好会を設置することが出来るものとする。
• 理事会は部・同好会を担当する理事を1名又は複数、指名するものとする。
• 部は理事会の承認のもとに、その活動資金の一部としてクラブから補助金を受けることができるものとする。
• 本条に規定するものの外、部・同好会について必要な事項は、別途理事会にて定めるものとする。
• 理事会はクラブの円滑な事業運営のため、婦人部会を設けるものとする。
• 女性個人会員及び、個人会員女性配偶者
• 女性賛助会員及び、賛助会員女性配偶者
• 女性訪問会員及び、訪問会員女性配偶者
• 婦人部会は理事会の承認のもとに、その活動資金の一部としてクラブから補助を 受けることができるものとする。
• 婦人部会会長又はその代理者はクラブの会長の要請により、理事会に出席し、その意見を述べることができるものとする。
• 理事会は、婦人部会を担当する理事を１名又は複数指名するものとする。
• 婦人部会は部会の運営に必要な会則を定め、部会員の中から選出された役員会により運営されるものとする。
• 公序良俗に反する行動をクラブ施設内で行う会員に対し、総務担当理事はクラブ施設内から退去を命ずることが出来る。 総務担当理事が不在の場合は、他の理事又は事務局長がこの権限を行使することが出来るものとする。
• 名誉会長、名誉顧問、会長、理事、顧問、監事、事務局長はその立場を自己のいかなる商業行為に利用してはならない。
• すべての会員は、その活動を通じて、その立場を自己の商業行為に利用してはならない。
• 個人情報は、クラブの事業目的、又は運営の目的のみに利用することとし、会員はその取扱いに関しては、 細心の注意を払い、適正な管理を行うこととする。
• 会員は同伴者のすべての行動及び、クラブ施設の毀損に対する補償を含む施設の利用に係わる一切の費用についての責任を 持つものとする。

条 基金又は法人の設立

• 会員に同伴されて入場する者
• 会員に紹介されて事務局に届出た者
• 理事会が非会員の入場を認めた活動･イベント等に参加する者
• 商品を納入しようとする者
• クラブに入会しようとする者
• 事務局が事前了承した見学者

Domestic pride and confidence will turn into anxiety as Japanese railway expertise encounters overseas rivals, says a Loughborough University academic.

LOUGHBOROUGH, England: Just ten days before the 1964 Tokyo Olympic Games, Japan opened its Tokaido Shinkansen, a high-speed rail line connecting Tokyo with Osaka. Shinkansen bullet trains showcased the high quality of Japanese railway technology to the world, with trains travelling at up to 285kmh.

More than ten trains depart from Tokyo each hour, and the average delay remains at just 54 seconds per train - much lower than in other countries such as the United Kingdom. So far, Japan’s bullet trains have also recorded zero passenger fatalities in their 60 years of operation.

The reliability, punctuality and safety of Japanese railways has reinforced the country’s identity as a self-professed railway technology superpower .

However, Japan’s Shinkansen is a self-contained railway system designed to be isolated from the conventional railway network. For example, the system is a dedicated high-speed line with a wider track than the rest of the network.

This means that the bullet train’s good reputation, which has been nurtured over decades, is predicated on it being a standalone project.

The irony here is that while Japanese suppliers have developed high technical know-how, their skills are being wasted as they struggle to adapt to the international railway marketplace.

In late 2023, Japan expressed its reluctance to join Indonesia’s US$7.3 billion high-speed rail project , citing concerns about technical compatibility and possible damage to its “brand”. As a result, Indonesia picked China to build the railway instead. China also offered to do it faster and with fewer conditions.

My own research suggests that domestic pride and confidence will turn into anxiety as Japanese railway expertise continues to encounter overseas rivals, and fails to win contracts.

THE TAIWAN EXPERIENCE

Japan has successfully exported its “high quality” rail infrastructure to Taiwan, India, Europe and the UK in the past. But Japan’s experience of exporting bullet train technology to Taiwan in the late 1990s and early 2000s remains a cautionary tale.

The Taiwanese high-speed railway, a 350km line that runs along the west coast, resulted in a mix of European and Japanese technologies after much political haggling. The Japanese engineers were worried that their bullet trains had to run on European tracks, an engineering requirement not anticipated by the Shinkansen technology.

They feared that the bullet train’s international reputation would suffer if anything went wrong in the process of mixing Japanese and European designs.

Thankfully, nothing has gone wrong. But this episode shows how Japanese engineers are obsessed with making sure the bullet train technology is sold as a complete package.

This is an example of the “Galapagos Syndrome”, a metaphor used to describe products and services that have developed with a focus on a single market or culture, making them distinct when compared to the rest of the world. The reputation of the bullet train rests on not mixing with non-Japanese technology.

The experience in Taiwan also highlighted another dimension of Japanese railway expertise: That Japanese manufacturers lack the necessary expertise to compete in the international railway marketplace where the mixing of technology from various countries is the norm.

Future risks.

The Japanese government has recently announced that it would back a bid from Japanese companies to export underground railway expertise and technology to the Dominican Republic. The Caribbean country is planning to expand its underground railway system mainly in its capital, Santo Domingo.

Japan’s involvement makes sense given its experience operating rapid mass transit systems. This sort of system already operates in major Japanese cities like Tokyo, Yokohama, Kobe and Fukuoka. However, there is a risk that the Japanese system remains incompatible with what is available from the international marketplace.

Unless the Japanese system is compatible internationally, then the operator will remain stuck with Japanese technology when the time comes for renewal. Otherwise, they will need to find a non-Japanese supplier willing and able to shoehorn their technology into the Japanese system.

This predicament is reminiscent of Taiwan’s recent struggle to renew its high-speed trains. The original trains that Japan sold to Taiwan are now due for refurbishment. And the Taiwanese operator has had to choose between purchasing brand new trains either from different Japanese manufacturers or from European suppliers.

Purchasing new trains from Japan meant incurring additional costs, while procuring European rolling stock would result in the greater complexity of having a mixed fleet. In the end, the Taiwanese operator opted to purchase new trainsets from Japanese firms Hitachi and Toshiba.

Japan’s self-image is built on the notion that the Japanese technology is the best in the world. But Japan’s government and railway industry still have a lot to learn from the international marketplace. For now, Japanese confidence will have to cohabitate with anxiety.

A man attempting to shoot his wife at the Kuala Lumpur International Airport on Sunday instead left her personal bodyguard in critical condition, Malaysian authorities said.

Police were investigating the rare shooting in connection to a domestic dispute and said it was not related to terrorism.

The shooter, who was thought to be targeting his wife in the arrivals hall, hit her bodyguard and then fled the scene, according to police.

“The suspect fired two shots before hitting a local man who was a bodyguard, causing the victim to suffer injuries to the abdomen,” Selangor state police chief Hussein Omar Khan said in a statement.

Criminal Investigation Department Director Shuhaily Zain added: “The man actually intended to shoot towards his wife.”

Officers were searching for a 38-year-old Malaysian man who had previously been arrested for threatening his wife.

Following the threats, the woman hired bodyguards last year, according to Shuhaily.

The woman, who runs a travel agency, was at the airport to receive Muslim pilgrims returning from Mecca, police said.

Gun violence is rare in Malaysia, which has tough gun control laws, with illegal possession of firearms punishable by up to 40 years in jail.
