Kevin Costner Unveils ‘Horizon’ Trailer and Explains Why Making the Western Epic Was His ‘Biggest Struggle’ Yet

Kevin Costner Horizon: An American Saga

When Kevin Costner revealed the trailer for “ Horizon: An American Saga ,” the first of his planned four-part epic about the American West, the two-time Academy Award winner looked positively giddy — at least over Zoom.

“Trailers have always been kind of a favorite part for me, even as a boy going to the movies,” Costner said, grinning as he unveiled the first footage in a virtual conversation with journalists. “You’re obviously there to see the movie you want, but isn’t it kind of cool when you see what’s coming? … And with that in mind, I did my very best to expose what’s going to be a four-part saga.”

“Can they, in a sense, feel themselves in this movie? Because that’s what I want people to feel in the dark, that [it] suddenly just absorbs them,” Costner teased. “We all know what happens when the lights go out — either something good, something average or something great. What I hope is that this is something that stays with them forever.”

The three minute trailer introduces “Horizon’s” ensemble cast — led by Costner’s Hayes Elllison, who rides into the frame with the stunning landscapes of Utah on full display — and tees up the action as the film explores the triumphs and tragedies brought on by the ideology of Manifest Destiny. The clip shares a first look at his co-stars Sienna Miller, Sam Worthington, Jena Malone, Abbey Lee, Michael Rooker, Danny Huston, Luke Wilson, Isabelle Fuhrman, Jeff Fahey, Will Patton, Tantanka Means, Owen Crow Shoe, Ella Hunt and Jamie Campbell Bower.

Much of the footage simply teases, rather than directly explains the film’s plot, offering glimpses of the Native American populations that will be featured in the film and possibly a romantic storyline between Costner’s Ellison and Lee’s character.

“Use that much this year?” Bower’s character asks Costner near the end of the clip, as he uses his shotgun to reveal Costner’s holstered pistol.

“Haven’t had much need of it yet,” he replies, as the clip cuts to a scene in which Costner displays his quick draw skills.

“Looks like we’ve got ourselves a bad man right here,” Bower declares, chuckling as Costner walks away.

The official description explains that the film “explores the lure of the Old West and how it was won — and lost — through the blood, sweat and tears of many. Spanning the four years of the Civil War, from 1861 to 1865, Costner’s ambitious cinematic adventure will take audiences on an emotional journey across a country at war with itself, experienced through the lens of families, friends and foes all attempting to discover what it truly means to be the United States of America.”

In addition to starring in the film, Costner directed from a script he co-wrote with Jon Baird. “Horizon: An American Saga” is Costner’s fourth directorial effort following 2003’s “Open Range,” 1997’s “The Post Man” and 1990’s Oscar best picture-winning “Dances With Wolves.”

“This is by far the biggest struggle,” Costner declared, when asked if ‘Horizon’ or ‘Dances with Wolves’ was more difficult to make. “I’m shocked at what we were able to get. I shot ‘Dances’ for 106 days, I shot the movie you’re just seeing right now in 52. … I did learn a lot and I was able to use every trick in the book to try to bring this movie to ground and to bring it to an audience. And there’s four of them!”

In the conversation, moderated by Deadline’s Mike Fleming, Costner also detailed the origins of the project and explained why he held onto this idea for more than 30 years.

“It’s hard to fall out of love. I don’t do that,” Costner said. “Things that have a classic feel they don’t fall out of touch either. I think they exist in any decade. That’s the opportunity we have in cinema is to make something that lasts past its opening weekend. I’ve never banked on opening weekends; I banked on people wanting to revisit something.”

With “Horizon” specifically, Costner wasn’t deterred when no one wanted to finance the movie; in fact, that gave him the “bright idea to make four,” he quipped, adding that, “There’s a lot of people out there that know I’m a little bit of a hard-head or something.”

In terms of the film’s tone, he wanted to step away from the well-worn Western tropes.

Because he was so passionate about this story, Costner said he eventually realized that he had to make it which mean looking to himself financially to do it.

“Not the smartest thing,” he admitted, alluding to the personal cost of risking his 10-acre Santa Barbara home to fund the movie series. “But I count on people. I count on the movie speaking louder than anything I can say. And so with that in mind, I just shoved West myself and I just left, and I went out to make this movie in Utah.

Costner then explained why he shot the film in the Beehive State. “When you go through Utah, it’s magic. And it wasn’t easy for us to do. There were certain things that weren’t set up that we see in other states. … But I kind of bypassed the smart business decision to go where my money could stretch farther.” Costner noted that the production spent over $100 million in Utah and employed more than 500 people over the course of the shoot. “We had an impact on the state, but the state had an impact on me.”

He also revealed that the movie was originally titled “Sidewinder,” but because he’d had a few movies that inspired copycats, like Robin Hood and Wyatt Earp, he wanted to throw the industry off his scent.

“I just thought, ‘I don’t want anybody stepping into whatever I’m trying to do,’ so I called it ‘Horizon’ and said it was written by my son just to disguise it when it went to the Writers Guild,” Costner said. “But the longer I started to think about it, the more I began to appreciate that dreams, going West, they’re always about ‘Out there.’ When you realize a country is bigger and farther than anyone ever dreamed, it is about the horizon.”

He explained: “Because everybody is looking for something — even today, in the relationships and what’s going on at work. They’re looking for room; they’re looking for fresh air. And our 200 year march across this country was no different.”

Costner also acknowledged the injustices that the film saga will explore, particularly as it explores the Civil War era, which he describes as “a mark on our country, however you choose to look at it — the loss of life, the reason it was fought, the things that we still haven’t solved, we’re still trying to come to terms with as a nation — but it closed the West in a blink of an eye.”

The war had kept the country’s on the east coast, but the minute it ended in 1865, everyone looked west again. “In 25 years, something that had been there for thousands of years, it was over. Our national appetite was to be satisfied at the at the disadvantage to those who had been there and flourished and were living in their own way,” Costner said, referring to the Indigenous populations who were crushed by the movement.

With so much experience in the western or cowboy genre in projects like “Dances With Wolves,” “Open Range,” and most recently as the star of “Yellowstone,” Costner cautioned that he’s not trying to reinvent the wheel with “Horizon.”

“You try not to separate yourself from the rest of the reindeer in terms of [saying] ‘I’m going to be different,’ because I’m not looking to set the record straight or make a history lesson,” he said of the film. “There’s just a way I look at movies: I’m gonna get to the action; I’m gonna get to my gunfight, but I’m gonna get there in maybe a different way. … The West is a real place with real issues.”

At the end of the day, Costner hopes to achieve a couple goals. “I want my little girl to see what her great, great, great-grandmother went through,” he said of his personal investment in the story. But on a broader scale, he hopes the ride is worth moviegoers’ money.

“The oldest profession is telling stories around a fire. We all want to hear a good one and we don’t want somebody to waste our time. And I take my time, I hope I don’t waste your time,” Costner said. “I made four of these. I’d like for us to all take those journeys and try to have a high understanding of this first one. The second one’s already shot. I’m out there, heading west again, pushing a rock uphill trying to make the third one. I know I’m a little bit kind of a joke, or it’s maybe humorous to even watch me, because it’s like, ‘Whoa, I wonder when he’s going to ever stop digging.’ I don’t know.”

At this point, the movie isn’t even his anymore. “Horizons” will now travel the world, as will the questions he’s been dreaming about for decades. Like, if he’d made that trek in the 1800s, would he have made it? He might not know the answer to that question, but he’s feeling pretty accomplished anyway.

“I’m terribly satisfied in my own life that God allowed me to get these first two done,” Costner said, quipping, “I mean, if I’m hit by lightning, who knows what happens? At least I went West.”

Itinerary Details

MODERATE | ESCORTED COACH TOUR: From the Rockies to the Pacific, traversing some of Canada’s most breathtaking landscapes, is a fantastic experience. And it can be done in a week. Sandwiched between the big city flair of Calgary and Vancouver, this trip dishes up scenic highlights every day. The majestic beauty of Banff National Park, the turquoise waters of Lake Louise and Glacier National Park are names to remember but there’s dramatic volcanic peaks, alpine lakes, and gorgeous meadows everywhere.

Western Journey

WESTERN JOURNEY - WH

Overview This moderate 7-day escorted coach tour takes you from the Rockies to the Pacific, all in one experience-filled week. Nature is the star of this trip, naturally, but you will also have enough big-city experiences to satisfy any culinary and culture cravings. Travelling from the prairies of Calgary, Alberta, to the coastal beauty of Vancouver, British Columbia, expect scenic highlights every day: heritage and history, mountainous beauty, glacial ice fields, deep canyons, dense forests, and emerald-green lakes. Explore the surface of the ancient Athabasca Glacier Board aboard a giant Ice Explorer, enjoy scenic float plane sightseeing tour over Garibaldi Park, stroll the winding streets of Whistler Resort, and discover Vancouver, a coastal gem known for its multicultural cuisine and its pioneering history. Depending on your time of arrival, the first day in Calgary is at leisure. Visit Heritage Park Historical Village, Canada’s largest living history museum, or soar up to the Calgary Tower’s observation deck, browse the boutique shops, and end with an Alberta beef dinner at a downtown, award-winning steakhouse.

Set out early the next morning to tour the sights of Calgary, viewing modern and historic landmarks such as the Calgary Tower, Fort Calgary, and the commercial district. Set your sights on the distant Rocky Mountains, your next destination. Travel through the foothills and enter Banff National Park, with its snow-capped peaks, sparkling glaciers, and abundant wildlife. Tour the area, seeing landmarks like the Fairmont Banff Springs Hotel, Bow Falls and Tunnel Mountain. Overnight in Canmore, Alberta, a tiny town with outsized views of no less than five different, stunningly-beautiful mountain ranges.

Spend the next day at leisure in Banff, or join the optional full-day tour to the Columbia Icefield, travelling along the scenic, world-famous Icefields Parkway. Board a giant Ice Explorer for the surface of the ancient Athabasca Glacier. Bring your sunglasses: the snowy glacier surface can be very bright! If time permits, experience the icefield Skywalk, an exciting one-kilometre walkway leading to a stunning viewing platform where glass is all that separates you from a 918-foot drop.

Leave Canmore and travel onward to the central British Columbia city of Kamloops. Cross Kicking Horse Pass into Yoho National Park, en route to Glacier National Park, and through the Monashee and Selkirk Mountain ranges to the rugged interior town of Kamloops, where you will spend the night. Expect a gradual scenery change today with Douglas firs gradually giving way to grasslands and cattle country.

Dramatic scenery changes abound the next day when your group leaves the ranch lands and heads for the coastal mountains. In the resort town of Whistler, an optional float plane sightseeing tour over Garibaldi Park makes for some wonderful photos of volcanic peaks, alpine lakes, and meadows. Overnight in pretty Whistler Village, nestled at the base of Whistler and Blackcomb mountains, and enjoy the endless array of shops, cafés and bars, restaurants, and legendary aprés-ski nightlife options.

The next day, your group heads south along the spectacular Sea-to-Sky Highway through a dramatic landscape of jagged fjords and glaciated mountain peaks. The cosmopolitan city of Vancouver is your final destination, and offers a myriad of cultural, culinary, and natural attractions and experiences.

First, explore the metropolis on a sightseeing tour, with highlights including Stanley Park, Prospect Point, English Bay, historic Gastown and tiny Chinatown. The afternoon is free for you to explore this stunning coastal city further on your own. Don’t worry about dinner plans: Vancouver is home to hundreds of fantastic downtown area restaurants, brew pubs, and outdoor dining patios.

On Day 7, make your way to Vancouver’s international airport for your return flight (unless you plan to extend your memorable stay).

This is what happens when a wind farm comes to a coal town

Keyser, West Virginia, is going through an energy transition as wind turbines are built around the traditional coal mining area. Haiyun Jiang for NPR hide caption

Keyser, West Virginia, is going through an energy transition as wind turbines are built around the traditional coal mining area.

Sheila Wagoner is not a fan of the wind farm overlooking Keyser, West Virginia.

"I really don't care for those windmills," the 71-year-old says. "I guess I wasn't brought up with that kind of society. Like 50 of 'em together? Who likes all that?"

It's not just the visual contrast that Wagoner finds bothersome. She is from one of many families in Keyser — and throughout West Virginia — that relied on the coal industry for generations. Her late father worked as a railway engineer for coal trains that used to run non-stop through Keyser.

Today, those trains are an increasingly rare sight.

As Wagoner speaks, one of the few remaining coal trains passes through the town of just under 5,000 people. Watching it rumble by, she gets a little emotional.

"That reminds me of my dad. When I see a train, my dad's there," she says. "Those memories are good memories."

Coal-dependent West Virginia eliminates ban on nuclear power

There is a popular perception in West Virginia that renewable energy has been killing the coal industry. However, that narrative is incomplete. Jobs in coal had been in decline decades before the wind turbines came to Keyser in 2012.

Still, the turbines are a clear — and for some, bitter — sign that times have changed. As they slowly spin in the breeze, they stir up mixed feelings.

Pride and politics

Some residents of Keyser say coming home covered in coal dust is something to be proud of. A sign of a hard day's work.

"It's part of that Appalachian Mountain thing. I think people are very proud of who they are and where they're from," says Keyser's Mayor Damon Tillman. "Energy is huge in this town and without it, we wouldn't have much."

Today, the shift from fossil fuels to renewables is accelerating.

Railway tracks that allow trains carrying coal, among other commodities, snake through Keyser.

In 2022, the country's first major climate policy, known as the Inflation Reduction Act, passed with the promise to speed up that transition, offering at least $4 billion to boost development of renewable projects like the Pinnacle Wind Farm in Keyser.

That law passed with the key vote of West Virginia Democratic Senator Joe Manchin, but Tillman is skeptical that those benefits will reach Keyser.

"I like Joe. I talk to him a good bit. But the thing is a city like Keyser [doesn't] ever see any of that money," says Tillman. "That money all goes to bigger cities – Morgantown, Jefferson County, Charleston. So it doesn't do us any good."

Senator Manchin declined NPR's request for an interview on this topic.

Some question whether the money flowing for renewable investment will be evenly felt. Haiyun Jiang for NPR hide caption

Some question whether the money flowing for renewable investment will be evenly felt.

The mayor's sentiments echo what is being felt more broadly across the state, says Hoppy Kercheval. He hosts the daily radio program Talkline on West Virginia MetroNews and has been on the air for nearly 50 years.

If anyone has a read on how people in this state are feeling, it's him.

"Manchin [is seen as] selling out to Biden and his fellow Democrats, and politically that hurt him," says Kercheval.

"But at the same time, there's all this green energy money that's coming to West Virginia and the last two years has seen more economic development announcements than I can remember in this state."

Those "green energy" dollars funneling into a predominantly conservative state with a historic connection to coal have created political dynamics that Kercheval describes as paradoxical.

Wind turbines turn in the background as a flag that reads "Trump 2024" flies in the cold wind in Keyser on February 14.

"So on one hand you have political leaders and community leaders who are more than willing to be at the groundbreaking and the ribbon cutting," Kercheval explains. "But [they also] politically denounce or [are] critical of the Inflation Reduction Act because it was seen as a Biden-Democrat plan in a deeply red state."

Despite the complex politics unfolding in the state and around the nation, Kercheval says that general acceptance is setting in that coal will not surge back to the way it once was.

Mayor Tillman agrees: "It's gone. I mean, the coal industry is about phased out."

Where did the jobs go?

There's a misconception that renewables contributed to the decline in coal. But renewables had little to do with it.

After peaking in the 1920s, jobs in the coal industry have been disappearing.

With factors like automation beginning in the 1980s — and a decades-long shift towards natural gas through the late 2010s -- the coal industry was already a fragment of what it had been by the time the Keyser Wind Farm was completed in 2012.

The Biden Administration often talks about what it calls a "just transition." It's a new name to an old promise that for people moving out of work in fossil fuels, there will be opportunities to find work in renewables.

One example of that is Doug Vance, site manager of the Pinnacle Wind Farm.

"My whole family worked in coal," Vance says. "I was in the fuel preparation plant, and we prepared coal for fuel-fired power plants, coal-fired power plants, and that's where I worked for quite a number of years."

dertour western journey

Doug Vance, middle, holds a staff meeting with technicians in February. Haiyun Jiang for NPR hide caption

Doug Vance, middle, holds a staff meeting with technicians in February.

Vance now spends his workdays in a homey cabin-turned-office for Clearway Energy, the company that owns the Pinnacle Wind Farm.

However, Vance's jump from coal to wind isn't the reality for the vast majority of people who have lost coal jobs in West Virginia. Renewables like wind and solar are not as hands-on as coal processing, and can't offer up the same number of jobs.

"We have six full-time employees [at the Pinnacle Wind Farm]," Vance says, a number that he acknowledges is small.

So while Vance might represent the country's shift from fossil fuels to renewables, he doesn't represent the workforce. He's the lucky exception who got a job in wind.

Economist Mark Curtis at Wake Forest University in North Carolina has studied this shift in the workforce.

The Pinnacle Wind Farm has just over a handful of full-time staff. Haiyun Jiang for NPR hide caption

The Pinnacle Wind Farm has just over a handful of full-time staff.

"We found that of workers that were leaving fossil fuel jobs, less than 2% ended up in a renewable energy job," he says. "In a place like West Virginia, it was even smaller than that. Approximately a quarter per cent of workers that left fossil fuel jobs were going to renewable energy jobs."

Researcher Eleanor Krause, who studies labor in the renewables sector, points out another challenge.

"Coal mining employment happens where coal mines exist," she explains. "These coal mines aren't necessarily the same places where the wind blows and the sun shines the brightest, and so it's not necessarily the case that we can just replace coal mines with wind turbines or solar panels."

Preparing a new workforce

The science is clear. If humans hope to avoid the most catastrophic effects of climate change, the switch from carbon-emitting fossil fuels that warm the planet to renewable energy like wind and solar must happen quickly.

But even though a disproportionate amount of federal renewable investment funding has gone to red states like West Virginia, those dollars have not gone very far in making good on Biden's promise for a "just transition," says Krause.

The problem, Krause suspects, is a lack of focus on workforce development over tax credits.

She says that investment in training programs in state and local colleges is key to revitalizing the workforce and livelihoods for the communities like Keyser.

Still, there are some programs trying to prepare a new workforce.

West Virginia native Josh Bowes, 31, is a participant at the Advanced Technology/Wind Energy Program at Eastern West Virginia Community and Technical College, in Moorefield.

Bowes decided to change careers from contracting and construction. He commutes two hours each way from his home in Morgantown. He's in his last semester of the two-year program at the college, where he's learning to be a wind turbine technician.

Isaiah Smith, a professor who teaches the wind energy technology program, says money is the big factor in the energy conversation.

"I want to stay here, and I want to see our state move forward," he says. "We have to modernize. We have to do what's best for our state, the country, the world, you know?"

Some of his classmates take a less idealistic approach.

For fellow student Dakota Swick, 28, the decision to enroll in the turbine technician program was practical, one he hopes will offer stability and a living wage.

"I've been working paycheck to paycheck ... working for this guy and that guy just to make maybe $200 or $300 a week," says Swick. "I'm hoping this will be the career — either the career job or the path to the job — that I'm going to stick with."

Their teacher, Isaiah Smith, has a similar philosophy.

Wind turbines form a backdrop to Keyser.

"I guess the best way I can put it is [that] my feelings don't matter that much. What matters is price. If you can give people power that's cheaper and cleaner, why would they pay more money for coal," Smith says bluntly.

For him, the tensions in the transition to renewables — in West Virginia and elsewhere — boil down to one thing.

"We're kind of past the point of feelings. It comes down to money, which, as you know, kind of runs the world."

We ask you to be at the meeting point approx. 5 minutes before the specified pick-up time, as we cannot predict the arrival of the buses to the minute due to the respective traffic and parking situation. If your bus has not arrived 20 minutes after the specified time, please give us a call.

When you have received your boarding pass at the airport, there is usually still time to have a drink or something to eat. You can also buy souvenirs at the airport. Dear Zuzana Hruz Day, thank you for your feedback. If you could send us a reference number, we will check this. Kind regards, Your DERTOUR-Team

Never again. Unfair marketing.

I had booked my 4th stay in the same hotel, this time unfortunately via DerTour. DerTour had described in the offer room of another category vs what they had provided in the booking code. Local representative, contacted by the Hotel was very rude, he told me that I haven’t booked anything directly from him and offered me nothing but to pay for the room upgrade to get the room as described in the offer. Hotel charged me 80 Euro per night, 800 Euro in total on top of what had originally paid. I’m the booking confirmation there is no room description, just a code that tells nothing for normal people. Also company doesn’t provide any contact details and do not respond via phone provided by aggregator platform (Check24). On other three occasions, booked via other tour operators I got the room exactly as described without any problems. P.S. Dear DerTour representative. I had submitted my complaint via the booking agency immediately. There was no any response on my complaint by the time I wrote my post here. One month later, still nobody had reached out to me via formal channels on this matter

Dear Anastasia U., Thank you for your review. We regret that there were inconveniences on site. You are welcome to make a complaint via your agent/travel agency. Thank you very much Your team from DERTOUR

Wow, nice little gift

Wow, I booked a flight and accommodation package recently with Der Tour via booking.com and received a lovely little package in the post with my itinerary and my rail pass + a nice wallet. Thank you for going above and beyond to make this a special and old fashioned experience. You’ve won me as a customer!

Toujours pas remboursé intégralement

hello, following your answer on truspilot you indicated that customer service refunded my money. it's wrong I have proof if needed your services are still holding me back €256 for cancellation. while it was dertour who canceled for false arguments

Thieves, thieves,

Thieves, thieves, thieves! I had made a reservation for an Austrian hotel on Penny-rejsen.de and I had cancelled the reservation within 24 hours prior arriving due the COVID-19 situation. Somehow, Penny-rejesen.de gave to Detour.de all my bank account details and Detour took from my bank account an amount of 980 Euro amount without my authorization and no clear explanation. We reported the company to the local authority and now will get them to court for false pertences. We have never booked into the hotel, the hotel sale the room and they kept the money for themselves. Answer: who should I contact when you don't provide any contact ???

Date of experience : August 19, 2022

Warning for everbody before Dertour…

Warning for everbody before Dertour agency! We do not recommend buying a trip through these travel agency. One week before the departure for the holiday in Madeira - they sent us a notice of the canceled return flight, the day before the departure - the cancellation and two months after the missed holiday, they still did not return the money to us, nor do they communicate. We will resolve the issue through legal means. Be careful.

Very bad service

Very bad service. We booked an accomodation, got confirmed that everything was okay and 10mins later the accomodation wasn't free anymore. We called several times and they assured us that we could still book for an additional price of 25 euros per person. A lot of calls later everything was okay, but again they cancelled it some minutes later. Very bad service and you can't trust them. Don't use this site.

Olympic tickets cancellation

I booked tickets for Tokyo 2020 Olympics. When international spectators were banned, DerTour were one of the first Olympic ticket resellers (ATRs) to get in touch and offer a refund. The process was simple and the money landed in my account just a week-or-two later. With others I am facing a wait of many months. I sympathise with everybody else who has a negative experience with DerTour, but I am thankful for their communication and speedy refund process. It would have been even better had the handling fee been refunded too, but at least I have had something resembling customer service from them, unlike many ATRs in other countries.

Booked a travel to Mallorca to 2500euro and suddenly they changed it t 4200euro. We have everything on writing, and they said it was a system failure. But they only gave us 2 options, accept the new price or cancel. This is under al critique.

Russia's Nuclear Deterrent Command Center Imperiled by Winter Freeze—Report

A Russian nuclear deterrent command center in Moscow has been imperiled by power outages that have impacted more than one-quarter of the region's cities amid freezing temperatures, a Russian Telegram channel has reported.

The VChK-OGPU outlet, which purports to have inside information from Russian security forces, reported that the 820th Main Center for Missile Attack Warnings—part of the Russian Space Forces, a branch of the country's Aerospace Forces—near Solnechnogorsk in Moscow is without power.

It serves as the space forces early warning network against potential ballistic missile attacks.

The development comes as Russians are reported to be suffering from power outages in their homes in the Moscow region caused by technical issues at plants amid subzero temperatures.

On January 4, a heating main burst at the Klimovsk Specialized Ammunition Plant in the town of Podolsk, which is about 30 miles south of central Moscow. Since then, tens of thousands of Russians are reported to have no heating in their homes.

Affected areas include the cities of Khimki, Balashikha, Lobnya, Lyubertsy, Podolsk, Chekhov and Naro-Fominsk, a map published by a Russian Telegram channel and shared on other social media sites shows.

Other Russian media outlets reported that in Moscow, residents of Balashikha, Elektrostal, Solnechnogorsk, Dmitrov, Domodedovo, Troitsk, Taldom, Orekhovo-Zuyevo, Krasnogorsk, Pushkino, Ramenskoye, Voskresensk, Losino-Petrovsky and Selyatino are also without power.

The Telegram channel said that at the 820th Main Center for Missile Attack Warnings, "the crew...is on duty around the clock."

"It is here that the decision on a retaliatory nuclear strike is executed," the channel said.

Newsweek could not independently verify the report and has reached out to the Russian Defense Ministry by email for comment.

Power outages have also been reported in Russia's second-largest city, St. Petersburg, in the country's western Voronezh region, in the southwest city of Volgograd, and in Rostov, which borders Ukraine, a country that Russia has been at war with since February 24, 2022.

On Sunday, two shopping malls in St. Petersburg were forced to close because of problems with light and heating, reported local news outlet 78.ru. Hundreds of other homes in the city have had no electricity, water or heating for days amid temperatures of -25 C (-13 F).

Russian authorities have also been forced to compensate passengers of a train that ran from Samara to St. Petersburg (a 20-hour journey) without heating during -30 C (-22 F) temperatures. Videos circulating on social media showed carriage windows frozen over. A passenger also said the toilet didn't work during the trip because of frozen pipes.
