Opinion | How Paradip Port is Set for Significant Role in India’s Maritime Connectivity

Paradip port is located in Jagatsinghpur district of coastal Odisha. (Jajati K Pattnaik)

Paradip port has enormous potential to emerge as a significant player to expand India’s EXIM activities and build economic and cultural synergies with South Asian partners and neighbours

Paradip port, which is located in the Jagatsinghpur district of coastal Odisha, is poised to play a significant role in India’s maritime connectivity with South East Asia cementing the space for trans-regional free trade architecture.

In this ambitious corridor, as part of the Sagarmala project (Garlands of the sea), the Government of India intends to augment port-led industrialisation by linking the Kalinga coastal zone with a host of industrial and maritime clusters. As a result, Paradip port on the east coast undergoes massive structural and logistical revamping. India’s aspirational $5 trillion economy benchmark necessitates shifting attention to the domain of the blue economy as well.

The Indian peninsula constituting a 7,500 km coastline and 14, 500 km of navigable waterways presents the opportunity for India to capitalise on the sea space to forge trade ties with the neighbouring countries and beyond.

This venture does not embody any novelty as the history of maritime commerce narrates India’s decisive visibility, but the difference it makes is that of the neo-classical approach that India has adopted to bring energy to its economy through the mediation of the sea.

The major ports on the east coast include Haldia and Kolkata in West Bengal, Paradip in Odisha, Visakhapatnam in Andhra Pradesh, Tuticorin, Chennai and Ennore in Tamil Nadu, and Port Blair in Andaman & Nicobar Island. They facilitate synergies with the Indian hinterland, South East Asia and the partners in the Indo-Pacific. Their export-import profile covers petrochemical products, fertilizers, food products, salt, iron, iron ore, aluminium, automobiles, cement, etc.

Shifting the gravity of attention to Paradip, it is placed in the middle between Kolkata port (210 nautical miles) and Visakhapatnam port (260 nautical miles). Capacity expansion and hinterland connectivity through railroad and highway are the important areas that have been taken up to inaugurate the port-led development.

The Kalinga Coastal Economic Zone links Paradip with Dhamra port covering the coastal districts such as Puri, Jagatsinghpur, Cuttack, Kendrapara, Jajpur, and Bhadrak to build industrial clusters and smart cities. These localised linkages are further connected with the industrial corridors in West Bengal, Andhra Pradesh, and Tamil Nadu to transform the east coast commercial, manufacturing, and Export-Import (EXIM) strength.

In addition, the vast hinterland, including Odisha, Jharkhand, Chhattisgarh, Madhya Pradesh, Uttar Pradesh, Bihar, and West Bengal may get effectively connected to the Paradip port through railroad and highways and further coordination may be built by inter-port connectivity.

Coastal circuit formation and cruise tourism are some of the potential areas which are planned to be developed to give a fillip to coastal tourism. This appears very ambitious and efforts have been made in the right direction to achieve the goal. If these developments are successful in the coming years, the Indian focus would essentially be on South East Asia to conduct more export-import-related activities.

Self-reliant India with its focus on the manufacturing sector may emerge as a significant competitor in the South East Asian markets. This may initiate competition and may significantly reduce the Chinese monopoly there. Its unrestricted BRI expansionism will experience significant deterrence. Therefore, Paradip port has enormous potential to emerge as a significant player to expand India’s EXIM activities and build economic and cultural synergies with South Asian partners and neighbours.

The indications are very positive and are quite expressive of the fact of India taking up a leadership role in the years to come. Its democratic credential will aid its emergence as a reliable partner and a leader. The global supply-chain disruption with the outbreak of the Covid-19 pandemic and China’s shrewd monopoly in the sector and its alleged involvement in abetting the pandemic and data secrecy and its Belt and Road Initiative (BRI) interventionism through corridor formation have invited a dent in its global image.

There is no quick fix to alter this perception. This allows India to emerge as an impactful leader in the supply-chain sector. In this connection, building port connectivity with South East Asia requires essentially Myanmar’s partnership. The latter’s political instability, militancy, military rule, and Chinese interventionism in its internal politics create a bottleneck in committing durable maritime ties with it.

The Kolkata Port and Sittwe Port (Myanmar) connectivity are a few diplomatic and logistics clearances away to function effectively. The progress experienced uncertainty with Sui Kyi’s arrest by Myanmar’s military junta. But, if India devises some form of tactical diplomacy, there is always a way out to secure some optimism to reinforce stronger ties.

However, ups and downs are recurrent in any international relationship. China apparently is the impediment, not Myanmar. But, India’s aspirations of reaching out to the South Asian neighbours require Myanmar’s deep partnership and its decoupling from China’s tutelage.

India -South East Asia Maritime Space

Moving ahead, inter-port connectivity between the Kolkata Port and Paradip port may serve the purpose of reaching the Sittwe port and thereafter to Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam, and also to India’s Northeastern region involving multimodal operations.

Moreover, to reduce the burden on the Kolkata port, the connectivity linkages may be directly developed between the Paradip port and Myanmar’s Kyaukpyu, Thandwe, and Pathein ports. China has already funded the Kyaukphyu Special Economic Zone (KPSEZ) and India ought to expand its depth in Myanmar apart from its investment in the Sittwe port project.

The great game of competition has already begun between India and China. It is, therefore, the time to unleash the potential of the Paradip port to express India’s clear intent to forge enduring ties with the South East Asian neighbours and partners. Highlighting the strength of the Paradip port, it currently handles numerous cargos covering crude oil, Petroleum, Oils and Lubricants (POL) products, iron ore, thermal coal, chrome ore, coking coal, manganese ore, charge chrome, ferro chrome, ferro manganese, limestone, hard coke, ingots and moulds, billets, finished steel, scrap, fertiliser, fertiliser raw material, clinker, gypsum, project cargo, and containers.

Its proximity to the mining states such as Odisha, Jharkhand, and Chhattisgarh makes it all the more important to conduct import-export activities. In the event of the development of coastal industrial clusters and manufacturing hubs, Indian exports including automobiles, electronics, pharmaceuticals, fertilisers, food-processing, etc., will be transported to the South East Asian countries through the Paradip port directly or through the inter-port connectivity and interdependence.

The Sagarmala project is rightly on track to maximise India’s depth on the east coast and its effective integration with the South East Asian nations. Needless to say, China is a major obstacle to India’s east coast enterprise and trade depth. Beijing’s arbitrariness in the region requires the presence of a competitor to introduce freedom of choice. India ought to upgrade its diplomacy and logistics to inaugurate the era of competitiveness in the Bay of Bengal and the Indo-Pacific region. For this incredible enterprise, the port logistics must be revitalized and the Paradip port’s strategic and economic depth must be capitalised.

Paradip Port Trust lists officials’ tour details as ‘confidential’

Paradip port trust in several of its office orders has listed the tour particulars of all its senior officers ‘classified and confidential’..

paradip port tour

The Right to Information (RTI) Act,implemented to bring in transparency in the functioning of public authorities, has turned out to be a handy tool to hide information for a Central public sector undertaking in Orissa.

Paradip Port Trust,a major public sector undertaking with an annual turnover of over Rs 600 crore,in several of its office orders has listed the tour particulars of all its senior officers, including chairman and deputy chairman,as well as log sheets of PPT vehicles as “classified and confidential”.

paradip port tour

The office orders, posted on the website of PPT,have come at a time when the tour diaries of the Chief Justice of India and the union ministers are open to public scrutiny under the Act. PPT currently manages the biggest port in Orissa at Paradip.

What is surprising is that the PPT management has justified the denial of information under Section 8 read with Section 4 of the Act.

The two sections don’t apply in the said case as the Act makes it very clear that information means noting in note sheets and tour diaries of officials.

Festive offer

It’s not just the tour diary that the PPT considers beyond the purview of the RTI Act. The administrative department of the PPT,in separate office orders, has listed items like property returns of employees, note sheets of files containing observation of employees and officers, staff selection committee and departmental promotion committee proceedings as classified/confidential documents.

Other documents barred by the PPT office order are answer sheets of candidates appearing for the written test in connection with different posts of PPT and documents relating to tendering process in respect of different works.

PPT chairman K Raghuramaiah,an Indian Railway Service officer, sought to justify the denial of information, saying the Act provides such freedom. “We have used the necessary provisions,” he told The Indian Express without elaborating.

RTI activists are aghast over PPT’s action. Prominent RTI activist

Arvind Kejriwal said PPT’s orders were “malafide and mischievous”.

“There is nothing called confidential and secret under the RTI Act. No information can be denied and certainly not tour diaries, tour logs and note sheets. Only some information can be denied under section 8 of the Act. But the application of Section 8 is surely malafide,” Kejriwal told The Indian Express.

Incidentally, last year the PPT denied information on tour bills and official tour diaries of K Raghuramaiah to one Biswajit Mohanty of Cuttack, saying the disclosure of information regarding the tour diary would harm the competitive position and commercial confidentiality of PPT since his “official tour is meant to improve the trade interests of the port”. “The disclosure of place of stay during leave period may endanger the life and physical safety of the chairman,” PPT said in its reply.

Mohanty later petitioned the Central Information Commission, which in December last year directed the PPT to give a copy of the note sheets of the file dealing with plot cancellation during the period April 1 2004 to December 7,2007. “I see no reason why this item of information should not be allowed to be disclosed to the appellant. It doesn’t attract any of the exemption sub-sections under Section 8(1) of the RTI Act,” commissioner AN Tiwari observed. However, the PPT is yet to comply.

“It appears that PPT loves to operate under a cloak of secrecy thereby refusing to submit itself to the twin canons of accountability and transparency which should be the hallmark of all public bodies run with taxpayers’ money,” Mohanty said.

RTI documents accessed by The Indian Express have revealed that the PPT has failed to carry out the physical verification of its fixed assets, stores and stocks during 2005-06 as observed by the CAG. During that fiscal, the port held a total of Rs 1844.1 crore worth of fixed assets and stores.

Earlier, information regarding decision-making for allotment, cancellation and re-allotment of plots to exporters working out of PPT had been denied on the basis of the same office order, classifying the information as secret. A plot in Paradip is worth crores of Rupees in view of the booming export market for minerals in the State.

paradip port tour

Paradip is one of the most rapidly developing industrial areas in the Jagatsinghpur district of Odisha. It is located 125 km from Bhubaneswar Airport and 95 km from the Cuttack Railway Station. What’s unique about this industrial town, you ask? The charming Paradip is one of the oldest and most significant seaport towns in the world. The Paradip Port is a standing testimony to the rich maritime heritage of the region.

The strategic position of the Paradip Port allows it to cater to a vast area across the states of Odisha, Jharkhand, Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Bihar and West Bengal. The port also enjoys the advantages of having soft underwater soil allowing it to be deepened to any depth depending on specific requirements. Thriving alongside the bustling port are several industries such as alumina refineries, a petrochemical complex, steel plants, and thermal power plants. Visits inside the hub of Paradip Port are possible only after obtaining special permits.

Paradip Port is an excellent place for those intrigued by industrial tourism and what it can bring to the table. But the port isn’t all business. Surrounding it are some of the most spectacular beaches, verdant forests, national parks, and gorgeous water bodies in the state of Odisha! Paradip is a beautiful amalgamation of buzzing maritime activity and unbelievably stunning natural beauty.

Places of Interest and Tourist Attractions in and Around Paradip

Paradip Port

Paradip Beach

The beaches of Odisha are relatively unexplored gems along the Indian coastline. And the beach near Paradip Port is one of the most popular ones in the state of Odisha. With its natural creeks, a small island, and a lovely forest cover, Paradip Beach is a beautiful sight to behold!

The beach stands at the confluence of the Mahanadi and the Bay of Bengal. The best way to take in its beauty is to take a long drive along the corniche. Enjoy the pleasant ride on beautiful roads as you pass by clear waters and large rocks on the shore. You could also watch the orange hues of the setting sun as you enjoy a picnic or stroll on the beach.

If you’re lucky you make get to witness mammoth ships making their way in or out the port or simply a fleet of massive cargo ships anchored in the port. The sight of these magnificent vessels against the backdrop of the ocean exudes a lovely romance. This is a scene that can transport you to faraway worlds or compel the shutterbug in you to capture the beautiful moment.

You can pay a visit to the lighthouse near the beach that is equipped with the latest global positioning system. The verdant Smurti Udyan located nearby is also worth a visit. This garden is dedicated to people who lost their lives during the cyclones that devastated Paradip in the late 1990s.

Visitors are advised to step into the waters with caution. The seas can often get rough – especially along the stretch from Hanuman Temple to Sandakhuda in Paradip, as well as the 1 km shoreline at Siali. These particular stretches have been identified as critically-vulnerable and are risky for swimming.

Bhitarkanika National Park

If you’re visiting Paradip Port, don’t miss out on a trip to the Bhitarkanika National Park. The Park is a unique habitat of mangrove forests intersected by numerous creeks, mudflats, rivers, and streams. Located in Kendrapara district of Odisha, it is one of the largest Mangrove ecosystems in India.

This fantastic Park is home to fascinating wildlife and birds. Big cats such as the leopard, jungle cat, and fishing cat roam its thick forests. Living alongside are smaller animals such as the hyena, wild boar, porcupines, spotted deer, and sambar. The marshy waters of the Park are brimming with marine life. Some of its residents include dolphins, turtles, saltwater crocodiles, and the partially white crocodile as well! Great reptiles like the python, king cobra, and water monitor lizards lie hidden in the thick vegetation of the Park. If you look to the skies, watch out for beautiful birds like the kingfisher, woodpecker, hornbill, seagulls, bar-headed geese, or the white-bellied sea eagle.

What makes the Park even more special is its focus on ecotourism and the involvement of the local community in various conservation activities. The Park endeavors to build a sustainable ecotourism model, with particular emphasis on endangered species that live in the forest – the Gangetic dolphins, saltwater crocodiles, Olive Ridley sea turtles, and white-bellied sea eagles.

Gahirmatha Beach

Located close to the Bhitarkanika National Park is Odisha’s only Turtle Sanctuary located in Gahirmatha Beach. If you’ve ever watched heart-warming videos of newly-hatched baby Olive Ridley Turtles making their way to the sea – here is where you can observe this incredible phenomenon up-close and personal.

The Olive Ridley turtles travel thousands of miles from the South Pacific Ocean to breed on the Gahirmatha coast. Their journey takes them from the Pacific Ocean to the coastal waters of Sri Lanka in the Indian Ocean, and finally, onwards to the coast of Gahirmatha in the north. A staggering half a million turtles visit the beach every year for nesting! Gahirmatha Beach is one of the most critical Olive Ridley nesting sites in the world. The turtles usually mate between November and January, with the breeding period lasting eight months from October to May.

Plan your visit to Paradip Port and Gahirmatha in time to watch the turtles arrive en masse on the beach. It is an experience and privilege of a lifetime! To truly get the most out of the experience, engage the services of a knowledgeable guide or find the company of locals who can guide you to the best spots. For the best experience, wake up in the wee hours of the morning to find a quiet, unobtrusive spot. Prepare for the beautiful sight of the turtles making their way out of the sea, carefully selecting a site, digging holes laboriously, laying close to 200 eggs, covering the area up, and finally making their long journey back into the sea.

Gahirmatha is the only marine sanctuary in the state of Odisha. In 1997, the Government officially declared the area as a Marine Sanctuary, recognizing its tremendous ecological significance and the diverse flora and fauna within.

The Gahirmatha Beach is also home to a rare species of white crocodiles, white monitor lizards, migratory birds, and deer.

Jhankad Temple

Paradip Port and its surrounding areas also have some intriguing places of worship. The Jhankad temple, located near the city of Cuttack, is known far and wide as an old Sarala temple. The temple is devoted to Goddess Sarala, who is a manifestation of Goddess Saraswati – the patron of music, knowledge, art, and nature. If this wasn’t enough reason for you to visit, the temple is closely associated with Sarala Das, the first epic poet of Orissa. Jhankad is also famous for grand celebrations of two major festivals – Sri Mahabishuba Sankranti and Raja Sankranti.

Balaramjew Temple

The Balaramjew Temple is one of the most beautiful temples near Paradip Port. The presiding deity in the temple is Lord Balaram, along with Subhadra and Jagannath. Goddess Tulsi is also worshipped in the Balaranjew Temple. She can be found seated atop seven sacred steps in her idol form.

Food and Places to Eat in Paradip

Take advantage of being near the coast by indulging in some delicious seafood in Paradip Port. The fish and prawn dishes are a must-try here. Tourists also rave about the Paradip Lassi or Gavaskar Lassi, which is made from coconut. This signature Lassi is just what you need after a day out in the Odisha sun!

Dahi Pakhala

Dahi Pakhala is one of the most loved comfort foods in Paradip Port and all of Odisha. It is a rice porridge prepared with fresh, thinned yogurt, sprinkled with a tadka of curry leaves and mustard seeds. The dish is refreshing in the harsh Odisha summer and restores strength and energy. Dahi Pakhala is also served with a side of fried fish or mashed potatoes.

Chingudi Malai

The Chingudi Malai is a dish that you must try when in Odisha! It is a rich and creamy prawn curry made in coconut milk and enhanced by mild spices. The dish is best paired with steamed basmati rice.

Macha Ghanta

Macha Ghanta is a signature fish curry and one of the most beloved dishes of Odisha. The curry tastes best with a hot plate of rice and ghee!

Some of the best restaurants in Paradip Port are Delicious Food Plaza and Golden Anchor.
