KYIV, Ukraine (AP) — President Volodymyr Zelenskyy urged Western allies to boost Ukraine’s air defenses after a Russian drone strike destroyed an apartment block in the southern port city of Odesa and killed at least 11 people. Officials on Sunday said the bodies of a boy — and a young woman clutching an infant — were pulled from Saturday’s rubble.

“The mother tried to cover the 8-month-old child with her own (body). She tried to save them. They were found in a firm embrace,” said a Telegram post published on the interior ministry’s official channel. Separately, the governor of the Odesa region, Oleh Kiper, said the other child was 10.

On Saturday, Ukrainian authorities said another baby was among those killed after falling debris from an Iranian-made drone hit the building — one of eight Russian drones reported by officials. Later that day, Zelenskyy said a second child aged 2 had also died.

“Delays in the delivery of weapons to Ukraine, as well as air defense to protect our people, unfortunately result in such losses,” Zelenskyy wrote on X, formerly known as Twitter.

More people may still be trapped, the Odesa branch of Ukraine’s main emergency service said on Facebook. Kiper said rescue workers continued to comb through the site.

Elsewhere in Ukraine, regional authorities reported that a 58-year-old man died under rubble after Russian forces overnight shelled his village in the southern Kherson province. Another civilian man, 38, was killed in a Russian artillery strike in the neighboring Zaporizhzhia region, local Gov. Ivan Fedorov said.

On Sunday afternoon, Donetsk regional Gov. Vadim Filashkin said a Russian airstrike on the eastern town of Kurakhove wounded 16 people and damaged 15 high-rise apartment blocks.

REPORTS OF EXPLOSIONS AT AN OIL DEPOT IN CRIMEA

In Russian-occupied Crimea, loud explosions were heard near an oil depot in the early hours Sunday, according to a local pro-Kyiv Telegram news channel. Kremlin-installed officials in the territory said a nearby stretch of highway was closed for about eight hours.

Videos shared with pro-Ukrainian channel Crimean Wind showed explosions lighting up the sky, followed by booms. The channel said they were taken by residents near Feodosia, a coastal town in northeastern Crimea. It was not immediately possible to verify the circumstances in which the videos were shot.

An anti-Russian, Crimean Tatar-led underground group claimed that the blasts destroyed a pipeline, causing “colossal” damage.

The group, Atesh — which means “fire” in Crimean Tatar — did not directly claim responsibility for the strike and said it had learned about its consequences from informers among Russian-appointed officials. Authorities in Kyiv did not immediately acknowledge the claims.

Traffic was halted early Sunday along a four-lane Russian federal highway near Feodosia, according to an adviser to Crimea’s Kremlin-installed leader. The Telegram post by Oleg Kryuchkov gave no reasons for the move.

More than eight hours later, Crimea’s local transport minister reported that traffic had partially resumed. A bridge that connects Crimea to Russian territory was also closed to traffic for about two hours early Sunday.

Russia’s defense ministry did not comment on the reports but claimed that 38 Ukrainian drones were intercepted overnight into Sunday over the peninsula.

CHINA’S UKRAINE ENVOY HOLDS TALKS IN MOSCOW

In Moscow, China’s special envoy on Ukraine held talks on Saturday evening with senior Russian diplomats in the first leg of a European trip that will also take him to Brussels, Poland, Germany and France, Chinese and Russian state media reported.

China’s foreign ministry said Special Representative Li Hui and Russian Deputy Foreign Minister Mikhail Galuzin agreed that negotiations are the only way to end the fighting in Ukraine.

Li’s trip, the second since May, comes as Kyiv seeks Beijing’s participation in peace talks that Switzerland is trying to organize . China claims it is neutral in Russia’s war on Ukraine but maintains close ties with Moscow, with frequent state visits and joint military drills.

On Sunday, Turkish Foreign Minister Hakan Fidan said it was time to start discussing a cease-fire between Moscow and Kyiv, claiming that “both sides have now reached the limits of the results they can achieve through war.”

Speaking at a news conference, Fidan said that such a move would not mean recognizing Russia’s occupation of parts of Ukraine.

“We believe that it is time to separate the issues of recognition of the occupation and sovereignty from the cease-fire issue,” he said.

Today, Slightly Stoopid and Dirty Heads announced their 2024  Slightly Dirty Summer Tour across the U.S.. Produced by Live Nation, the 23-date run kicks off on Thursday, July 11 in Cleveland, OH at Jacobs Pavilion, with stops in Bridgeport, CT, Virginia Beach, VA, West Palm Beach, FL, San Diego, CA, and more before wrapping up on Saturday, August 25 in Phoenix, AZ at Talking Stick Resort Amphitheatre. Special guests Common Kings will join on select dates and The Elovaters will join across all dates on the tour.

The announcement follows Slightly Stoopid’s successful ‘Summertime 2023’ tour with Sublime with Rome, which saw the two bands hit 25+ amphitheaters across the U.S. last year.

Speaking on the upcoming tour, Slightly Stoopid’s Miles Doughty says “ Slightly Dirty Summer 2024 is gonna be nuts!  It’s been a minute since we did a full summer tour with our brothers the Dirty Heads and we are excited to get this party started. About Dirty Heads

Since 2001, Dirty Heads have mixed hip-hop, reggae, and rock to create a unique sound that fully embodies their Southern California roots and resonates with audiences around the globe.

Dirty Heads are currently out-streaming some of the biggest alternative acts in the U.S., with

In 2008, Dirty Heads released their acclaimed album Any Port in a Storm, with a deluxe edition following in 2010. The deluxe version featured the track “Lay Me Down” with special guest Rome Ramirez of Sublime with Rome. The song reached number one on Billboard’s Alternative Songs in May 2010, and nine weeks later it established a record as the song with the longest stint atop the chart for an independently released title.

They followed up two years later with Cabin by the Sea and later recorded an acoustic version of the title track. This, in turn, led to an entire acoustic album in 2013 called Home: Phantoms of Summer. Dirty Heads’ next album, Sound of Change, would prove to be a breakthrough for the now-veteran band, debuting at number eight on the Billboard Top 200 while topping the Independent and Alternative Albums charts upon its May 2014 release.

Building on their renewed success, Dirty Heads enlisted a bevy of industry hitmakers to work on their self-titled 2016 follow-up, which — thanks to its mainstream appeal — again charted high on the Billboard Top 200. The following year saw the band drop its sixth studio album, Swim Team, featuring the singles “Vacation,” in its original form, and “Staloney.”

Inspired by current events and the fan interpretations of their music in the #VacationTransition challenge, the band went into the studio to work on new music. In 2021 Dirty Heads released The Best Of Dirty Heads compilation, which included a new collaboration with Travis Barker and Aimee Interrupter of The Interrupters. The band also released their highly anticipated 8th studio album Midnight Control in August 2022 which featured 10 all-new songs including their take on Joe Walsh’s 1978 hit “Life’s Been Good.”

In 2023 Dirty Heads released the digital deluxe version of their album Midnight Control, featuring 23 tracks including acoustic versions of hit songs “Rescue Me,” “Life’s Been Good,” and “Island Glow,” Lo-Fi versions of 3 album tracks, 3 unreleased songs and more in addition to all 10 tracks from the original album. The trip there is about an hour (in the dark in Dec) on a double decker boat (couple hundred people). If you leave from PV you go straight to the show and then dinner. If you leave from PN 1.5 hrs earlier then you do dinner first and then the show at the same time as the PV group. That's what you want to do unless you want to get back to your hotel after 1am. The gourmet dinner is a buffet. It's a good ~$30ish buffet. But it's not an incredible experience in and of itself. The boat ride back is a party boat with very loud music and a pretty good show. Bring earplugs unless you want your ears ringing the next day. So, it's about 6 hours of OK and a late night for an amazing 1.5 hour show. Decide for yourself. I purchased the tickets in advance. I arrived early at the port and had to wait for the ticket office to open. Once I was able to check in, I realized I left my ID at the hotel. I did have the credit card I used to make the purchase, but you also need your ID. I could not get on the boat. We were on the second seating for dinner (after the show) which meant that we did not sit down for dinner until 10:00 PM. The boat left Puerto Magico at 7:00 PM. The snacks served onboard were pathetic (cold sausage/weiner rolls, tiny buns, vegetables and dip). Also, it was advertised as an open bar but the drinks onboard were limited to beer, margaritas, rum punch. Literally seated on bleachers made of scaffolding. No way this meets any sort of safety code. The food was decent, service was good, but the show sucked honestly. The best part was the couple in yellow with the big ring and no one around us could figure out how they fit into the story. Here's what it's like inside the oldest continuously running water plant in Michigan

MONROE — Before the tour ended, Christopher S. Knight made a point to shout out, “Happy Birthday, water plant!”

Friday was the 100th anniversary of the City of Monroe's Water Treatment Plant on East Front Street, which has been in operation since March 1, 1924. To mark the occasion, the city offered hourly public tours, anniversary booklets and decorated cookies.

Before the tour started, Barry S. LaRoy, the city's director of water and wastewater, said it was a “real honor” to celebrate the anniversary. LaRoy has worked for the City of Monroe for nearly 32 years, more than 1/3 of the plant’s life. He said the facility is the oldest continuously running water plant in Michigan. The city is applying for a historical marker from the state.

Dozens, including many children, turned out for the tours led by Knight, water plant superintendent. Knight has worked at the plant for almost 30 years and has been its superintendent since 2009. The tours followed the path the Lake Erie water takes through the plant, including the ozonation building and the clarifier.

Knight said in 1924, this area had fewer citizens and businesses, so the plant pumped just 3 million gallons of water today. Today it's pumping 18 million gallons a day, slightly less in winter months, when there are no swimming pools and sprinklers in use. In 100 years, the plant's treated more than 85 billion gallons of water, which is 2 percent of Lake Erie.

Ozone has been used in the water treatment process since the 1970s. Ozone helps remove pathogens and bacteria from water.

Next, Knight led the tour into the domed-topped Clarifier 3 building, which was constructed in 1972. Here, 10 million gallons of water a day are treated. The plant has three clarifiers, or giant tubs, where 95 percent of dirt is removed from the water. The water in the tubs is kept at 41 degrees. In harsh winters, like 2014-15, a thin layer of ice can form on top of the water.

“It doesn’t hurt the treatment,” Knight said.

Chlorine is added to the water after clarification. Water’s final stop is the filter gallery, which wasn’t on the tour. Today, the plant has 12 filters. Charcoal makes up most of the filter; silica sand and garnet sand fill up the rest.

“What participles are left (from the clarifier) get out in the filter. This is the polishing. It removes any particles,” Knight said.

Outside, Knight gave tour attendees more water facts and answered questions.

He said the city adds two chemicals to water: fluoride and the corrosive inhibitor called zinc orthophosphate.

Fluoride is recommended by the American Dental Association and the Environmental Protection Agency.

“There is not adequate levels in the water. We started Dec. 5, 1951, at the request of city council. It helps enamel, strengthens teeth and prevents cavities,” Knight said.

The corrosive inhibiter prevents lead and copper from older pipes from leaching into water.

“Water sits between the line and the main. At night, it could be six to seven hours,” Knight said.

Various tests are performed on the water in the plant; some are done every hour. Checks also are performed weekly throughout the county.

“What good would it do if the water was good here and left here and went bad?,” Knight said.

The city has three water towers. The one in Monroe's Roessler Field holds ½ million gallons of water. Towers in Ida and Maybee each hold ¼ million gallons. Although the towers store water, their most important job is to maintain water pressure.

“Without them, pressure would be up and down all the time. It balances the system,” Knight said.

The Monroe Water Treatment Plant serves 12 communities. The impetus for the plant was the 1915 typhoid fever outbreak. LaRoy said homes back then had private wells that were often too close to outhouses.

“There was no treatment and no wastewater treatment,” LaRoy said.

Because of contamination, more than 44 typhoid cases occurred among the population of 12,000 people.“It was massive hysteria,” LaRoy said.

So, the city built the water treatment plant that’s still in operation today. Major expansions took place in 1948 and 1972. LaRoy said the city is always working on water infrastructure. Plans this year include expansion of the South Custer Booster Station.

"An additional pump is required for the station to meet firm capacity," LaRoy said. "This project requires a building expansion, and we will be replacing the emergency backup generator at the same time. The project has already started and is just east of the Monroe County Fairgrounds property."
