Construction on Kennedy Expressway resumes; express lanes and more closed for 8 months

The massive project will close the reversible express lanes for eight months, causing travel headaches in and out of chicago for drivers in the north and west suburbs, and to and from o'hare, by nbc chicago staff • published march 12, 2024 • updated on march 12, 2024 at 8:49 am.

Editor's Note: A multi-vehicle crash in the northbound lanes on DuSable Lake Shore Drive in the South Shore neighborhood has caused major backups. According to Total Traffic, "all lanes" at 3100 South DuSable Lake Shore Drive are blocked, with solid traffic from 47th St.

Attention Kennedy expressway commuters: The cone zone is back, and so are lane closures.

Late Monday, crews from the Illinois Department of Transportation began setting up new traffic patterns for Phase 2 of the department's massive, three-year Kennedy expressway rehabilitation project .

"We are going out and doing a major rehabilitation now so we don't have to do a replacement," Jon Schumacher, District 1 Bureau Chief of Construction at IDOT said, adding that the Kennedy Expressway opened in 1960.

According to IDOT, Phase 2 of the project will close the reversible express lanes in both directions from the Edens Junction to Ohio street for at least eight months. Additionally, temporary inbound lane closures are expected this week as the construction work gets underway.

As of 6 a.m. Tuesday, photos and video showed traffic delays on the Edens and Kennedy Expressway building, with just two local lanes available for drivers.

"Unfortunately, this will be the new normal for drivers for months," NBC 5 reporter Lisa Chavarria said, reporting live from a Kennedy overpass. "You'll have to allow for that extra time."

By 7 a.m., it looked more like a "parking lot," Chavarria said.

According to NBC 5 Traffic Reporter Kye Martin, drive times were spiking, with 115 minutes expected inbound on the Eisenhower from IL-390 to downtown, and 78 minutes expected inbound on the Kennedy from O'Hare.

"It's been a rough morning for commuters," Martin said, adding that an accident in the northbound lanes on DuSable Lake Shore Drive has caused a shut down at 3100 South Lake Shore Drive.

Will traffic be worse than last year?

Phase 1 of the project, which disrupted typical commute times due to closures in the inbound local lanes and outbound express lanes, wrapped up in December. NBC 5 Traffic Reporter Kye Martin noted that Phase 2 of the three-phase plan was also expected to cause backups and delays, especially during week one.

"The number one thing drivers can expect is a higher drive time, especially for the morning commute for the first few days of a traffic pattern," Martin said.

Martin said the lane reduction from 10 lanes total -- eight on each side of the local lanes, plus the two reversible express lanes -- to eight is likely to impact certain suburban or O'Hare commuters more than others.

"Phase two could be a bit worse, because the Express Lanes served a unique purpose of easing the load for a specific commuter: The commuters that are only going from the Eden's and Kennedy right to downtown," Martin said. "Those commuters were never mixing into the local lanes when those locals were closed. But now, without the reversals to carry the load both in and out, could phase two be even worse? It remains to be seen."

According to Martin the express lane closures are expected to last through at least Thanksgiving.

Temporary closures for Phase 2

IDOT has provided the following temporary closures for Phase 2. These closures are expected to be picked up by 5 a.m. the following day in most instances, according to officials.

Monday, March 11

  • Starting at 9 p.m., the inbound Kennedy and Edens will gradually be reduced to one lane from just before the Edens junction to Irving Park Road (Illinois 19).
  • At the same time, the reversible express lanes will fully close. They are anticipated to reopen in late fall.
  • Inbound Edens: Wilson Avenue 
  • Inbound Kennedy: Montrose Avenue and Irving Park Road

Tuesday, March 12

  • Starting at 9 p.m., the outbound Kennedy will be reduced to two lanes between North (Illinois 64) and Fullerton avenues.  
  • At the same time, outbound Kennedy intermittent ramp closures between North and Fullerton avenues also will take place.

Wednesday, March 13

  • Starting at 9 p.m., the inbound Kennedy will gradually be reduced to one lane from Milwaukee Avenue to Lake Street.
  • At the same time, the outbound Kennedy between Madison Street and Milwaukee Avenue also will be reduced to one lane.

Thursday, March 14

  • Starting at 9 p.m., the outbound Kennedy will gradually be reduced to one lane between North and Fullerton avenues.  
  • At the same time, intermittent outbound Kennedy ramp closures between North and Fullerton avenues will also take place. 

According to IDOT, work schedules and construction are "highly weather dependent" and are subject to change.

Full closure of express lanes

Phase 2 of the construction will focus on the reversible express lanes, IDOT said, with the focus during the closure being the rehabilitation of the REVLAC (Reversible Lane and Control) system in those express lanes.

Advance work was expected to begin the week of March 4, weather permitting, with overnight closures of both the inbound and outbound express lanes anticipated between 9 p.m. and 5 a.m., IDOT said.

"To safely establish the work zone for the upcoming construction season, four consecutive nights of lane and ramp closures will be required in both directions of the Kennedy and Edens expressways," IDOT said, adding that ramps and lanes that were closed overnight are expected to reopen at 5 a.m. each morning.

"The reversible express lanes also will be closed starting Monday night through late fall, along with the left lane on both inbound Kennedy and Edens expressways, from just before the Kennedy/Edens junction to the reversible express lanes entrance at Montrose Avenue," IDOT said.

Additional lane closures

Other lane closures as part of Phase 2 are also scheduled for the week of March 11.

According to IDOT, bridge cleaning, painting and LED light installation at Hubbard’s Cave will require a closure of the left lane on the inbound Kennedy from Chicago Avenue to Lake Street, and on the outbound Kennedy from the Jane Byrne Interchange to Grand Avenue.

Additionally, the westbound Randolph Street ramp to the outbound Kennedy will close. It is anticipated to reopen later this fall, IDOT said.

"Drivers also should expect various overnight shoulder and intermittent lane closures in both directions of the expressway, between Milwaukee Avenue and Randolph Street," IDOT said in the release.

According to IDOT, this work is anticipated to be completed later this fall.

Alternate routes

Martin noted drivers that live on or commute to or from the far northwest side could take the Eisenhower expressway. Those that live or work in a near north suburb, like Evanston or Skokie, could take DuSable Lake Shore Drive, Martin added.

For others, the options aren't as simple.

"When you take two lanes out, there's no great alternate," Martin said.

IDOT workers recommended shifting work schedules if possible, to avoid traffic at peak times. Martin recommended the O'Hare branch of the CTA or the Metra, depending.

When does Phase 3 begin?

The final phase of the project will begin in the spring of 2025, with the outbound side of the roadway getting the finishing touches.

Much like the first phase did to the inbound side, two mainline outbound lanes will be closed at a time during construction, with the reversible express lanes remaining open in the outbound direction to help alleviate traffic flow.

New LED lights, painting and signage will be installed in “Hubbard’s Cave” on the outbound side.

These lane closures are expected to remain in place until late fall of 2025, according to IDOT officials.

Kennedy Expressway reversible lanes close for 2nd phase of construction project

CHICAGO (WLS) -- There was gridlock and traffic jams during the first rush hour as the Kennedy Expressway construction project picked back up.

"It usually takes me 10, seven to 10 minutes," commuter Shawn Jones said. And Tuesday, it took her, " About 35 minutes, I just have to be patient."

Late Monday night the express lanes were closed for the start of the next phase of the big Kennedy reconstruction project.

Last year, the inbound lanes were worked on. Tuesday, the express lanes are officially closed from the Edens Junction to Ohio Street. More than 275,000 vehicles use the Kennedy daily.

With these mild temperatures, work is starting earlier than scheduled.

So what's happening? Aside from new, faster gates, crews will repair bridge structures and lights, improve Hubbard's Cave and more,

But drivers should know this will add to their commute in both directions:

"You gotta be patient because if you're not patient you're gonna get in trouble," commuter Carlos Cancel said. "What they are doing is going to be for a reason, they gonna repair because we need it."

"I'm going downtown," commuter Jose Flores said. "They say an hour and 16 minutes; I hit Montrose and Cicero, take me like 35 minutes, but, today, wake up early haha that's all, you know"

This is phase two of the $150 million three-year project.

Illinois Department of Transportation officials recommend staggering your morning commute later or earlier or taking public transportation instead - like the Blue Line or Metra. In fact, Metra officials are expecting an increase in passengers because of the roadwork.

Tuesday afternoon was the first afternoon commute drivers weren't able to use the express lanes.

Traffic jams could be seen on both the Kennedy and Edens, approaching the Junction, Tuesday morning.

"I was driving home last night, and it was a nightmare because they started reducing lanes, and it was about a half an hour to get through 2 miles of traffic," driver Ofelia Guerra said. "We've been through this before. We went through the first phase and now this is phase two, so we should know what to expect. Just be a little patient. Be kind to other drivers who are trying to merge into lanes."

Drivers are bracing for gridlock during rush hour on the more than 60-year-old expressway.

"Coming this way, I'm like 'oh my God, it is terrible!'" driver Jovan Mallard said. "I came from the Northwest Side, and it was jammed, crazy packed."

Driver Kyle Vandermeyden said he didn't even take the Kennedy Tuesday.

"Took 294, avoided it, not sitting in traffic for that much," he said.

Rommel Maradiaga said public transportation saves a headache.

The work and schedule are highly weather dependent, IDOT said. If any overnight work is canceled due to the weather, it will be rescheduled to the first available night that conditions allow.

Overnight closures should wrap up by 5 a.m.

Also, beginning the week of March 11, bridge cleaning, painting and LED light installation at Hubbard's Cave will require closure of the left lane on the inbound Kennedy from Chicago Avenue to Lake Street and on the outbound Kennedy from the Jane Byrne Interchange to Grand Avenue, IDOT said.

The westbound Randolph Street ramp to the outbound Kennedy will close and is anticipated to reopen later this fall. During that time, motorists should follow the posted detour. Drivers also should expect various overnight shoulder and intermittent lane closures in both directions of the expressway, between Milwaukee Avenue and Randolph Street.

IDOT said this year's work is anticipated to be completed later this fall, with efforts shifting to the outbound Kennedy through Hubbard's Cave in 2025.

IDOT recommends traveling during non-peak hours and utilizing mass transit and using the Chicago Transit Authority's Blue Line and Metra's Union Pacific Northwest Line, in particular, as well as Pace.

There are a total of three phases to the plan. Phase two is expected to end by fall 2024.

The plan is to complete the entire project by 2025.

All three years of the Kennedy project have included bridge work, joint reconstruction and pavement patching.

What makes this year's project different is a complete overhaul of the reversible gate system: something that hasn't been done since the mid-1990s.

"It's gonna be more reliable, easier to maintain. We're upgrading the camera system; we're installing 80 cameras up and down the expressway. Everything will just be to the 21st century," said Robert Bearden, IDOT resident engineer. "A lot of the equipment that's currently being used is obsolete, so you can't buy it off the shelf anymore. It has got to be specially manufactured."

Crews will also replace 117 gates, along with the restraining barriers -- a special barrier that will stop a car if it enters the reversibles going the wrong way.

The fiber network they're replacing runs to the Comm Center in Schaumburg.

This is where dispatchers communicate with IDOT's Emergency Traffic Patrol to keep the expressways clear of crashes and other incidents. This is also where the Kennedy reversibles are managed, switching from inbound in the morning to outbound in the afternoon. Computers and electrical systems will be upgraded at the Comm Center, too.

"Something that's 30 years old, the equivalent of an appliance or something, there's gonna be a lot of glitches. Weather can have an adverse affect, obviously. When we have really cold weather, it can have significant impact on the devices that have been out there for quite a long time," IDOT Comm Center Supervisor Andy Thompson said.

All the upgrades and changes to the reversibles will not look any different to drivers, but they will operate differently, more reliably and more safely.

I-80 Mississippi Bridge closing lanes for deck repair

ROCK ISLAND Co., Ill. (KWQC) - Repairs will begin Monday on the Interstate 80 Mississippi Bridge.

The span in Rock Island County will be reduced to one lane of traffic in each direction during the bridge deck repairs. All ramps will remain open.

The $1 million project is scheduled to be completed in July.

The Illinois Department of Transportation said motorists should expect delays, allow extra drive time or plan an alternate route.

The department said bridge deck work is part of the Rebuild Illinois capital program, which through its fourth year has worked on 5,339 miles of highway and 533 bridges.

A study is underway for the best way to replace the aging bridge.

RUSHVILLE, Ill. (WICS) — Two adults and three children are dead after a school bus crashed into commercial vehicle on Monday.

According to the Illinois State Police, the bus was traveling east on U.S. Route 24 at Parkview Road around 11:30 a.m. and for an unknown reason crossed the center line and was hit by a semi-carrying sand.

Both vehicles became engulfed in flames as a result. The bus driver, truck driver, and all three students on the bus were pronounced dead on the scene.

ISP says the accident is still under investigation.

The bodies are being taken to Springfield Memorial Hospital and the coroner will release his report when it is finished.

The students on the bus were from Schuyler-Industry Schools. In a Facebook post they posted the following:

It is with a heavy heart that we announce our school community has lost both staff and students in the traffic incident involving one of our school buses this morning. Our thoughts and prayers go out to the families and our community. Out of respect for everyone involved, no names or further information will be released at this time. School will not be in session tomorrow, Tuesday, March 12, and Wednesday, March 13. Counselors and support staff will still be available for students and teachers during this very difficult time.

R USHVILLE, Ill. (AP) — Five people, including three children, were killed in western Illinois when a school bus and semitruck collided on a highway Monday, authorities said.

The bus was traveling eastbound when it crossed the center line on U.S. Route 24 into the westbound lanes “for an unknown reason” and into the path of a semitruck carrying sand, Illinois State Police Troop 6 Capt. Jody Huffman said at a news conference. Both vehicles caught on fire in the crash. The crash happened around 11:30 a.m. in Rushville, a Schuyler County community of about 3,000 roughly 60 miles (95 kilometers) west of Springfield.

All four people aboard the bus from Schuyler-Industry Schools — three children and the driver — as well as the driver of the semitruck were killed.

“There’s not really words at this time that can be said,” Schuyler County Sheriff Bill Redshaw told reporters. “When you have a loss of life like this, it’s devastating.”

He said the tragedy hit the small, close-knit community particularly hard.

Schuyler-Industry Schools canceled classes Tuesday and Wednesday because of the crash.

“It is with a heavy heart that we announce our school community has lost both staff and students in the traffic incident involving one of our school buses this morning,” the school district said in a statement. “Out of respect for everyone involved, no names or further information will be released at this time.”

The cause of the crash remained under investigation Monday afternoon. The names of the victims have not yet been released.

The National Transportation Safety Board is sending a team to conduct a safety investigation with state police, the agency said late Monday on X, formerly known as Twitter.

Schuyler County Coroner Terry Millslagle said the victims' bodies were being transported to Springfield for autopsies.

Role of Illinois Circuit Court Judge Misrepresented in Post About Trump’s Removal from Ballot

The Supreme Court ruled that states may not remove former President Donald Trump from primary ballots based on the Constitution’s insurrection clause. As we’ve written, challenges have been filed in at least 36 states to strike Trump from primary ballots, based mainly on the insurrection clause , Section 3 of the 14th Amendment to the U.S. Constitution, which bars “an officer of the United States” from seeking elected office if they had “engaged in insurrection or rebellion” against the country.

The Colorado Supreme Court had ruled that Trump engaged in insurrection and was ineligible to appear on the state primary ballot, based on the 14th Amendment. Trump’s legal team appealed to the U.S. Supreme Court, arguing that the president was not one of the officials covered by that section of the Constitution.

The Supreme Court, in a unanimous March 4 decision, overturned the Colorado ruling. While the justices cited different legal reasons , a majority wrote that “the Constitution makes Congress, rather than the States, responsible for enforcing Section 3 against federal officeholders and candidates.” The court didn’t weigh in on the question of whether Trump had engaged in insurrection.

Maine’s secretary of state and an Illinois judge were among those who had said that Trump is ineligible to appear on their states’ presidential primary ballots because of his attempts to overturn his loss in the 2020 election. But the Illinois judge and a Maine Superior Court justice deferred those rulings until the Supreme Court’s decision on the Colorado case.

In Illinois, where early voting in the primary was already underway, Cook County Circuit Court Judge Tracie R. Porter, a Democrat, said in her 38-page ruling on Feb. 28: “The Illinois State Board of Election shall remove Donald J. Trump from the ballot for the General Primary Election on March 19, 2024, or cause any votes cast for him to be suppressed.”

After Porter’s ruling was announced, a Feb. 29 Instagram post by Ryan Fournier , a co-founder of Students for Trump, misrepresented the judge’s qualifications.

“The ‘Judge’ who took Trump off the ballot in Illinois is a traffic court judge who presides over ‘minor traffic violations and Class A Misdemeanors.’ A traffic court judge… You can’t make this up,” Fournier said in the post, which received more than 20,000 likes.

Fournier has spread baseless and false claims on social media before.

This post has a grain of truth but doesn’t tell the full story. It is correct, as Fournier said in his post, that among Porter’s responsibilities has been presiding over traffic court. The Cook County Democratic Party website said that Porter was sworn in as an at-large Cook County Circuit Court judge on Nov. 12, 2021. As of April 2022, the website said Porter “sits in the Traffic Division in the Richard J. Daley Center in downtown Chicago, where she presides over minor traffic violations and Class A Misdemeanor matters.”

The role of a circuit court judge is much broader, however, according to the Illinois Court Records. “Illinois Circuit Courts are trial courts that hear all kinds of cases,” the ICR website explains. “Illinois Circuit Courts are courts of original jurisdiction as the courts first hear cases originating from their respective judicial circuits. While lower than the Appellate Court and the Supreme Court, Circuit Courts have jurisdiction over all types of cases, including civil and criminal matters. These may include all juvenile, probate, traffic, domestic relations matters, and small claims up to $10,000. In addition to the aforementioned, Illinois Circuit Courts also can review administrative orders from some state agencies.”

The “standing order” for Porter’s court calendar, effective Sept. 22, 2023, included presiding over cases involving tax deeds, tax objections, name changes, bench and jury trials, evidentiary hearings, contested hearings, and settlement conferences.

It’s also worth noting that Porter has worked in private practice and legal academia for 27 years, according to the announcement of her appointment to the Illinois circuit court in 2021. She was an adjunct professor of law at Drake University Law School and professor of law at the Abraham Lincoln University School of Law. She also taught at Western State College of Law, Southern Illinois University School of Law, Saint Louis University School of Law, Illinois Institute of Technology Chicago-Kent College of Law and the University of Illinois-Chicago John Marshall Law School.
