Tourism, Culture, Arts and Recreation

The Department of Tourism, Culture, Arts and Recreation is the lead for tourism, arts and culture, sport and recreation and Provincial parks. The Department is responsible for supporting economic growth and employment in the tourism industry, cultivating contemporary arts, preserving the Province’s cultural heritage, oversight of Provincial Parks, and for promoting and supporting physical activity for individuals, groups, and communities, by the development of policy and programs in support of provincial recreation and sport. The Department also establishes and operates provincial historic sites, visitor information centres, arts and culture centres, Provincial pools, and Provincial parks. Additionally, the Department provides regulatory protection of archaeological sites, artifacts and historic documents; supports the arts and heritage sectors, and recreation and sport, through programs and services; supports strategic product development in the tourism industry and marketing Newfoundland and Labrador as a destination to visitor markets; and, supports the tourism industry through research, opportunity identification and strategy development.

Provincial and Federal Governments Receive Approval on National War Memorial Centennial Project Including Repatriation of an Unknown First World War Soldier from Northern France

The Government of Newfoundland and Labrador and the Government of Canada have received approval from the Commonwealth War Graves Commission in London on the National War Memorial Centennial Project.

The Government of Newfoundland and Labrador and the Government of Canada have received approval from the Commonwealth War Graves Commission in London on the National War Memorial Centennial Project. A special component of this project is the repatriation of an Unknown First World War Solider from Northern France. This soldier will be re-interred in a specifically designed tomb at the National War Memorial in St. John’s to represent Newfoundlanders and Labradorians who served in all branches of the military.

Province pledges $25M to help tourism industry through COVID-19

Some businesses have already said they won't reopen this year, social sharing.

Premier Dwight Ball says $25 million in funding will help the hard-hit local tourism and hospitality industry reopen as COVID-19 restrictions ease. 

Newfoundland and Labrador's tourism sector has been decimated by the effects of COVID-19 even ahead of the traditionally busy months of July and August.

"This support will help make life a little easier during one of the toughest times that we've had to face as a province," Premier Dwight Ball said Monday morning at a news conference to announce the funds. 

He said the roughly 2,700 businesses employing 20,000 people across the province play an important role throughout Newfoundland and Labrador's communities. 

The $25-million Tourism and Hospitality Support Program complements existing emergency supports, Ball noted, and will "better position operators to reopen" as public health measures relax through the province's staged reopening plan. The money is coming from the $200-million COVID-19 contingency fund.  

"With tourism spending of $1.4 billion annually, the industry has a significant impact," on the province, said Tourism Minister Bernard Davis, who said the program was designed to fill a gap in other funding identified by the industry. 

Under the program, small- and medium-sized registered tourism operators can apply for a one-time, non-repayable capital contribution of $5,000 or $10,000 depending on the operation's gross sales. If a business grosses less than $100,000 a year, it's eligible for $5,000, and $10,000 if it grosses more than that.

To get the money businesses must demonstrate losses in March & April and forecast accommodations in May and June. Accommodations, retail, experiences, tours, etc. are eligible. Applications open Monday. — @HeatherMGillis

The minister said the money is intended to help businesses cover some of their costs as they deal with substantial losses, and more information will be posted on the department's website with applications opening June 8. 

The $25 million will come from the province's $200-million contingency fund for COVID-19 relief.

Meanwhile, Davis said the Department of Tourism is working on a staycation marketing campaign.

The premier said guidelines for intraprovincial travel will be released as the province moves to Alert Level 3, which would be June 8 at the earliest.

COVID-19 hurting industry

Many players in the industry have detailed how big of a blow the pandemic has levelled, including accommodations, restaurants, and other organizations. 

Cathy Duke, CEO of Destination St. John's, says the funding is desperately needed.

"The problems are so significant. The impact on the tourism industry has been catastrophic," she said.

 But Duke says the industry needs more, as many businesses struggled even just to get through the winter.

"It's perhaps not enough to totally solve problems for the industry," said Duke.

Duke hopes the money will get to a broad range of companies quickly, and that audits to determine lost revenue will happen later, as with other federal government programs.

 "We need a much bigger program in place either federally or provincially to work with industry, so they can put everything in place they need at this time, and also get ready for market recovery, which will come a little bit later."

She said the earlier businesses get information about reopening the better, because they need time to ramp up. She says good public health and safety guidelines will also make people feel comfortable to travel.

Some, however, have vowed to stay hopeful that they can stay afloat, and even draw in more of the staycation crowd. 

"Today's announcement recognizes the significance of the tourism industry as a key economic driver for communities," said Hospitality NL chair, Steve Denty in a news release Monday night. 

"Hospitality NL's consultations with the provincial government on behalf of the tourism industry have been very constructive and we acknowledge that this is a great step in the right direction to get industry operators the support they need to get back to work and safely ensure travel around the province is advanced quickly."

The province's total number of COVID-19 cases remains at 260. By region, there are 242 cases in the Eastern Health region, eight cases in the Central Health region, four cases in the Western Health region and six cases in the Labrador-Grenfell Health region.

There are still three active cases of COVID-19 in the province, as 254 have recovered from the virus. There have been three deaths due to the virus.

On Monday, November 20, The Honourable Soraya Martinez Ferrada, Federal Minister of Tourism and Federal Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, launched the new TGP .

With $108 million in federal funding, this program will invest in Indigenous and non-Indigenous communities, small businesses, and not-for-profits; helping them grow and position Canada as a tourism destination of choice.

In Newfoundland and Labrador, the Atlantic Canada Opportunities Agency (ACOA) will deliver the program’s funding directly to tourism businesses and other organizations over the next three years, supporting projects to help more domestic and international visitors discover all that Canada has to offer.

The projects will also align with the new Federal Tourism Growth Strategy —supporting sustainable tourism, outdoor experiences, Indigenous tourism, seasonal expansion, and tourism in rural and remote areas.

The overall goal of this project is to diversify regional economies and spur economic growth.

Eligible applicants include:  

  • Incorporated small and medium-sized enterprises (SMEs) operating in the tourism industry.
  • Indigenous-owned businesses (including Indigenous sole proprietorships) or Indigenous tourism organizations.
  • Non-profit organizations (NPOs), including tourism associations/organizations, and post-secondary institutions.
  • Governments (municipal/provincial/territorial and related entities).

Priority may be given to projects that:  

  • Increase tourism benefits for communities by driving visitation from urban centres to rural areas.
  • Support the Indigenous tourism industry.
  • Support economic, environmental and cultural sustainability.
  • Support active outdoor experiences.
  • Extend the tourism season (projects that promote and/or develop products, services, or experiences, with an aim to increase tourism activity outside the traditional high season or to extend their services year-round).
  • Complement supports provided through provincial/territorial programs.

The government of Newfoundland and Labrador is launching a $25-million program to support the province’s ailing tourism sector.

Premier Dwight Ball said the government recognizes tourism’s role as an economic driver in the province, noting it has been one of the “hardest-hit” industries during the COVID-19 pandemic.

“Local economies are energized by the tourism operators. They are key to sustaining many of our rural and small communities,” Ball told a news conference Monday.

“By supporting tourism we are fostering economic development, which is critical to diversifying, growing and strengthening our economy.”

Under the Tourism and Hospitality Support Program, small and medium-sized tourism operators can apply for one-time funding contributions of $5,000 or $10,000, depending on their gross sales.

The province says the money will come from “existing resources” and from a COVID-19 contingency fund legislators approved this spring.

It is a short-term program aimed at helping operators cover business costs as they face losses from the steep drop in out-of-province visitors this year.

Ball said approximately half a million people from outside Newfoundland and Labrador usually visit the province each year.

But non-permanent residents are currently banned from entry as part of the effort to limit COVID-19 infections, keeping visitors and their tourism dollars away during a typically busy summer season.

A government news release says the tourism and hospitality industry represents 20,000 jobs in the province and generates more then $1.14 billion in spending each year.

Operators with gross sales of $100,000 or less are eligible for $5,000 and those with gross sales greater than $100,000 are eligible for $10,000. Applications to the program open June 8.

Regional Wellness Coalitions

Regional Wellness Coalitions are networks consisting of community groups and organizations, schools, municipalities, and health authority programs that work together to promote wellness at the local level.

Each of the six coalitions offers a grant program at various times of the year to support community wellness projects and initiatives in areas such as:

  • healthy eating
  • physical activity
  • tobacco and vape-free living
  • injury prevention
  • mental health promotion
  • child and youth development
  • healthy environments
  • sexual health
  • health & literacy

Examples of projects include community gardens, outdoor classrooms, play groups, skipping clubs, food skills programs, bicycle rodeos, youth mentoring or leadership programs, intergenerational and cultural programs.

The Recreation and Sport for Persons with a Disability Funding Program

Application Deadline: October 6, 2023 and February 23, 2024.

The Recreation and Sport for Persons with a Disability Funding Program, administered by Recreation NL, is a strategic initiative supported by the provincial government’s recreation and sport strategy,  Active Healthy Newfoundland and Labrador (2007 ). Funding opportunities are available for elite athletes and teams for equipment and travel. Communities and recreation organizations can avail of funding for new program developments for persons with a disability.

Active Transportation Fund

The Active Transportation Fund (ATF) is a national, merit-based contribution program intended to support projects that improve active transportation infrastructure across Canada. Announced in March 2021, the Fund will make available $400 million over five years to help build new and expanded networks of pathways, bike lanes, trails and pedestrian bridges, as well as support Active Transportation planning and stakeholder engagement activities.

By increasing the amount and quality of active transportation infrastructure, the Fund’s goal is to generate economic, environmental and social “Triple bottom line” benefits for Canadians.

Teen Challenge Physical Activity Funding Program

The Teen Challenge Physical Activity Funding Program is designed to support community-based organizations with providing active living opportunities to teens, aged 13-19.

Applicants can apply for:

1) $250 one-time teen physical activity event

2) $500 on-going teen active living program (i.e., 4-week program or longer)

Capacity Grant Program

The Disability Policy Office is now accepting applications from non-profit, community-based organizations, incorporated municipalities, including Indigenous community governments and organizations.

These Capacity Grants are crucial to enable persons with disabilities to become fully engaged in their community and to lead transformative change towards more independence, self-management and genuine community inclusion. The enduring legacy of a capacity grant will be its impact over the long term and how it has affected the lives of persons with disabilities.

Applications will be accepted for work that will provide deliverables that prevent and remove barriers to inclusion in the province within the Government of Newfoundland and Labradors five strategic directions.

Active NL Fund

Organization: Department of Tourism, Culture, Arts and Recreation Description: The Active NL Fund is designed to support active healthy living.

Funding up to $10,000 is available to develop, deliver, purchase or upgrade active healthy living infrastructure, equipment, and initiatives targeted at increasing physical activity, sport, active recreation, and healthy eating for individuals of all ages.

The deadline for applications is October 31, 2023 ,  with funding decisions made up to March 31, 2024.

Jumpstart Community Development Grants

Organization:  Jumpstart Description: In 2020, Jumpstart will accept grant applications for projects valued up to $500,000 (i.e. renovations, retrofits or construction of community facilities and venues) designed to enhance existing or new building plans for sport and recreation spaces with uniquely innovative solutions for inclusion and accessibility for children of all abilities. Parasport Development Fund with the Canadian Paralympic

Organization:  Parasport Description:  The Canadian Paralympic Committee offers several programs and resources to support your interest in Para sport. You will find resources such as lesson plans and the Paralympic Fundamentals Resource to help you bring para sport into your classroom or sport programming. Specialized Program Fund

Organization:  School Sports NL Description:  The Specialized Program fund is intended to help schools by providing funding in order to provide opportunities for under represented students to participate in extra-curricular non traditional sport, physical activity and recreation as an extra curricular program.  Grants range from $200-$500 . Grants are awarded yearly so if your school applies after the deadline it will be placed in consideration for the next school year. Inclusion Grant

Organization:  Department of Advanced Skills and Education Description:  Inclusion Grants are established to enhance the inclusion of persons with disabilities and to enable greater participation in community opportunities through the removal of barriers. This is achieved by providing funding to eligible non-profit, community-based organizations to create or improve the accessibility of the built environment*. Inclusion Grants also offer funding to eligible non-profit, community-based organizations to provide disability-related accommodations to support participation in their events and meetings, such as sign language interpretation; Real time captioning; and audio support for assistive listening devices.

Organization:  Canadian Heritage Description:  Canadian Heritage provides financial support for activities organized during the Celebrate Canada period, from June 21 to July 1. These activities celebrate National Aboriginal Day on June 21, Saint-Jean-Baptiste Day on June 24, Canadian Multiculturalism Day on June 27 and Canada Day on July 1. Building Communities Through Arts and Heritage

Organization:  Canadian Heritage Description:  The Building Communities Through Arts and Heritage Program was created to help you celebrate your community, its past and its present. Think local festivals or events featuring food, entertainment and family fun. Community celebrations let us experience all that is uniquely Atlantic Canadian. Student Summer Employment Program

Organization:  Dept. of Advance Education and Skills Description:  The Student Summer Employment Programs (SSEP) provides funding to assist Private Sector employers and Not-for-Profit Organizations to create summer jobs for students. Area of Funding: Post Secondary : minimum subsidy period is five (5) weeks and the maximum subsidy period is 12 weeks. Students must work at least 25 hours per week in order for the employer to maintain the subsidy. High School Students : the minimum subsidy period is four (4) weeks and the maximum subsidy period is eight (8) weeks. Students must work at least 20 hours per week in order for the employer to maintain the subsidy. Maximum Funding Amount:

  • The subsidy for Not-for-Profit Organizations approved under these programs will be 100% of the current minimum wage plus 15% to help cover the mandatory employment related costs (MERCs).
  • The subsidy for private sector employers shall be $5 towards the hourly wage.
  • All payments required by law are the responsibility of the employer, including Income Tax, Employment Insurance, Canada Pension Plan (CPP), assessments under the Workplace Health Safety and Compensation Act and holiday pay.

Canada Summer Jobs

Organization:  Service Canada Description: Canada Summer Jobs provides funding to not-for-profit organizations, public-sector employers and small businesses with 50 or fewer employees to create summer job opportunities for young people aged 15 to 30 years who are full-time students intending to return to their studies in the next school year. Area of Funding:  summer students, youth Maximum Funding Amount:  not for profit – up to 100%, Public or Private sector – 50% of minimum wage

Student Work and Service Program (SWASP)

Canada’s regional development agencies will deliver $108 million over three years to support tourism projects across the country

November 20, 2023 – Vancouver, British Columbia 

Tourism is a cornerstone of Canada’s economy. The tourism sector creates opportunities in communities across this country, supporting almost two million jobs and contributing some $38 billion to Canada’s GDP in 2022. After suffering some of its worst years in history, Canadian tourism is poised to grow significantly; experts predict that its contribution to our economy will continue to increase substantially. The ambitious Federal Tourism Growth Strategy targets a 40% increase of tourism sector's contribution to Canada's GDP by the end of the decade. That is why the Government of Canada is working to help Canadian tourism grow and bring more visitors to our shores. 

The Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, today launched the new Tourism Growth Program (TGP). With $108 million in federal funding, this program will invest in Indigenous and non-Indigenous communities, small businesses, and not-for-profits, helping them grow and positioning Canada as a destination of choice.

Canada’s seven regional development agencies will deliver the program’s funding directly to businesses and other organizations over the next three years, supporting projects to help more domestic and international visitors discover all that Canada has to offer. The projects will also align with the new Federal Tourism Growth Strategy —supporting sustainable tourism, outdoor experiences, Indigenous tourism, seasonal expansion, and tourism in rural and remote areas—with the goal of diversifying regional economies and spurring economic growth.

Promoting Indigenous tourism is an important part of the Tourism Growth Program, with 15% of funds reserved for it. Indigenous tourism creates jobs and opportunities in communities across the country, which is why the Government of Canada is working with First Nations, Inuit and Métis to encourage its growth. Indigenous tourism also sets Canada apart as a tourism destination for visitors from around the world. Most importantly, Indigenous tourism plays an important role in accelerating self-determination for communities and advancing reconciliation.

The Tourism Growth Program is one of the many ways in which the Government of Canada is helping the tourism industry to grow and thrive. Last week, Minister Ferrada announced the launch of the Indigenous Tourism Fund’s Micro and Small Business Stream, which will provide $10 million in direct support for Indigenous tourism operators. The Tourism Growth Program complements supports for the tourism industry provided through other federal, provincial and territorial programs.

In 2023, Canada welcomed 12.6 million international tourists in the first eight months, a 54% increase from the same period in 2022. 1

In 2022, the tourism industry supported 1.87 million jobs, recovering to 90% of the number of jobs seen in 2019, when the industry supported 2.07 million jobs. 2

In 2022, tourism contributed nearly $38 billion to Canada’s GDP 3 , generated close to $94 billion in revenue for businesses 4 , and accounted for almost 13% of service exports 5 .
