Passport Travel Tips
Safeguard your Passport. You must present your passport to the Customs and Border Protection officer upon arrival in the United States. Carry your passport—do not pack it in your checked luggage. We recommend you make a copy of your passport and put it in a separate place as a safeguard in case it is lost or stolen.
Traveling with Children. All children, including infants, must have their own passport or Trusted Traveler Program for U.S. entry. Carry documents for traveling with minor children.
- If you are escorting a minor child without the parents, have a letter from both parents indicating that you have permission to travel with the minor.
- If the child is accompanied by only one parent, the parent should have a note from the child's other parent. For example, "I acknowledge that my wife/ husband is traveling out of the country with my son/ daughter. He/She/ has my permission to do so."
- If a single parent has sole custody, a copy of the court custody document can replace a letter from the other parent.
Western Hemispheric Travel Initiative
The Western Hemispheric Travel Initiative (WHTI) allows six types of acceptable documents required for travel in the Western Hemisphere, i.e., Canada, Mexico, Caribbean, Central and South America.
The goal of WHTI is to strengthen border security while facilitating entry into the United States for U.S. citizens and legitimate international travelers. WHTI makes the traveling process more efficient and convenient.

Regular passports

If you thought all U.S. passports were the same, think again. There are actually five types of U.S. passports, but the majority of passport holders will have just one. The most common type of passport is a regular passport, which most U.S. citizens can apply for, although less than half of U.S. citizens have one.
While most qualify only for a regular passport, it may be helpful to know what other types of U.S. passport options are out there. Perhaps one day, you’ll become a diplomat or hold an official government or volunteer job where you can acquire one for free.

This passport is the navy blue standard that is used for most types of travel. If you are studying abroad, taking a family vacation or traveling for work, you'll likely carry this type of passport.
The standard option includes 28 pages, but for those that travel frequently, it is possible to request a double book with 52 pages.
To apply for this type of passport, typically called a Type P passport , applicants must provide original or certified proof of U.S. citizenship (like a birth certificate) as well as a passport-size photo and photo identification.
These passports are valid for 10 years for most. For those who apply under age 16, these books are only valid for five years.
If you have changed your name (due to marriage or divorce, for example), additional documentation may be required.
U.S. nationals, those born in American Samoa or those born on Swain Island, are also eligible for this passport.
While it can take typically between six and nine weeks to get a U.S. passport, there are faster ways to get one. Applicants can use an official passport office to apply and pay for expedited service or use an independent expeditor service that handles much of the formality on the traveler’s behalf (although for a higher fee).
There is a subset of regular passport types that are issued for no fee. These are valid for five years and available to employees of the American National Red Cross, Peace Corps volunteers and members of the Department of Defense.

For those who qualify, an official passport is meant for those who work for the U.S. government and travel on official business. If approved by the Department of State, the main passport holder can also request official passports for a spouse and immediate family members.
To apply for this type of passport, applicants must go through the Special Passport Issuance Agency. While there is no fee required for this type of passport, appropriate documentation for eligibility must be shown.
These passports have the words Official Passport on a maroon cover to help them stand out from the rest. Unlike regular passports, these are only valid for five years and can only be used for official government business. A personal or leisure trip is not eligible.
Foreign service officers or those performing diplomatic duties on behalf of the United States overseas are eligible for this passport. A diplomatic passport, with a black cover, is only eligible to be used when on diplomatic business, which is why these passport holders almost always have a second regular passport to use when not serving in a U.S. diplomatic role.
These can only be used when on diplomatic missions, which are subsidized by the U.S. government. Valid only for five years, these passports require eligible documentation proving the applicant’s diplomatic role as well as a copy of official orders from their assigned post. These passports are issued without charge but must be returned upon completion of diplomatic duties.
Another of the rarer passport types is the service passport, which has a gray cover and is issued to third-party government contractors traveling to the United States on official business. They would apply for this passport type if they are ineligible to travel using their own regular passport. This is only valid for five years.
These are available with a regular passport application for an additional fee, but as the name suggests, they come in the form of an identification card rather than a book. These can be used as official identification, but also for land border crossings into the United States and Mexico.
These are especially helpful for those who live in the U.S. but travel across the border frequently for work or other purposes. Using a passport book to cross the border would quickly fill with stamps, which is why this option is more expeditious.
It is also eligible for sea travel to the U.S., Mexico, Canada, Bermuda and the Caribbean. If you like to travel often by cruise, this can be an excellent solution without worrying about filling up your passport book.
Passport cards have the same eligibility requirements as a regular passport book. They are eligible for 10 years for adults ($30) and five years for those under 16 ($15).

The next time you are in line at a U.S. immigration point, take a look at the passports around you. Not everyone has Global Entry or uses Mobile Passport . As the busy summer travel season ends, the U.S. Department of State encourages U.S. travelers to assess their passport needs now ahead of any future holiday travel and trips in 2023. Maintaining a valid passport for both adults and children reduces the risk of missing a trip and prepares travelers for last-minute travel opportunities. The Department encourages U.S. citizens to stay prepared by knowing their passport’s expiration date and applying well before travel.
The Department has issued 17.9 million passport books and cards this year. Applying in the fall or winter allows for faster routine processing due to lower seasonal demand. Travelers should plan ahead and apply for their passports early to avoid the stress and extra cost for expedited processing. With timely effort, applicants also avoid the need for last-minute appointments at regional passport agencies, which become increasingly difficult to obtain when demand is high.
Many countries require passports to be valid for at least six months after arrival abroad. In most cases, passengers will not be allowed to board an international flight departing the United States if they do not have the required amount of validity remaining on their passports. We recommend renewing a passport when there is one year of validity remaining.

Apply for a First-Time Passport
If you've never had a U.S. passport, are 16 or under, or aren't allowed to renew an existing passport by mail, you need to apply for a new passport in person at the Post Office.
Step 1: Gather Documents Early
Generally, you should apply for your new passport as soon as you know you’ll be traveling internationally—at least several months in advance. Passport processing times may vary, so be sure to check the latest State Department service estimates . First-time applicants, minors, and applicants who need a new passport but may not renew by mail may submit their passport application at the Post Office. Step 2: Prepare Your Application Package
Visit the U.S. Department of State website to learn how to apply for a passport and what documents you need.
- Complete your Form DS-11 Application for U.S. Passport on the State Department website.
- Print your completed application. DO NOT SIGN YOUR APPLICATION. A Postal employee must witness your signature.
- Have a passport photo taken.
- Photocopy your proof of identity and U.S. Citizenship documents.
- Post Offices accept credit cards, checks, and money orders for Post Office acceptance fees.
- State Department fees are mailed with your application. You can pay with a personal, certified, cashier's, traveler's check, or money order, payable to "U.S. Department of State."

Post Offices that offer passport services have set hours, and you'll need to schedule an appointment using the online Retail Customer Appointment Scheduler or a Post Office lobby self-service kiosk.
Scheduling Online
- Go to Schedule an Appointment .
- Choose the passport service you need, along with the number of adults and minors who need appointments.
- You can search for appointment by location or date first. If you search by location first, you'll then be asked to choose a date and time; if you search by date first, you'll then need to choose a location and time.
- After you choose your appointment location and time, provide your contact information, and agree to the Terms and Conditions.
- Click Review Appointment , then confirm your appointment.
If you need to modify or cancel your appointment, click the Manage Appointments tab and enter your confirmation number and email address or phone number.
Using a Self-Service Kiosk
- Go to a Post Office location with lobby self-service kiosks. Find USPS Locations
- At the self-service kiosk, touch the screen to begin, then select "Other Services," then "Passport Scheduler."
- Choose the passport service you need, then enter the number of adults and minors who need appointments.
- Search for Post Office locations by ZIP Code™ or City/State and choose a location.
- Select an available appointment date and time, then agree to the Terms and Conditions.
- Enter your contact information and decide if you'd like to receive SMS text notifications.
- Review and confirm your information, then select “Schedule Appointment” to finalize.
- Take your printed receipt listing your confirmation number and appointment details.
Step 4: Pay Passport Acceptance & Processing Fees
First-time passport applications have two types of basic fees, the application acceptance fee and the application processing fee. Passport photos and fees for faster processing are extra. Learn how to calculate fees and what you can use to pay for them.
Application Acceptance Fees – Postal Service
Pay acceptance fees in person at the Post Office. You may pay by check or money order, payable to "Postmaster," debit card, or credit card.

Application Processing Fees – Department of State
State Department payment is sent with your application package. State Department fees are paid separately from USPS fees.

- Money order payable to "U.S. Department of State." You can buy a money order at the Post Office with cash, a debit card, or a traveler's check. You cannot pay with a credit card.
Application Status Updates
- Use the Online Passport Status System to check your application status if you applied by mail or in person. You may not be able to get a status update for 2 weeks after you apply or renew. During these weeks, your application and supporting documents are on their way to the Department of State. Renew a Passport by Mail
If you are eligible to renew your passport, please complete Passport Renewal Application Form DS-82 (see completion instructions on the form), and mail your completed renewal application directly to the State Department for processing. To verify if your passport is eligible for renewal by mail, please visit State Department Renew By Mail .
Step 1: Check Your Eligibility to Renew by Mail
A minor's passport may not be renewed by mail; to renew a minor's passport, you need to submit a new, first-time passport application in person . An adult passport may be renewed by mail if it meets certain requirements.
You can renew your adult passport by mail if you answer "Yes" to all 5 of the following statements:
Your passport:
- Is in your possession to submit with your application.
- Is undamaged other than normal "wear and tear."
- Was issued when you were age 16 or older.
- Was issued within the last 15 years.
- Was issued in your current name or you can document your name change. (Name changes are explained on Change a Passport .)
If your passport does not meet all these requirements, do not mail your renewal application. You must prepare the same application package as a first-time passport applicant.
State Department Renew by Mail
Apply early for renewals as many countries require that passports be valid for at least 6 months after you enter their country. Learn how to properly prepare your application package and include all the necessary documents so your passport is processed on time.
- Complete your Passport Renewal Application Form DS-82 on the State Department website.
- Print and sign your DS-82 form.
- Have a passport photo taken. You can schedule a passport photo-only appointment at a Post Office ™ location.
- Calculate your passport renewal fees .
- Collect your most recent passport, completed and signed application, renewal fees, and name change documents, if needed.
- Use an envelope large enough to fit the application without folding it.
- TIP : Pay for Priority Mail Express ® or Priority Mail ® service and get free envelopes that are large enough to hold your application. Order easily online: Priority Mail Express Flat Rate Envelope or Priority Mail Flat Rate Envelope .

Mobile Passport Control (MPC) allows eligible travelers to submit their travel document, photo, and customs declaration information through a free, secure app on their smartphone or other mobile device. The use of MPC streamlines the traveler’s entry process into the United States by reducing passport control inspection time and overall wait time. Use of MPC does not require pre-approval. Travelers who successfully use the MPC app will no longer have to complete a paper form and may be provided a designated queue. As a result, travelers may experience shorter wait times, less congestion and efficient processing.

CBP’s MPC app is a free application that can be downloaded from the Apple App store and Google Play and is currently available for eligible travelers to use upon arrival at MPC approved sites . See FAQ question number 2 to see a complete list of current MPC Sites.

- On November 9 - MPC travelers will no longer need to scan the QR code to validate their submission with the CBP officer.

How does MPC Work?
After downloading the MPC Application from the Google Play Store or Apple App Store, eligible travelers will be prompted to create a profile with their passport or LPR card information. Upon arrival at eligible Preclearance locations users must select their mode of entry in the application as "Preclearance" before selecting their departing Preclearance Port of Entry. If a traveler is not using preclearance, upon landing in the United States, travelers will select "U.S. airport" as their mode of entry and then select their arrival airport or seaport and terminal. Travelers will then take a self-photo and answer a series of CBP inspection-related questions. Once the traveler submits their transaction through the app, the traveler will receive an electronic receipt with an Encrypted Quick Response (QR) code. Travelers then bring their physical passport and mobile device with their digital QR-coded receipt to a CBP officer to finalize their inspection for entry into the United States.
Cellular or Wi-Fi connectivity is required to send information and receive a receipt, but travelers may complete profile(s) without being connected to the internet.
Where can eligible travelers use MPC?
CBP uses the Mobile Passport Control (MPC) application to streamline the processing of eligible travelers entering the United States. Eligible travelers with a smartphone or tablet may voluntarily download the Mobile Passport Control (MPC)-enabled mobile application (app) from a mobile application store (e.g., Apple App Store or Google Play Store).
The MPC mobile app, is available to U.S. citizens, U.S. lawful permanent residents, Canadian B1/B2 citizen visitors and returning Visa Waiver Program travelers with approved ESTA. MPC is currently available at the following 48 sites, including 33 U.S. International Airports, 11 Preclearance locations, and 4 seaports of entry:

- Aruba Queen Beatrix International Airport (AUA)
- Bermuda L.F. Wade International Airport (BDA)

The information you enter on the authorized applications are securely transmitted to CBP which sends a response to the apps, generating the electronic receipt you may display when entering the MPC queue. The authorized apps provide the option to store your profile on your smartphone or tablet for future travel or deleting it after your trip. Please note that the photo taken on the application will need to be updated periodically. CBP recommends travelers review the application’s privacy policy prior to download and use. It may sound trivial, but one of the best rules you can follow as an international traveler is to remember to check your passport validity before you book flights and hotels.
Why? Because the requirements for entry differ from country to country. In the midst of planning my 2024 travel, I realized my U.S. passport expires in April, which could mess with my plans abroad.
Thankfully, I use a travel checklist to avoid disruptions to my travel itinerary.
I immediately started the passport renewal process online and had my photo taken at my local Walgreens — although you can DIY your passport photo if you prefer — so I could send out my application as quickly as possible. I also opted to expedite the processing time for an additional $60 fee and sent my application on its way.

Many European countries are signers of the Schengen Agreement . As a result, they follow the 3+3 Rule, meaning your passport must be valid for three months beyond your three-month entry visa or for a total of six months, regardless of the duration of your initial stay.
While some Schengen countries only require passports to be valid for three months beyond your intended stay, others assume you may stay the full 90 days of your visa validity — thus the six-month time period.
The signers of the Schengen Agreement are Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, the Slovak Republic, Slovenia, Spain, Sweden and Switzerland. Bulgaria and Romania will join the group March 31, 2024.

In 2022, the Department of Homeland Security extended the deadline for enforcing the Real ID Act again to give residents more time to obtain a compliant license or identification.
The deadline for getting a Real ID has been postponed several times in the past few years, with the first slated deadline for 2020. After multiple extensions, due to the coronavirus pandemic, the deadline has finally been set for May 7, 2025 . That means you have just over one year to schedule an appointment to get a Real ID-compliant license or identification card.
The Real ID Act , which enforces consistent and secure standards for identification used in air travel and entering federal facilities, was passed in 2007. Once it's in place, US residents over 18 will need to present a Real ID-enhanced driver's license or another federally approved identification -- like a passport -- to fly domestically.

What is Real ID?
Real IDs won't be required at airport security until 2025.
Essentially, Real ID is an enhanced version of your standard state driver's license or identification card, intended to help authorities crack down on terrorism and identity fraud.
Today, all 50 states and the District of Columbia are complying with Real ID standards, DHS said. If you recently renewed your driver's license it's likely already compliant. If it's been a few years, you'll probably have to get it updated.
Real ID-approved licenses will have one of these stars in the upper-right corner.
You can tell by looking at your license: If there is a gold, black or white star in the upper-right corner, you have a Real ID. (There are some minor variations -- California places a white star over the state's bear logo, while Maine puts it in an outline of the state.)
What do I need to get a Real ID card?

Whatever state agency issued your driver's license is responsible for distributing Real IDs. The paperwork required will vary but typically it includes proof of identity and status as a US resident or citizen, proof of your Social Security number and multiple proofs of your current address. Originals or hard copies of documentation -- birth certificate, Social Security card, US passport -- are required, with photocopies and screenshots not accepted. Check your state's driver's licensing agency website for more specifics.
After you apply, you should receive a temporary paper ID until your Real ID-compliant license arrives in the mail about three or four weeks later.
With a few exceptions, the cost of getting a Real ID-compliant license is the same as renewing your license or non-driving identification card.
What happens once the Real ID Act is enforced?
Beginning in May 2025 -- unless the deadline is extended again -- federal agencies like the Transportation Security Administration will only accept Real ID-approved licenses and identification cards "for purposes of accessing federal facilities," according to DHS.
That includes airport security checkpoints.
Without one, US adults will have to show a valid passport, even to fly domestically, or one of these other forms of ID :

- Arrests: Drunk and disorderly behavior, public urination, and open alcohol containers in vehicles are illegal in Mexico. If you break Mexican law, you can be arrested.
- Crime: Crime, including violent crime, can occur anywhere in Mexico, including in popular tourist destinations. Travelers should maintain a high level of situational awareness, avoid areas where illicit activities occur, and promptly depart from potentially dangerous situations. - Drugs: Drug possession and use, including medical marijuana, is illegal in Mexico and may result in a lengthy jail sentence. U.S. citizens have become seriously ill or died in Mexico after using synthetic drugs or adulterated prescription pills.
- Guns and Ammunition: All guns and even small amounts of ammunition are illegal in Mexico. Firearms and other weapons violations may result in lengthy jail time.
- Immigration: Violating the terms of your stay in Mexico can result in steep fines and detention.
- Medical Emergencies: An illness or accident could result in the need to seek medical treatment or hospitalization in Mexico. Private hospital prices can be higher than those in the United States. Many facilities require payment (sometimes only in cash) either before providing treatment or before discharging a patient.
- Pharmaceuticals: Counterfeit medication is common and may prove to be ineffective, the wrong strength, or contain dangerous ingredients. Medication should be purchased in consultation with a medical professional and from reputable establishments.
- Sexual Assault: U.S. citizens have been victims of rape and sexual assault. Perpetrators may target inebriated or isolated individuals or may employ drugs that alter the victim’s physical or mental state.
- Unregulated Alcohol: Unregulated alcohol may be contaminated, and U.S. citizens have reported losing consciousness or becoming injured after consuming alcohol that was possibly tainted.

- Avoid strong currents and do not swim after drinking or when warning flags note unsafe conditions.
- Be aware of your safety and protect your personal possessions when using public transportation. Use radio taxis or those from “sitio” taxi stands. Application-based car services such as Uber and Cabify are available in many Mexican cities, and generally offer another relatively safe alternative to taxis.
- Call 911 in an emergency. Although there may be English-speaking operators available, it is best to seek the assistance of a Spanish speaker to place the call.

The Mexican government provides information on emergency services and assistance for tourists via the app and their website .
- Contact the nearest U.S. Embassy or Consulate if you need assistance.
- Drink responsibly and always watch your drink. If you begin to feel ill, seek medical attention immediately. Report cases of suspected unregulated or contaminated alcohol to the Mexican Federal Commission for the Protection against Sanitary Risk (COFEPRIS) by filing a report online at the COFEPRIS website, call the COFEPRIS call center at +52 01-8—033-5050, or visit a COFEPRIS office.
- Enroll in the State Department’s Smart Traveler Enrollment Program to receive up-to-date information on safety conditions in Mexico and to help the U.S. Embassy contact you in an emergency.
- Keep friends and family at home informed of your travel plans, especially if traveling alone.
- Keep your passport and entry permit (FMM), if applicable, in a safe place. Confirm the date you must depart Mexico.
- Know your drinking companions and stay in a group of friends who have your safety in mind when you are in clubs and bars, walking in dimly lit areas, or in a taxi at night. Obey Mexican law and remember Mexican laws may differ from U.S. laws.

We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.
February 29, 2024, 8:30 a.m. – Ottawa – Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.
As of February 29, 2024, at 11:30 p.m. Eastern time, Mexican citizens who hold a valid US non-immigrant visa or have held a Canadian visa in the past 10 years and are travelling by air on a Mexican passport will be able to apply for an electronic travel authorization (eTA). With the high number of Mexican citizens currently holding US visas, the majority will continue to enjoy visa-free travel to Canada. Those who do not meet these conditions will need to apply for a Canadian visitor visa. This responds to an increase in asylum claims made by Mexican citizens that are refused, withdrawn or abandoned. It is an important step to preserve mobility for hundreds of thousands of Mexican citizens, while also ensuring the sound management of our immigration and asylum systems.
The application process for Mexican citizens seeking a work or study permit will not change. Mexican citizens who want to work in Canada will continue to have access to a wide number of existing labour pathways, including the Temporary Foreign Worker Program and the International Mobility Program.
Canada supports ongoing travel, tourism and business with Mexico. We will continue to work with the Government of Mexico to strengthen our regular pathways to immigration, and with our provincial and territorial counterparts to support a system of managed migration as well as to support those in need of protection. Canada is expanding its network of visa application centres in Mexico to better serve these clients. Today’s action will relieve pressure on Canada’s borders, immigration system, housing and social services, while preserving mobility for Mexican citizens who want to come to Canada.
The Seasonal Agricultural Worker Program (SAWP) is a vital example of the mutually beneficial migration that we seek to promote regionally and globally. Canada is ready to work with Mexico to build on this program, through the modernization of a new SAWP bilateral agreement, to offer Mexican workers new opportunities, through the incorporation of year-round primary agriculture and seasonal fish, seafood and primary food processing into the program. This will benefit workers and businesses on both sides of the Canada–Mexico relationship.
Canada is continuously monitoring the impacts of its visa policies for both visa-exempt and visa-required countries, as well as asylum claim trends. These challenges are not limited to one country. Any adjustment to Canada’s travel requirements are made to preserve the integrity and sustainability of our asylum and immigration systems.

Asylum claims made by Mexican citizens reached a record high in 2023 at a time when Canada’s asylum system, housing and social services were already under significant pressure. The majority of these claims (approximately 60%) were either rejected by the Immigration and Refugee Board of Canada, or withdrawn or abandoned by the applicant.
In 2023 alone, asylum claims from Mexican citizens accounted for 17% of all claims made that year from all nationalities around the world. The country’s asylum claim rate has risen significantly since the visa was first lifted in 2016 (from 260 claims in 2016 to 23,995 claims in 2023).
All eTAs issued to Mexican passports before 11:30 p.m. Eastern time on February 29, 2024, will no longer be valid—except for eTAs linked to Mexican passports with a valid Canadian work or study permit. Mexican citizens travelling to Canada without a valid work or study permit will need to apply for a visitor visa or reapply for a new eTA —if they are eligible.
Mexican citizens holding a valid work or study permit can still travel by air to Canada with their existing eTA as long as it remains valid, and they can continue to study or work in Canada based on the validity and conditions of their permit. Mexican visitors who are already in Canada on an eTA can stay for as long as they are authorized (up to six months from the date they arrive in Canada). However, if they plan to leave Canada and wish to return, they must have the proper travel documents (visa or new eTA).
Most approved visa applicants receive multiple-entry visas, which allow them to visit Canada as many times as they want, for up to 10 years, or until their passport expires.
The eTA is a digital travel document that most visa-exempt travellers need in order to travel to or transit through Canada by air. IRCC first began expanding its eTA program to eligible citizens from visa-required countries in 2017. Mexico will now be among 15 countries whose citizens can to fly to Canada on an eTA, instead of a visa, if they meet certain requirements .

Here are the most powerful passports for 2024 — Switzerland tops the list
Many passport rankings focus on one factor: visa-free travel.
But passport strength is more complex than this, according to the tax and immigration consulting firm Nomad Capitalist.
That's why it produces a weighted annual index that analyzes five criteria:
- Visa-free travel — 50%
- Taxation — 20%
- Global perception —10%
- Ability to hold dual citizenship — 10%
- Personal freedom (freedom of the press, mandatory military service, etc.) — 10%
The 2024 Nomad Passport Index states: "Citizens of different countries deal with very different requirements to pay tax, live freely, comply with regulations, and avoid scrutiny when traveling. In that regard, the number of countries a passport holder may visit does not tell the whole story."

Switzerland topped this year's ranking, followed by Ireland and Portugal.
Here's the top 50 list:
A slight corporate tax adjustment in Ireland was more than offset by its top scores for travel and global perception, according to Nomad Capitalist's research team.
"Portugal tied with Ireland in all but personal freedom, emphasizing its steady appeal, while Finland —known for its vast visa-free travel options — now ranks fourth, highlighting the importance of global accessibility," it said.
But the "standout development" is the United Arab Emirates.
The UAE was No. 1 in 2023, but slipped to a sixth place tie this year with countries like the Netherlands, Germany and New Zealand, according to the research team. The drop was caused by a change in UAE tax policy that affected domestic and overseas company owners, including residents with foreign company ownership, it said.
Bulgaria is one to watch, according to the team. Its passport rose from 42nd in the index to 32nd in two years, largely because of its entrance into Europe's Schengen zone scheduled to happen in late March, it said.
Hong Kong slipped from 44th place in 2022 to 50th place this year, while Macao ranks 69th and China sits much further down the list in 120th place.

Many people are curious to know how their passports compare to their global peers, but that's not why Nomad Capitalist produces the annual ranking, it said.
The company helps people obtain second, or even third citizenships — otherwise known as a "passport portfolio," said company CEO Andrew Henderson, adding that many do so to reduce their tax burdens or to have a back-up residency plan.

Steps to Apply

DS-11: Application for a U.S. Passport
Use our Form Filler tool to fill out your child's form online and then print it. The Form Filler will save time and reduce errors caused by handwriting. If you are experiencing technical issues with the Form Filler, download a PDF. Do not sign your child's form until instructed to do so by a passport acceptance agent or employee.
Please note :
- The Form Filler will create the correct form for your child based on the data you enter. Double check the information you entered for your child's date of birth if you did not get the form you expected to receive.
- Note : Include on Address Line 2 "In Care Of" your name or the name of the child's other parent or legal guardian. By providing “In Care Of” information, you will ensure that your child's passport is not returned to us if the delivery service does not recognize your child's name as someone who normally gets mail at your address.
- Do not sign your child's application until instructed to do so by the acceptance agent.
- If your child does not have a Social Security number, you must sign and date a statement that says, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct: (Child's full name) has never been issued a Social Security Number by the Social Security Administration.”
- You can apply for a passport book, a passport card , or both documents.
- You may request a larger passport book with more visa pages for your child, at no additional cost, by checking the 'large book' box at the top of the DS-11.
- In the Emergency Contact field, list a contact who is not traveling with your child.
2. Provide U.S. Citizenship Evidence
Your evidence must be an original or certified, physical copy. A certified copy is any document that has the seal or stamp of the official issuing authority. You must submit one of the following documents for your child:
- Full validity, undamaged U.S. passport (expired passports are accepted). Full validity means the document is/was valid for 10 years for adults and 5 years for children under 16.
- Issued by the city, county, or state of birth
- Lists applicant's full name, date of birth, and place of birth
- Lists the parent(s)' full names
- Has the date filed with registrar's office (must be within one year of birth)
- Has the registrar's signature
- Has the seal or stamp of the city, county, or state which issued it
- Consular Report of Birth Abroad or Certification of Birth
- Certificate of Citizenship
If you cannot submit one of the above acceptable documents for your child, or for more information, please see Citizenship Evidence .
Paper only : You cannot submit digital evidence of U.S. citizenship such as a mobile or electronic birth certificate. You must submit physical evidence of U.S. citizenship and a photocopy of the document.
Returning your child's document : You will need to provide your child's evidence of U.S. citizenship to the acceptance agent or passport employee. We will return your child's document in a separate mailing up to 8 weeks after you receive the new passport.
3. Bring a Photocopy of U.S. Citizenship Evidence
In addition to the original or certified copy of your child's citizenship evidence, you must submit a photocopy of the document.
Photocopies must be:
- On white 8.5”x11” standard paper
- Black and white
- Single-sided
If you don't want to submit a photocopy of your citizenship evidence, you may submit a second certified copy of your citizenship evidence, which we will keep. If you don’t submit a photocopy or a second certified copy of your citizenship evidence, your passport processing could be delayed.
4. Show Parental Relationship
You must submit documentation that lists the parent(s) or legal guardian(s) of the child applying for a passport. Examples include:
- U.S. birth certificate ( also evidence of U.S. citizenship )
- Foreign birth certificate
- Adoption decree
- Divorce or custody decree
- A court order
Please note : Some documents, like a U.S. birth certificate, show both U.S. citizenship and parental relationship. These documents must be originals or certified copies (not photocopies).
You and your child may have different last names, as long as the document showing your relationship to your child lists your full name. If your name has changed from the name on the parental relationship document, please submit proof of your legal name change (example: marriage certificate or court order).
5. Present ID
The parents or guardians must present one of the following identification documents (IDs) to the acceptance agent:
- Valid or expired, undamaged U.S. passport book or passport card
- In-state, fully valid driver's license or enhanced driver's license with photo
- Certificate of Naturalization
- Certificate of Citizenship
- Government employee ID (city, county, state, or federal)
- U.S. military or military dependent ID
- Current (valid) foreign passport
- Matricula Consular (Mexican Consular ID) - commonly used by a parent of a U.S. citizen child applicant
- U.S. Permanent Resident Card (Green Card) - commonly used by a parent of a U.S. citizen child applicant
- Trusted Traveler IDs (including valid Global Entry, FAST, SENTRI, and NEXUS cards)
- Enhanced Tribal Cards and Native American tribal photo IDs
- Note : you may be asked to present an additional ID when presenting one of these three documents: 1) In-state, fully-valid learner's permit with photo, 2) In-state, fully-valid non-driver ID with photo, or 3) temporary driver's license with photo.

Please note:
- Some states now issue digital ID documents (also known as mobile driver's licenses or mobile IDs). We cannot accept these digital IDs when you apply for your child's U.S. passport. You must continue to submit your physical, photo ID and a photocopy of the ID.
- If you present an out-of-state ID, you must present an additional ID.
6. Bring a Photocopy of ID
Submit a photocopy of the front and back of each ID that you present to the acceptance agent.
Requirements:
- Photocopy must be on plain white, 8 1/2 x 11" standard paper.
- Photocopy cannot be double-sided.
- Do not decrease the image size (although you may enlarge it).
7. Show Parental Consent
- Both parents or guardians must approve that we can issue a passport to a child under age 16.
- Both parents or guardians should go with the child to apply in person.
- If one or both parents or guardians cannot apply in person with their child, you will need to provide additional documents with your child's application:
Note : Written authorization from the parent or guardian that cannot appear in person must be signed within 90 days before you submit the child's application.
8. Provide a Photo
You must provide one photo of your child. To avoid processing delays, be sure the photo meets all our requirements .
- Do not attach or staple your photo to the form. The acceptance agent or passport employee accepting your child's form will review the photo and staple it.
- Some passport acceptance facilities provide photo services for an additional fee.

9. Calculate Fees
You must pay fees for passport services. When applying using Form DS-11, you will pay two separate fees - an application fee and an execution (acceptance) fee.
Child Applicants :
Expedited service costs an additional $60. For information on forms of payment and a full list of fees and services, please see Passport Fees .
*How to fill out your check and pay the application fee to the U.S. Department of State. Please note you must pay a separate execution (acceptance) fee.
Families may write one check or money order to the U.S. Department of State if they are applying in person at the same time. The check or money order must include the name and date of birth of each applicant.
All other applicants must submit individual checks or money orders to the U.S. Department of State for their passport application fees. Please include the applicant's name and date of birth on the check or money order.
10. Find Location to Apply and Submit Your Completed Application
Inside the United States:
- You and your child must submit the completed application, including supporting documents, photo, and fees, in person at a passport acceptance facility . Check with the facility to see if you need to make an appointment.

11. Track Your Application Status
You can subscribe to email updates about your application status, and learn more about each status update .
Note : It may take 2 weeks from the day you apply until your child's application status is “In Process.” During these 2 weeks, your child's application is delivered to a mail facility, your payment is processed, and your child's application is scanned and sent to us. If your passport status update says “Not Available,” your child's application and supporting documents are safely on their way to us.

Some acceptance facilities (which include post offices, local government offices, and libraries) require appointments. We recommend contacting the acceptance facility to confirm hours, forms of payment, and appointment requirements.

When completing your child's passport application, we recommend you add your name in the “In Care Of” part of the Mailing Address section on Form DS-11. After we print your child's passport, we will send it to you and return your child's supporting documents. Children under 16
All children under 16 must appear in person to apply. A parent (preferably both) must be present and must sign the passport application.

You cannot renew your child's passport. If your child is under 16 and their passport has expired or will expire soon, you must submit a new application in person.
Children ages 16-17
Children ages 16-17 can apply for passports alone if they have their identification documents. A parent will need to either:
- Provide a signed statement saying they are aware the child is seeking a passport or
- Attend the passport appointment with them

Children ages 16-17 cannot renew their passport if it was issued before they turned 16. Instead, they would need to submit an application in person for a new passport.

Be aware of passport expiration rules for your destination
