Leave from Delhi Airport time to catch flight for Srinagar. Upon arrival in Srinagar, the lake city you will be welcomed and received by Tour My India representative/driver. Once you board your vehicle, you will proceed to the houseboat. Later, proceed for the sightseeing tour of Srinagar. The world famous Mughal Gardens visiting the Nishat Bagh (The garden of pleasure) & Shalimar Bagh (Abode of love), & The Chasme Shahi Garden, & Shankaracharya Temple. Later in the evening proceed for shikara ride in Dal lake. Overnight Srinagar Houseboat.

Srinagar – Excursion to Sonmarg (90 Kms / Approx 03 Hours Drive- One Way)

After breakfast at houseboat/hotel leave for day excursion to Sonmarg, which is the most beautiful drive from Srinagar. On the way you stop at many beautiful spots. Continue drive to Sonamarg 2690 Mtrs (Meadow of Gold). One can ride on horse to visit Thajiwas Glacier (on Pony) where snow remains round the year and Sonamarg is known as Gateway of Ladakh. In the evening return to Srinagar for overnight stay at hotel.

Srinagar to Gulmarg (60 km / Approx 2-3 Hours Drive)

After breakfast in the morning, we will begin our country tour towards Gulmarg. The drive past colorful villages and rice fields, gives you an insight of the rich cultural past of Kashmir. Gulmarg is one of the most beautiful hill stations in this world and also called meadows of flower. It has world highest golf course (World Highest) and Gulmarg is also famous for winter sports skiing etc. you can enjoy Gondola ride (Cable car, own cost) from Gulmarg to Khilanmarg.

The 08 minutes of ropeway will take you past colorful shepherd hutments to the lower ridge of the Afarwatt peak. From here you can click lots of photos of the nearby mountain ranges that stand tall like sentinels guarding the rich natural beauty of Kashmir valley. We descend back to Gulmarg base after an hour. overnight at hotel.

Gulmarg to Pahalgam (140 km / Approx 04 Hours Drive)

After Breakfast, drive to Pahalgam, Pahalgam (2133 mts ) also known as ‘The valley of Shepherds or Trekker's Paradise. Pahalgam is the most famous place for Indian Film Industry. Enroute visiting Saffron fields, Awantipur ruins (1100 yrs old temple of Lord Vishnu built by King Awantiverma), on see the beautiful countryside the way and lot of rice fields. Arrive Pahalgam and transfer to hotel. After lunch have bridle walks and feed your cameras with the picture of magnificent view of mountains.

Dinner and Overnight stay in Pahalgam Hotel.

Pahalgam Sightseeing and Exploration

After Breakfast, depart for excursion trip to Chandanwadi (on your own), Starting point of Amarnath Yatra & Betab valley (on your own), Located on the way to Chandanwari, the valley was named Betaab after the bollywood movie by the same name! Earlier known as Hajan Valley, after the release of the movie, it was renamed as major part of the movie was shot here. Post lunch (on your own) or as time permits, proceed for trip to Aru Valley (on your own) – Aru Valley is a tourist spot 11 km from Pahalgam noted for its scenic meadows, and mountains, it is a base camp for trekking to the Kolahoi Glacier and Tarsar Lake. The village lies of the left bank of the Aru river, which is a tributary of the Lidder river. Dinner & Overnight at the hotel in Pahalgam.

Note: In Pahalgam outside vehicle are not allowed for sightseeing. Only local taxi can roam around within Pahalgam city. All outside vehicle will pick up & drop from Hotel

Pahalgam to Srinagar Airport Drop (100 Km / Approx. 3½ Hour Drive)

Delhi to Kashmir Road Trip in 4 Days

This was a totally unplanned Delhi to Kashmir road trip that lasted only 3 days but covered all major tourist spots in Kashmir. We originally had a plan of visiting Bhaderwah during the long weekend from 29th March 18 – 2nd April 2018.

But the plan got changed on the way and we ended up visiting Kashmir instead. Was it tiring? Yes. Did it include long traveling hours? Yes. But did we have fun? Absolutely.

We saw what Kashmir is famous for – beautiful valleys surrounded by snow-capped mountains. Even though unplanned, we were able to successfully able to complete the trip covering 4 of Kashmir’s major attractions – Srinagar, Gulmarg, Pahalgam, and Doodhpathri.

We 4 guys (Arvind, Gaurav, Shireesh, and I) started from the office in Gurgaon on 28th March at 8 pm. The original plan was of reaching Bhaderwah by noon and spend the next 2 days there.

But while exiting Delhi, I got to know that road from Jammu to Srinagar is open for both sides of traffic the next day. This news triggered a change in plan with the caveat of traffic conditions after/around Chenani Tunnel.

A quick 30 mins break was taken at 23:45 before Ambala to have our home-packed dinner and we were on our way to Kashmir.

Day 1 – Delhi to Pahalgam, 16 hours

Our changed plan was that if we reach Anantnag by 2 pm on 29th March, will go directly to Pahalgam and roam around. If we were running late, we will move straight towards Srinagar to finish our day.

We covered a good distance overnight, driving non-stop. We took a breakfast stop after crossing Udhampur at 7:30 am. This was my first visit to Chennai Tunnel and I was excited to enter this 9.2 km tunnel. It was an amazing experience.

A quick de-fuelling break was taken around Ramban at 09:25 and we continued as per our plan. There was no traffic on average roads hence we were moving without any obstacles.

We reached Banihal railway station at 10:55. I am fond of railway stations so how could I miss taking some clicks at the station. Another de-fuelling break was clubbed with Banihal station and after that, we crossed Jawahar Tunnel (2.5 Kms long) at 11:55.

We reached the valley viewpoint (photo break) where the board says “Welcome to District Anantnag – The Land of Springs” which means we were going to Pahalgam as per our plan.

Roads were fantastic after Jawahar Tunnel. The route was so scenic with a lot of green and yellow on both sides of the road throughout Pahalgam.

Finally saw the board at 13:36 says – “Welcome to Pahalgam” and we continued towards Punjabi Rasoi (Near the Pahalgam Bus stand) to have our lunch.

As we did not have any plan so decided to stay in Pahalgam near Punjabi Rasoi, and did some local sightseeing by pony ride around Kashmir valley, Baisaran, and a few more places.

Delhi to Kashmir Road Trip

Day 2 – Pahalgam to Gulmarg

Vaayu (that is what I call my car) was ready after a quick wash. We started early from the hotel at 07:00 to visit Betaab Valley and Aru Valley before leaving Pahalgam.

It was chilling outside but a scenic drive towards Betaab Valley was refreshing. There was a layer of ice formed on the hood of Vaayu. I am guessing the temperature much be close to zero at that time.

We did not spend much time in Betaab Valley and had our breakfast in Pahalgam market then moved towards Aru Valley which was approximately 15 km from there.

Another very scenic drive with flowing Lidder river alongside, we reached Aru Valley by 09:30. Again, we did not spend much time there as we had seen a place where a swift was parked riverside.

We also wanted to spend some time there. I took Vaayu very close to the Lidder river and spent a good time at the riverbed around a beautiful place surrounded by mountains and a river with nobody else around.

We started from Aru Valley at noon towards Gulmarg. It was approximately 3 hours from there. We continued with no breaks as we had to reach Gulmarg on time to catch Gondola.

We finally managed to reach Gulmarg at 15:00 and ran towards the Gondola ticket counter. Phase 2 was closed at 14:30 but we managed to get a ticket to Phase 1 and we were there at 15:40.

There was a lot of snow at Phase 1 and it was crowded too. We spent a good couple of hours there and reached back to Gulmarg around 18:00.

We had some snacks and Kahwa at Gulmarg and started towards Srinagar for our night stay at Sunny Paaji’s beautiful homestay.

Delhi to Kashmir Road Trip

Day 3 – Srinagar Local Sightseeing

This day was reserved to visit local places in Srinagar only, so we started our day around 8:00 and visited the following places.

  • Nishat Bagh
  • Tulip Garden
  • Botanical Garden
  • Chashm-e-shahi
  • Shankaracharya Temple
  • Dal Lake + Char Chinaar

This was an easy day visiting beautiful places but the day was unexpectedly hot. We returned to homestay a little late as we spent some time buying dry fruits at Polo view market as suggested by Sunny Paaji.

Suggested shop for Dry Fruits is Amin Bin Khalik and GM Shah for Pashmina.

Delhi to Kashmir Road Trip

Day 4 – Doodhpatri and Drive back towards Delhi

It was the last day of our Delhi to Kashmir road trip. One place that was still left on the itinerary was Doodhpathri.

Though Doodhpatri was one of the reasons to visit Kashmir, we were skeptical in the morning as I had to reach home as early as possible.

We checked out from Sunny Paaji’s homestay at 08:00 for Delhi. We did some travel time calculations and decided to visit Doodhpatri.

Our drive to Budgam was average. But after that, it was breathtakingly beautiful throughout until Doodhpatri . We reached around 09:30 and we were the only tourists there.

The plan was to visit and move back within an hour and a half. but one of our friends had lost his mobile somewhere under the snow. it took 1.5 hours to find his mobile with the help of some locals.

Finally, we started from Doodhpatri at 11:30 which was late as per our plan. We got news of some unrest before Budgam and stone pelting was happening our way. this was a real panic situation for us.

A local told us not to go from the main road. He suggested taking some narrow lanes to reach Srinagar. I made a couple of calls to update our whereabouts as the internet was not working there.

Somehow, we managed to reach Srinagar at 13:00 when curfew was about to get imposed. It was due to some militants being killed in Shopian and Anantnag the same day.

Srinagar to Delhi

We kept checking road conditions with Army and Police on the way and left the city without wasting any time. The plan was to come out of the problem zone as early as possible.

As the roads were superb, we crossed Qazigund and reached Lower Munda in less than 1.5 hours. I made a quick call to a friend for a quick catch-up.

He was in Qazigund city looking for a place for lunch. He reported that 80% of shops are already closed and the rest are half shutter down already.

We continued without any break (except some de-fuelling breaks) till Kud from where we bought some Patisa as suggested by another friend Sandeep Jandu, crossed Jammu bypass at 19:30 which was fairly quick (Srinagar to Jammu in 6 hours is fast).

We stopped for dinner at my favorite place in Samba – 17 miles. It was a 1.15-hour break with a good meal was such a relief. Another news came up that some unrest is expected the next day due to Bharat Bandh. So internet connectivity will be disconnected in Punjab.

The only impact on us while crossing Punjab was that FasTag did not work on one toll due to no internet. The rest of the chaos happened on NH1 the same day but after when we had crossed, lucky we.

I drove full night and reached Delhi at sharp 06:00, after dropping off the other 3 guys I was home in Faridabad by 07:30.

The journey from Srinagar to Delhi was completed in 17 hours (13:00 – 06:00). Thanks to my co-travelers and my crime partner ‘Vaayu’.

India’s Modi visits Kashmir: How has the region changed since 2019?

Here’s a look at Narendra Modi’s government policies and how they have affected Kashmir since the region’s semi-autonomous status was taken away.

Indian Prime Minister Narendra Modi on Thursday made his first visit to Kashmir since his government’s controversial 2019 decision to scrap the region’s special semi-autonomous status.

Addressing a crowd at a football stadium in the region’s largest city, Srinagar, Modi claimed that the removal of Article 370, which granted a measure of autonomy to Indian-administered Jammu and Kashmir, had ushered in development and peace.

“I am working hard to win your hearts, and my attempt to keep winning your hearts will continue,” Modi said even as the region was placed under a security blanket, with thousands of soldiers and paramilitary forces deployed and new checkpoints set up.

The 2019 decision was hailed by the Hindu nationalist movement that Modi represents, but was met with anger in Kashmir – one of India’s only two Muslim-majority regions – which has seen a decades-long armed rebellion against Indian rule.

Since then, Modi has visited Hindu-majority Jammu region , but has stayed away from Kashmir, until now, on the eve of the 2024 national elections.

Modi and his government have claimed that the scrapping of Article 370, and their subsequent policies in Kashmir, have helped transform the region for the better.

Here’s a look at key changes brought to Kashmir by Modi’s government since 2019:

Special status under Article 370 removed

Article 370 , which was enshrined in India’s constitution signifying Kashmir’s unique relationship with New Delhi, granted the Himalayan region a large measure of autonomy: Kashmir had its own constitution and flag, it could make its own laws in all matters except finance, defence, foreign affairs and communications.

Until 1965, the Indian-administered region had its own prime minister under whom property and domicile laws were passed to protect the interests and territorial rights of the region’s Indigenous people.

However, successive Indian governments watered down the autonomy, leaving the region, in some cases, with fewer powers than other states in India’s federal structure. The region had become heavily militarised after armed rebellion erupted in the late 1980s.

The 2019 revocation of Article 370 resulted in the loss of Kashmir’s flag, criminal code and constitutional guarantees. Several Indian states have laws in place to protect the tribal and Indigenous populations. Kashmir no longer does.

In December 2023, the Indian Supreme Court upheld the 2019 decision. Kashmir has been a major source of conflict between India and its neighbour, Pakistan, for more than 75 years. Both countries claim Kashmir in its entirety but govern only a portion of it.

Indian-administrated Kashmir bifurcated into two

Indian-administered Jammu and Kashmir was bifurcated into two regions – Jammu and Kashmir in the west and Ladakh in the east. Neither region has statehood any more, as a consequence of the Modi government’s 2019 decisions.

Both are governed directly from New Delhi.

But people have expressed their grievances against their lack of democratic rights, with Ladakh too seeing frequent protests for more political rights and authority in local governance.

No elections for state legislature

The two new regions – Jammu and Kashmir, and Ladakh – have been without a state legislature since 2019. The last state elections were held in 2014 – the year Modi first came to power.

In December 2020, the first local elections took place to elect 280 members of District Development Councils (DDC) across Indian-administered Kashmir’s 20 districts. The DDC members, however, do not have the power to amend or introduce laws.

There have also been elections to fill seats in the village councils, also called panchayat, and municipal bodies, but they have very limited power, with the region ruled by New Delhi’s representative and bureaucrats.

India’s Supreme Court in December ordered the government to hold local elections by September 30, 2024.

Kashmir’s pro-India political parties have been demanding that elections be held in the region.

Modi and his government, however, have not indicated when they will hold the elections.

Clampdown on free speech

In the wake of the 2019 decision, New Delhi cracked down on rights activists and local politicians, imposed sweeping restrictions on free speech and shutting down the internet for months. Authorities used “antiterror” laws to arrest Kashmiri activists and journalists.

Human rights groups, including United Nations agencies , have criticised New Delhi for its rights violations in Kashmir.

On Friday, Kashmiri journalist Aasif Sultan was rearrested under an “antiterror” law days after his release from prison after five years. Sultan, the former editor of the now defunct Kashmir Narrator magazine, was arrested in 2018 for “harbouring militants”. His family has denied the allegations.

In November 2021, prominent Kashmiri activist, Khurram Parvez was arrested under the Unlawful Activities (Prevention) Act (UAPA). Kashmiri journalist Irfan Mehraj , who was previously associated with Parvez’s human rights organisation, was also arrested. UN experts and Amnesty International have condemned the arrest of Parvez and called for his release.

Journalist Fahad Shah , the editor of independent news portal Kashmir Walla, was released in November 2023 after more than 600 days of confinement under the “antiterror” law.

Journalist Sajad Gul was arrested in January 2022 under the stringent Public Safety Act (PSA), which allows the detention of an individual without trial for six months.

A global report on internet censorship in 2022 found that Kashmir experienced more internet shutdowns and restrictions than any other region in the world.

Lack of protection for local communities

The Indian government also removed Article 35A of the Indian Constitution, which barred outsiders from permanently settling, buying land and holding local government jobs in the Muslim-majority region.

Other Indian states such as Himachal Pradesh, Uttarakhand, Jharkhand and Odisha continue to safeguard the property rights of local residents, mostly tribal or Indigenous people.

Non-Kashmiris can now buy property in the region. This has prompted fears that the Modi government is trying to engineer a demographic shift in the Muslim-majority region.

These fears were further fuelled by a new domicile law for Indian citizens that the Indian Ministry of Home Affairs introduced in April 2020.

Under the domicile law, those who have lived in the Indian-administered region for 15 years, or have studied for seven years and appeared in secondary or high school-leaving examinations in educational institutions located in the region, are eligible to become permanent residents. Children of government officials who have served for 10 years in the region are also granted domicile status.

This law too has made Kashmiris fearful of permanent settlement by outsiders, including the family members of Indian security forces. Leaders from Modi’s Bharatiya Janata Party have rejected that there are attempts to alter the demographics of the region.

Indigenous communities in Kashmir, and Ladakh are also affected by environmental damage and an influx of tourists. Kashmir’s Dal Lake is choked with sewage and its farmers suffer as a result of illegal river mining , and Ladakh is struggling to mitigate flooding and landslides.

Attempt at delimitation in Kashmir

The New Delhi-run local authorities have also redrawn assembly constituencies that many Kashmiris fear are aimed at the democratic marginalisation of Muslims.

A delimitation commission is assigning more legislative seats to the Hindu-majority Jammu region – where the BJP has wide support – than Kashmir Valley, despite the latter having a higher population. The total seats from Jammu region are expected to rise to 43 from 37, but only by one in Kashmir – to 47 from the existing 46, in effect changing the balance of power within the legislature.

Armed attacks continue in Indian-administered Kashmir

Modi’s ruling BJP government has said that Article 370 was abrogated to wipe out “terrorism” in the region and it has claimed that its policies have improved the security of the region.

However, armed attacks have continued in the region, causing deaths among civilians, security forces and rebels. Since 2021, attacks against Indian soldiers in districts like Rajouri and Poonch in the Jammu region have increased.

Ajai Sahni, the executive director of the Institute for Conflict Management in New Delhi told Al Jazeera in December 2023 that most of the recent killings of security forces took place in army-initiated operations. “I don’t believe that normalcy has returned after Article 370 abrogation,” said Sahni.

The South Asia Terrorism Portal (SATP) reported that the incidence of killing in the Indian-administered Kashmir went from 135 in 2019 to 140 in 2020 and further rose to 153 in 2021. While the number of incidents dropped to 72 in 2023, 33 security forces were killed in the year compared with 30 in 2022, where 151 incidents took place.

Flare-Ups and Frustration as Kashmir Waits for a Vote

Indian authorities speak confidently of a new era in the region of Jammu and Kashmir, for decades a hotbed of separatism, insurgency and tensions with neighbouring Pakistan. But with New Delhi stalling on promised elections, local frustration continues to fuel unrest.

Days before retiring in October 2023, the outgoing police chief of Indian-administered Jammu and Kashmir, Dilbag Singh, asserted that the Himalayan region, over which Pakistan also claims sovereignty, was “coming out of the dark era of terrorism”. Yet over the next three days, events conspired to prove him wrong. Militants carried out  three separate attacks , killing two police officers and a migrant labourer, in three different districts of the Kashmir valley. 

There is a substantial gap between the Indian government’s claims that Jammu and Kashmir has become “peaceful” and reality in the restive region. The government’s narrative contains more than a bit of wishful thinking: security in the area is a matter of supreme importance to New Delhi, and Prime Minister Narendra Modi has set his cap on consolidating control and wiping out armed militancy there. On 5 August 2019, the freshly re-elected Modi administration broke with 70 years of Indian constitutional tradition by overhauling the region’s administrative order. It revoked Article 370 of the constitution, which had guaranteed the country’s only Muslim-majority state semi-autonomy since it joined the Indian union in 1947. According to New Delhi, the state’s special status was “ a hurdle for development ” and a wellspring of “separatism, nepotism and corruption”. The Modi administration then split the state into two “union territories” – one called Jammu and Kashmir, and the other Ladakh – placing them both under direct central government control, via appointed lieutenant governors. Officials promised that these decisions, none of which were taken in consultation with the local population or political representatives, would bring “peace and prosperity” to the region after three decades of insurgency. 

Four and half years down the road from this momentous decision, there have been improvements in the security situation, but the changes have not been the panacea that was promised. While, according to official data, the number of militants is low compared to the past, not a week goes by without an insurgent attack or a  deadly encounter between insurgents and security forces. Kashmiri youth, disgruntled with New Delhi’s policy of direct control of the region and deprived of political space to vent their frustration, continue to join militant groups. Lacking proper training and weapons, many of these new recruits are killed in a matter of months, if not weeks. 

According to security officials, militants could ramp up their activity if they choose – or if Pakistan chooses, since Islamabad has historically supported the anti-India insurgency that has cost tens of thousands of lives since the late 1980s. Islamabad backed the separatist insurrection that erupted in 1989, and over the years it has provided funds, training and equipment to various militant outfits, even if the assistance seems to have tailed off since the two countries recommitted to a ceasefire along the contested border in 2021. But however Pakistan’s role in the region evolves, it seems unlikely there will be lasting peace until the authorities address the causes pushing young Kashmiris into militancy and driving public support for insurgent groups – foremost among them a lack of voice in the region’s affairs.

Militancy Goes Underground

New Delhi has deployed additional military units to the region since 2019, pushing militant activity deep underground but failing to snuff it out entirely. The result, according to Naeem Akhtar, a former minister in the regional administration, is a “form of guerrilla warfare in which you can’t see the enemy”. The new generation of fighters – with no prior record or known links to insurgent outfits – are adept at carrying out attacks and quickly slipping back into civilian anonymity. They no longer have the high profile their predecessors cultivated by toting guns in public and  on social media .  

Calling them “ hybrid militants ”, authorities note that these insurgents have a radicalisation agenda. “The militants’ thinking seems to be that when they go after soft targets, the reaction from the state will be disproportionate – we will pick up people, question them, harass them … which will create more disaffection among people”, a mid-level police officer explained. “This is what they want”.

New Delhi systematically downplays the region’s violence, instead showcasing its claims of peace and stability in Kashmir. “This government doesn’t want to acknowledge their presence”, Omar Abdullah, the erstwhile state’s chief minister from 2009 to 2015, observed in reference to the militants. But the facts speak for themselves.  Official data shows that the security forces killed 113 militants, arrested 500 of their associates and busted up 89 militant cells in Jammu and Kashmir in 2023; 34 soldiers were killed as well. Tensions in Kashmir became hard to cover up in 2023 when the Indian government, which held the presidency of the G20, organised a meeting of the bloc’s Tourism Working Group in the region’s summer capital, Srinagar. Usually prohibited from visiting the region, foreign journalists  discovered that Kashmiris live in fear and resent the central government. When the journalists asked about heavy-handed security measures in Kashmir, they received  an angry response from a central government minister.

Resentment of the Indian State

The constitutional changes undertaken in 2019, alongside the more than half a million soldiers now stationed in the region, have bred deep public discontent. In the eyes of many Kashmiris, the Modi government has turned Kashmir into a “police state” where arbitrary detentions, high levels of incarceration and constant surveillance have generated a climate of pervasive fear. But the disaffection with central rule extends much further than criticism of the massive army presence. The scrapping of Jammu and Kashmir’s special status under Article 370 had already annulled the exclusive rights that locally born people had over land ownership and government jobs, but a series of laws ushered in by the central government since then has sown further resentment. New  land and  domicile laws have allowed Indians from other parts of the country to purchase land, acquire residency and apply for government jobs in the territory for the first time. 

Cumulatively, these changes have triggered fears that the central government, which is in the hands of the Hindu nationalist Bharatiya Janata Party (BJP), is pushing for demographic change in the country’s only Muslim-majority region. “It’s a civilisational project”, says former minister Akhtar, summing up the  perception of many Kashmiris . “They see us as an anomaly on the map of Hindu India”.

New Delhi has  disclaimed such intentions . But the view that Modi’s Hindu nationalist government is intent on disempowering local Muslims is now an article of faith throughout Kashmir’s civil society and political establishment. Most political leaders point out that none of the top administrators, bureaucrats and police officers appointed by New Delhi are locals. “How many of them represent the majority community? How many speak the local language? It’s not just about control, it’s about [Hindu] majoritarianism. They don’t even want local officers to get their due space”, former Chief Minister Abdullah lamented. 

At the same time, Jammu and Kashmir’s political life has all but come to a standstill. The  last regional elections took place in 2014, and the elected government ceased to exist in 2018 after New Delhi imposed President’s Rule, a constitutional device that places regional authorities under central government control. Addressing Kashmiris in 2019, two days after announcing the creation of the new union territories,  Modi promised : “You will elect your own political representatives; they will come from among you”. But four and a half years later, his promise to create a regional legislature remains unfulfilled. The national government has taken steps in this direction – it has delimited new constituencies and revised electoral rolls – but it still has not held the polls.

Meanwhile, all political activity remains severely curtailed, in part owing to the Modi government’s excessively harsh treatment of the region’s politicians and media. While carrying out the 2019 overhaul, the Modi government detained the entire Kashmiri political class, including three former chief ministers of the state, two of whom had also been ministers in the central government. Most were released over the following year, but some remain in jail. Those who have been freed are often prevented by the police from carrying out political work, such as  attending public meetings or  meeting families of victims of security forces’ abuses. Local authorities under New Delhi’s control have also cracked down on journalists, routinely summoning them for interrogation, placing them on no-fly lists to  keep them from travelling abroad and  arbitrarily arresting them under harsh anti-terror laws; in some cases, journalists’ family members have also lost their government jobs. 

Strikingly, the 2019 wave of arrests targeted not just separatists but also the region’s mainstream politicians, whom Kashmiris refer to as “pro-India” because they recognise Jammu and Kashmir as part of the Indian union and have taken part in elections. Separatist parties, on the other hand, had long refused to take part in polls and called upon Kashmiris to boycott them, while some had direct links to militant groups. 

Even the most pro-India politicians were taken aback by the ferocity of New Delhi’s clampdown. Waheed-ur-Rehman Para, a 34-year-old leader from the People’s Democratic Party (PDP), one of the region’s two major political formations, was once considered a potential chief minister thanks to the backing he enjoyed in New Delhi. In 2020, however, he was arrested under anti-terror laws and, according to a team of UN experts,  tortured , before being released on bail after seventeen months in jail. He continues to fight  terror charges in court and is not allowed to travel outside the region. His perceptions of the Indian state have undergone a corresponding sea change. “I used to believe that the sky was the limit for a Kashmiri Muslim in India”, he says. “Now I have lost all hope”. Seeing Kashmiris of all political and ideological hues – from those who worked for the Indian state to those who fought it – living together in the same jail convinced him that, in the end, the Indian state treats all Kashmiris the same way.

Pro-India politicians in the region often characterised their role as intermediaries between New Delhi and Kashmiri civil society. Para himself used to be a flagbearer of Indian democracy among young people in the region. He was credited with persuading many of them to take part in elections. “We wanted to marginalise militancy as an ideology by bringing dignity to democracy”, he recalls. “We used to look at elections as a process of countering violence”. But the absence of an elected regional government has left Kashmiris with nowhere to turn to address their grievances and stoked resentment of the federal government. Kashmiris’ desperation is visible at political party offices in Srinagar, where people queue to seek help with their day-to-day problems even though the politicians there have virtually no power.

Mounting Pressure for Elections

Against this backdrop, and for the first time ever, Kashmir’s two political lineages – pro-India and separatist – are both demanding elections for the promised regional assembly. Their alignment on the issue of polls is nothing less than historic, even if some of the most hardline separatists remain outside the emerging consensus. The call for elections is a position that enjoys support from outside the regional political establishment as well; the Kashmiris Crisis Group spoke to were united in calling for elections at the earliest possible moment. This plea is all the more extraordinary given the mistrust of polls in the past, with central government interference and manipulation in elections a constant since independence in 1947. It was precisely such manipulation of the 1987 regional elections that led to the birth of a separatist insurgency, and since then, militants and separatist politicians have systematically exerted their clout to ensure that participation rates remained abysmal – at times as low as 6 per cent. 

Politicians who have always boycotted elections, and called upon all Kashmiris to follow suit, are now demanding that polls be held as a way to protest what they consider to be Indian occupation. “We had our differences with [the mainstream parties]”, notes Mirwaiz Umar Farooq, Kashmir’s chief cleric and chairman of the Hurriyat Conference, a coalition of moderate separatist social and political outfits. “We looked at them as those who could administer and govern day-to-day issues, but they never represented the sentiments of the people. Farooq, who has spent much of the last five years under house arrest,  adds : “In hindsight, I believe it was wrong on our part to call for boycotts of past elections”. Now, he is “encouraging people to fight politically and peacefully”.

The central BJP government has taken steps to prepare for regional elections in Jammu and Kashmir, although not all of them are welcome. In particular, residents worry that the  BJP is skewing the system to its political advantage . In March 2020, New Delhi initiated a process to demarcate new constituencies in Jammu and Kashmir. In the end, six new constituencies were added to the Jammu division, with a population of 5.3 million, while only one was added to the Kashmir division, which has 6.8 million people. For most Kashmiri political parties and much of the public, this measure confirmed the suspicion that the central government’s objective is to boost the number of seats in non-Muslim majority areas of the state, since Jammu has a majority-Hindu population, while the Kashmir valley is 97 per cent Muslim. The BJP hopes that the numerical heft given to the Jammu region will help it achieve a majority in Jammu and Kashmir, allowing it to form a regional government with its own chief minister at the helm, without depending on a coalition that would need to include Kashmiri regional parties. 

Kashmir’s political leaders have  denounced the move as a deliberate attempt to engineer a victory for the BJP, with the objective of achieving the election of a Hindu chief minister in the region for the first time. “They have already rigged the elections even before they are held … to further disempower Kashmiris”, declared former chief minister and PDP president Mehbooba Mufti. In an apparent bid to weaken existing regional parties, New Delhi has also propped up newer pro-India formations. But while these new parties have been somewhat successful in poaching from the ranks of traditional parties – the PDP, for instance, has  lost over 40 senior members since 2020 – they are  struggling to generate popular support, as many Kashmiris consider them to be BJP proxies.

Many Kashmiri leaders and analysts assert that the main reason New Delhi has not yet announced a date for the long-awaited regional elections is that it cannot yet be sure that the BJP or its proxies will do sufficiently well. “[Elections] is one place where people can give vent to the feelings”, said former chief minister Abdullah. “By voting against the BJP or parties perceived close to it, they can make known their unhappiness about the state of affairs post-August 2019”. It is also likely that the BJP does not want to risk losing regional elections in Jammu and Kashmir ahead of national elections beginning in April, when Prime Minister Modi will be seeking a third term. (National elections will be contested in Jammu and Kashmir as elsewhere in the country.) The central government’s reluctance to test the regional electorate has even extended to elections for municipal bodies and village tracts, which are also overdue. India’s chief election commissioner has  defended the delay s on the basis of security conditions in the region, but a senior police officer says the real reasons are political. “If the central government could hold elections in 1996 and 1998, when militancy was at its peak, it should not be difficult to do so now”, he observed. 

There is, however, pressure on the government to bring the delays to an end. On 11 December 2023, while  upholding the government’s 2019 decision to restructure Jammu and Kashmir, the Supreme Court directed the election commission to conduct regional polls before 30 September 2024. But notwithstanding the court’s decision, the choice of election day will hinge on a risk assessment by the government’s national security agencies, which could become a pretext for continuing delay. 

On 7 March, Prime Minister Modi  visited Kashmir for the first time since the momentous changes of August 2019 to address a public meeting in Srinagar, with an eye to the forthcoming national elections. The BJP is  hoping to register a win for the first time ever in Kashmir. Modi announced a few development projects and asserted that Kashmir’s prosperity is peaking after the abrogation of Article 370. He said nothing of his promises regarding statehood or regional elections. 

Seizing the Opportunity

It would be in New Delhi’s interest to proceed with the Jammu and Kashmir regional polls at the earliest opportunity. Ideally, they would be held well before the Supreme Court’s September deadline, and regardless of whether there are national polls in the spring, which will likely do little more than ensconce the BJP more deeply in power. By allowing Kashmiris to choose electoral representatives who can speak on their behalf, both for a regional assembly and for municipalities and  panchayats (the lowest rung of the Indian administrative system), regional and local polls would help counter the growing perception among locals that they are being singled out for a kind of “collective punishment” and have no political capacity to improve their lot; this sentiment can only stoke the frustrations of Kashmiri youth, potentially multiplying militant ranks – which Indian officials concede. “We are in the fourth decade of militancy and have brought it under control to a large extent”, a senior counter-insurgency official confided. “The time for punitive action is over, now is the time for a policy to offer carrots. Punitive action alone can’t bring peace”. 

Unprecedented tacit support from some separatist parties for elections, meanwhile, presents an important opportunity that the Indian government should grasp. After decades of electoral  boycotts of the vote, New Delhi should capitalise on the endorsement that both mainstream and separatist forces have made of the electoral process, which could promote higher turnout – even if separatist candidates do not themselves stand for election. “I have been trying to convey to the government of India that the story coming out of Jammu and Kashmir should not be about the BJP’s victory, but about high participation in elections. Why [is the government] focused on selling the success of a party to the world? Sell the fact that for the first time after 1990, you had an election where 40-60 percent of the population turned out to vote”, Abdullah said. There is some risk of violence against candidates, but the burden should be on the national government to prove that it is sufficient to postpone polls. Thus far, the evidence is not there. 

As a confidence-building gesture before any campaign begins, New Delhi should at least provide Kashmir’s pro-India politicians with the space to carry out normal political activity, including the right to free speech and assembly. Local political leaders should be allowed to travel and attend public meetings without restrictions, and arbitrary detentions of politicians in their own homes should cease immediately.

Elections on their own, however, will not be enough to calm the tensions in Kashmir. New Delhi needs to engage in a sustained, meaningful political process to address rising alienation. Such a process can only start with a dialogue with the Kashmiri political class – including separatists – and civil society at large, including religious leaders and other influential public representatives.  Engaging separatists will be challenging, particularly given the ruling BJP’s hawkish political outlook on these issues, but back-channel diplomacy with Pakistan offers a way forward for discreet engagement, given Islamabad’s influence over many of them. In 2019-2020, such back channels, mediated by the United Arab Emirates, saw  India and Pakistan recommit to a floundering ceasefire despite severe bilateral tensions at the time. 

To make the most of the political moment, the Modi government would ideally also restore Jammu and Kashmir’s statehood before holding regional elections. Under the Indian constitution, statehood grants a degree of federal autonomy that empowers regional governments, allowing them to address public demands more effectively. The 2019 decision to downgrade the state to a union territory, which is extremely rare in Indian history, hurt both local governance and Kashmiris’ pride. Since then, the Indian government – led by Modi himself – has promised to restore Jammu and Kashmir’s statehood several times, albeit with redefined borders since Ladakh has been carved out as a separate union territory. But it has yet to announce any concrete steps. Upon receiving a Supreme Court ruling in December that  directed it to move ahead with restoring regional statehood, the government said it would do so at an “ appropriate time ”.

The lack of urgency is unfortunate. Veterans of Kashmir’s troubled history warn that unless the basics of political participation and civic freedoms are in place, New Delhi’s narrative of peace and security will be increasingly challenged by regional unrest. The warning signs are now evident. In the words of chief cleric Farooq, “They are pushing the next generation of Kashmiris to the wall”.

Srinagar International Airport (SXR), also known as Sheikh-ul-Alam Airport, and Kushok Bakula Rimpochee Airport (IXL) in Leh are the major airports in Jammu and Kashmir state. The airport in Srinagar is connected with major cities in India including Delhi, Kolkata, Mumbai, and Bangalore. The airport in Leh has direct flights to and from Delhi, Mumbai, and Srinagar. Taxi rentals and private shuttles are available at both airports in Jammu and Kashmir.

Furthermore, Jammu Aiport or Jammu Civil Enclave handles domestic flights from major urban centres in India.

Jammu Tawi, located in the state’s winter capital, is the busiest railway station in Jammu and Kashmir. It serves as the northern terminal of major trains connecting the city with the rest of India. Regular express trains from Jammu to Delhi, Mumbai, Kolkata, and Trivandrum run efficiently.

The picturesque section between Banihal and Baramulla of Jammu–Baramulla railway line passes through several towns in Kashmir Valley. It is an excellent alternative for those wanting to take the tracks not often taken.

Jammu and Srinagar, seasonal capitals of the state can be reached throughout the year by road. Jammu is served by a network of state and national highways. If you’re wondering about how to reach Kashmir Valley by road, follow the NH1(A) that passes through the city of Jammu to Srinagar in Kashmir Valley. The highway continues to the east before terminating at Leh in Ladakh region. NH1 is a major and vital highway which handles the primary traffic coming in and out of the region. Government and private operators run buses and taxis between Jammu, Srinagar, and Leh.

The Jawahar Tunnel, 2.8 kilometres in length, connects Jammu with Kashmir Valley. The 3,528-m-high mountain pass Zoji La carries the Srinagar-Leh highway extending into Ladakh. The 474-km-long Leh-Manali Highway is another major road with serving the Ladakh region. Both Srinagar-Leh and Leh-Manali highways remain vulnerable to weather conditions in winter as the snowfall blocks the road access.
