Tanzania Tourism Arrivals 2023

In 2023, tourist arrivals to Tanzania increased by 24.3% to a record-breaking 1,808,205, from 1,454,920 tourists in 2022, 922,692 in 2021, and 616,491 in 2020.

Tanzania’s tourism receipts reached a record-high USD 3,368.7 million in 2023, compared to USD 2,527.8 million in 2022 (USD 1,310.3 million in 2021). This increase is consistent with the rise in the number of tourist arrivals.

In 2020, revenues were down to USD 1 billion as it was severely affected by the Covid-19 pandemic and its impact on international travel, from a peak of USD 2.6 billion in revenues and 1.5 million arrivals in 2019.

The sector’s contribution to GDP fell from 10.6% in 2019 to 5.3% in 2020 and climbed to 5.7% in 2021.

However, given the ongoing fast recovery of the sector, the Tanzania National Business Council (TNBC) forecast that the share of tourism in the country’s GDP will reach 19.5% in 2025/26.

Europe traditionally accounts for the largest share of arrivals, followed by Asia and the Pacific, the Americas, Africa, and the Middle East.

Tanzania´s hotel occupancy rate was estimated at 53.8% in December 2019 compared to 44.9% in December 2018.

The increase in tourist arrivals in 2023 was attributed to the rebound of travel activity post-COVID. Additionally, it was driven by the continued efforts of the Tanzanian government to promote tourism attractions within and outside the country.

“The Royal Tour” Documentary

In April 2022 Tanzania’s President Samia Suluhu Hassan unveiled the “The Royal Tour” documentary while promoting FDIs during her official visit to the US.

Filmed throughout Tanzania in 2021, it features Emmy Award-winning journalist Peter Greenberg traveling to Tanzania with President Hassan.

She’s the ultimate guide for a week, exhibiting Tanzania’s history, culture, environment, food, and music, as well as telling the stories of Tanzania’s hidden jewels.

Source Markets

In 2022, the United States of America recorded the highest number of arrivals from the rest of the world at 100,600 followed by France (100,371), Germany (67,718), the United Kingdom (60,116) and Poland (46,431).

Meanwhile, arrivals from Africa were from Kenya (166,324) Burundi (100,851), Zambia (46,787), Malawi (44,438) and Rwanda (44,288).

Tourist arrivals from the top 10 countries out of 214 account for 53.2% of all arrivals.

Tanzania Tourism Offer

Tanzania’s incredibly rich natural tourism offer earned it the title of “Africa’s Leading Destination” in 2021.

The natural attractions fall into two main categories: wildlife and beach.

Tanzania Wildlife & Beaches

Tanzania’s wildlife resources are considered among the finest in the world. Tanzania is the only country, which has allocated more than 25% of its total area to wildlife national parks and protected areas.

There are 16 National Parks in Tanzania, 28 Game Reserves, 44 Game controlled areas, 1 conservation area, and 2 Marine Parks.

Tanzania boasts many of Africa’s most renewed destinations; in the north the Serengeti plains, the Ngorongoro Crater, Lake Manyara, and Mount Kilimanjaro, and in the south Mikumi and Ruaha National Parks and the Selous Game Reserve.

According to a survey conducted by SafariBookings.com, Tanzania’s Serengeti National Park was voted Africa’s best safari destination for 2020, followed by Mana Pools (Zimbabwe), Mala Mala (South Africa), Okavango Delta (Botswana), and Lower Zambezi (Zambia).

Mount Kilimanjaro was declared Africa’s leading tourist attraction in 2016 during the World Travel Awards Africa and the Indian Ocean Gala Ceremony in Zanzibar.

Other additional natural attractions include the white sandy beaches of the Zanzibar archipelago, those north and south of Dar es Salaam, and excellent deep-sea fishing at the Mafia and Pemba Islands.

Tanzania Hunting

Tanzania is prized for its superb trophy hunting (sport hunting or safari hunting).

Hunting in Tanzania is presently permitted and regulated by the Wildlife Conservation Act of 2009, and its subsidiary regulations.

The hunting industry has grown considerably in the last two decades and Tanzania is among the leading hunting destinations in the world.

Hunting and Forestry jointly contribute 2 to 3 % of the GDP of Tanzania. Given there is such commitment to the conservation and protection of wildlife, it may be surprising to note that, unlike neighboring Kenya, hunting still occurs in Tanzania.

However, there is no contradiction, as hunting in Tanzania is part of the wildlife conservation process, as it is done in a much-planned manner. Counts of wildlife are taken regularly and hunting licenses are issued accordingly.

Investments in the Tanzanian Tourism Sector

The Tanzanian Government is engaged in developing and promoting sustainable growth in the travel and tourism sector in Tanzania, to preserve its natural and cultural resources.

The Government, therefore, is focused on attracting high-income tourists who are less likely to spoil the culture and the natural environment.

UN Adopts a New Global Standard to Measure the Sustainability of Tourism

  • All Regions

A groundbreaking statistical framework, developed under the leadership of UN Tourism, has been adopted by all 193 UN member states.

The Statistical Framework for Measuring the Sustainability of Tourism (MST) thus becomes the internationally agreed reference framework for measuring the economic, social and environmental aspects of tourism.

The adoption by the UN Statistical Commission at its 55th session (27 February – 1 March 2024) marks a historical milestone towards harnessing the full potential of the sector, providing a solution to the pressing need for a harmonized methodology to effectively assess the sustainability of tourism.

"Tourism is a powerful force for positive change when managed responsibly and sustainably," says Zurab Pololikashvili, UN Tourism Secretary General. "The adoption of the Statistical Framework for Measuring the Sustainability of Tourism marks a paradigm shift, going beyond GDP by enabling the measurement of what matters most to people and planet."

The adoption of the Statistical Framework for Measuring the Sustainability of Tourism marks a paradigm shift, going beyond GDP by enabling the measurement of what matters most to people and planet

Collaborative effort

This achievement is the fruit of a seven-year UN process led by Austria and Spain as co-chairs of the UN Tourism Committee on Statistics, with Saudi Arabia and Seychelles as co-vice chairs.  Under auspices of the Committee, the Framework was developed thanks to the extraordinary work of the multistakeholder Expert Group on Measuring the Sustainability of Tourism composed of 40+ countries and 30+ international and regional organizations including the UN Statistics Division, the International Labour Organization (ILO), subnational authorities and observatories, academia and others.

The work involved technical guidance from an Editorial Board chaired first by the Philippines and then by Canada, as well as extensive engagement and consultation with input from numerous pilots in countries.

The Statistical Commission expressed an overwhelmingly enthusiastic support with 34 countries, 3 world regions and international organizations taking active part in the deliberations: Antigua and Barbuda, Austria, Benin on behalf of the African Group, Cabo Verde, Canada, Chile, Colombia, Costa Rica, Croatia, Denmark, Dominican Republic, Egypt, Finland on behalf of the European Statistical System, Greece, Jamaica, India, Indonesia, Kuwait, Malaysia, Malta, Mexico, Morocco, the Netherlands, New Zealand, the Philippines, Portugal, Qatar, Saudi Arabia on behalf of the Gulf Cooperation Council, Slovenia, Spain, Tajikistan, Tanzania, United Arab Emirates, United States of America, the Committee for the Coordination of Statistical Activities and ILO.

Looking ahead, the Commission also welcomed the future development of an implementation programme, including a compilation guide, and called on the international donor community to support the financing for measuring the sustainability of tourism.

Established in 1947, the UN Statistical Commission gathers Chief Statisticians from Member States and international organizations, and is the highest decision-making body for international statistical activities. The last time that the Commission adopted a statistical standard for tourism was in 2008, when the International Recommendations for Tourism Statistics and the Tourism Satellite Account framework were presented.

Closing the gap between policy and statistics

In the margins of the United Nations Statistical Commission, Austria, Spain and UN Tourism co-organized the high-level side event “Measuring the Sustainability of Tourism: Closing the gap between policy and statistics”, in collaboration with the UN Committee for Economic-Environmental Accounting. Austria and Spain shared their vision on the importance of the Statistical Framework for Measuring the Sustainability of Tourism for evidence-based policy and decisions, while acknowledging its significance in upholding the relevance of statistical systems worldwide and the links to key topics like data governance and stewardship.

Mexico, the Philippines and Canada reflected on their pioneering experiences with implementing the framework, showcasing the power of integrating data from different domains and sources to distil more holistic and meaningful information on tourism.

The event raised awareness of the Statistical Framework for MST and functioned as an informative preamble to the UN Statistical Commission’s formal deliberations.

Pacific Economic Growth Slowing After Post-Pandemic Rebound

Pacific Economic Update March 2024

Investment in education critical to address significant learning gaps, foster sustainable growth, report finds.

SUVA, March 6, 2024 — Growth in Pacific island countries is estimated to have slowed in 2023 and is forecast to continue to decelerate in 2024 and 2025 as the temporary boost from the COVID-19 pandemic recovery fades and fiscal policies begin to tighten, the World Bank said in its semi-annual economic outlook for 11 Pacific island countries.

Investments in key drivers of long-term growth—education, in particular—will be crucial to sustaining economic momentum, the World Bank’s new report, Pacific Economic Update – Back on Track? The Imperative to Invest in Education says.

Growth in 2023 among the Pacific island countries surveyed eased to an estimated 5.5% following a historically high expansion of 9.1% during 2022, the first year of recovery from the pandemic. Economic activity was buoyed by tourism, household consumption and remittances, and was further supported by accommodative fiscal policies. The report covers Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Collectively, these countries are projected to expand 3.5% in 2024 and 3.3% in 2025, which would still be the fastest rates since 2017, excluding the pandemic bounce-back expansions in 2022 and 2023.

Moderating growth across Pacific island countries in 2023 reflects the slowdown in still-resilient Fiji, which accounts for more than half of the group’s output. Fiji is estimated to have decelerated to 8% in 2023 after surging 20% in 2022. After having returned to pre-pandemic GDP levels in 2023, supported by the resurgence of tourism and robust consumption, Fiji’s growth is expected to normalize toward its long-term rate.

In the rest of the region, a slight acceleration in growth is anticipated. However, the output is not expected to exceed its pre-pandemic GDP level until 2025. Solomon Islands, the second-largest economy in the group, is estimated to have reversed a 4.1% contraction in 2022 with 1.9% growth last year, driven by hosting the Pacific Games and substantial investments in energy and transport. It is forecast to pick up to 2.8% in 2024.

“Despite a commendable rebound in growth after lifting pandemic restrictions, growth among the PIC-11 countries will face challenges in achieving the full recovery of output growth to its pre-pandemic path,” said World Bank Senior Economist in the Pacific, Ekaterine Vashakmadze. “Fundamental reforms to invigorate investment growth can help improve medium-term growth prospects.”

Tourism and remittances-led countries, such as Samoa, Tonga, and Palau have experienced a notable rebound in growth after three consecutive years of contraction. This revival is attributed to a robust recovery in visitors, particularly from Australia and New Zealand. Countries [with income led] by sovereign revenue—Kiribati, Nauru, Tuvalu, FSM and Marshall Islands—experienced a relatively mild contraction in 2020 and are now experiencing positive, albeit moderate growth.

The report underscores the significance of pending Compact Agreements between the United States and FSM, Marshall Islands, and Palau to achieve projected growth rates. If approved, these agreements could create substantial fiscal space, presenting an opportunity for more public investment initiatives.

Short term risks to the outlook have been more balanced as commodity prices and inflation have eased .

“However, risks remain as adverse shifts in the global economy, trade, and tourism may pose challenges to the economic prospects and poverty outcomes. Those could stem from an uncertain global environment, most notably, heightened geopolitical tensions,” added World Bank Senior Economist Reshika Singh .

A special focus chapter on developing human capital in the Pacific emphasizes that investment in education – through quality and well-resourced, evidence-based teacher training, and ensuring that children are taught in their first language – can deliver immense economic dividends for individuals, families, and society. In Tonga, for example, teacher training investments were found to increase students’ future incomes by more than $12 for every dollar spent.

However, in most Pacific Island countries, more than half of 10-year-olds do not meet international benchmarks in reading. In some countries (Kiribati, Tonga, and Tuvalu) two-thirds of 10-year-olds fall short of these standards. A notable exception is Palau, where 90% of 10-year-olds meet international benchmarks in reading.

“If Pacific children struggle to read proficiently by the end of primary school, they will face daunting hurdles to succeed in their further education,” said World Bank Lead Economist for Human Development in the Pacific, Lars M. Sondergaard . “While the situation is improving, progress is slow. The most important asset that Pacific island countries have is not their natural or physical resources, or their geographical location; it is their people.”
