It’s not every day a new cruise line arrives. The debut of the remarkable Explora I was a moment years in the making for Explora Journeys , the upstart luxury operator that aims to bring a European sensibility to the world of vacations at sea. So far, the project is a smashing success, thanks to the ship’s low-key vibe, standout food and beverage, and intriguing itineraries that visit in-demand ports in Northern Europe, the Mediterranean, and the Caribbean. My own August 2023 trip on Explora I , from Copenhagen to Hamburg, Germany, included fulfilling visits to places such as Oslo and the town of Stavanger, Norway, a gateway to adventurous hiking with a postcard-perfect Old Town. The ship itself was also a destination, with its abundance of outdoor space — including an alfresco fitness center — and pools at seemingly every turn. The 461 suites, all of them with balconies, are filled with luxurious touches such as Frette linens and robes, heated marble floors, and Dyson hair dryers. But Explora I truly shines when it comes to food: During the week I was aboard, it was impossible to find a bad meal — and I was often astonished at the quality of, in particular, the pasta served in the Emporium Marketplace and the sushi on offer at Sakura, two of the nine restaurants aboard. The most ambitious of them all is Anthology, a rotating-chef concept that has seen a residency from seafood whiz Mario Ulaissi, known for his Michelin three-starred restaurant on Italy's Adriatic coast, and that recently welcomed Emma Bengtsson, from Aquavit , in New York City. Much has been made of Explora I ’s Rolex boutique — the first on any cruise ship — but for my money, the other shops on board were more interesting: The company has tapped family-owned businesses around the world to create capsule collections of resort wear, handbags, fragrances, sunglasses, and beautiful gifts that can’t be found elsewhere. Oceania Cruises’ Vista

The new Oceania Vista is in a class of its own; no really, it’s the first in Oceania Cruises ’ new Allura class. Of its 11 bars and restaurants, three are entirely new to the Norwegian Cruise Line Holdings–owned brand — including a high-end cocktail spot called Founders’ Bar, serving 26 intricate drinks that use house-made syrups and top-shelf booze like Whistle Pig and parsley-infused Grey Goose. As Oceania levels up, the cruise line has produced a ship that feels more like a floating resort than the vessels that came before. There’s pickleball; a health-conscious restaurant, Aquamar, serving made-to-order salads and pressed juices; and a coffee shop that looks like one in walking distance of my home in L.A. (marble counters, gold accents, leather bar stools) and pulls an espresso shot of similar quality. Vista has more suites than others in the Oceania fleet, too: There are 14 Oceania Suites (up to 1,200 square feet); eight Vista Suites (up to 1,850 square feet); and three Owner’s Suites with Ralph Lauren Home decor and two massive terraces (2,400 square feet). But the most hotel-like touch? A celebrity chef–driven restaurant, Toscana, where Giada De Laurentiis — the ship’s godmother — supplied two recipes for the menu. As someone who watched a lot of Everyday Italian in the early aughts, I was particularly excited to try her signature, Capri-inspired lemon spaghetti, and lemon-cream sauce with grilled shrimp and capers didn’t disappoint. From $2,499 per person for a seven-night sailing. Accessible ship. — Maya Kachroo-Levine

Regent Seven Seas Cruises’ Seven Seas Grandeur

Regent Seven Seas Cruises’ sixth ship, the Seven Seas Grandeur , sailed its inaugural season in December, joining sibling ships Seven Seas Explorer and Seven Seas Splendor as the newest member of the luxury fleet. The cruise line is a favorite among T+L readers for its gorgeous ships and all-inclusive pricing that covers unlimited shore excursions, dining at specialty restaurants, and even round-trip airfare. Grandeur lives up to its name thanks to stunning, art-filled spaces designed by cruise ship interior experts Studio Dado: signature restaurant Compass Rose is enchanting with interiors inspired by a fairy-tale forest; the Observation Lounge sparkles with an undulating chandelier and swanky bar; and the $11,000-per-night Regent Suite has a private en suite spa and custom Treesse mini pool. As I boarded Grandeur for the ship’s inaugural sailing, I was mesmerized by the grand staircase and glittering chandelier. And with a maximum capacity of 744 guests, I found it easy to take time to myself in the myriad of quiet spots tucked throughout the ship, whether in the Serene Spa and Wellness area, in the Library, or on the Sports Deck overlooking the ocean. Seven restaurants include specialty steakhouse Prime 7, pan-Asian restaurant Pacific Rim, and breakfast and lunch buffet La Veranda, which refines the cruise buffet experience with daily specials like paella and sushi. Several bars and lounges, a pool and hot tubs, a casino, Broadway-style productions, and cooking classes at the Culinary Arts Kitchen make the ship a destination in itself, though guests will want to take advantage of those included excursions on Caribbean, Central American, North American, and European itineraries, ranging from seven to 16 nights, during the ship’s 2024 season. From $4,669 per person for a seven-night sailing. Accessible ship. — Elizabeth Rhodes

Silversea’s Silver Nova

Carrying 728 passengers, Silver Nova is big for the luxury sector, but boasts a hugely important metric: a capacious passenger space ratio — that is, the number of guests relative to the size of the ship. Simply put, this ship offers more elbow room per passenger than almost any other cruise vessel. Silver Nova is wrapped in glass, with an asymmetrical layout; the funnel is positioned off-center, so is the pool, offering an expansive, uncluttered pool deck. Many features of the brand-new ship recall previous Silversea successes, my favorite of which is the S.A.L.T. (Sea And Land Taste) program, expanded for Silver Nova . S.A.L.T. perks include a gorgeous, sea-facing lab for hands-on culinary lessons (at no additional cost), plus a new concept, the Chef’s Table, where an 11-course menu is prepared for just 24 diners. All facets of the S.A.L.T. ecosystem, including ingredients, a bar, lectures, and shore excursions, are keyed to the region Nova is sailing. While food is a drawing card for Silver Nova , accommodations also received a revamp. Tied to the theme of bringing the outside in, there are brilliant new suites found in the aft starboard corner of the ship, with wraparound balconies revealing a 270-degree view.  This is where you can tuck me in when I win the lottery and head off on a world cruise. But until then, Silver Nova will summer in Alaska and spend northern hemisphere winters in Australia and New Zealand, places where top-deck views should prove ceaselessly rewarding. While the goal in the Med is to get off the ship and explore the unique cultural options while in port, Royal Caribbean creates an environment where you don’t really need to leave the ship if you don’t want to.

The ships have an exhaustive list of onboard experiences including nightly live entertainment, specialty dining options, areas to play sports like pickleball, pools, and everything from salsa dancing to jewelry-making classes. The larger ships simply come with more to do, for everyone in the family, including waterslides, roller skating, and even bumper cars.

3. Holland America Line

Holland America is marking a major milestone this year celebrating its 150th Anniversary . In the late 1800s, Holland first sailed immigrants looking for a new start from Europe to America. In fact, 10 percent of all immigrants sailed over on what was then called the Netherlands-American  Steamship Company. Today, the cruise line hosts Americans, and of course other nationalities, on its ships in the Mediterranean showing off the region’s vibrant and diverse cultures with thousands of unique excursions .

5. Norwegian Cruise Line

Norwegian Cruise Line , or NCL, is known for bringing “freestyle cruising” to the industry. That means cruising the way you want, on your schedule, to enjoy your vacation, your way. You can leave your tux at home, there aren’t any set dinner times, and you’re not assigned to dine with the same group every night.

NCL also pays attention to solo travelers with studio rooms specifically designed for them. The set-up helps solo travelers avoid the dreaded single supplement.

Oceania also maximizes its time in port with extended stays, immersive “Go Local” and “Go Green” excursions, and small group sizes. There’s evening entertainment, shopping, and even a casino on board, so you’ll need a variety of outfits to transition from day to night .

8. Princess Cruises

The original Love Boat , Princess Cruises prides itself on its “ Local Connections ” experience — pairing passengers with locals in each port to learn about the region from those who live there. No two Mediterranean cruises are the same. Some bring travelers to the French and Italian rivieras for food, wine and cultural pursuits. Others head east to the Greek Islands, where passengers alternate days sipping ouzo at a beachfront taverna with trips to ancient sites. Each itinerary is a mix of urban tourist capitals — Barcelona! Rome! Istanbul! Jerusalem! — and sleeper gems, such as Portofino, Italy, or Kotor, Montenegro.

If you've never been to Europe, you may feel overwhelmed by destination choices. If you know which ports are on your must-see list, you might be more stumped by which cruise line to choose or which specific itinerary will be the best for you.

Why cruise to the Mediterranean?

Many of the European countries on your travel bucket list lie along the Mediterranean Sea: Spain, France, Italy, Greece, Turkey, Israel and Egypt. A cruise lets you hit many of the hot spots (the French Riviera, Barcelona and Venice, Italy) on one trip without having to navigate multiple hotels, transportation between cities and making dinner reservations in foreign languages.

For some people those experiences are a key part of travel. However, for vacationers who want all the attractions without the hassle, a cruise is an ideal way to explore the Mediterranean. This type of European cruise can be especially alluring to honeymooners, families and older couples.

Mediterranean cruises beckon travelers with a love of culture and history. Visit the Parthenon in Athens, Greece, or the Colosseum in Rome; see Michelangelo's David in Florence, Italy; or make a pilgrimage to the Wailing Wall in Jerusalem. Take a tour to a medieval town or marvel at the construction of a soaring cathedral. If you've always wanted to see the pyramids in Giza, Egypt; the ruins in Ephesus, Turkey, and Pompeii, Italy; Gaudi's Sagrada Familia in Barcelona; and the famous casino in Monaco, you can do it easily on a Mediterranean sailing.

You can also eat your way through the markets, cafes, trattorias, gelato shops and crepe stands in the ports you visit. Sample local wines at vineyards in France and Italy, or sip ouzo or limoncello made on the premises.

When do cruises go to the Mediterranean?

You might be surprised to learn that cruise ships sail the Mediterranean year-round.

The majority of ships, however, arrive in the spring and depart in the fall, choosing warmer climes like the Caribbean for holiday sailings. Only a few hardy stalwarts remain through the winter months. Most of those are European-based lines, such as Costa Cruises , MSC Cruises and Celestyal Cruises , but Viking also braves chilly weather for its destination-focused itineraries in Europe.

Best Mediterranean itineraries

You can find a variety of weeklong Mediterranean cruises, but if you've got the time, nine- to 14-night sailings are not uncommon. Seven-night cruises are best if you're short on time or want to tack on a few days in Barcelona, Rome or Athens before or after your cruise. Longer itineraries are ideal for experiencing a greater variety of destinations and traversing more of the Med.

Here are some the best Mediterranean cruise itineraries you should consider for your European vacation.

Western Mediterranean

The classic Western Mediterranean cruise sails between Barcelona and Rome, and calls in ports in Spain, France, Monaco and Italy. This is your chance to explore Tuscany and the French Riviera, as well as hit up Florence, Monte Carlo, Naples and islands such as Corsica, Mallorca, Sicily and Sardinia. Just watch out: Marquee destinations like Rome and Florence are both located an hour or more from the cruise port, so get ready for long bus rides and long days off the ship.

Greece and Turkey

The classic Eastern Mediterranean cruise sails out of Athens or Istanbul and visits a mix of historic places (Delphi, Ephesus via Kusadasi, Rhodes) and sun-drenched islands (Mykonos and Santorini).

Adriatic Sea

Some so-called Mediterranean cruises actually spend most of their time on the Adriatic Sea, sailing from Venice and visiting ports in Croatia and Greece, and sometimes Montenegro and Albania. You may also find an Adriatic sailing wrapped into longer Western or Eastern Mediterranean cruises.

The most easterly of the Eastern Mediterranean itineraries, Holy Land cruises spend time in Israel and sometimes Egypt, often with overnight stops or multiple days spent in each country to maximize touring opportunities. These sailings may also call in Cyprus or ports in Greece and Turkey.

Best Mediterranean cruise lines

Most major cruise lines send at least one ship to the Mediterranean every year. Even Carnival Cruise Line , known for its affordable cruises out of U.S. home ports, offers some Mediterranean sailings, as does Disney Cruise Line , which typically bases its ships near its theme parks.

If you're looking for a bigger ship, Celebrity Cruises , Norwegian Cruise Line and Royal Caribbean are the best choices as they base a handful of ships in the Mediterranean each year, arriving in the spring and departing in the fall. These lines offer a variety of itinerary choices, so you can find the Mediterranean ports you most want to visit. You'll also find lots of restaurant choices and evening entertainment options to keep you occupied at night when the ship is sailing.

Couples or families with grown children looking for longer sailings and a destination focus should consider Viking, which offers eight- to 15-night cruises through the Mediterranean, including three- and four-week voyages for retirees (or workationers?) who have the time for a most thorough exploration of the region.

Which luxury line is best for your Mediterranean cruise will come down to what you're looking for in a luxury ship and a European itinerary. However, Regent Seven Seas Cruises and Silversea Cruises stand out for including a large variety of shore excursions in their cruise fares. If you're a foodie, these two lines plus Oceania Cruises are notable for their culinary tours in port, plus destination-themed cooking classes on board.

Things to do in the Mediterranean

Sightseeing is a big component of Mediterranean cruises, whether that's exploring a historic site like the Roman Forum or the walled city of Dubrovnik, Croatia; visiting cathedrals in Florence and Barcelona; or touring medieval villages, forts and old towns. You might want to skip the formal tours and merely wander around the port town, browsing local shops or grabbing a coffee or snack in a local cafe.

Culinary tours are also popular here. You can choose from roving food tours, cooking classes, winery visits and tastings, and meals made with local produce and cheeses in beautiful villa or farmhouse settings.

Travelers looking to stretch their legs might want to sign up for cycling tours in city and country settings, hike around a volcano on Santorini or Sicily, or even take a kayak for a spin in Croatia or Greece.

A beach day is possible in the Greek Islands or along the French Riviera, and many ports will have sightseeing cruises.

Best Mediterranean cruise ports

Everyone has their favorite list of the best Mediterranean cruise ports (as evidenced by the discussion I just had with TPG's cruise team about which to include). Some travelers want to hit all the most popular cities, while others prioritize the ability to walk right off the ship into the heart of the town. Some ports are better for historical attractions, others for cafe culture or outdoor activities.

The following cruise ports are generally standouts, no matter your travel style.

Barcelona: Both an embarkation port and a port of call, depending on your itinerary, Barcelona has much to offer first-timers and repeat visitors. Cruise ships dock at the end of Las Ramblas, the main thoroughfare in the old part of the city, so it's easy to leave the ship and simply wander. Don't miss Gaudi's fantastical buildings or a meal of tapas.

Monte Carlo, Monaco: Monte Carlo is both a fascinating port on its own and a gateway to the French Riviera. In town, you can walk to the casino, palace and stunning oceanographic museum. From town, you can take the twisty-turny Corniche coastal roads to destinations like Nice, Eze, Cannes and Grasse.

Dubrovnik, Croatia: Even if you're not in it for the "Game of Thrones" tour, you will be captivated by Dubrovnik and its famous walled city. Walk the walls or take to the water for scenic views of the old town.

Rome: It's actually a pain to get to Rome from the cruise port of Civitavecchia by bus or train, but it's worth it to experience the Eternal City firsthand. Tour the Vatican and Sistine Chapel at St. Peter's Cathedral, step back in time at the Colosseum and Roman Forum, climb the Spanish Steps, throw a coin in the Trevi Fountain and meander through the Borghese Gardens. When your feet give out, take a breather with a gelato or plate of pasta.

Rhodes, Greece: The historic port of Rhodes no longer has a Colossus, but that doesn't take away its appeal. Ensconced by ancient stone walls, Old Town is easily walkable, composed of cobblestone streets lined with restaurants and stores housed in structures dating back to the 14th century. If shopping isn't your thing, keep walking until you reach the Palace of the Grand Master of the Knights of Rhodes, where you can take a tour, or venture out to one of the city's beaches.

Naples, Italy: Naples is one of our favorite ports because you have so many options of what to do there. It's the jumping-off point for tours to Pompeii, Mount Vesuvius, Capri and the Amalfi Coast. Or, if you want to explore the city on your own, perhaps sitting down to a lunch of the region's famous pizza, it's a quick walk right into town from your cruise ship.

Took care of everything!

We worked around a Fly/Cruise holiday that was already on offer from LoveitBookit, but made it our own. We added extra nights onto our stay in Singapore and instead of flying back from Bali to Singapore we chose to fly to Hong Kong for a few nights to discover what it had to offer. What a disaster we had!!!!!!!!!!!!

Booked with love it, book it to carribean in January 2024. Disaster from day one, they haven’t paid for flights out, way home hadn’t booked 2/4 persons flights back. Transfer from hotel to port was a bus for people and truck to throw luggage in the back. Told us we can fly from Manchester, in the end flew from Heathrow. Said no premium seats on plane, they was? Received someone else’s documentation instead of mine. I could go on and no! Cannot understand the 5 star reviews? Had one issue after another. So upset on holiday, BA lost 3/4 luggage. Disaster!!!!!!!

It takes a talented team to pull off an epic meal like that as well as the other offerings on board. Look for tempting options such as Hawaiian Salmon Poke made with plant-based salmon, Spaghetti Carbonara with vegan bacon, Grilled Tofu Steak, and Eggplant Cutlet a la Parmigiana. A new Mediterranean cookbook from José Andrés celebrates ‘dishes that belong to the people’

José Andrés spends much of his time contemplating the unifying nature of food, both in and out of the world’s most dangerous conflict and disaster zones.

Days before an Israeli airstrike killed seven members of his aid organization working to feed Palestinians in Gaza, Andrés spoke to The Times about his recently published cookbook “Zaytinya.” Andrés is scheduled to speak at the 2024 Los Angeles Festival of Books, on April 21. The April 1 Gaza bombing that killed his fellow aid workers thrust Andrés further into the global limelight, and spurred international calls for accountability from the Israel Defense Forces and for an independent investigation .

In addition to owning dozens of restaurants spread around the globe, the Spanish chef has become synonymous with food aid through his organization World Central Kitchen, which dispatches chefs and other volunteers to feed people in the wake of wars and natural disasters.

“I wish that the world was run by people that cook and feed, because this is something that brings everybody together,” Andrés said on a phone call three days before the attack.

The Middle East and Eastern Mediterranean regions have always been particularly dear to him. The sights, scents and tastes have proved somewhat of a compass for the chef, especially over the last 22 years.

At his Washington, D.C., restaurant Zaytinya, a haute but tradition-minded exploration of Lebanon, Turkey and Greece, he pursues the culinary ties found across these cultures and the birthplace of some of the world’s most ancient and influential cuisines. He hopes his new Zaytinya cookbook will further share the beauty of the region.

Andrés and his wife, Patricia, ducked into cobblestone alleyways and bazaars, home kitchens and high-end restaurants across the Levant, consulting chefs and merchants and other authorities to bring the restaurant to life.

He debuted Zaytinya in 2002, the kind of place where Lebanese-inspired butternut hummus, Turkish braised lamb shank and Santorini-style whole fish sit side by side — ideally on a table shared with a bevy of friends and family. Eventually he would expand this restaurant to Florida and New York, and soon, to Palo Alto and Las Vegas (Los Angeles is not slated to receive Zaytinya, though an outpost of the chef’s steakhouse, Bazaar Meat, is expected to open downtown this fall, near sibling restaurants San Laurel and Agua Viva).

At Zaytinya the focus is on dishes’ shared connections. And within the cookbook, items enjoyed across the regions are titled in multiple languages.

“The meaning to me of culture is not something exclusive, but something inclusive,” he said. “It’s not something that only belongs to you, but belongs to everybody. Culture to me is the perfect synonym for longer tables, for sharing. Culture is not what I know but what I’m sharing with others, and what others are sharing with me. That’s why I never understood cultural appropriation in the way of food.”

Since opening Zaytinya he’s witnessed these cuisines and so many others extending to all corners of the globe, especially with the internet, which has made sharing those cultural ties to food infinitely accessible.

Ingredients ubiquitous across the Middle East and the Mediterranean, such as za’atar, can now be found not only in specialty restaurants like Lebanese Taverna or Zaytinya, but on big-box grocery shelves across America. He welcomes the discourse over who invented what, but focusing only on this is, in a way, missing the forest for the trees.

“If we move borders, there is people,” he said. “If we take no borders, no frontier, there is people. Everybody loves hummus and everybody loves falafel. There’s certain things that go beyond borders and frontiers, and there are dishes that belong to the people.”

“You say tzatziki, I say cacık,” he added. He’s encountered it with his own culture, too, gladly diving into the contentious debate over whether Spanish coca, or flatbread, inspired Italy’s pizza on an episode of food travel show “José Andres & Family in Spain.”

The Zaytinya cookbook arrived six months on the heels of “The World Central Kitchen Cookbook,” a sprawling and colorful collection of global recipes from Andrés and participating chefs, and one that fundraises for the organization.

“People were asking for the recipes because it’s amazing the love that people put in recipes in emergencies,” he said. “It’s amazing the diversity of meals we’ve done throughout our history.”

In many ways, the cookbooks are wildly different: Zaytinya, he said, is about feeding the few while World Central Kitchen’s tome is about feeding the many. But in some ways the ideas were similar in translation and global nature: With Zaytinya, the recipes came from the restaurant and its connections to the outside world, and in the World Central Kitchen cookbook, the world serves as the restaurant.

Though the chef said he tries to keep his restaurant empire separate from his humanitarian organization, the ethos sometimes overlaps. Zaytinya doubled as a hub for nourishment and aid in March 2020, when Andrés flipped the restaurant and his others into community kitchens during the pandemic, offering budget-friendly dishes, pay-it-forward options and outright-free meals for those in need.

“Water and food need to be named and seen as a universal human right,” Andrés said. “Every human on Earth, every child, should have access to food and water, no matter what. I don’t know anybody that disagrees with this statement, but then we don’t make it happen. And we’re leaving people hungry.”

He continued: “Obviously that’s happening right now in Gaza, but that’s happening in many places around the world. We have the bounty of the goodness of the Earth, but still we are not able to solve hunger even in rich countries.”

Andrés knows that one restaurant, one cookbook, one nonprofit cannot solve this. Still he feels he has to try, and that the accumulation of efforts could make a difference.

They also serve another purpose: to preserve and share culture — at least as best they can.

“Restaurants are important because they ground an ethnic cooking in a neighborhood in the city, but there really is a lot happening in the home too,” he said.

According to Andrés and Greek food writer and consultant Aglaia Kremezi, who penned the book’s foreword, Greek, Turkish and Lebanese cuisine can all be particularly hard to replicate in a restaurant setting due to the soulful, rustic nature of their home cooking.

André tasted kolokithokeftedes, or Greek zucchini fritters, in a little restaurant not far from the airport in Santorini. He’d gotten lost, but a dining sign affixed to what looked like a small house caught his eye. Andrés ordered the fritters and found them to be amazing; he attained the recipe and added them to the menu at Zaytinya but, he said, has never been able to re-create them exactly as they were in that homey restaurant in Santorini. In his own home he’s gotten closer, but in the restaurant they feel further from their origin.

For all his spherification and whimsy and molecular gastronomy at his restaurants like Minibar and the Bazaar, much of his cuisine at restaurants such as Zaytinya and Jaleo are served true to their roots. “In my way of doing those ethnic cookings,” he said, “I always put the responsibility on myself to be as truthful as I could from the tradition.”

Those kolokithokeftedes are included in the Zaytinya cookbook with so many other homestyle, comforting recipes from the Eastern Mediterranean and Middle East — maybe they’re most true, most replicable, cooked at home for your loved ones too.

Power by Proxy: How Iran Shapes the Mideast

For years, Iran has been the outsider.

Predominantly Persian-speaking in a region where most people speak Arabic, overwhelmingly Shiite where most are Sunni, it has been crippled by Western sanctions meant to make it a pariah.

Yet Iran has succeeded in projecting its military power across a large swath of the Middle East. Its reach equals — if not eclipses — that of traditional power centers like Egypt and Saudi Arabia.

And now, spurred by the war in the Gaza Strip, armed groups that Iran has fostered over the past 45 years have mobilized simultaneously toward similar goals: diminishing Israeli power and confronting Israel’s closest ally, the United States.

Iran has tried to capitalize on its outsider position by seeking out disempowered Shiite populations and offering to train and arm them, and by working with the sympathetic government of Syria.

The shadow war between Israel and Iran broke into the open this week, when Israel struck an Iranian Embassy compound in Syria and killed seven Iranian commanders , renewing fears of a broader conflict. Iran has promised to retaliate, but the calculus is tricky : The Iranians want to avoid igniting a full-fledged war that might drag in the United States and threaten the survival of Iran’s regime.

Altogether, Iran now supports more than 20 groups in the Middle East, directly or indirectly, with a combination of arms, training and finan cial aid . The United States has designated them as foreign terrorist organizations, and many of their leaders have been hit by sanctions, as has Tehran.

While they are often lumped together, and they do in fact share many of Iran’s goals, these groups also have some purely local interests. And, with a few exceptions, Iran does not completely control them.

Here is a look at the most prominent of the armed groups backed by Iran.

A close ally, it gives Tehran a direct link to the Palestinian struggle, a cause that resonates across the Arab world.

Mediterranean

Hamas dominates the Palestinian guerrilla fight against Israel that is based in the Gaza enclave, which their political wing took control of i n 2007 .

On Oct. 7, Hamas invaded Israel from Gaza, killing roughly 1,200 people, including women and children, according to Israeli authorities, and taking more than 200 hostages.

Since its creation in 1987, Hamas has launched numerous strikes on Israel, often working with another Iranian-backed militant group, Palestinian Islamic Jihad. In 2021, the two groups fired 4,000 rockets into Israel over an 11-day period.

U.S. officials do not believe that Iran initiated the Hamas attack or that it had even been informed about it in advance.

But Hamas and Palestinian Islamic Jihad together receive more than $100 million a year from Tehran in addition to weapons and training, according to a 2020 U.S. State Department report . In a 2022 interview , Hamas’s political leader, Ismail Haniyeh, said Hamas received about $70 million a year.

Iran has not just provided weapons and training to both Hamas and Palestinian Islamic Jihad, it has also taught Hamas to make and assemble its own weapons from local supplies . Read more +

Although Hamas and other Palestinian groups follow the Sunni branch of Islam and have a different political orientation from Iran, they share antagonism toward Israel and anger over the legacy of Western colonialism.

Iran’s outreach to Hamas began in Lebanon in the early 1990s after Israel forced hundreds of Palestinians, including Hamas leaders, to go there. In Lebanon, Hamas adherents quickly forged ties with members of another militia, Hezbollah, Shiite Muslims whose links to Iran were already well established. Through Hezbollah, Hamas became connected to Iran.

At times, however, that relationship has ruptured.

During the Arab Spring of 2011, Hamas backed the anti-government forces in Syria while Iran backed President Bashar al-Assad. And in 2015, Hamas leaned toward supporting Saudi Arabia against the Houthi forces in Yemen favored by Iran.

But since then, there has been a rapprochement both between the Hamas leadership and Mr. Assad , and between Hamas and the Houthis.

For the most part, Hamas is equipped with comparatively unsophisticated weapons — but quantity makes up for what the group’s arsenal lacks in quality.

Before the war Hamas had thousands of short-range and medium-range rockets that can travel at least 125 miles. From Gaza, some of them can reach as far as the Israeli cities of Eilat and Haifa, as well as Jerusalem and Tel Aviv. Read more +

It also has a large number of Russian-made, portable anti-tank missiles, which the group has used against Israeli troops in Gaza in recent months, according to weapon experts. And it has drones that it has used to attack Israeli tanks and communication nodes.

Within Gaza, Hamas has the ability to manufacture and assemble at least some of these weapons, using parts from Iran, as well as from China and Russia. It is not clear if those countries supplied them or if they were obtained through Iran and Hezbollah.

Hezbollah, a Shiite organization, has become the predominant political and military power in Lebanon.

Hezbollah, a longtime antagonist of Israel’s, began turning up the pressure on Israel’s border after the war in Gaza began on Oct. 7, launching strikes across the border. Israel has counterattacked, and many civilians on both sides of the border have been forced to flee their homes.

The most sustained conflict between Hezbollah and Israel was in 2006. That fight made clear how formidable Hezbollah forces had become, but it took a deep toll on the Lebanese, killing more than a thousand people , mostly civilians, and displacing more than 900,000 .

Hezbollah receives significant financial support from Iran, though the exact amount is hard to ascertain. One U.S. official testifying in 2018 put the amount at $700 million, but offered no evidence for that number. However, Iran’s cash support for Hezbollah has diminished over time, reflecting the impact of long-term sanctions coupled with the more recent intense sanctions ordered by President Donald J. Trump and maintained by President Biden.

Iran has nevertheless been able to maintain its backing for Hezbollah in many other ways. It continues, for example, to provide not just arms but also sophisticated technological know-how so that Hezbollah engineers can manufacture weapons locally. The ability to produce its own weapons has made Hezbollah into one of the best-supplied militias in the Middle East. Read more +

Experts on Iranian military strategy say that Tehran views Hezbollah forces in Lebanon as its first line of defense should Israel attack Iran.

Iran’s ties to Hezbollah date to Lebanon’s 15-year civil war, which started in 1975. By 1980, Lebanese Shiite Muslims, inspired in part by Iran, had begun an armed struggle against the Israeli military presence in southern Lebanon.

There were many reasons for Iran to aid the fighters, analysts say, but one big one was that doing so presented an opportunity for it to insert itself back into the political fabric of the Arab Middle East. A war with Iraq had left it cut off from much of the region, and especially from Sunni Muslim rulers wary of Iranian leaders.

Estimates by the U.S. military and arms experts put Hezbollah’s arsenal, the largest of the Iranian-linked groups, at about 135,000 to 150,000 rockets and missiles. Others estimate it is even larger . With ranges of up to 200 or so miles, they allow the militants to reach targets deep inside Israel.

Among the weapons, analysts estimate , are between 100 to 400 recently retrofitted missiles with precision-guidance systems that can be programmed to land within meters of their targets. The technology is predominantly Iranian and Russian, though it is sometimes modified by Hezbollah’s weapon experts.

Military analysts view Hezbollah’s fighting force as more disciplined, better trained and better organized than most Middle East armies. It is made up of about 30,000 troops and 20,000 reservists. And, according to analysts, it has the ability to quickly recruit and train thousands of new foot soldiers through its role as a political power and a social-service provider in many Lebanese communities.

A recent addition to Iran’s network of allies, these militants have been attacking vessels in the Red Sea and the Gulf of Aden, a major shipping route.

The Houthis became the de facto rulers of Yemen after taking control of the capital in 2014. They now control about a third of the country, home to 70 to 80 percent of the population, according to U.S. officials.

A Houthi attack on March 6 in the Red Sea killed three seamen , wounded four others and damaged their Barbados-flagged cargo ship so badly that it sank. Other Houthi strikes have targeted vessels owned by Britain and Greece.

Since the war in Gaza broke out, the Houthis, expressing solidarity with the Palestinians in Gaza, have launched more than 60 missile and drone strikes on ships transiting the Red Sea and Gulf of Aden, according to the Congressional Research Service . Read more +

The attacks have affected commerce worldwide. Shipping through the Red Sea and Suez Canal has dropped at least 50 percent, according to the International Monetary Fund. Some industry analysts say the decrease is closer to 80 percent.

Ports in southern Mediterranean countries are feeling the losses most acutely. Houthi missiles have also targeted Israel’s southern port of Eilat.

Before the war, the Houthis attacked targets in the United Arab Emirates and in Saudi Arabia .

For the most part, the Houthis receive weapons and training from Iran instead of direct financial support, but experts say they have also received narcotics, and, in the past, some petroleum products, both of which can be resold, giving the Houthis needed cash. In December 2023, the U.S. Treasury placed sanctions on individuals and on money exchanges in Iran, Turkey and Yemen that were involved in transferring millions of dollars from Iran to the Houthis.

The Houthis share Iran’s adherence to Shiite Islam as well as its antipathy for Saudi Arabia. During Yemen’s civil war , Iran and Hezbollah helped the Houthis fight against both the Yemeni government and its Saudi backers.

Estimates vary widely on the Houthi militia’s manpower and the size of its arsenal.

Experts say it has about 20,000 trained fighters, but in interviews, Houthi leaders have claimed to have as many as 200,000, and in 2015 the United Nations put the number at about 75,000.

What is clear, based on the recent attacks, is that the Houthis have some highly trained units adept at operating increasingly sophisticated drones as well as anti-ship ballistic missiles and missiles intended for stationary targets on land. Read more +

Most of the anti-ship missiles and drones have been intercepted by U.S. or British warships or have fallen into the sea without doing damage.

But the Houthis have hit their targets often enough to increase risks and insurance costs, leading many major shippers to avoid the Red Sea route.

The European shipping giants Maersk , based in Denmark, and Hapag-Lloyd, based in Germany, are routing most of their loads around the Cape of Good Hope despite the added delivery time and cost. Those companies continuing to thread their way through the Red Sea are relying primarily on U.S. and European navies for protection.

According to a recent U.S. Defense Intelligence Agency report and a United Nations report , many of the Houthis’ weapons are either Iranian or variations on Iranian models. They have used ballistic and cruise missiles to hit targets in southern Israel, more than 1,000 miles away.

Most recently, the Houthis have deployed sea drones, some that skim the water and others that travel under the surface. The underwater ones are considered to be relatively advanced weaponry, according to Western intelligence analysts and the U.S. Naval Institute.

Iraqi Armed Groups

Iran has secured far-reaching influence on its neighbor and is a power both in Iraqi politics and in business across most of the country.

For nearly 20 years, Iraq has been a breeding ground for increasingly powerful Shiite militant groups. While they are less known than Al Qaeda or the Islamic State, they have been just as determined to strike U.S. targets.

Four in particular have had a hand in a number of the attacks in recent years: Kata’ib Hezbollah (which is unrelated to Hezbollah in Lebanon), Harakat al Nujaba, Kata’ib Sayyid al Shuhada and Asa’ib Ahl al Haq.

As war flared in Gaza in October, two of those groups turned up their strikes on American positions in Iraq. Kata’ib Hezbollah and Harakat al Nujaba launched 166 attacks on U.S. military installations in Iraq and Syria, according to a Pentagon spokesman.

The early attacks wounded about 70 troops, with most of the injuries relatively minor. On Jan. 28, however, a strike on a resupply base on the Jordanian-Syrian border killed three U.S. troops and wounded more than 34.

The Iraqi groups’ links to Iran go back almost two decades, and over the years Tehran has given them money, weapons and training.

Today, Iran still provides training and weapon parts as well as technical and strategic support. The Shiite groups, however, are now part of the Iraqi government’s security apparatus under the umbrella of the Popular Mobilization Forces, which includes more than 35 armed groups. The Iraqi government covers the salaries of most of the rank and file. It is unclear if Iran augments the salaries for commanders and the groups’ leadership. Read more +

Iran is believed not to dictate the groups’ targets or the timing of their attacks, but it does have some sway in persuading them to hold fire.

That is what happened after the deadly strike on the U.S. resupply base in January. Iran reportedly put intense pressure on the groups in Iraq to halt their strikes on U.S. camps and installations. The groups reluctantly agreed, although some continued to carry out occasional attacks in Syria and Israel .

Kata’ib Hezbollah, which analysts estimate has between 10,000 and 30,000 fighters, uses drones, rockets and missiles with ranges of up to about 700 miles, according to the U.S. Central Command.

With Iran’s help, the group has gained the capacity to retrofit missiles to make them more accurate. It also has a variety of attack drones, including ones that can travel up to 450 miles. A drone was used in the attack on the resupply base that killed three American troops.

Harakat al Nujaba and Kata’ib Sayyid al Shuhada have fewer troops — analysts estimate their troop numbers are closer to 1,000 to 5,000 — but use similar weapons. They operate primarily in Syria and have attacked Israel.

Syrian Armed Groups

Nowhere has Iran given more resources to a regional government than Syria, which has been at war for over a decade.

Tehran has spread its resources widely, backing armed elements both outside and within the Syrian government. In contrast to Lebanon, where Iran has focused its efforts on a nonstate armed entity, in Syria the support has gone to both government and nongovernmental armed actors.

Two are proxy groups made up of fighters recruited in Iran and entirely controlled by the Quds Force, the external military and intelligence service of the Islamic Revolutionary Guards Corps. Others are local forces made up of fellow Shiite Muslims, of Sunnis or of a mix of the Sunni, Shiite, Alawite and Christian faiths.

Iran has helped prop up President Bashar al-Assad in numerous ways, including through billions of dollars in loans to the government, supplies of discounted oil and payments to help sustain Syria’s military forces.

The Revolutionary Guards also field at least two militias in Syria: the Fatemiyoun brigade, made up of Afghan refugees, and the Zainebiyoun brigade, made up of Pakistani refugees. They reportedly pay other armed contingents more modest salaries.

Iran’s involvement in Syria goes back to just after the 1979 Iranian Revolution, when Syria supported the new government in Tehran as others shunned it. Iran sees Syria as a strategic partner offering it overland access to Hezbollah in Lebanon.

Syria is also where Iranian-backed forces retrofit, manufacture and store weapons that Iran then distributes to armed groups in Syria and around the region, above all Hezbollah. Over the past 12 to 15 years, at Iran’s behest, the Syrian government has retooled some of its weapon facilities into production centers for retrofitting midrange rockets and missiles with precision-guidance systems, according to Israeli defense and intelligence reports.

The existence of these sites, some of which are underground for protection, became public in 2022 when an Israeli defense minister, Benny Gantz, spoke out about them after Israel bombed Syria and the strikes set off secondary explosions. The United States has also bombed Iranian weapon stores in Syria.

Syria also has a history of chemical-weapon production dating to the 1970s and of short- and midrange missiles adapted for their delivery, according to French intelligence officials. In 2023, the U.N. Security Council concluded that Syria still had chemical-weapon stores despite numerous international efforts to compel the government to destroy them.

Prigozhin claims his forces have taken control of all Rostov-on-Don military sites

Yevgeny Prigozhin says in a new video message that all military sites in the Russian city of Rostov-on-Don are under the Wagner mercenary group’s control, Reuters is reporting.

The Wagner chief also says in the video, which was posted to Telegram, that he and his men are in the southern district military headquarters in Rostov-on-Don.

Prigozhin says that does not impede Russia’s conduct of what it calls a “special military operation” in Ukraine .

The Guardian has not been able to verify his claims.

Reuters is reporting that video on a pro-Wagner channel on Telegram appears to show Yevgeny Prigozhin talking to top Russian generals in what the channel says is the district military headquarters in Rostov-on-Don.

The video could not be independently verified.

Prigozhin appears to say on the video that his men will blockade Rostov-on-Don and head for Moscow unless Sergei Shoigu, the Russian defence minister, and Gen Valery Gerasimov come to them.

Rostov regional governor Vasily Golubev has also said all public events scheduled for this weekend in Rostov-on-Don have been cancelled.

Municipal transport in the city was operational “but the routes around the city centre have been changed”, he said on Telegram.

Suburban transport from Azov, Bataysk and Aksai works regularly. There are temporary restrictions on the Taganrog [port city], as well as on the northern direction from Rostov.

Rostov residents warned against going into city centre

The Rostov region’s governor has urged residents not to travel into Rostov-on-Don’s city centre and to avoid leaving their homes if possible.

Vasily Golubev posted on Telegram that law enforcement agencies were doing “everything necessary to ensure the safety of residents in the area”.

He said he had given “the necessary instructions to the Rostov city administration and the life support services of Rostov to take the necessary measures to preserve the normal functioning of all city systems”.

Videos posted on local Rostov-on-Don Telegram channels early on Saturday showed armed men in uniform skirting the city’s regional police headquarters, belonging to the interior ministry. Reuters reported it was not immediately clear who the armed men were.

The governor of the Lipetsk region in central Russia says the M-4 motorway connecting Moscow with southern regions has been closed to traffic at the border with the Voronezh region, about 400km (250 miles) south of the Russian capital, Reuters reports.

Wagner chief Yevgeny Prigozhin appears to have sent an armed convoy of his mercenary fighters on a 1,200km (750-mile) drive towards Moscow, having said he intends to oust the military leadership.

The rising tensions between Russia and the Wagner group could affect the outcomes of the Ukraine war as it fractures Russia’s military amid Ukraine’s counteroffensive against Russian forces, according to an expert.

Jessica Genauer, an international relations expert at Flinders University in Australia, said:

There’s a lot of uncertainty at the moment as the situation is still evolving, but in any case, it’s clear this is not good news for Putin, and it’s not good news for Russia. Even if this does create widespread instability, I would see this as part of a far bigger picture that there are cracks starting to emerge in the political domain in Russia as a result of the fact Russia’s full-scale invasion of Ukraine has not succeeded in the way Putin expected.

The Institute for the Study of War has also given some useful context about Prigozhin’s focus on Rostov, which is home to the Russian southern military district command – key to Russia’s war efforts in Ukraine .

Following Wagner’s withdrawal from Bakhmut, a large number of Wagner forces likely remained in Donetsk and Luhansk oblasts and also a Wagner training facility in Russia’s Krasnodar Krai, all of which are close to Rostov oblast.

That would make Rostov “the most viable target of a Wagner armed rebellion,” the US thinktank says. And an attack on the military leadership there would have “significant impacts” on the Russian war effort in Ukraine, the ISW says.

The southern military district’s 58th combined arms army is “currently decisively engaged in defensive operations against Ukrainian counteroffensives in southern Ukraine, and the command centre for the Russian joint group of forces in Ukraine as a whole”, it writes.

Rostov-on-Don is therefore a critical command and control membrane for the Russian army, and any threats to the MoD’s presence are likely to have ramifications on some critical aspects of the war effort.

Footage shows armed men skirting Rostov police HQ

Videos posted on Russian local Rostov-on-Don Telegram channels early on Saturday showed armed men in uniform skirting the city’s regional police headquarters, belonging to the interior ministry.

Reuters reports it was not immediately clear who the armed men were. The news agency was able to verify the location as the police headquarters building, but not to determine when the video was shot.

Authorities in southern Russian regions had said measures were being taken to ensure public safety after Yevgeny Prigozhin indicated he planned to despatch men to Moscow to oust the military leadership.
