Kerala Tourism Department

The present Department of Tourism had its beginning in the State Guest Department of the erstwhile Travancore State and Hospitality Organization of the Cochin State. In Travancore, the State Guest Department had been functioning since 1930. Till the re-organization of States in 1948, the State Guest Department of Travancore State and Hospitality Department of Cochin State continued as such. Later, after the formation of Kerala State in 1956, these two separate organizations were combined as Tourist Department in 1958.This Department continues to be the Government agency responsible for looking after the comforts of Guests of the Government. It also functions as the Estate Office so far as accommodation of VIPs like Ministers are concerned. Their conveyance needs are also managed by the Tourist Department. Although the Department continues to handle the hospitality function of the State,more emphasis is now given to Promotion, Planning and Development of Tourism. In 1981 it was again re-named as Department of Tourism.The Department of Tourism has three major function such as (i)Hospitality wing of the State Government (ii) Estate Office duty and(iii) Tourism Development. The activities under Tourism Development head can be broadly classified into three categories such as: (a). Marketing & Promotion, (b). Planning & Development. and (c). Support to other agencies.

Tourism Department Organization:

The Department is headed by the Director (IAS cadre) and supported by two Additional Directors – one Additional Director (General- IAS cadre) and the other Additional Director (Hospitality – Non – IAS cadre). The Additional Director (General) is assisting the Director in all matters of the Department whereas the Additional Director (Hospitality) looks after the Hospitality wing only.There are three Joint Directors in the Department one at the Directorate and the other two at the Regional Offices, Ernakulam and Kozhikode. The Joint Director at the Directorate is looking after the Estate Office duty.An Administrative officer and Finance Officer from Government Secretariatare looking after all administrative matters and financial matters respectively. Planning Section is headed by Planning Officer on deputation basis. Maintenance of vehicles and providing vehicles to State Ministers and State Guests are being monitored by an Executive Engineer from PWD (Mechanical) on deputation basis. There are 3 Deputy Directors at Directorate.The publicity wing is headed by a Deputy Director and assisted by a Tourist Information Officer. Accounts department is managed by a Deputy Director functioning as Drawing and Disbursing Officer.The Department has Offices in all the districts of which six are headed by Deputy Directors and eight by Tourist Information Officers.There are fifteen Information Offices within the State and four outside the State. All these offices are concentrating very effectively in marketing Kerala Tourism.

Notable Function of Tourism Department

1) Hospitality Wing :

  • The Department provides accommodation and transport to the State Guests including VVIPs and VIPs. Maintains 24 Guest Houses at Kovalam,Thiruvananthapuram,Ponmudi, Attingal, Varkala, Kollam, Kottayam, Ernakulam, Aluva, Devikulam, Munnar, Peermade, Cheruthuruthy,Idukki,Thrissur, Guruvayoor, Malampuzha, Malappuram, Kozhikode, Sulthan Battery, Kannoor, Kasargod,Yathri Nivas at Thiruvananthapuram and Ernakulam and Kerala House at Kanyakumari and New Delhi.
  • All reservations to these establishments except Yatri Nivas,Thiruvananthapuram and Kochi are made through GAD (Political) Govt.Secretariat, Thiruvananthapuram.
  • The Department of Tourism has a fleet of cars of various models and brands to provide transport to the guests as well as the Ministers,Speaker, Leader of Opposition, etc.

2) Estate Office Duty :

  • It is the responsibility of the Department of Tourism to provide furnished Residential Bunglows to the Ministers, Leader of Opposition, Chief Whip, Speaker etc.
  • The transport facility is also provided to the above by the Department of Tourism.

3) Tourism Development :

  • A shift in the emphasis from Hospitality Management to Tourism Planning, Development & Marketing was the major change the Department witnessed in the 1980s.
  • The Budget pattern underwent a sea change by the 1990s to provide more for Tourism Development.
  • Effective marketing and promotional measures are essential to attract tourists and to highlight Kerala as a distinct destination.
  • Private sector investment needs encouragement from the Government.
  • Department is providing assistance to District Tourism Promotion Councils (DTPCs) in all the districts.
  • New destinations are being identified and various schemes are being implemented to develop them as important tourist spots in the State.

Hello sir i have one complant

The NH544 is maintained by CPWD and not kerala govt. Then how is the transport minister Kerala justified in sending Charge memo s for overspeeding on NH 544. Moreover it is National Highway and after paying toll in free road is it not ok to speed at 100 to 115 ?

The same car within same streatch in t5 minutes distance travelled the cameras have taken pioctures and 4 charge memos are send u/s 183(1) each Rs 1,500/-. Is this not harassment for public coming from other states as well as local normal citizens.

Three PWD roads falling under Karimannoor sub PWD ( Thodupuzha Major PWD section) namely- West kodikulam -Perumankandam, West kodikulam- Kaloor, Parapuzha- kaloor roads are in very ried bad shape and and not motorable .Only bullock cardts and jeeps can be used on these roads. No maintennace has been carried out on these PWD roads since last 4 years despite many complaints to PWD minister’s office and pwd office at Thodupuzha. MLA PJ Joseph is least interested in road maintenenance ! We wonder what these PWD dept is doing and where are the funds being wasted.

Mr. Kadakampally Surendran has sworn in as the new Minister for Tourism, Government of Kerala. He represents the Kazhakuttom constituency in the State Legislative Assembly.

Mr. Kadakampally of Communist Party of India-Marxist (CPI (M)) was active in student movements and cultural activities starting his school days and entered politics through youth organisations.  He was the Unit Leader of Kerala Socialist Youth Federation (KSYF) which later became Democratic Youth Federation of India (DYFI).

Mr. Kadakampally who was the national Vice President of DYFI for fifteen years (1980-1995) also served as a Member of Legislative Assembly of Kerala from Kazhakuttom constituency and the chairman of Backward Caste Welfare Committee from 1996-2001. He was elected twice to the Syndicate of the University of Kerala (2006 & 2014) and was the President of Kerala State Co-Operative Bank from 2006 to 2008. He served as the Thiruvananthapuram District Committee Secretary of CPI (M) in the period 2007 - 2016.

Born to Mr. C. K. Krishnankutty and Mrs. Bhagavathi Kutty at Kadakampalli in Thiruvananthapuram, he completed his higher studies from S N College Chempazhanthy and University College, Thiruvananthapuram. His wife Mrs. Sulekha is a teacher and they have two sons.

It is one of few places where tourists can relax without being followed by touts, guides and taxi drivers. The state scores high on parameters such as education and health, and as a result, the localities are very friendly and welcoming. In fact, it is the first state in India to open a dedicated Tourist Police Station. It just goes onto highlight how much the government cares for the tourists who visit here.

But having said so, it’s not a 100% crime-free state and so it’s better to be prepared than to be sorry later. Here are some important emergency contact details in Kerala which you need to save in your phone contacts, and can be quite useful on your Kerala Trip.

100 – POLICE STATION

Safety tips while you are in kerala.

  • Dress modestly. Kerala is a conservative state and you should respect the state’s rich culture. Wearing too revealing clothes for women can be frowned upon.
  • It is perfectly okay and safe to wear swimsuits and bikini at the beaches.
  • Watch out for pickpocketing in crowded areas like buses, festival grounds, shopping areas, etc.
  • Strikes and Hartals are very common in Kerala, it’s better to submit your itinerary at the Foreigner’s Registration Office (FRO). Kerala Police operates free buses under police convoy to transport tourists.
  • While doing boating or any water-related activity, do insist on wearing a life jacket. The state government has already strengthened precautionary measures after the 2009 Thekkady boat tragedy.
  • Kerala has tropical-humid weather, drink a lot of water.
  • Alcohol consumption in public places (for both men and women) is against the Keralite culture and should be avoided. If you want to enjoy the nightlife at pubs and bars, the metropolitan city of Kochi is best suited for this.
  • Exercise precaution for floods and landslides if you are visiting during the monsoon seasons.
  • Beware of beggars that have migrated from poorer neighbouring states.

New Delhi: The Rs 40-crore Hazratbal shrine development project, which was inaugurated by Prime Minister Narendra Modi Thursday, is one of the 46 projects sanctioned under the Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) scheme launched by the Ministry of Tourism in 2014. 

While Modi announced 12 new projects under this scheme during his visit to Jammu and Kashmir, the scheme itself has been marred by delays with less than 50 percent (22 projects) completed in the past decade, ThePrint has learnt.

The PRASHAD scheme — earlier called PRASAD since ‘development of heritage sites’ was added to the name only in 2020 — is aimed at the integrated development of popular religious, spiritual and heritage sites to provide essential infrastructure, such as parking, pathways, toilets, illumination, tourist information centres, among others, and promote them as popular tourist destinations.

Under the scheme, a large number of projects being undertaken are at Hindu pilgrimage sites, including at the Somnath temple (Gujarat), Srisailam temple (Andhra Pradesh), Kamakhya temple (Assam) and Kedarnath (Uttarakhand), among others.

Development works have also been sanctioned at other religious and heritage sites, including at Hazratbal shrine and Ajmer Sharif Dargah; development of pilgrimage facilitation at Four Patron Saints, Yuksom (Sikkim); development of Chamkaur Sahib (Punjab), development of Patna Sahib (Bihar); development of pilgrimage tourism infrastructure at Zunheboto (Nagaland); river cruise tourism at Varanasi, among others, according to ministry’s reply to a question in the Lok Sabha last month.

In its report tabled in Parliament in March 2023, the Standing Committee on Transport, Tourism and Culture had cited a response from the tourism ministry to say that d elays in identification of implementing agencies as well as approval from the forest department and local authorities, and the pandemic were to blame for the delay in completion of projects.

The committee, headed by Rajya Sabha MP and YSR Congress leader V. Vijayasai Reddy, had expressed concern over the delay in the completion of the projects. 

“Considering the fact that this scheme was initiated in 2014-15, the progress is very slow. The committee observes that all the projects, both completed and ongoing, under PRASHAD have had delays of at least one year,” it said.

A senior ministry official admitted that many projects have been delayed. 

The delay in implementation of the projects, which has to be executed by the respective state governments, has been due to various factors, such as delay in getting necessary approvals from state authorities, preparation of detailed project reports (DPRs) and availability of land, among others, said the official, who did not wish to be named.

The official added,  “In some places, Archeological Survey of India did not permit to carry out development work due to proximity to the heritage sites, etc.”

Meanwhile, the ministry in a written response to questions by ThePrint, said: “Some of the major challenges with respect to the sanctioning of projects pertain to delay in submission of DPR as per the toolkit, delay in identification of land parcel, absence of requisite No Objection Certificates, delay in tendering of sanctioned component.”

73 sites identified, 46 projects sanctioned so far

A total of 73 sites from across the country were identified for the scheme, based on daily footfall, cultural, historical and heritage importance, status of existing level of development, number of heritage monuments and their accreditation status, among others. 

According to tourism ministry officials, the projects were proposed by the state governments and cleared by the ministry. A majority of the projects sanctioned under the scheme were for the development of facilities at popular temples across the country. 

In the past decade, the tourism ministry sanctioned a total of 46 projects (covering 51 destinations) in 26 states and Union Territories to be developed at an estimated cost of Rs 1,632 crore, according to the ministry’s reply to a question in Lok Sabha.

Of the 46, six are in Uttar Pradesh, including three in Modi’s constituency Varanasi, five in Gujarat, and three each in Andhra Pradesh, Uttarakhand and Telangana, among others.

The Modi-led Bharatiya Janata Party (BJP) government sanctioned 28 projects during its first term, of which completion of a large number of projects, including Hazratbal, has been delayed by over a year. 

Sanctioned in 2016-17, the Harzratbal shrine development project was to be completed by December 2019 but was eventually completed only last year, according to senior officials with the J&K tourism department.

Similarly, projects at Srisailam temple in Andhra Pradesh and Guruvayur temple in Kerala (both sanctioned in 2017) were delayed by 26-28 months and were completed in May and February 2021, respectively, according to the parliamentary panel report.  The report adds that a large number of sanctioned projects have been delayed by one or two years.

“Some projects like the development of Mathura-Vrindavan as Mega Tourist Circuit (Ph-II) and development of basic facilities at Vishnupad temple, Gaya, Bihar, have had a delay of four years. The committee also observes that some of the targets in the EFC (Expenditure Finance Committee) proposal of October 2021 pertaining to this scheme have not been achieved,” the parliamentary panel went on to state in its report.

According to ministry officials, projects at 10 more identified sites are yet to be finalised. 

“Process of selection, identification and sanctioning of projects under PRASHAD is a continuous process. Projects sanctioned under the scheme are developed in a collaborative manner with the State/UT governments,” said the ministry official quoted earlier. 

Meanwhile, work on 12 newly sanctioned projects in Rajasthan, Andhra Pradesh, Puducherry and Mizoram, among others, is in various stages of approval, the official added.

Kumarakam: Adding impetus to the tourism sector in Kumarakam, Minister PA Muhammad Riyas will inaugurate two flagship projects at 6.30 pm on March 12. The Valiamadakulam tourism project (waterfront tourism) was completed at Cheepunkal in Aymanam by spending Rs 4.85 crore and the Cheepunkal House Boat Terminal was included in the Kumarakam Destination Development Tourism project and built on a budget of Rs 1.44 crore the two tourism projects that will be inaugurated by the minister.

A floating restaurant on the west side of the pond that sprawls over five acres, pedal boats, a music fountain and a rain shutter have been completed as part of the project. This tourism project in Aymanam panchayat is going to benefit the tourists who visit Kumarakam. Tourists would be able to enjoy the serene nature at Valiamadakulam, at any time, once the project is inaugurated.

How to reach? You could reach the Valiamadakulam tourism project area by traveling less than a kilometre on the road towards the west, after the Kavanattinkara bridge in the Kottayam – Kumarakam road. Meanwhile, those who come from Vaikom and Cherthala sides could reach here by taking the first road to the left, after the Cheepunkal bridge.

T HIRUVANANTHAPURAM: Tourism director P B Nooh, set to file his report on the collapse of the floating bridge at the Papanasam beach in Varkala, has said that the District Tourism Promotion Council (DTPC) and the Kerala Adventure Tourism Promotion Council cannot wash their hands of the incident. Tourism Minister P A Mohamed Riyas had said action will be taken on the basis of the findings of the director.

The report is expected to shed light on whether the firm that was operating the bridge committed any lapses while implementing safety measures. A source said the report also will come clear on the aspect of whether the operators had ignored any high-tide warning.

Nooh said the firm that is running the project on contract is not alone responsible for ensuring safety and the DTPC and Promotion Council also have a role in it.

The DTPC and the Promotion Council had earlier pinned the blame on the Andaman-based firm, which was operating the bridge. The mishap occurred on Saturday when visitors were walking on the bridge that was about 100m long, despite high-tide alerts from the National Institute of Ocean Technology.

Riyas answerable: Satheesan

Meanwhile, Leader of Opposition V D Satheesan said the tourism minister is answerable for the collapse of the bridge that was built just two months ago.

He alleged that numerous projects were being carried out in the Tourism Department by flouting norms and the opposition is scrutinising them.

“Those who created a din over the Palarivattom bridge should answer for what had happened in Varkala,” he said. 

MP demands judicial inquiry

Attingal MP Adoor Prakash demanded a judicial inquiry on the alleged corruption in the running of the floating bridge. “The government should make it clear whether they had implemented the project to help a private agency,” he said.
