The Water Education Foundation’s tours offer participants a firsthand look at the water facilities, rivers and regions critical in the debate about the future of water resources. Issues of water supply, water quality, environmental restoration, flood management, groundwater and water conservation are addressed by a wide range of speakers representing different viewpoints.

The tours are praised for being balanced, thorough and fun . Time for socializing and networking is included in the action-packed itineraries.

Lower Colorado River Tour 2024 Field Trip - March 13-15

The three-hole stretch of PGA National is called “The Bear Trap” for good reason. With water, water everywhere, the 15th, 16th and 17th holes are among the toughest gauntlets anywhere on the PGA Tour.

The 434-yard, par-4 16th, with wet stuff entirely down the right side, generally plays the easiest of the three, and this week it’s been only the seventh-hardest hole in the Cognizant Classic. Yet if Rory McIlroy doesn’t lift the trophy on Sunday—and that’s a long shot now—he’s going to rue his third-round splashing around for a triple bogey at the 16th.

Standing in the fairway only four shots off the lead and looking to further rally, McIlroy pushed his second shot from the fairway and watched as his ball hit the bank right of the green and bound into the edge of the water.

He had a tough lie. The ball was submerged a few inches under the water and McIlroy thought he could manage a shot, so he removed his right shoe and sock, and rolled up his cream-colored pants. NBC commentator Luke Donald—McIlroy’s most recent Ryder Cup captain­—pointed out that the Ulsterman could take a drop on the bank and try to salvage an up-and-down for bogey. McIlroy decided to go for it. But he swung too far behind the ball, and the splash barely popped it up, only for the ball to roll back into the water.

Now, McIlroy chose to drop the ball on the bank where it originally hit on his approach, and when he pitched to six feet, he had a chance to save a double. But the putt scooted by the cup, and McIlroy suffered a triple-bogey 7—a disastrous result for the World No. 2 who's seeking his first PGA Tour win since last July's Genesis Scottish Open. He captured the DP World Tour's Dubai Desert Classic.

McIlroy bounced back a bit with a birdie at the 18th, but he finished with a one-over-par 72, and at seven under, he’s six shots back of a trio of leaders.

McIlroy's game has been a picture of wild contrasts this week. He's been a beast off the tee, ranking first in strokes gained in the category, as well as in driving distance (322.10 yards). But beyond some wayward approaches, McIlroy has really struggled on the greens, losing 1.59 strokes to the field in putting, ranking hin 62nd.

Kehlani Announces ‘Blue Water Road Trip’ Tour Dates

The series of tour dates come behind her third album..

Kehlani has announced a world tour supporting their latest album, Blue Water Road . Dubbed the Blue Water Road Trip , the trek kicks off July 30 at Red Hat Amphitheater in Raleigh, North Carolina.

Additional dates on the North America itinerary include Atlanta, New York, Philadelphia, Minneapolis, Toronto, Dallas, San Diego, and Seattle. Kehlani will round off the nationwide shows on Oct. 21 at Waikiki Shell Amphitheatre & Neal S. Blaisdell Center in Honolulu.

Kehlani will follow with a European leg, which will run from Nov. 17 through Dec. 12. 

Destin Conrad , who shared a new single in Kiana Ledé in April, will join Kehlani on tour. Rapper Rico Nasty is also a special guest for the North American leg only.

Tickets for Kehlani’s  Blue Water Road Trip go on sale on their official website this Friday, May 20, at 10 a.m. local time. Fans who text (510) 692-4419 may gain early access to the tour. 

Last month, Kehlani put out Blue Water Road . As described by Rated R&B’s Keithan Samuels, the new album will “move the body, declutter the mind and uplift the spirit.”

Blue Water Road is powered by the singles “ Altar ,” “ Little Story ,” and “ Up At Night ,” featuring Justin Bieber. The 13-track LP boasts additional assists from Thundercat, Jessie Reyez, Syd, Blxst, and Ambré.

Blue Water Road charted inside the top five on Billboard’s Top R&B Albums chart following its release. It marked Kehlani’s fifth consecutive release to achieve this feat, following While We Wait and SweetSexySavage .

The Blue Water Road Trip   — which supports Kehlani’s third album,  Blue Water Road  — is a true labor of love. During the pandemic, Kehlani took a DIY approach to her art, filming and editing their own videos and putting on a virtual tour to support her second studio release, 2019’s  It Was Good Until It Wasn’t,  which shot to No. 2 on the Billboard 200 chart. With their earlier shows, Kehlani always focused on “singing my ass off,” but she chose to go a different route for the Road Trip and hire a creative team for the first time. 

While piecing together different mood boards, the singer was meticulous about creating an experience for their fans. She made intentional choices, like employing an all-woman ensemble on-stage from the musicians to the dancers, incorporating a visual narrative infused with spiritual and religious references, and sticking to a stripped-down aesthetic. The openers were also Kehlani’s personal picks: rising R&B star Destin Conrad, and riotous rapper Rico Nasty.

While Kehlani orchestrated the vibes, Ali was crunching the numbers, evaluating the venue size from previous treks and ticket prices, and utilizing data from DSPs to help formulate a strategy. Ali targeted five to ten percent of Kehlani’s fan base for the tour with tickets priced at $59.50 to $125.

“I think the biggest challenge is hoping you’re making the right calls,” he tells  Billboard.  “[You’re making] educated guesses because you don’t know for sure, are tickets going to sell?” The result: Many of Kehlani’s performances on the tour were sold out once tickets went live during presale. “With her, the most expensive tickets are the first ones to go,” he says.

According to Ali, the creative approach also goes hand-in-hand with the touring business strategy. “You want to make sure the creative vision is dope, but you want to make sure you’re being conservative in certain areas,” he says, while praising Live Nation tour promoter, Sascha Stone Guttfreund, for expanding his view on touring. Ali adds that personally selecting the venues on the tour, from amphitheaters to ballrooms, also worked to the team’s advantage: “It’s dope to be able to handpick everything that you’re doing, and make it so that this tour is really tailor fit for the artist.”

Offering two tiers of  VIP packages  with special perks for every ticket purchase — including an invitation to a special pre-show soundcheck at $125 and a meet-and-greet option priced at $300, combined with merchandise sales and after-parties — helped Kehlani, Ali, and the 40-plus crew on the road bring in additional revenue. But the top priority was always to put on a memorable performance for the fans.

For the Blue Water Road Trip   set list, which boasts 26 original cuts, Kehlani ditched the covers (a staple in past performances) and spotlights their last three projects, including 2019’s  While We Wait  mixtape. With input from her musical director Gil Smith and choreographers, Kehlani also took the opportunity to breathe new life into some deep cuts, including a remix of “Distraction” over Nelly Furtado’s “Promiscuous” beat. Kehlani says they kept songs that were “danceable and breathable to sing,” but also supported the narrative she wanted to convey.

“From the day I met her, she knew exactly what she wanted, how she wanted to be represented, and along with her manager, David Ali, we make a great team,” adds Caroline Yim, Kehlani’s longtime agent who is also a partner and the co-head of hip-hop/R&B at esteemed entertainment agency, WME. “She has a clear artistic vision and an insane work ethic, which has propelled her successful live touring business. Kehlani has always built her audience one fan at a time.” 

On a personal note, the  Road Trip  also serves as Kehlani’s first outing as a parent to her first child, Adeya. “Being able to bring my baby off and on tour has been super grounding and helpful because I don’t think there’s anything more jarring as a parent than being away from your baby for that long, especially when you know that you’re doing this for your baby,” Kehlani says.

Additionally, Kehlani has been adamant about maintaining heightened awareness around crowd safety by checking in with their fans throughout the show and making space for her own mental health. Kehlani even draws comparisons between touring and their latest passion, surfing.

When social chatter drifts to the current state of R&B — a common refrain from naysayers has been that the genre is dead —  Kehlani and her team’s efforts in building this tour could be considered a contradiction to that theory. “I feel like there aren’t many R&B superstars in this current era. Kehlani’s a perfect case for that,” says Ali. “I don’t think streams dictate how big the artists are and how much people like the music. I just think it’s a smaller pot of people [who listen to R&B] compared to hip-hop and pop.” Kehlani, who is pro-solidarity in R&B, chimes in: “You can’t say something is dead that is obviously thriving in everyone’s faces.” 

Kehlani defines success on their own terms. Throwing a rager for her fans and helping them to feel seen is the epitome of success in their eyes. “[My concert’s] really well-rounded. We headbang, we call ancestors, we celebrate love, people get engaged, we sing petty things about exes, we call in new love, [and] we talk about community,” she says. “I think that that’s what makes this tour so unique. People are coming to be everything that they are and meet other people in their ‘everythingness.’ It’s a cool f–king room full of people who don’t even exist in anyone’s binaries, just f–king celebrating.”

R&B artist Chris Brown announced his upcoming "The 11:11 Tour" will be coming to Baltimore in June.

One of the prominent R&B artists of his time, Brown is bringing his tour to Baltimore on Saturday, June 30, at CFG Bank Arena. The 11:11 Tour celebrates the release of Brown's 11th studio album "11:11." He will be joined by a special guest artist that has not been announced for the show in Baltimore.

Tickets will be available starting with an artist presale beginning on Wednesday, March 6, with additional presale tickets throughout the week ahead of the general on-sale starting on Monday, March 11, at 10 a.m. at LiveNation.com .

Cistern Tours

The Buffalo Bayou Park Cistern is a former drinking water reservoir built in 1926 for the City of Houston. BBP restored and repurposed the 87,500-square-foot Cistern into a magnificent public space for tours, performances, and art installations.

The Buffalo Bayou Park Cistern was one of the city’s early underground reservoirs, storing drinking water and providing support for the municipal water system. After operating for decades, an irreparable leak was found, and the reservoir was decommissioned in 2007.

In 2010, Buffalo Bayou Partnership rediscovered the largely forgotten site while developing Buffalo Bayou Park. Recognizing its historical and architectural significance, BBP retained the Houston-based architecture and engineering firm Page to restore and repurpose the Cistern into the magnificent public space it is today. Additions include a ground-level passageway to allow for easy entrance into the Cistern and updated the shelf on the perimeter of the space to create a six-foot-wide, ADA-compliant walkway with guardrails.

The Cistern opened to the public in May 2016.

Fun Facts About the Cistern

  • It is 87,500 square feet or the size of 1.5 football fields.
  • 221– 25-foot tall, slender concrete columns span the space.
  • It held 15 million gallons of water when functioning at capacity.
  • The thick concrete roof and tapered concrete walls range from 8 inches at the top to 18 inches at the bottom.
  • There is a 17-second echo.
  • SWA Landscape Architect Kevin Shanley first called the reservoir “the Cistern” because it reminded him of the ancient Roman cisterns under Istanbul.

Rossin will create  Haha real , an original, site-specific media and sound installation to open in February 2024 and be on view for approximately nine months. This work will transform this vast industrial relic into a unique world, drawing on both innovative technologies and ancient storytelling methods. Taking key inspiration from the classic children’s story, The Velveteen Rabbit , Rossin’s work will invoke themes of transformation and loss.

  • All bags must be secured while in the Cistern.
  • No sitting, standing, or climbing on the railing, stairways, or ladders.

  • All visitors must comply with instructions or requests from the Buffalo Bayou Park Cistern Attendants and staff and be respectful of others.
  • Destroying public property is prohibited by Title 19, Chapter 191 of the Government Code of Texas.

The Water Works Parking Lot (105-B Sabine Street): A limited amount of spaces are available in the lot and along Sabine Street (watch for signage).

Parking on Allen Parkway: Parking is available 9am – 7pm Monday – Sunday. There are 140 parking spots between Sabine and Taft streets with pricing at $1 for 3 hours, a 3-hour maximum (including Saturday and Sunday).

Art in the cistern

Fulfilling the organization’s goal of presenting bold, immersive art installations and experiences in this unique space, Buffalo Bayou Partnership launched its Cistern art program in 2016.

Local and national advisors assist Buffalo Bayou Partnership in developing programming for the Buffalo Bayou Park Cistern. Ideas and suggestions for artistic programming in the Cistern may be emailed to [email protected]. Suggestions are reviewed quarterly; therefore, response times range from 30-90 days.

The action mystery revolves around the hunt of a sunken treasure. It pits two groups of teenagers;  The Pogues led by John B. from the poorer side of town, vs, The Kooks led by Cooper from the richer side.

The entrance to Kildare Harbor was filmed at Haddrell Point in Shem Creek, Mount Pleasant. Pope father's  business Heyward's Seafood (actually Geechee Seafood) and The Wreck restaurant where Kiara works as a waiter are located here, side by side.  The Wreck of the Richard & Charlene is a real waterfront seafood restaurant  that was revamped and set up for filming scenes of the series.

The marshes area where the gang finds the wrecked boat, on board the HMS Pogue, was shot at Lighthouse Creek near Morris Island. The old red and white 19th century Lighthouse, located on the southern side of the entrance  to Charleston Harbor, can be seen in the background of several scenes.

In episode 4, 'Spy Games', Sarah and John B get off the island sneaking in a ferry.   This sequence was shot in the  Charleston Maritime Center pier. On the way back, they take the picturesque Carolina Belle boat, operated by Charleston Harbor Tours.

Season one ends up with a police camp set under the lighthouse... the Hunting Island Lighthouse, CGI'd into Fort Johnson area,  the northeast point of James Island.  Here are located the buildings of the Hollings Marine Laboratory complex.  The John B's house pier is located in the Secessionville Historic District also in James Island.

Disney just confirmed how massive they think taylor swift's eras tour movie will be.

Taylor Swift: The Era's Tour (Taylor's Version) is coming to Disney+, but there trailer holds a clue to how huge the film's arrival will be.

  • Disney+ is set to release Taylor Swift: The Eras Tour (Taylor's Version) on March 14, featuring four bonus acoustic songs.
  • The movie will have an evening release time to create anticipation and gather friends and family for a viewing event.
  • A new trailer has been released to hype up the debut on Disney+, showcasing the massive popularity of Taylor Swift 's fan base.

Taylor Swift: The Eras Tour is set to hit Disney+ on March 14, and the streaming platform has just proved how monumental the tour film's streaming debut will be. The movie has been filmed and released while the pop superstar's tour is still ongoing, with the final live show not taking place until December 2024. However, the size and intensity of the singer's fan base means the arrival of the movie will be the biggest of Taylor Swift's eight documentaries and concert movies yet.

All of Taylor Swift's albums began with her first studio release back in 2006. Since then, Swift has added several new albums to her back catalog and embarked on multiple international tours . In recent years, the singer has split her time between making new music and re-recording her older material to once more have control over the master recordings. As such, each of her recreated songs and albums has been affixed with the tag of "( Taylor's Version )" - a label that has been included in the title of Taylor Swift: The Eras Tour for her upcoming Disney+ release.

Six years ago, Andrew Novak played PGA National’s famed "Bear Trap" without a bogey for four rounds. He was the only player to do so at the 2018 Cognizant Classic in The Palm Beaches, an event into which he Monday qualified as a conditional Korn Ferry Tour member.

Back then, the Wofford alum proved to himself that he could hang on the PGA TOUR. This week, he’ll chase his first TOUR title in South Florida.

Novak opened the Cognizant Classic in 6-under 65, on the leaderboard’s first page on a docile Thursday morning at PGA National’s Champion course. He started off fast with back-to-back birdies on Nos. 10 and 11, played The Bear Trap in 1-under (again proving his mettle on the water-logged sequence) and added a birdie on 18 to turn in 4-under 32. He added a 7-foot eagle at the par-5 third and a birdie at 4 before dropping a shot at the treacherous par-3 seventh.

Novak knew Thursday’s calm conditions made for a scoring situation, which might not be the case later in the week. He took advantage.

“It is very hard to make birdies out here when it's windy, so I kind of knew going into today, today was going to be the one day where it wasn't that windy, and this is your chance to get some birdies, get them early,” said Novak, who was born in Raleigh, North Carolina and spent a large part of his upbringing outside Charleston, South Carolina.

“The rest of the week might be a little bit more of a par-fest.”

Novak entered the week showing some good form, having notched back-to-back T8s at the WM Phoenix Open and Mexico Open at Vidanta. Amidst the stadium setting at TPC Scottsdale, he played in the final group for the third and fourth rounds alongside Sahith Theegala and eventual winner Nick Taylor. Novak entered this week at No. 63 on the FedExCup standings, with the top 70 after the Wyndham Championship in August qualifying for the FedExCup Playoffs.

That’s a long way out, but it’s perhaps the next step in Novak’s career evolution. He earned his first TOUR card via the 2020-21 Korn Ferry Tour’s season-long standings, then retained conditional status after finishing in the 126-150 category on the 2022 FedExCup. Last season, he finished No. 122 on the FedExCup Fall standings to narrowly retain his full card via the top 125.

He sweated out the bubble at the end, but it ultimately meant entering 2024 with his best status to date on TOUR.

“I didn’t play well in the fall, which led to a super stressful fall … I was kind of burned out,” Novak said. “December, I didn’t really touch a club at all … I probably came into Sony (Open in Hawaii) a little but unprepared.

“(The WM Phoenix Open) is where I really rolled in, was really feeling good with the game.”

It took Novak a few years on the Korn Ferry Tour to ascend to a position as one of the circuit’s top players, and he’s following the same trend line on TOUR. There's no reason to rush in a marathon-type career; just get a little bit better each day.

The 2018 Cognizant Classic marked Novak’s second TOUR start; he had missed the cut at The RSM Classic the prior fall in his adopted hometown of St. Simons Island, Georgia. That week, he finished T57 at PGA National with rounds of 75-70-73-70. He next played the Cognizant in 2022, missing the cut, but he finished a solid T29 last year.

He’ll look to improve on that mark come Sunday. So far, so good.

Fury Water Adventures' three-hour tour combines two popular Florida activities. First, watch Atlantic bottlenose dolphins as they playfully swim near the catamaran. Then, snorkel in the clear, turquoise waters of Key West, keeping your eyes peeled for stingrays, tropical fish and a variety of coral. Trillions of gallons leak from aging drinking water systems, further stressing shrinking US cities

PRICHARD, Ala. — Water bubbles up in streets, pooling in neighborhoods for weeks or months. Homes burn to the ground if firefighters can’t draw enough water from hydrants. Utility crews struggle to fix broken pipes while water flows through shut-off valves that don’t work.

For generations, the water infrastructure beneath this southern Alabama city was corroding, cracking and failing — out of sight and seemingly out of mind — as the population shrank and poverty rose. Until it became impossible to ignore.

Last year residents learned a startling truth: Prichard loses over half, sometimes more than 60%, of the drinking water it buys from nearby Mobile, according to a state environmental report that said “the state of disrepair of Prichard’s water lines cannot be overstated.” Residents and experts say it also imposes a crippling financial burden on one of the state’s poorest cities, where more than 30% live in poverty.

“It’s a heartbreaking situation,” said community activist Carletta Davis, recounting how residents have been shocked by monthly water bills totaling hundreds or thousands of dollars. “I see people struggling with whether or not they have to pay their water bills or whether or not they can buy food or whether or not they can get their medicine.”

Prichard’s situation is dire, but hardly unique.

Across the U.S., trillions of gallons of drinking water are lost every year, especially from decrepit systems in communities struggling with significant population loss and industrial decline that leave behind poorer residents, vacant neighborhoods and too-large water systems that are difficult to maintain.

Jackson, Mississippi, was already losing an estimated 65% of its water — including millions of gallons that had been gushing from broken pipes for years, turning some areas into wetlands — when the system almost collapsed in 2022, said Ted Henifin, the water system’s federally appointed third-party manager.

Many communities — especially older industrial and rural areas in the eastern half of the country — are facing a similar economic and public health reckoning after decades of deferred maintenance and disinvestment, experts say.

In the Detroit enclave of Highland Park, where the population halved in the past 20 years and is 83% smaller than its 1930s heyday, an estimated 70% of the water is lost from pipes up to 120 years old. Several Chicago suburbs likely are losing more than 40% of water. And some Georgia systems are losing more than 80% of their treated drinking water, said Sunil Sinha, a water researcher at Virginia Tech.

A January cold snap caused water line breaks in dozens of communities where aging infrastructure could no longer withstand freezing temperatures, including Memphis, Tennessee, and an Arkansas town that had no water for two weeks. But systems crack and leak year-round as time and neglect take a toll.

Yet water loss has drawn less public scrutiny than issues like lead service lines and overflowing sewer systems, although it also has significant consequences: Communities buy or treat far more water than they otherwise would, passing costs to customers; water in oversized systems moves more slowly and can become stagnant, requiring lines to be flushed to prevent bacteria buildup, which wastes more water; and loss of pressure from pipe breaks can allow contamination to enter the system.

“The waste and cost to ratepayers if you’re losing 50 or 60 percent of your water, it’s enough to make your blood boil,” said Eric Oswald, director of the drinking water division at Michigan’s Department of Environment, Great Lakes and Energy. He said Michigan communities large and small are losing significant amounts of water, mainly tied to industry and population loss.

Experts say needed investment often is deferred because raising water rates to fix systems is politically unpopular, but also because it’s difficult to borrow money and poorer communities often have to spend scarce resources on other needs, such as fire protection and police.

“If the choice is building a school or putting in a transmission main, you build a school,” said John C. Young, a former water executive who helped manage Flint, Michigan’s recovery efforts after its lead-contaminated water crisis. He recently was appointed to oversee the beleaguered Prichard water and sewer department — already shaken by an embezzlement scandal — after it was sued by a bank for defaulting on a $55 million loan.

Struggling cities, Young said, are “kind of between a rock and a hard place.”

LACK OF DATA

Lisa McGuire picked her way past charred remains of the home where she and her husband, Tony McGuire, spent 28 years, pointing out where the living room, bathroom and kitchen once stood.

She rushed home from the hospital where she was visiting her husband last April after a neighbor called her about the fire. She found Prichard firefighters standing there, an empty hose attached to a hydrant. They eventually got water from a hydrant down the street, McGuire and neighbors said, but it was too late.

“I lost everything,” including two dogs that were trapped in the house and now are buried under a tree in the backyard, McGuire said, wiping away tears. “I want to come back home.”

For years, water problems in the neighborhood, called Alabama Village, were obvious, especially when children waded through standing water on their way to school or when water pressure was too low to take a shower, residents say.

Last year, reports from an engineering firm and the Alabama Department of Environmental Management said almost one-fifth of Prichard’s water loss was in Alabama Village, which once had more than a hundred homes but now only has three dozen.

But the city still doesn’t know precisely where the rest of the water is being lost.

In fact, many cities, towns and states don’t know exactly how much water disappears after being treated, or why. It’s called “nonrevenue water” because it’s not being billed, including water used for firefighting and filling municipal swimming pools — or when meters fail or residents and businesses connect illegally. But in many older towns, like Prichard, most lost water is probably leaking from the system, said Young, the court-appointed receiver.

There is no comprehensive accounting of water loss nationally, and no federal regulations requiring communities to control it, said Sinha, the Virginia Tech researcher, who is working with the U.S. Geological Survey on a study to quantify the scope of the nation’s water loss.

About a dozen states require water systems to report losses, including Georgia, where some communities report losses of 85% or more, Sinha said. At first, he thought there had been a mistake, but “Georgia (environmental officials) said, ‘No, that is real.’”

Even smaller losses should be unacceptable, said Sinha, noting some communities that draw and treat their own water don’t regard losses as an emergency because it’s cheaper than fixing leaks. Limiting losses to 10% should be the goal, he said.

“If you are losing 30%, 40% or 50% ... why (is it not) shocking?” he said. “I mean, what kind of society is it?”

In Illinois, communities getting water from Lake Michigan are required to annually report use and loss, but the state has no certified records after 2017, when several places reported significant levels of nonrevenue water — up to 52% in Maywood, west of Chicago.

The state gets an annual water allotment under the Great Lakes Compact, so losses could affect whether additional communities can draw water in the future.

State officials are trying to hire staff to enforce the reporting requirement, while water loss continues to worsen in old and shrinking Chicago suburbs.

“It’s a huge problem because infrastructure is rapidly deteriorating,” said Loren Wobig, director of the office of water resources at the Illinois Department of Natural Resources. “It needs attention and it needs it now.”

FUNDING CHALLENGES

Yet struggling communities with the worst water systems often are at significant disadvantage when it comes to fixing problems.

They can’t rely solely on higher water rates, because shrinking population and industry leave too few customers on distribution systems built for much larger communities. Experts say those who remain usually are poorer and minority residents, who already spend a greater portion of income on water and power, meaning rate increases can trigger more water theft and population loss.

In Prichard, which has lost 60% of its peak population and where many downtown buildings are vacant, water users saw a 22% rate increase last year that hasn’t come close to generating enough revenue to run the system, let alone fix it, said Young, the receiver. He’s conducting an affordability study and established a program to assist residents struggling to pay water and sewer bills.

Adding to the challenges: Costs escalate every year that maintenance and replacement is deferred. But leaders of struggling communities say the cards have been stacked against them.

Prichard Mayor Jimmy Gardner said some loans and grants require recipients to match the funding, which would mean diverting money from other needs.

“I always tell people ... follow the dollars and where they’re going and what communities they are going in, and you will find that in most states ... the underserved and underrepresented communities are not getting those dollars,” Gardner said.

Cities also suffer when their bond ratings are downgraded — sometimes even when they haven’t missed payments — making it more difficult to borrow or repay money for infrastructure fixes. And some have been talked into variable interest rates that hurt them in the long run, said Saqib Bhatti, co-executive director of the Action Center on Race and the Economy.

“It’s really a downward spiral,” Bhatti said. “For cities where the population is shrinking and there are high rates of poverty — predominantly black and brown cities that have historically been underinvested in — it becomes really hard to actually come up with the money for those investments.”

Some communities have faced mismanagement allegations, including in Prichard, where several former Water Works and Sewer Board employees are charged with embezzling money. But the system is so precarious — with an annual operating deficit of $5 million and hundreds of millions in capital improvement needs — that the alleged corruption had almost no impact, Young said.

Despite billions in available federal and state infrastructure grants and low- and zero-interest loans, disadvantaged communities often lack staff, money or expertise to complete audits and engineering reports required of applicants. The Environmental Protection Agency has established a technical assistance program to help.

For Prichard and many other poor communities, state and federal money that doesn’t have to be repaid will be needed to supplement other measures, said Young, who plans to ask the EPA “for as much as I can get” for Prichard.

Jackson, for example, has received $600 million in federal funding. And Michigan recently brokered a proposed deal that includes $70 million to upgrade Highland Park’s water infrastructure, including replacing water mains and service lines. The city, which buys Lake Huron water, had been in a years-long dispute over $58 million in unpaid water bills.

DIFFICULT CHOICES

Angela Adams drives around potholes, past mounds of household debris and abandoned houses, and sometimes through flooded streets to reach her home of 30 years in Prichard’s Alabama Village.

She never considered leaving, even as neighbors died or moved away, roads turned from asphalt to dirt and houses were torn down or burned. Her fondest memories are here, where she raised three children and loves watching squirrels and woodpeckers in her large, fenced yard.

But now, there’s talk of seizing residents’ property and paying them to move to help stem the city’s water loss and create redevelopment opportunities. The city already has banned additional water hookups in the neighborhood, where water has been flowing from a faulty water main into the city’s sewer system, making it difficult to adequately treat waste.

“I’m at an age where I’m planning on retiring. I’m too old to go buy another house,” said Adams, 59, who said a leaky city water line flooded her back yard last year. “All I want to do is sit on my front porch, drink my coffee and mind my business like I’ve been doing.”

Advocates for moving residents include the mayor, who said it could allow the city to redevelop the area, perhaps to store shipping containers for nearby ports. Developers have expressed an interest, but “if we move someone, we need to make sure we’re placing them somewhere ... where they can continue to live a wholesome life.”

The idea of moving is particularly infuriating to residents who say they were never told about the extent of water loss even as utility bills climbed, or about health risks from low water pressure, said attorney Roger Varner, who filed a class action lawsuit on behalf of city residents. They shouldn’t lose homes, some in families for generations, because of lack of investment and mismanagement, he said.

“Those are the ones who have been wronged the most because they’re saying, ‘Wait, wait. I pay my water bill, I paid off my home, I’ve got every right to be here and you’re telling me because you haven’t done your job I have to ... move?’” said Varner.

Even so, Young, who now oversees Prichard’s water and sewer system, said moving residents from Alabama Village — built more than 80 years ago to house local shipyard workers — must be considered to save money and possibly generate revenue. He’s also exploring whether a private company might partner with Prichard to run the system, whether the nearby Mobile Area Water and Sewer System might take it over, or whether a treatment plant could be built so the city could draw and process its own water.

Shrinking water infrastructure is rare because of logistical challenges and because neighborhoods most likely targeted often are majority African-American areas that saw little investment, said Joseph Schilling, senior researcher at the Urban Institute.

“In places like Flint, where the whole city was traumatized by environmental injustices, it’s hard to talk about decommissioning infrastructure,” said Schilling. “When you have a long legacy of environmental injustice, racial segregation and exclusionary zoning, any new initiatives have to be done with the community.”

But struggling cities also resist talk of downsizing water systems because they hold out hope industry and residents will return, said Oswald from the Michigan environment department.

“You don’t want to cast doubt on those kinds of grandiose plans but, I mean, we’ve got systems that have 300 percent more capacity than the water they deliver,” he said. “It’s hard to maintain that, and at the end of the day it’s the poor ratepayers who wind up having to subsidize it.”

Young said fixing water infrastructure in America’s struggling cities will take much more money and won’t happen quickly.

“Because you’ve underinvested in this system for decades and decades ... it’s going to take decades to bring it back,” he said.
