Refugee Travel Document - updates 2019 onwards

I discovered that the Refugee Travel Document takes more than 6 months plus to process in the COVID-19 era; please share any insights you have

This was before the covid 19 era as well. Since I had to travel internationally for work quite a few times, I used to apply for it 4-5 months in advance. I also preferred reentry permit since it’s valid for 2 years. Once I didn’t get it for around 4 months and I had upcoming travel so I expedited it using company letter. They sent it in a week after receiving the letter. In all I got 4 travel documents between the time from asylum to citizenship - 2 RTDs and 2 RPs.

I have applied for my travel documents three times. I’ve always opted for refugee travel documents. I come from a country that is very difficult to get European visas with my nationality. The paperwork from USCIS is enough; I don’t want to deal with embassies again. The first one I applied for when I did not get my green card, and it took painfully nine months of waiting, I wasn’t able to use it. I applied for the second one used it to go to Mexico. It took about four months to be approved. Then I applied the third one I applied after the last one expired in December 2019. I applied on Aug. 27, 2020, and it was approved by March,15th 2020. After receiving the document, I noticed the document has changed in terms of overt security, forensic, security, and quality features; the photos are much clearer and mordern, including the color schemes. (The USCIS has returned to the original green color it used to offer RTDS in the 90s). A google search hints that new document features went into production on Oct. 24, 2019.

Hi Guys, do you know if France accepts US Refugee travel documents? I need only to travel by France airline and for connection to my distance, I need to change my flight in Paris. Do I need a visa for only transit? Do you know which Schengen countries accept our travel document as a passport?  

You are probably okay if you have RTD+ GC. This is what France's immigration website says https://france-visas.gouv.fr/en_US/web/france-visas/airport-transit-visa VISA not needed if you have US visa or residence. I could check as COVID-19 has changed the rules. Check with Air France USA.

Politics may have used the last anti-immigrant rhetoric to have travel documents revamped during the previous Trump administration from 2019 to meet Real ID act requirements USCIS used the opaque vague wording ‘ to create a secure document and prevention of Fraud etc...excuse.’ nothing has changed; I think they could have been used the opportunity for an increased the validity from one year to 2 years or five years etc.

Hello dears, How long it takes to process first RTD - approved asylum March 2021 and applied for RTD in April 2021, fingerprints applied more than a month ago and no update after that. (Nebraska Service Center)

U.S. Citizenship and Immigration Services (USCIS) issues Refugee Travel Documents to persons with refugee or asylum status (and in some cases to lawful permanent residents who obtained their permanent residence through refugee or asylum status).

Who Needs a Refugee Travel Document

You must have a Refugee Travel Document to return to the United States if you:

  • Have refugee or asylum status but are not a lawful permanent resident (green card holder); or
  • Are a derivative asylee or refugee.

If you do not obtain a travel document before you leave the U.S., you may be unable to re-enter the United States or you may be placed in removal proceedings before an immigration judge.

Lawful permanent residents who obtained their status through refugee or asylum status may also apply for a travel document. Although permanent residents can generally enter the United States with the green card (after an absence of less than one year), a travel document may be needed to enter other countries. In this way, the travel document is much like a passport.

An asylum “applicant” cannot obtain a Refugee Travel Document. Instead, asylum applicants may apply for an Advance Parole Document . Advance Parole allows certain aliens to return to the United States without a visa after traveling abroad.

Form I-131, Application for Travel Document

To apply for a Refugee Travel Document, file Form I-131, Application for Travel Document . You should file a Form I-131 before you leave the United States and expect processing times of approximately three months. However, it may take longer. Expedited processing may be available for your situation.

Should you need to leave the United States before USCIS grants the travel document or you want to apply outside the United States, please consult with an immigration attorney .

Mistakes on your Form I-131 can cause costly delays or a denial.

Period of validity.

A Refugee Travel Document is valid for up to one year. During this time you can use the document multiple times.

USCIS will not renew your travel document. Instead, you’ll need to apply for a new one with Form I-131, Application for Travel Document.

Traveling to the Country of Persecution

Traveling back to the country where you experienced past persecution or claim a fear of future persecution is highly discouraged.

Travel Documents

If you wish to return to the United States lawfully after traveling outside the United States, you generally must have a:

  • Valid entry document, such as a Permanent Resident Card (Green Card) or nonimmigrant visa; or
  • Valid and unexpired travel document.

The type of document you need varies depending on your immigration status (including lawful permanent resident status) or if you have a pending immigration benefit request.

You generally need to apply for and obtain a travel document before you leave the United States. Before planning travel, please consider USCIS processing times . If you have an urgent need to travel outside the United States, see our Expedite Request and  Emergency Travel  pages for additional information.

File  Form I-131, Application for Travel Document , to request travel documents, including:

  • Advance parole document for noncitizens in the United States seeking to return after temporary travel abroad (including advance permission to travel for Commonwealth of the Northern Mariana Islands (CNMI) long-term residents);
  • Refugee travel document;
  • Reentry permit; or
  • Temporary Protected Status travel authorization.

If you are already outside the United States and need to return, but do not have your reentry permit, Green Card, advance parole document, or Temporary Protected Status travel authorization document because it was lost, stolen, or destroyed, see Form I-131A, Application for Carrier Documentation.

NOTE:  If you file Form I-131, Application for Travel Document, to request an advance parole document to authorize your return to the United States after temporary travel abroad and  you depart the United States before we issue your advance parole document, we will consider your Form I-131 application abandoned unless you were previously issued an advance parole document that remains valid for the entire time you are outside the United States.

Travel outside of the United States may have severe immigration-related consequences.

Admission or parole into the United States is not guaranteed even if you have the appropriate documents. You are still subject to immigration inspection or examination at a port of entry to determine whether you may be admitted or paroled into the country and whether you are eligible for the immigration status you seek.

Additional cautions for people in certain circumstances are summarized below.

If you are a nonimmigrant

If you have been admitted as a nonimmigrant and have filed Form I-539, Application to Extend/Change Nonimmigrant Status , to change to a different nonimmigrant status, we generally will consider your Form I-539 abandoned if you leave the United States before we make a decision on your application, though there are some exceptions.  Having an advance parole document does not prevent abandonment of the change of status application. When you return to the United States, you are likely to be denied admission if your current status has expired.

If you have a pending Green Card application

In general, if you are applying for adjustment of status (a Green Card) and leave the United States without the appropriate travel documentation (for example, an advance parole document), you may not be allowed to reenter the United States when you return. Even if you are allowed to reenter, you may be found to have abandoned your pending application for adjustment of status.

If you have unlawful presence or a removal order

If you have accrued unlawful presence while in the United States or have a removal order, then you may be found inadmissible if you seek admission after a departure from the United States, even if you have a travel document.  We follow the Board of Immigration Appeals decision in Matter of Arrabally and Yerrabelly , which held that travel on advance parole does not constitute a “departure” for purposes of triggering the 10-year unlawful presence bar under Immigration and Nationality Act (INA) § 212(a)(9)(B)(i)(II) for applicants for adjustment of status. We also apply this analysis to INA § 212(a)(9)(B)(i)(I) and to individuals with TPS who travel on TPS travel authorization.  For more information, please see  Section 212(a)(9) of the Immigration and Nationality Act (INA) and the Unlawful Presence and Inadmissibility page. 

Advance parole allows you to travel back to the United States without applying for a visa. A transportation company (airlines) can accept an advance parole document instead of a visa as proof that you are authorized to travel to the United States. An advance parole document does not replace your passport.

Please note that having an advance parole document does not guarantee that you will be allowed to reenter the United States. At the airport or border, a U.S. Customs and Border Protection (CBP) officer will make the final decision about whether to allow you to reenter the United States.

Advance parole is most commonly used when someone has a pending:

  • Form I-485, Application to Register Permanent Residence or to Adjust Status : If you depart the U.S. while your Form I-485 is pending without first obtaining advance parole, USCIS will deny your case unless you fit into a narrow exception for people with certain nonimmigrant statuses.
  • Form I-589, Application for Asylum and for Withholding of Removal : If you are an asylum applicant and you intend to travel outside the United States and return, you must apply for and receive advance parole. If you leave the United States without first obtaining advance parole, we will assume that you have abandoned your asylum application.

USCIS issues refugee travel documents to people with refugee or asylum status and to lawful permanent residents who obtained their Green Cards based on their refugee or asylee status.

You must have a refugee travel document to return to the United States if you:

  • Have refugee or asylee status but are not a lawful permanent resident (Green Card holder); or
  • Are a derivative asylee or refugee.

If you do not obtain a refugee travel document before you leave the U.S., you may be unable to re-enter the United States or you may be placed in removal proceedings before an immigration judge.

Permanent or conditional residents should apply for a re-entry permit if they will be outside the United States for one year or more. While it is valid, a re-entry permit allows you to apply for admission to the U.S. without having to obtain a returning resident visa from a U.S. Embassy or Consulate. Go to our Form I-131, Application for Travel Document page for information on how to apply.

Travel authorization for Temporary Protected Status (TPS) beneficiaries allows you to travel back to the United States and, if you are eligible, be inspected and admitted into TPS. A transportation company (such as an airline) can accept a TPS travel authorization document instead of a visa as proof that you are authorized to travel to the United States. A TPS travel authorization document does not replace your passport.

Please note that having a TPS travel authorization document does not guarantee that you will be allowed to reenter the United States. At the airport or border, a U.S. Customs and Border Protection (CBP) officer will make the final decision about whether to allow you to reenter the United States.

If we are still adjudicating your application for TPS and you wish to travel outside the United States, you may request advance parole.

Carrier documentation allows an airline or other transportation carrier to board permanent residents who have temporarily been outside the United States and whose Green Card or re-entry permit has been lost, stolen or destroyed. If you are a permanent resident in this situation, you may need to file a Form I-131A. Go to the Form I-131A, Application for Travel Document (Carrier Documentation) for more information.

Multistakeholder Pledge: Refugee Travel Documents – The 21st Century Nansen Passport

Key outcomes.

Commitments which form part of this multi-stakeholder pledge will contribute towards improved access to family reunification for refugees and additional complementary pathways, as well as increased economic inclusion, access to livelihoods, and expanded access to higher education.

This may include:

  • States pledging to provide and accept machine-readable refugee travel documents which allow departure and return to the countries of asylum without risk of being refouled.
  • Improvements to existing law and policy frameworks that incorporate additional best practices.
  • Initiatives that may assist with legal and policy expertise, technological assistance, and other relevant areas.

Like anyone, refugees need to be able to travel in their regions and beyond. Complementary pathways and family reunification offer them opportunities to secure their own future in safety. To take up such opportunities, refugees need easy, ready access to renewable travel documents.

While refugee travel documents are not new – the first refugee travel documents were issued by Fridtjof Nansen in 1922 through the League of Nations and various States have been issuing them since the 1940s, refugee travel documents require keeping in pace with modern requirements and upholding the standards on biometric passports regulated by the International Civil Aviation Organisation (ICAO).

Pledge description

Refugee travel documents should allow departure and return to the countries of asylum without risk of being refouled, facilitation of visas, and to have travel plans considered on merit without discrimination based on their legal status or nationality.

Continuing the momentum from the countries pledging on travel documents at the GRF 2019, this umbrella pledge aims to have concrete commitments from at least 15 States to provide and accept machine-readable refugee travel documents that:

  • protect against refoulement;
  • facilitate the return of refugees to countries of asylum;
  • can be renewed at consulates by the issuing authority;
  • provide refugees access to complementary pathway and family reunification; and
  • can be accepted as ID by financial and other institutions, supporting refugee self-reliance and the successful transfer of remittances to family and friends in countries of asylum.

For States already issuing and accepting machine readable travel documents, the pledge would also cover improvements to law and policy frameworks that incorporate additional best practices (e.g. increased validity length periods). For non-State actors, this pledge extends to initiatives that may assist with legal and policy expertise, technological assistance, and other relevant areas.

How to File The alien must file Form I-131, Application for a Travel Document, complete with supporting documentation, photos and applicable fees. This form can be downloaded from U.S. Citizenship and Immigration Services' (USCIS) website. See the application for specific filing instructions.

How to File For a Re-Entry Permit If the alien is a permanent resident or conditional resident, he or she must attach:

  • A copy of the alien registration receipt card; or
  • If he has not yet received his alien registration receipt card, a copy of the biographic page of his passport and the page of his passport indicating initial admission as a permanent resident, or other evidence that the alien is a permanent resident; or
  • A copy of the approval notice of a separate application for replacement of the alien registration receipt card or temporary evidence of permanent resident status.

How to File For Advance Parole An alien in the United States and applying for an Advance Parole document for him or herself must attach:

  • A copy of any document issued to the alien by DHS showing present status in the United States;
  • An explanation or other evidence demonstrating the circumstances that warrant issuance of Advance Parole.
  • If the alien is basing his or her eligibility for Advance Parole on a separate application for adjustment of status or asylum, he must also attach a copy of the filing receipt for that application.
  • If the alien is traveling to Canada to apply for an immigrant visa, he or she must also attach a copy of the consular appointment.

How to File For a Refugee Travel Document If the alien is a refugee or asylee applying for a refugee travel document, he or she must attach:

  • A copy of the document issued by DHS showing the alien's refugee or asylee status and indicating the expiration of such status.

When to File The alien must apply for the travel document before leaving the United States. Failure to do so may cause the alien to lose permission to re-enter the country, and lead to the denial of any other applications.

It depends a lot on 2 things - your husband's country of citizenship and whether or not he holds a valid passport from that country (even if he's a US resident).

Here's a website that's a pretty good place to start:

It's a visa requirement search engine that takes into account three variables - citizen of country X, resident of country Y, traveling to country Z. Just enter those three items and it should tell you exactly what you need to enter the country.

Most important, though, is that he has a passport from his country of citizenship (if his green card has not yet been issued).

Refugee travel document.

You can apply for a refugee travel document if either:

  • you have refugee status in the UK
  • you originally came to the UK on a family reunion visa to join someone who has refugee status

How long it will be valid for

If you’re settled in the UK (known as ‘indefinite leave to remain’), your document will usually be valid for up to 10 years. If you’re 15 or under and settled in the UK, it will usually be valid for up to 5 years.

Your document may be valid for a shorter time in some cases. For example, because your previous document has been lost.

  • the country you’re from
  • any country you sought asylum from

Before you travel

Check which documents you’ll need before you book your travel.

Ask the authorities of the country you’re visiting or travelling through if:

  • the country accepts refugee travel documents
  • you need a visa to enter the country
  • £82 for adults (it’s free if you were born before 1 September 1929)
  • £53 for children 15 or under

Hi guys I am applying for rtd. I have questions. Thank you for your help. *** Do you have any valid travel document or passport from any country other than Canada????? I said NO for this question. ***Have you, since your date of entry to Canada, applied for a passport or travel document (or renewal of such a document) from your country of origin or citizenship? No, provide a detailed explanation of your reasons for not applying ?????

Hello everyone, There's something that got me confused, I apply last July for Pr. January 17, I received application number started with "G" my question did they start my application or not? Addition when I checked my online application for permanent residents still show action " View " I thought since they have sent me application number mean they have started and that should change to review. Can someone help me please if he /she has an ideas ?

So what if your passport expired after IRCC seized it? Basically, mine was seized still valid but it got expired eventually after in sept 2022. What do i answer to that question?

ref19to22 said: Of what I understood, the ONTARIO address is for regular mail and the QUEBEC address is for courier. I would recommend sending it by courier/traceable mail to the QUEBEC address, that is what I did and having the tracking number and delivery confirmation helped me when I was following up with IRCC after sending the application (They asked for the tracking number at some point) I just used the cheapest option with Canada Post to track the application.
