Procedure [ edit ]
Apply In-Person:
- Respective tourism department will publish advertisements for seeking expression of interest from the farm house owners to register for Farm Tourism (Green Farm) Scheme. The eligible farm owners shall also apply for registration of Farm Tourism (Green Farm) Scheme as appropriate.
- Contact Link
- The applicants shall follow the instructions provided in the advertisement and they can get the clarity from the contact number provided in the advertisement. Also, the contact details provided in the above link will be helpful to get clarification.
- The applicant shall call up the contact numbers to know the appropriate office to apply in person.
- Please visit the respective office (Directorate of Tourism) and obtain the application form to apply, or write on a plain A4 sheet as advised or follow the authority’s guidelines.
- Please complete the application form. Attach the required documents as per the “Required Documents” section of this page along with the applicable fee as per acceptable norms. Please enclose a checklist of available facility and submit it to the designated receiving authority in person.
- On receiving the application, the concerned authority will check the application details and documents.
- If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for future reference.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile number. Please keep track of the notification.
- This application will be processed further. The department will forward the application to an inspection committee of the tourism department.
- On a scheduled date, the committee will inspect the farm house. The inspection is carried out to check the maintenance, cleanliness, hygiene, facilities, infrastructure, safety and security arrangements.
- Once the inspection is completed, the committee will recommend its observation in the checklist form for approval and registration of the farm to the licencing / registering authority.
- The registering/licensing authority will evaluate the application, committee’s inspection report, police verification report and other documents that are submitted to decide on the grant of licence or permit for the farm tourism.
- The status, viz. approval, will be conveyed to the applicant through a “SMS” or as per applicable norms.
- The applicant shall follow the notification to get the registration certificate.
- The certificate can be hand-delivered or sent through post or delivered as per applicable norms.
- The whole process shall be completed within 15 days or as per the advised time period.
- Please refer to the “Fees” section for more details on fee requirements.
- The department also provide an incentive to the tune of 25% for the additional specified facilities targeting exclusively at the tourists, subject to a maximum of Rs. 5.00 lakhs.
- Once the project in approved by the concerned committee, the subsidy will be given to the units.
- Please follow the notification and guidelines of the department.
- The registration certificate can be displayed at the reception / office of the farm.
- The registered farm owners may use the term “Registered with Tourism Department, ‘State name’.” on their sign boards or on their other printed materials.

- FMB copy of the proposed land
- Educational certificate of the applicant as applicable
- Approved layout of the farm house
- At least 20 photos of property and rooms

- Land records including registered sale agreement, patta, chitta, etc.

Eligibility [ edit ]
- Applicant should be a citizen of India.
- Those who are 18 years and above are eligible to apply.
- Minimum 10 acres of farm/50 acres of plantation is essential to apply.
- The land should be free from encumbrances, litigation and attachments.
- The ownership of land should be in the name of the applicant.
- The land should be cultivable.
- The applicant should not have any criminal case pending against them
Fees [ edit ]
- Fee information and other charges can be obtained directly from the department office while applying.
- The applicant must pay requisite application fee Rs.5,00 or the applicable amount as appropriate.
- The fee can be paid through demand draft (DD) or as per the acceptable mode.
Validity [ edit ]
- The registration will be valid for 5 years or as per the validity mentioned on the registration certificate.

- The applicants should ensure that the information and documents provided are correct and authentic.
- The applicant should make sure that the construction of the building in the farm stay is structurally safe.
- Any change in the ownership of the property should be notified to the concerned authority within 7 days or 30 days or as per the timeline as applicable.
- The department will cancel the registration of farm tourism, if found to have violated any terms and conditions of the scheme.
- The owner of the farm should provide medical and transport facility to the guests/tourists in case of emergency.
- Incomplete application will be rejected.
- Do not submit fake documents as a proof to get registered.
- Avoid spelling mistakes while filling the application form.

A LITTLE ABOUT US
Govt. Hi-tech Dairy Farm and Farm Tourism Centre is spread across 106 acres of land on the banks of Kallada river about 5 KM. from Punalur Town in Kollam District.
Govt. Hi-tech Dairy Farm, Kuriyottumala, one of the largest livestock farms of Animal Husbandry Department, Kerala, was started as a dry stock farm in 1962. Dry cows and heifers of farmers were received in the farm and returned after conception. Buffalo rearing started in July 1982 and farm was renamed to Buffalo Breeding farm. Later on dairy cattle, goat and rabbit rearing were introduced. In 2017 farm was coverted to Hi-techDairy Farm.
Currently the farm houses nearly, 600 heads ofcross breed cattle, a few native dwarf/cattle, various breeds of goat & rabbit, ostrich, emus and horse. Under the guidance of Kollam Jilla Panchayath the fram is exploring the possibility of tourism.

Kerala Agri Tourism Network-Farm Tourism: Responsible tourism gets a boost in Kerala! State Tourism Minister PA Mohammed Riyas launched the Kerala Agri Tourism Network-Farm Tourism on Tuesday. The initiative is a part of the well known Responsible Tourism project in the state. It aims to make sure that the agriculture community is able to reap monetary benefits by linking agricultural activities like farming to tourism, according to a report by news agency PTI. Along with this, a state-level training programme was also inaugurated by the minister to yield skilled manpower for strengthening farm tourism.
This would also help aid the tourism sector which is still reeling under the severe impact of the COVID-19 pandemic. He also said that Kerala Tourism will now be collaborating with local self-government bodies over the next five years in order to identify a whopping 500 new destinations, in achieving which the Responsible Tourism Mission would play an important role.
During the launch, the minister said that the projects related to tourism in Kerala focused on helping the local communities benefit from them, and that the tourism department was aiming to tap the possibilities of tourism in the entire state. He also stated that in several countries, citizens have shown their responsible nature by showcasing their areas in sustainable manners, and this has substantially led to these countries being successful in tourism sector. He further said that citizens of an area must take pride in their local surroundings, and take up the responsibility of keeping it safe as well as hygienic.
Talking about the Kerala Agri Tourism Network-Farm Tourism, Riyas said that it would help in letting foreign tourists as well as the new generation know about the farming culture in the state. Tourism, he said, can also to an extent help in tackling the issue of unemployment.
Under the project, 5,000 homestay farms as well as 500 farm tourism units would be set up by the authorities by the end of March 2023, and it would be done in a manner to ensure that the farming practices are not harmed in any way.

RESTRUCTURING FARM TOURISM POLICY FOR COMMUNITY DEVELOPMENT IN KERALA

Post Covid19 situation has a negative impact on tourism resources and tourism markets world over. The purpose of this research paper is to restructure farm tourism policy for community development in Kerala and in various states of India and outside that use farm tourism as an addition source of income. The content of farm tourism policies of these States and Countries is used mainly as inputs for the study. The Covid 19 situation being so unpredictable, it appears that it is not possible to resume mass tourism and it will continue to be so in the near future. Still, farm tourism stands to grow exponentially in this fluid situation as it being the best form of tourism that can be implemented complying with the Covid19 protocol in Kerala. Kerala might become the ideal farm tourism destination in the days to come if tourism and agriculture departments join hands in restructuring Farm Tourism Policy for Community Development. The current Post Covid19 period, it seems, not an encumbrance but rather an opportunity for the farm tourism industry as far as Kerala is concerned.

India as a tourist destination is the magnum of diversity. It is said that real India resides in villages with cultural diversity and traditional authenticity. The sudden outbreak of COVID-19 has brought this sun rising industry to its knees by shutting down all the tourism vertical with loss of almost 50 million jobs globally. The United Nations World Tourism Organization has declared this year theme as "Tourism and rural development" on World Tourism Day 2020 that highlighted that rural tourism has the potential to recover from the repercussions of the COVID-19 pandemic. The main purpose of the paper is to research the potential tourists' attitude towards rural tourism experience, attractiveness, facilities, problems, etc. in India. Further, the paper analyzes the social-economic and environmental impact of rural tourism development during the pandemic situation in the country. The primary data has been collected from 218 respondents during October 2020 through an online (Google form) questionnaire (multiple response data) by convenience sampling technique of data collection. For data analysis, descriptive statistics and cross-tabulation is used in the study. The research findings would help the stakeholders of the tourism industry to further improvise their strategies and policies according to the requirements and desires of potential tourists of rural India in the post-pandemic scenario.

Kerala tourism has won several national and international recognitions, mainly due to the region’s picturesque beauty and state’s responsible tourism projects. Based on the tourism policy documents of the central and state governments, the Kerala tourism model is acclaimed as one of the most liberalised tourism models with the private sector leading tourism development and the state acting as a facilitator rather than a regulator. Kerala government’s tourism expenditure is one among the highest in the country. Tourism constitutes 10 per cent of Kerala’s GDP, as per official statistics, and reportedly contributes around 23.5 per cent to the total employment in the state. This study, however, shows that most of the claims made by the government about Kerala tourism are inflated. Though found to be highly unsuccessful and ineffective, the government has spent a significant amount of money on government-run tourism services. The government plays the role of the lead provider of accommodation facilities and is in complete charge of tourism promotion and marketing. At the same time, the potential of innovative products like home stays and houseboats is not tapped for lack of incentives to the entrepreneurs. This study shows that though the government policies were investor friendly in paper, they were actually harming the investors rather than promoting them. Kerala’s international tourism sustains on visitors from a few countries, while domestic tourism is dependent on tourists from within the state, despite the huge spending on tourism promotion by the government. The claims of the economic advantages of tourism are based on unreliable statistics, along with an all-inclusive definition of tourists, which do not come under the realm of the state’s tourism policy. The study shows the need for the government to act as a facilitator by providing the basic infrastructure conducive for tourism and allow the private sector to play the lead role in tourism promotion and development. Tourism promotion and marketing should be the responsibility of the private sector, which will help in implementing innovative marketing methods for attracting international tourists from more countries and domestic tourists from other states. This will help in exploiting the natural potential of Kerala tourism rather than placing artificial constraints on tourism development in the state through government interventions. The study demands a reliable procedure for collating the tourist database in the state that distinguishes tourists based on the type of visa and purpose of visit. The economic impacts of tourism should be analysed using this database for getting a reliable picture in this regard.

The Maharashtra government had declared the new "agri tourism policy" On 28 th September 2020 which emphasizes the significance of agri tourism advantages for supporting rural financial growth especially sustainable entrepreneurship opportunities for rural women.The main goal of this newly introduced policies to earn 10 per cent per annum income in the tourism sector and achieving 15 per cent share of tourism sector in the state's gross domestic product income. It aims to create one million jobs in this sector till 2025. The paper provides detailed information on newly introduced agri tourism policies .This research paper highlight the Role of State Level Maharashtra agri Tourism Development Committee and helps to know the various benefits provided by Government to agri tourism center.About 55 to 60 % of the people are directly dependent on farming and allied activities. Rural Horticulture, dairy farming, goat and sheep rearing, poultry for the development of farmers in the area. Rearing, silk industry, beekeeping, fisheries etc. are the various allied activities in agriculture sector. Considering this, agricultural tourism can be boosted in rural areas. In the state to provide supplementary occupations to the farmers and to provide peace and prosperity to the urban tourists. Maharashtra government's agro tourism policy is designed at enlightening rural employment, mainly for women and youth. The plan will also provide the essential enhancement to popular and traditional arts, as it will allow visitors to experience rural life situation up close.

Organic food farming and rural tourism has been emerged as an impressive niche concept in recent days. It contributes a real happiness in the life of humans and other species. Some of the corporate houses have shown a deep interest in organizing MICE (Meeting, Incentive, Conference/Convention and Exposition/Exhibition/Events) into rural areas. Common people are almost frustrated with hybrid food products and polluted environment in surrounding and Corona(covid19) like pandemic has already engulfed thousands of people and infected millions. Therefore, they are big market for organic food and rural tourism. These people can be motivated to enjoy weekends in nearby rural destination. Few generations ago, in the 1930's, approximately 45% of Americans lived on farms. This demographic gradually but steadily declined as people migrated to urban centers, and over time, to suburbs. Today, people who claim farming as their principal occupation has come down to minimal and the same period of time the US population has more than doubled, and demand for agricultural products has increased accordingly. The country like Ethiopia and India have already developed organic farms and most of the farmers are involved in organic type of farming. Sikkim a state of India has done tremendous in organic food farming. The present paper focuses on changing dimension of tourism and its sustainable approach. It emphasized on bringing people and corporate both to nature to avail its originalities. It also focuses on mutual benefits of farming(agricultural) and non-farming activities(tourism). It also focus on Corona (covid19) pandemic which is a result of concentrated growth of town and shifting patterns of people. New venture need to be created on the basis of suggested framework and model. Land using and settlement pattern should be mapped to develop rural tourism activities.

We believe that any rural tourism development plan needs to focus on sustainable development and take into account the priorities and needs of local people. This paper emphasizes the need for sustainable forms of tourism by outlining the possible socioeconomic , cultural and environmental impacts of current forms of Rural Tourism. The paper first explores the meaning of terms such as Rural, Rurality and Rural Tourism. It focuses on the genesis and growth of Rural Tourism, Rural Tourism in India, impacts of Rural Tourism and the need for sustainable Rural Tourism.The Tourism Department, Government of Assam in North East India, recognizing the value of tourism as an economic development tool, wanted support in developing adventure tourism responsibly and sustainably. With tourism to India growing at 13.5% per year, state policymakers saw the opportunity to draw more visitors to Assam, but were concerned about preserving important cultural and natural resources.It is clear that rural areas are an integral part of the modern tourism experience. It is a fact that in reality many forms of rural tourism are unable to conform to the guidelines of sustainable development. However with timely, accurate research and dissemination of information, proper planning, implementation and monitoring of policies as well as working towards strengthening of institutions will contribute towards the processes of achieving the principles and values of sustainable tourism in rural areas.

Agri-tourism is the latest concept in the Indian tourism industry, which normally occurs on farms. Agri-tourism is a form of agricultural multi-functionality it gives you the opportunity to experience the real alluring and authentic contact with the village life, taste the local veritable food and get familiar with the many farming tasks during the visit. It provides you the welcome break free from the daily busy and hectic life in the peaceful village environment. It gives you the chance to relax and reinvigorate in the pure natural environment, surrounded by splendid setting. It gives you the chance to see the real India and have the experience on the farm stay holidays. Many Indian farmers especially from Pune and Maharashtra currently involved in or are considering the use of agri-tourism as a mode of diversifying their farm operations. How they will achieve this is the challenge. The overall potential for agri-tourism can only be achieved if strategies to address and overcome their challenges are developed and implemented. This paper is an attempt to identifying the potential of agri-tourism in India by highlights major challenges in this issue with some useful recommendations.

India is an Agricultural Country and the majority of people are living in villages and dependent mostly on agricultural income. Agriculture sometimes fails due to natural calamities and no sufficient rains etc. Our Father of Nation Mahatma Gandhi said, "The Soul of India lies in villages!" Tourism has been a dynamic industry growing continuously and providing employment opportunities for many. Rural tourism has become a part of Alternative tourism now. Eventhough various types of tourism are being promoted in India, still rural tourism has not been explored fully, especially in Tamilnadu with so many villages, agriculture with ancient cultural values, festivals and traditions provide unique tourism products for the offer to the tourists. This study aims to bring out the potential tourism products of our villages in Tamilnadu so that tour operators and tourism departments can promote rural tourism to foreign and domestic tourists from the Northern part. The study brings out the important villages in Tamilnadu with Unique tourism offerings that need to be properly promoted by tourism stakeholders and DMO`s. Rural tourism can provide additional income for the villagers, proving employment for the youth by training them and improve the overall economy of the villages. The study makes some suggestions to the tourism department for the promotion of rural tourism in Tamilnadu. Sometimes many villagers are suffering without any income and they can do many things related to tourism promotion and offerings like rural handicrafts, toys, etc. The study is based on secondary data and a structured interview with identified people in villages and also tour operators.

Farm tourism, the alternative forms of tourism is continuously growing. Tourists now seek peace and want to explore natural sites and interact with the local community. Through farm tourism, they get chances of learning the cultivation practices and are acquainted with the lifestyle of rural people. Farm tourism is beneficial for both the farm owners/farmers and the locals who get employment and other advantages. Haryana, the northern state of India is famous for its agricultural practices. Eighteen farms in the six districts Faridabad, Gurgaon, Jhajjar, Rohtak, Karnal, Mewat are identified by the government of Haryana. The objective of the study is to explore the potential of farm tourism in Haryana. The study is based on secondary data. It was found that the farm owners are well facilitating the guests. AC rooms, suites halls, deluxe rooms and cottages, conference rooms, a banquet hall and ample open area for theme parties are offered to the guests. Ample opportunities are provided to tourists to participate in local games, walk around nature and observing the farm practices.

The 'God's Own Country', Kerala is a destination ideally created for Farm Tourism. Being an agricultural state, Kerala has many opportunities to explore farm tourism. Nothing has to be created here. Naturally they exist and naturally they can be promoted. Some of the places which boast for farm and plantation tourism are:
Farm tourism and spice tourism goes well at Idukki. Said to be an integral part of ecotourism,Farm tourism is seen to be more in Kumily in Idukki. Farm tourism here is helping the farmers to increase their income by promoting tourism activities. They can also market their products through farm tourism.
Usually tourists are more interested on organic farming, where one can get fresh vegetables and other products. Everything will be natural, that means chemicals will not be used at all. Visiting farms and buying products are some other activities, which is common here. That seems to be a pleasant experience.
Idukki is famous for spices like pepper and cardamom. Rubber, coffee and coconut are other important crops. Along with these products, vegetables also play an important role in developing farm tourism in Idukki.
Wayanad is a high altitude district, which is favourable for the cultivation for plantation crops and spices. The major crops at Wayanad are coffee, tea, cardamom and rubber. Interestingly here one can see coffee based farming system. Coconut and ginger cultivations are also common here. As per reports, paddy field is around 22,772 hectares.
Wayanad is famous for organic farming. Wayanad always attracts the tourists to its beautiful farms which is free from all types of chemicals. This is to maintain the untouched nature here. The crops include arecanut, pepper, vegetables, tuber crops, drumstick, papaya etc. Tourists also get a chance to buy organic products from Wayanad. They also have different opportunities like:

- A tour to these plantations
- Feeding of farm animals
Agriculture is considered to be the main occupation of people in Palakkad. Said to be the 'Granary of Kerala', Paddy, Coconut, Rubber, Pulses, Areca nut, Tapioca, Ginger, Groundnut, Sugarcane, Cotton etc are cultivated here. There are lots of agricultural farms in Palakkad, which are initiating the production of agricultural products in this district. They are:
- Horticultural Development Farm in Malampuzha
- Orange and Vegetable farm, Nelliampathy
- Integrated Seed Development farm, Erthempathy
- Central Orchard, Pattambi
- State Seed Farms in Aalathur, Kunathur, Kongad, Ananganadi and Muthalamada
Palakkad is famous for the unique 'Navara grain'. The famous 'Navara Organic Eco Farm' is placed near Chittur. The 18 acres land in Palakkad is a bast spot for farm tourism. Apart from 'Navara grains', one can also find here other crops like mango, pomegranate, medical herbs and bamboo. It is family run farm, more than hundred years of old. Around 8 visitors can visit this farm at a time. Also enjoy tasty dishes from here.
One of the specialty of Kuttanad is that here we can see farming below sea level. The land is cultivated twice in a year. The harvest season of Kuttanad is filled with fun and celebration. It is one of the few places which is still following traditional system for agriculture practices. They still use traditional water wheel and box made of wood.
In order to promote agriculture in 'Kuttanad', the government has initiated an integrated farming system. This includes revival of farming, ecological rehabilitation and enhancement of the livelihood. Keralites should be proud that in 2013, the United Nation's Food and Agriculture Organisation (FAO) has granted heritage status for the farming system in Kuttanad. Kuttanad also holds a tag on Globally Important Agricultural Heritage System.
This rich agriculture background of 'Kuttanad' is always attracting tourists to this beautiful place. This also directly and indirectly promotes farm tourism here. Government is also taking major steps to promote 'farm tourism' in Kuttanad.
Pathanamthitta
With all these resources available, Pathanamthitta is one of the major farm tourism destination in Kerala. The land here is divided into three – lowland, midland and highland. Coming to the scope of 'farm tourism', Pathanamthitta consist of three seed farms which consist of vegetable seeds, paddy seeds etc. You can also find here a collection of livestock like ducks, buffaloes, cows, sheeps, fowls, pigs and goats.
The two fish breeding centres of Pathanamthitta is also a place promoting farm tourism. The farmers use to buy fingerlings of labeo, catla, mrigal, rohu and cyprimes from here, thus promoting Aqua Tourism too.
Kottayam is one of the well known commercial centre in Kerala state. Kottayam is also famous for its plantation estates based on rubber plantation. This mountainous district of Kerala is abundant with natural rubber, which makes it one of the wanted destinations for Farm Tourism.

Farm tourism in Kottayam: Enjoy nature, traditional dishes and a rejuvenating holiday
Kottayam boasts of a scenic spot where visitors can experience rural life, relish traditional regional cuisine, enjoy the gentle breeze alongside a river and even learn more about the place.
Tucked away from the town, Vaikom Fish Farm and Aqua Tourism Centre at Thettakom in Vaikom is now witnessing a steady stream of tourists, especially those travelling as families.
Visitors to the farm, which is located on the bank of the Kariyar, a tributary of the Muvattupuzha River, include Indians as well as foreigners. In fact, hundreds of school children from various districts of Kerala visit the farm every day.

Bamboo structures and activities The farm was launched in 2014 by the couple Vipin and Anila and the structures are built with bamboo. It gained popularity within a short time and is now thriving after overcoming challenges such as the floods of 2018 and the COVID-19 crisis.
The spot has a number of attractions and activities for children and adults. It is among the few travel destinations in Kottayam which have effectively utilized the potential of fish farming and tourism.
Vaikom Fish Farm is 25 km from the renowned travel destination of Kumarakom in Kottayam district.
Main attractions The farm is an ideal spot to spend a leisurely evening enjoying the cool breeze. The other attractions include a freshwater aquarium, a museum displaying conches and shells and a park of aquatic plants. Both children and adults find the several colourful fish species at the aquarium interesting.
Among the unique features of the farm are an archery corner, a children’s park, water slide and rain bath. Moreover, the service of guides is available and they explain the details of these attractions to visitors.
Conch museum This museum displays several types of conches. They are of different shapes and colours, making children curious. Some of the conches are poisonous. When a certain species of conch is placed close to your ear, the roar of waves in the sea could be heard.
Fishing Visitors can also try their hand at fishing with a rod at the farm. Pearl spot (karimeen) and tilapia could be caught from the farm and they could be bought at a price of Rs 500 per kg for the former and Rs 200 per kg for the latter.
Meanwhile, fish caught from the river flowing adjacent to the farm could be taken home by the visitors free of cost.
Boating Facilities for a coracle ride, a trip in a traditional boat and canoeing too are available at the farm.
Lunch with fresh fish After enjoying the sights and engaging in various activities, visitors can taste the meals served at the farm. The traditional lunch is prepared fresh based on the preferences of visitors and booking is available to avoid a rush.
All fish varieties served at the farm are from the freshwater. Delicacies include dishes made with prawns, pearl spot, murrel (varal), various types of river fish, clams, chicken and duck. Visitors can also enjoy regular items such as biriyani and fried rice.
Two packages The farm offers two packages for visitors. For Rs 350, a visitor can enjoy the sights at the farm, engage in fishing and other activities and relish a lunch.
The second package includes a welcome drink, lunch, evening snacks, activities, rain bath, coracle ride, canoeing and a trip on the traditional boat. This package comes at a tariff of Rs 1,250. ‘Karimeen pollichathu’, bread and salad are served before lunch under the second package. Duck roast is among the delicacies included in the fish curry meals. Visitors can also enjoy a delicious dessert after lunch.
