Receiving or replacing an ead.

An Employment Authorization Document (EAD) grants work permission for certain visa types, including but not limited to F-1 OPT, F-1 STEM OPT, and J-2 work authorization, from USCIS. 

EADs are required to obtain a job in the U.S. and may also be required for other important tasks that require proof that you are authorized to work in the U.S. for a specific time period, like obtaining an SSN .

Receiving an EAD by Mail

EADs must be delivered to a physical address on record with the U.S. Postal system and cannot be forwarded through the U.S. Postal Service. Here are some tips for receiving your EAD:

  • Example: the OISS office's zip code with 4-digit extension is 06511-6803
  • If you need to change your mailing (delivery) address after you apply while the application is still pending, follow USCIS instructions to submit the update as soon as possible to avoid potential delivery to an old address. 

Note that these helpful hints are provided by USCIS. They do not guarantee successful delivery of your EAD. If your EAD is lost in the mail or returned to USCIS, please see the information below. If your EAD is returned to USCIS and they do not receive an alternate mailing address from you within 60 days, your EAD will be destroyed.  You will then need to re-submit a new I-765 and pay the filing fee again. 

Replacing Your EAD if Lost in the Mail

NOTE: OISS is aware of a system delay between “delivery confirmation” online and actual physical delivery of the EAD. This delay has been up to a week, but usually a few days. Often a delivery confirmation on a weekend results in a weekday delivery later. USCIS provides the following guidance on replacing an EAD that is either lost or must be corrected due to errors on the EAD. Always check the USCIS website for the latest information. 

If your case status shows that your EAD card was mailed but you never received it, follow these steps:

  • Obtain the tracking number for your EAD card . Call USCIS to obtain the tracking number for your EAD Card. If you have registered for an account with USCIS.gov, the tracking information should show in your account if the card has been mailed.
  • Check the tracking number on the USPS website . If it shows “delivered,” contact USPS to see if they are able to locate the mail for you. If USPS is responsible for the lost card, you will need to obtain an official letter on letterhead from USPS stating this. If approved, USCIS will then issue a new replacement EAD at no additional cost.
  • If USPS is not able to locate the missing EAD Card, fill out the USCIS Non-Delivery of Card online form . You will need the receipt number from USCIS.

If your case status shows “undeliverable”:

It means that USPS may have returned the EAD to USCIS. 

Follow the instructions in the online USCIS case status to request that USCIS resend the card to you. Be sure that your address on file with USCIS is correct. If your address must be updated, do so as soon as possible online using a MyUSCIS account . If you applied by paper,  we recommend you create an account to update your address. 

If USPS determines they are not responsible for the loss of the EAD:

You will have to file for a replacement of lost EAD card and pay the USCIS I-765 filing fee again. See instructions on the USCIS website .

Replacing your EAD if it Contains Incorrect Information

If the error was because of the information you submitted.

  • A new Form I-765,
  • The filing fee, if required (or a request for a fee waiver),
  • Any documents specified in the form instructions, and
  • The card containing the error.

If the Error Was Because of a USCIS Error

If your EAD contains incorrect information because of a USCIS error , USCIS will make the appropriate correction at no additional cost to you. Before taking action check in with your OISS adviser to confirm the error. In these cases, you do not need to submit a new Form I-765 or a filing fee. Instead, you must submit:

  • The original card containing the error,
  • A detailed explanation of the card error, and
  • Supporting documentation on the correct information

Submit this information to the USCIS Service Center or National Benefit Center that approved your latest Form I-765.

In either case, if USCIS receives your application or request for a replacement EAD and you no longer have any basis for applying for an EAD or employment authorization, they will not return the card and will notify you that you do not have a current basis for applying for an EAD or employment authorization.

S.F. Mayor Breed and Supervisor Peskin trade housing barbs on eve of city election

B oard of Supervisors President Aaron Peskin has yet to  jump into the San Francisco mayor’s race , but already he and Mayor London Breed are trading sharp barbs over housing policy and how it impacts city neighborhoods and the production of new homes.

On Monday, Breed, who is facing a tough bid for re-election in November, stood on the steps of City Hall, along with two dozen members of the Nor Cal Carpenters Union, and blasted Peskin for attempts to scale back legislation that would allow developers to build denser housing, saying she was “sick of his shenanigans.”  

Breed accused Peskin of attempting to “destroy housing production, to stop us from moving forward.” Peskin, who has privately informed associates that he intends to run for mayor in November, fired back, accusing the mayor of propagating a “false narrative” about the changes to legislation he sought.

The salvos point to how the housing crisis may figure prominently in the upcoming mayor’s race. Breed has spent the past few years blaming the Board of Supervisors for San Francisco’s problems, pinning the housing crisis, high property crime, a struggling downtown and grim street conditions on the legislative body. Progressive supervisors in turn have argued that Breed as mayor has the power to fix problems but has been pushing wrongheaded policies and lacks the management skills to address the city’s challenges.

At the news conference, Breed blamed the supervisors for the city’s acute housing crisis. “You wonder what has gone wrong in this city?” she said. “Every time you turn around it’s a way to say ‘no.’ No, you can’t build more housing. No, you can’t start a new business without paying a ridiculous amount of money. This city is notorious for ‘no’ because of what has been happening in the Board of Supervisors chambers.”

Peskin said he sought changes to the density legislation because the city has already developed “incentives to increase density,” and that state density bonus laws allow projects to exceed height limits by three times what is now allowed. The changes would mean that projects taking advantage of state density bonus would not be eligible for the city’s own density bonus.

Peskin said the amendments, which were introduced Monday at the Land Use and Transportation Committee and referred to the Planning Commission, “are absolutely consistent with everything else that we have done as a City, both to increase density where appropriate, protect our public waterfront and ensure that the northeast does not continue to disproportionately carry the burden of all the City’s super-charged skyscrapers.”

Notably absent from Breed’s remarks Monday was any mention of  Proposition A , the $300 million general obligation bond on Tuesday’s ballot. While Breed supports the bond, she has been criticized for not emphasizing it more on the campaign trail.

Peskin lambasted Breed, and the event organizers — pro-housing nonprofits the Housing Action Coalition and SF YIMBY— for not focusing on the affordable housing bond on the day before the election.  

“The fact that the Mayor, HAC and YIMBY are choosing to spend their energy tearing down good city policy instead of getting out the vote for Prop. A’s bond, our one shot at affordable housing funding, is another example of their inability to work toward real affordable housing solutions,” Peskin said.

Jane Natoli, the YIMBY Action organizing director who introduced Breed and other speakers at the news conference, said, “This isn’t particularly about Prop. A.”

“That wasn’t the focus of today,” she said. “We are strong supporters of Prop. A.”

Corey Smith, executive director of the Housing Action Coalition, said “I was out knocking doors for Prop. A yesterday.

“It’s unfortunate we had to spend time today dealing with (Peskin’s) anti-housing legislation, but that is the way it is,” he said. 

While Breed has three other serious opponents — philanthropist Daniel Lurie, Supervisor Ahsha Safaí and former interim Mayor Mark Farrell — Peskin’s potential entrance into the race would provide a sharper contrast on housing.

Safaí, Lurie and Farrell have, like Breed, generally backed pro-YIMBY policies aimed at making it faster, cheaper and easier to build all kinds of housing. In contrast, Peskin has often opposed projects and policies that he argues could lead to the demolition of rent-controlled units or alter the character of historic districts. 

The changes Peskin introduced Monday were endorsed by a slew of neighborhood organizations, mostly in northern and western neighborhoods that would see significant increased height limits under a current rezoning effort.

Stan Hayes, president of the Telegraph Hill Dwellers, pointed to a trio of proposed towers at the foot of Telegraph Hill that would be far taller than anything currently existing in the neighborhood: A 267-foot tower at 955 Sansome St., a 206-foot structure at 1088 Sansome St., and a 140-foot midrise at 875 Sansome St.

He said without the changes, the city and state legislation “would allow supersizing of building heights and massing, resulting in luxury towers at double or triple current height limits,” he said. “This is not theoretical. It’s happening now.”

But Supervisor Matt Dorsey, a Breed ally, said that Peskin’s changes represent “a return to the same tired and failed NIMBY playbook.”

“We are tempting fate. We are tempting the goodwill of the state regulators, sticking a thumb in the eye, again and again, on what we need to do to facilitate the production of housing,” he said.

The policies and procedures described below are for travel outside of the United States.

IMPORTANT: If you require a travel signature on your document to re-enter the US, please submit a Replace/Reprint I-20 request via iStart and select 'travel' as the reason. ISSS has been granted temporary permission from SEVP to send F-1 documents electronically and will send a signed I-20 via e-mail during this time. DS-2019s must still be signed in ink and mailed, so we will work with J-1 students to send these documents by post.

Required Documents for Re-Entering the U.S.

All f-1 students.

Both F-1 students and their F-2 dependents must have the following documents to re-enter the United States:

  • Passport that is valid for six months beyond entry date to the U.S. or valid passport from a country on the passport agreement list . When you click on the link above, look for and click on the question: "What if I have an expired passport or one that will expire in less than six months?" The list of countries should appear once you click on this question.
  • Valid F-1 or F-2 entry visa.
  • Properly endorsed and valid SEVIS I-20 (endorsement valid for up to six months for students on F-1 OPT).
  • Highly recommended: Documents proving your funds as listed on the SEVIS I-20.

Additional Documents for F-1 Students on OPT/OPT STEM

  • Employment Authorization Document (EAD). In certain cases, the Notice of Action may be shown at the Port of Entry (please consult with ISSS).
  • Highly recommended: Job offer letter/proof of employment, if you are engaged in OPT after completion of studies.

Obtaining a Travel Signature

IMPORTANT: Please request a travel signature by following the instructions on the Missed Travel Endorsements page .

Citizens of Canada do not need a U.S. entry visa.

All J-1 Students

Both J-1 students and their J-2 dependents must have the following documents to re-enter the United States:

  • Valid J-1 or J-2 entry visa.
  • Properly endorsed and valid DS-2019.
  • Highly recommended: Documentation of funding as it appears on the DS-2019.

Obtaining a Travel Endorsement

If your DS-2019 was issued by the University of Illinois Urbana-Champaign, you should bring the above-mentioned documents to International Student and Scholar Services (ISSS) at least one full week in advance of your departure from Champaign-Urbana. In some cases, an ISSS advisor will endorse your DS-2019 to travel. In others, we will need to prepare a new DS-2019, especially if the information on your current DS-2019 is no longer valid, or if your dependents will travel separately from you.

If your DS-2019 was issued by a sponsoring agency, you should contact your program sponsor well in advance of your travel for instructions and assistance regarding your travel.

Traveling to U.S. Territories

If you plan to travel to Puerto Rico, U.S. Virgin Islands, or Northern Mariana Islands, please review the Travel Re-Entry page of the Immigration and Customs Enforcement website, and select the appropriate question.

Travel with an expired U.S. entry visa

In some cases, a new entry visa is required to re-enter the U.S.; in other cases, it is not.

Once the program end date on your I-20/DS-2019 document has passed, you will NOT be able to travel outside of the US and re-enter in your current status during your grace period (30 days for J-1 students and 60 days for F-1 students). This includes travel to automatic revalidation countries.

Travel of less than 30 days to Canada, Mexico, Caribbean Islands (other than Cuba)

You do not need to apply for a new U.S. entry visa if you plan to travel to a contiguous territory for less than 30 days, provided that you have the required documents for re-entry to the United States. This is known as "automatic revalidation." You should print a copy of your electronic I-94 prior to your trip and secure it with your other immigration documents. Electronic I-94 records can be found at www.cbp.gov/i94 .

Citizens of Iran, Iraq, North Korea, Libya, Sudan, Syria, and Cuba are not eligible for automatic revalidation. Individuals with cancelled visas are not eligible for automatic revalidation and also individuals with single entry visas may not be eligible for automatic revalidation, as a single entry visa may be presumed cancelled.  Finally, if you apply for a new U.S. entry visa in a contiguous territory, you may not re-enter the U.S. using automatic revalidation.

Travel to any other country

You must apply for a new entry visa at a US Embassy or Consulate General. Please contact the specific Embassy or Consulate where you plan to apply for your U.S. entry visa for additional details about the documents that you will be required to present at your interview.

F-2/J-2 dependents will have additional requirements and should consult the Embassy/Consulate where they will apply for their visa for a complete list of required documentation.

Special cautions for U.S. entry visa renewal

If you need a new entry visa to return to the U.S., you should be aware that there is never a guarantee that one will be issued. Certain factors may complicate your visa application. Following is a list of some of the more common potential pitfalls:

  • Students whose field of study or research appears on the Department of State Critical Fields List may experience visa issuing delays of at least 30 additional days while a Security Advisory Opinion is sought.  There is no way to expedite this process.  Make your travel plans accordingly.
  • It may be more difficult to obtain a renewal of your entry visa if you are engaged in practical training after completion of studies. You should be prepared to document strong ties to your home country.
  • It can be more challenging to obtain a new U.S. entry visa outside of your country of citizenship or permanent residence. You may be asked to apply for the visa in your home country. If you decide to apply for a U.S. entry visa outside of your home country, you should contact the US Consulate or Embassy where you will be applying to find out if you need to provide any extra documentation.
  • You must have an appointment to apply for a visa in an U.S. Consulate in Canada or Mexico. It may take several weeks to get an appointment. Be sure to check with the Canadian or Mexican Consulate to see if you need a visa to enter either country. Keep in mind that it may be difficult to get a U.S. entry visa in either country. If you apply for a U.S. entry visa in Canada, Mexico, or one of the adjacent Caribbean islands, you may not re-enter the United States using the "automatic revalidation" benefit.
  • You may need an entry visa for countries other than your own, even if you are passing through in transit. Please contact the Consulate or Embassy for the country or countries that you will be visiting for more information.

Non-Immigrant Visa
