Bhutan Visa for Tourists in 2024: A Comprehensive Guide

The mountainous Kingdom of Bhutan is extremely isolated. The few embassies they have do NOT issue tourist visas. 

Obtaining a Bhutan visa used to be possible only through a local licensed tour operator. They used to obtain a visa clearance letter on your behalf but this all changed in September 2023. Now, anybody can get a tourist visa for Bhutan online independently!

Bhutan’s visa policy officially states that tourism to the country should be “High Value, Low Volume”. To achieve that, there’s a mandatory Sustainable Development Fee (SDF) of 100 USD (the reduced rate until 31 August 2027) per night payable by all visitors, except visa-exempt Indian nationals who pay 1,200 BTN (or 1,200 INR) per night.

Indian citizens are the only visa-exempt nationality. Nationals of Bangladesh and the Maldives are eligible to obtain Visa on Arrival (VOA). All other nationalities must obtain a Bhutanese e-Visa before arrival.

Visa Requirements

Bhutan Visa Requirements by Nationality

As of September 2023, visitors are no longer required to book a tour package through a tour operator to get a tourist visa or to travel to Bhutan.

The requirements to enter Bhutan are:

  • Passport valid for 6 months from the intended date of departure from Bhutan . Visitors from India can travel with a Voter ID card.
  • Valid travel insurance . Tourists from India, Bangladesh, and the Maldives can purchase domestic insurance on arrival.

Visa Exemption

Bhutan Entry Permit for Indians

Only nationals of India are visa-exempt to travel to Bhutan. However, Indian nationals require an entry permit, which can be obtained at the land border or Paro airport free of charge.

The entry permit can also be obtained online before arrival from the Bhutan Visa portal.

Documents required to obtain entry permit at the border

You would need the following documents to obtain the entry permit at the border.

  • Completed Bhutan entry permit form (you can get one at the airport/border or download it here )
  • Copy of Indian passport front and last page or copy of Voter ID card front and back
  • One passport-size photograph
  • Proof of hotel booking for the duration of stay
  • Travel medical insurance valid for the duration of the stay (if you don’t have the insurance, you will have the option to purchase at the border)

Documents required to obtain entry permit online

To obtain your entry permit online, you would need the following documents.

  • A scan of your passport ID page or Voter ID card
  • One recent digital passport-size photo
  • Valid travel medical insurance for the entire duration of the trip (you can purchase from a provider like SafeyWing or Bhutan Insurance Limited )

Visa on Arrival

Bhutan Visa on Arrival (VOA) is available to the following nationals only.

Nationals from Bangladesh and Maldives can also obtain a Bhutan eVisa online. This will save you from queueing and waiting at the land border or airport.

The Visa on Arrival (VOA) fee is 40 USD.

Documents required for VOA

The following documents are required to obtain VOA.

  • Completed VOA form (get one at the airport/land border or download it here )
  • Copy of your passport ID page
  • One passport-size photo
  • Travel medical insurance valid for the entire duration of the stay
  • Cash in USD or a card to pay the visa fee and SDF

All nationalities, except for India, Bangladesh and Maldives must obtain a Bhutan e-Visa online before the trip. The maximum stay allowed on a tourist visa is 90 days. 

You must pay the Sustainable Development Fee (SDF) based on your intended duration of stay during your e-Visa application. Technically, your e-Visa is valid for the intended duration of your stay. If necessary, the visa can be extended online but not over the maximum allowed 90 days.

The visa fee is 40 USD payable during the e-Visa application.

The e-Visa application processing time is 5 working days.

Requirements

The following documents are required for the e-Visa.

  • Scan of your passport ID page
  • One digital passport photo
  • Your arrival and departure dates
  • Valid travel insurance
  • A credit or debit card to pay the visa fee and SDF

You need to create and confirm your account on the official Bhutan eVisa Portal .

After that, follow the prompts. You will need to sequentially create an application, add your information, pay, and submit.

Application through a registered tour operator

If you book an organized tour package for Bhutan, the tour operator will take care of your Bhutan visa.

It’s relatively difficult to travel independently in Bhutan. You must have a guide with you outside of Paro and Thimphu. Guides are also mandatory if you enter Bhutan via a land border and travel beyond the border towns.

Thus, even though using a tour operator is no longer mandatory, it is still the easiest way to travel to Bhutan.

Sustainable Development Fee (SDF)

All travelers to Bhutan must pay a daily levy, called Sustainable Development Fee (SDF) to support Bhutan’s development. This SDF collected is used in creating sustainable opportunities for the Bhutanese people and maintaining the infrastructure and natural resources.

The SDF was officially set at 200 USD after Bhutan’s reopening, but a special 50% discount is in place until 31 August 2027. Under this special discount, all foreign citizens pay an SDF of 100 USD per night.

Indian nationals pay a special reduced SDF of 1,200 BTN or 1,200 INR.

Here is the summary of the current SDF for various nationalities.

Indians pay the SDF on arrival when they obtain their entry permit.

Nationals from Bangladesh and Maldives pay their SDF when they apply for their visa, either on arrival or through the e-Visa portal.

All other nationalities pay the SDF while applying for their e-Visa, based on the number of days they intend to spend inside Bhutan. If using a tour operator, the SDF is usually included in the tour package cost.

If you decide to leave Bhutan earlier than planned, the SDF will be refunded for any nights that are not spent in the Kingdom.

24-hour SDF border town waiver

A special provision is in force for tourists visiting the land border towns of Samtse, Phuentsholing, Gelephu, and Samdrupjongkhar towns for 24 hours or less. As per this provision, there is no SDF if visiting these border towns for 24 hours or less. This provision is valid until April 14, 2024.

If you take advantage of this waiver, you are not eligible to continue your trip further into Bhutan. You must leave the Kingdom within 24 hours.

If you plan to continue further, you must leave and obtain a visa (permit for Indians). If you begin your trip with a visa/permit, the waiver doesn’t apply.

The SDF waiver zone ends in:

  • Gurung Basti in Samtse
  • Rinchending Checkpost in Phuentsholing
  • Aipoli Bridge in Gelephu
  • Pinchinna checkpost in Samdrupjongkhar

Allowed Entry Checkpoints

Entrance into Bhutan is only allowed through Samtse, Phuentsholing, Gelephu, and Samdrupjongkhar if arriving by land and Paro International Airport if arriving by plane.

Route Permits

Route permits are no longer required to move around Bhutan. But local guides are mandatory for any journey beyond Paro and Thimpu.

Local guides are also mandatory if entering Bhutan via land borders and continuing the journey beyond the border town.

Special permits are required for all travelers planning to enter National Parks in Bhutan. You can apply for one online on the Department of Forests and Park Services portal.

Day 01: Dhaka-Burimari/Changrabandha- Phuenthsoling Start journey from Dhaka by bus on 8:30 pm and reached Burimari/Changrabandha border on next day morning. Receive from Burimari border and after immigration enter to India, transfer to Jaigaon border for exit from India. After lunch proceed for Bhutan immigration. After immigration check in at hotel. Phuentsholing – Phuentsholing is the border point for any goods and services entry/exit into Bhutan. Phuentsholing lies opposite the Indian town of Jaigon and cross-border trade has resulted in a thriving local economy. Zangto Pelri Lhakhang : It is a small temple located in the heart of the Phuntsholing town. The temple’s soothing premises also serve as park, a good place to relax for both local and tourist. Elderly citizens come to circumambulate around the temple. Overnight in Phuentsholing, altitude 300m

Day 02: Phuentsholing-Thimphu Complete the immigration formalities before starting the journey to Thimphu, the immigration office gets open at 9AM. The feeling of exhausted and crowded in Phuentsholing comes to the end after half an hour drive uphill, you will start feeling fresh and enjoy the scenic beauty of the nature. The journey will pass through some of the most beautiful broad leaves forest to temperate alpine zone, villages, towns, water fall, hills and mountains until we reach Thimphu, creating the history for you. Roadside Stops : Leg stretch break for having tea/coffee, using restroom and taking photographs at scenic places like waterfalls, landscapes, and villages. Chuzom – Meeting point of two rivers (Thimphu & Paro) this is tri junction of highway leading to Thimphu, Paro and Phuentsholing into three directions. Enjoy the lovely picture of beautiful portrait of our King and Queen placed at chuzom which is so welcoming to all who visits Bhutan.  Overnight stay at Thimphu.

Day 03: Thimphu Sightseeing Thimphu- This bustling little city is the main centre of commerce, religion and government in the country. Thimphu is the most modern city with an abundance of restaurants, internet cafes, nightclubs and shopping centers. However it still retains its cultural identity and values amidst the signs of modernization, often referred as world only city without traffic lights. Buddha Dordenma – The Buddha Dordenma is located at a top of the hill in Kuensel Phodrang Nature Park and overlooks the southern entrance to Thimphu valley. The Buddha Dordenma is a gigantic 51.5-meter tall statue, making it one of the largest statues of Buddha in the world. Arts and Crafts Vocational School – Arts and Craft School is where student learn 13 different techniques to master in Bhutanese Arts. Some of the skills required eight years to graduate. You can see live carving, painting, sculpture etc. You are allowed to take the pictures/make video. Products made by students are on display at the showroom for sales as well. The school is closed in July and December to February, beside their exams and events. Folk Heritage Museum -This museum was established in 2001 and provides visitors with fascinating insights into the Bhutanese material culture and way of life, especially the life of Bhutanese in remote parts of Bhutan. Authentic Bhutanese Crafts Bazaar – Bhutan’s first ever craft bazaar showcases wide range of authentic Bhutan-made arts and craft products with reasonable price range. Handicraft Emporium – Realizing the importance of socio-economic growth, handicraft emporium was set up with the command of His Majesty 3rd King, this was the first step to showcase the authentic Bhutanese handicraft products in Bhutan. You can still find some of the fine products available here at reasonable cost. Witnessing Archery Match – Archery is the national game of Bhutan, it is amazing to see Bhutanese archers hitting target from a distance of 145 meters range. Bhutan has top archers on some categories on Olympic games. Weekend Market/Centenary Farmers Market – An interesting well organized permanent set of stalls built for vegetable vendors across the country. It is open from Wednesday to Monday and closed on Tuesdays. One can find wide range of local vegetables and fruits. Other side of the river is place for indigenous goods and handicrafts section, where locally produced goods, including religious objects, cloth, baskets and hats etc from various minority groups are sold here. These shops are open from Friday to Sunday only. Clock Tower Square – Situated in the heart of town, Clock Tower Square is a popular venue for open ground events such as cultural festivals, concerts, fund- raising events, live shows and trade fairs. The place is bounded by shops, cafes, souvenir shops and restaurants, making it one of the main attractions in the Thimphu town. Overnight in Thimphu

Day 04: Thimphu to Paro (1.5 hrs drive) As we proceed to Paro, we will retrace the journey crossing Chuzom and further to Paro. The entire stretch of drive will refresh your mind and give you second chance to enjoy smooth and most scenic drive to Paro. Riverside Visit – visit to riverside to enjoy the crystal clear river and group video/photo is must in Paro. HBT guides will take you to the best place to enjoy at beautiful river banks of Paro. Paro Airport Bird’s Eye View Point – The Paro international airport is among the top 10 most stunning and challenging airports in the world. The massive buttressed walls that tower over the town are visible throughout the valley, particularly when landing at Paro Airport. The Dzong also offers administrative seat of the district of Paro. The Dzong was built in 1644 under the order of Zhabdrung Ngawang Namgyal. National Museum of Paro- Perched above Paro Dzong it was watchtower built in 1649 to protect the undefended Paro Dzong located below, renovated in 1968 to house the National Museum. Today this museum houses the best collections of all time historical items making worth for a visit. Paro Town – Tiny Paro town actually can offer lot more, there are many authentic handicraft shops, readily available Bhutan made products, grocery and imported garment shops beside having many small restaurants around. Day 05: Paro Sightseeing This picturesque region in the kingdom is covered in fertile rice fields and has a beautiful, crystalline river meandering down the valley. Paro has more of historical sites, high-end tourist resort and many souvenir shops for shopping including world famous Takstang. Taktsang Gompa/Tiger’s Nest Temple – is Bhutan’s most iconic landmark and religious Buddhist site in the world. The name Taktsang translates to “The Tiger’s Nest”. The temple is one of the holiest sites in Bhutan which clings impossibly to a sheer cliff face 900 meters above the valley. Although good trekkers can make it to the top in two hours, most of the guests take whole day to complete the hike. Outdoor Activities – Nicely made and well maintained activity place attached to whole sell Buddha statue store, offers wearing Bhutanese dress, playing archery and darts for guests visiting Bhutan. As part of the visa application process, a Sustainable Development Fee (SDF) of US$200 per day per adult must be paid, although reduced rates are applicable to children. Additional information regarding the SDF may be obtained through this reference.

A visa application fee of US$40 must also be paid, which is non-refundable and payable only once.

An online visa application form can be filled out to apply for a visa, or if one is traveling with Truly Bhutan or staying in a hotel in Bhutan, the visa application can be submitted on their behalf.

As long as the necessary information for each traveler is provided, a visa application can be submitted for oneself as well as for anyone else traveling together.

To submit an online visa application for Bhutan , several prerequisites must be met, including the possession of a valid passport in digital format, an up-to-date digital passport photo, along with the corresponding arrival and departure dates, proof of valid travel insurance, and accurate payment information.

There exist uncomplicated measures to pursue when submitting your visa application for Bhutan. The issuance of visas for Bhutan visits is the sole responsibility of the Department of Immigration, Ministry of Home and Cultural Affairs, Bhutan . A visa is mandatory for all tourists, except those from India who require a permit. Diplomatic and official passport holders from Bangladesh, Maldives, Switzerland, and Thailand may obtain a visa upon arrival. The visa fee amounts to $40 per person and is non-refundable, and the processing time is up to five business days. Essential documentation for obtaining a visa includes a passport copy valid for six months beyond the date of departure, travel insurance, and a recent passport-sized photograph. The Sustainable Development Fee (SDF) contributes to Bhutan’s economic, social, and cultural development. Indian guests pay an SDF of Nu. 1,200 or the equivalent in INR per person per night, while guests from other countries pay $200 per person per night.   • Submit a completed personal guest application and visa application form.
  • Include photocopies of both the visitor’s and host’s passports.
  • Expatriate dependents can join their family members in Bhutan for a duration not exceeding the assignment length.
  • “Dependents” refers to the expatriate’s spouse and children.
  • Guests’ stays may not exceed one month.

Official Guests of Private Organizations

  • Obtain a letter from the Ministry of Economic Affairs (MoEA).
  • Submit completed visa application forms.
  • Include a photocopy of the guests’ passports.

MPORTANT INFORMATION:

  • Government or private organizations hiring foreigners must seek approval from the Chief Labour Officer, Department of Labour, with a valid work permit.
  • Visa forms are available for download on the MoHCA website .
  • Visa processing requires a maximum of two working days; applications must be submitted at least two days before the guests’ arrival.
  • Visa clearance should be collected between 2:00 P.M. and 5:00 P.M.

Nations Exempt from Advance Visa Requirements:

  • Indian nationals do not need a visa to enter Bhutan.
  • Thai and Swiss nationals with official or diplomatic passports do not need a visa when entering Bhutan. Visas will be stamped upon arrival at the Paro International Airport or other entry points. Ordinary passport holders must process Bhutanese visas in advance.

Gratis Visa Details:

  • Gratis visas are issued to officials with diplomatic, UN, or official passports.

Visa Extension Procedures for Visiting Guests:

Bhutan Visa FAQ's

To apply for a Bhutan visa, you will need a digital copy of a valid passport, a recent digital passport photo, arrival and departure dates, valid travel insurance for the duration of your travel, and payment details. You can apply online by completing an application form or have a Truly Bhutan apply on your behalf. A refund request of the SDF shall be submitted online using the immigration system. The refund will be processed only after the exit of the visitors from the Kingdom.

Visitors can travel to Bhutan by taking flights from Bangladesh (Dhaka), India (Delhi, Kolkata, Guwahati, Bagdogra), Nepal (Kathmandu), Singapore (Changi) and Thailand (Bangkok). For now, there are two airlines that fly into Bhutan – Drukair and Bhutan Airlines. Private jets can also fly into Bhutan after getting the relevant approvals from the competent authorities. What languages are spoken in Bhutan?

There are 19 languages spoken in Bhutan, but the national language is Dzongkha. English is used throughout Bhutan’s education system, so it is widely used and understood.

What is the weather like in Bhutan and when is the best time to visit?

Bhutan is a year-round destination. There are four seasons: summer (June to August), autumn (September to November), winter (December to February) and spring (March to May). But because of the range of altitudes in the country, and the influence of the north Indian monsoons, the climate is incredibly varied. 

In the south, the humid, subtropical climate is fairly consistent year-round, with temperatures between 15oC and 30oC. Central Bhutan, with its temperate forests, has a more seasonal climate, with warm summers and cool, dry winters. The northern regions are much colder during winter. Because of the high altitude, mountain peaks are snowy year-round and the lower reaches remain cool in summer. 

In summer, the Indian monsoon season runs from late June or July to late September, mostly affecting the southern regions. Most farming activities take place in the summer, when crops thrive in verdant landscapes.

Autumn, from late September or early October to late November, follows the rainy season. It is characterised by bright, sunny days and some early snowfall at higher elevations. It’s the season of feasts and festivals as farmers reap the fruits of their work.

From late November until March, the crisp, clear and sunny winter sets in, with frost throughout much of the country and snowfall common above elevations of 3,000 metres. The winter northeast monsoon brings gale-force winds at the highest altitudes through high mountain passes, giving Bhutan the name Drukyul, which means Land of the Thunder Dragon in Dzongkha (Bhutan’s national language). 

Bhutan’s generally dry spring starts in early March and lasts until mid-April. It is a botanist’s delight, with nature in full bloom. Summer weather commences in mid-April with occasional showers and continues to late June.

What currency is used in Bhutan?

Bhutan’s currency is called ngultrum. It’s 1:1 with Indian rupees.

Which power plug is standard in Bhutan?

Three different electrical plugs are used throughout Bhutan: the British plug (three square pins, compatible with type G sockets), the European plug (two round pins, compatible with type C socket) and the Indian plug (three thick round pins, compatible with type D sockets). It’s a good idea to bring adaptors for all three.

Do i need a visa to enter bhutan .

Visitors of all nationalities, except those from India, require a visa before entering Bhutan. For all visitors, except those from Bangladesh and the Maldives, this visa must be applied for and approved in advance of travel. Visitors from Bangladesh and the Maldives also require a visa, but this can be applied for and approved either in advance of travel or upon arrival in Bhutan. 

Visitors from India are able to apply for a permit but are required to hold an Indian passport or an Indian voter ID card. For Indian nationals under the age of 18, a passport or a birth certificate can be used to enter and they must be accompanied by a legal guardian.

Nationals from Switzerland and Thailand holding diplomatic or government-official passports are eligible for a visa at their port of entry.

How do I apply for a visa?

No, there are no restricted nationalities in Bhutan.

Before travelling, visitors from India, Bangladesh and the Maldives can apply for a permit (Indian nationals) or visa (Bangladeshi or Maldivian nationals) here . You may also apply at the point of entry, but please be aware that there may be a long wait depending on the number of applicants at the time. How long does it take to issue my visa?

A correctly input visa application can take up to five days to process.

How much does the visa cost? 

There is a one-off fee of US$40 for the processing of your application. This is payable at the same time as your Sustainable Development Fee (SDF), as part of the process of submitting your visa application.

How long does my visa allow me to stay in Bhutan?

The visa allows you to remain in Bhutan for a maximum of 90 days from the date of entry.

Can I extend my visa while I’m in Bhutan?

Yes, provided the extension is applied for before the original visa or permit expires. 

Visitors can extend their stay via the online visa application portal , using the same log-in details that were used to process their original visa. 

The fees for processing your extension application, and daily SDF for the duration of your extended stay, will be payable via the same portal.

Can I use my international credit card to pay for my visa / SDF online?

Yes, it is possible to use your credit card to pay for your visa and SDF online. However, we strongly recommend that you notify your bank prior to making the credit card transaction to ensure that the payment is processed successfully.  If they are not informed in advance, sometimes international banks will block online payments to Bhutan as part of the bank’s online security measures.

Is travel insurance mandatory?

Yes. All visitors must have full, valid travel insurance for the duration of their visit. For all visitors except those from India, Bangladesh and the Maldives, it is required to be in place when you make your visa application. 

Visitors from India, Bangladesh and the Maldives have the option to purchase domestic travel insurance at their port of entry.

Do I need to use a tour operator to book my travel?

No. In the past, all visitors needed to book their travel to and within Bhutan through an accredited tour operator. Any visitor travelling to Bhutan after our reopening on September 23rd 2022 can now book all aspects of the journey independently. Still, we warmly recommend our many accredited tour operators for their expert knowledge and excellent service.

If I want to drive my own car into Bhutan, how much does it cost?

There is a charge of Nu. 4,500 per car, per day. A guide is also mandatory and will be at an additional charge.

If guests want to bring their own car, the cars must meet the requirements of Bhutan's Roads Safety and Transport Authority, and must also have a valid driver's license, insurance documentation, pollution control documentation, an entry permit, and a vehicle in reasonable condition. A valid Indian driver's license is accepted for self-driving within Bhutan. The same fees and rules apply for motorbikes.

How do I get to Bhutan?

The country has one international airport located in Paro. Flights operated by Drukair and Bhutan Airlines arrive and depart from destinations including Bangkok, Delhi, Kolkata, Bagdogra, Bodhgaya, Dhaka, Kathmandu, Guwahati and Singapore. Private jets or charters can fly into Bhutan after obtaining the relevant approvals. 

There are also domestic airports in Yonphula in eastern Bhutan, Bumthang in central Bhutan, and Gelephu in south-central Bhutan.

Are face masks required to be worn in any places or at any times in Bhutan?

Face masks are no longer required to be worn at any venue or at any time in Bhutan, except in hospitals and health centres. However, guests can choose to wear face masks at their convenience should they wish. Also, it may be mandated by the government that face masks need to be worn in the future if the number of COVID-19 cases go up, therefore it is recommended that guests always travel with a face mask in their luggage as a precaution.

What are the current covid-19 regulations in Bhutan?

Although we recommend all visitors stay up to date with vaccinations against covid-19 to help stop the spread of the disease, there are now no covid-19 vaccination requirements for adults or children to enter Bhutan from September 23rd 2022. There is no quarantine requirement either.

No random covid-19 testing will be undertaken at any port of entry into Bhutan, however this may be done if a guest is showing symptoms or asks for a test.

If a guest tests positive for covid-19 during their stay in Bhutan, they will be admitted entry into the country without any quarantine period, however will be required to wear a face mask at all times and maintain other precautionary measures until they test negative again.

There will be no covid-19 protocols to leave Bhutan, unless the country the guest is travelling to requires them.

How can I get to my hotel from the airport?

You can take a taxi from the taxi rank outside the airport or organise an airport transfer with your hotel or tour operator. There is no other public transport available at the airport.

What are my transport options for travelling around Bhutan?

The most convenient way to travel in Bhutan is to hire a vehicle and driver from a car rental company or a tourism service provider such as a Bhutanese Tour Operator. It is not possible to hire a self-drive vehicle in Bhutan.

Your hotel may also be able to provide or arrange transport for you.  

If you are travelling with a tour operator, your transport will be arranged for you. 

Domestic flights are often the fastest way to travel longer distances within Bhutan. Domestic airports operate flights to and from Yonphula in eastern Bhutan, Bumthang in central Bhutan, and Gelephu in south-central Bhutan.

Can I go hiking or trekking independently, without a tour operator?

All treks must be undertaken with an accredited tour operator or guide. Your tour operator will assist you with all the necessary logistics and safety precautions.

Do I need a guide or a route permit to travel around Bhutan?

A local guide will help you see the best that the country has to offer and will ensure your safety when exploring unfamiliar terrain and altitude. It is mandatory to be accompanied by a guide for any journey or any trek beyond Thimphu and Paro. Guides are also mandatory for visitors who enter Bhutan via our land borders and plan to travel beyond the border towns. 

Guests no longer require a Route permit to travel around the country, so long as they are accompanied by a guide certified by the Department of Tourism. Please contact our hosts for the Department of Tourism's list of approved tourism services.

While guides aren’t necessary for all experiences, such as dining out and shopping, we strongly recommend that guides accompany visitors for experiences such as visiting temples and local places of interest. It is mandatory to have a guide when visiting monuments such as dzongs, for instance.

If you are following an itinerary or taking part in a trip organised by your hotel, you will not need to book a guide as one will be arranged by the hotel.

What kind of accommodation is available in Bhutan?

Can I stay in a private home, or campsite, in Bhutan?

You may only stay in accommodation or campsites approved by the Tourism Council of Bhutan.

Is it safe to travel in Bhutan?

Bhutan is a very safe place to visit, even if you’re travelling alone. There is very little crime experienced by locals or visitors, although we advise you to take care of yourself and your belongings. In some areas you may encounter stray dogs – please be cautious around them as they are not domesticated. They normally keep their distance, but please stay away from them as much as possible, especially if travelling with children. Please don’t feed or pat these or any other wild animals.

Bhutan’s physical environment presents occasional safety hazards, including flooding and landslides. From June to September the monsoons can affect transport and services. Check with your hotel or tour operator for possible disruptions.

Sustainable Development Fee (SDF) information

What is the sdf and how is it used.

The Sustainable Development Fee (SDF) is a daily levy paid by visitors to support Bhutan’s development. Since the kingdom first opened its doors in 1974, guests have played a critical role in our country’s growth.

The SDF is collected by the national exchequer and funds are allocated to various projects that create long-term, sustainable opportunities for the Bhutanese people, through free healthcare, education and training, upskilling the tourism and hospitality industry, improved infrastructure, environmental preservation and conservation, cultural preservation programmes and initiatives that support local businesses and economies. The SDF is also a vital means of maintaining the exceptional forest cover and carbon-neutrality for which our small nation is world-renowned and globally critical. The SDF also helps us to ensure that we can continue to offer guests tranquillity and an intimate experience.

How much is the SDF?

The SDF is USD 100 per night for adults from all countries except for India. Children aged between 6 years and who have not yet turned 12 are eligible to pay USD 50 per night. Children who have not yet turned 6 years old do not have to pay any SDF.

The SDF for Indian nationals (showing a valid Indian passport or Voter ID card) is Nu. 1,200 (or the equivalent amount in Indian rupees) per person, per night. Children aged between 6 years and who have not yet turned 12 are eligible to pay Nu./INR 600 per night. Children who have not yet turned 6 years old do not have to pay any SDF.

Can guests combine the SDF incentives with the 24-hour border-town SDF waiver?

No. This incentive is not combinable with the SDF waiver for border towns. 

What is the 24 hour SDF border town waiver?

Tourists visiting Samtse, Phuentsholing, Gelephu, and Samdrupjongkhar towns for 24 hours need not pay Sustainable Development Fee (SDF) beginning April 14, 2023. The waiver will be enforced for a year. The SDF  waiver will only apply for tourists who do not travel beyond the designated zones of border towns. However, SDF will apply for visitors who travel beyond the designated zone of border towns.

Tourists will be charged SDF if they go beyond Gurung Basti in Samtse, and beyond Rinchending Checkpost in Phuentsholing. The designated zone in Gelephu is at Aipoli Bridge and Pinchinna checkpost in Samdrupjongkhar.

If guests who are already in Bhutan wish to extend their stay, what is the process?

Extensions must be made in person at the Department of Immigration and must be paid in US Dollars.  

For Indian Nationals, extensions can be made in person at the Department of Immigration and must be paid in INR.

What happens if a guest wants to take advantage of the SDF revision before they have arrived in Bhutan?

The guests should cancel their visa application and apply again. Please allow at least five working days to process the visa application. The SDF that they have already paid can be used when applying again and any excess will be refunded. SDF payments cannot be refunded after guests have either arrived in Bhutan or have departed Bhutan.

Can guests who have already obtained a visa take advantage of the new SDF incentives?

Yes, guests who have already obtained a visa and booked trips to Bhutan can take advantage of the new SDF incentive. They will need to cancel their existing visa application and re-apply. Please note that DoI will forfeit their original visa fee (USD 40) and guest will be required to pay the USD 40 visa fee again when they process their new visa application. The SDF that they have already paid can be used when applying again.

Are guests from Bangladesh and Maldives eligible to pay the reduced SDF?

Only guests from India are eligible to pay the rate of Nu. 1,200 (or equivalent in Indian Rupees) per day.

If I cancel my trip will my SDF be refunded?

Yes, the SDF will be refunded by the Department of Immigration for any cancelled or shortened trips; any bank charges will be deducted from the total refunded. Requests for SDF refunds should be submitted online using the visa portal . The refund will be processed after visitors leave Bhutan.

If a guest decides to leave Bhutan earlier than planned, are they eligible for an SDF refund?

Yes, the SDF will be refunded for any nights that are not spent in the kingdom.

The most convenient way to travel in Bhutan is to hire a vehicle and driver from a car rental company or a tourism service provider. It is not possible to hire a self-drive vehicle in Bhutan.

You can also book a local driver or transport service provider (as well as airline tickets and tour operators) using the Druk Ride app . Your hotel may also be able to provide or arrange transport for you.

Bhutan Visa Requirements

Bhutan has announced Visa On Arrival (VOA) for Bangladeshi passport holders, who are visiting Bhutan by air. This comes immediately after Nepal and Pakistan also relaxed their Visa Rules for Bangladeshi passport holders travelling by air.

Citizens of Bangladesh are eligible for visa-free entry into Bhutan for a period of 30 days. They may apply for visa at the Royal Customs Office, Thimphu upon arrival . They should carry passports valid for at least 6 months from the date of departure from Bhutan and any one of the following documents:

Visa procedures for tourists visiting Bhutan: 

With the exception of Bangladeshi, Indian and Maldivian nationals, all other visitors to Bhutan require prior-approved visas to travel to Bhutan. Visas for visitors from countries outside of these three countries are being processed through a licensed Bhutanese tour operator. You can find information on Bhutanese tour operators, hotels and tour guides on  www.tourism.gov.bt  and  www.bhutan.travel  You are required to send a copy of the bio-data page of your passport to the identified tour operator, who will then apply for your visa. Your visa will be processed by the Tourism Council of Bhutan (TCB) once the full payment of your holiday has been (including $40 visa fee) wire transferred and received in the TCB account. Upon receiving the amount, the visa clearance will be processed within 72 working hours. 

While a prior-approved visa is not required for tourists from Bangladesh, India and the Maldives, visitors from these countries must carry a passport that must be valid for at least six months from the intended date of departure from Bhutan. Moreover, Bangladeshi, Indian and Maldivian tourists must obtain an e-permit that is approved in advance to visit Bhutan. The e-permit can be processed through a licensed Bhutanese tour operator. 

*The standard Sustainable Development Fee (SDF) of USD 65 per person per night is levied on international tourists. However, citizens of Bangladesh, India and the Maldives will be charged a concessional SDF of Nu. 1,200 (approximately USD 16) per night. SDF is a fee levied by the Royal Government of Bhutan to all tourists visiting Bhutan to promote sustainable and responsible tourism under the overall principle of “High Value, Low Volume” tourism, which contributes to social welfare, promotion of culture and enhancement of infrastructure and facilities for tourists.

The Tourism Council of Bhutan (TCB) will also offer customer service to help answer questions regarding visa applications and to answer questions about travel within the country. Although visitors from Bangladesh and Maldives can process visas on arrival, it is recommended that these be applied online to reduce wait time and for faster clearance at the port of entry. 

Bhutan Visa Price

The Government of the Kingdom of Bhutan has decided to allow visa free entry for Bangladeshi citizens holding Diplomatic and Official Passports. However, Bangladeshi nationals will require a visa to travel to Bhutan for Tourism purposes and for Business purposes other than Trade Missions, or with the intention of carrying out business activities in Bhutan.

The visa fee is USD 40 per person and it is non-refundable. While the process to issue the visa is usually quick, the visa can take up to five working days to process. 

Following documents are required to process the visa:

  • A passport copy is required. The passport must be valid for six months from the intended   date of departure from the Kingdom; 
  • Travel insurance valid for the duration of the trip; and
  • A recent passport size photograph.

From our reopening on September 23, visitors to Bhutan will make an active contribution to Bhutan’s economic, social and cultural development. The Sustainable Development Fee enables investment in transformative programmes that preserve our cultural traditions, protect our heritage and environment, upgrade infrastructure, create opportunities for our young people, and build resilience. SDF amount is as follows:

  • Guests from India are levied SDF of Nu. 1,200 or equivalent amount in INR per person per night, which will remain in effect for two years, following which time it may be reviewed and revised in keeping with the principle of the preferential rate after two years. 
  • Visitors from all other countries are levied SDF of USD 200 per person, per night.
  • There will be a concessionary levy of 50% on the SDF for children between the ages of 6-12 years and exemptions of SDF for children aged 5 years and below.
  • The SDF funds go to the national exchequer and are allocated to various projects that enhance facilities, services and infrastructure for nationals and guests who visit Bhutan, as well as funding free healthcare and education.

Only Indian citizens, Bangladeshi Citizens, and Maldives citizens do not need a visa to visit Bhutan. But some travel documents are also required to enjoy Bhutan visa-free policy. The following information will tell you how to travel to Bhutan without a visa as Indian passport holders and Bangladeshi passport holders.

Bhutan Visa Requirements for Indian Citizens

Ever since the Treaty of Friendship was signed between India and Bhutan on August 8, 1949, freedom of movement between the two countries has been in place, allowing Indian nationals to travel to Bhutan without the need for a visa, and vice versa. This reciprocal visa-free travel system means that no visa is required for Indian nationals traveling to Bhutan, as long as they have the correct identification.

An Indian citizen can travel to Bhutan by air or by traveling overland across the border at Phuentsholing, as long as they have one of the required and acceptable documents listed in the treaty.

Those documents include: 1. A valid and current Indian Passport with at least six months validity remaining 2. An Indian Voter’s Identification Card, with a current photograph 3. An identification slip that can be processed and printed at the border checkpoint in Phuentsholing, provided that adequate proof of Indian citizenship has been given

Requirements for Children under 17

For those traveling with children below the age of 17, who do not have a valid passport, the birth certificate and school ID of the child is required to allow them entry. Indian nationals living permanently in another country will also not be able to use the Voter’s ID for entry into Bhutan, and the standard requirement states that the passport is the only allowable document.

Q: Is Bhutan visa required for OCI (Overseas Citizenship of India)?

While Overseas Citizens of India (OCI) are valid Indian nationals, many do not hold an Indian passport anymore, and usually, hold the passport of their new country of residence. These Indian nationals also have what is known as the OCI, which grants them retained Indian Citizenship.

However, holders of an OCI card, without an Indian passport, are not eligible for visa-free entry into Bhutan, and will be required to apply for Bhutan visa by booking a tour with a registered Bhutan tour operator, the same as any other non-Indian passport holder.

Q: How to get to Bhutan from India?

For travel from India to Bhutan, the easiest option is to take a flight to Paro International Airport. Flights to Bhutan run from five cities across India, including Delhi, Bagdogra, Kolkata, Gaya, and Guwahati, and run daily from most airports. The cost of India to Bhutan flights is from around US$ 165 from Delhi, US$ 224 from Kolkata, and around US$ 125 from Bagdogra.

For those traveling overland, India has an amazing railway network, and there are very few places that do not have a railway link. From almost anywhere in India, you can get a connecting train to take you to Hasimara, the closest railway station in India to Bhutan, and from there get a local bus to take you to Jaigaon and Phuentsholing, the border crossing into Bhutan. From Phuentsholing, you will need to arrange private transport or take the bus to Thimphu.

Bhutan Visa Requirements for Bangladeshi Citizens

Similar to Indian citizens, nationals of Bangladesh do not need a visa for travel into Bhutan, as long as they have a valid passport. However, unlike Indian nationals, those from Bangladesh do not have the option of using any other form of ID to gain entry to Bhutan. The Bangladeshi passport is the only acceptable identification , and must have at least 90 days validity remaining at the time of exiting Bhutan.

A trip to Bhutan by flight

What a citizen of Bangladesh will need to apply for are the permits for regional tourists to Bhutan, which allow travel in the unrestricted areas of Bhutan. The permits are normally applied for at entry into Bhutan at either Paro International Airport or at the border crossing in Phuentsholing. However, there has been a recent change to this process, and the permits can now be obtained in advance through the new online application system .

This online permit system, which has been set up by the Department of Immigration, Ministry of Home and Cultural Affairs, and the Tourism Council of Bhutan, facilitates the processing of the permits for regional tourists, but has to be done through a registered Bhutanese tour operator or using a TCB certified hotel. The system is optional, and applies to entry through both Paro and Phuentsholing. This system allows visitors to obtain their permits in advance, and not have to wait for processing on entry.

Q: Is Indian Visa required for Bangladeshi citizens who travel from Bangladesh to Bhutan via India by land?

An Indian visa is required for travelers from Bangladesh that are traveling overland through India to reach Bhutan. However, it is not a tourist visa that is required. Instead, Bangladesh citizens are required to have a transit visa , which allows them to travel overland to Bhutan.

Indian tourist visas are not permitted for traveling overland to Bhutan, even if you have been visiting India beforehand. You will still need to obtain the transit visa before traveling. The transit visa will be required to be shown at the border crossing checkpoint at Jaigaon, opposite Phuentsholing, by the Indian immigration authorities, and without it, you will not be allowed to exit India into Bhutan. Use of a tourist visa to travel overland into Bhutan is illegal, and carries a severe penalty.

Q: How to get to Bhutan from Bangladesh?

The easiest way to get to Bhutan from Bangladesh is by flight , and there are flights from Bangladesh’s Dhaka International Airport daily to the kingdom in the Himalayas. Flights take around an hour to reach Paro International Airport, and cost from around 11,000 rupees, or about US$ 156 per person for an economy one-way ticket.

If you are planning an overland trip, then you will need to plan carefully, as there is no direct route to Bhutan from Bangladesh. The simplest and easiest route is to take the train from Dhaka to Kolkata, and then book a ticket up to Hasimara, in West Bengal. From there, you will need to use the local bus to get to Phuentsholing, and once across the border, you will need a private car or taxi to take you to Thimphu.

Visa Free for Maldivians Citizens to Bhutan

Only one other country in the world has the option for visa-free travel into Bhutan, which is the Maldives. A small island nation set far out in the Laccadive Sea, part of the Indian Ocean, the Maldives lies around 1,000 kilometers to the southwest of the Indian sub-continent.

The entry for Maldivian citizens into Bhutan is similar to that of Bangladesh, and only the passport is permitted to be used as identification. The passport must be valid for at least six months remaining at the time of entry into Bhutan, and the usual permits must be applied for on entry, or through the new online facilitation system.

What if foreign tourists get to Bhutan from India or Bangladesh?

The LOI will be forwarded to you by the tour operator, and will be needed to book your flight to Bhutan, which can only be done with one of two Bhutanese airlines, as no other airline is permitted to fly into Bhutan.

Apply for Indian Visa or Bangladeshi Visa

If you are entering through India or Bangladesh, then you need to have a tourist visa for the country you are traveling through as well. The transit visa for India is not valid except for Bangladesh citizens.

Visas for both India and Bangladesh can be processed at their embassies in your home country. Only Japan and South Korea can apply for a visa on arrival in India, although an E-visa can be applied for by the citizens of 113 countries around the world, including the United States, Canada, and all citizens of the European Union (EU). This may be changed soon for British citizens, since the country is soon to exit the EU.

For entry into Bangladesh, 23 countries are eligible for visa-free transit, and a large number of countries can apply for a visa on arrival in Bangladesh at airports and border crossings. The visa on arrival system includes the citizens of the United State, the EU, Canada, and Australia, among others.

Visas applied for in advance with the Indian Embassy can take around 3-5 days to process, and all visa applications, for both India and Bangladesh, require a valid passport with at least six months validity remaining, two passport-sized photos, proof of onward or return travel, and a completed application form.

For Indian passport holders it is convenient to travel to Bhutan without a visa. And for Bangladeshi citizens and Maldivian citizens, they can enjoy the Bhutan Visa Free policy and just visit Bhutan with their valid passports.

For tourists from other countries, they may need to apply for a Bhutan Visa in advance and also an Indian Visa or Bangladeshi Visa for entering Bhutan from these neighboring countries.

To apply for a transit visa or a standard visa in India and Bangladesh depends on how many days you plan to stay before your Bhutan tour.

Bhutan to impose $105 daily charge on Bangladeshi tourists

Sad news for travel lovers. 

Bhutan is likely to slap a "Sustainable Development Fee" of $65 per day per person plus a $40 permit processing fee for tourists coming from Bangladesh, India and Maldives from the end of December, according to Times of India.

These three countries enjoy a free entry into the almost pristine Himalayan Kingdom. For other countries, Bhutan charges each visitor $250 per day. This fee includes the $65 sustainable development fee and the $40 visa charge.

The Indian newspaper quoted the director-general of the Tourism Council of Bhutan Dorji Dhradhul as saying that the move is aimed at Bhutan's "High Value, Low Impact" tourism policy.

A draft policy being prepared over the last four years aims at introducing visa charge and sustainable development fee for all tourists. This policy may be approved by the end of December.

According to Bhutan tourism data of 2018, the number of Bangladeshi tourists there in 2018 was 10,450. The number of Indian tourists is the highest in Bhutan with 1.91 lakh visiting there in the same year. The number of tourists from all other countries was just around 70,000.

For a Bangladeshi tourist, paying the two fees means paying around Tk9,000 on the first day for a person. A minimalistic three-day stay means paying Tk20,000 extra ($65 sustainable development fee for each day stay along with $40 visa charge).

If the two charges are imposed, the number of Bhutan-going tourists from Bangladesh may decrease, fear outbound tour operators in the country.

"We offer a package of a three-night-and-four-day stay in Bhutan for Tk45,000 to Tk50,000. But the new policy will add more charges to this amount," said Toufique Tahman, the chief executive of Journey Plus.

"As a result, the number of Bhutan-bound tourists from Bangladesh will decline," he added.

Rezaul Karim, the chief executive officer of the Sky Holidays, said, "We send many corporate groups to Bhutan. But they may change their destination due to extra costs."

Drukair is the only flight operating airplane company from Dhaka to Bhutan. Drukair's General Sales Agent (Passenger) is Dhaka National Air Travel Agency and Cargo Ltd.

Farabi Bin Zahir, a senior executive of the Dhaka National Air Travel Agency, said, "After the 2015 earthquake and the 2018 US Bangla airplane crash in Nepal, the number of Bhutan-going Bangladeshi tourists increased rapidly."

But tourists might avoid Bhutan as a tourism destination from now on, he said, adding "It will negatively impact our business."

Dr Bhubon Chandra Biswas, the chief executive officer of Bangladesh Tourism Board, said Bhutan is known as a high value destination and it has a limited tourist capacity. "That is why, they may target tourists from countries outside South Asia [by forming a new policy]."

When asked if Bangladesh has anything to do about the policy, he said, "We cannot do anything against an internal policy of another country."

In a reply to a question by the Times of India, Bhutanese Foreign Minister Tandi Dorji denied that the new charges are aimed at cutting down tourist numbers.

He said the country wants to allow them to "grow in a sustainable manner" in the next few years.

In fact, the Bhutanese Government wants to stop regional tourists from using low-rent accommodation offered online, which has led to mushrooming of several unregulated homestays and guest houses, he added.

In 2018, Bhutan's total tourism receipt from international leisure tourists was $85.41 million.

The current tourism charges in Bhutan

As of now all foreign tourists, except for Bangladeshis, Indians and Maldivians, have to pay $250 per person per day during the peak season and $200 per person per day during the off-peak season, according to a report of The Indian Express.

The offseason falls in the winter from December to February and in the monsoon from June to August.

The daily charge, that includes $65 "tourism levy" and the fees for tourist's visa, covers accommodation, transport within Bhutan, a tourist guide, food and non-alcoholic drinks and entry fees. Besides, the country additionally charges $40 for tourists travelling solo and $30 for each tourist in a group of two persons.

Tourists from Bangladesh, India and Maldives have been exempt from these charges. They can travel visa-free to Bhutan and are not subject to the minimum expenditure floor of $200 or $250.

According to the global travel portal Lonely Planet, a budget hotel in Thimphu can cost between $20 and $40 a night, and a restaurant meal between $7 and $15 per person, read the Indian Express report.

The report added that top-end accommodation could cost between $500 and $1,750 per night.

Bhutan\u2019s exports to Bangladesh mainly consist of boulders, cardamom, oranges, pebbles and gravels, limestone, dolomite, ferroalloys, gypsum, semi-finished products of iron or non-alloy steel, silicon carbide etc. \r\n\r\n Total trade between Bhutan and Bangladesh saw substantial increase in the last 10 years as reflected in the Figure below. Over the years, both export and import saw an increasing trend. Bhutan has always been enjoying favorable balance of trade with Bangladesh. Over the last ten years, the variety of items imported from Bangladesh increased considerably. Further, it attempts to explore new areas of cooperation for expansion of Bhutan\u2019s bilateral and international trade through the development of institutional linkages and collaboration between the chambers of commerce, tourism authorities, and standards authorities of the two countries. \r\n\r\n \r\n\r\n \r\n\r\n Investment \r\n\r\n \r\n\t Proposed Special Economic Zone by Bhutan in Northern District of Bangladesh:  Bangladesh and Bhutan have taken initiatives to invest in each-other\u2019s economic zones. Both the countries have agreed to establish a Special Economic Zone (SEZ) in the northern district of Bangladesh by Bhutan. Bangladesh agreed in principle to provide land for a SEZ in Kurigram district which is only 190km from the southern city, Gelephu of Bhutan. \r\n\t Again, Bhutan is working on a master plan to prepare a special economic zone in the southern district of Gelephu where Bangladesh will consider to invest.  \r\n \r\n\r\n Acclamation on Bangladesh \r\n\r\n \r\n\t IMF  commented on the economy of Bangladesh as resilient. It considers Bangladesh as an emerging market economy with high potentials. \r\n\t JP Morgan Chase commented that Bangladesh ranks fourth in growth in economically active population. \r\n\t Morgan Stanley has commented that Bangladesh is at the very early stages of an investment boom\u2026 \r\n\t New York Times has termed Bangladesh as \u201can unlikely corner of Asia, strong promise of growth\u201d. \r\n\t HSBC  reports that Bangladesh will be the 26th largest economy in 2030. \r\n \r\n\r\n \r\n\r\n KEY SECTORS IN BANGLADESH FOR INVESTMENT \r\n\r\n The major sectors for investment are: IT, ship-building, agro-based industries, leather and leather products, pharmaceuticals, ceramics, frozen fish, plastic, furniture, home textile, jute & jute products, tourism, etc. \r\n\r\n ICT \r\n\r\n Information and Communication Technology (ICT) has been considered as the driving force for achieving \u2018Vision 2021\u2019 and thus to transform Bangladesh into a self-reliance middle income country. In order to realize the above mentioned goal, Bangladesh Hi-Tech Park Authority (BHTPA), core responsible entity in Bangladesh for developing Hi-Tech Park\/Software Technology Park (STP)\/IT Village and thus to boost up the IT sector of the country, offers- \r\n\r\n \r\n\t Tax\/Customs duty exemption up to 100% for the potential developers\/ IT\/ITES companies\/Hi-Tech industries; \r\n\t Freedom of ownership; \r\n\t No limit on FDI; \r\n\t World-class physical Infrastructure with utilities; \r\n\t One Stop Service; \r\n\t Knowledgeable workers with cheap cost; \r\n\t Increasing Global Confidence with the pursuit that Bangladesh has been recognized as one of the most attractive global IT destinations; \r\n \r\n\r\n \r\n\t \r\n \r\n\r\n INVESTMENT OPPORTUNITIES IN BANGLADESH \r\n\r\n Bangladesh offers the most liberal and sound FDI regime in South Asia, allowing 100% foreign equity ownership with unrestricted exit policy. Almost all the sectors are open for Foreign Investment without any quantitative restriction. Due to competitive wages, low energy prices, it is found that the production cost in Bangladesh compared to Japan is less than half. Signing of Transit Agreement and Protocol between Bangladesh and Bhutan, 22 March 2023:  Bangladesh and Bhutan signed the "Agreement on movement of traffic-in-transit and Protocol" on 22 March 2023 in Thimphu, for establishing arrangements for multi-modal communication channels via road, water ways, railways and airways between Bangladesh and Bhutan. Hon'ble Commerce Minister of Bangladesh Mr. Tipu Munshi and Hon'ble Minister for the Ministry of Industry, Commerce and Employment of Bhutan Lyonpo Karma Dorji signed the agreement and its Protocol. 

Signing of the Amended SOP for the MoU on Inland Waterways, 15 September 2022:  To finalize mechanism and legal basis for effective waterways connectivity with Bhutan and to ensure utilization of Bangladeshi sea ports by Bhutan, a Standard Operating Procedure (SOP) for the MoU on the Use of Inland Waterways between Bangladesh and Bhutan was signed on 15 September 2022 in Dhaka. 

Renewal of the MoU on Inland Waterways, September 2022:  MoU on the Use of Inland Waterways between Bangladesh and Bhutan was signed in 2017 and has been renewed for another five years (until 2027) in September 2022.

Preferential Trade Agreement (PTA), signed on 06 December 2020, implemented from 01 July 2022:  Bangladesh and Bhutan have signed a preferential trade agreement (PTA) on 06 December 2020 to ease further trade barriers between the two countries and facilitate an increase in the volume of bilateral trade. H.E. Tipu Munshi, Bangladeshi commerce minister, and Lyonpo Loknath Sharma, Bhutanese Minister for Economic Affairs signed the agreement on behalf of their respective governments. Bangladesh Prime Minister Sheikh Hasina and her Bhutanese counterpart Lotay Tshering witnessed the event and joined virtually the signing ceremony from Dhaka and Thimphu respectively. Bhutan is the first country to sign PTA with Bangladesh. Under the agreement, Bangladesh will enjoy duty benefit on export of 100 local products and Bhutan will enjoy duty benefit on its 34 products. From 01 July 2022, Preferential Trade Agreement (PTA) between Bangladesh and Bhutan has been implemented.

Commerce Secretary Level Meeting: The successive rounds of annual Bilateral Meetings at Commerce Secretary Level (CSLM) have focused on strengthening trade relations between the two countries. Further, it attempts to explore new areas of cooperation for expansion of Bhutan’s bilateral and international trade through the development of institutional linkages and collaboration between the chambers of commerce, tourism authorities, and standards authorities of the two countries.  8 th round of Commerce Secretary Level Meeting (CSLM) between Bangladesh and Bhutan was held from in September 2022 in Dhaka. The Bhutanese delegation was led by Bhutanese Secretary of Economic Affairs and the Bangladeshi delegation was led by Senior Secretary of the Ministry of Commerce.

Facts and figures of bilateral trade.

Bangladesh is the 2nd largest trading partner of Bhutan after India. Both the countries are enjoying excellent bilateral trade relation and both the countries are members of SAFTA, BIMSTEC, BBIN etc. Bhutan’s trade has always been directed towards the two neighboring countries, namely India and Bangladesh, which jointly accounts for 86% share of the total trade. 

Bangladesh’s export to Bhutan is characterized by very limited products. Garments, melamine, pharmaceuticals, furniture, aluminum structures (doors, windows etc), dry food, confectionary items (sweet biscuits, cakes & pastry), fruit juice, mineral water, kitchenware, toiletries dominate the export of Bangladesh to Bhutan. Bhutan’s exports to Bangladesh mainly consist of boulders, cardamom, oranges, pebbles and gravels, limestone, dolomite, ferroalloys, gypsum, semi-finished products of iron or non-alloy steel, silicon carbide etc.

Total trade between Bhutan and Bangladesh saw substantial increase in the last 10 years as reflected in the Figure below. Over the years, both export and import saw an increasing trend. Bhutan has always been enjoying favorable balance of trade with Bangladesh. Over the last ten years, the variety of items imported from Bangladesh increased considerably. Imports from Bangladesh, both in terms of volume and diversity are expected to increase with the further developments in bilateral trading arrangements between the two countries.

  • Proposed Special Economic Zone by Bhutan in Northern District of Bangladesh:  Bangladesh and Bhutan have taken initiatives to invest in each-other’s economic zones. Both the countries have agreed to establish a Special Economic Zone (SEZ) in the northern district of Bangladesh by Bhutan. Bangladesh agreed in principle to provide land for a SEZ in Kurigram district which is only 190km from the southern city, Gelephu of Bhutan.
  • Again, Bhutan is working on a master plan to prepare a special economic zone in the southern district of Gelephu where Bangladesh will consider to invest.

  • IMF  commented on the economy of Bangladesh as resilient. It reports that Bangladesh continues to generate strong growth driven by consumer spending and investment. Bhutan King to visit Padma Bridge, leave Bangladesh using land port

Bhutanese King Jigme Khesar Namgyel Wangchuck will visit the landmark project Padma Bridge during his four-day stay and leave Bangladesh using the northern land port in a gesture to give the connectivity between the South Asian countries a boost.

His arrival on March 25 in a state protocol at the Hazrat Shahjalal International Airport would be the first of a VVIP visit to Bangladesh since the new government took charge after the January 7 elections.

Foreign Minister Dr Hasan Mahmud briefed the media on Sunday about his visit.

Bhutan was the first country to recognize the newly independent Bangladesh on December 6, 1971, when the third King of Bhutan sent a message of recognition by telegram.

Since then Bangladesh and Bhutan shared a “special multidimensional” bilateral relationship.

Formal diplomatic relations were established on April 12, 1973.

In 2023, Bangladesh and Bhutan celebrated the Golden Jubilee (50th Anniversary) of the formal establishment of diplomatic relations between the countries.

Bangladesh is the second largest trading partner of Bhutan after India. Both countries are members of SAARC, SAFTA, BIMSTEC, and BBIN, among other regional forums.

The visit will be a milestone in the bilateral relations, the foreign minister said, as he shared details of the King’s sojourn.

President Mohammed Shahabuddin will receive the King at the airport on Monday morning where he will receive a guard of honour as part of the state protocol.

After that, he will visit the Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Museum at Dhanmondi-32 and pay respect to the portrait of Bangabandhu there.

The foreign minister will call on him at his place of residence at the Hotel Intercontinental.  This will be followed by a bilateral meeting with Prime Minister Sheikh Hasina.

Meeting with PM

During the meeting with the prime minister, both sides will discuss the whole range of bilateral and regional issues.

Cooperation in the fields of health, ICT and tourism will be discussed.

Discussion related to regional connectivity, transit, and a preferential trade agreement (PTA) will also get priority.

Bangladesh will propose to produce hydroelectricity with India and Bhutan. They will also discuss cooperation to tackle the challenges of graduation from the LDC status.

Three MoUs – establishment of Burn and Plastic Surgery Unit in Thimphu, a special economic zone for Bhutan in northern Kurigram district and technological support for consumer protection – would be signed during the visit.

Besides, cooperation related to cultural exchanges will be renewed.

Gifts in honour of the King

The King will be honoured with gifts from Bangladesh for the people of Bhutan.

The government will increase the seats for Bhutanese students to 30 from the existing 22 in government medical colleges for MBBS study as a gift during the visit.

Two seats will be reserved for Bhutanese foreign service officers at the Bangladesh Foreign Service Academy.

Bhutanese agricultural officers will get three years of training at the Bangladesh Agricultural Research Council.

Laptops, tabs and other electronic devices will be gifted for the capacity building of Bhutanese government officials.

Significance

The foreign minister said this will be the first state-level visit of any guests after the Awami League returned to power for the fourth consecutive term.

He said the Special Economic Zone would create scopes of trade and businesses, and draw investment and generate employment opportunities.

The Burn and Plastic Surgery Unit in Thimphu will serve the greater interest of the South Asia region, he said.

On March 27, the King will visit the Padma Bridge. After that, he will visit the Special Economic Zone in Araihazar, Narayanganj.

The King will also visit the special economic zone (SEZ) at Madhabram area under Bhogdanga union of Kurigram Sadar upazila on March 28, before leaving Bangladesh using the Sonahat land port.

The Border Guard Bangladesh will give him a guard of honour.

State Minister for Shipping Khalid Mahmud Chowdhury will see him off.
