Bohol Set to Surpass 1 Million Tourist Arrivals by Year’s End

In a successful State of the Province Address (SOPA) speech at the Bohol Cultural Center on July 22, 2023, Governor Erico Aristotle Aumentado outlined the province’s promising tourism agenda, poised to drive sustainable growth and innovation in the sector. Bohol, focusing on rebranding and master planning, is all set to redefine its tourism management practices, promising a brighter future for the province.

Governor Aumentado ‘s State of the Province Address unveiled a roadmap for a bright and promising future for Bohol’s tourism industry.

After facing challenges brought by the COVID-19 pandemic and Typhoon Odette, the province received heartening news with the “Revenge Travel” trend, witnessing a staggering 198% increase in tourist arrivals from 2021 to 2022. The tourism industry projects Bohol’s tourist arrivals to reach the one-million mark by the end of the year, showcasing the destination’s resilience and allure. In 2022 alone, tourism businesses and stakeholders earned an estimated P7.3 Billion; for 2023, as of May 31, they have already reached an estimated P3.8 Billion.

Governor Aumentado also shared exciting developments in air connectivity, underscoring the province’s increasing prominence as a tourism hub. Air Busan has made a grand entrance with new international flights, and Asiana Air’s maiden flight from Incheon, South Korea, to Panglao on July 20 marked a significant milestone. On July 25, Royal Air Philippines will launch its flights from Kunming City, China, to Panglao, further expanding Bohol’s accessibility to major destinations.

Bohol’s UNESCO Global Geopark Status has created a Tourism Development Program, highlighting the province’s 17 Geosites. These picturesque locales promise to captivate travelers seeking unique experiences immersed in natural wonders.

Looking forward, Bohol is crafting new Tourism Circuits to cater to various interests. These circuits offer diverse and engaging experiences, from the Farm, Fork, Fitness Tour to Outdoor Adventure Trails, UNESCO Geotrail, and Motorbike Loops.

A forthcoming program, the Transforming Communities Towards Resilient, Inclusive, and Sustainable Tourism (ToURIST) Program, backed by the Department of Tourism and funded by the World Bank, signals a commitment to prioritize the well-being of Boholano constituents while nurturing a thriving tourism industry. The province aims to ensure that its tourism practices are sustainable, inclusive, and resilient, enhancing the lives of locals and visitors.

Governor Aumentado emphasized Bohol’s active presence in marketing and promotion efforts through participation in the tour and travel expos and international ecotourism travel marts and forums. This strategy elevates Bohol’s profile on the global stage, drawing in travelers from all corners of the world.

Fueled by a love for an active and athletic lifestyle, Bohol aspires to embrace Sports Tourism, showcasing its capacity to host significant events like the 5150 Triathlon, which saw over 600 triathletes gather in the province.

Bohol remains dedicated to maintaining its reputation for professional tourism. Providing Tourism Assistance at critical locations, such as the Escuela de las Niñas and Bohol International Airport, reinforces the province’s commitment to providing visitors with a seamless and enriching experience.

As Governor Aumentado delivered his inspiring address, he reminded everyone of Bohol’s unique identity and heritage, captured in the brand of “Bol-anong pang-gobyerno para sa mga Bol-anon.” 

The province proudly celebrates its culture and traditions through various events, such as the annual Sandugo Festival, showcasing its musical and performing arts groups like the Loboc Children’s Choir and Alicia Pangkat Kawayan. The recent grand coronation night of Miss Bohol 2023 has garnered widespread acclaim, solidifying the province’s reputation for delivering impressive productions. And Bohol fosters a thriving arts and literature scene with events like the “Bahal, Balut ug Balak” poetry night and art exhibits, reinforcing its support for creativity and artistic endeavors.

Puyat meets with Bohol execs to tackle tourism situation, recovery plans

Panglao, BOHOL – Tourism Secretary Bernadette Romulo–Puyat assured the officials and tourism players of Bohol on Friday that reopening the island province to tourism would not be pursued at the expense of public health and safety.

The tourism chief made the assurance in a press conference after a meeting with Department of Interior and Local Government (DILG) Secretary Eduardo Año, Bohol Governor Arthur C. Yap, District Representatives including the Father of the Republic Act (R.A.) 9593 or the “Tourism Act of 2009” Cong. Edgar Chatto (1st District), and local chief executives of the 47 towns of the province to discuss the present situation, plans for the local tourism industry’s recovery, and the viability of resuming tourism activity in the island province.

“We will always respect the decision of the LGU in determining when tourism operations should resume. We will always work with you and coordinate with you regarding health and safety standards,” Puyat said, noting the province’s target to open its doors to visitors in the last quarter of the year.

During the dialogue, Governor Yap said the province will be employing the Ultimate Bohol Experience certification system that will award an “UBE Seal” to establishments that are compliant with health and safety protocols. The UBE Seal, inspired by the province’s special food crop–the Ube Kinampay, will complement the DOT’s accreditation system, added the Governor.

Bohol is also finalizing an ordinance that aligns with the existing national laws and tourism guidelines. The ordinance, Yap said, shall prescribe health protocols, determine the carrying capacity of tourism destinations, provide guidance on centralized reservation and payments, and compliance to environmental rules for Bohol.

Together with Secretary Año, Tourism Promotions Board (TPB) Chief Operating Officer (COO) Atty. Maria Anthonette C. Velasco–Allones, and Intramuros Administrator and Head of the Task Force on Domestic Tourism Product and Market Development Atty. Guiller Asido, Puyat inspected health and safety protocols of the DOT–accredited Modala Resort and Bellevue Resort both located in Panglao.

Likewise, the tourism chief went to the Bohol Medical Care Institute (BMCI) to tour its containerized reverse transcription polymerase chain reaction (RT–PCR) laboratory, one of the RT–PCR laboratories in the province that will soon become operational for coronavirus disease 2019 (COVID–19) testing.

Bohol, which is under a Moderate General Community Quarantine (MGCQ) since 1 July 2020, is one of the tourism destinations that the DOT supports through its Transforming Communities towards Resilient, Inclusive and Sustainable Tourism (TouRIST) Program, and will receive funding and assistance from the World Bank.

Under the TouRIST Program, Puyat said that the DOT shall focus on implementing the following improvements in Bohol: bulk water supply, solid waste management; local economic development like the Assistance to Reinvigorate Tourism (ART) value chain, Palengke Program, and tourism sites enhancement and management; and management support for hygiene preparedness in tourist sites, as well as the provision of decompression chambers and sea ambulances. The first phase of the project will have a total allocation of $62 million.

Puyat shared that in terms of determining so–called “travel” or “tourism” bubbles in the Philippines that may be opened to international tourists once travel restrictions are eased, Bohol is one of the first tourism destinations that come to her mind, given the province’s pool of dedicated leaders, low number of COVID–19 cases, beautiful beaches, resorts, dive spots, and other tourism attractions, and a new international airport situated in Panglao.

“Kapag iniisip ko ngayon ‘yung tourism bubble, naiisip ko agad ‘yung Bohol kasi magaling ‘yung Governor, Mayors, and Congressmen. We have 7,641 islands and twelve international airports. Bohol has its own international airport so pwede nang dumeretso,” Puyat explained.

UPDATED TAGBILARAN CITY — Bohol Gov. Aris Aumentado announced on Monday, March 25, that the province of Bohol will no longer host the “Motourismo” program after a series of incidents and deaths were reported.

During Monday’s flag-raising ceremony, Aumentado announced that the program, which is “prone to accident, air and noise pollution,” prompted him to cancel future loops in the province.

In an official statement on Monday night, the provincial government of Bohol clarified that Bohol Loop 2024 was organized solely by Loop PH.

It said that the role of the provincial government of Bohol, along with other national government agency partners, was “to provide support and to ensure the success of the event.”

“Moving forward, the Provincial Government is likewise reviewing existing policies on similar events, with the end goal of making safety and security a priority for our people and our guests. In the meantime, the Provincial Government is suspending future related events,” it said.

The Bohol Loop, held on March 23–24, received public outrage and criticism as the event recorded one fatality and at least five loop riders injured in separate road mishaps.

A woman loop participant identified as Suzette Lacanaria from Cagayan de Oro City collided with a non-participant, Ana Marie Tasic, on Saturday morning, March 23, in Sikatuna town.

Sikatuna Police said that Tasic, who is from Barangay Badiang, Sikatuna, was onboard a motorcycle on her way to the town market along the national highway that was part of the loop route when she and Lacanaria collided.

Both sustained critical injuries and were rushed by emergency responders to the Gov. Celestino Gallares Memorial Medical Center in Tagbilaran City.

Tasic passed away Sunday, March 24, while Lacanaria, who has just undergone surgery, is now recuperating in the hospital.

On Monday, Loop PH, the organizers of Bohol Loop 2024, acknowledged the recent incident that happened in Sikatuna town.

In an official statement posted on Facebook, the company assured the public that it is taking this matter very seriously.

“We are also establishing a support program to assist the family that is affected,” it said.

More than 2,000 motorcycle riders, several vloggers, influencers, and motorcycle enthusiasts around the Philippines joined the Bohol Loop and Audax 2024, which was powered by the Loop PH online platform. It was a 600km moto-tourism event that was open to all riders and all kinds of motorcycles from 50cc to 1500cc.

The organizer earlier said the activity allowed visiting motorbikers from all over the country to advance safe motorcycle driving, safer road bikes, and endurance driving in Bohol. It also promoted the province, using its scenic, well-paved country roads and great people, to the motorbike community all over the world.

Prominent personalities who joined the event were Senators Ronald “Bato” Dela Rosa and JV Ejercito and Cebuana motovlogger Ma. Rica Cabarrubias, popularly known as “Jet Lee.”

The organizer said the “event is not a race and mainly aims to promote Bohol tourism and finish the route safely, where participants can ride solo, partner, trio, or with a group/club.”

Stakeholders meet as tourism enters recovery mode

House Committee on Tourism Senior Vice Chairperson Egdar Chatto met with tourism industry stakeholders in Bohol on Aug. 28, 2022 to discuss insights as the tourism industry enters into the recovery mode.

Chatto had a chance to talk with Provincial Tourism Council chairman lawyer Lucas Nunag, on Aug. 28, 2022, about local tourism industry developments including the upcoming construction of the expanded causeway in Dauis, which will serve as a sidewalk for the use of the public.

Called the Borja Bridge Retrofitting Project, the upcoming construction is set to be implemented by the Department of Public Works and Highways (DPWH) soon. The project includes the construction of an iconic “leisure sidewalk” beside the causeway for public’s use which will address safety and tourism concerns, among others.

The meeting also tackled recommendations for water flow solutions to avoid red tide problems at the causeway area. 

In a media interview, Chatto said that he gained valuable insights from his meetings with tourism stakeholders that proved to be important in the discussions with the House Committee on Tourism members, where he sits as Senior Vice Chairman.

He also stated that it is high time to take advantage of Congressional oversight powers as it has been more than 10 years since the enactment into law of the Tourism Act of 2009. 

Chatto authored the Tourism Act during his first foray in Congress.

“We feel it is time the law is reviewed for possible amendments that will make it relevant to the industry trends,” Chatto added. 

In a related development, Chatto also met with Department of Tourism (DOT) Undersecretary and concurrent Region 7 Director Shahlimar Tamano on August 29, 2022 where they discussed tourism and travel concerns. 

Meanwhile, DOT Secretary Christina Frasco reported during a budget hearing at the House of Representatives that the tourism sector is on its way to recovery; thanks to the easing of travel restrictions and for assuring the tourists of their safety in the various destinations in the country.

Chatto also said global tourism has been the fastest growing industry in terms of job generation and livelihood. 

The Bohol Tourism Office reported that Bohol so far posted a 56% increase in tourism arrivals from 30,157 tourists in the 1st quarter of 2021 compared to 53,726 tourists in the 1st quarter of 2022.

Located at the heart of Central Visayas, the Island province of Bohol is the 10th largest island in the Philippines with a total land area of 4,117.3 square kilometres. It is composed of an oval-shaped mainland surrounded by 72 smaller islands.

A popular tourist destination, the province is abundant of beaches and resorts. Its well-known beaches are found in Panglao Island, which is situated south-west of the province, and in Anda, located on the island’s east side. Bohol is composed of 1 city and 47 municipalities.

Tagbilaran City, the capital of Bohol, is known as the “City of Friendship.” Situated in the south-western part of the province, it has a total land area of 32.70 km2 (12.63 sq mi) and a coastline of 13 km (8.1 mi). The city shares its boundaries with the municipalities of Cortes, Corella, and Baclayon. It is 630 km (390 mi) southeast of the national capital of Manila and 72 km (45 mi) south of the regional capital, Cebu City.

Tagbilaran City’s name is derived from “Tagu Bilaan” which means TAGU (to hide) and BILAAN (a Muslim marauder tribe) – hence its name means to hide from Muslim marauders.

Bohol Showcases Its Tourism Products at 34th Philippine Travel Mart

Bohol, one of the most popular tourist destinations in the Philippines, participated in the 34th Philippine Travel Mart (PTM) held on September 1-3, 2023, at the SMX Convention Center in Pasay City. The event was attended by hundreds of exhibitors from different regions of the country, offering various travel packages and deals to the public.

The Bohol delegation was led by Governor Aris Aumentado , who joined the ribbon-cutting ceremony with other officials, such as Tourism Secretary Christina Garcia-Frasco, Philippine Tour Operators Association (PHILTOA) president Fe Abling-Yu, Tourism Promotions Board (TPB) Chief Operating Officer Margarita Nograles, Philippine Airlines president Capt. Stanley Ng, BPI Vice President Stephanie Faye Celorico, and Aliw Broadcasting Corporation McNeil Rante.

The Bohol booth featured the municipalities of Anda, Panglao, and Loboc, as well as local travel agencies and resorts. Visitors were able to experience the Loboc River Cruise and the Rio Verde Floating Resto, as well as learn more about the attractions of Carmen and LV Travel and Tours.

The booth also showcased some of the notable products of Bohol, such as the Antequera handicrafts, Aproniana souvenirs, CocoBerry chocolates, Tan Inong’s Asin Tibook salt, JZAKI rice wine, and Tubigon loomweaving.

Some of the exhibitors from Bohol included Ramyer Travel and Tours, Amorita Resort, Bohol Beach Club, Mithi Resort and Spa, Parklane Hotels and Resort, South Palms Resort Panglao, The Bellevue Hotels and Resort, Bohol Shores, BE Grand Resort Panglao, Bluewater Resort Panglao, and Ecotravelers Travel & Tours.

The PTM was organized by the PHILTOA and supported by the DOT and TPB. It aimed to promote domestic tourism and showcase the diverse offerings of the Philippines. The event also featured a schedule for the UNESCO Global Geopark Program at 1:25-1:55 PM on September 3.

Is there bang for tourist bucks in the Philippines?

I thought long and hard about whether or not to write about this topic which has been making rounds across social media, chatgroups and even the news for quite some time. But it seemed opportune to share my thoughts on this topic.

It is after all mind-boggling how a country with over 7,100 islands, some of the best beaches in the world with fine sand and warm sea water teeming with aquatic life, arresting natural attractions, and a culture so unique versus other Southeast Asian destinations can lag so far behind in terms of tourist arrivals. 

Our current tourism slogan is “Love the Philippines.” But in our local language, “love” translates to “mahal,” and that word can also mean something else – expensive. Which brings us back to the subject at hand: is the Philippines expensive for local and foreign tourists? Is there value for money travel in the Philippines?

Even with cultural restrictions such as for drinking alcohol, nearly 29 million foreign tourists visited Malaysia, while 28 million went to Thailand in 2023. Singapore came in third at 14 million, Vietnam with 13 million tourists, and Indonesia with nearly 12 million. The Philippines recorded 5.4 million tourists in 2023.

Let me reiterate – the Philippines is a beautiful destination. At the onset, indeed our location and archipelagic status puts us at a bit of a disadvantage in terms of access and ease of travel. But the beauty of our islands should have made it worth the trip – should have. So why aren’t we attracting foreign tourists and why is it that even Filipinos who can afford to travel prefer to go to other countries?

Based on netizens’ posts, mainstream media articles, the experience of foreigner friends who have visited the Philippines, and even my own domestic travels, here are some of the reasons why: 

Accessibility and mobility

Beyond Manila, Clark and Cebu, there aren’t a multitude of international connections. Seamless connectivity to other islands around the country needs to be improved dramatically. It takes great effort to fly to the Philippines then make your way to island destinations. Given the state of infrastructure, among other things, there is a risk of delays and missed connecting flights – not something leisure travelers taking a few precious days off can afford to happen.

And even if you do make it to the country, getting to your island paradise of choice is another story altogether. Aside from a domestic flight, the trip would usually involve going by land, ferry or pump boat, with little to no information on schedules, fares or other details – and this holds true for locals and foreigners.

Recently, some friends from India decided to take a spur-of-the-moment trip to Manila and Batangas. Because it was relatively short-notice, we could not find a group tour for them. They decided to wing it and take the bus to Batangas to try to experience some sea and sand. They ended up lost and confused in Lipa City—miles away from the nearest beach.

It’s relatively easier to get around in places such as Kuala Lumpur and Bangkok, even for DIY travel. In Manila, public transportation is daunting. Taxis and ride-hailing services, make things easier but booking one takes time and—compared to other destinations, cost more. And let’s not even talk about the traffic. 

Hard to reach

It’s not impossible, but it’s difficult and stressful to get to many of our islands. Recently, our government’s tourism promotion agency invited travel writers, content creators, bloggers and even tour guides to islands off Masbate, Romblon and other provinces in an effort to promote alternative destinations to the usual Boracay, Bohol and Palawan. The photos and videos are so arresting, but how to get there? How do normal tourists visit these islands?

And even if tourists to get to these islands, what would their experience be like? Beyond raising awareness that such places exist in the country, what next? Are their local businesses that can support tourist arrivals? It’s a chicken-and-egg situation: do we entice and promote these destinations, or do we first make sure that these places can actually cater to local and foreign tourists of all walks?

Price is (not) right

Even with an exchange rate favorable to most dollar currencies, the cost to travel within the Philippines is higher than most of Southeast Asia. And for the purposes of fair comparison, let’s net out the luxury and affluent travelers and focus on the more affordable travel groups (not the backpacker types either). 

Sure, airlines have promo fares, but we still have to pay for taxes, fees and surcharges on domestic flights. For travel by sea, there are terminal fees and so forth. Our airports, piers and ferry terminals have gotten so old and cramped. Hotels and resorts cost more in the country – and I don’t even refer to the big hotel chains. Walking along shoreline is not always possible because it’s been cordoned-off by private beach resorts (which begs the question of where the public domain is).

For some netizens, it’s not even about the cost per se, but that transportation and accommodation are overpriced. A three-star hotel in Hanoi, for instance, costs P3,000 a night, and the room was spacious, charming and loaded with amenities. Similar hotels in Bangkok or Pattaya would range from P2,500 to P4,000 per night. Even a capsule hotel I tried in Hong Kong cost me just P1,500 per night. While it was tiny, the room was efficiently designed, the place was hip, and the location at the heart of the action in Central, could not be beat.

Tourist Tricks and Traps

Travel is all about the experience. Leisure travelers want to feel safe and secure in their chosen destination and this in turn, allows them to be more carefree, do more, see more and eventually, spend more. 

But if a tourist feels ripped off or if they are stressed out, what are the chances they would return or even refer a place to their friends?

Protecting our treasures

Many of our potential tourist destinations have sadly not been maintained or protected for a variety of reasons. Several islands are home to communities that rely on fishing – and their practices have left coral reefs degraded and marine life decimated. Historical landmarks such as Spanish forts and old churches have fallen prey to vandalism or altered purportedly to attract more visitors.

Worse, natural attractions have suffered irreversible damage due to a lack of appreciation and understanding of sustainability and sound environmental practices, among other reasons. While I can cite many examples, the recent virality of resorts across the country built in what are protected areas, such as the Chocolate Hills in Bohol, is enough of a proof point.

So, is there bang for buck?

It’s heart-breaking that for a country so beautiful, the Philippines struggles to attract travelers from all walks of life. For luxury travelers – and I will reiterate that they will have a different experience because they pay and expect to get five-star service and amenities from posh leisure properties such as Amanpulo, Banwa, Amorita, or the El Nido Resorts. But what about everyone else? The majority who have to save for their tropical getaway?

For now, I would have to sadly agree that most domestic trips aren’t worth it—and that really breaks my heart. Our islands offer travelers something unique—a culture different from much of Southeast Asia and amazing natural scenery and attractions. 

There is much to be done to really make any tourist, local or foreign, feel like there is no sea they won’t cross or mountain they won’t climb to visit their island of choice in the Philippines.  All photos by Charo Logarta unless indicated.

Moscow Became the Best Travel Destination of 2019

Apart from Moscow, the category featured such cities as London, New York, Lisbon, Paris, Saint Petersburg, Sidney, Rio de Janeiro, and others. The awards ceremony took place in the city of Muscat, Oman, on November, 28. “World Travel Awards is a quality mark, and it means that Moscow is consolidating its positions as one of the world’s travel capitals. Moscow has a rich history and culture, it is a city with one of the biggest economies of the world, a huge busy metropolis. Tourists coming to Moscow from all parts of the world get positive impressions, unique experience and feel comfortable and secure. The best proof is the appraisal of travelers who voted for our city along with the world travel industry professionals. It is a great honor for us to win such a prestigious award! I am sure that we have many global wins ahead!”,–  Yekaterina Pronicheva, Chairman of the Moscow City Tourism Committee, said.

Moscow was nominated to the World Travel Awards 2019 in three major categories: “World’s Leading City Destination”, World’s Leading Festival & Event Destination, and World’s Leading Sports Tourism Destination. Additionally, the award organizers nominated Moscow in two more categories: World's Leading Business Travel Destination and World's Leading Cultural City Destination. Winners were chosen in an open vote held at the Award’s official site until October 20.

In 2019, World Travel Awards have been granted in 80 categories. The winners are hotels, airlines, tour operators, cities, resorts, and attractions. All in all, there were more than 1,000 participants in 2019.

Except for Moscow, among Russian participants in different categories were cities (Kazan, Saint Petersburg), airlines (Aeroflot), hotels (Mamaison All-Suites Spa Hotel Pokrovka, Radisson Royal Hotel, Swissôtel Krasnye Holmy, Lotte Hotel), restaurants (City Space) and tourist companies (Academservice).

In 2019, Moscow’s tourist flow has been growing. During the first 9 months of 2019, Moscow received 19.5 million tourists. During this period, Moscow received 753.8 thousand tourists from China, 267.8 thousand from Germany, 121.7 thousand from France, 118.4 thousand from Italy and 113.6 thousand from Israel.

The most typical guests of Moscow – people younger than 34 y.o., so-called “millennials” (the generation born between 1981 and 1996) – are the most active visitors. They visit the capital to get new impressions; they are attracted by numerous festivals, sporting events, and cultural scenes.

The capital currently has 1,718 hotels. The annual occupancy rate of the capital’s properties equals 77 %, which is comparable with that of Amsterdam, London, and Paris. Moscow is also a traditional point of tourist interest on the New Year holidays. Four and five-star hotels near Tverskaya Street are the top performers: 95 % of their rooms are occupied during the New Year holidays.

In Moscow, there are 1,691 certified guides and interpreters who conduct tours in 26 different languages, and 1,972 guides who conduct tours in Russian and work for the local travel market.

PH-RUSSIA BUSINESS FORUM IN MOSCOW. Philippine (PH) trade officials and the Chamber of Commerce and Industry of the Russian Federation (CCIRF) exchanged views on the ways to strengthen the PH-Russia trade and investment cooperation, in a business forum in Moscow on 25 May, as part of the PH’s official visit to Russia. Trade Secretary Ramon Lopez (4th from L) led the PH delegation with Science & Technology Secretary Fortunato dela Peña (3rd from L), Presidential Adviser for Entrepreneurship Joey Concepcion (2nd from L) and other trade officials. Deputy Minister for Economic Development Alexander Tsybulskiy (center) and CCIRF President Sergey Katyrin (2nd from R) led the Russian delegation. CCIRF represents the interests of small, medium-size, and big enterprises in manufacturing, domestic and foreign trade, agriculture, the finance system, and the services sectors in Russia. Sec. Lopez shared with Russians the Dutertenomics framework for inclusive growth, as well as PH’s current growth story characterized by strong macro-economic fundamentals, strong investors’ confidence and good governance. PH delegation showcased various trade and investment opportunities available to Russian businessmen, as well as key industries, wherein PH has comparative advantage. The trade chief sought Russian businessmen’s involvement in the country’s infrastructure and public-private partnership (PPP) projects. He also reiterated relevance of adopting an inclusive growth model, integrating micro, small and medium enterprises (MSMEs) in the value chain of bigger companies.
