A police certificate is a document that details any arrests for an individual — as well as the reasons for and outcomes of those arrests — while that person was living in a particular area. If you’re applying for a family-based or marriage-based green card from abroad , then you must submit a police certificate — issued by a police authority — from countries where you have lived in the past, even if you have no criminal record in any of those countries.

If you do have a criminal history, you may still be eligible for a green card, but it’s important to understand the rules for applicants with criminal records .

Who must submit a police clearance certificate.

Only a family member applying for a green card from abroad must submit a photocopy of their police clearance certificate to the National Visa Center (NVC) and bring the original or certified copy to their green card interview . (Family members applying for a green card from within the United States instead must submit police records , not a police clearance certificate.)

If you’re at least 16 years old , you must submit a police clearance certificate from each of the following countries (except the United States), whether or not you’ve ever been arrested there:

  • Your country of nationality if you’ve lived there for at least six months at any time in your life
  • Your country of residence if it’s different from your country of nationality and if you’ve lived there for at least six months
  • Any country if you’ve lived there for at least 12 months and were at least 16 years old at the time

You also must submit a police clearance certificate from any locality in the world (except in the United States) where you’ve been arrested for any reason, at any age, and regardless of how long you lived there.

How recent must each police clearance certificate be?

Each police clearance certificate must be less than two years old . If all of the following conditions are true at the time of your green card interview , you must obtain a new police certificate:

  • Your police clearance certificate is more than two years old .
  • You still live in, or have returned to, the country where the certificate was issued.
  • You’re older than 16.

What if my police clearance certificate is not written in English?

A police clearance certificate that is written in a language other than English must be submitted with a certified English translation .

Where to Get a Police Certificate

You can obtain a police clearance certificate from the issuing authority in each country , listed on the U.S. Department of State’s website. On the left-hand side of the webpage, you will need to select the first letter of your country’s name, select your country, and click on the “Police, Court, Prison Records” tab to view the important details.

For each country, the State Department lists the name of the issuing authority, current fee, and procedures for obtaining a certificate.

What if I can’t get a police clearance certificate?

Unless a particular country’s guidelines for “Police, Court, Prison Records” specifically indicate that such records are “ unavailable ,” you must submit a notarized personal affidavit (written statement) in which you explain in detail why you could not obtain a police clearance certificate.

Obtaining a police clearance certificate depends on which type of U.S. visa you’re applying for. As mentioned above, they are required during the family-based green card or immigrant visa process. However, for certain types of temporary, nonimmigrant visas, police clearances may not be required.

Police clearances are generally valid for two years.

If your police clearance is more than two years old at the time of your visa interview, you’ll be required to obtain an updated version before your application can proceed.

Individuals who apply for an immigrant visa (green card) or K-1 fiancé visa from outside of the United States must submit a police clearance certificate. It’s a standard part of the process, but the process can be a little confusing for applicants. This article provides an overview of the purpose for a police certificate, where to obtain one, and how to make sure everything is correctly submitted.

What is a police clearance certificate and why do I need one? What are the requirements for a police certificate? When do I need to request a certificate during the process? How do I obtain a police clearance certificate? Do I need this if I'm adjusting status inside the U.S.?

Police Clearance Certificate, Explained

A police clearance certificate, sometimes simply called a police certificate, is a government-issued document that details any arrests and the corresponding outcome for an individual while in a certain country.

If you’re applying for a family-based green card or the K-1 visa from abroad, then you must submit a police clearance certificate from countries where you have lived in the past. (The requirement extends to any K-2 children if they are 16 years or older.) There are some small exceptions that we will explain.

Even if you have no arrest record in any of those countries, you must submit the police certificate from any and all countries where you lived.

The U.S. Department of State will use this information as part of the background check for an individual before issuing a visa. Therefore, if you do have a criminal record, it’s also important to know how to properly address it.

Requirements for a Police Certificate

If you are applying for an immigrant visa or a K-1 nonimmigrant visa through a U.S. embassy or consulate abroad, you will likely need to submit a police clearance certificate from each country you have lived since the age of 16.

If you are at least 16 years old, you must submit a police clearance certificate from each of the following countries (except the United States).

  • Your country of nationality if you’ve lived there for at least six months at any time in your life;
  • Your country of residence if it’s different from your country of nationality and if you’ve lived there for at least six months;
  • Any country if you’ve lived there for at least 12 months and were at least 16 years old at the time; and
  • Any country or region (except in the United States) where you were arrested for any reason.

Even if you are certain that you’ve never been arrested, you should submit a certificate. The certificate must:

  • Cover the entire period of the applicant’s residence in that area;
  • Be issued by the appropriate police authority; and
  • Include all arrests, the reason for the arrest(s), and the disposition of each case of which there is a record.

Adjustment of status applicants, who are individuals applying for a green card from inside the U.S., generally do not need a police certificate. They may need police and court records .

A police clearance certificate that is written in a language other than English must be submitted with a certified translation .

When the Certificate is Needed

The National Visa Center (NVC) will make the request for a police clearance certificate from you. However, these documents do have a limited lifetime. So, it is important not to request them too early.

After U.S. Citizenship and Immigration Services (USCIS) approves the petition (Form I-130 for family-based immigrant visas or Form I-129F for K-1 visas), they will transition the case to the State Department’s National Visa Center. The NVC may contact the petitioner and beneficiary approximately 4-8 weeks after receipt of the case to make the request for additional documents, including the police certificates.

Each police certificate is generally valid for a period of two years. Therefore, beneficiaries should generally wait until after the petition approval to obtain the police clearance certificates. The certificate must continue to be valid through the visa interview date.

If your interview is scheduled more than two years past the date the police certificate was issued, you need to obtain a new one. When all of the following conditions are true at the time of your visa interview, you must obtain a new police clearance certificate:

  • The police clearance certificate is more than two years old;
  • You continue to reside in, or have returned to, the country where the certificate was issue; and
  • You are at least 16 years of age.

How to get a police clearance certificate.

It may seem a little overwhelming to find the issuing authority for a police clearance certificate. The U.S. Department of State makes it easy to locate the issuing authority in each country.

Determine from which countries you’ll need a police certificates

You will need a police clearance certificate from at least one country. However, if you’ve lived in any other countries or have been arrested in another country, you may need additional certificates. Review Requirements for a Police Certificate above to make a determination.

Find the issuing authority and make a request

The State Department has a page for Reciprocity and Civil Documents by Country. You’ll simply select the country name, and then select “Police, Court, Prison Records” tab to view the important details.

For each country, the State Department does the best it can to list the name of the issuing authority, current fee, and procedures for requesting a certificate.

The time it takes to get a police certificate will vary by each country. Generally, most countries can respond within 2-8 weeks.

Addressing no availability

Generally, most countries have a process to obtain a police clearance certificate. If you've successfully requested your certificate(s), you can skip this step.

In the rare situations that a country does not make one available, you must address this deficiency.

Unless a particular country’s guidelines for “Police, Court, Prison Records” explicitly indicate that such records are “unavailable,” you must submit evidence. Specifically, you should submit:

  • A notarized, sworn written statement in which you explain in detail why you could not obtain a police clearance certificate; and
  • Evidence of your attempts to obtain the certificate from the particular country’s government.

If you are unable to obtain a certificate, particularly if you have an arrest record in that country, speak to an immigration attorney to help secure your chances of obtaining the desired visa.

Submit a photocopy of the police clearance certificate to the NVC. Do not submit your original. (Generally, you'll scan and submit documents electronically to the NVC.) Keep the original in a safe place and take it to your consular interview. You likely won't need it, but you'll have it in case it is necessary to address a question.

Adjustment of Status Applicants Submit Police Records

If you’re filing Form I-485 to adjust status to permanent resident inside the United States, you do not need to submit a police clearance certificate from each country you’ve lived. However, you may need to submit police and court records.

At the time of filing Form I-485, you generally must submit to USCIS certified police and court records and any additional required documents for each arrest or charge, even if the incident occurred while you were a minor and even if the arrest was expunged (removed) from your record.

You generally are not required to report or provide documentation for minor traffic violations that did not result in criminal charges or involve alcohol, drugs, personal injury, or property damage.

When you apply to become a permanent resident or a Canadian citizen, you and your family members must include a police certificate. When you apply as a visitor, student or temporary worker, we may ask you for a certificate.

A police certificate is a statement that you don’t have a criminal record or , if you have one, a copy of your criminal record. They help us confirm if there are any reasons you may be inadmissible to Canada.

Police certificates are different in each country and territory. They may be called:

  • police clearance certificates
  • good conduct certificates
  • judicial record extracts or
  • other names

If your certificate is in a language other than English or French, send the police certificate along with a translation from a certified translator .

Who needs a police certificate?

You and any family member 18 or older may need to get a police certificate, depending on the program you’re applying to.

When should I submit one?

Different programs have different times for when you have to send in your police certificate(s).

If you’re an Express Entry candidate

You have 90 days to submit your police certificate. Avoid delays by starting your police check as soon as you’re in the pool.

In most cases, you must contact the police or government to ask for a certificate. You may have to:

  • provide information or documents, such as photographs, fingerprints, or your addresses and dates that you lived in the country or territory, and

If you need to give your fingerprints for a police certificate, this isn’t the same as giving your biometrics (fingerprints and photo) for an application.

If your country or territory has a new name

If you lived in a country that has changed its name or status, the police certificate should come from the current national authorities of that country.

If you can’t get a police certificate from your country or territory

If you’re unable to get a police certificate from a country, you’re responsible to show why you can’t get one.

To prove that you can’t get a police certificate, you must:

  • show proof that you requested a police certificate from the correct authorities and
  • write a letter explaining all the efforts you have taken to get one

Police certificates are required for each visa applicant aged 16 years or older. Present and former residents of the United States should NOT obtain any police certificates covering their residence in the U.S.

Please note that these police certificates are required only if you are getting an immigrant visa or other nonimmigrant visa such as K, V. They are NOT required if you are doing an  Adjustment of Status (I-485)  within the U.S.

Police certificates must cover the entire period of the applicant’s residence in a given area. The term “police certificate” means a certification by appropriate police authorities stating what their records show concerning each applicant, including all arrests, the reasons for the arrests, and the disposition of each case of which there is a record. Police certificates from certain countries are considered unobtainable.

In some cases, there may be specific Police Certificate Request forms that must be submitted in order to properly request and obtain the applicable Police Certificate(s) based on the applicant’s residence history.

The table below shows how many police certificates are required based on where each applicant lives and has lived previously.

IF the applicant  is living in their country of nationality at their current residence for more than 6 months AND  is 16 years old or older THEN the applicant needs a police certificate from  the police authorities of that locality.

IF the applicant  lived in a different part of their country of nationality for more than 6 months AND  was 16 years or older at that time THEN the applicant needs a police certificate from  the police authorities of that locality.

IF the applicant  lived in a different country for more than  12 months AND  was 16 years or older at that time THEN the applicant needs a police certificate from  the police authorities of that locality.

IF the applicant  was arrested for any reason, regardless of how long they lived there AND  was any age at that time THEN the applicant needs a police certificate from  the police authorities of that locality.

Police certificates need to be obtained for only during the time period when the applicant was 16 years or older. However, if the person was arrested for any reason, regardless of how long they lived there, and was any age at that time, the police clearance certificate from the police authorites of that locality is required.

Police certificates from the local passport office are considered usually more dependable than those obtained at a local level and indicate that the person had no serious criminal convictions on the record at the time of passport issuance. Each applicant will need to bring the interview letter provided by the National Visa Center in order to request the Passport Office Police Certificate from the Passport Office.

Police Certificate for India while in USA

If you are currently not staying in India, but in the United States, you do not need to get the police certificate from a local police station nor regional passport office in India. In that case, you can get a police clearance from your  local Indian consulate  ( Indian consulates worldwide ). They do it on the basis of a passport check.

This is a document issued by the embassy/consulate certifying that you have never been involved with the Indian police. The normal procedure for issuing a PCC is that the embassy/consulate checks with the police authorities in the area(s) in India where you had been residing, and issues the PCC after obtaining their clearance. As this procedure generally takes some time, an alternative is for you to directly approach the relevant police authorities in India (or request your friends/relatives to do so on your behalf) and obtain a certificate from them that you have not been involved in any police case during the period of your stay in India (please ensure that the relevant dates (stayed in India from so-and-so date to so-and-so date) are included in the certificate).

The Embassy of India does not accept consular service applications through U.S. Postal Mail. It is suggested that applicants may apply for the services either at the Embassy Counter or send the application through a courier. This arrangement will continue until the situation improves.

The following return mail charges should be sent for the return of serviced passports in addition to the prescribed visa fee. The Embassy/Consulate is not responsible for documents lost in the mail. Express Mail: $20, Registered Mail: $10, Priority Mail: $7, Certified Mail: $5 For each additional passport a charge of $ 1/- would be levied as mailing charges. Applicants can also send a self-addressed prepaid return envelope with the application in lieu of mailing charges.

To apply for a police clearance certificate, you should fill the Miscellaneous Service Form. You also need to take/send your passport and passport size photograph (affixed in the form) for this. It is advisable to apply in person. When you apply in person, also carry a photocopy of the passport and submit that photocopy to the consulate. Also, take a copy of your H1/H4 visa approval notice. The fee should be paid by Money Order/ Cashier checks made in favor of the Embassy of India/Consulate General of India. Cash is accepted only at the counter. Personal checks are not accepted. Additionally, you should pay additional charges if you would like to get the PCC on an expedited basis.

PCC includes a stamp in the passport and PCC document saying that ‘that they do not have any adverse findings against you that might affect your U.S. visa’.

They are also called RCMP certificates as police certificates from Canada are obtained from RCMP (Royal Canadian Mounted Police). Police certificates are required for consular processing for those currently living in Canada for 6 months or longer or for those not currently living in Canada, but who did live in Canada for more than 1 year.

There are two types of police certificates, one is name check based and the other is fingerprint-based. Only name check based police certificates are required for U.S. immigration. Fingerprint-based police certificates are for Canadian immigration.

Other than a valid reason they do not generally do it, just like that. So you have to tell them you need to do it for “U.S. Immigration”.

The police station issuing the clearance will red stamp approval and on the bottom of the form you will see a note; “details cannot be confirmed as relating to the subject of inquiry without fingerprint comparison”. Do not be alarmed by this because fingerprints are NOT required. If, during your consulate interview the consular officer finds your police clearance has a “hit” or name check problem you may be instructed to be fingerprinted. In this case, the U.S. consular post will furnish Form FD-258 to be used for fingerprinting. This is the only form they will authorize for fingerprinting. Not any RCMP fingerprint form. Anyone who has initiated on their own to secure RCMP fingerprints is wasting their time. The consular officer has to witness the issuance of fingerprinting for authenticity. The RCMP fingerprint form is used for Canadian immigration or criminal processing.

  • United Kingdom It takes less than 4 weeks to get the police certificate from the UK.
  • Germany Please note that PCC information is not available from the above site. One has to call the  German Embassy/Consulate  and request for the appropriate forms and instructions, which will then be sent by mail to the requestor’s address. The concept of checks doesn’t exist or at least not used extensively in Germany. So payment has to be made by a direct bank transfer (details given in the instructions) or via international money order in Euros.

Passport holders who want to apply for residency status, a long-term visa, employment, or immigration are given a Police Clearance Certificate (PCC) by higher authorities.

Citizens traveling abroad on a tourist visa do not require a police clearance certificate.

The ECR (Emigration Check Required) countries are listed as a group of seventeen nations mentioned below. In these nations, a PCC is mandatory for anyone applying for employment.

  • Saudi Arabia
  • Afghanistan

The applicant (a family member) has to send a photocopy of their police clearance certificate to the National Visa Center (NVC) and bring the original or certified copy to their interview for a green card.

Instead of a police clearance certificate, family members applying for a green card from within the US must present police records.

If you are at least 16 years old, regardless of whether you have ever been detained there, you must provide a police clearance certificate from each of the nations listed below (apart from the United States):

  • Your country of residency if it’s different from your place of citizenship, and if you’ve spent at least six months there at any time in your life.

  • The payment must be made online mode as it is mandatory.
  • Print the application.
  • Visit your appointment venue on time with all the necessary paperwork.
  • Passport in original form and self-attest the copy of its first and last pages, including the ECR/ECNR page and the observations page (if any).
  • If the address in the passport has changed, you must provide address proof.
  • If the original language of the PCC is different then a copy of the visa plus an English translation of it is mandatory.
  • Authenticated photocopies of the first and last two pages from the original copy of the old passport.
  • Evidence of Address (in case of change of address mentioned in the passport)
  • A signed photocopy of the employment contract.
  • Copies of current visas
  • Old passport original and self-attest photocopies of the first and last two pages.
  • Evidence of Address (in case of change of address mentioned in the passport).
  • A letter of approval from the relevant Indian Mission or Post, or a photocopy of the employment contract that has been completely attested by the Indian Mission.
  • Copies of current visas.

Skilled or semi-skilled applicants who have a contract with an international employer through a RA must present the following documents –

  • Documents required for PCC are attested by the relevant RA, together with copies of the employment contract, a demand letter, and a power of attorney from an international employer.
  • Copies of registration certificates generated by the POE.

The following documentation has to be provided for unskilled people or female applicants who have signed a contract with an international company through a RA-

  • Documents mandatory to be submitted include copies of employment contracts, demand letters, and powers of attorney from overseas employers, all of which must be attested by the relevant authorities.

The Police Clearance Certificate status varies from region to region. The minimum duration for processing is 1 month, although it depends on which police station is issuing it from which region. You can check the status by visiting issuing authority or the passport office’s official website.

Diversity Visa Program

Submit supporting documents, notice to dv-2024 applicants.

Until further notice, DV selectees are not required to submit supporting documents to the KCC for fiscal year 2024 (DV-2024) and onward. Selectees are still required to submit the DS-260 application form.  See Diversity Visa 2024 Update for more information.

After KCC receives and processes the DS-260 application form for you and your accompanying family members, you will receive instructions for how to submit required supporting documents. Your interview will not be scheduled until you submit scanned copies of all required supporting documents, following the guidelines below.  If you cannot obtain a particular document, send an explanation of why you cannot obtain the document, as an attachment in .jpeg or .pdf format, to  [email protected] , with your case number in the subject line.  You will bring the original documents to your interview with the consular officer.  It is strongly recommended that you begin this process early.

The applicant and each family member who will accompany the applicant to the United States will need to submit scanned copies and any required translations of  original documents or certified copies of the documents  listed below from an appropriate office, authority, or issuing entity in your country.  You will be required to bring the original documents to your visa interview at the U.S. embassy or consulate, along with any translations required.

Review the information below to determine which documents you will need to obtain.  KCC will send instructions explaining how to scan and email the documents and any required translations after you submit a valid DS-260 application for you and all accompanying family members.  Your visa interview appointment will not be scheduled until KCC has received and reviewed all required supporting documents.  You will take original documents with you to your interview at a U.S. embassy or consulate.   Do not mail any of these documents to the Kentucky Consular Center.  All paper documents or correspondence mailed to KCC will be destroyed. 

Birth Certificates

Each applicant must submit a birth certificate issued by the official custodian of birth records in the country of birth, showing the date and place of birth and the parentage of the applicant, based upon the original registration of birth.  Important Notice : You must submit a long form original birth certificate. Short form birth certificates will not be accepted.

 The certificate must contain the:

  • Person's date of birth;
  • Person's place of birth;
  • Names of both parents; and,
  • Annotation by the appropriate authority indicating that it is an extract from the official records.

Unobtainable birth certificates:  Some birth records may not be obtainable if, for example:

  • The applicant's birth was never officially recorded.
  • The applicant's birth records have been destroyed.
  • The appropriate government authority will not issue one.

In these cases, please obtain a certified statement from the appropriate government authority stating the reason the applicant's birth record is not available. With the certified statement the applicant must submit secondary evidence. For example:

  • A baptismal certificate that contains the date and place of birth, as well as both parents' names (providing the baptism took place shortly after birth).
  • An adoption decree for an adopted child.
  • An affidavit from a close relative, preferably the applicant's mother, stating the date and place of birth, both parents names, and the mother's maiden name. Note:  An affidavit must be executed before an official authorized to take oaths or affirmations. 

Court and Prison Records

Applicants who have been convicted of a crime must submit a certified copy of each court record and any prison record, regardless of the fact that he or she may have subsequently benefited from an amnesty, pardon or other act of clemency. Court records should include:

  • Complete information regarding the circumstance surrounding the crime of which the applicant was convicted
  • The disposition of the case, including sentence or other penalty or fine imposed.

Military Records

Persons who have served in the military forces of any country must submit a copy of their military record.

Note:  Military records from certain countries are unavailable. More specific information is available online on our  Reciprocity by Country  webpage.

Which Applicants Need to Submit a Police Certificate

Each applicant aged 16 years or older must submit all required police certificates.

What Does the Applicant Submit

The applicant must submit police certificates that meet the following guidelines. The police certificate must:

  • Cover the entire period of the applicant's residence in that area.
  • Be issued by the appropriate police authority.
  • Include all arrests, the reason for the arrest(s), and the disposition of each case of which there is a record.

How to obtain a police certificate

  • Determine from which countries an applicant is required to obtain police certificates. The table below will assist in determining from where an applicant must obtain police certificates.  Note:  Present and former residents of the United States should NOT obtain any police certificates covering their residence in the United States.
  • Contact the appropriate police authorities. Selecting the appropriate country from the  Reciprocity by Country  page will provide you with additional information on how to obtain a police certificate.

IMPORTANT NOTICE ABOUT POLICE CERTIFICATES:  The  Reciprocity by Country  pages will indicate if a country's police authorities require the submission of a specific Police Certificate Request form. Some countries may require the submission of specific Police Certificate Request forms in order to properly request and obtain the applicable Police Certificate(s). Police certificates from certain countries are unavailable. More specific information is available online on our  Reciprocity by Country  webpage.

If you are 16 years of age or older, you must submit a police certificate from the following locations:

Note:  Present and former residents of the United States do NOT need to submit any U.S. police certificates.

Important :  Police certificates expire after two years, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued. If at the time of your interview the following three items are  all  true, you must bring a new police certificate to your visa interview:

  • You are more than 16 years old;
  • The police certificate was obtained more than two years ago; and
  • You still live in the country that issued the certificate.

Unobtainable police certificates

If your police certificate is unavailable per the country-specific guidelines above, you do not need to submit one. If you cannot obtain a police certificate for another reason, please submit a written explanation when you submit your other documents.

Photocopy of Valid Passport Biographic Data Page

You and each family member immigrating with you must submit a photocopy of the biographic data page of a currently valid passport. The biographic data page is the page with your photograph, name, date, and place of birth.

  • Send a  photocopy  of your biographic data page to KCC.
  • Bring your  original  passport plus one photocopy of the biographic data page to your visa interview at the U.S. Embassy or Consulate.

Important:  Do not send your original passport to KCC. You need this document to travel.

Obtaining a police clearance certificate (PCC) is crucial for many people seeking work in the UAE.

The document, proving you do not have a criminal record, is essential when applying for a number of roles – especially those in education and the government sector.

So how do you obtain a clearance certificate from the police?

Documents required

You can apply for the certificate online via the Ministry of Interior’s website and/or their smartphone app MOI UAE available on iTunes and Google Play .

You can also visit one of the MOI’s service centres .

You will need the following documents to start the application process:

  • Emirates ID
  • Copy of Emirates ID
  • Completed application form
  • 2 passport-sized photos

How much does it cost?

The service costs Dh53 with a debit card or Dh50 with a credit card if paying in person at a service centre.

If paying online, the cost is Dh50, plus an additional Dh13 if you want the letter delivered to your home.

In Dubai, the service is available via the Dubai Police website or smart app available on iTunes and Google Play . You can also visit select police stations.

You will need:

  • A valid emirates ID card
  • A letter stating you do not have any pending criminal convictions
  • A recent passport-sized photo
  • Passport copy

The certificate can be issued in Arabic and English, with different fees depending on the language, your nationality and place of residence.

Certificates are valid for three months from the date of issue.

If you no longer live in the UAE

If you are no longer a UAE resident, you will need to get your fingerprint card from the country you are residing in and have it attested by the UAE Embassy there.

A fingerprint card is an official report from the police department concerned, which verifies the identity of a person based on biometrics and decimal fingerprints.

Then, you can send your request for a PCC online to the Ministry of interior - UAE or to Dubai Police , along with the following documents:

  • Fingerprint card approved by the UAE Embassy
  • Two recent passport-sized photos

1. Complete the needed forms

Depending on whether you are applying inside or outside of Canada, you will need to fill in different forms. Those applying outside of Canada will require:

  • Application for temporary resident visa (IMM 5257);
  • Family information form (IMM 5707);

  • Receipt of fee payment;
  • A photocopy of the information page of your passport, including: the passport number, issuance and expiry dates, and your photo, name, issue date, and place of birth;
  • Two photos meeting the requirements of the visa application photograph specifications . On the back of these two photos applicants must write their name and date of birth. If applicants are required to provide biometric fingerprints and photo they do not have to attach these photos;
  • Proof of financial support, proving that you can support yourself and any family member accompanying you while you are in Canada;
  • Photocopy of your marriage license or certificate (if relevant);
  • Letter explaining the purpose of your travel;
  • Photocopy of your current immigration status (if your country of residence differs from the country of citizenship listed on your passport, you must provide proof of legal status in your country of residence);
  • Minors travelling alone or with one parent must provide custody documents or a letter of authorisation from the other non-accompanying parent of a letter of authorisation signed by both parent or legal guardians; and
  • Any other additional documents required by the responsible visa office in your region.

Note that application forms completed online must be completed and validated with the generation of a barcode. If completed on a computer, these barcodes will be automatically attached to the immigration forms, otherwise they must be printed and placed at the top of an application if applying by paper.

How to pay required fees and prove fee payment to IRCC

There are two kinds of fees that applicants for a visitor visa may need to pay. These are application processing fees, and biometric fees. Those who do not need to provide biometrics may be exempt from the second set of fees—find out if you need to give biometrics here .

Application processing fees for visitor visas are $100 CAD per person, and $500 CAD for a family (five or more people).

Biometrics fees on the other hand are $85 CAD per person, and $170 per family (two or more people).

These fees may be subject to change and cannot be refunded regardless of the decision reached on your application. In addition, the only accepted method to pay these fees is online.

After following the given instructions and completing the process, you must wait until an official IRCC receipt is issued with a barcode. Applicants are advised to save this file and attach a copy of it to their application.

How to provide proof of financial support

There are several documents that you can use to prove that you can support yourself and any dependents that accompany you while you are visiting Canada.

Some examples include cash, certified cheque, bank draft, or money order in a large enough amount to cover all reasonable expenses incurred during your stay in Canada.

In addition, written or verbal statements (which can be verified) can also be used, provided that they satisfy an officer that sufficient financial support from friends and/or family has been arranged and can cover reasonable incurable expenses during your stay.

How to write a “purpose of travel” letter

All foreign nationals entering Canada must be able to satisfy an officer at their time of entry that they have legitimate reasons to enter and reside in Canada. In the context of a visitor visa, this can often also include proving that you (the foreign national) will leave Canada once the period of your authorised stay expires.

In some cases, visitor visa applicants may also need a letter of invitation from a Canadian citizen or permanent resident .

Applying with family members

Visitor visa applicants wishing to bring their family with them on their trip to Canada must complete an application form for each family member. All applications may be submitted together online or at the VAC where you will send your application on paper. A single receipt may also be given for all included applications.

The applicant should have a neutral expression with both eyes open and not be wearing any headgear or glasses that obstruct the face. The photo should be printed on high-quality photo paper with a resolution of at least 600 dpi.

1. Passenger arrivals to the UK

Passenger arrival data includes all arrivals at the UK border through legal routes. Many of those arrivals (such as British nationals, Non-visa nationals coming to visit, and persons with indefinite leave to remain) do not require prior permission (such as a visa) to enter the UK. Others will require permission to enter, such as a visa.

There were an estimated 132 million passenger arrivals from outside the Common Travel Area (CTA) in 2023 (including foreign tourists and returning UK residents). This was 23% more than 2022 (109 million), which reflects an increase in global travel after restrictions due to the COVID-19 pandemic were removed in early 2022. However, numbers remain 10% lower than in 2019, before the pandemic.

Following the onset of the COVID-19 pandemic the Home Office published additional detailed statistics on air arrivals to the UK over a period when travel was severely reduced. A full account of the pattern in air passenger arrivals over the pandemic period can be found in the last edition of the report ‘Statistics relating to passenger arrivals since the COVID-19 outbreak’ (Home Office, August 2022).

2. Visitors and Short term stay

Only certain nationalities (‘visa-nationals’) are required to obtain an entry clearance visa before coming to visit the UK, which is one reason why there are considerably more passenger arrivals than visas granted. Additionally, passenger arrivals will include British nationals. Many nationalities, including US nationals do not normally require a visa to visit the UK; consequently, there are considerably fewer visitor visas granted than visitor arrivals.

There are several ways a non-British national may get permission to visit the UK for a short, temporary period, (usually up to 6 months), for purposes such as tourism, visiting friends or family, carrying out a business activity, or undertaking a short course of study.

  • visa nationals must apply online for an entry clearance visa in advance of travel
  • non-visa nationals can be granted leave to enter on arrival at the UK border
  • people with existing immigration status do not need additional documents
  • the electronic travel authorisation (ETA) scheme is for visitors who do not need a visa for short stays to the UK, or who do not already have a UK immigration status prior to travelling; further information can be found on the Electronic travel authorisation (ETA) guidance page.

There were 1,956,526 visitor visas granted in 2023, 40% higher than 2022 and 19% lower than prior to the onset of the COVID-19 pandemic.

Visitor visa grants have continued to increase post-pandemic but are still below the peak in 2019 (2,413,461).

In 2023, Indian nationals accounted for more than a quarter (26%) of Visitor visas granted, with Chinese nationals accounting for another fifth (21%). The next largest visa nationality were Turkish nationals (6%).

The increase in the latest year was due to 349,045 more visitor visas for Chinese nationals, over 6 times the amount in 2022 but 36% fewer than in the year ending 2019. Visitor visas for Indian nationals increased in the latest year by 22%.

The ETA scheme opened to Qatari nationals on 15 October 2023. In 2023 quarter 4 (October to December) , there were 12,190 applications for ETA and 12,076 grants, all applications were for Qatar nationals. From 1 February 2024, the scheme opened to nationals of Bahrain, Kuwait, Oman, United Arab Emirates, Saudi Arabia and Jordan.

3. Other grants of Entry clearance visas

There were 1,440,611 other grants of entry clearance in 2023, similar to 2022. This is made up of Work (616,371), Study (605,504), Family (98,998) 1 and ‘Other’, which includes the Ukraine schemes (119,738).

Total visa numbers are now higher than pre-pandemic levels with almost 3.4 million visas granted in 2023. The increase within the last year is primarily due to 560,365 more visitor visas, which now make up over half (58%) of total entry clearance visas granted in 2023 although this visitor number is 19% fewer than in 2019, prior to the pandemic. In contrast, there are now more work and study visas granted in 2023 (36%) than in 2019 (19%). There were also 119,738 visas granted for other reasons in 2023, including grants of leave on the Ukraine Schemes and the British National (overseas) route), which is down 183,180 (-60%) to 119,738 in the last year. Family visas have continued to remain stable within this period.

4. About these statistics

The statistics in this section provide an indication of the number of people who enter the UK.

The data does not show whether, or when, an individual arrived in the UK, what they did on arrival to the UK or how long they stayed in the UK.

Many nationalities do not normally require a visa to visit the UK. As a result, they will be counted in the passenger arrivals data but not in the visa data. A list of designated nationalities referred to as ‘visa nationals’ who do require a visa to visit the UK can be found in Immigration Rules Appendix V: visitor rules .

For several reasons, data on passenger arrivals is not directly comparable with data on Entry clearance visas granted. A summary of what each dataset counts is provided in section 4.1 below and section 4.2 .

4.1 Passenger arrivals

Data on passenger arrivals relates to the number of arrivals into the UK. The data includes British, EEA and Swiss nationals, as well as non- EEA nationals. For non- EEA nationals who are subject to immigration controls, more detailed information is available on their nationality and purpose of their journey up until 2018.

Passenger arrivals are counted each time an individual enters the UK. Where an individual enters the UK more than once in a period, they will be counted each time they enter (but if they arrive each time on the same visa, they will be counted once in the visas data).

Visitor arrivals data included in this topic is based on landing cards completed as people cross the border. In light of the introduction of new digital systems at the border, the use of landing cards was reviewed. The review resulted in the decision to remove the need for non- EEA nationals to complete a landing card on arrival into the UK. Further data relating to visitor arrivals will not be available until an alternative method of collection is developed.

4.2 Entry clearance visas

Data on entry clearance visas in this section refers to the number of visas granted for all reasons within the period. References in the statistics to ‘visas’ will also include entry clearance ‘permits’, such as EEA and EU Settlement Scheme Family permits, or Frontier Worker permits. If an individual was granted multiple visas in a given period, this will be counted as multiple grants in the statistics. If an individual entered the UK multiple times within the period for which a visa was valid, this will be counted as one grant in the visa statistics, but multiple arrivals in the passenger arrivals data.

Year-on-year comparisons of the number of decisions can be affected by quarterly fluctuations in the data. Such fluctuations can be examined in more detail in the quarterly data that is available in the published tables.

Several known factors may have affected the number of applications and outcomes of visit-related visas over time. For example, the Home Office launched a 2-year Chinese visa pilot in January 2016 for Chinese nationals. The increase in longer-term Visitor visas may affect the number of subsequent re-applications by Chinese nationals.

What is a Police Clearance Certificate?

A  Police Clearance Certificate (PCC) , also referred to as a “Good Conduct Certificate,” is an official document that confirms a person’s criminal record or lack thereof in the country where they reside. In the UAE, police departments throughout the country issue the certificate, which serves as evidence that the individual in question has no criminal history or pending charges.

How to Apply for a Police Clearance Certificate

Individuals who currently reside in or have previously resided in the United Arab Emirates (UAE) can acquire a police clearance certificate (PCC) by submitting an application through the Ministry of Interior (MOI) website. Alternatively, applicants may utilize the MOI UAE mobile application via their smartphones or visit an MOI service center to complete the application form and process payment using an electronic payment card.

For Dubai residents, an additional option is to obtain a PCC through the Dubai Police website or the Dubai Police mobile application. Alternatively, individuals may visit one of the Dubai Police offices in person to submit their application for the certificate.

How Long is a UAE Police Clearance Valid For?

Following issuance, the police clearance certificate remains valid for a duration of three months. Should the certificate be required for use beyond the UAE, it may necessitate legalization or a Ministry of Foreign Affairs (MoFA) stamp.

Typically, applicants can expect certificate delivery within 24 hours of application, provided it is submitted on a working day. Alternatively, those who choose to apply for a soft copy or submit an in-person application can anticipate receiving the certificate on the same day via email or in-hand.

Documents Required for Police Clearance 

Each Emirate has a unique policy regarding clearances. If you lived in Dubai, you won’t have to return to the UAE to get a police clearance certificate. As of late 2019, fingerprints are no longer required as part of the application – though they used to be if you didn’t hold an Emirates ID. With this adjustment, candidates who prefer to have a third party acquire the certificate on their behalf will find it simpler to do so. 

Former UAE residents are required to obtain a fingerprint card from the country where they presently reside and have it authenticated by the local UAE Embassy. This card is an official report from the police department, which serves to verify the applicant’s identity through their decimal fingerprint and biometric details. Upon obtaining the fingerprint card, the applicant may proceed to submit their request for a clearance certificate online through either the Dubai Police or MOI’s web portal.

The following documents are required for those applying for a PCC in Dubai:

  • Passport copy
  • Visa cancelation page for those who have left the UAE
  • Scanned copy of passport photo x 1
  • Confirmation of language certificate in English or Arabic
  • Emirates ID

How Long Will It Take to Get a Police Clearance Certificate?

The police clearance certificate takes around three to five days to issue, though this depends on the police department. The timeframe will vary between each Emirate as well. Once the document has been issued, the MoFA stamp can be applied. Note that it can only be applied for in-person and not completed through any other means, such as by post.

The stamp can usually be processed within the same working day. You don’t need to make an appointment since a ticketing system is used for queuing. You might have to wait around for quite some time, especially if you go during peak periods. Therefore, it’s advisable to leave plenty of time for this stage.

How Much is the Police Clearance Certificate? 

The Ministry of Interior (MOI) levies fees for Police Clearance Certificates (PCC) in the UAE, which vary depending on the language of the certificate. The fee for an Arabic PCC is AED 50, while an English one costs AED 150 for individuals based within the country.

For those who require a hard copy of the PCC to be delivered to their residence, an additional delivery charge of AED 13 applies. It is noteworthy that PCCs applied for online in Dubai can be delivered electronically to the applicant’s email.

Fees for police clearance certificates in the UAE are divided into the following categories:

  • Nationals of United Arab Emirates – 100 AED
  • Residents of United Arab Emirates – 200 AED
  • Outside of United Arab Emirates – 300 AED
  • Knowledge Fees – 10 AED
  • Innovation Fees – 10 AED
  • AED 100 extra will be charged if the service center application is made in person.
