New data has shown where in London it takes the longest to get between bus stops and where it is quicker to walk than to get on a double-decker.

Buses are taking two hours to travel less than three miles due to congestion caused by a new low-traffic neighbourhood (LTN) in south London , it has been revealed.

The Streatham Wells LTN has caused traffic jams since it was first introduced in October 2023 as part of an 18-month trial.

Lambeth Council blamed ’emergency roadworks’ when the Times first reported on the congestion in December, saying it expected conditions to improve as road users got used to the new scheme.

But after four months in operation, the gridlock is so bad it took the bus 121 minutes to travel 2.9 miles down the A23 on the western side of the LTN last week. according to Transport for London (TfL) data.

It would have been twice as quick to walk the route meant to only take 29 minutes by bus.

Long queues of cars appeared within the LTN as residents tried to exit the area and turn onto the main road.

Buses have also been rerouted to avoid the congestion.

Three-quarters of one route was diverted around the LTN during rush hour while another went straight through it.

Hundreds of LTNs have been introduced across the UK since 2020.

They’re intended to reduce air pollution and traffic as well as making roads easier to walk and cycle in areas frequently used as shortcuts by cars, vans and other vehicles.

A spokesperson for Lambeth Council said: ‘The Low Traffic Neighbourhoods, and other measures such as those in West Dulwich, been introduced to our busy London borough to make the areas safer, more sustainable and to improve the quality for life everyone living in our local neighbourhoods.’

But the schemes have caused growing controversy among drivers, leading Prime Minister Rishi Sunak to order a review into LTNs last summer.

The Department for Transport is yet to publish any findings or guidance on the zones.

This latest drama surrounding Streatham Wells LTN challenges the notion traffic ‘evaporates’ when the zones are introduced.

Lambeth council continues to blame ‘ongoing roadworks’, in addition to ‘recent rail strikes’, for the traffic problems in the area.

The LTN generated £320,000 in fines for the council in its first three months of operation.

Despite traffic problems surrounding the zone, the council insists on seeing the 18-month trial through to the end and is planning another LTN a few hundred metres away.

A Lambeth council spokesperson said: ‘We are aware of concerns regarding bus times in Streatham relating to the trial of Streatham Wells LTN, ongoing roadworks by utilities and recent rail strikes.

‘We are working closely with TfL to monitor the situation and will make changes as needed.

‘In previous Lambeth LTN schemes, traffic fell across the neighbourhood and boundary roads by the end of the trial.’

However, TfL’s bus operations team concluded that it was actually the LTN that was causing the problem.

The LTN’s Operations Network Management Control Centre recently raised an ‘incident’ as they said the LTN was causing ‘serious’ delays in the area.

Lambeth council expected traffic to increase along the LTN’s boundary roads, with a risk assessment conducted before it was introduced noting the scheme was ‘very likely’ to have a ‘significant impact’ on the traffic levels of nearby roads.

Tom Cunnington, Transport for London’s head of buses, said: ‘We are sorry passengers continue to experience delays to services in Streatham — this is not in line with the level of service we aim to provide.’

Stephen Hall, who runs the Streatham Stuff website, said: ‘It’s four months into the scheme and buses on the High Road are still regularly getting stuck for an hour in the congestion. 

‘Lambeth Council seems to have hugely underestimated the amount of damage and disruption the LTN would cause.’

R ishi Sunak’s high-profile announcement of projects to be apparently funded by killing the northern leg of HS2 is a gem of political cynicism. He has made the announcement twice before, on 4 October and 17 November last year. He seems to have forgotten.

Each time the sum appears to shrink and delivery grows ever more distant. October began with £36bn for a schoolboy wishlist of engines, trains, trams, buses, roundabouts and even potholes. In November, £8bn was announced , mostly for mended and improved roads. This week, the sum is just £4.7bn for transport projects in general, apparently outside big cities. Funding won’t start until April 2025 and won’t finish until 2032. Meanwhile, Sunak was totally silent on his transport white elephant. At the same time, he would spend £67bn on the single HS2 line from Birmingham to London. The comparison is obscene.

The promised money is not cash sitting waiting for the wishlist of projects announced by Sunak last October. That is because it is not real money. It is that most vacuous of currencies: a political pledge. It is money yet to be borrowed, let alone budgeted, for an unbuilt vanity project. Also, by postponing its start until 2025, Sunak is dumping the pledge on future, presumably Labour, chancellors, and defying them to cancel it.

The schemes mooted at Sunak’s party conference last October were mostly covered in cobwebs. They included a West Yorkshire tram/trolley bus that was cancelled in 2005 and 2016 and announced in 2021. There were murmurs of a Bradford upgrade that had been axed by Sunak himself the previous year. Manchester airport was to be “linked”, which it already was. Electric trains would speed across north Wales. There were to be an assorted 50 new train stations and 70 road schemes. Where are they now?

This time, prudence appears to have taken hold. The notional cash will go into a fund for which northern council leaders can make “proposals”. They will then be “ empowered ”, in Whitehall speak, to distribute it to “communities”. How this distribution will take place is not revealed, but we can assume the centre will decide.

Sunak says he will hold local authorities to account for spending the money “appropriately”. This is hypocrisy from a prime minister who has lacked the courage to cancel the remaining HS2, a project he derided in October as “ [trapping] enormous sums of money that could be far better spent elsewhere ”. Today, HS2’s budgets are worthless, its documents redacted, its accountability zero. It is typical central government.

The core HS2 remains the only project whose cancellation might yet free resources for Britain’s most acute transport need: a drastic upgrade of road and rail infrastructure linking the great cities of the north across the Pennines. This link has been rejected by successive Tory governments – and Labour oppositions – dazzled at the glamour of an upmarket railway carrying Britons enticingly to London.

That dazzle continues to distort Britain’s regional economy. There is only one question. Has Keir Starmer the guts to reverse it?

A London bus took two hours to travel three miles through congestion fuelled by a new low-traffic neighbourhood, figures have revealed.

Traffic has reportedly become so bad around the Streatham Wells Low Traffic Neighbourhood (LTN) that buses have to be diverted at peak times, or navigate through the zone itself, to avoid gridlock.

Transport for London (TfL) data has revealed one bus took 121 minutes to travel 2.9 miles as the A23, which runs along one side of the LTN, became so overwhelmed.

The Times reports the bus was expected to take 29 minutes and it would have been twice as quick for passengers to walk.

Stephen Hall, who runs the Streatham Stuff website, has warned buses on the High Road are “still regularly getting stuck for an hour in the congestion”.

He warned that Lambeth Council has underestimated the damage and disruption the LTN would cause.

There are also reportedly long queues inside the LTN itself as residents try to exit the area to turn onto the main road.

A risk assessment before the LTN was introduced warned that it was “very likely” the scheme would have a “significant impact” on traffic on nearby roads but that local buses were “unlikely” to be affected.

An 18-month trial period is currently in place at the LTN and Lambeth Council are considering implementing another LTN nearby.

The council has already generated £320,000 in fines in the first three months of the LTN’s operation, according to the Times.

When the congestion was first reported by the newspaper in December, the council blamed “emergency roadworks” for delays and said it expected conditions to improve as drivers got used to the new scheme.

Now the council has highlighted “ongoing roadworks by utilities and recent rail strikes” for the issues with the LTN.

But TfL identified the LTN was the main cause of delays and the Times reported its Operations’ Network Management Control Centre recently raised an “incident” saying the low traffic zone was causing “serious” delays in the area.
