Japan to allow “non-escorted package tours” from 7 September

Aaron Wong

From 7 September, Japan will remove the chaperone requirement for tourists and scrap pre-departure testing, as it inches towards reopening.

Japan’s never-ending charade of will-they-won’t-they looks set to continue, as the country announces a further easing of tourism restrictions effective 7 September 2022.

First, the bad news: free-and-easy travel still won’t be possible. If you were hoping to book your own ticket, fly to Japan and start exploring at your leisure, you’ll still need to wait.

The good news, if it can be called that, is that Japan will no longer require escorted tours. Tourists will be allowed to purchase nonguided packages from a tour operator, without constant supervision from a handler ala North Korea.

I suppose that’s somewhat better, but I can’t be the only one frustrated by all this edging.

Japan further eases tourism restrictions

japan non guided tour package from singapore

International tourists to Japan are currently required to be part of an organised tour group, following a fixed itinerary and accompanied by a tour guide from entry to departure. The guidelines are 16 pages long, which hint at how far this arrangement is from business as usual.

From 7 September 2022, Japan will scrap the requirement for constant supervision. Tourists will be able to purchase “nonguided package tours”. It’s not clear at the moment what exactly that means, but what’s clear is that free-and-easy is not on the cards just yet.

What I envision is buying a tour package that comes with admission to several attractions, with dining, accommodation and transport arrangements included as well. It’s highly unlikely that travellers will be permitted to book their own flights or hotels, which is bad news for miles and points users.

I don’t really see the public health angle to this, so all I can surmise is it’s a measure to placate local tourism operators.

In other tourism-related developments, Japan will end its pre-departure test requirement for vaccinated and boosted travellers from 7 September 2022 as well.

japan non guided tour package from singapore

On arrival in Japan, the relevant testing and quarantine measures depend on your 14-day travel history  and vaccination status.

Singapore is currently classified as a Blue List country, which does not require on-arrival testing or quarantine, regardless of vaccination status. However, if your 14-day travel history cuts across various categories, the restrictions of the strictest one will apply. You can view the categorisation of countries here.

Yellow List

At the time of writing, Japan has suspended visa-free entry, and all tourists will be required to apply for a visa.

Japan will further ease its tourism restrictions from 7 September, scrapping pre-departure testing and the requirement for a continuous escort throughout the stay. A package tour and visa are still required, however.

Unfortunately, this isn’t the reopening we were all hoping for. But airlines seem to be betting it happens soon, and I mean, that’s got to be the next step right?

Japan’s tourism sector is less than 1% of their GDP, i’m sure they are missing you so badly

Are your feelings hurt Josh? Do you need a hug from teddy?

Not really, just laughing at how you think Japan cares where you spend your few dollars lmao

Cope harder weeb

GROW UP

Imagine criticizing a government for putting what its own people wants ahead of what foreigners want.

Haven’t you been living in Singapore long enough?

Hello retard, it was 7.x% in 2019. Might want to get your facts right before you mouth off, even on the Internet. Oh wait I forgot you’re mentally deficient.

James Quek

Let’s hope we have the real good news soon as there are talks about this happening in Nov/Dec 2022.

Derek

Do you think its risky to book 12mths ahead on SQ saver points and speculate that leisure travel restrictions will all be relaxed by then? Am thinking it will be sooo hard to book on saver points once Japan fully opens.

I will go ahead since there is travel plan in 2023.

Falco

There already are no saver redemptions available for 2023 for Japan…

Ronald

Well,at least theres some progress, with some restrictions Waiting for the day when they finally decide to open up fully

Mark

These measures are now so far removed from anything to do with health, the rest of the world can only laugh at the sheer stupidity.

Mike

No one’s forcing you to go. There are 195 other countries in the world you can choose from

Ah long

Good Lord Mike why are you such a loser

Cause I don’t believe in pointless whining when there are countless other options available

Actually, I never said anyone was forcing me to go. In fact, I never said I even wanted to go. So your comment was pretty irrelevant really. What I said was, that their policy is so far removed from anything to do with health, that you can only laugh at the sheer stupidity – a comment which says nothing about my desire or intent to go or not to go. So I was not engaging in “pointless whining”. I was noting the sheer stupidity of their policy. No more. No less.

What can you do Mark, some people are just too sensitive and/or quick to look for trouble on the Internet hahaha

jeff

its the politics. pm approval ratings are falling post abe (RIP) and population in general does not want jp to open up. even if generally polite sgporeans are amongst the most preferred tourists for them.

That’s the thing, no one fucking knows because the Japanese government never gives full details on their travel programs until last minute. It’s driving me insane; my honeymoon flight is booked for October and I’m unable to make plans for my honeymoon or to instead spend time with friends and family because they have to make slow changes and never be clear with the information they give, and since the trip is two months long I need to use miles to afford all those hotels. I’m also reading articles in Japanese about how they want to get wealthy tourists into …  Read more »

Needs a little more detail…. Japanese travel agency are quoting people a minimum 10,000 Yen/day/pax levy. So not only do you have to book your itinerary though them where you must only do at that time what is on there, you also have to book your hotel, etc. on top of that. I’ve seen some quotes today on the “tourist tax” at up to 25,000 Yen/day. For all those complaining, this is similar to the updated tour package rules for Bhutan (I’ve been to both countries). Therefore this will only insure high value tourists are able to enter and keep …  Read more »

Do you have some specific articles I could read about this daily tax? I spent a couple years before COVID saving up to take a month-long trip to Japan in 2020, which obviously never happened. Unfortunately, while I managed to never spend any of my Japan Trip fund, and even managed to set aside more money, there’s no way I could afford an extra $3000+ dollars being tacked on to the cost of the trip. 🙁 Realistically, I suppose I’m not the lucrative traveler Japan is trying to attract. I wouldn’t have stayed in fancy hotels, or eaten at expensive …  Read more »

Eh … don’t give ppl false hope leh. Japan To Re-open To Global Tourists For Non-guided Group Travel, Daily Entry Cap Raised To 50,000 Pax

japan non guided tour package from singapore

Japan allows non-guided group tours

After maintaining some of the strictest Covid-19 border controls among major economies since the start of the pandemic, Japan has finally announced updates to its travel regulations. Foreign tourists will be allowed non-guided group travel, with a smoother entry process.

Look forward to non-guided group tours & raised entry cap

Non-guided Group Travel - daily entry cap increased

Earlier today, Prime Minister Kishida Fumio announced that Japan will allow non-guided package tours for visitors from all countries. This means that travellers will still have to purchase packages from authorised tour agencies, and keep strictly to the set travel itinerary instead of going off on their own to explore the country.

The daily entry cap will also be raised to 50,000 people starting from 7th September – which is 2.5 times the current limit of 20,000.

Non-guided Group Travel - tourists at Asakusa

Japan reopened its borders on 10th June to travellers on guided package tours, but remained closed to independent travelers. Kishida said that the easing of border controls is intended to spur visits from people who are looking to visit Japan due to the favourable exchange rates now.

Covid-test requirement scrapped for vaccinated travelers

Last week, Kishida also announced that from 7th September onwards, travellers who have received three vaccine doses would no longer be required to show a negative Covid-19 result to enter Japan.

Visa waiver still up in the air

Non-guided Group Travel - visa and passport regulations

With free-and-easy travel in sight, Japan would have to revise its visa waiver regulations soon. Japan halted visa waivers for applicable passport holders during the pandemic.

Currently, Japan’s borders are only open to their own citizens, as well as people who are holding long-term and pre-issued tourism visas.

The easing of travel restrictions will be good news for both foreign tourists looking to explore Japan on their own, as well as Japan’s local economy.

Japan gives green light to non-guided package tours

japan non guided tour package from singapore

TOKYO - Japan will conditionally allow foreign tourists to travel without a chaperone from next Wednesday, Prime Minister Fumio Kishida has said.

The daily limit for all arrivals – including Japanese nationals, foreign residents, as well as those entering on business and tourist visas – will be raised to 50,000 from 20,000 people.

Since June, Japan has mandated guided tours for all leisure travellers – a hurdle too high for many prospective visitors who have lamented the lack of freedom.

Japan, which in 2019 received a record 31.9 million visitors, welcomed 8,155 tourists in June and July, said the Immigration Services Agency of Japan. Figures from the Japan Tourism Agency as of last Friday showed that 12,112 tourist visas had been granted for September and another 8,710 for October onwards.

The measures, announced at a news conference on Wednesday, have been cheered as a positive step in Japan’s reopening to tourism, with the country still lagging behind most of the world in easing Covid-19 border controls.

Among the other Group of Seven member countries, Britain, France, Germany and Italy have fully reopened to unvaccinated travellers and have no Covid-19 testing and quarantine requirements.

In the region, Australia, Malaysia and Vietnam have also dropped their border controls.

Mr Kishida, noting that tourism and international exchanges have been on the rebound all over the world, said that the latest steps will “allow foreigners to resume interactions with Japan and to benefit from the weaker yen”.

Yet the impact of the new measures is unclear, given that free-and-easy travel has not resumed and travellers will still be bound by conditions.

First, visas remain mandatory for all travellers. Tourists from all countries must apply for a visa through authorised travel agents by signing up for what Japan describes as a “non-guided package tour”.

Second, even if travellers no longer have to be chaperoned, the travel agencies that sponsor their visa will likely still have to coordinate and manage itineraries, as well as ensure Covid-19 countermeasures by reporting positive cases.

Third, while Japan is doing away with the requirement for pre-departure polymerase chain reaction (PCR) tests from next Wednesday, this is only for those who have received at least three jabs of approved vaccines.

All other travellers must still take a PCR test within 72 hours before their flight. Japan does not recognise Chinese-made vaccines.

Mr Kishida said on Wednesday, without elaborating, that Japan will “further ease border control measures by taking into account the Covid-19 situation at home and abroad, as well as measures taken by other nations”.

Japan has topped the world in new Covid-19 infections for five weeks in a row, according to World Health Organisation data. But the Omicron-driven seventh wave in Japan appears to have peaked.

There were 169,800 cases nationwide on Wednesday, down 30.2 per cent from a week ago.

Free and easy: Japan drops guided package tour requirement for tourists

File photo of Japan.

Japan is finally easing travel restrictions to allow non-escorted visitors on package tours into the country and raising the daily arrival cap to 50,000 starting Sept. 7.

Prime Minister Fumio Kishida made the announcement today following last week’s news that they would scrap the pre-arrival PCR test if passengers have received three shots of an approved vaccine.

However, Japan’s border is currently open only to people with Japanese nationality, long-term visas or pre-issued tourism visas. Tourists are currently only allowed to enter the country on guided tour packages.

There have been no updates on relaxing restrictions on Japan’s entry visas yet.

The guided package tours have been unpopular with tourists and only brought in 7,900 travellers into the country in July according to NHK .

Japan remains to be one of the countries with the strictest Covid-19 border controls since other countries started opening up.

Frequently Asked Questions

What is a self guided tour?

A self-guided tour in Japan is a pre-planned travel package that provides you with a detailed itinerary, accommodation, and transportation options for exploring the country at your own pace. Unlike guided tours, you will not be accompanied by a tour guide, allowing you more flexibility and independence during your trip. You will also be handed a travelogue that give you information about all the details you may need while traveling in Japan.

Can I customize my self-guided tour?

You can customize your tour in some way by choosing among the different options, which typically include pre-night and post-night extension, meaning you can add one day before and/or after your trip. However, if you want to create your own itinerary by going to Okinawa Island for example, you can contact our team to create and tailor the perfect itinerary for your Japan experience, that caters to your interests and preferences.

How do I navigate Japan during my self-guided tour?

Japan has an efficient and extensive public transportation system, including trains, buses, and subways. The train is usually the go-to means of transport across cities in Japan. Our self-guided tour packages come with detailed detailed itineraries and Japan Rail Passes to help you navigate your way through Japan with ease. Additionally, most major cities have English signage, making it even more convenient for you to explore the country.

Are meals included in the self-guided tour packages?

Our self-guided tour packages usually include breakfast at your accommodations. Lunch and dinner are often not included, giving you the flexibility to explore Japan's diverse and delicious cuisine at your own pace. Please check the details for each day to know if the meals are included or not. We can also provide recommendations for local restaurants and dining experiences to suit your taste.

Can I extend my self-guided tour?

Yes, you can extend your self-guided tour by adding one extra day to your itinerary by selecting the option. However, if you want to change further the details of your trip, by adding a new destination for example, please contact our team, and we will be happy to help you plan an extended stay in Japan.

Do I need a visa? Do I need vaccinations?

As of October 11, 2022, Japan will open its borders to all Europeans (including the European Union, the United Kingdom and Switzerland) and North Americans (Canada and the United States) without requiring a visa.

Only non-triply vaccinated travelers need a negative PCR test performed within 72 hours prior to departure.

Do I still need a visa to travel to Japan as a tourist?

No, no visa is required for blue countries including all European countries (European Union, United Kingdom and Switzerland included) and North American countries (Canada and United States). List of blue countries: https://www.mofa.go.jp/j_info/visit/visa/short/novisa.html . If you have another nationality, please contact the Japanese embassy in your country of residence to obtain this visa.

Do I still need a PCR or antigen test to go to Japan?

No, if you are triple vaccinated with the vaccines approved by Japan (Pfizer, Moderna, ...exhaustive list here : https://www.mofa.go.jp/ca/fna/page24e_000317.html ) there is no need for any test.

I do not have 3 doses of vaccine or I am not vaccinated against COVID, can I enter Japan?

Proof of Covid vaccines is no longer required for travelers from "blue" countries. Therefore, unvaccinated travelers can enter Japan if they live in blue countries. But a negative PCR test is required at embarkation for travelers who are not vaccinated 3 times.

Is there still a quarantine upon arrival in Japan?

Quarantine and testing on arrival have been eliminated for travelers from blue countries.

Is insurance mandatory?

No, but it is recommended. Japan Experience, as an option of its tours, provides appropriate travel insurance solutions.

What anti-covid measures are still in place in Japan?

The mask must be worn indoors (except in exceptional cases) and in transportation.

What applications should I download before entering Japan?

For tracking the evolution of the coronavirus epidemic, the Japanese government recommends downloading several applications:

MySOS, the health and location tracking app (it will be used to confirm your location, health status and accommodation).

COCOA, the COVID-19 contact confirmation app (this will be used to notify you of possible contact with a COVID-19 positive person).

Japan to allow non-guided group tours and scrap pre-departure tests from September 7

It will be awhile yet before individual, free-and-easy travel is allowed

Cheryl Sekkappan

Today, the Japanese government announced that it will be allowing "non-escorted package tours" from September 7. It will also raise the daily entry cap to 50,000 from the current 20,000. This comes after the confirmation that pre-departure testing will no longer be required for vaccinated and boosted travellers, also from September 7 onwards.

Currently, international travellers are only allowed to travel in Japan as part of an organised tour group, complete with a fixed itinerary and chaperone at all times. It's not clear what a "non-escorted package tour" looks like yet, but we can guess that tourists will still have to join tour groups to enter Japan, just without a 24/7 babysitter. What we can be sure of is that free-and-easy, individual travel is still not allowed. Bummer.

Japan has also not lifted the visa requirement for international travellers, so that means that Singaporeans will still have to apply for one before entering the country.

For some, this is a welcome easing of restrictions. But for those of us who prefer to travel within Japan at our own time and leisure – settle in for a bit more of a wait.

23 August, 2022

Singaporeans really,  really want to travel to Japan. According to a YouGov survey , it's the most considered holiday destination among Singaporeans – and it's not hard to see why, with its fresh and delicious cuisine, top-notch sake breweries , rich cultural attractions, and other hidden gems to explore.

The only reason that Singaporeans have not been flocking to the country now that travel has restarted is down to  the strict regulations around entering Japan . But it looks like that's about to change – with news outlets like Nikkei Asia  signalling a potential easing of entry rules.

According to Japanese news outlets, the country's government is considering an end to Covid-19 pre-departure testing rules. If confirmed, tourists entering Japan will no longer have to produce a negative test result taken within 72 hours of departure. This could take effect in as soon as a few weeks time.

Japan is also weighing the possibility of doubling the number of tourists allowed to enter the country. The current cap stands at 20,000, but it could be raised to 50,000 as soon as next month.

That's a lot of 'could's and 'maybe's – it all depends on Japan's Covid-19 case counts. Whatever it is, you can bet that we've got our fingers and toes crossed for good news. Stay tuned for more updates.

All You Need To Know About Japan Tour Packages 2022

Eunice Sng

Planning your trip to Japan but unsure about the next steps? These tour packages got you covered! From blueberry-picking to frolicking through lavender fields — there’s something for everyone.

What do you miss most about Japan? The food? (Divine.) The people? (Incredibly polite.) The scenery? (Varied and breathtaking.) While borders are still closed to individual tourists, apart from students and business travellers, our only hope of revisiting this dream destination is through Japan tour packages that will begin as early as this month. According to CNA , these Japan tour packages will be planned in conjunction with travel agencies and tourists will have to be accompanied by tour conductors. Countries will be divided into three categories depending on their virus risk — red, yellow (require proof of vaccination to skip quarantine) and blue (Singaporeans included here. We are able to bypass quarantine with a pre-departure PCR test).

With these new developments, we have taken it upon ourselves to scour through the approved list of travel agencies by Japan Travel and sieve out the available tours coming up in 2022 just in case you’re planning a trip over to the Land of the Rising Sun soon.

JAPAN will allow non-guided package tours from all countries and more than double the number of people it allows to enter daily as it further rolls back some of strictest Covid-19 border controls among major economies.

Prime Minister Fumio Kishida said on Wednesday (Aug 31) the daily entry cap would be raised to 50,000 people from Sep 7 from the current 20,000. He also said he wanted to ease border controls to spur visits from people trying to take advantage of a cheap yen.

Kishida's government began to allow limited numbers to return from June, subject to strict rules such as being part of a package tour with a guide. Japan had 353,119 foreign visitors last year, a far cry from the record 31.9 million in 2019.

Last week, Kishida said from Sep 7 that Japan would scrap a requirement to show a negative Covid-19 result to enter the country for travellers who have received 3 vaccine doses. While the testing requirement is being relaxed, there's still the issue of entry visas. Japan's border is currently only open for people with Japanese nationality, as well as those with long-term and pre-issued tourism visas. It stopped visa waivers for applicable passports during the pandemic. BLOOMBERG

Japan fully reopens to tourists from Singapore on 11 October

Andrew

Great news for Japan lovers, with the news we’ve been eagerly anticipating – the popular destination is relaxing its border restrictions to allow tourists to enter visa-free and restriction-free from 11th October 2022, allowing proper two-way quarantine-free trips for the first time in over two-and-a-half years.

Singapore citizens and those holding passports issued in 67 other countries are set to benefit, which will see the vast majority of Lion City residents eligible to make a long-awaited trip to “the land of the rising sun” once again.

This relaxation, announced by Prime Minister Fumio Kishida at a news conference in New York, will allow travellers to visit Japan without the need to make travel agency bookings in advance, nor apply for a visa in most cases.

To be eligible, you must be fully vaccinated and boosted with one of Japan’s recognised vaccines, or simply have a negative pre-departure PCR test if you are unvaccinated or your jabs don’t comply (e.g. Sinovac / Sinopharm).

The loosening of restrictions comes ahead of both the autumn travel season and the winter ski season, also paving the way for the first truly “free and easy” opportunity for four years to visit Japan during the upcoming sakura (cherry blossom) period, which runs from March to May 2023.

japan non guided tour package from singapore

The weak Japanese yen will also stretch your cash on a Japan trip in the short-term, with your Singapore dollar going 25% further than it did in pre-COVID times, though actually getting to and from the country looks set to be an expensive affair, with flight capacity remaining limited in the months ahead.

Japan’s reopening will come just a few days before Taiwan also intends to allow free and easy travel once again, with Hong Kong also set to remove quarantine sometime in October.

Japan’s tourism reopening

Under the latest move, from 11th October 2022 Japan will:

  • scrap its requirement for most travellers to obtain an entry visa
  • ditch the idea that you must enter under a North-Korea-style guided tour format, or with a pre-arranged travel agent booking, and
  • do away with its 50,000 person daily limit on overseas entries.

In most cases, that means you will be able to visit just like you could during pre-pandemic times, organising your own flights and hotel accommodation independently.

japan non guided tour package from singapore

Japan already removed pre-departure testing for fully vaccinated travellers in early September 2022.

Who’s eligible: Nationalities

As with before COVID-19, Japan will once again allow those with one of 68 nationalities to enter visa-free for visits of up to 90 days, including Singapore Citizens.

The full list of eligible nationalities for visa-free entry into Japan from 11th October 2022 is outlined below (click to expand).

* Stays of up to six months, under bilateral agreement.

Who’s eligible: Vaccination or testing

To be eligible you’ll typically need to be fully vaccinated and have received a booster dose, in both cases from a relatively selective list of vaccines, with Sinopharm and Sinovac unfortunately not on the list.

That means having had either two or three vaccine doses, depending on which brand you received.

Japan “fully vaccinated” requirement

Vaccine doses from different brands on the above list received in combination are also acceptable, provided you have completed the primary course (any combination) and had a booster dose (of the same or a different vaccine).

For example:

  • 1st dose AstraZeneca, 2nd dose Pfizer, 3rd dose Moderna (3 doses) is acceptable
  • 1st dose J&J, 2nd dose Novavax (2 doses) is acceptable
  • 1st dose Pfizer, 2nd dose Pfizer (2 doses) is not acceptable

Note in particular that the Sinopharm and Sinovac vaccines are not recognised by Japan.

Update 26 September: Japan’s Government has announced that from 11th October 2022, three doses of any WHO-approved vaccine will be regarded as acceptable for entry, including China-made Sinopharm, Sinovac and Convidecia.

All is not lost if you don’t meet the vaccination criteria though.

A negative pre-departure PCR test result within 72 hours of departure will also suffice in place of fully vaccinated and boosted status.

These tests now start at only S$50 in Singapore , a fraction of the early 2021 rates of ~S$200! There are also a wide range of options in the S$68-80 range, plus home testing from S$98.

The test certificate must be in English and the test type can be via nasal swab or the less invasive saliva method (which starts from S$88 in Singapore ).

Singapore is on the ‘Blue List’

Good news for those looking forward to a trip to Japan – Singapore is on the country’s ‘Blue List’ , whereby no testing or quarantine is required, regardless of your vaccination status.

Japan entry requirements by country category

* Pre-departure test ^ On-arrival test

Your travel history in the last 14 days prior to entry into Japan determines the category you must adhere to, with the strictest being enforced.

The full list of countries by category is  available here .

There are currently no countries on the Red List at the time of writing, but do be aware that Yellow List countries include India, Fiji, Turkey, Vietnam, Sri Lanka and the Maldives .

That has potential implications if you don’t meet Japan’s strict vaccination criteria and you returned to Singapore from one of these countries in the last 14 days before a Japan trip, since you will then be subject to on-arrival PCR testing and quarantine.

What about children?

Children aged under 18 entering Japan can follow the same rules as their parent(s), even if they are not fully vaccinated, provided they are accompanied by fully vaccinated and boosted parent(s).

Japan’s reopening has been painfully slow

Japan closed its borders to non-nationals back in March 2020, with only Japanese citizens and residents eligible to enter the country for a period of over two years.

Since then it’s been a piecemeal reopening, including the following ‘milestones’, if you can call them that:

  • November 2021: Business visitors and students allowed to enter with three days of quarantine, instead of 10 days.
  • April 2022: Entry ban lifted for foreigners from over 100 countries, but they were still required to apply for a visa, which would not be granted for tourism purposes.
  • May 2022: Small groups of tourists, totalling just 50, from Singapore, Australia, Thailand and the USA, were invited to visit on prearranged package tours.
  • June 2022: Daily arrival cap doubled from 10,000 to 20,000, including returning citizens and residents. Removal of on-arrival testing and quarantine in most cases.
  • June 2022: International visitors permitted on prearranged guided package tours.
  • September 2022: Pre-departure testing removed for fully vaccinated travellers, primarily helping Japanese citizens return from overseas more easily.
  • September 2022: Daily arrival cap increased to 50,000, foreigners allowed to book non-guided tours through a travel agent (visa still required).
  • 11th October 2022: Visa-free tourist travel restarts for 68 nationalities, no daily arrival cap, fully vaccinated and boosted travellers welcome to make free and easy travel arrangements, or have a pre-departure PCR test if vaccination criteria is not met.

As you can imagine, opening to guided tour groups and travel agent itineraries with visa approval required didn’t even move the needle on inbound tourist numbers, but this latest relaxation will be a serious shift-change.

Thousands per day will now descend on Japan once the restrictions cease from 11th October, and that is already ensuring that ticket prices are sky-high and flight award space is nearly non-existent .

Prepare to be flexible with dates or part with plenty of cash just to reach Japan and return home again in the coming months.

Japan didn’t need tourists back in a hurry

Prior to the pandemic Japan welcomed over 2.6 million foreign tourists per month, prompting many to wonder why it has been so slow to reopen its borders.

However, as a rich country with a large affluent population, tourism spend only accounted for 0.8% of Japan’s gross domestic product (GDP) pre-pandemic, significantly eclipsed by its huge services and manufacturing sectors.

Even with the broader impact of tourism estimated to be around 2.2% of GDP, border reopening wasn’t a high priority for Japan like it was for countries such as Thailand, for example, where the industry drives a quarter of the economy.

In some senses it’s therefore not surprising that Japan has taken a slow and cautious approach to welcoming tourists again, despite the obvious frustration it’s caused for many of our readers eager to return!

Singapore – Japan flights (October 2022)

Japan was linked to Singapore Changi Airport by over 190 direct weekly flights prior to the pandemic, including the major cities like Tokyo and Osaka through to less-well-trodden locations like Hiroshima and Okinawa.

japan non guided tour package from singapore

In October 2022 it’s a far cry from those kind of flight volumes, with only 79 direct weekly flights on offer , which means years of pent-up demand will inevitably be funnelled on less than half the number of services previously available.

Here’s how the schedule looks.

japan non guided tour package from singapore

Singapore – Japan flights (from November 2022)

For the upcoming winter season starting in November 2022, there are already some planned increases on Singapore – Japan routes.

  • Tokyo from 21/wk to 28/wk
  • Osaka from 7/wk to 14/wk
  • Fukuoka from 2/wk to 3/wk
  • Tokyo from 14/wk to 21/wk
  • Tokyo from 10/wk to 14/wk
  • Osaka from 5/wk to 7/wk
  • Sapporo launches 4/wk via Taipei plus 3/wk non-stop

japan non guided tour package from singapore

In total, these additional 41 flights per week will bring Singapore – Japan direct services back to 64% of pre-COVID volumes, but that almost certainly still won’t be enough to temper high fares and near-zero award space , as “revenge travel” to the country inevitably takes hold.

What about other Japan routes?

SilkAir permanently axed its non-stop flights from Singapore to Hiroshima in March 2020 due to weak demand, while there’s no word yet on whether Jetstar will restart its five-times-weekly Singapore – Okinawa services, in light of this border relaxation.

Jetstar was also serving Osaka from Singapore 22 times per week before the pandemic, via either Taipei, Manila or Clark, but no return to these routes has been confirmed at the time of writing.

japan non guided tour package from singapore

Let’s hope that by cherry blossom season, starting in mid-March 2023, there will be several more options than the current published winter schedules suggest!

Awards (or a lack thereof!)

As you might imagine, award space on these limited flights between Singapore and Japan is nearly non-existent for the rest of 2022.

In common with Europe and US routes, the supply / demand equation is simply killing this option on most flights, particularly non-stop SIA-operated ones, and driving cash fares sky-high.

If you can find an award seat, here are the latest KrisFlyer award rates between Singapore and Japan, when flying on Singapore Airlines.

KFtrans

We did find some sporadic SIA Business Class award space one-way from Japan to Singapore at Advantage levels in December, but don’t be in any doubt – this isn’t a country coming up on Spontaneous Escapes any time soon!

Remember you can also use British Airways Avios points (including those transferred across 1:1 from Qatar Airways Avios points) to book oneworld awards to and from Japan with JAL.

Alaska Miles and Asia Miles are also options for oneworld flights.

No mask mandates in Japan

Japan does not legally impose mask-wearing in most settings, provided you maintain social distancing.

Mask-wearing is already optional on Singapore Airlines and Scoot flights to and from Japan, however do note that ANA, JAL and Zipair are currently maintaining their own mandatory mask mandates for all passengers.

Remember airlines are private transport operators – so you must comply with their own mask-wearing requirements, even if they are stricter than those of your origin or destination country.

It’s taken some time, but it’s fantastic to see Japan reopen its borders to visa-free tourist travel again next month, reinstating free and easy trips to and from this popular destination for Singapore citizens and those with 67 other nationalities, just like pre-COVID times.

This means from 11th October 2022 it will no longer be a requirement to make bookings through a travel agent or arrange a guided tour, nor will a visa application be necessary for most visitors.

Vaccination is still required for a hassle-free trip, but even if you don’t meet Japan’s strict “jab criteria” it’s still possible to visit with a negative pre-departure PCR test, now costing as little as S$50 in Singapore.

japan non guided tour package from singapore

Sadly seat capacity on flights between Singapore and Japan is woefully poor compared to pre-COVID times, even with a few planned increases coming through from November.

Let’s hope for announcements of additional travel options between Singapore and Japan soon, since looking at both fares and award space this coming winter is enough to bring pained expression to the face of even well-versed frequent flyers.

hi, is Japan restriction ease? Still cannot find confirmation update on Japan Embassy website (Singapore).

Yes from 11th October. It will take them time to update the website, this was only announced by the PM a few hours ago.

alright. didnt see any official update so didnt dare to make bookings.

Hi Andrew, do you think that even without the update on their official website it should be safe enough to book unrefundable plane tickets (as there are great prices for now which will likely keep increasing fast)? Thanks!

are you aware if i transit in BKK onwards to Sapporo flying thai, will i be able to get into Japan as if i am flying from Singapore. Any restrictions flying from Thailand to Japan in Dec after Oct 11?

Both Singapore and Thailand are “Blue List” countries for Japan, so no issue 👍🏼

Why is Sinovac/Sinopharm Covid 19 vaccines not recognized by Japan when they are recognized by WHO? Seems like Japan does not want visitors from China.

They are recognized from 11 October onwards. See latest update here:

https://www.sg.emb-japan.go.jp/itpr_en/PDT_00001.html

Wonder if you know for sg children under 7 years old, but not vaccinated at all, would they require PCR test, thanks?

No need pcr but must travel with adult who are fully vaccinated with booster shot

Hi Robin what if the adults are vaccinated w sinopharm and booster w novavax? They are not recognised in japan and will be taking pcr tests. What abt the children traveling with them?

There is a table (I saw is when I was browsing can’t locate it at this moment) where they show the types of vaccines are accepted by Japan’s authority.

If I can find I will share the link here.

I used to have a 5-year tourist visa to japan, but they suspended all visas in 2020 when pandemic hit. (at the same time they suspended visa waiver agreements with other countries) Now that they are lifting the latter suspension, i wonder if they will do the same to the first…

“Japan didn’t need tourists back in a hurry” the most important section in the article…Japan is and will be xenophobic…don’t that make you feel like a sucker to wanna be so desperate to go travel there?

Latest update: All vaccines on the WHO EUL list are accepted by the Japanese government for entry from 11 October onwards. Yes, that includes Sinopharm and Sinovac which were previously not recognized.

TOKYO –  Japan will conditionally allow foreign tourists to travel without a chaperone from next Wednesday, Prime Minister Fumio Kishida has said.
