CNBC Transcript: Steven Ciobo, Minister for Trade, Tourism & Investment, Australia

Following is the transcript of CNBC's interview with Steven Ciobo, Minister for Trade, Tourism & Investment of Australia at the Credit Suisse Asian Investment Conference in Hong Kong. The interview was broadcast on Squawk Box on 21 March 2018.

Akiko Fujita (AF): We've got the Australian Minister of Trade, Investment, and Tourism, Steven Ciobo, here with us here in Hong Kong. Great to have you on today. You had a talk earlier this week in strong defense of the WTO, essentially saying there would be anarchy without the WTO in place. That sounds like a shot that's fired towards Washington?

Steven Ciobo: No, no, it's a simple statement of fact. I mean, the whole purpose of the international rules-based order is to ensure that small countries and big countries can both co-exist and have a mutually beneficial outcome. If we allow a situation to occur where we don't have an international rules-based order, well then it's the big countries prevailing over the small countries, and you know, that's not in anybody's interest.

AF: There is a sense amongst some, that the WTO is under threat right now, given the rhetoric that's coming out of the White House, essentially Washington saying, we're going to after these trade deficits, regardless of how it is achieved. And there seems to be a question here at investors that we've been speaking to about how far the White House is willing to go on this front. And now there's reports they could go after $60 billion worth of Chinese goods, going after the tech companies, the telcos, intellectual property. How are you viewing this entire dialogue that's playing out right now?

Steven Ciobo: Well, I understand that each country's going to be motivated to pursue its national interest, that's the obvious, and that's obviously is consistent with the actions that countries will take. But fundamentally, there are some international norms that need to be in many respects, reinforced. Australia is a strong pro-market, pro-free trade, pro-liberalized trade country. That's why we pursue the TPP-11. It's why we've got one of the most active trade agendas that we've ever pursued right now. Ultimately, what the United States decides to do is obviously a question for them.

My focus though, is working with all countries to make sure that we can reinforce those structures and those vehicles like the WTO, which are responsible for policing the conduct of countries around the world. In the absence of there being a "cop on the beat", so to speak, you're left with a situation where as I said the, I mean to use a turn of phrase, the big fish eat the little fish and the little fish eat the shrimp. I mean, we don't want that outcome. What we want is an outcome, where there is a consistent set of rules that applies globally, that countries comply with.

AF: You talk about working with other countries. What is that conversation right now that's happening among yourself as well as other trade ministers, in light of potential action coming from the White House? I know Australia has been in close contact with Japan as well as Canada, that dialogue is happening. What is that discussion?

Steven Ciobo: Sure. Well the dialogue is taking place and all of us are motivated by what we can do to reinforce, as I said, those structures like the WTO. Now, that's not to suggest for one moment that WTO is perfect, it's not. Even Roberto Azevedo acknowledged that there are reforms that need to be undertaken to improve the WTO. Australia's signed up to that, even the Europeans will sign up to that. So there's work that we need to do to better shape and mold the WTO's functioning. But by the same token, those of us that are engaged in these discussions, as for example, best exemplified by TPP-11 agreement which we recently signed. We want to continue to open up opportunities for trade, for investment. TPP-11 was one example. We've got a strong focus on the regional comprehensive economic partnership. Just last weekend, the Australian Prime Minister Malcolm Turnbull, hosted a special summit with ASEAN member countries. So we're very focused on what we continue, what we can do, to continue productive and constructive discussions about making sure that we overcome some of those challenges on the trade investment front.

AF: Australia's one of the countries that did receive an exemption when it comes to the tariffs on steel and aluminum that were recently announced from the White House. There's a lot of questions about why Australia was in fact exempt. What was that conversation with the White House?

Steven Ciobo: I think the exemption with the U.S. references a couple of points. The first is that we have a very open, fair-trading system between Australia and United States. I know that fair trade is very important for President Trump. I don't have a problem with fair trade; Australia pursues its national interest. Every country pursues its national interest. It shouldn't be a surprise to anybody that United States would pursue their national interest. Ultimately though, when it comes to the Australia-U.S. bilateral relationship, very broad, very deep, strong investment flows. The U.S. is our biggest source of foreign investments in the country. We've got a strong trade relationship. In fact, the U.S. runs a trade surplus with Australia. So when you look at that context, plus the fact that we're allies, and we have of course, decades of standing alongside each other, those are the basis upon which the exemption was sought and provided.

AF: The reality is the U.S. does have strong relationships with Australia but there are other allies in the region, like South Korea, as well as Japan, who were not exempt from this. Were there any concessions Australia had to make on the security front, perhaps, to try and quiet the concerns coming out of the U.S. to say: "look, we are willing to make exemptions"?

Steven Ciobo: Well I can't speak as to why they did or did not exempt other countries, that's a decision for the U.S. Administration. But certainly from Australia's perspective this, and let's be clear about this, this was a discrete outcome. And what I mean by that is that there was nothing that was required to be done or conditions put on the exemption. The exemption is there because of the national security interconnection between Australia and the United States. That's the basis upon which the exemption was provided and that's the basis upon which we take it for.

AF: We heard from White House advisor Pete Navarro last week, talking about how this could be resolved peacefully. He saw a situation where perhaps, those who ran trade deficits with China could become some kind of coalition here. Essentially working together to put the pressure on China to change the trade rules here. Is that something Australia would agree to?

Steven Ciobo: Our trade relationship with China, I mean, it's our most significant trade partner. Australia's relationship with China and trade is a very positive one, we run a surplus with mainland, you know, and our experience on trade has been very positive with China. China is engaged with Australia, you know. We've got a really liberalizing, free trade agreement between Australia and China, in terms of bilateral free trade agreement. So, and even on intellectual property, again, we've had a, our experience as a country with China, I think it's fair to say it's been different to the U.S. experience on issues like intellectual property. So, you know, we will continue to engage in a really constructive way.

I'll be honest as well though, China acknowledges and have made comments to me on senior government levels. Take for example one of the most hardly contested issues, which is the global steel glut. I mean, China has said to me that they recognize that there is a glut of steel. They're taking reforms and putting systems in place to reduce the amount of output of steel that China's putting into the market. They need to balance that against their own domestic considerations with employment and that's understandable. So what is most important now is for ongoing dialogue, discussion and understanding about how all of the countries involved can work together in a constructive way to prevent an outbreak of hostilities, in terms of trade hostilities, which obviously are not in anybody's interests.

AF: Finally, you did mention the success of the CP-TPP earlier. It does seem like that's just another example of how trade within the region is increasingly, increasingly we're seeing these countries turning to each other. The U.S. is thoroughly out of the mix for now, but it does look like, whether it's China and Japan or Australia and China, these traditional roles where there's a lot more competition, we're seeing a bit more receptiveness to partnerships. Do you see the trade in the region accelerating as a result of the broader dialogue that's happening in the U.S. context?

Steven Ciobo: I think that there's no doubt that there's going be an acceleration of trade in Asia-Pacific, particularly in Asia. That was part of what lay behind the Prime Minister Turnbull's initiative with respect to the ASEAN Special Summit. You know, what lay behind our decision to have free trade agreements that we've successfully concluded with South Korea, with Japan, with China. I'm now pursuing free trade agreements with Indonesia and with Hong Kong. We have the Regional Economic Comprehensive Partnership agreement. That's a key priority for Australia as well and we hope to include a high-quality deal there. So, all of this is built around recognizing there are global value chains in the region. We are all, in many respects, sitting in this region together. We'll trade off each other, there's a booming middle-class in Asia. And we think that all of us, by having clear rules of the road, so to speak, on trade can benefit from each other's integration of our economies, integration of supply chains and opportunities that will present itself. So, you know, in the region it's a really positive story.

Organized by the Ministry of Trade, Investments, and Tourism (MTIT) in partnership with PLDT, the event aimed to introduce the "The eBizNovation" program to Micro, Small, and Medium Enterprises (MSMEs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The eBizNovation program, spearheaded by PLDT & Smart, focused on providing MSMEs with digital tools and skills necessary for business growth in the online sphere. Modules covered in the training included Digital Marketing, Content Creation using Canva, Digital Literacy, Business Continuity Planning, and Basic Disaster Risk Reduction Management. The event, attended by twenty women MSMEs, aimed to introduce digital innovations and solutions to create more livelihood opportunities for women in the business sector. Ms. Sarah Dayrit, a Restaurateur, social media and digital consultant, content creator, and photographer, served as the resource person. She shared insights on Social Media Marketing, Basic Photography, Videography, Online Content Creation, and Internet Safety Tips. The meeting was led by the OIC City Administrator Ms. Mahaleah D. Midtimbang and BTI Director Hussein B. Biruar, with a representative from MAFAR and other members of the Local Price Coordinating Council. The focus of the discussions was on addressing the price increases of some commodities during the month of Ramadhan. BTI Director Hussein B. Biruar highlighted concerns about price inflation in selected wet markets during this holy month. The TRCP Division, under Chief Hamida E. Yacob, outlined the LPCC's powers and functions. A representative from the Office of the City Mayor's Market Operations discussed the comparison of pre-Ramadan prices to current prices, noting significant increases for certain goods in the City Central Arcade (Old Market). This was attributed to vendors purchasing some products from supermarkets, leading to higher prices at the old market. The Office of the City Treasury proposed checking weighing scales for accuracy and implementing price tagging within the wet market. As a response to these discussions, the Office of the City Mayor, through the OIC City Administrator, plans to meet with the vendors' associations of both markets to tackle the price inflation issue, alongside continuing weekly joint price monitoring efforts. Attendees included various stakeholders from the Local Government Unit (LGU) of Cotabato and the Ministry of Trade, Investments, and Tourism - Bangsamoro Autonomous Region in Muslim Mindanao (MTIT-BARMM), as well as MAFAR - BARMM. From the LGU-Cotabato, representatives came from the Office of the City Mayor, Office of the City Administrator, City Treasury, Market Administration office, Negosyo Center Cotabato, local retailers group, the agricultural sector, Investment Division, Business Permit and Licensing Office (BPLO), and consumer groups, showcasing a broad and diverse range of interests and perspectives united in addressing the local economic challenge. LOOK | Bangsamoro Consumers, please be adviced of the different BASIC NECESSITIES that fall under each of the ministry’s jurisdiction to monitor each products’ price and supply. For the Ministry of Trade, Investments and Tourism (MTIT), its jurisdiction includes canned fish and other marine products, processed milk, coffee, laundry soap, detergent, candles, bread, salt, potable water in bottles and containers, and locally manufactured instant noodles. Basic necessities like rice, corn, cooking oil, fresh, dried, and other marine products, fresh eggs, fresh meat, beef and vegetables, root crops, sugar, and fresh fruits are under the jurisdiction of Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR). Firewood, charcoal, household Liquified Petroleum Gas (LPG) and kerosene are under the jurisdiction of the Ministry of Environment, Natural Resources and Energy (MENRE), while the drugs classified as essentials are under the jurisdiction of the Ministry of Health (MOH). MTIT enjoins consumers to report those retailers that sell basic necessities more than the specified prevailing prices in their area. Intensified Price and Supply Monitoring are conducted weekly by the Ministry and local partners to ensure fair and responsible trade especially during the Holy Month of Ramadhan. Visit to bolster China-Australia biz ties

The visit of Don Farrell, Australia's minister for trade and tourism, to China from Thursday to Saturday, is expected to boost bilateral trade and tackle common concerns through economic exchange mechanisms, said government officials and experts on Thursday.

Farrell will co-chair the 16th China-Australia Joint Ministerial Economic Commission with Chinese Minister of Commerce Wang Wentao in Beijing, said Shu Jueting, a spokeswoman of the Ministry of Commerce.

This will be the first visit by an Australian trade minister to China in nearly four years. The last China-Australia Joint Ministerial Economic Commission was held in Beijing in 2017.

China hopes that through this visit, the two sides will further implement the important consensus reached by the leaders of China and Australia at their meeting in Bali in November 2022, said Shu.

She also said China hopes to exchange views with Australia on developing bilateral economic and trade relations, addressing each other's concerns and promoting business cooperation.

In a statement on Thursday, Farrell said he will strongly advocate the full resumption of unimpeded Australian exports to China — for all sectors — to the benefit of both countries and in the interests of Australian exporters and producers.

The statement said that the Australian government was pleased with several positive trade developments since the trade ministers of China and Australia agreed to enhance dialogue at all levels to fully resume trade in February. These developments include the resumption of coal, cotton and copper trade and China's agreement to undertake an expedited review of duties on Australian barley.

During his visit, Farrell will meet with some other Chinese officials and business representatives as well as Australian businesses and workers operating in China.

Trade experts said Farrell's visit to China is a key step to stabilize bilateral business ties in the next stage.

Amid the fast-changing global political and economic landscape, dialogue is certainly practical and beneficial. China, as a global manufacturing base that requires imports of ores and coal, and Australia, as a major exporter of materials for industrial use, can establish a complementary economic structure, said Wang Xueling, a researcher specializing in regional economic development at the University of International Business and Economics in Beijing.

Phillipa Harrison, managing director of Tourism Australia, a government agency responsible for attracting foreign visitors, said with the easing of COVID-19 control measures for international travel to and from China, the agency remains optimistic about the outlook for the industry this year and beyond.

China was Australia's largest source market for both international visits and spending in 2019. About 1.44 million Chinese residents traveled to Australia, making up 15 percent of all international arrivals in the country. In all, they spent around A$12.4 billion ($8.35 billion).

China-Australia trade declined by 3.9 percent year-on-year to $220.92 billion in 2022, data from China's General Administration of Customs showed.

Thanks to improved political and business ties, their total bilateral trade value surged 10.9 percent on a yearly basis to $58.79 billion in the first quarter of this year.

Australia mainly exports iron ore, coal, alumina, copper ore, wool, wine, timber, grains, fruits and aquatic and dairy products to China. Computers, transport equipment, mechanical and electrical products, electric vehicles and chemical products are China's main shipments to Australia.

Trade Department automates services to enhance efficiency and boost revenue

With its unique geographical location, Mombasa County requires a robust trade and investment portfolio to spread the economic benefits that come with this strategic position.

One of the key pillars that the County has put up is the department of Trade, Investment, Energy and Industry as an interface between investors (both SMEs and major investors) providing an enabling environment for trade and investment.

The department serves the following purposes:

  • Trade promotion • Industrial development and manufacturing. • Development of Small and medium enterprises • Renewable energy generation • Energy regulation and reticulation • Cooperative societies • County market development and management. • Electricity and gas reticulation • Administration of Trade licensing and levies. • Single Business Permits • Weights and measures, standardization

In its effort to improve efficiency in facilitating trade, increasing revenue collection and general ease of doing business as a catalyst for development, the department can proudly enumerate some of the achievements that have put Mombasa County on the pedestal of socioeconomic growth.

One of the biggest challenges that the County grappled with was the time and cumbersome process it took previously to obtain the relevant documents for one to operate a business.

This has now been fully addressed through the automation of Single Business Permit, parking and barriers revenue collection which cut operational costs to businessmen and improves efficiency in revenue collection.

The effects of this intervention have been increased in revenue collection with the County recording an increase of 30% reducing the time one takes to get permit from three days to only 15 minutes.

Chief Officer for Trade, Investment, Energy and Industry Mr Abdulwahab Mbarak says that by reducing human interaction in the process has greatly reduced incidences of corruption hence the growth of revenue.

“We have established a County trade portal where all the information relating to the process and investment opportunities is readily available especially to our international investors thus making it easier for them to make informed decisions on their investments.

“ The department boasts of reliable information generated through a rigorous research on all the opportunities that the County has to offer,” adds Mr Mbarak .

The County’s trade department recognises the need for conducive environment upon which traders can operate and thrive. This led to the installation of security lights at Kongowea market which boost security for traders and promotes the 24 –hour business opportunity to them. Additionally, it has rehabilitated the retail section at Kongowea market thus improving business environment for traders and enhancing cleanliness.

With the youth in mind, we have endeavoured to provide facilities to encourage trade among the young people. This has been realised through installation of modern kiosks which have opened self-employment opportunities for youth, women and people with disability.

As part of incentives to this group, Mr Mbarak said the charges for the various fees charged by the County Government have been reduced by up to 40%.

“ The department of Trade has also introduced a revolving fund that has already benefitted over 7,000 youths, women and persons with disabilities both as start up capital or for expanding their existing enterprises,” he said.

In promoting investment in Mombasa with various foreign government and various chamber of commerce offices, a number of initiatives have been put in place such as infrastructure development.

Among them include tarmacking of Biashara Street in town which created an effective transport system for businessmen and customers using that road.

The County has also undertaken the modernization of retail markets and Installation of modern stalls which has created an enabling environment for businessmen and customers.

Going forward, Mr Mbarak says, the department is planning to automate all the processes to enhance the investment environment so as to realise the County vision of turning Mombasa into a Smart City.

State starts digital campaign to promote country as tourism, investment destination

NAIROBI, March 27 (Xinhua) — Kenya on Wednesday launched a digital campaign aimed at promoting the country as a global destination for tourism and investment.

John Tanui, principal secretary in the Ministry of Information, Communications and the Digital Economy, said the campaign leverages the power of digital platforms and technology to market the country.

“The campaign is dubbed ‘LetsGoToKenya’ and is aimed at promoting awareness of Kenya as a premier global destination,” Tanui said in a statement issued in Nairobi, the capital of Kenya.

He added that Kenya would work with technology platforms such as LinkedIn, Meta, Google, TikTok and WeChat, which have billions of users, to market the country.

The campaign will involve various government ministries and partners and will ride on global events hosted in Kenya to market the country.

Kenya’s international tourist arrivals hit a new high of 1.8 million in 2023, up from 1.48 million in 2022, boosted by increased marketing activities.

The East African nation ended a decline in foreign direct investment in 2022 after attracting investments worth 107 billion shillings (809.77 million U.S. dollars).

The Kenyan government hopes to grow the numbers from tourism and foreign direct investment through the campaign.

It is a great honour to serve the Australian people as a minister in the Morrison Government and I thank the Prime Minister for asking me to serve as the Minister for Trade, Tourism and Investment. 

Australia is a trading nation. Our prosperity has been built on trade and our future relies on it. Trade creates jobs, drives innovation and underpins our economic growth. Trade is a mutually beneficial relationship between nations that enhances friendships, understanding, respect and co-operation. I will engage, listen and work tirelessly to advance Australia's trade interests. 

International capital helps us to finance new industries, enhance existing industries, invest in infrastructure and grow our economy. Investment by other nations in Australia also helps boost our exports by driving innovation and technological advancement. Investment by Australian companies overseas provides similar benefits at home and abroad. 

Australia's relationship with the world has been an enduring interest and passion of mine. I walked in the front doors of the Department of Foreign Affairs and Trade in 1995 as a graduate and it is a great honour to be returning as the Minister for Trade, Tourism and Investment 25 years later. As a diplomat, as a senior adviser to the Trade Minister and as director of trade policy and international affairs at the Australian Chamber of Commerce and Industry, I have always strived to engage constructively with all nations, and this will be the approach I will continue to take. 

I will work just as hard to grow, promote and strengthen Australia's tourism industry. My electorate of Wannon is a popular tourist destination, so I have seen firsthand the jobs and businesses that it supports and its importance to the life of our nation and, in particular, regional communities. Australia is a world-leading tourist destination that offers incredible attractions, activities and services. I will be proud to represent Australian tourism to the world. 

It has been challenging and rewarding to serve as Education Minister. I am proud of what has been achieved in education. In my time as minister, we have delivered significant, long-lasting reforms. 

We delivered record, needs-based funding for all schools, as recommended by David Gonski. Importantly, we focused on student outcomes, not just money, and improved teacher training and our focus on literacy and numeracy. 

Our Child Care Subsidy continues to support families with the cost of child care so they can work, study and volunteer. Our Government's decisive action in 2020 helped families, workers and child care providers and educators to navigate the COVID-19 lockdowns like no other country in the world. 

In higher education, the Job-ready Graduates reforms will create more university places for Australian students, make degrees cheaper in areas of expected job growth and provide $900 million to fund STEM collaborations between universities and industry. Our additional $1 billion for university research will ensure important research that benefits our nation continues. 

I would like to thank all the stakeholders in the education sector who have worked constructively with me to deliver improved educational outcomes for Australians, particularly in this year of challenges. 

I congratulate the Hon Alan Tudge MP on his appointment as Minister for Education and Youth. I am confident he will continue to ensure that every Australian, no matter where they live, has access to a world-class education. 

Most importantly, I would like to thank the people of Wannon for placing their faith in me. I will continue to strongly represent their interests and passionately advocate on their behalf. They understand the importance of service and acting in the nations long-term interest. It is because of their support that I am where I am today.

Minister Ng highlighted Canada’s support of rules-based international trade and the growing relationship with Malaysia, which is facilitated by both countries’ membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. 

Minister Ng reiterated Canada’s commitment to a deeper trade relationship with Malaysia. Canada is proud to be a reliable partner with Malaysia in cyber, energy and food security. They also exchanged views on future opportunities in aerospace and defence, agriculture and processed foods (including fish and seafood), clean energy, clean technologies, and information and communications technologies.

WASHINGTON – Last week, U.S. Secretary of Commerce Gina Raimondo traveled to Southeast Asia on behalf of President Biden to lead a Presidential Trade and Investment Mission to the Philippines and members of the President’s Export Council on a fact-finding trip to Thailand.

From March 11-12, Secretary Raimondo led a delegation of senior executives from 22 prominent U.S. businesses and non-profit organizations on a first-of-its-kind Presidential Trade and Investment Mission to Manila. Secretary Raimondo met with President Ferdinand R. Marcos Jr. to discuss cooperation and joint efforts to strengthen commercial relationships and to build resilient supply chains across the Indo-Pacific and reaffirm the importance the United States places on a strong bilateral trade and investment relationship between the two countries.

In Manila, Secretary Raimondo and the Mission’s delegation met with the Private Sector Advisory Council (PSAC) of the Philippines to discuss key economic areas of mutual interest. The Secretary also participated in two roundtables – one with Filipina women in business for a discussion on supporting women’s economic empowerment, and one with representatives from labor organizations to emphasize the importance that the Biden-Harris Administration places on advancing labor rights and standards globally.

While in the Philippines, Raimondo encouraged both the U.S. and Philippine private sectors and Philippine government to capitalize on the historic momentum in U.S.-Philippine relations. Together, delegates participating in the Mission have announced over $1 billion of recently-completed or anticipated U.S. investments , creating educational and career opportunities for an estimated over 30 million Filipinos.

“In our first-of-its-kind Presidential Trade and Investment Mission to the Philippines, we announced over $1 billion in investments,” said Secretary Gina Raimondo . “We share an important relationship with the Philippines, and I believe the work we accomplished will make our partnership even stronger.”

Following Secretary Raimondo’s successful Mission to Manila, the Secretary traveled to Thailand to lead members of the President’s Export Council (PEC) to Bangkok from March 13-14. The focus of this official visit was to identify opportunities for both countries to strengthen commercial relationships across manufacturing, supply chain resiliency, the digital economy, and clean technology.

In Bangkok, Secretary Raimondo met with Deputy Prime Minister and Minister of Commerce Phumtham Wechayachai to discuss trade and investment priorities related to the digital economy, clean energy and sustainability, and semiconductors. The Secretary and Minister of Commerce also met with PEC members to exchange ideas on strengthening trade and investment ties across both countries.

While in Thailand, Secretary Raimondo also met with key government officials and stakeholders of the semiconductor industry to discuss ways to strengthen global supply chain resilience and cooperation between the United States and Thailand. Raimondo met with the Minister of Digital Economy and Society Prasert Chanthararuangthong to discuss opportunities for collaboration in the digital economy, artificial intelligence, and cybersecurity. With the Deputy Prime Minister and Minister of Foreign Affairs Parnpree Bahiddha-Nukara, the Secretary had a meeting focused on strengthening diplomatic and commercial ties through the Indo-Pacific Economic Framework for Prosperity (IPEF), and with Thai Prime Minister Srettha Thavisin, Secretary Raimondo thanked Thailand for its continued partnership in advancing shared economic priorities, including through IPEF.

“In Bangkok, members of the PEC met with key representatives and stakeholders, including in the semiconductor industry, to look at how we can strengthen global supply chain resilience,” said Secretary Gina Raimondo. “The U.S. is committed to working with Thailand on this critical issue, and to continue finding ways we can address shared challenges and opportunities with Thailand, as well as our IPEF partners throughout the region, to uplift our economies, workers, and countries.”

In addition to bilateral meetings and engagements with stakeholders, this official visit to Thailand served as an opportunity for Secretary Raimondo to join Deputy Prime Minister and Foreign Minister Parnpree Bahiddha-Nukara, along with the ministers from the 12 other IPEF partners, in their first ministerial meeting of 2024. During the meeting, Secretary Raimondo reaffirmed the U.S. commitment to work closely with IPEF partners to quickly begin operationalizing the IPEF Supply Chain Agreement after its entry into force on February 24, 2024, and welcomed the significant progress made since the substantial conclusion of the negotiations for the proposed IPEF Clean Economy Agreement, the IPEF Fair Economy Agreement, and Agreement on IPEF in November 2023. The IPEF partners discussed the ongoing cooperative work ahead across the three proposed agreements, and building on that progress, the Department of Commerce published the text of the proposed agreements.

Reuters: US companies to announce investments of over $1 billion in the Philippines    

“American companies are set to announce investments amounting to more than $1 billion in the Philippines, U.S. Commerce Secretary Gina Raimondo said during an official visit to Manila on Monday. Raimondo is heading a two-day trade and investment mission, the first of its kind for the Philippines. The delegation includes executives from 22 companies including United Airlines, Alphabet's Google, Visa, KKR Asia Pacific and Microsoft – Speaking at a joint briefing with Philippine officials after meeting with Marcos at the presidential palace, Raimondo said Washington's commitment to expanding trade and investment in the Philippines extends to the larger Indo-Pacific region through the Indo-Pacific Economic Framework - a 14-nation U.S.-led group. Raimondo reiterated the United States has no intention of "decoupling" from China but it would not be allowed access to Washington's advanced technology.”

Bloomberg: US Companies to Invest $1 Billion in Philippines, Raimondo Says    

“US companies that joined the trade and investment mission organized by President Joe Biden will invest more than $1 billion in the Philippines, according to US Commerce Secretary Gina Raimondo who leads the delegation. The US and Philippines alliance is “ironclad,” Raimondo said in a joint briefing by the US group and Philippine officials Monday. The commerce secretary leads an investment mission with about 20 American executives to strengthen economic relations. Microsoft Corp. announced new partnerships and programs to accelerate AI adoption in the Philippines, according to a separate statement. Other US investments include in the areas of digital upskilling, solar and nuclear projects, and a new airline route to Cebu province, Raimondo said.”

“US commerce secretary Gina Raimondo has called for a sharp increase in capacity for assembling, testing and packaging semiconductors in the Philippines, as Washington seeks to bolster rapidly growing defence co-operation with its oldest Asian ally. The Philippines has 13 so-called back-end semiconductor plants that specialise in assembling, testing and packaging chips manufactured elsewhere. “Let’s double it,” Raimondo said on Tuesday during a US trade and investment mission to the Philippines. “Thailand stands to gain from a move by the United States to diversify semiconductor production, U.S. Commerce Secretary Gina Raimondo said on Wednesday, adding that American firms were ready to "supercharge" investments into the Southeast Asian country. The electrical and electronics industry is one of Thailand's main foreign investment magnets, and a key sector that Thai Prime Minister Srettha Thavisin's government is looking to expand as it seeks to kickstart a sluggish economy. "Production of semiconductors is dangerously concentrated in one or two countries in the world," Raimondo said at an event in Bangkok, outlining that the U.S. would look to push additional investments into countries that are part of the Indo-Pacific Economic Framework (IPEF) as it seeks to diversify production.”

Associated Press: US commerce secretary hails progress at year’s first meeting of Indo-Pacific trade grouping    

“U.S. Commerce Secretary Gina Raimondo on Thursday praised the progress made by the 14 countries in the Indo-Pacific Economic Framework for Prosperity after the group held a ministerial meeting Thursday to discuss proposed guidelines for regional commerce. Raimondo was in the Thai capital Bangkok to take part in the virtual meeting, the year’s first for the grouping. She is on an Asia tour that also took her to the Philippines this week with a private sector delegation to promote trade, investment and the diversification of global supply chains, especially for semiconductors. Washington launched the Indo-Pacific Economic Framework, or IPEF, in May 2022 to establish a zone of economic cooperation in a region that is estimated to account for 40% of global GDP.”

Politico: Commerce touts IPEF progress, unveils new draft agreements    

“Commerce Secretary Gina Raimondo on Thursday said negotiations towards the completion of the U.S-led Indo-Pacific Economic Framework are entering a new stage, and released proposed texts covering agreements on “clean economy” and “fair economy” as well as overarching rules for how the IPEF arrangement will function. “It’s clear that the next phase of IPEF will continue to deliver concrete results for each of our economies,” Raimondo said during IPEF’s first ministerial meeting this year, according to a readout from Commerce. The virtual ministerial was hosted by Thai Deputy Prime Minister and Foreign Minister Parnpree Bahiddha-Nukara and attended by ministers from the other 12 countries involved in the initiative...Commerce also announced new initiatives across the IPEF pillars to support economic cooperation. The proposed agreement on IPEF would establish two ministerial-level bodies to meet annually, as well as an IPEF Council tasked with considering matters that affect the agreement’s broad operation, as well as proposals for the accession of new members.”

“Secretary Raimondo spoke with Amcham President Ornkanya Pibuldham of Bank of America. Raimondo emphasized Thailand's pivotal role as a trade partner and underscored the US commitment to amplifying collaboration in the region. Ornkanya remarked, "Our dialogue centred around forging synergies that not only boost trade but also stimulate technological advancements and sustainable growth." WASHINGTON – United States Trade Representative Katherine Tai today met virtually with French Minister Delegate for Foreign Trade, Economic Attractiveness, Francophonie, and French Nationals Abroad Franck Riester.   Ambassador Tai noted the importance of working with France to promote trade policies and practices that will allow American and French workers to compete fairly in global markets. Ambassador Tai and Minister Riester also discussed the upcoming U.S.-EU Trade and Technology Council (TTC) ministerial meeting, which will be held in Leuven, Belgium from April 4-5. 

They agreed to stay in regular communication.
