With six justices of the U.S. Supreme Court sitting in the front rows, the president criticized the majority conservative court for overturning the landmark abortion case Roe v. Wade in 2022. As he warned that "history is watching" how the U.S. handles alliances abroad, and supports Ukraine, he warned about "another assault on freedom."

Referring to Trump, Biden maintained that the former president was responsible for overturning the law and said, "In fact, he brags about it." He warned that Republicans in the Congress were pushing for a national abortion ban.

He ticked through how a host of red states have restricted access to reproductive health services — warning about the latest law in Alabama that effectively banned in vitro fertilization. He mentioned Kate Cox, a guest sitting with the first lady . Cox suffered a fatal fetal condition during her pregnancy but was unable to obtain an abortion in Texas and sued the state .

Biden warned that the GOP underestimated the power of women to mobilize, referencing past wins when reproductive freedom was on the ballot and predicting a win again in 2024.

He also promised to restore Roe v. Wade as the law of the land — something he will need a Democratic House and Senate to achieve, which is not likely after the 2024 election, when Republicans are favored to flip control of the Senate.

The political symbolism of the power of women for Biden's campaign was also visibly on display in the chamber. Dozens of Democratic lawmakers donned white and sported buttons emblazoned with a slogan "fighting for reproductive freedom."

Congressional Democrats, especially those in swing seats , needed Biden to alleviate voters' concerns about his ability to do the job in this kickoff campaign speech. But they chiefly named the economy as the issue they wanted him to highlight.

He argued that the state of the country was far worse when Trump was in office, citing the pandemic that triggered job losses, millions of deaths and a "mental health crisis of isolation and loneliness."

When Biden wasn't calling out Trump's record in the White House, he outlined his own. He pulled out statistics about real world projects that are funded through his top legislative accomplishments — a heath care and climate bill, which was passed without a single GOP vote, and the bipartisan infrastructure bill.

Biden took credit for lowering prescription drugs, and capping the cost of insulin for seniors on Medicare to $35 a month. He vowed in a second term to extend that cap for all who need insulin.

Biden used a familiar populist line from the stump about shifting more cost savings to those on the lower-income side, at the expense of the top 1%.

Biden cited Trump's 2017 tax cuts as the prime example of a president who was skewed toward helping the rich.

He looked into the cameras to those watching at home and asked the political question designed to relate to most Americans, "For folks at home, does anybody really think the tax code is fair?"

Before the president's speech on Thursday, the House approved a bill dubbed the "Laken Riley Act," a reference to the 22-year-old Georgia nursing student who was murdered recently by a migrant who entered the U.S. illegally in 2022. The move was a deliberate attempt to force Democrats to go on the record on a measure that requires the detention of any migrant with a record of theft, and 37 Democrats — chiefly from swing districts — backed it.

The president stressed that his administration is working on a cease-fire so that hostages can be released and more humanitarian assistance can be delivered. He stressed his personal record over decades as a strong supporter of Israel and his visit during the early part of the war. But he also said, "As we look to the future, the only real solution is a two-state solution."

There is increasing pressure for an immediate cease-fire to materialize, and Biden, who recently predicted a temporary pause would be coming in a matter of days, faces calls from progressives in Congress to cut off military aid to Israel and concentrate on humanitarian assistance.

Biden may have largely united his own party on the need to continue supporting Ukraine. But the deep fissures when it comes to his approach to Israel, as the death toll of civilians mounts in Gaza, has been a regular flashpoint already in campaign stops and shows no sign of fading.

CHICAGO – Mayor Brandon Johnson's administration suggested this week it has no plans to postpone enforcement of its 60-day shelter stay policy, meaning scores of migrants could soon be forced to leave city’s shelters starting on March 16.

Johnson initially side-stepped questions about this earlier this week when asked by NBC 5 Investigates if the City of Chicago was prepared to postpone enforcement again.

“We’re compassionate people, I got you,” Johnson said.

When pressed that he did not provide a “yes or no” response, Johnson said: “So, it’s not okay that I let people know that Chicago is compassionate? Let me just say it though, okay? Thank you. We are compassionate people and so we are doing everything in our power to demonstrate compassion. Now as far as whether or not we will extend deadlines, we haven’t gotten to that point, alright.”

When NBC 5 Investigates asked for clarification, Communications Director Ronnie Reese confirmed that the March 16 date still holds true for the first wave of migrants to move out of the city’s shelter system.

It’s unclear how many migrants that impacts, with city officials telling NBC 5 Investigates those figures are being tabulated.

The Johnson administration twice postponed the enforcement of the 60-day stay policy before – most recently at the end of January amid inclement winter weather and growing opposition from 16 members of the Chicago City Council, who had drafted a letter calling for the city to repeal the policy.

When specifics of the 60-day shelter stay limit were provided during a council committee hearing in late January, Brandie Knazze with the Department of Family and Support Services told alders at the time that as many 5,617 could be asked to leave the shelters in March. More than 2,000 more could follow through the month of April.

Shelter populations have decreased since that meeting - from more than 14,000 at the end of January to more than 11,000 this week.

The Johnson administration has made clear there are extenuating circumstances through which migrants could be granted an extension, but Johnson told reporters Tuesday the city’s “main goal” was to resettle as many people as possible.

Among them the reasons for an extension include:

  • Inclement weather
  • Proof of lease with a move-in date that would extend their stay in shelter until the start of their lease
  • Familial circumstances that create challenges including persons with disabilities or a death in the family, among others

The Johnson administration announced the 60-day stay limit policy months ago, which was modeled after similar policies in other places like New York.

The motive behind it was in part to help clear the city’s temporary migrant shelters and help resettle migrants into more sustainable housing situations.

Amid the pending deadline, costs have been a part of public criticism leveled against the Johnson administration.

Favorite Healthcare Staffing, the Kansas-based staffing company hired to staff and help operate the city’s shelters, has been paid $126 million so far, according to the city’s online costs portal. Equitable Social Solutions, which helps identify shelter locations, has been paid $31 million.

At its peak, Chicago’s 28 shelters were housing more than 14,000 migrants – roughly half of them - or 7,500 are not eligible for state-funded rental assistance.

And according to the city data from late January, only 1,000 work permits had been issued – creating a challenging landscape for migrants to find housing, according to volunteers and housing specialists interviewed by NBC 5 Investigates.

“I see their faces when I’m sleeping. I think about their names all the time. If I am driving around the neighborhood and I see a “for rent” sign – I call it immediately. I can’t stop thinking about housing and shelter. I can’t stop thinking about where are they going to stay,” said Charlotte Long, the housing specialist with the Sanctuary Working Group at the Wellington United Church of Christ – a grassroots organization that now through the help of grant funding is helping migrants find housing and actually helping pay their rent.

Long acknowledged that she is seeing demand for housing ramp up as the March 16 deadline approaches and worries some people could end up experiencing homelessness.

According to the Illinois Department of Human Services, the state has spent approximately $45 million helping at least 5,000 families resettle.

The state also spent another $1 million on outmigration services – paying for plane, train and bus tickets for migrants who end up not staying in Illinois, according to a DHS spokeswoman.

Three Indian men have appeared in court after the gang rape of a Spanish tourist on a motorbike trip with her husband, with police hunting four other suspects, reports said Monday.

The attack took place on Friday night in eastern India in Jharkhand state's Dumka district, where the couple were camping.

A total of seven men are accused of carrying out the brutal assault.

"We have formed a team to hunt the remaining suspects," senior local police officer Pitamber Singh Kherwar told AFP.

On Sunday, three accused were seen being escorted into court with sacks on their heads by police officers holding ropes tied around their waists. The three were later remanded in custody.

The Spanish woman and her husband were also in court.

The couple  told Spanish TV channel Antena 3 on Saturday that the men raped the woman and hit the man repeatedly, the Reuters news agency reported.  They said they had camped out because they could not find hotels nearby, Reuters reported.

"We have to ensure strict punishment," Kherwar said, the Press Trust of India (PTI) news agency reported Monday.

Kherwar said a special team including forensic officers had been formed to scour the scene of the attack, while another team was hunting more suspects.

"They are constantly raiding places," Kherwar said in PTI's report. "We will soon arrest the remaining accused."

An average of nearly 90 rapes a day were reported in India in 2022, according to data from the National Crime Records Bureau.

That year, police arrested 11 people after the alleged brutal gang rape and torture of a young woman that included her being paraded through the streets of Dehli. Also in 2022, a police officer in India was arrested after being accused of raping a 13-year-old girl who went to his station to report she had been gang-raped.

In 2021, a 34-year-old woman in Mumbai died after being  raped and brutally tortured .

Large numbers of rapes go unreported due to prevailing stigmas around victims and a lack of faith in police investigations.

Convictions remain rare, with cases getting stuck for years in India's clogged-up criminal justice system.

The notorious gang rape and murder of an Indian student made global headlines in 2012 .

Jyoti Singh, a 23-year-old physiotherapy student, was raped, assaulted and left for dead by five men and a teenager on a bus in New Delhi in December that year.

The horrific crime shone an international spotlight on India's high levels of sexual violence and sparked weeks of protests, and eventually a change in the law to introduce the death penalty for rape .
