Cómo viajar de forma segura en coche con tu perro o gato y qué hacer en caso de accidente

Tanto la normativa de la ley de tráfico como la de bienestar animal son poco concretas respecto a cómo desplazarse con mascotas. la dgt señala que la elección entre los diferentes sistemas de protección depende del tamaño y el tipo de animal, pero recomienda el transportín y el arnés de doble anclaje.

Viajar con perro

La llamada ley de bienestar animal ha dejado muchos titulares sobre los nuevos derechos y obligaciones tanto de los animales como de sus propietarios. Las modificaciones producidas durante su tramitación, la necesidad de un reglamento posterior que la desarrolle y el sinfín de noticias falsas que generó han hecho que muchas de sus novedades hayan quedado eclipsadas. Uno de estos cambios tiene que ver con cómo se debe viajar en coche con animales, pero, también aquí, las críticas han sido abundantes.

Antes de la entrada en vigor de esta nueva ley, solo existía la normativa, aún vigente, que dictaba que los animales debían estar bien sujetos al vehículo para evitar que interfieran en la conducción, sin mencionar cómo hacerlo o qué sistemas utilizar. Ahora, la ley de bienestar animal introduce también el aspecto de su confort, atendiendo a cuestiones tan básicas como sus necesidades fisiológicas o un espacio adecuado, pero también la correcta ventilación del habitáculo en el que viajan. Pero de nuevo sin mucha concreción. “El conductor debe asegurarse de que el medio de transporte disponga de espacio y garantice la seguridad vial y la seguridad de la mascota durante el trayecto, pero no detalla cómo aplicarlo”, señala Alejandro Prudencio, guardia civil de la Agrupación de Tráfico. Y, precisamente, la aplicación es fundamental, ya que el problema no es solo que el animal distraiga al conductor, sino que la seguridad de la mascota y la del resto de ocupantes del vehículo puede verse comprometida si, por ejemplo, el sistema de sujeción se rompe en caso de colisión.

El ‘efecto elefante’

El efecto elefante se produce cuando una persona, animal o cosa viaja en la parte posterior de un coche sin su debida sujeción y, al producirse un choque, golpea a quienes viajan delante con un peso que se podría asemejar al de un paquidermo, de ahí su nombre. El Real Automóvil Club de España (RACE) realizó una serie de crash-tests en los que simulaban una colisión frontal a 50 kilómetros por hora empleando un maniquí de perro de 22 kilos. El resultado fue que la mascota multiplicaba hasta 35 veces su propio peso. Es decir, ese perro de 22 kilos pasaba a golpear a los ocupantes delanteros con 700 kilos, como si de repente se convirtiera en una vaca o un oso polar.

“La normativa actual en cuanto al transporte de mascotas es muy laxa, solo tiene en cuenta la seguridad para prevenir el accidente, no el resultado que tendría el accidente por la utilización de sistemas de retención inadecuados”, asegura Sergio Gascó, instructor de rescate en accidentes de tráfico especializado en seguridad vial de las mascotas. Entre los distintos sistemas de retención que cumplirían con la normativa y evitarían la multa —una sanción leve con una cuantía de 80 euros que, con reducción, serían 40 euros— se encuentran los siguientes: la rejilla divisoria, que efectivamente impide que el animal moleste al conductor, pero no le sujeta en caso de colisión; el arnés de un solo enganche, que sirve para evitar la multa, pero, según la propia DGT , en caso de choque la hebilla del arnés se rompería provocando el choque del animal contra los asientos delanteros; el arnés de doble enganche sujeto, por una parte, al isofix o al anclaje del cinturón y, por otra, al propio cinturón; y el transportín, colocado en el suelo del coche tras los asientos delanteros en el caso de mascotas pequeñas y en el maletero, lo más cerca posible del respaldo y en posición transversal a la dirección de la marcha, en el caso de mascotas de mayor peso.

La DGT señala que la elección entre los diferentes sistemas depende del tamaño y el tipo de animal, pero recomienda especialmente el transportín y el arnés de doble anclaje. “Tanto el uso de arnés como el del transportín pueden evitar que el perro salga despedido, siempre que tengan un diseño adecuado y una instalación correcta. La principal diferencia entre ellos es la forma en la que retienen el cuerpo del perro. Ningún arnés es capaz de retener la cabeza en un accidente de tráfico, al contrario de los transportines”, señala Gascó. Lo fundamental aquí es que estos sistemas estén homologados, testados y garanticen unos mínimos de seguridad.

Sin normativa propia

He aquí uno de los grandes problemas: no existe una normativa homologada para los ensayos de impacto de estos dispositivos, por ello muchos de los sistemas que se venden no han sido testados correctamente. “El porcentaje de dispositivos de retención que han sido testados en pruebas de impacto es muy bajo en relación al número de dispositivos para transportar perros que se pueden encontrar a la venta”, sentencia Gascó que, basándose en su experiencia, ha patentado una solución para llevar al animal en un transportín anclado al chasis y protegido a su vez por una funda que impide que el receptáculo se desplace. Lo ha llamado Sistema de Retención Canino (SRC) y, según se recoge en una entrevista en la revista de la DGT, estará disponible para perros de hasta 30 kilos. “El SRC está inspirado en los sistemas de retención infantil a contramarcha. Utiliza los mismos puntos de anclaje y es capaz de retener la cabeza, cuello y tronco del perro para evitar lesiones graves”, explica.

 La mayoría de seguros no contemplan ni cubren lo que suceda con la mascota en caso de accidente.

A falta de normativa propia, la inspiración para estos dispositivos viene de los más que testados sistemas de retención infantil. La empresa donostiarra Babyauto aprovechó su experiencia en sillas infantiles para crear el arnés Travel Fix , diseñado para perros de hasta 20 kilos. Planearon una serie de ensayos para probar su arnés para mascotas en el Laboratorio del Impacto de la Universidad de Zaragoza en Motorland (Alcañiz). “Además de los ensayos sobre los componentes que forman el arnés (cintas, hebillas...), realizamos ensayos de impacto siguiendo las normativas ECE de sillas infantiles. Estos crash-tests se realizan a una velocidad entre 48 y 50 kilómetros por hora contra un elemento estático, lo que supone aceleraciones de hasta 50 gramos en el maniquí”, describe Ibon Maza, portavoz de la compañía.

Este sistema utiliza también los anclajes para sillas que muchos padres conocerán y que son obligatorios ya desde hace varios años en los coches nuevos: isofix y top tether . “Aplicados a las mascotas, permiten retener al perro por los dos puntos inferiores ( isofix ) y el anclaje trasero anti-rotación ( top tether ), manteniendo una posición de seguridad durante el viaje”, asegura Maza. El problema es que este sistema está optimizado para que el perro viaje sentado de cara a la marcha, algo complicado si se trata de un viaje largo, donde el animal tenderá a tumbarse de forma transversal.

Y ¿qué sucede si ha habido un accidente?

Otro aspecto a tener en cuenta es qué sucede con un animal que viaja en un coche en caso de accidente, especialmente si los dueños no pueden hacerse cargo de él. La mayoría de seguros no contemplan ni cubren lo que suceda con la mascota en caso de accidente por lo que, normalmente, se intenta contactar con algún familiar u amigo de los dueños que pueda hacerse cargo del animal o con una protectora de la zona. “No existe un protocolo a nivel nacional que garantice una adecuada atención a una mascota víctima de un accidente de tráfico. En la mayoría de los casos se está actuando con la buena voluntad de los intervinientes en el servicio y los voluntarios de las protectoras de la zona”, asegura Gascó.

A falta de normativa propia, la inspiración para los dispositivos de retención de animales viene de los más que testados sistemas de retención infantil.

“La Guardia Civil comprobará la situación física del animal afectado, realizará fotografías necesarias y señalizará la posición del animal. Procederán a la identificación, normalmente a través del microchip o crotal, y gestionarán la evacuación del animal herido a un centro veterinario”, señala Prudencio. Según la nueva ley, son las Administraciones locales o, subsidiariamente, la autonómica a quienes corresponde “la gestión y cuidados de los animales desamparados o cuyos titulares no puedan atenderlos debido a situaciones de vulnerabilidad, sin perjuicio de que puedan contar con la colaboración de entidades de protección animal debidamente registradas”.

Sin embargo, en caso de que estemos ante una urgencia veterinaria, estos protocolos pueden complicar la atención rápida del animal. Por eso, muchos seguros empiezan a ofrecer el transporte y custodia de la mascota a un centro especializado en caso de accidente. Eso sí, la mayoría no cubren la atención veterinaria o solo lo hacen hasta una determinada cantidad.

El nuevo sistema para llevar al perro en el coche sin que te multen

La ley de bienestar animal establece que el conductor debe asegurarse de que el medio de transporte disponga de espacio y garantice "la seguridad vial y la de la mascota".

Quienes tienen perro están cada vez más acostumbrados a llevárselo cuando viajan en coche. Los conductores son conscientes de que el perro, el gato o cualquier otro animal doméstico debe viajar de forma segura en el vehículo. Para evitar que estos se hagan daño, así como que causen lesiones a los demás ocupantes.

Además, tal y como indica el artículo 13 de la Ley de Tráfico, Circulación de Vehículos a Motor y Seguridad Vial, el conductor debe garantizar que nada le entorpece ni dificulta su visibilidad. Por ello, debe procurar que los animales no causen "interferencia entre el conductor y cualquiera de ellos".

En este sentido, la DGT impone multas que oscilan entre los 80 euros si el animal va suelto y de entre 200 y 500 euros si está situado en el habitáculo del conductor. Estas condiciones son ahora más específicas gracias a la Ley de protección, derechos y bienestar de los animales aprobada recientemente. La norma establece que el dueño debe atender "las necesidades fisiológicas y etológicas de los animales" durante los viajes. Asimismo, debe asegurarse de que el medio de transporte disponga de espacio y garantice "la seguridad vial y la seguridad de la mascota" durante el trayecto.

Mayor seguridad para el perro

Para intentar que el animal vaya lo más seguro posible en el coche, una empresa vasca especializada en seguridad, Babyauto, ha lanzado al mercado un sistema para perros de hasta 20 kilos. Se denomina 'travel fix'. Un dispositivo basado en los utilizados para la retención infantil , según detalla El Correo . El precio es de 249 euros, aunque hay ofertas por las que se puede conseguir por 199 euros.

Se trata de un arnés de viaje para perros con sistema patentado 'FixConnect'. “Es un producto de seguridad único que ofrece una sujeción adicional a través de anclajes isofix y top tether y garantiza una mayor seguridad y comodidad para tu perro en cualquier viaje en coche” , detallan en su página web . Ofrece una sujeción adicional a través de anclajes en lugar de sostener al perro únicamente con el cinturón de seguridad. Esto permite que el perro esté en una posición más firme y cómoda, evitando lesiones en el animal.

"El principio físico es el mismo que para cualquier ocupante de vehículo", explican los creadores. De hecho, en las pruebas realizadas en el Laboratorio de Impacto en Motorland (Alcañiz, Teruel), junto a los investigadores de la Universidad de Zaragoza, " se usa el mismo pulso de deceleración que para testar las sillas infantiles, asientos y anclajes de asientos para vehículos de menos de 3.500 kilogramos".

Can I Bring My Pet to Peru?

The answer is yes! But, as with all countries, traveling to Peru with pets does require paperwork, certifications, and fees. This applies whether it is an emotional support dog, mobility assistance dog, or just your best pal.  Keep reading to learn more about everything it takes to travel with your pet to Peru.

Before we move on to the technicalities, do bear in mind traveling with a pet can be exhausting. Some hotels may not allow them, most restaurants have heavy restrictions about animals on-premises, and tours may not welcome them along. Typically, unless traveling to Peru for an extended period, travelers leave their dog or cat with a loved one or dog watcher . However, if you’re committed to bringing your fur-baby on your Peruvian adventure (again, totally get it), here’s what you need to know.

Vaccinations 

If you will be traveling to Peru , it is required that your pet is vaccinated. They should receive their Rabies vaccine between 21 days and 12 months before your trip. In addition to Rabies, you must be also able to show proof of Distemper, Hepatitis, Leptospirosis, and Parovirus vaccinations. If you are traveling with a cat, you will need to show proof of their Feline Vioral Rhinotracheitis, Calicivirus, and Panleukopenia (FVRCP) vaccinations.

Aside from the vaccination report, you will need to carry with you a Veterinary Certificate for Peru , that has been completed by a USDA-accredited veterinarian (or CFIA, if in Canada). You will also need a ticks and tapeworm examination conducted shortly before your trip. These forms will all need to be endorsed by the USDA, CFIA, or, if you’re not in the USA or Canda, with your national Governing Authority. These documents will need to be endorsed within 14 days of departure. 

There are also fees involved with traveling with your pet to Peru. Of course, the above vet examinations and certifications have costs involved. In addition, airlines will have their own extra fees as well. For example, with JetBlue and United Airlines, there is a fee of $125 each way for pets permitted to travel in-cabin. 

In addition, when you arrive at Peru’s Lima Airport , you will be directed to the SENASA Office. Here you will have to pay a small fee for a pet certificate, which you should keep in a safe, accessible place throughout your time in Peru. There is also a small Peruvian customs fee. 

Though not required, microchips are a really good idea if you are traveling with your pet to Peru. The chips themselves are about the size of a grain of rice and are implanted under the skin as a permanent method of electric identification. Before you leave for your trip, ensure that all your contact information is up-to-date. This is very helpful in case your pet gets lost, as there is a much higher chance that a shelter, vet, or local council will be able to scan their chip and contact you. 

Age requirements

Unvaccinated puppies and kittens under 12 weeks need an import permit to enter Peru. In addition, you should check directly with both your international airline and domestic Peruvian airlines to see if there are any further requirements. Some airlines may not permit puppies under a certain age to fly. Typically, for domestic airlines within Peru, the pup or kitten must  be at least 8 months old. For international, 16 weeks is typically the requirement, but these specifications can vary from airline to airline.

Breeds requiring special permission on Latam

Peru Travel Advisor and Lima resident Matthew Hay provided some insight about certain dog breeds that need special permission to travel with Latam , a popular Peruvian airline. This is a top option for travelers journeying between Lima and Cusco. “My girlfriend’s sister took her English Bulldog (Nala) to the U.S. and needed to take her as an emotional support dog to be allowed,” Hay shares. “Latam also said the dog needed a muzzle to be allowed to travel. She also needed a note from a psychologist to say Nala is an emotional support dog.” 

The following breeds need this special permission for Latam airlines, as they are short-muzzled:

Affenpinscher, Boston Terrier, Bulldog (all breeds), Cane Corso or Italian Mastiff, Chow Chow, English Toy Spaniel, Brussels Griffin, Japanese Chin (Japanese Spaniel), Lhasa Apso, English Mastiff, Pekingese, Pug (all breeds), Chinese Shar-pei, Shih Tzu, Tibetan Spaniel, Bull Terrier, American Bulldog, American Bully, Akita Ken, Argentinian Mastiff, Brazilian Mastiff, Anatolian Shepherd Dog, Rottweiler, Japanese Tosa, American Staffordshire Terrier (Amstaff), English Staffordshire Bull Terrier (Staffie), American Pitbull Terrier, Boxer, Bullmastiff, Bordeaux Mastiff, Neapolitan Mastiff, and Presa Canario (Canary Mastiff).

Some insight about the requirements and restrictions for other popular tours in the Peruvian Andes region, from Dancuart.

  • Cusco City and Sacred Valley Tours. These tours may or may not allow your pet. To begin, the tour will most likely need to be done in private, which is pricier. This will allow your tour guide to bypass and substitute certain sites that prohibit pets. It will also help avoid issues with other travelers who may be averse to animals. It is hard to know the policy of different tour outfitters, so your best bet would be to submit your documentation either to your travel agent or tour provider before traveling to receive the answer directly.
  • Cusco to Puno Tour. You can choose between a private transfer or a flight. In case of a private transfer, it is a Full Day trip and makes stops in different attractions. Your pet would probably not be able to enter the attractions.
  • Lake Titicaca Tour. You can do a tour of this legendary lake in private with your dog.

Pet-friendly Hotels 

Here are excellent hotels in some of Peru’s top destinations that accept pets. Note there is typically an additional cost involved, which differs depending on the hotel:

  • Casa Andina,  2 pets not exceeding 39 lbs (18kg). Other rules apply.
  • Libre Hotel, 1 small dog up to 33 lbs (15kg). Other rules apply.
  • Westin , 1 pet less than 29 lbs (18kg)
  • Aloft , 1 pet less than 29 lbs (18kg)
  • Hilton Lima Miraflores, 1 small dog up to 55 lbs (25kg). Other rules apply.
  • Holiday Inn, emotional support and medical assistance dogs with respective documentation only.
  • B&B Wasi, no restrictions
  • Villa Barranco,  emotional support and medical assistance dogs with respective documentation only.
  • Country Club Lima Hotel , 1 pet less than 26 lbs (12kg), must be in a room with a connected private garden. Other rules apply.
  • JW Marriott , seeing eye dogs with the respective documentation only.
  • Courtyard Marriott, seeing eye dogs with the respective documentation only.
  • Hotel Estelar, emotional support and medical assistance dogs with respective documentation only.
  • Belmond Palacio Nazarenas , pets allowed, not exceeding 30 lbs (13kg)

What if I skip all these steps? 

First, do not skip any of these steps. If you do, two results can occur. 1. Your pet will be quarantined and then sent back to the country you brought him or her from. Or 2. Your pet will be quarantined and agents will assist you with the missing paperwork. If all goes well, you will be reunited. In either case, you will be responsible for the hefty fees of the quarantine service. There is no clear way to know how long your pet can be held in quarantine. 

It is crucial that you do your due diligence if you are traveling with your pet to Peru. Directly contact all of your airlines, governing offices, veterinarians, hotels, and tours before travel to receive personal confirmation and any further instruction.

We welcome cats and dogs to travel to any of our destinations, complying with the following requirements: 

In the cabin

  • Maximum weight 27 lbs. (including carrier) 
  • Maximum dimensions of the carrier: 18 x 14 x 8 inches. Pets must be able to stand and move easily inside the page.
  • Carrier material: rigid or semi-rigid 
  • Allowed pets: Cats and dogs 
  • Minimum age: More than 8 weeks old 
  • Maximum weight 99 lbs. (including carrier) 
  • Maximum dimensions of the carrier: 126 linear inches (length + width + height) 
  • Carrier material: rigid 
  • Allowed pets: Dogs 
  • Minimum age: More than 16 weeks old 
  • Sign our letter of responsibility .
  • Present current vaccination card. 
  • Present proof of last deworming, internal and external. 
  • Have a health certificate issued by your veterinarian on letterhead, no more than 7 days prior to your flight. It must state the animal is in good condition, has no wounds in the healing process, and is fit for air travel. 

International flights In addition to presenting all of the above, you must have a certificado zoosanitario issued by Sagarpa within 7 days before the scheduled flight date.  *Only 1 animal per passenger is allowed onboard 

  • Present a medical prescription on letterhead issued by an institution or a doctor specializing in mental health (psychologist or psychiatrist) that contains:  - Full name of the passenger.  - Name, medical license, and signature of the person who issued the document. 
  • If your dog is not traveling in a kennel, it must wear a leash, harness, and ID. It must also wear a muzzle during the flight (harness muzzles do not apply).  
  • Only dogs will be accepted as service animals.
  • Present credentials, certificates, and proof of training issued by a legal entity that endorses the condition of the service animal. 
  • Passengers whose dogs have proof of training must prove that dogs follow their orders. 
  • Dogs must wear a leash, a collar, and an official ID. Service or guide dogs must wear a harness. 

Here are some recommendations for traveling with your pet:

  • Place absorbent padding inside the carrier to prevent spillage 
  • Sedation of your pet is not recommended. Always check with your veterinarian 
  • Feed your pet as usual and give them small snacks before the flight 
  • Try to get them exercise before the flight and give them water 
  • Bring all your pet’s documents  
  • Arrive at the airport 2 hours before a domestic flight and 3 hours for an international flight 
  • Present all the necessary documents at the check-in counter and airport security  
  • Read and accept our liability waiver at the check-in counters 
  • When checking in, make sure a tag is placed on the carrier with you and your pet’s information 
  • If you see fit, place security tape to reinforce the doors of the carrier 

Restrictions for flying with pets on Viva Aerobus

  • Breeds of dogs that are considered brachycephalic: Affenpinscher, American Staffordshire Terrier, Boston Terrier, Brussels Griffon, Boxer, Bull Dog, Bull Mastiff, Bull Terrier, Cane Corso, Cavalier King Charles, Chow-Chow, French Mastiff, English Toy Spaniel, Brussels Griffon, Japanese Spaniel, Lhasa-Apso, Maltese, Mastiff (all breeds), Pekingese, Pug, Sharpei, Shit-Tzu, Tibetan Spaniel, among others. 
  • Viva Aerobus allows a maximum of 5 pets in the cabin and 6 in the cargo hold, a total of 11 per flight. 
  • For safety reasons, on connecting flights, pets are not allowed in the cargo area. 
  • Passengers traveling with pets in the cabin cannot select emergency exit row seats. 
  • Check that the carrier meets the specifications mentioned above and that it has enough space and ventilation so your pet can travel comfortably and move freely. 
  • Your pet must be in good health to travel. 
  • If showing signs of stress, anxiety, or aggression, your pet must travel in a rigid carrier. 
  • When traveling in the passenger cabin, your pet must remain in its carrier at all times.
  • Pets are not allowed to use supplemental oxygen at any time.

AAA: Fear of Self-Driving Cars Persists as Industry Faces an Uncertain Future

Recent incidents involving autonomous vehicles strike safety concerns among public.

ORLANDO, Fla. (Mar. 14, 2024) – According to AAA’s latest survey on autonomous vehicles, most U.S. drivers either express fear (66%) or uncertainty (25%) about fully self-driving vehicles – a fear that has not decreased since spiking last year . However, interest in semi-autonomous technologies such as Reverse Automatic Emergency Braking (AEB) and Lane Keeping Assistance remains high. The results infer that to alleviate concerns, the industry should continue to advance vehicle technologies reasonably and with overall consistency in performance.  

“There has been a n increase in consumer fear over the past few years,” said Greg Brannon, the director of automotive engineering research for AAA. “ Given the n umerous and well – publicized incidents involving current vehicle technologies – it’s not surprising that people are apprehensive about their safety. ”

Despite people’s fears of self-driving cars, interest in advanced driver assistance systems remains high. AAA’s survey found that almost two-thirds of U.S. drivers would want Reverse Automatic Emergency Braking (65%), Automatic Emergency Braking (63%), or Lane Keeping Assistance (62%) on their next vehicle. For interest to remain high, it’s crucial to ensure consistency in the performance and naming of these systems.

Interestingly, most U.S. drivers also believe AEB will stop the vehicle when another car, children, adult pedestrians, or bicyclists are in front of or behind the vehicle. However, recent AAA research found that Reverse AEB systems prevented a collision in only 1 of 40 test runs in the context of the backing-up scenarios involving a subject vehicle crossing behind the test vehicle and only 10 out of 20 test runs with the stationary child target behind the test vehicle.   

AAA believes to alleviate consumer concerns, ADAS performance should reflect reasonable and safe scenarios, with clear understanding of the limitations. Advanced vehicle safety technology should enhance driver awareness rather than give the impression of replacing a vigilant driver. When asked if there are cars available that drive themselves while you sleep – fully self-driving vehicles are not yet available for purchase by consumers – four in ten drivers are unsure or think they can buy a car that drives itself while they sleep, an important safety concern of these technologies.   

“AAA looks to collaborate with automakers to establish uniformity in system naming and performance across the industry. By working together, we can assist consumers in understanding the technology present in their vehicles and educate them on how, when and where to use such systems properly. This initiative will help instill confidence in the drivers of the cars of tomorrow with greater levels of automated technologies.” stated Brannon.

Methodology  

The survey was conducted January 11-16, 2024, using a probability-based panel designed to be representative of the U.S. household population overall. The panel provides sample coverage of approximately 97% of the U.S. household population. Most surveys were completed online; consumers without Internet access were surveyed over the phone.  

A total of 1,220 interviews were completed among U.S. adults, 18 years of age or older, of which 1,010 qualified for the study. The margin of error for the study overall is 4.1% at the 95% confidence level. Smaller subgroups have larger error margins.
