Harrogate's roads come under the domain of North Yorkshire County Council, and the area has seen a steady decline in fatalities and injuries caused by road traffic accidents since 2009. The total number of casualties has reduced from 2438 in 2009 to 1896 in 2018. Out of these, 230 of them resulted in a fatality in 2018, with additional 369 suffering serious injuries. The total number of people killed or injured in 2018 stood at 599.

Though the number of casualties saw a considerable drop, the region still has some of the most dangerous roads in the country. The A1(M) and A629 around Harrogate are amongst the top 10 most dangerous roads in the UK, with 37 casualties in 2018 alone.

In terms of road safety, North Yorkshire County Council undertakes various safety measures to improve safety on the country roads. These include installation of modern safety equipment, improvements to roadside infrastructure, and partnership with local law enforcement to reduce the number of such fatal accidents.

The North Yorkshire Police also tracks the number of collisions and other potential risks on the county roads and implements appropriate strategies to address them. The changes in road designs and regulations have helped in creating a safe and smooth driving experience for all road users.

Wetherby Road, Harrogate, traffic updates as huge queues with vehicles at a standstill - recap

Traffic on a busy Harrogate road has come to a standstill this afternoon with dozens of vehicles queuing to enter a tip.

There at least 15 minute queues on the approach to the household waste and recycling centre in Wetherby Road with vehicles crawling along the road to enter the establishment.

One eyewitness said Wetherby Road was "backed up to the Empress junction" with cars "waiting to get into the tip".

3.50pm update

Congestion on Wetherby Road has worsened again. Delays are back up to to at least 10 minutes beyond the usual heavy traffic at this hour.

3.10pm update

Wetherby Road has mostly settled to its usual afternoon state. Traffic is slow but delays above and beyond usual traffic have subsided.

Avoid recycling centres over Easter, council pleads

North Yorkshire County Council have issued a plea to residents across the county to avoid recycling centres where possible.

The council said: "We expect HWRCs to be very busy this weekend so we're asking you to consider if you really need to make the trip or if you can wait til a less busy period."

The recycling centre on Wetherby Road is responsible for much of the heavy traffic residents experience getting in and out of Harrogate on a daily basis.

Congestion on the A661/Wetherby Road is slowly easing. A crash that occured around four hours ago appears to be responsible for the traffic. Delay in the stretch of road between Harrogate District Hospital and Wetherby Road Sainsbury's are currently around seven minutes.

What is happening?

There are huge queues on approach to the tip in Wetherby Road, Harrogate, with vehicles having to queue for at least 15 minutes to enter the site.

Cars at a standstill on the road and there is heavy congestion in the area.

'Safe travel window' is over in Sierra Nevada as major snowstorm gets underway

Snow began falling in California’s Sierra Nevada on Thursday and was expected to continue through the weekend, forecasters said as the mountains faced up to 10 feet of snow from a winter storm.

“Your safe travel window is over in the Sierra — best to hunker down where you are,” the National Weather Service in Reno, Nevada, which covers parts of California that include Lake Tahoe and Donner Pass, said on X.

The danger of avalanches at all elevations in the eastern Sierra was expected to rise to high Friday, the weather service said.

“By late afternoon, increasing snowfall and strong to extreme southwest winds will build dense slabs at all elevations. Conditions will continue to deteriorate overnight and throughout the weekend,” the Eastern Sierra Avalanche Center said in an alert.

The center issued an avalanche watch until 7 a.m. Sunday.

By the time the storm is over Sunday, Donner Pass — named for the ill-fated expedition that became stranded by snow in the 1840s — could get between 5 and 10 feet of snow.

The weather service in Sacramento said conditions along the Interstate 80 were deteriorating overnight, with increasing snowfall and winds. "Travel is *HIGHLY* discouraged!!" the service said on X.

A blizzard warning was in place for the area, including Lake Tahoe communities, until 10 a.m. Sunday. The weather service warned that blizzard conditions were especially likely from Friday evening to Saturday morning.

There could be whiteout conditions with zero visibility, the weather service said.

South Lake Tahoe, which has a population of around 21,000, said workers used an anti-icing treatment for roads and recommended against travel.

"The forecast for Heavy Snow is holding and it’s looking pretty grey out there!" the city said on Facebook Thursday.

South Lake Tahoe police told outsiders to stay away.

"If you live here, please take time to get supplies and be ready. If you’re from out of the area, we don’t recommend travel to the Lake Tahoe region this weekend. Please heed these warnings and stay safe," the police department said on social media.

Thursday night blizzard warnings covered a swath of eastern California bordering the Nevada state line, from the tiny community of Bieber south to Mammoth Lakes and other areas.

The number of people affected was estimated at more than 555,000, and included areas of eastern Nevada, which also had blizzard warnings, according to the weather service .

The National Parks Service advised visitors to leave Yosemite National Park by Friday afternoon and not to return until Sunday.

5:50 p.m.: Thousands of PG&E customers lost power in Fairfield on Saturday afternoon, according to the company's outage map.

As of 5:40 p.m., 760 customers are affected by the outage.

The outage map says the outages are weather-related.

5:00 p.m.: KCRA 3's Carolina Estrada was at the start of the I-80 closure in Colfax where drivers are being asked to turn around. Chain controls are in effect on Highway 50 in the Sierra

1:15 p.m.: KCRA 3's Dirk Verdoorn says to expect more rain showers throughout the Valley by Saturday evening.

11:30 a.m.: Interstate 80 is still closed from Colfax to Nevada Stateline. Caltrans told KCRA 3's Erin Heft that while the highway is closed to the general public, first responders are allowed on I-80.

10:13 p.m.: KCRA 3's Orko Manna spoke to travelers who have been stuck on I-80 after spinouts forced the interstate's closure. One man said he thought he could make it up the mountain in time. Another woman said she didn't realize it would be snowing.

10:12 p.m.: Chief meteorologist Mark Finan says sustained winds at the top of Alpine Meadows range from 80-100 mph with some gusts over 150 mph.

2:57 p.m.: Traffic has been released on I-80 after an earlier closure, Caltrans says.

2:51 p.m.: PG&E says there was a power outage at 2:13 p.m. that impacted 886 customers in Placerville. Power was restored to 182 of those customers at 2:30 p.m. Crews are working to troubleshoot the issue.

6:43 a.m.: Palisades Tahoe said it would close all of its lifts at Palisades and Alpine due to heavy snow and wind gusts of over 100 mph.

6:40 a.m.: Lake Tahoe Unified School District announced it would close all of its schools on Friday due to inclement weather.

6:12 a.m.: The California Highway Patrol said conditions worsened overnight at Donner Summit, causing heavy traffic congestion.

10:20 p.m.: The Way Too Cool 50K trail run in El Dorado County has been canceled because of the weather conditions. It had been planned for Saturday.

10:15 p.m.: Traffic was temporarily delayed on I-80 as crews responded to reports of a traffic collision on the Central Truckee offramp, according to California Highway Patrol online logs. No injuries were reported.

6:15 p.m.: A semitrailer was rear-ended as at least one passenger was putting chains on the wheels on the eastbound I-80 near Cisco Road onramp.

6 p.m.: A blanket of snow hit Meyers along Highway 50. KCRA 3's Maricela De La Cruz was there to describe the sudden change in conditions.

4 p.m. : Chain controls are in place along I-80 in the Sierra. KCRA 3's Deneeka Hill is in Kingsvale and says some drivers are losing their chains while traveling up the road.

3:45 p.m.: Yosemite National Park says it will be closed from midnight all the way through Sunday at noon, if not later, due to the storm.

Anyone visiting the park is being asked to leave as soon as possible and no later than Friday at noon.

12:30 p.m.: KCRA 3's Maricela De La Cruz was at Sierra-at-Tahoe, which decided to also close today along with closing Friday.

Ski lifts were not moving, and some people could be seen leaving. The resort's general manager told KCRA 3 that he would play opening and closing by ear each day based on conditions.

11:25 a.m.: These are chain controls as of this writing, according to Caltrans.

Interstate 80

Eastbound — Chains are required for all four-wheel-drive vehicles with snow tires on all wheels from Kingvale in Placer County to Truckee in Nevada County.

I-80 in this direction is closed to all big rigs due to an overturned big rig at Donner Summit blocking lanes. Caltrans recommends drivers choose an alternate route.

Westbound — Chains are required for all vehicles except four-wheel-drive vehicles with snow tires from Kingvale to roughly five miles west of Kingvale.

Trucks are being screened five miles west of Reno at Mogul. Drivers must have chains in their possession to proceed.

No traffic restrictions at this time.

10:58 a.m.: The California Department of Water Resources announced the findings of its third Phillips Station snow survey of the season.

9:30 a.m.: KCRA 3's Melanie Wingo was at the Foothills along Highway 50, where people stocked up on supplies ahead of the snowstorm.

8:40 a.m.: Sierra-at-Tahoe plans to either stay open or closed depending on snow conditions. General Manager John Rice talked about his plans for the safety of guests and staff.

7:36 a.m.: An overturned big rig has eastbound Interstate 80 shut down. Officials said speed was a factor, and chain controls were not in effect at the time. The estimated time of reopening is 1:15 p.m.

6:30 a.m.: The California Department of Water Resources is doing its third snow survey Thursday morning, a day early because of hazardous snowy conditions forecast on Friday.

'Utter devastation;' Texas wildfires destroy at least 400 buildings so far: Live updates

Hundreds of structures have been destroyed by the largest wildfire in Texas state history , which continued to rage Friday as forecasters warned more dangerous weather is coming this weekend.

The Smokehouse Creek Fire has already torn through over 1 million acres of land. It is just one of several wildfires burning in the Texas Panhandle and across state lines into Oklahoma.

Rain and snow that fell Thursday helped firefighters get more of a handle on the massive inferno, which was 15% contained on Friday, up from 3% the day before, according to the Texas A&M Forest Service .

"Most of the fire received some precipitation yesterday and there was no fire growth," the forest service said.

Gov. Greg Abbott said in a news conference Friday afternoon that between 400 and 500 structures burned down, according to early assessments, but investigators are still working to determine the true toll.

"When you look at the damages that have occurred here, it’s just gone, completely gone. Nothing left but ashes on the ground," Abbott said. "Those who are affected by this have gone through utter devastation."

Two women have been reported dead in the wildfires, but officials haven't yet done a thorough search of burned areas to look for victims. A handful of firefighters also suffered injuries, including three who were treated for burns and released from hospitals, said W. Nim Kidd, chief of the Texas Division of Emergency Management.

President Joe Biden, in Texas on Thursday to visit the U.S.-Mexico border, said he directed federal officials to do “everything possible” to assist fire-affected communities, including sending firefighters and equipment. The Federal Emergency Management Agency has guaranteed Texas and Oklahoma will be reimbursed for their emergency costs, the president said.

“When disasters strike, there’s no red states or blue states where I come from,” Biden said. “Just communities and families looking for help. So we’re standing with everyone affected by these wildfires and we’re going to continue to help you respond and recover.”

More fire weather expected this weekend

A round of light rain and snow fell in the area on Thursday, giving firefighters more favorable conditions to battle flames. But the relief was only short-lived as forecasters warn of increased fire danger starting later Friday.

The National Weather Service in Amarillo, Texas, said Friday that "elevated fire weather conditions" were expected to develop by afternoon in the western and southern Texas Panhandle, with critical conditions developing Saturday and lasting through Sunday night.

"We face enormous potential fire dangers as we head into this weekend. No one can let down their guard. Everyone must remain very vigilant," Abbott said Friday afternoon.

In the Texas Panhandle, where the Smokehouse Creek Fire and others are burning, the land is flat, grassy and brush-filled, giving any fires that do start ample fuel to burn.

On Saturday, the grass will be very dry, winds will bring up to 40mph gusts and humidity will be under 10%, the weather service said, warning people not to engage in any activities outdoors that could spark flames.

"Over a million acres have already burned – please don't make it worse," the weather service in Amarillo said.

2 women identified as fire victims

Officials said one woman died Thursday morning of injuries sustained on Tuesday from the fire. Cindy Owen was driving in Hemphill County, south of the town of Canadian, when she encountered fire or smoke, according to Department of Public Safety Sgt. Chris Ray. She got out of her truck and was overtaken by flames. A passerby found her and called first responders, who took her to a burn unit in Oklahoma, where she later died.

Owen's sister-in-law told CNN that she had been on a video call with family members when she was caught in the fire, and family members scrambled to find help.

“She basically couldn’t breathe, and she evacuated the truck and tried to run for safety and didn’t make it,” Jennifer Mitchell said. “So she was found with burns, and it was about 90% of her body.”

“She was everybody’s friend, and everybody knew her,” Mitchell said. “There’s nothing bad to say about her. She was the best person ever.”

The other victim was identified by family members as 83-year-old Joyce Blankenship, a former substitute teacher. Her grandson, Lee Quesada, said deputies told his uncle on Wednesday that her remains were found in her burned home.

Thousands of cattle killed in Texas blaze

The record-breaking fires that scorched miles of land in the Texas Panhandle have also killed thousands of cattle, officials said this week.

"Over 85% of the state’s cattle population is located on ranches in the panhandle," said Texas Agriculture Commissioner Sid Miller. "There are millions of cattle out there, with some towns comprising more cattle than people. The losses could be catastrophic for those counties."

Miller estimated thousands of cattle have died from the fires, and those severely injured will have to be euthanized.

The Texas Department of Agriculture is seeking donations for its State of Texas Agriculture Relief Fund, or STAR Fund, to assist farmers and ranchers in the Panhandle.

Miller said individual ranchers could suffer devastating losses, but he predicted the overall impact on the Texas cattle industry and consumer prices for beef would be minimal.

Texas' largest fires in history

Before the Smokehouse Creek Fire took the title, the largest fire in Texas state history was the East Amarillo Complex fire. The fire ignited in Hutchinson County on March 12, 2006, and blazed through more than 907,000 acres, according to the  Texas A&M Forest Service .

It also caused 13 fatalities, making it the deadliest in the state's history.

Historically, slightly more than  1% of the state’s land  has burned each decade since 1984. Climate models  project an increase  as soil and vegetation become drier by 2100.
